Reforming San Bernardino
T
his past Sunday afternoon on my way to my parents’ house for dinner, I decided to drive through downtown San Bernardino. It was my own impromptu experiment of sorts. I had just driven through downtown Riverside and watched as excited families walked from museum to museum as part of the city sponsored “First Sundays” art and culture programs for kids and teenagers. As I drove up the 215 Freeway to San Bernardino I wondered what I would see happening downtown there. Okay, I admit I knew what I would see, but I wanted to see if perhaps I was wrong. I wasn’t. After a quick exit off 2nd Street, what I observed driving down E Street was disheartening. Overgrown lots and empty buildings peppered with various campaign signs, served as a metaphor for the current state of affairs in a city that was once voted “All-America.” The looming empty hotel, sadly deserted Harris Building, and underutilized indoor mall, simultaneously symbolized a bustling past and a visionless present. Downtown was like a ghost town with the only signs of life being the homeless encampment in front of the Feldheym Library and a group of teenagers sitting outside the Light of the World Church. I couldn’t help but think about not only the elected officials who were selfishly focused on their own interests or the interests of those entities that contributed to their campaigns, but of the masses of apathetic citizens, the very residents who live (and should vote) in the city who allowed the slow decay of their community as they watched. I kept wondering at what point do we as tax paying and contributing members of our society demand change? Demand cooperation? Demand accountability? And for some reason, perhaps due to my many years as a student of American literature, I found myself thinking about the 19th century writer and philosopher Henry David Thoreau. I know some of you are thinking, “what is she talking about?” Isn’t he the guy who wrote about isolation and spent years away from society in a cabin on the pond? And I’m sure even more of you are asking yourselves Henry David who? Stay with me for a moment. Astute critics of the city of San Bernardino often point to the islandization of the city council members and executive leadership as a continued source of the city’s woes. There is no spirit of cooperation among the elected leaders, even during the bankruptcy process, when the city needs their selfless and focused attention the most. Yes, the current crop of electeds have the shame of the city’s current condition on their hands, but so do the masses of apathetic citizens who watched it happen and didn’t vote out some of these so-called leaders sooner. I agree with contemporary author Robert Sullivan who describes Thoreau’s 19th century experiment at Walden Pond as a philosophical exploration of the ideal city and his philosophy on citizenship as active engagement and ownership of the government. Thoreau’s city wasn’t utopia, like his Transcendental colleagues proposed, but a city owned by its citizenry. With this upcoming recall effort in San Bernardino, it is up to the citizens to correct the problems that have been slowly destroying the city for decades. This November residents have an opportunity to become the reform-minded citizens Thoreau continues to inspire with his writings. Repairing the damage created by years of neglect, I believe, begins with supporting the recall effort, the continued engagement of the apathetic masses, and the election of individuals who work together to solve all the problems of the city not just serve their own interests.

California Endowment Announces $50M Commitment to Sons & Brothers Sacramento
By James Carter California Black Media Contributor n the wake of grim statistics and reports highlighting disparate outcomes for young African-American men and an attorney general’s report underscoring the link between elementary school truancy and crime, The California Endowment announced it will commit $50 million over the next seven years to help improve the health and educational outcomes for young boys and men of color. Martin Ludlow, a spokesperson for The California Endowment, said the sizable investment is intended to act as a catalyst to convince other organizations to engage in efforts to reverse the educational, social and health trends for this most at-risk group. “We believe now is the time to take action by investing in our sons and brothers of color because that is the demographic group that performs lowest across socioeconomic categories,” Ludlow said. “The investment is extraordinary, but alone it is not

enough to get the job done. It is more of a call to action to other organizations we are hoping heed that call.” Under the name “Sons & Brothers Across California,” The Endowment campaign has enlisted the assistance of political and religious leaders, students, parents and school faculty to achieve the campaign’s broad goals which include improving literacy rates, reducing chronic truancy and lowering the dropout rate, all of which are key indicators of future success among AfricanAmerican males. “We believe that African American males are assets in California’s future, but we need to reverse the negative trajectory and set them on a proper course to be productive citizens,” Ludlow said. “Third-grade reading, high-school graduation, and post secondary certification are three critical markers that research shows are essential for health and success in life.” Ludlow says the Sons & Brothers campaign is intended to change the “entire ecosystem”
Riverside County DPSS Mecca Community Resource Fair Mecca

he public is invited to attend the Mecca Community Resource Fair, October 16th at the Mecca Family Service Center and Community Health Clinic with up to 75 nonprofit and public agencies that are expected to participate this year including the Department of Public Social Services, the Mobile Health Clinic, the Public Health Nursing Program and Workforce Development. Covered California, the new California agency created to provide affordable medical insurance for families and individuals in response to Health Care Reform, will be there to assist and answer questions. the event is to provide an unpressured meeting place for the local community to connect with organizations of their choice, allowing them to discover local resources that they may find helpful in supporting themselves, their children, and their families. gorgeous, 1957 Lincoln Continental Mark II sold for $700,000 at Barrett Jackson, The World’s Greatest Collector Car Auctions™ on Sept 26 at the Las Vegas auction. Not only did the classic car earn the highest bid at the event, but all proceeds from the sale will go to Loma Linda University Children’s Hospital (LLUCH). Classic car collectors Tom and Candace Spiel, from Riverside, donated the classic car to the auction—their third car in the history of the auction benefiting the hospital. “Tom and I are thrilled that this beautiful car could be an instrument to raise much-needed funds to help children receive life-saving care at Loma Linda University Children’s Hospital,” Mrs. Spiel said. “We are grateful for this opportunity to bring attention to the wonderful difference the Children’s Hospital makes in the lives of children in the community and throughout the world.” Tom and Diane Day, from Newport Beach, were the winning bidders on the 1957 Lincoln, and coincidentally, this is the second car they have purchased from a Barrett Jackson auction that benefited LLUCH. “We are extremely thankful to Barrett Jackson
for hosting such a remarkable event,” said LLUCH administrator, Zareh Sarrafian. “Our immense appreciation goes out to the donors of the car, Mr. and Mrs. Spiel, as well as Mr. and Mrs. Day. ctober is Customer Service Month as well as Public Power Month, and Riverside Public Utilities (RPU) will celebrate both by providing customers with free reusable shopping bags and energy-saving compact fluorescent light bulbs (CFLs). Throughout the month, customers visiting RPU’s Customer Service locations at 3460 Orange Street or 3025 Madison Street will be able to receive one free reusable shopping bag and one free CFL (available on a first-come, firstserved basis, while supplies last). Each reusable bag can hold the equivalent of three to four plastic bags or two paper bags. Many

local stores offer discounts to customers who bring their own bags when shopping. Installing CFLs is one of the easiest and quickest ways to reduce energy use at home. Today’s CFLs use 75% less energy than standard bulbs do while lasting up to six times longer. There are no prior requirements needed. IRS certified volunteers prepare basic income tax returns for qualified taxpayers in local communities throughout Riverside County. They also help to secure as well as increase awareness of special tax credits such as Earned Income Tax Credit (EITC), Child Tax Credit, and Credit for the Elderly or Disabled. Once certified, volunteers become IRS Tax Preparers that prepare income tax returns at no cost for taxpaying families who make $51,000 or less. Dear T.S.: Foot care is very important for every person with diabetes, but especially if you have: Loss of feeling in your feet, changes in the shape of your feet or foot ulcers or sores that do not heal. Nerve damage can cause you to lose feeling in your feet. You may not feel a pebble inside your sock that is causing a sore. You may not feel a blister caused by poorly fitting shoes. Foot injuries such as these can cause ulcers, which may lead to amputation. Make healthy lifestyle choices to help keep your blood glucose (sugar), blood pressure, and cholesterol levels close to normal. Doing so may help prevent or delay diabetes-related
foot problems as well as heart, eye, and kidney disease. Work with your health care team to make a diabetes plan that fits your lifestyle. The team may include your doctor, a diabetes educator, a nurse, a dietitian, a foot care doctor called a podiatrist (pah-DI-ah-trist), and other specialists. • Wash your feet every day with lukewarm (not hot) water and mild soap. • Dry your feet well, especially between the toes. Use a soft towel and pat gently; don't rub. Keep the skin of your feet smooth by applying a cream or lanolin lotion, especially on the heels. If the skin is cracked, talk to your doctor about how to treat it. • Keep your feet dry by dusting them with nonmedicated powder before putting on shoes, socks or stockings. • Check your feet every day. You may need a
mirror to look at the bottoms of your feet. Call your doctor if you have redness, swelling, pain that doesn't go away, numbness or tingling in any part of your foot. • Cut toenails straight across to avoid ingrown toenails. It might help to soak your toenails in warm water to soften them before you cut them. • File the edges of your toenails carefully. • Don't let your feet get too hot or too cold. • Don't go barefoot. • Don't treat calluses, corns or bunions without medical help Keep your blood sugar level as close to normal as possible. Also, follow your doctor's advice on diet and exercise. Take your insulin or medicine exactly as prescribed.

inmyopinion Election recommendations in the City of San Bernardino for the 5th of November

he voters in San Bernardino actually have two elections taking place at the same time and on the same day. They have the regular election for the mayor’s seat and three council seats in the first, second and fourth ward with incumbents Virginia Marquez, Robert Jenkins and Fred Shorett seeking re-election. Some citizens who think they can do a better job since these incumbents served on the council while the city slid into bankruptcy are challenging these three incumbents. One thing I want voters to keep in mind is that Virginia is the only Latino serving on the council in a city that is over 50 percent Hispanic. In observing her interaction in the performance of her duties, she deserves to be returned. One of her challengers is a very bright, intelligent young man with a good understanding of government while working in the mayor’s office and with the SANBAG agency. As an aside, SANBAG is the agency that has awarded multi-million dollar construction contracts for San Bernardino to out of town firms that do not hire local workers. Also, this same day, there is a recall election for City Attorney Jim Penman, 3rd Ward City Council Member John Valdivia, and 7th Ward City Council Member Wendy McCammack, who is also running for mayor. In this election the citizens must vote YES to recall them from office and vote for people running for the seats if they are recalled. There are many reasons people in the city are angry with these elected officials other than the city being in bankruptcy. It is their negative and argumentative attitude toward others that reflect a poor image of the city. In my opinion I am recommending all three incumbents be recalled with a Yes vote. Also the San Bernardino School Board has an election with three seats becoming vacant. While all incumbents are seeking re-election, I will only recommend Danny Tillman and Abigail Medina for the board. My sample Ballot for San Bernardino is:

pointofview Newspapers Are Still The Cornerstone Of Democracy
W
e’ve been calling it the end of an era for a long time now. It’s supposed to be the end of newspapers, according to naysayers who have been predicting their ultimate demise for years. But the facts prove the newspaper industry is growing and transforming rather than dying. Of course, there are always bumps in the road to innovation, but as it turns out, we’re actually in the midst of a promising and exciting time. Top businessmen and investors such as Warren Buffet, John Henry and Jeff Bezos are demonstrating that newspapers are still lucrative investments. And despite gloomy predictions, our circulation revenue is actually rising. We’re experimenting and transforming to match the pace of our innovative and digitallydriven world. Digital and bundled subscriptions accounted for a five percent uptick in circulation revenue in 2012 – the first national rise in circulation revenue since 2003. Newspaper content is now ubiquitous, available and accessed on every platform and device. Recent Scarborough research also shows that across all print, digital and mobile platforms, a full 70 percent of U.S. adults read newspaper content each week. That’s more than 164 million adults – 144 million of whom, still pick up the print copy. And despite the common perception that the younger, digitally-native generation has abandoned newspapers, this study shows quite the opposite. Some 57 percent of young adults, ranging in age from 18 to 34, read newspaper content in a given week. This is a strong indication that the industry is still a relevant and vital source of information, even to Millennials, who coincidentally also contribute heavily to the growth of mobile readership, which jumped 58 percent over the last year.

The reason for this is simple. With the deluge of information available on the Internet, people of all ages rely heavily on sources they trust to provide accurate content and quickly sift fact from fiction. Newspapers consistently and reliably provide the most up-to-date, accurate and important news. And our audiences recognize this, rating newspapers as the most trusted of all media forms in a recent Nielsen study. While 56 percent say they trust newspapers, 52 percent trust local television and only 37 percent trust social media. Today’s technology has only proven how valuable this content is by providing a platform to widen the audience for each story, which can now be taken and repeated, shared, tweeted, condensed and emailed countless times a day. Newspapers have always been the cornerstone of our society, and that did not change with the digital revolution. Ever since the Philadelphia Evening Post first published the Declaration of Independence, our newspapers have continued to unite us as communities and as a nation. News media connects us through stories, keeping us informed on school board decisions, local heroes, national budgets and international conflict. The public’s right to know is essential to preserving our unique American democracy, and newspapers serve the vital role of independent watchdogs – keeping governments, businesses and other institutions in check. Without a free press that can protect its sources, American democracy will suffer. The newspaper industry will continue to innovate and transform with the times, just like any other industry. But one thing will never change: Our historic promise to connect, inform, investigate and foster an educated society.

San Bernardino Recall Effort Should Not Have Been A Surprise Taking Back Our Cities

rom the view of a vigilant political observer, news of a voter recall effort should not have come as a surprise to city officials or their constituents. In early April 2012, in his "City of San Bernardino State of the City" address from the backdrop of the Sturges Center for Fine Arts, the city's mayor Pat Morris delivered a prophetic warning regarding the city's fiscal situation. Morris said San Bernardino was “a city that is teetering on the verge of financial insolvency. A city government, that unless dramatically overhauled and reshaped, will be unable to deliver and maintain vital public services required by its citizens and business for daily life.� The mayor described the city's financial structure as "quicksand" and cited a $16 million deficit for the coming year -- 12 percent of the total budget -- that will grow to $60 million by 2016 if not addressed. He said the city needs to take on the issue of pension reform, saying retirement costs for city employees are growing unsustainable. Morris said he backed Gov. Jerry Brown's proposal that would require government employees to contribute more to their pensions and increase retirement ages. Morris even made the comparison of San Bernardino to 18th century Paris, using the analogy from Charles Dickens novel, saying the city was "in the best and worst of times." Morris said "we have the same people attending, coming to the podium to speak, but after a while they are tuned out." coverstory the city. The mayor likened the city plight to "a tale of two cities". The up sides are what the mayor termed as the "four pillars": safe streets, economic development, environmental sustainability and education. In addition, the mayor said he had high hopes that the developing "rapid transit transportation system will revolutionize travel in the city." Likewise, the mayor said the new $350 million Justice Building was a plus and would be augmented by the revamped freeways and 13 bridges that would open up the west side of the city for easier access. The down side of the city is the personnel salaries and pensions agreements with police and fire unions the city is current locked into. The mayor said 80% of the city's budget was dedicated to paying police and fire salaries and pensions. Morris said what complicated the budget issues was the fact fire and police personnel can and are retiring at the age of 50, which caused a strain on the current budget. While the city was able to handle these salaries in the past, the home foreclosure debacle from a few years ago resulted in the foreclosure of 5,000 homes in the city alone and caused a 65% depreciation of property values. Money the city once relied on in property taxes was no longer there. The mayor also voiced his concern that the city is under a charter that does not fit the region's economic climate. According to the mayor, the charter was "dysfunctional and extreme" and made the city "politically chaotic, and everybody thinks they are in charge." It seems that people "think little of the city as a whole and more of themselves." In August 2012, the mayor's prophecy came to fruition. The city of San Bernardino informed its 200,000 residents and the nation of its intention to file an emergency petition for Chapter 9 Bankruptcy" with a regional U.S. bankruptcy court. But San Bernardino was not the only city driven to such desperate measures. In California, the cities of Mammouth Lakes and Stockton had also filed bankruptcy in the wake of mounting fiscal challenges. Harrisburg, Pennsylvania and later Detroit, Michigan would join the dubious list
of failed financial municipalities. On April 29, 2012, San Bernardino Residents for Responsible Government (SBRRG) filed a Notice of Intent to Circulate a Recall Petition for all seven members of the San Bernardino City Council, Mayor Patrick Morris, and City Attorney James Penman. The PAC will begin efforts to gather enough signatures of registered voters in the City to qualify a Recall on the November 5, 2013 city-wide ballot. SBRRG is a coalition of concerned residents, business owners and community leaders whom on the organization's website made their objectives crystal clear. It states: "There is a better future for San Bernardino! Together, we can restore our community to its legacy as an All-American City and wonderful place to live, work and play. Replacing failed leadership is the important first step in unifying and restoring our city. Our goal is to gather enough signatures of registered voters in the City to qualify a recall of all elected officials on the November 5, 2013 city-wide ballot." The strategy seemed to work. According to San Bernardino City Clerk Gigi Hanna, the SBRRG's efforts have netted a November 5 recall vote for three city officials: City Councilmembers Wendy McCammack (7th Ward) and John Valdivia (3rd Ward) as well as City Attorney Jim Penman. "There will be a question on the ballot specifically asking the voter if they believe the current candidate under recall should be recalled," Hanna said. "Then there will be candidates listed who are running for that office." Councilwoman McCammack faces the most opposition for her seat since five people have declared their candidacy: Joshua Williamson, Jim Mulvihill, Nick Gonzalez, Paul Sanborn and Mike Thomas. Councilman Valdavia faces one declared candidate: Roxanne Williams. Attorney Penman faces two declared candidates: Tim Prince and Gary Saenz. SBRRG member Scott Beard said the organization as a whole are pleased. "In a perfect world, of course we would prefer that all people involved would be in danger of losing their
positions," Beard said. "But we are happy that there is the potential that seven of the nine sitting members can be removed. Aside from being able to position the recall of Penman, McCammack and Valdivia, you also have to factor in that Councilwoman Virginia Marquez (1st Ward), Robert Jenkins (2nd Ward) and Fred Shorett (4th Ward) are all coming up for reelection. And of course the mayor is terming out so there will be someone new in his position. If we get seven new faces in those positions there is a real chance we can turn the city's government around." Opponents of the SBRRG's recall effort hurled a myriad of allegations at the group: a.) One accusation was that the SBRRG wanted to “rob” the water department to solve the City’s bankruptcy. The SBRRG answered saying the accusation was false and that they opposed moving or redirecting funds from the City’s Water Department to the General Fund or to solve the City’s bankruptcy. The City must have new leadership and new ideas to solve the bankruptcy issues.; b.) Another allegation was that the SBRRG was comprised of “out-of-town” or “Los Angeles” developers. The SBRRG denied that as well, stating that there are 10 core members of the Committee and a growing number of general members. The SBRRG said as of press time, no contributions have been received from any out-oftown or Los Angeles developer. The Committee, however; is not precluding contributions from those who live outside the City who feel that our current leadership is unable to create a safe, healthy, business-friendly city. There are many former residents, parents, educators and business owners who passionately support a better future for San Bernardino. In fact, opponents singled out one member named Scott Beard as an out of town developer. Again, the SBRRG clarified that Beard is a 14 year resident of the 7th Ward in the City of San Bernardino whose children and grandchildren have attended our schools. Crafton Hills College Inauguration of President Dr. Cheryl A Marshall Dr. Cheryl A, Marshall was recently inaugurated as president of Crafton Hills College. Before her current post, she was named the Interim President of the college in July 2012 after the retirement of Gloria Harrison. Dr. Marshall had served as the Vice President of Instruction since July 2007. Her operational duties included oversight of all instruction in three divisions which encompasses over 35 programs. 
As the Accreditation Liaison Officer for the College since 2008, Dr. Marshall led the successful efforts to resolve all findings from the Accrediting Commission for Community and Junior Colleges; the Commission removed the College from sanctions in February 2011. Dr. Marshall earned her doctorate in Education from the University of Southern California specializing in human learning and performance. San Manuel Annual Pow Wow to Draw Hundreds of Native Artisans

rom Montana to the Dakotas and Alaska to Canada, dancers, singers and artisans from across North America will travel to Southern California to celebrate their culture at San Manuel Band of Mission Indians’ 18th Annual Pow Wow at California State University, San Bernardino. Honoring traditional music, dance, crafts and - of course! – food, the Pow Wow will offer a unique patchwork of Native American culture. The weekend-long event is free and open to the public. The celebration begins with a communal and ceremonial Round Dance on October 10 at 6 p.m. in the Community Center Gymnasium on the San Manuel Indian Reservation. He is a Building Commission Board Member and the Responsible Officer of San Bernardino Residents for Responsible Government, thus serving as its primary spokesperson; c) That the recall will be expensive to the city. The SGRRG refutes this allegation asserting the Committee deliberately scheduled this Recall effort to coincide with the regular City-wide ballot on November 5, 2013, in order to reduce cost-impacts to the City. The City will be required to certify the signatures on the petition and subsequently expand the ballot, but otherwise there are relatively few additional added expenses. The estimates of the costs of the election are just that, estimates. But while this will add some costs to the November 5 election, it’s important to realize that the Recall Process is a guarantee of our democracy that allows a citizenship to take action against failed leadership. In fact, the SBRRG asserts there have been attempts by Council Members and the City Attorney to delay the recall in order to cause a “special ballot” that would cost the City substantially more money. To date, we have defended the Recall documents and the challenges that would have delayed the vote to a special ballot; d.) There is not a list of candidates
beholden to the Committee members. The SBRRG insists it is not a candidates’ committee and cannot provide political support to candidates under our formation guidelines. The Committee insists it is in support of the Recall only; e.) The recall will negatively impact the bankruptcy proceedings. The SBRRG said this action has no impact on the pending bankruptcy proceedings – it merely would change who will represent the City before the Court, who will decide on the City’s actions, and what direction will be taken. It will have NO bearing on the City’s eligibility before the bankruptcy court or require the proceeding to be dismissed; and f.) The recall will cause the City to dissolve. The SBRRG said no, it will not cause the city to dissolve. The SBRRG argues that If they do nothing, our leaders will continue to languish and do nothing to help this City emerge from the bankruptcy. As residents, we need to move our City forward in a direction to restore fiscal responsibility; leadership; and integrity. Beard said it was ridiculous for opponents to call him an out-of-towner but attributed the allegations to a desperate attempt to discredit the recall effort. "We needed a majority if not complete change in our government with completely new people who have new and fresh ideas that will take us in a positive and different direction.”

Brent Lee Riverside Unified School District Board of Trustees Candidate
I
’d like to tell you why I want to serve on the RUSD Board of Trustees. I am a Riverside native. My wife, Ana, and I are products of the RUSD school system. Our son Henry has started pre-K this year and our youngest son, Felix, will be entering RUSD schools in the future. My undergraduate degree is in economics and international relations and I have completed my M.B.A. at the UC Riverside, Anderson Graduate School of Management. I am a graduate of the Greater Riverside Chambers of Commerce Leadership Riverside program in 2007. I have served on the City of Riverside’s Charter Review Committee, the City’s Parking, Traffic and Streets Commission, and the City’s International Relations Council Board of Directors. I have also served on the YWCA Board and California Baptist University Board of Vistors. Currently I serve as a board member for Evergreen Memorial Historic Cemetery and Riverside Medical Clinic Foundation. Ana and I, and several of our like minded friends, found there was little engagement among young professionals to promote civic involvement and leadership development. We helped create the Pick Group of Young Professionals in 2007 to fill this gap in our community. The Pick Group today is recognized as one of the most influential and effective young professionals organization in the Inland Empire. The mission of the Pick Group is to provide opportunities for career-minded young professionals to connect socially, develop professionally, and engage civically for the betterment of Riverside. Last year through our annual “Pick and Pledge” community service drive, our group engaged the community to commit almost 10,000 volunteer hours back to our community. That’s what you’ll find on my resume. Beyond these credentials, is my love of my hometown and faith in its potential. The foundation of our community’s success, is a comprehensive education for all Riverside’s students regardless of background, ethnicity, socioeconomic status or aptitude. We must be innovative, creative and forward thinking to ensure all students are
prepared for life after high school. Together, let’s work for: • Smaller class sizes • Increased high school graduation rates • Promote Career and Technical education • Improve our college going rates This election is not about selecting an administrator to tell us what is best for our schools. Instead, voters will choose a representative to be an advocate to engage all stakeholders: teachers, administrators, parents and their children. Given my education background and community involvement, I believe I am best suited to this task. For the first time in 40 years the way our schools are funded is changing. The State is now providing us with local control of funding for our schools. As a district we can now allocate resources to help improve our school’s needs. I would like to be a collaborative
leader that will listen to residents as we implement our Local Control Accountability Plan (LCAP) for the RUSD. I will bring a diverse group of stakeholders together to help hold our district accountable to our students and the community. It is time for positive change, new ideas, and a fresh perspective on our school board.
