arlier this week the VOICE joined New America Media in co-hosting a media briefing on Proposition 47 The Safe Schools and Communities Act. If approved, this law would reduce the classification of most nonviolent property and drug crimes from a felony to a misdemeanor, individuals convicted of theft under $950 would be able to apply for resentencing and have their records changed to misdemeanors, and the savings in prison costs would be shifted to substance abuse and mental health treatment programs, truancy prevention, and victim’s services. The estimated savings is expected to be about $200 million a year. Specifically, the measure would require misdemeanor sentencing for shoplifting, grand theft, forgery, and fraud where the value doesn’t exceed $950. And will allow felony personal use drug possession convictions to be reclassified as misdemeanors. Locally, the entire Riverside County Board of Supervisors opposes the initiative. They join other policy makers and law enforcement professionals in arguing that Prop 47 is dangerous, and far from safe for our communities, because it reduces sentencing for possession of date rape drugs, handgun theft, and identity theft. “Before the ‘War on Drugs’ many of the drug possession felonies were misdemeanors,” Vonya Quarles of the Corona- based Starting Over, Inc, told ethnic media outlets during the briefing. Her organization provides transitional, emergency, and parolee housing in Riverside and Los Angeles County. While not affiliated with the campaign, she believes the initiative would give a second chance to minor offenders and begin building the foundation of a “beloved community” for all of us. “Prop 47 will reclassify select petty drug and theft crimes, reallocate the funds to treatment programs instead of prisons, and retroactively reduce those felonies to misdemeanors.” Terry Boykins of Street Positive also works with young minority males, a population who would benefit from Prop 47. Boykins told media that at least 40% of the population of young men he represents has at some point been incarcerated. Many of them have been jailed for the possession of marijuana, shoplifting, or other minor economic crimes that don’t pose a physical threat to others. Young men, he said, who want to provide for their families but have encountered a series of obstacles, from incarcerated parents to an inadequate foster care system, to undiagnosed mental health issues. Quarles explained, “if a parent has been incarcerated the child has an 80% likelihood of becoming incarcerated as well.” Both Boykins and Quarles see sentencing reform as a social justice issue. “We have criminalized poverty and mental illness,” Quarles said, “Instead we must be smart on crime.” She believes that with its passage this initiative will give a second chance to juvenile and adult offenders to become useful and productive citizens. Fireman’s Fund Heritage Grant Donates AllTerrain Vehicle to Riverside Fire Department

T
he Fireman’s Fund Heritage Grant through HUB International donated funding for the purchase of an All-Terrain Vehicle (ATV-1) and Self Contained Breathing Apparatus (SCBAs) to the City of Riverside Fire Department. The grant of $28,581 was used to purchase these items, strengthening emergency response and firefighter safety. ATV-1 has already been placed in service and has been used on multiple responses to aid crews in accessing patients in Sycamore Canyon Wilderness Park and Mount Rubidoux. It can also be used to access remote locations where normal vehicle access is limited. It is 4-wheel drive capable and has a passenger carrying capacity of five. There is a removable insert which allows a patient to be transported with spinal immobilization and a seat in the rear for continuous monitoring of patients. The vehicle is street legal and has code three capabilities. Captain Dave McClellan and Engineer Frank Smith were the lead project managers and facilitators to place ATV-1 in

service. The SCBAs are the air cylinders that provide breathable air for our firefighters when exposed to smoke, fire or other contaminated areas. Deputy Chief Bob Valdez said, “This is an outstanding example of a community partnership between HUB International and public safety to provide an outside the box solution to benefit and protect the citizens the City of Riverside.”

Changes In The Menstrual Cycle Dear Dr. Levister: At age 45, I am experiencing unusually heavy periods. Is this a sign of menopause? What can I do to ease the discomfort? L.M.
Dear L.M.: A change in the menstrual cycle is usually the first sign that menopause is approaching. That change can take many forms. Heavy bleeding can be both annoying and troubling, especially for women who experienced only mild periods during their twenties and thirties. If you begin to experience more bleeding during your periods than in past years, try to keep in mind that some amount of heavy bleeding is normal and common during the years leading up to menopause. It is usually the result of prolonged secretion of estrogen without ovulation. As a result, the lining of the uterus becomes extra thick and releases unusually high amounts of blood when it is shed. As you proceed through menopause and your estrogen levels drop, heavy menstrual bleeding will become less and less of a problem. Never assume that heavy menstrual bleeding is a definite sign of menopause. The bleeding may be the system of a condition that requires medical attention. It may be a benign condition,
such as vaginitis (a vaginal infection) cervicitis (inflammation of the cervix), or cervical or endometrial polyps (non cancerous growths that protrude from the cervix or from the lining of the uterus. Fibroids (benign muscular outgrowths of the uterine wall) can also cause heavy bleeding. Unusually heavy menstrual bleeding can also be a symptom of a much more serious condition such as cancer. See your physician. He or she will put you through a battery of tests to determine the cause of bleeding. Be alert to pressure from your physician to have surgery for the bleeding. Before agreeing to a hysterectomy, you should always get a second or third opinion. Other less drastic options may be more appropriate for the situation. Meanwhile, here are some self -help tips: Exercise: Regular strenuous exercise lowers the amount of estrogen produced by the ovaries. Avoid alcohol and aspirin: Heavy drinking and or the use of aspirin increases flow by inhibiting the clotting ability of blood platelets. Avoid hot showers: Heat increases bleeding by dilating blood vessels. Have your blood checked regularly for signs of anemia. Eat more iron rich foods.

oreno Valley Vista del Lago rolled into San Bernardino on Friday night with hopes of continuing its unbeaten streak and taking complete control of the Mountain Valley League lead. In one of the most entertaining games of the season the San Bernardino Cardinals (6-2;2-1) toppled the previously unbeaten Ravens (7-1;2-1) and slammed the Mountain Valley League lead into a 3 way tie between Moreno Valley, Vista del Lago and San Bernardino all 2-1 in league play. The visiting Ravens didn’t go down easily. They came out with great intensity and a solid game plan but in the end the Cardinals proved to be too versatile and had just too many weapons
for the visitors to overcome. Going in early, it looked as if the Ravens would be able to dictate the outcome. After running out to a quick 7-0 lead, the Cardinals quickly responded on the ensuing drive. Vista del Lago would score again and after a two point conversion, took a 15-7 first quarter lead. That would be the last time Vista del Lago would have a lead in the game. The Cardinals offense took the opening second quarter drive the length of the field and capped it off with touchdown and then an unbalanced right side gadget play for a two point conversion and a tie game at 15-15. On their next possession, the Cardinal offense continued on page 21

Measure Q, Measure R good for San Bernardino

he San Bernardino League of Women Voters urges a yes vote on Measures Q and R. Charter reform for the city of San Bernardino is long overdue. The charter is a cumbersome document that needs updating and revisions. This policy document is filled with procedures and antiquated provisions that make it difficult to govern the city effectively. We agree with the Citizens Charter Committee that the charter should set forth guiding principles and standards, not detailed rules and procedures. These are conclusions that we have reached after studying the charter several times since we became a League in 1955. The problem with having details in the charter is that it can only be changed by a vote of the people, which makes it difficult to deal with the challenges of changing conditions that are certain to happen over time. Here are the facts: Measure Q removes Section 186 regarding salaries of safety employees and replaces it with a short and simple statement about how the salaries would be determined. The new section would affirm that public safety is the highest priority of the city and it leaves the procedure for paying safety employees the same as is used for all other city employees — collective bargaining. Negotiators from both sides would meet and determine the negotiation process. Basing the salaries on an average paid by cities of a similar size does not take into

consideration that they may be very different in personal income, property tax revenue and property values, for example. In addition, eliminating the many pages of details in the current Section 186 leaves room for the negotiators to reach an agreement that is fair and reasonable to both the employees and the city. Details deemed to be necessary could be placed in ordinances or resolutions that can be changed by a vote of the council rather than to have to go to the voters to be changed. Residents would have an opportunity to be involved in that process. Second, Measure R is a proposed revision of Section 254 relating to dismissal of city employees. Under the present section, if a city employee has been discharged after an appropriate civil service hearing, the employee continues to be paid while he or she is appealing that decision. The new section eliminates payment during the appeal process, and if the employee’s appeal is successful, any pay accrued during the appeal will be paid to the employee. If the appeal is unsuccessful, the city will not have had to pay additional funds for the time the employee was not working for the city. On Nov. 4, you, the voters, have an opportunity to vote on two proposals that can make a big difference in San Bernardino. pointofview Tobacco Money Harms Minorities
I
t is no secret tobacco companies target minorities, continuing a deadly habit of marketing to minority and lower income communities that have higher per capita smoking rates. This manipulative tactic contributes to why African American men have the highest overall cancer rate. A 2007 study found that there were 2.6 times more tobacco advertisements per person in areas with an African American majority compared to White majority areas. Not only do tobacco companies target African American youth for a lifetime of addiction and poor health, but they also target African American politicians for a lifetime of addiction to tobacco money. Each year, approximately 45,000 African Americans die from smoking-related disease. Smoking-related disease is the number one cause of death in the African American community, surpassing all other causes of death, including AIDS, homicide, diabetes, and accidents. An estimated 1.6 million African Americans alive today, who are now under the age of 18, will become regular smokers, and about 500,000 of these will die prematurely from a tobacco related disease. Furthermore, African American teen smokers have a greater risk of developing long-term consequences from smoking than other ethnic groups, and are in danger of experiencing the negative effects of tobacco earlier in their lifetimes. The tobacco industry is spending millions in marketing every year to addict new customers— youth and adults. There is no doubt that the

tobacco industry has aggressively marketed its products to African American youth with a deadly result—African Americans suffer the greatest burden of tobacco-related mortality of any ethnic or racial group in the United States. On top of that, in California alone, tobacco companies have spent $63 million on campaign contributions and lobbying in the last five years, successfully blocking legislation that would help people quit smoking, prevent youth from starting or protect people from second-hand smoke. That is just one tragic example of the influence tobacco money has over California politics and it is why the American Cancer Society Cancer Action Network (ACS CAN) is asking every candidate running for state office to reject funding from tobacco companies. ACS CAN sent letters to every candidate for legislative or statewide office urging them to reject contributions from tobacco companies and their subsidiaries, and asking a simple question; “Will you reject the deception, pain and suffering that fund campaign contributions from tobacco companies and will you stand with ACS CAN and help us Snuff Tobacco Money out of California Politics?” Anyone who takes tobacco campaign cash is essentially siding with the tobacco companies to the detriment of public health. ACS CAN recently launched its notobaccomoney.org website to enable the public to track politicians who agree to “just say no” to tobacco cash. Absent names speak volumes. As the flow of tobacco campaign cash
increases into California, critical steps forward in tobacco policy are sharply receding. For example, our tobacco tax is one of the lowest in the country, even lower than in Texas, and funding for smoking prevention education and cessation is a mere 16 percent of Dr. Clifford Eke the level recommended by the federal Centers for Disease Control (CDC). Additionally, there is insufficient smoking cessation coverage for Medi-Cal patients even though some of the highest smoking rates are found in low-income Californians. San Bernardino’s smoking rate is 13% for youth, and 14.6% of adults, both of these are higher than the state average. Smoking and tobacco- related disease, death and disability costs San Bernardino County over $357 million dollars a year. The current election is the perfect time for all candidates to prove they can’t be bought by Big Tobacco. Put the public’s health first and help elevate California to a leadership position, once again. Dr. Clifford Eke is a surgeon in Fontana, California. The Water Bond A “Drop in the Bucket” to Resolve State Water Woes By Corey Arvin Staff Writer t’s no secret the state’s water shortage has steadily declined over the last decade, as officials scramble to push what will be one of the most comprehensive attempts to improve the water infrastructure with Proposition 1, commonly known as the water bond. California has been proliferated over the year with billboards, commercials and print mailers reminding residents that the state is suffering from a drought. State officials and municipalities have encouraged consumers to monitor and conserve their water usage. Now, backers of Proposition 1 are pushing a $7.1 billion bond measure, primarily financed by general obligation (GO) bonds, to restructure antiquated water systems and relieve stress on statewide water resources over the long term. Proposition 1 is only one water bond among a slew of water measures introduced in the last 30 years that have aimed to address water infrastructure. Some of those measures have failed in the past, but Proposition 1 has managed to attract overwhelming support from an array of officials and municipalities hailing the measure as a progressive step forward to address some

of the weaknesses in water infrastructure. Proposition 1 has the support of U.S. Sen. Dianne Feinstein (D-CA), U.S. Sen. Barbara Boxer (D-CA), Rep. Marc Levine (D-CA), the California Democratic Party, the California Republican Party and several water authorities and boards. As of Oct. 24, campaign committees have raised more than $13.2 million to support Proposition 1. Opponents have raised about $89,100. Opposition to the initiative includes Rep. Wesley Chesbro (D-CA), Rep. Tim Donnelly (R-CA), and several water agencies and organizations. Money from the state’s general fund would be appropriated to pay off the $7.1 billion in bonds. On June 25, Gov. Jerry Brown (D-CA) requested that the state legislature to replace Proposition 43, an $11.4 billion bond a significantly lower $6 billion bond. But experts caution that Proposition 1 is not an end-all solution to the state’s water issues. According to Ken Baerenklau, associate professor of Environmental Economics and Policy at (UCR), while $7.1 billion may be perceived as substantial funding for water infrastructure improvement, it’s not enough of an investment to

address all of the state’s water issues. “I definitely think we need a comprehensive approach, not just trying to implement simple solutions to improve water reliability. We need to do a lot of different things in different places. ... Proposition 1 does have funding for a variety [of areas]. One of the things that caught my eye, is the vast majority of funding goes into storage. Storage is helpful, but not the best way to manage water,” he said. Baerenklau and his colleagues at the UCR School of Public Policy presented a report in June which found that some incentive programs aimed at reducing water use have been effective in Southern California. The research was presented a UCR workshop on urban water management. The Pacific Institute compiled a report on Proposition 1 and highlighted several key findings in an article published Oct. 23 on HuffingtonPost. com by Peter Gleick, president of the Pacific Institute. Among the key findings highlighted, “Proposition 1 will not provide any immediate drought relief.” The article also highlights that “While Proposition 1 contains funds that could provide important benefits for California’s environment and communities, there is also a
featurestory risk that major provisions could cost taxpayers a substantial amount of money without producing any real improvements to water supply, reliability, or environmental quality.” The Pacific Institute is “neutral” on its position about Proposition 1, the article stated. Water conservation by consumers remains a vital part of improving the state’s water supply conditions, at least in the short term, said Baerenklau. Messages to water consumers have to be relevant to illicit to motivate their water conservation, he added. “I think what works better is when you hear from your local water provider, ‘this is our plan, we are going to raise rates, we are going to irrigate lawns...’ I think with local it hits home. State officials are speaking to a whole state and conditions are different in other areas,” said Baerenklau. “If you really want to save water, change your landscaping,” he said. California’s Growing Latino Electorate is Blue, But Not Homogenous
T
o outsiders, the name “California” often will summon up images of surfboards, laid-back attitudes, and steep bluffs that overlook crystal clear oceans that are as blue as its electorate. To insiders, some of the state’s grand appeal is true. However, the notion that California is the strong, Democratic-centric populous that people idealize is as much of an overstatement as everyone here grabbing a latte for lunch or driving a convertible in the Summer. I recently attended a New America Media (NAM) briefing in Los Angeles on Oct. 17 where ethnic journalists from California analyzed a number of key voter issues for this November’s elections. The briefing was moderated by NAM Executive Editor and Director Sandy Close who reminded us that if not for the minority vote, California would be a red state. California as a Republican-leaning state is hard to imagine, but a strong reality if AfricanAmerican, Asian, and Latino voters didn’t tip the scales to the Democratic Party. What’s more is Latinos are likely to be a boon to Democrats as the electorate continues to grow.
In addition, according to Karthick Ramakrishnan, associate professor of Political Science at University of California Riverside (UCR), who attended the briefing, white voters will probably decline from being the majority voting bloc within the next two Presidential elections. As much of a benefit to the Democratic Party as the growing Latino voting bloc may be, not all minority electorates vote in unison and sometimes their divergence on issues contrast greatly, said Ramakrishnan. In fact, according to an August report titled “Latino Likely Voters in California” released by the Public Policy Institute of California, “Latinos tend to be Democrats, but many are politically conservative.” The section of the report goes on to note that “Latino voters are about as likely to identify themselves as politically liberal (34 percent) as they are to call themselves middleof-the-road (33 percent) or conservative (33 percent).” “With these different populations there are different reasons why these electorates are important. African-Americans, it’s very
clear Democratic Party identification, and very strong, very off-the-charts support for different progressive issues. If you look at death penalty, African-Americans consistently tend to be on left on issues like that. It’s the valance of how their vote goes that gets them attention and their strong involvement in the Democratic Party,” said Ramakrishnan at the media briefing. “... For Latinos, it’s isn’t as strong of a Democratic party, but among the non-white populations, they are the biggest and they’re growing. It’ll be a long time before they become the biggest share where outpace whites in terms of their share of the electorate. If I had to guess, it would be beyond 2050 for that to happen,” he added. So, although Latinos and minority voters are keeping California a blue state to the delight of Democrats – and will continue for the foreseeable future – the Latino electorate can sway on progressive voting issues, emphasizing the varying attitudes of Democrats as a whole. Introducing William Gutzwiller, Petty Officer 3rd Class, VAQ-130 “Zappers”

2012 Corona High School graduate and Corona, Calif., native is serving with Electronic Attack Squadron 130 (VAQ130), also known as the “Zappers”. Petty Officer 3rd Class William Gutzwiller is an aviation structural mechanic with VAQ-130, a Whidbey Island-based squadron that operates the Navy’s newly-designed electronic warfare aircraft, the EA-18G Growler. Each aircraft has two seats, is over 60 feet long, may weigh up to 66,000 lbs. (max gross) and can travel over 1,100 miles per hour and nearly 2,070 miles on a tank of gas. As a 20 year old with numerous responsibilities, William said he enjoys his job with the squadron because he’s doing something he loves. “I was born a mechanic, that’s my passion, and being in this squadron has really helped me further my mechanical expertise,” said Gutzwiller. Gutzwiller is responsible for maintaining most of the jets’ external components such as the panels on the wings, tires, axles, and the aircrafts hydraulics systems.

“I like the problem solving aspect of my job. It’s not just about fixing problems on the aircraft, I need to be able to diagnose the problem and figure out why it happened so we can prevent it from happening again,” Gutzwiller explained. Gutzwiller is proud of the work he is doing as part of the squadron’s 174-member military team who protect America on the world’s oceans, and enjoys working with them. “I like this squadron because it’s smaller than others, it’s easy to get to know people and the camaraderie around here is great,” said Gutzwiller. Sailors’ jobs are highly varied with VAQ-130. Approximately 32 officers and 142 enlisted men and women make up and keep all parts of the squadron running smoothly — this includes everything from maintaining aircraft airframes and engines, to processing paperwork, handling weaponry, and flying the aircraft. “Every day I feel an extraordinary amount of pride to serve alongside our great Nation’s most inspiring men and women,” said Cmdr. Eric Illston, VAQ-130’s commanding officer. “Our team is filled with hardworking and highly qualified professionals who hold uncommon levels of
responsibility and accountability in support of our mission: To win in combat with trained aircrew and combat ready aircraft whenever called upon to support and defend the Constitution of the United States through the military element of power. Their work ethic, commitment, enthusiasm, and esprit de corps are second to none!” The EA-18G Growler is the fourth major variant of the F/A-18 family of aircraft that combines the proven F/A-18F Super Hornet platform with a sophisticated electronic warfare suite. Built to replace the EA-6B Prowler, the Growler is the first newly-designed electronic warfare aircraft produced in more than 35 years. The aircraft also retains all of the F/A-18E/F’s multi-mission capabilities with its validated design and the capability to perform a wide range of enemy defense suppression missions. As a member of one of the U.S. Navy’s newest electronic warfare aircraft platforms, Gutzwiller and other VAQ-130 sailors are proud to part of a warfighting team that readily defends America at all times.
