The Proxy War to Control the Future of California’s Public Education

A

mong the many political contests California voters will decide in November, the race for state superintendent of public instruction is one worthy of special consideration. Not only is it destined to be the state’s most expensive race this election cycle, it is also a proxy war between two titans—the charter school advocates who largely support former charter school executive, Marshall Tuck (defeated by current Superintendent of Public Instruction Tom Torlakson in 2010) and the candidate supported by labor organizations, California Assemblyman Tony Thurmond. As often happens here in California, both candidates are members of the Democratic Party. There appears to be very little distance between them regarding education policy. During a forum in May, both candidates agreed on the state’s need to substantially increase funding for education and tackle school discipline by embracing the concepts of restorative justice. In addition, both candidates stressed the need to find a solution to the state’s teacher shortage— both Thurmond and Tuck referred to the state’s shortage as a “crisis.” They are also aligned on the need to increase teachers’ pay—though they disagree on how such raises should be applied. They both also support a ban against for-profit charter schools. Although neither candidate likes being classified as either for or against charter schools, it appears their funders have decided for them. Several independent expenditure committees have given millions to their preferred candidate, yet the $10.8 million raised by charter school advocates in support of Tuck dwarfs the $4.9 million raised by independent expenditure committees on behalf of Thurmond (independent expenditure committees have no limits on the amount of money they can contribute to a campaign). Tuck has also raised at least a million dollars more in direct contributions. In 1992, California became the second state to adopt public charter school legislation and this school year, there were 1306 charter schools and seven all-charter districts operating in the state. There is no argument that some public charter schools are successful just as some traditional public schools continue to be. There are also public charter schools that experience the same challenges as traditional public schools. Several reports have also shown levels of student achievement in public charter schools are often indistinguishable from levels of student achievement in traditional public schools. In general, both systems appear to have failed to consistently deliver the level of quality education Californians desire for the state’s students. California’s first public charter schools opened their doors in the 1993-94 school year. Yet, here we are nearly twenty-five years later, and the competition between public charter schools and traditional public schools has failed to elevate the quality of education or the level of student achievement hoped for. It appears the only thing that has elevated is the millions of dollars being spent in order to determine which group of lobbyists will ultimately control the state’s public continued on page 18

Inland Region Expands DNA Testing Capability Redlands – A backlog of rape kits and other demands for DNA testing exists across the country, including here in the inland region. California legislators even introduced two pieces of legislation to address the backlog issue (AB3118 and SB1449) earlier this year. Late last month, Pure Gold Forensics Inc. (PGF), a state-of-the-art forensic DNA testing facility located in Redlands, was accredited by the American Association of Laboratory Accreditation to the ISO/IEC standards and from the F.B.I. Quality Assurance Standards for Forensic DNA Testing Laboratories. With these accreditations, PGF became the only DNA laboratory south of the San Francisco Bay area to be qualified in both standards. PGF, which has more than 30 years’ experience in the field of forensic DNA analysis, is now uniquely qualified to provide government crime laboratories, attorneys, and law enforcement agencies with top tier, specialized DNA testing services.

$700,000 Expands Chaffey College Apprenticeship Program Fontana

C

haffey College’s Industrial Technical Learning Center (InTech) located on the California Steel Industries campus in Fontana is the recipient of a $700,000 grant to expand its advanced manufacturing apprenticeship program in the Inland Empire and desert regions. The InTech program offers industry-driven technical training in state-of-theart classrooms, labs and equipment to prepare candidates to fill positions in the region’s growing manufacturing and logistics industry. The apprenticeship program was launched in July with five employers and 32 apprentices seeking careers as industrial maintenance electricians or industrial mechanics. The apprentices who participate in the program can achieve journeylevel status in two to four years and in the process, become an expert in their craft. “The industrial maintenance electrician and industrial mechanic apprenticeship not only give individuals a career pathway to family-sustaining wages, but also provide manufacturers with access to an untapped talent pool,” said Sandra Sisco, Chaffey College Director of Economic Development and the InTech Center. When news of the $700,000 grant was announced, Melissa Pinion, Communications Manager for Chaffey College, stressed InTech’s commitment to work more closely with the San Bernardino County Workforce Development Board, the Manufacturers’ Council of the Inland Empire, the Inland Empire/ Desert Region College Consortium, Growing Inland Achievement, the James Irvine Foundation and the many other manufacturers in the region throughout

the 3 ½-year grant period. For those 18 years of age or older who are unemployed, underemployed or are interested in additional training for a current job, the InTech Center offers certificate programs where individuals can earn certifications that are recognized statewide and nationally. Nonprofit Focuses on Disaster Preparedness

A

new report from UCR’s Center for Renewable Natural Gas showed that renewable natural gas from existing resources can play a key role in helping the state achieve its climate and renewable energy goals. Renewable natural gas is defined as pipelinequality gas that is fully interchangeable with fossil natural gas. It is produced from upgraded methane gas and related processes that originate from in-state landfill resources. According to the report, renewable natural gas can be substituted for/or blended with conventional natural gas. Conventional natural gas is not renewable because it is piped from deposits beneath the earth’s crust. Like other fossil fuels, natural gas also produces greenhouse gases during combustion that contribute to climate change. Replacing fossil

natural gas with renewable gas can result in significant greenhouse-gas emission reductions, in addition to other environmental benefits. The study projected that approximately 99 billion cubic feet of renewable natural gas can continued on page 18

Riverside –The region has its share of wildfires, earthquakes and other large-scale disasters and one local nonprofit is committed to helping homeowners and businesses prepare for such events. The Coachella Valley Disaster Preparedness Network (CVDPN) is committed to working with businesses, homeowners and other groups to develop their emergency plans. All members of the group are certified in community emergency response and work closely with local fire agencies. CVDPN became a nonprofit after separating from Riverside County last year due to budget constraints and is working to assure members of the community knows the organization has resources available to provide guidance on disaster preparedness. FDA Issues Historic Crackdown on E-Cigarette Sales to Teenagers

T

he Food and Drug Administration announced a set of major new enforcement actions Wednesday aimed at reducing the sales and marketing of electronic cigarettes to teenagers. Saying vaping among teenagers has reached “an epidemic proportion,” the agency said it was taking a “series of critical and historic” measures to curb the alarming trends. “We must do more to stem what I see as an epidemic of use of e-cigs among teens, and deeply disturbing trends that show no sign of abating,” FDA Commissioner Scott Gottlieb said. “The FDA won’t tolerate a whole generation of young people becoming addicted to nicotine.” The agency issued more than 1,300 warning letters and fines to convenience stores, gas stations and other stores over the summer for selling e-cigarettes to minors, Gottlieb says. The FDA says it’s the agency’s largest such action in history. “They say they’ve changed from the days of Joe Camel. But look at what’s happening right now, on our watch and on their watch. They must demonstrate that they’re truly committed to keeping these new products out of the hands of kids and they must find a way to reverse this trend.” The announcement was immediately hailed by anti-tobacco

advocates. “This is potentially the most important step FDA has taken to curtail youth use of e-cigarettes,” said an emailed statement from Matthew Myers, president of the Campaign for Tobacco-Free Kids. “Today’s announcement will represent a fundamental turning point, if but only if, FDA formally requires all manufactures to comply with these requirements and FDA reverses its policy and requires that all of these products undergo premarket review now, not four years from now.” The companies say they are working with the FDA to prevent young people from using their devices. “We are committed to preventing underage use of our product, and we want to be part of the solution in keeping e-cigarettes out of the hands of young people,” JUUL CEO Kevin Burns said in a statement. “Our mission is to improve the lives of adult smokers by providing them with a true alternative to combustible cigarettes.” The announcement is the latest in a series of steps the FDA has been taking to try to curb vaping among young people. Critics have charged the agency has been working too slowly to regulate the devices.

Chino Engages and Unites Community with Grass-Roots Initiative

mployees in the City of Chino have launched a grass-roots movement, “Chino Cares” aimed at reaching every area of the city’s diverse community to bring people in a nation that is sorely divided over a variety of differences. The goal of the initiative is to unify members of the community under the sentiment “We Care,” that is common across the city. The initiative was launched by a team of more than 35 city employees at the September 4th meeting of the Chino City Council. During the session, several members of the community signed a pledge and, in the process, demonstrated their commitment to the effort. Each movement participant, including employees, residents, businesses and/or organizations, is asked to pledge to five basic principles. The principles include individuals being informed, prepared, connected, committed and supportive in order to help make Chino a more resilient community after any kind of disaster or critical incident the City may face. In addition to making our community more resilient, Chino Cares will also allow city employees opportunities to personally connect with members of the community through special events and projects, in other words, the employees will bring City Hall into the community. “It’s all in the name-Chino Cares!” said Mayor Eunice M. Young Californians Express Strong Support for Voting and Political Activism Ahead of the 2018 Midterms

A

first-of-its-kind poll by the Public Opinion Research Firm, Evitarus, revealed young Californians are civically engaged and politically active, both on and offline. The poll conducted between June 25 and July 23, was designed to reach both high and low propensity youth of color in the state and structured to illuminate the opinions, perspectives, and policy priorities of youth, particularly youth of color—a population that is not usually reached through traditional opinion research. It targeted youth who were civically engaged as well as young people who are not currently engaged. The effort was funded by The California Endowment and commissioned by Power California, a statewide organization that registers and mobilizes young people to vote for a more inclusive and equitable state. “Young people in California care about social issues and are engaged with politics,” said Luis Sanchez, co-executive director of Power California. “It’s up to adults to find strategies to engage and educate

these young people who care about voting but have not been mobilized to vote. We can’t afford to ignore the emerging electorate and their unique politics.” The survey results were enlightening. In addition to painting a portrait of youth civically engaged, it also highlighted a remarkable level of solidarity across a range of high-profile social movements. The results also provide important insights into how to engage young Californians who are not voting or currently registered to vote. Commitment to Voting 68 percent of those surveyed identify voting as a highly effective means to improve the way things are in society today, including nearly half (49%) who say voting in elections makes a “huge difference.” Assessments of the difference voting can make were largest among Inland Empire and continued on page 17

Possible Hazing Death of UCR Student Leaves Family, Community Devastated

S.E. Williams Contributor embers of the inland community were shocked and sorrowed to learn of the sudden death of twenty-year-old UCR student Tyler Hilliard. According to reports, Hilliard complained of shortness of breath just before he collapsed on Saturday during a fraternity event. Hilliard’s family is convinced his death was related to hazing. Hilliard’s mother, Myeasha Kimble, said the young man became ill Saturday evening while on a fraternity directed pledge excursion to Mount Rubidoux—it is unclear whether the pledges were ordered to hike or run

up the mountain. Although the excursion was described as a “day run,” it occurred around 9:15 p.m. Saturday night. Hilliard was pledging for the Greek fraternity Alpha Phi Alpha— the same fraternity pledged by Martin Luther King Jr. “He felt this was a good fit for him,” his mother explained, “because this organization appeared to be involved in community service.” Kimble told ABC News her son had complained of difficulty breathing before he collapsed. The paramedics were called and subsequently rushed Hilliard to the local hospital where, according to Riverside Police Spokesman Ryan Railsback, “He was alert and talking to staff.” While at the hospital, however, Hilliard experienced some form of medical distress, was transferred to intensive care and subsequently passed away. “He never gave his father and I any problems whatsoever.” His heartbroken mother lamented. “He was kind, he was sweet ... he had a bright future ahead of him.” Hilliard was admitted to the hospital a week before because he reportedly had trouble breathing. He was treated, released, and according to family members—had no underlying medical problems. As his family and friends mourn their loss they are also determined to get answers—some reasonable explanation for his unexpected death. According to Railsback, the Hilliard family called the Riverside Police Department from the hospital early Sunday morning and shared their suspicions about why the young man may have ended up in the hospital. The family shared its belief that what happened to Hilliard was somehow tied to hazing. The family explained how Hilliard was subjected to hazing

incidents that allegedly included being forced to eat an onion covered in hot sauce, being forced to drink large amounts of water and what they described as “being paddled with a piece of cactus.” Hazing is a series of challenges often faced by those wishing to join a fraternity or sorority. These challenges frequently include harassment, humiliation and at times, abuse as a condition of being accepted into the organization. In a statement issued in response to Hilliard’s death, Alpha Phi Alpha Executive Director Jamie R. Riley claimed, “Alpha Phi Alpha Fraternity, Inc. does not condone and strictly prohibits any illegal acts, including hazing in any form, whether physical or mental, as a term or condition of membership in the organization.” He added, “Any member found violating the fraternity’s anti-hazing policy will be immediately suspended with a recommendation for expulsion.” According to Riley, not only is he working with the university, the fraternity has also launched an investigation into Hilliard’s death and placed the chapter on an immediate cease and desist status, suspending all activities in the interim. Riley noted the fraternity is also cooperating fully with law enforcement authorities as they investigate the death. The Alpha Phi Alpha Fraternity, Inc., was founded in 1906 and is headquartered in Baltimore, MD. Historically, the fraternity has been at the forefront of the African-American community’s fight for civil rights through the efforts of Alpha Phi Alpha men like Martin Luther King, Jr., Adam Clayton Powell, Thurgood Marshall, Paul Robeson, Andrew Young, Edward Brooke, Cornel West and others. “Alpha Phi Alpha Fraternity, Inc. is deeply saddened to learn of the passing of Tyler Hilliard, a student at the University of California, Riverside,” Riley wrote. “The Fraternity shares our deepest

S T O R Y condolences to his family, loved ones, and the entire university community, as their loss is unimaginable,” Expressing similar sentiments, UCR released a statement regarding the unexplained death of its student. “The UC Riverside community grieves the loss of our student Tyler Hilliard,” UC Riverside expressed in a similar statement. “We’ve shared our condolences and offer of support with Tyler’s family and have made counseling services available to students, faculty, or staff who knew him.” Also, according to school officials, “UCR Student Affairs and UCPD are collaborating with the Riverside Police Department to determine the circumstances regarding Tyler’s passing.” While the Riverside Police Department awaits autopsy results, the agency confirmed it is also investigating whether hazing may have played a role in Hilliard’s mysterious death. Although the role hazing potentially played in the young man’s death is yet to be determined, his loss comes on the heels of at least four hazing deaths experienced across the country in 2017, a year described as, “...one of the deadliest in modern history for college campus deaths related to fraternities.” A journalism professor at Franklin College, Hank Nuwer has compiled data which showed since 1838, hazing-related accidents have resulted in the deaths of more than 200 American students. At least 40 of those death occurred in the past decade. Although not considered the case regarding Hilliard, most often the cause of death is alcohol poisoning. Most often universities respond to hazing accidents by suspending the ability of fraternities and sororities to conduct recruiting activities and banning alcohol at parties. Walter M. Kimbrough, President of Dillard University and an expert on hazing described efforts to mitigate the tradition of hazing this way, “It’s one of the hardest uphill battles we face in higher

education. We don’t have any wind at our back on this fight.” He continued, “We are waiting too late to talk about hazing in this nation. We see this as a college fraternity problem, as those cases generally make the news and can be the most egregious, even deadly.” In an opinion piece written by Kimbrough last September, he pointed to a 2008 National Study of Student Hazing by Elizabeth Allan and Mary Madden. The study looked at nearly 12,000 undergraduate students from 53 campuses. It showed that many students had already experienced hazing before they entered college. Nearly 47 percent of the students recalled experiencing hazing-type behaviors in high school although 84 percent of them claimed they did not think their experiences were hazing. “Hazing is normalized in high school,” Kimborough wrote. Normally this happens while participating in athletic teams, ROTC, bands and musical groups. Those experiences are subsequently reinforced by stories of family members and friends who experience it in college. “By the time they get to college,” he stressed, “not only have many students experienced hazing, they accept and anticipate it.” Kimbrough believes earlier, proactive steps should be taken to educate young people about the hazards of hazing rather than reacting to it when a tragedy occurs. He concluded, “... it is time to start educating students in middle and high school.” While Hilliard’s family and friends, police authorities, UCR officials, Alpha Phi Alpha Fraternity, Inc., fellow students and the community await the coroner’s report of his cause of death, his heartbroken mother told reporters she holds the fraternity’s pledge master responsible because he was the one who was supposed to keep her son safe. “We need an apology,” she said. They failed to keep Tyler safe.”

City of Riverside Seeks Public Input for “Pathways to Health” Grant Proposal Riverside

C

alifornia’s Smart Growth and Climate Improvement Grant could bring millions of dollars to Riverside for public improvements in the Eastside and Downtown neighborhoods. The city will apply for this grant funding and is seeking public input to the process. The city’s application, dubbed “Pathways to Health,” seeks to demonstrate the need in Riverside for additional funds to pay for more affordable housing, expanded transit opportunities to help people get around without a car, expanded bike lanes, and other projects that make it easier and safer to walk from one place to another. Other options for the grant funds include energy efficiency efforts, conservation, planting community gardens and park improvements. Riverside is applying for funds from the California Strategic Growth Council’s Transformative Climate Communities program, which seeks to produce public health and environmental benefits through the reduction of emissions from sources of air pollution. The grants are designed to improve areas that are

economically challenged and have experienced pollution issues in the past. Riverside’s project area is bounded roughly by Third Street to the north, 12th and 14th Street/Martin Luther King Drive to south, Brockton Avenue to the west, and Chicago and Iowa avenues to the east. The area includes North High School, Patterson, Bobby Bonds and Lincoln parks, the proposed Chicago/Linden affordable housing project, the Cesar Chavez Community Center, the planned Mission Heritage affordable housing project, and Longfellow and Grant elementary schools. “There is nothing more important than the health and safety of our residents, so this grant represents a real opportunity for Riverside,” Mayor Rusty Bailey said. “I encourage Riverside residents to come to the scheduled meetings, provide feedback by email and help the City put forth the best possible grant application.” According to Bailey, the City of Ontario received $35 million from the TCC program last year. Officials there said the money would help build an urban

village in downtown Ontario, among other projects that were planned for the next three years. Opportunities to learn about the grant process and provide feedback include a new webpage, email address, online survey, and public meetings this week and continuing through mid-October. S P E C I A L Central Valley Youth, Latinas, White women, the college educated and those over the age of 18. Assessments were lowest among African and Asian American youth, and 16- and 17-yearolds. California Youth Are Highly Engaged Civically Conversations about social issues and politics are often gateways to voting and other forms of political participation. Young people in California are engaging in a diverse range of civic activities. Notably, 88 percent report talking to friends or family about politics. Rates of volunteerism and social media engagement also rank high. In addition, the survey shows that youth civic participation includes a commitment to political values that guide their purchasing decisions. For example, 45 percent reported either boycotting, or deciding not to buy a product or support a company for political reasons” Most Important Issues The young respondents cited immigration and housing as the top problems facing California followed by the environment, education, homelessness and racial profiling/ policing/criminal justice. This differed slightly from statewide polling of all voters, who are most likely to name jobs and the economy as the most important issue facing people in the state, and among whom immigration is only the second most cited top issue. When asked to grade California state government for the job it is doing to create a good quality of life for all Californians, young voters give California leaders a failing grade—a 1.94 GPA. Youth in the state’s Central Valley gave the state its lowest rating, a 1.63 GPA. Robust Identification with Social Movements Eighty percent of respondents said they consider themselves a part of one or more high profile social movements. They identified with the climate/environmental justice movement, Black Lives Matter, or the movement for lesbian, gay, bisexual, questioning/queer, and

transgender equality. By comparison, only one in five said that they do not consider themselves a part of any of the social movements presented in the survey. For many of these young people, participation in social movements extends beyond typical markers of social identity, such as race/ethnicity, sexual orientation, and gender identity. For example, while Black respondents make up only 6 percent of youth ages 16-24, half identified with the Movement for Black Lives, including 49 percent of nonBlack youth. Likewise, although only 21 percent of respondents identify as LGBTQ, 50 percent identify with the movement for LGBTQ equality, including 41 percent of heterosexual youth. Other notable measures of solidarity across markers of social identity were present within the Undocumented and Unafraid and #MeToo movements. For example, while the Latino and Asian American communities have been disproportionately impacted by deportations and the separation of families due to documentation status, at least 29 percent of non-Latino and non-Asian American youth who have not “worried that they or a family member might be deported” consider themselves a part of the Undocumented and Unafraid/ Dreamers movement. Similarly, 29 percent of men consider themselves a part of the #MeToo movement. Unbalanced Voter Engagement The survey also revealed youth of color experienced lower rates of contact by political campaigns and other groups focused on outreaching to voters. Sixteen percent of 18-24-year-olds participated in the June 2018 Primary Election, however only 11 percent of Latino and African American youth voted. Decades of scholarship have shown that contact by voter mobilization campaigns, particularly in-person canvassing, significantly impacts participation in elections. The Survey results indicated that among verified registered voters, youth who report being contacted by a candidate, political campaign, or other group voted in the June primary at strikingly higher rates than those who reported that they were not contacted. Contact rates were highest among

White voters and lowest among Black voters. Incarcerated Youth Remain Engaged with the Political System The survey also provided rare insight into the civic engagement and policy priorities of incarcerated youth and youth who have had contact with the criminal justice system. While incarcerated youth reported lower levels of civic engagement than youth who have never had contact with the criminal justice system, contrary to popular belief, they participate in civic life in several ways. They are also attentive to the impact of public policy on their lives and communities. Forty-six percent of young people who reported that they had been arrested, held, or detained by police at any point in their lives said they have volunteered in their community at some point this year, including thirty percent who took the survey while in county jail or juvenile hall. “This poll is among the first to poll young people in all areas of California and to connect with young people we traditionally don’t poll, such as non-voters and incarcerated youth,” said Veronica Terriquez, Associate Professor of Sociology at University of California at Santa Cruz. “The findings show that the interest and engagement in politics is already there for young people. To make sure this translates to turnout, we need to teach young people about how voting is relevant to their own lives and their community.”

Edison Acts to Reduce Wildfire Risks Rosemead –Nearly ten percent of California’s wildfires in recent years were ignited by power lines. Fires sparked in areas served by Southern California Edison (SCE) usually resulted from objects like tree limbs, palm fronds and/ or metallic balloons that came in close contact with SCE equipment/lines. Last week, SCE announced a proposed $582 million Grid Safety and Resiliency Program that aligns with recent California wildfire mitigation legislation. The program’s goal is to replace nearly 600 miles of overhead power lines in high fire risk areas with insulated wire. Edison plans to complete by replacement effort by the end of 2020. This will be the first, large-scale project in the nation specifically designed to reduce wildfire risks by installing insulated wire.

Arun Raju, Director of UCR’s Center for Renewable Natural Gas and lead researcher on the study told UCR Today, “The analysis shows that renewable natural gas production

from in-state resources can make a meaningful and sustained contribution toward the state’s greenhouse-gas goals at costs that are comparable to ongoing and proposed measures,” Raju further stressed that the replacement of a mere five percent of the state’s fossil natural gas consumption with renewable natural gas would represent a valuable and consequential transition toward renewables while also yielding significant reductions in greenhousegas emission.
