What It Means To Be A Citizen

I

am currently reading Community, a book by Peter Block, that has a chapter “What It Means to Be a Citizen.” Block writes: “If what holds the possibility of an alternative future for our community is our capacity to fully come into being as a citizen, then we have to talk about this word citizen. Our definition here is that a citizen is one who is willing to be accountable for and committed to the well-being of the whole. That whole can be a city block, a community, a nation, the earth. A citizen is one who produces the future, someone who does not wait, beg, or dream for the future.” He argues that the meaning of citizenship is about more than just voting and more than just doing what we call our “civic duty.” It is, he argues, the willingness to build community. It is a choice of activism and care. As citizens we must hold ourselves accountable to the larger collective. We must own and exercise power rather than delegate to others, namely our elected officials or special interest groups. We must understand that great cities are built by great citizens. And that great citizens create great leaders. That is one of the reasons, as I have mentioned in previous months, the recall actions by the concerned citizens groups throughout the Inland Empire are a step in the right direction. I know we have a ways to go in engaging the masses of apathetic individuals who have chosen to not participate in the building and rebuilding of our cities, but those who have organized especially in the cities of Moreno Valley, San Bernardino, and Yucca Valley understand that to “produce the future” we want to see here in the Inland Empire, we can’t wait for someone else, we must take action and educate our fellow citizens on their local government (both good and bad). In essence, we must “do something.” I spent last week in Sacramento at the League of California Cities Annual Conference where one of the panel presentations was “Civic Innovation: Re-Engaging Our Citizenry and Making Government More Effective.” Presenters discussed collaborative models and training programs that deepen engagement between local governments and their citizens. And the discussion was moderated by the director of the newly-formed California Civic Innovation Project whose mission, in part, is to open new channels for public voices. This week, we begin a three-part series on three recall efforts in the Inland Empire: Yucca Valley, San Bernardino, and Moreno Valley. We explore the efforts led by citizens who understand their role as citizens. If we want great communities for ourselves, our families, and for future generations we must, as Peter Block suggests, exercise power rather than delegate it to others. We must become deeply engaged in selecting and supporting our leaders and recognize that in our democratic society the power is really with the people…the citizens…and that is where true accountability begins.

leven hundred backpacks were spread across the main lawn in front of the Pfau Library at Cal State San Bernardino this past Tuesday. They aren’t designer or trendy bags. In fact, they are the type of backpacks a college student would use to carry books, papers and laptops, but yet each one has the potential of saving lives. Inside each one of the 1,100 backpacks is the personal story in memory of a life lost and a life impacted by suicide. CSUSB officials hope that these stories will bring awareness to the second leading cause of death of college students. Each year more than 1,100 college students in the United States die by suicide. The display is part of a national program called “Send Silence Packing” and is presented

inthenews Riverside City Attorney to Lead Statewide Attorneys Organization City Attorneys Department of League of California Cities Provides Guidance Across California Riverside

R

iverside City Attorney Gregory P. Priamos has been tapped to lead a statewide organization that plays a major role in advising municipal attorneys around California on the latest developments in municipal law. The move is the latest in a series of leadership posts for Riverside officials. Priamos, who has been Riverside City Attorney since 2001, was elected President of the City Attorneys Department of the League of California Cities today (9/19). He previously served in 2012-13 as the Department’s 1st Vice President and, before that, 2nd Vice President. “It’s truly humbling to take on a role like this, working with the top attorneys from around the state,” Priamos said. “I look forward to a productive year that advances the interests of cities around California, as well as the interests of the League itself.” The League of California Cities is the preeminent organization that coordinates policy proposals for cities around the state. The City Attorneys Department is made up of city attorneys from the League’s member cities and produces conferences, continuing education programs and other avenues for professional development within the field. “Greg’s election as president of such a prestigious organization speaks volumes about the work he has done and continues to do for the City of Riverside,” Riverside Mayor Rusty Bailey said. “It also is a testament to the culture of excellence we have established at Riverside City Hall.” Priamos has worked for the Riverside City Attorney’s Office since 1993. Prior to becoming the City Attorney, he was Riverside’s Supervising Deputy City Attorney in charge of the litigation services section. He became City Attorney in 2001, serving as the city’s chief legal advisor, managing the City Attorney’s Office and reporting

directly to the City Council. He also has been an active member of the League’s City Attorneys Department, serving as 1st Vice President, 2nd Vice President and chairman of the Department’s Legal Advocacy Committee. He received his Juris Doctor degree from Loyola Law School and his B.A. in political science Cum Laude from the University of Southern California. Priamos’ election is the latest in a series of leadership positions held by elected and appointed officials from Riverside. Former Mayor Ron Loveridge is a past president of both the League of California Cities and the National League of Cities. City Clerk Colleen Nicol is a past president of the International Institute of Municipal Clerks. Retired Riverside Public Utilities General Manager David H. Wright is a past president of the California Municipal Utilities Association. “Riverside really is a leader when it comes to the delivery of professional management services at the municipal level,” Priamos said. “This is something that is part of our organization. It’s not just one person.”

inthenews Girl Scouts of San Gorgonio’s Focus on Diversity San Gorgonio

G

irl Scouts of San Gorgonio elected Debbie Gradias to the position of chairwoman of its Board of Directors at their annual meeting this summer. The first Latina to hold that office, Gradias is joined by seven new members at large. Gradias has been a successful realtor with the CENTURY 21® Lois Lauer office in Redlands since 2003. Girl Scouts of San Gorgonio Council serves 11,500 girls and 4,500 adult volunteers in all of Riverside and most of San Bernardino counties. A primary focus for board and staff is to recruit girls and adult volunteers from population groups and communities where Girl Scouts does not have a strong traditional presence: AfricanAmericans, Latinas and girls residing in highpoverty neighborhoods. Currently, over 6 percent of the membership is Black, up from 4.5 percent in 2010; 30 percent of the girls are Hispanic or Latino origin, up from 24 percent in 2010; and 44 percent are Caucasian. Over 15 percent of the registered Girl Scouts chose not to report their race or ethnic origin. The minority membership of San Gorgonio’s Girl Scouts has steadily increased as a percentage of the entire girl population, at the same time that overall council membership has nearly doubled since 2010. According to Cynthia Breunig, President & CEO of Girl Scouts of San Gorgonio, “Girl Scouts of San Gorgonio Council says ‘yes’ to every girl. We believe, as did our founder Juliette Gordon Low, that we make the world a stronger, healthier place when we invest in girls. We are committed to making our membership mirror the population profile of the Inland Empire.” She continues, “I want Girl Scouts of San Gorgonio to be seen by AfricanAmerican women and Latinas as a powerful and effective force for female leadership development, and as a partner in achieving measurable gains in high school graduation rates, pursuit of higher education, and participation in the schools by parents and guardians.” While the composition of the Board of Directors has not always reflected the diversity found in the population being served by Girl Scouts of San Gorgonio, the Gradias election and appointment

of the new members at large represent positive strides in bringing board membership in line with Inland Empire demographics. Of the 17 Board members, three are Black, four are Hispanic, one is a Pacific Islander and the remaining nine members are White. Similar positive changes are occurring with Council staff, as the number of employees of color and Hispanic origin now more closely mirrors Inland Empire demographics. Diversity remains a primary strategic focus for the Board and executive management, as recruitment initiatives for both girls and adult volunteers move forward. Looking back on her own years as a Girl Scout, Debbie Gradias observes, “Girl Scouting really made me who I am today. My passion for community service and assisting military families really blossomed as a Girl Scout.” Utilizing her exceptional knowledge of the Girl Scout movement, Debbie plans to focus her tenure on areas such as community involvement, female entrepreneurship, sisterhood, and the leadership roles of young women in our community. "If families knew everything the Girl Scout Movement offers girls, why wouldn't they want their daughters to join?" asks Gradias. She believes it is important to reach out to families who believe that Girl Scouts is only for "other girls." Her message for families in the Inland Empire is that Girl Scouting is for every girl, regardless of race or ethnicity.

Dear D.A.: For elderly people living on a fixed income, and who don't have insurance to help cover the cost of a hearing aid, any amount charged for a hearing aid is more than they can afford. If you or someone you know falls into this category, resources for free hearing aids are available, but you'll have to do a little extra to get what you need. The best place to start is your audiologist. Ask if they know of any local non-profit organizations that help elderly people suffering from hearing loss to obtain hearing aids at no charge. National assistance options may include: Audient provides hearing care throughout the nation for low-income people through a network of

hearing-care providers. Their services help provide access to quality hearing aids. Those looking for assistance can call their toll free number 1-866956-5400. Hear Now offers help nationwide to people living permanently in the United States and who are deaf or hard of hearing and have no other means by which to receive a hearing aid. Hear Now providers are professionals who volunteer their services. More information can be requested by filling out an online form. Hearing Loss Association of America makes hearing aids attainable through the Hope for Hearing Foundation & Hearing Aid Bank. The Foundation doesn't give out free hearing aids but sends you to a licensed professional able to dispense hearing aids. They do request a $50 donation from people who can afford it to help cover costs.

When it comes to cost, hearing aids fall into a wide price range. While some can be purchased for a few hundred dollars, others also go up into the thousands. Along with the cost of the hearing aid, other fees may apply. Cost can also be affected by additional gadgets like remote controls, not to mention that the price depends on which style you buy. Whether you plan to buy a hearing aid, or are trying to find one at no cost, it is best to talk to your audiologist about what type of hearing aid is best for you or your loved ones’ personal needs.

lection Day, November 5th is fast approaching and the City of San Bernardino is faced with its regular election and a recall of the city attorney and two sitting council members. Voters will have to remember to vote YES to recall Jim Penman as city attorney, John Valdivia and Wendy McCammack from the city council. I have had the good fortune of knowing members of the Saenz family for some time and Gary is found to exhibit all of the fine qualities of the family and his brother Bob with whom I have known for many years. Gary grew up on the westside of San Bernardino on Evans Street just down the street from where I lived when I first arrived in San Bernardino. Gary went to Roosevelt Elementary School in San Bernardino and went on to become a lawyer in the city and has a successful career in law and real estate. There are many things I like about Gary but the most important thing is he wants to continue his way of practicing law as an attorney and that is: when elected he wants to be the attorney for the city by offering legal advice to the mayor and council and not the political historian guru advisor, manipulator of city employees, and intimidator of business leaders. Gary understands that the council is the policymaker with the mayor being the CEO with administrative duties spelled out in the city charter for the city administrators. In my humble opinion, one of the things that has led to the city’s current situation is the constant

bickering at city hall with the city attorney as its ring leader followed by some members on the council. Their open discussion in angry tones displays a lack of respect for each other while giving blind support for those who give them campaign funds or other large contributions to their dysfunction. It has taken a Federal Judge to restore order to force them to address their financial responsibilities to us citizens. Even with the judge agreeing that the city is bankrupt, some council members believe that certain employees are sacred cows when it comes to the budget. All of the city’s top managers have left the city because of what I have previously stated and now we the voters can help chart a new course for the city. Ever since the City of Bell’s corruption scandal came to light citizens in other cities have taken to the recall process to change the direction of their local government. Fontana used it to change the direction of its school board. A school board member was removed in Moreno Valley and currently the city council is under investigation. The citizens in Yucca Valley are recalling members of the city council. San Diego started recall proceedings against its mayor who resigned before it was implemented. In November it will be San Bernardino’s citizens turn to “throw out some of the bums” so to speak. I am urging the citizens of San Bernardino to vote YES for the recall and replace the current city attorney with Gary Saenz.

If You Love Your Prostate Then Take This Test

M

ore than 240,000 U.S. men are diagnosed with prostate cancer each year. About half of newly-diagnosed patients will be classified as low risk and may not require immediate or aggressive treatment. Yet many of these men will receive immediate aggressive treatment despite the small chance of their cancer becoming deadly. The aggressiveness of prostate cancer is hard to determine. Traditionally, physicians have used the prostate-specific antigen (PSA) level, a physical exam, and other methods to estimate the level of prostate cancer to help guide treatment decisions. These are helpful, but they cannot fully determine whether a man has low-risk prostate cancer, which can be managed with active surveillance, or whether he has aggressive prostate cancer, that should be treated immediately. Active surveillance is a plan that employs careful and consistent monitoring of the cancer in a man’s prostate without removing it. Under active surveillance, patients have regular check-ups and periodic PSA blood tests, clinical exams and potential biopsies to closely monitor for signs of prostate cancer progression. If the cancer starts getting worse, then an appropriate treatment can be decided on. New diagnostic tests have been emerging, such as the Oncotype DX prostate cancer test, that can help the patient and his physician make a better decision about how to treat the cancer based on its aggressiveness. A new website was launched in September (Prostate Cancer Awareness Month) that helps patients and their families navigate the decisionmaking process, My Prostate Cancer Coach, found at www.MyProstateCancerCoach.org. The site allows anyone interested in learning

more about prostate cancer to gain accurate information on the disease and how it can affect men and those in their lives. Tools from the site include Prostate Cancer 101, providing information about treatment options, side effects, understanding the diagnosis and PSA testing, as well as a glossary of terms that can help patients better understand the disease. By answering a few simple questions about your diagnosis, a man receives a personalized guide outlining how aggressive his disease is likely to be and highlighting key questions to help you have a more productive discussion with the healthcare team. The My Prostate Cancer Coach web site also provides visitors with resources to better understand their risk for getting prostate cancer, questions to ask their doctor, and other resources relating to prostate cancer. Recall Petitions Deadline Met Triggers Recall Process of Two Yucca Valley Politicians Taking Back Our Cities - Part one of a three-part series San Bernardino County By Samuel Williams, Jr.

The political climate has changed in the Inland Empire with concerned citizens in three area cities having lost trust in their elected officials. These residents are making their voices heard and the sentiment being echoed in Yucca Valley, Moreno Valley and San Bernardino is ‘we have had enough.’ Mismanagement of funds, in-fighting between elected officials, and one city even declaring Chapter 9 bankruptcy has made residents declare that it’s time to “take back our cities.” In a three-part series on the recall efforts, the VOICE will explore what the recall efforts in Yucca Valley, San Bernardino, and Moreno Valley mean to its residents and the community at-large.

umor within the Yucca Valley political arena became reality for the city’s Mayor George Huntington and Councilman Robert E. Lombardo recently when members from the Morongo Basin Property Association (MBPA) met the deadline and submitted enough signatures to warrant a recall election. MBPA officials had to collect and submit recall petitions on each politician that had at minimum 2,461 signatures. According to MBPA president Ron Cohen, the petition asking for Huntington’s recall contained 2,721 signatures for Huntington while the petition for Lombardo’s recall totaled 2,722 signatures. Officials at Yucca Valley are in the process of verifying that all the signatures submitted, per petition, are valid. The MBPA cited five main reasons for the recall actions: that the two men approved a three-year contract for the town manager’s services that brought his annual compensation to nearly $300,000 while the Town is facing a budget shortfall, then cut/reduced highly-valued community programs and the personnel to deliver those programs; that they voted to exceed the cost proposals for the animal shelter and a town park without identifying a funding source to pay for the excess; that they approved use of over $100,000 in public funds to promote a general fund tax measure; that the men voted to permit the town manager to pursue another tax measure proposal against the will of the residents of Yucca Valley; and that the men approved cuts and reductions to quality-of-life programs that are essential to the safety of children and well-being of the community. These cuts and reductions represented only a small portion of the town’s overall budget and were enacted to punish the community, not balance the budget. Lombardo is not pleased.


coverstory “I have serious doubts about whether or not all the signatures are legitimate but moreso, I am concerned with the way the signatures were acquired,” Lombardo said. “It is my understanding the signatures were accumulated in a deceptive manner. People who signed the petition were being told they were signing a petition to help raise money for the town pool and museum.” Lombardo went further alleging the recall effort is being spearheaded by people who themselves have “political agendas of their own.” “Mr. Huntington and I are the two newest town council members which means we have four years in our positions,” Lombardo said. “These people want to attack us, have us removed, and disrupt the flow of our town government to sway it to what they want.” Regarding the charges leveled against he and Huntington, Lombardo said much of what is being charged is half-truths and that many of the people involved don’t have a true grasp on how the town government works and they are distorting the facts to meet their own ends. There is nothing further from the truth and of course not all the members attend the same church … but because the town is so small such an implication can be taken as true and lead to more distrust.” “I am not sorry for how our town government operates at the moment and any decisions that were made were carefully weighed and in most instances were unanimously passed by all the members of town council,” Lombardo said. “If one were to examine the allegation of increasing the town manager’s salary, they would see that there was no true raise involved for him. We owed this town manager money and so instead of structuring the usual year-to-year contract, we brokered a three-year deal and if someone examined it carefully, they would find out we actually save the town money in doing so. The issue regarding the animal shelter has not been explained correctly either. Over the past eight years the costs to run the shelter has increased so any fiscal increase there is simply due to

responding to the shelters increase fiscal needs. These same people who are accusing us of not handling town money appropriately are wasting much of the town’s money with a costly recall effort. “ However, MBPA President Ron Cohen is the exact antithesis of Lombardo in regards to the way the recall effort is transpiring. “This effort is not politically motivated as alleged,” Cohen said. “Simply stated, the recall is the direct result of Mr. Huntington’s and Lombardo’s unwillingness to listen to the will of the people. When the citizens, the very constituents you represent ask you to consider something, then you do that. You don’t ignore them.” Cohen said the allegation that the signature on the petitions were acquired by slight of hand were

listen to the people.” According to Cohen, the recall effort was not MBPA’s way of singling out just Huntington and Lombardo. “We wanted to also include town council members Merl Abel and Dawn Roe but it didn’t make sense to do so. Both of their terms end in November 2014 and if they were recalled, and someone took their seats, they would have at least six to seven months in office before their seat went up for reelection.” So why is MBPA so up in arms with the way the town council legislates its community? “If we were to get new people in place I think two of the most important changes that would be made are outlined in the MBPA’s restoration plan. We would revise the town code so we could hold town hall meetings. Presently, all citizens can do is make a three minute comment about what bothers them and then sit down. The town council does not have to respond,” Cohen said. “Secondly, we would review the salaries of all the town’s staff. That request has fallen on deaf ears as well. What does the future hold for the recall effort now? The San Bernardino County Registrar of Voters is in the process of validating the signatures on the two petitions. If all are valid, then a recall election must be conducted as early as 88 days or as late as 130 days after the signatures are verified. According to the current timetable, if a recall election does occur, it will be conducted between January and March 2014.

“Men’s Health Game Day” Event Held During Prostate Cancer Awareness Month Riverside Community Hospital (RCH) and Riverside Medical Clinic Foundation recently teamed up with the men of the National Football League (NFL) in presenting “Men’s Health Game Day” prostate cancer awareness program at the Riverside Community Hospital Health Education Center. For more than 20 years, the hospital and foundation have provided a monthly prostate cancer support group and prostate cancer information forum for men facing prostate cancer, their family members, and others without regard for where the men sought treatment. Dr. Alex Batta, MD, RCH Urologist and speaker on the panel, began the cancer information forum 20 years ago. 1 - September has been designated

“Prostate Cancer Awareness Month.” RCH celebrated with a lecture and dinner following the NFL Men’s Health Game Day. An NFL official football was awarded to a raffle winner at the end of the program. 2 - Dr. Batta and Dr. Afshin Rashtian, Medical Director-Radiation Oncology and Nimesh Thacker, MD Urologist, spoke on men’s need to know about the prostate gland with increased risk of prostate cancer beginning at age 40; the prostate specific antigen (PSA) test, and the pros and cons of the many treatment options now available if prostate cancer is diagnosed. 3 - Attendees of the lecture - dinner were able to see and explore the modern high tech equipment for cancer treatments. DaVinci robotic (facilitated) surgery; Cyberknife radiation; and Cryotherapy. 4 - Kermit Alexander, an all-star at UCLA before his 12 year career with the San Francisco 49ers, LA Rams, and Philadelphia Eagles, spoke of cancer in his close knit family, and later of his work on behalf of his fellow members of the NFL Players Association who may not pay enough attention to their health after their careers end. Close and follow-up contacts have helped several to get tested and detect prostate cancer early enough to obtain effective treatment. 5 - Still active, Joe Baker continues his long career on coaching staff of NFL teams. iverside City College’s Culinary Academy invites the community to enjoy an elegant evening of dining at the “2013 California Autumn Nights” annual fundraiser on Friday, October 18 at the RCC Culinary Academy. The evening starts with a 6:30 pm wine and hors d’oeuvres reception and continues through a six-course meal. All proceeds go to support the Academy’s programs and students. “Guests can expect an evening of fun and elegant dining,” said award-winning chef Bobby Moghaddam, director of the hospitality and culinary arts programs. “Our innovative culinary students work diligently to assure that our guests experience an outstanding evening.”

e have before us the perfect opportunity to lift the City of San Bernardino out of bankruptcy and begin the process of rejuvenating her back to a proud All American City. To reverse course, change is required. My candidacy for the office of City Attorney offers what I believe will contribute significantly to a brighter future for our city. First, I am not a politician. My role will be dedicated exclusively to being attorney for the city, serving as legal advisor to the mayor, council, boards, officers and departments, and of course, representing the city in litigation. I will meet these responsibilities in an efficient, cost effective manner, emphasizing coordination and cooperation both within the City Attorney’s office, and between the City Attorney’s office and all elected officials, officers and departments. Second, I will neither participate in, nor tolerate, political in-fighting. Intimidation, threats and competitive power-seeking among city leaders is obstructively counterproductive. Likewise, promotion of special interests should have no place in city politics. I have clearly stated that no supporter of mine, financial or otherwise, should expect that their support will influence my actions as City Attorney. For 35 years I have served my clients with integrity and honesty. CSUSB Hosts 15th Annual California Native American Day Celebration And Student Conference

M

ore than 1,500 school-age children are expected to visit Cal State San Bernardino and learn first-hand about California’s Native American culture, history and customs as part of the week-long California Cultural Awareness Conference to be held on campus from Sept. 23-27. The conference, which will be led by Native American leaders and representatives from several tribes, is a prelude to the 15th Annual California Native American Day on Friday, Sept. 27, at CSUSB. California Native American Day will feature traditional Northern California brush dancers, Southern California bird singers, a traditional Native American theater company performance featuring all-ages dance groups from Central and Northern California, food and demonstrations of traditional life ways and knowledge. The celebration, which is hosted by the San Manuel Band of Mission Indians and Cal State San Bernardino, along with the university’s Cross Cultural Center, is free and open to the public. Free parking will be available in Lot D. Conference sessions will take place in the university’s Santos Manuel Student Union 9:30 a.m.-1:30 p.m. during the week. The conference is sponsored by the San Manuel Band of Mission Indians and organized by the tribe's Tribal Unity and Cultural Awareness Program. Since 1999, nearly 46,500 students and teachers from schools in San Bernardino and Riverside counties have participated in the weeklong conference, which offers a variety of educational activities about Native Americans indigenous to California, through workshops, educational resources and informative discussions by tribal members and academics. Partners in the event include the San Bernardino County Superintendent of Schools, San Manuel Education Department, the San Bernardino City Unified School District, the city of San Bernardino and the California State Department of Education. This intertribal collaboration involves Native American presenters who take time out from teaching at reservation schools, such as Noli Indian School on the Soboba Indian Reservation, as well as the San Manuel Education Department, to participate in this educational outreach program. Gov. Ronald Reagan officially acknowledged the contributions of California's Native Americans in 1968, when he signed a resolution proclaiming the fourth Friday of September as American Indian Day. In 1998, the California Legislature passed Assembly Bill 1953, written by then-Assemblyman Joe Baca, establishing Native American Day as an official state holiday.
