n Sunday over 10,000 Inland Empire residents walked through the streets of historic Redlands to honor cancer survivors and victims and to raise funds for cancer fighting programs in the Inland Empire. The group raised $475,000 for local cancer centers and support programs. The walk, organized by Stater Bros Charities and Inland Women Fighting Cancer, is a community based, volunteer driven, grassroots event. My brother Hardy and his family participated and joined thousands of friends, families, teams, and survivors for the annual event that began at State Street and traveled two routes – either 5k or 10k – through Redlands’ idyllic neighborhoods where participants were treated to live entertainment along the route. In its seven year history the Inland Empire Believe Walk has raised more than $2 million for Inland Empire-based cancer fighting programs at Redlands Community Hospital, Loma Linda University Medical Center, and St. Bernardine Medical Center that focus on providing access to quality cancer care, patient and caregiver support services, referral and resource information, and most importantly early detection and holistic care education. My family is well aware of the importance of early detection. My sisterin-law Marcia, the mother of two young boys, an elementary school teacher, and resident of Beaumont, was diagnosed with breast cancer on the last day of school earlier this summer. She has given me permission to share her story to remind everyone of the importance of cancer screenings. Marcia told me that she had a history of benign fibroid tumors in her breasts that her doctors had been observing over time. Last December, just shy of her 40th birthday, her doctor noticed an abnormality in an ultrasound and suggested a mammogram to rule out cancer. The mammogram detected little specks … no lump had formed yet … that a biopsy later proved to be cancerous. She hadn’t seen or felt any difference. By June she had surgery to remove one breast and is now cancer free. She credits the screening with saving her life and now identifies herself as a four-month cancer survivor. She spends two days a month in support groups with other survivors and has vowed to spread the message of early detection to everyone she knows. Events like the Believe Walk serve multiple purposes: they raise much needed funds to support organizations and entities fighting diseases that plague our communities, they bring communities together in celebration and remembrance, and they raise awareness and provide a platform to share countless stories like Marcia’s so that others can be educated and informed and take action. Please see page 23 for some of the American Cancer Society’s Guidelines for the Early Detection of Cancer and photos from the 2014 Believe Walk in Redlands. Bryon Russell Returns to Support San Bernardino High’s Basketball Clinic San Bernardino

By Angela M. Coggs free basketball clinic was recently held in San Bernardino with former NBA player Bryon Russell returning to his alma mater, San Bernardino High School. Russell volunteered his time and promised that the event would be “the first of many”. The event was called the, “Berdoo Basketball Bonanza.” Although the event was open to the first 200 elementary and middle school students who preregistered through the SBCUSD Creative After Schools Programs for Success (CAPS) program, walk-ins were also welcome to participate. It was a good turnout. Some parents stayed and enjoyed watching their children take part in the clinic. Parents were also given the opportunity to sign up for tutoring during check-in.

The day consisted of two sessions, one morning and one afternoon. The two-hour sessions focused on placing education and school as priorities and being student athletes. The children in attendance were given a chance to learn from former students as well as given tips to hone their basketball skills by Russell and the other coaches that were present including SBHS boys’ basketball coach, Darin Graham. “The most valuable resource I can give is my time, said Graham, who looks forward to organizing this event three to four times a year. “We want the kids to have fun”. Coach Graham was the driving force behind this event. After the initial welcome introduction and exercise drills conducted by Jeremiah Tardy, boys basketball coach at Arroyo Valley High School, the kids were divided and sent to break out sessions according to age. The drills appeared difficult but one would not be able to tell from the sidelines. Coach Tardy made it fun for the kids and they all had smiles on their faces. While the children practiced, Russell took the time to sign some basketballs and training booklets for the participants. “I had a lot of fun. I learned that school is important if you want to play sports in (high) school,” said Kenneth D. Francisco III, an 8th grade student from Shandin Hills Middle School. He was one of the lucky few students who walked away with a basketball signed by Russell after winning a “Shot Contest”. There were other coaches who volunteered their time to fulfill a common and positive goal. “I believe the event was very successful,” said Cassandra Williams, girls’ basketball varsity coach at SBHS. “It was a joy to give back to the community and to work with the elementary students who will eventually become high school students.” Trayvon Davis and Yonathan Habtemariam, both 8th grade students at Richardson Prep Hi, pre-registered through the CAPS program at their school. “I liked how the coaches encouraged the players...if someone messed up they would

help them,’ said Davis. The student players who attended the clinic had the opportunity to meet someone who went to school locally and made it to the NBA. “It was a good experience for me,” said Habtemariam. “The coaches stressed the importance of a good education. We could be athletes but we are students first. It was nice to meet Bryon Russell too. It’s cool when players go back to their old neighborhoods. It shows that they care.” “It’s all about the kids,” said Russell. “I believe in giving back and helping out. As long as I can put a smile on a kid’s face, it makes my day.” During his senior year Russell helped lead SBHS to a CIF-SS championship in in 1989, and then went to Long Beach State University, where he earned a degree in criminal justice. He played in the NBA for 12 full seasons. Russell is best known as the player who guarded Michael Jordan when Jordan made continued on page 5

ome people are spouting off at the mouth that the San Bernardino Police Association is supporting the NO on Measure Q campaign but from my information this is not true. The police association is bending over backwards to do everything to work with the city’s elected leaders Hardy L. Brown to help the city come out of bankruptcy. This I have heard from the mayor himself. This is good and refreshing news especially since I have been a critic of some of their positions in the past. I take from the police association that they understand the financial situation of city government and the people who live in the city paying for employment salaries of employees that provide services to the people. I know that they could be hard nosed like the firefighters association and say “to heck with the people in the city because we have a charter approved right to our high salaries”. The San Bernardino Firefighters Association is funding the NO against Measure Q, saying it is wrong for San Bernardino. The fire association is saying that a YES vote would cut paramedic services, this is not true. A YES vote will continue medical services coming to our aide without an expensive fire engine and four firefighters standing around being in the mix with highly trained Emergency Medical Technicians who have connections to hospital staff and ambulances to transport those in medical distress. A YES vote will put our elected leaders back in control of our city when it comes to the salaries of

pointofview “Don’t Mess with CHIP: Seventeen Years of Success” “If I could sit down for freedom, you can stand up for children.” --Mrs. Rosa Parks, honorary co-chair, 1996 Stand for Children rally

O

n June 1, 1996 the Children’s Defense Fund (CDF) convened with over three thousand co-sponsoring organizations, including the NAACP and many others in the civil rights community, the largest rally for children in our nation’s history. Over 200,000 parents, grandparents, child advocates, religious leaders, and others of every race, age, faith, and discipline from all walks of life gathered together at the Lincoln Memorial to Stand for Children™. Mrs. Parks, honorary co-chair with Rosie O’Donnell, provided an iconic statement that still holds true today as Black children are sliding backwards and child poverty levels are indefensible in our wealthy nation. In 1997 she and Rosie O’Donnell co-chaired the follow-up local Stand for Healthy Children Day. Over 700 local events took place across the country supporting health coverage for all children including 30,000 people who gathered in New York City’s Central Park. CDF, a range of Black community leaders including the NAACP, and children’s advocates have long recognized that health affects every aspect of a child’s life—the ability to grow, learn, play, and succeed—and fought hard to expand access to comprehensive, affordable health coverage that is easy to get and to keep in order to help level the playing field for children and close the opportunity gap. In 1997, one in seven children in the United States lacked health coverage. The 1996 and 1997 rallies provided the grassroots push that helped lead to the bipartisan passage of the Children’s Health Insurance Program (CHIP). Introduced and championed by Senators Ted Kennedy and Orrin Hatch in a Trent Lott-controlled Republican Senate, President Bill Clinton signed CHIP into law in August 1997. For 17 years CHIP has been there, giving working families the security of knowing their children had access to quality, appropriate coverage they could afford. Since CHIP’s creation the rate of uninsured children has been cut in half and is now at a record low, while

improving health outcomes and access to care. The popular federal-state partnership is now a lifeline for more than 8 million children in low and lower middle income working families. CHIP and Medicaid provide critical health coverage for more than 1 in 3 children in our country and in 2012 covered 54 percent of Black children. Even in the post Affordable Care Act (ACA) world CHIP remains a critical piece in the foundation of health coverage options for children. But despite this great progress and CHIP’s success, it faces a very real threat right now: if Congress doesn’t take action, there will be no new funding for CHIP after September 30, 2015 and millions of children and families will suffer the consequences. Next September may seem like a long way off—especially in this “crisis Congress” that’s developed a reputation for acting in the 11th hour or not at all. But in this case we’re talking about the possibility of children actually losing ground. States are already planning their budgets for the 2016 fiscal year and need to know if they can continue providing children coverage. That sort of decision can’t wait until next year. So please join us in urging Congress to take action now in 2014 when they return to Washington for the lame duck legislative session. Ask Congress to extend funding now for CHIP for four more years. We must not allow children to lose ground. If funding for CHIP isn’t extended: Millions of children could become uninsured. The Government Accountability Office (GAO) estimates that as many as 2 million children enrolled in CHIP could become uninsured if CHIP funding is not extended. Unfortunately, many children now covered by CHIP wouldn’t be eligible for subsidies to purchase health coverage in the new health insurance marketplaces because of the Department of Treasury’s interpretation of “affordability” of coverage, which would leave health coverage financially out of reach for many families. Congress and/or the Administration should act quickly to fix this problem which is sometimes known as the “family glitch.” Millions more children will pay more but get less comprehensive coverage in the new health insurance marketplaces. CHIP goes further than most commercial health plans to cover

the range of services children need to reach important developmental milestones, especially pediatric hearing and vision, mental health, and habilitative services and devices. Because states have recognized cost can be a major barrier to accessing needed Marian Wright Edelman services, they have made President, Children’s CHIP very affordable for Defense Fund families. Several recent studies have compared health plans available in the marketplaces to CHIP coverage and clearly shown CHIP to be substantially more affordable, with significantly lower premiums and cost sharing, while offering more comprehensive child-appropriate benefits. Children may not have access to the child health providers they need. CHIP provider networks were specifically designed to provide access to child-appropriate providers, pediatric facilities, and specialists to ensure children receive medically and developmentally appropriate care. But current federal provider network requirements for health plans in the marketplaces don’t ensure children the same access to the full spectrum of primary and specialty providers they need. Without new CHIP funds, states will lose significant federal health care dollars. Estimates suggest the states stand to lose between $9.6 and $10.1 billion in fiscal year 2016 alone if CHIP funding is not extended. Congress must not play politics with the health of millions of our children. In an election year when it sometimes seems as if Congress is doing less legislating than ever, making sure children get access to the health coverage they need to survive and thrive should be something they—and we—can all agree on and get done now. Seventeen years later CHIP has helped put a generation of children on a path to healthy adulthood. Let’s put CHIP on the same path.

E

bola doesn’t spread through the air like a cold or flu. With some Americans on edge over the news of the country’s first Ebola patient, the World Health Organization issued a statement Monday clarifying how the virus does and doesn’t spread. Ebola doesn’t spread easily like the flu, a cold or measles. The virus isn’t airborne. Instead, it’s in a sick person’s bodily fluids, such as blood, vomit, urine, semen or saliva. Another person can catch the disease by getting those germs into his own body, perhaps by wiping his eyes or through a cut in the skin. Bodily fluids aren’t contagious until the infected person begins to feel sick. The initial symptoms are easily confused with other illnesses, however: fever, headaches, flu-like body aches and abdominal pain. Vomiting, diarrhea and sometimes bleeding follow as the disease progresses, increasing the risk to others.

In West Africa, the disease has spread quickly to family members who tended the sick or handled their bodies after death, and infected doctors and nurses working under punishing conditions, without proper equipment. Bed sheets or clothing contaminated by bodily fluids also spread the disease. Can you catch it on a bus or plane? It’s very unlikely. To be on the safe side, the CDC defines “contact” with the disease as spending a prolonged period of time within 3 feet of someone ill with Ebola, a distance designed to protect health workers from projectile vomiting. But health officials haven’t seen real world cases of the virus spread by casual contact in public, such as sitting next to someone on a bus, said Dr. Tom Frieden, the CDC director. “All of our experience with Ebola in Africa the last four decades indicates direct contact is how it spreads,” he said, “and only direct contact with someone who is ill with Ebola.”

If the university was successful in that regard this year, then the Class of 2018 was the best class UCR has admitted, a comment that was met by wild applause. “But don’t get cocky, because next year’s class is coming,” he added. The opening procession was led by the UCR Pipe Band, followed by faculty and administrators in their academic regalia. Second-year-student Kimberly McVeigh sang the National Anthem and new Provost and Executive Vice Chancellor Paul D’Anieri welcomed the class and introduced the official party. Following Wilcox’s address, official greetings were delivered by UCR Alumni Association President Daniel Kim (’89), Professor of Physics and Astronomy Jose

Wudka, chair of the UCR Academic Senate, and student Nafi Karim, president of the Associated Students of UCR. Karim also led the students in reciting the Statement of Commitment, in which students commit to sharing in the search for knowledge, to show academic integrity and honesty, and to support the principles of community that lead to a respectful, cooperative and professional environment. D’Anieri offered closing remarks and the crowd joined McVeigh in singing “Hail Fair UCR,” the alma mater, before being released to the bell tower for the R’Side Celebration, which featured food and music into the night.

The District may request the awarded contractor to provide documents or other evidence to demonstrate efforts to comply with these requests. This apprenticeship requirement shall apply to any apprentice-able craft or trade in which the contractor employs workers in performing any work under the contract. A contractor employing apprentices pursuant to this section shall employ apprentices in a ratio consistent with the provisions of the California Labor Code or federal requirements as applicable for federal aid contracts. This section shall not be construed to exempt a contractor from any otherwise-applicable requirement imposed upon the contractor by federal or state law. in focus

American Cancer Society Guidelines for the Early Detection of Cancer The American Cancer Society recommends these screening guidelines for most adults. Breast cancer • Yearly mammograms are recommended starting at age 40 and continuing for as long as a woman is in good health • Clinical breast exam (CBE) about every 3 years for women in their 20s and 30s and every year for women 40 and over • Women should know how their breasts normally look and feel and report any breast change promptly to their health care provider. Breast self-exam (BSE) is an option for women starting in their 20s. Colorectal cancer and polyps Beginning at age 50, both men and women should follow one of these testing schedules: Tests that find polyps and cancer Flexible sigmoidoscopy every 5 years*, or Colonoscopy every 10 years, or Double-contrast barium

enema every 5 years*, or CT colonography (virtual colonoscopy) every 5 years* Cervical Cancer • Cervical cancer screening (testing) should begin at age 21. Women under age 21 should not be tested. • Women between ages 21 and 29 should have a Pap test every 3 years. HPV testing should not be used in this age group unless it is needed after an abnormal Pap test result. • Women between the ages of 30 and 65 should have a Pap test plus an HPV test (called “cotesting”) every 5 years. This is the preferred approach, but it is also OK to have a Pap test alone every 3 years. • Women over age 65 who have had regular cervical cancer testing with normal results should not be tested for cervical cancer. Once testing is stopped, it should not be started again. Women with a history of a serious cervical pre-cancer should continue to be tested for at least 20 years after that diagnosis, even if testing continues past age 65.
