A Victory for our Cities Last month we published a three-part series on the efforts of concerned citizens throughout the Inland Empire who were exhausted by the seemingly self-serving individuals they had elected into city leadership. In San Bernardino, business and community leaders banned together and led a recall initiative, gaining enough momentum and signatures to place on the ballot a recall of several city council members as well as the city attorney. In Moreno Valley citizens are working to recall their city leaders as well. This week both cities benefited from those efforts as citizens slowly regain control of their local government, replacing self-serving individuals, and punishing wrong doers. I admit as I visited the polls in San Bernardino this past Tuesday, I was concerned. While I understand that the vast majority of voters submit their ballots in advance of the big day either via mail or making a trip to the registrar’s office, I like to gauge the level of voter interest by the energy at the polls. And what I saw this cycle was nothing like the last. Last Election Day at the same polling place during the same time of day, there was a 45-minute wait. Yes, people lined up during their lunch hour, sample ballot in hand, and waited for their turn to perform their civic duty. This year, I walked in, all alone. Chatted with the poll workers. Asked them if there had been much activity that day. They couldn’t agree. I left a little concerned that voters were not pissed off enough to cast their vote. However, when the ballots were counted, even though the turnout was poor, there was a resounding clarity to the message sent by those who voted. Longtime San Bernardino City Attorney Jim Penman, who was often credited as the catalyst for the city leadership’s dysfunction, was recalled and replaced. Robert Jenkins, who recently was arrested on felony charges, was replaced. And even though Wendy McCammack received the most votes in the mayor’s race and will be in a run-off against Carey Davis, her own ward constituents recalled and replaced her. In Moreno Valley, the concerned citizens must have felt vindicated and encouraged in their ongoing attempt to take back their city, when the Riverside County District Attorney and US Attorney announced that former Moreno Valley Councilman Marcelo Co will be pleading guilty to what is believed to be the largest bribe accepted by a public official in an undercover operation. Co was caught accepting a cash payment of $2.36 million in a complex land deal. And he will admit to regularly trading votes, land, and confidential information in exchange for cash. No doubt this will help fuel the recall effort as citizens continue to hold their elected city leaders accountable. Last week I published a quote by Abraham Lincoln. He once said that elections belong to the people: “It’s their decision. If they decide to turn their back on the fire and burn their behinds, then they will just have to sit on their blisters.” It’s refreshing to see that Inland citizens are not simply turning their backs on the fire and burning their behinds. But instead they are turning up the fire on those individuals who believe their positions are for their own benefit and not for the people who elected them to serve.

Ex – Moreno Valley Councilman Admits To Taking $2.36 Million Bribe Moreno Valley

I

n a case stemming from what is believed to be the largest bribe ever accepted by a public official in an undercover operation, a former member of the Moreno Valley City Council has agreed to plead guilty to a federal bribery charge for taking a $2.36 million cash payment from an undercover operative posing as a real estate broker. Marcelo Co, 64, was charged this week with one bribery count and one count of filing a false corporate tax return. In court documents filed in United States District Court, Co agreed to plead guilty to the two charges that could send him to federal prison for as long as 13 years. “Mr. Co orchestrated an elaborate and brazen scheme to undermine the democratic process in Moreno Valley,” said United States Attorney André Birotte Jr. “Whether he was motivated by power or greed, these crimes constitute a wholesale violation of his oath to work for the citizens who elected him.” Co, who was elected to the City Council in November 2010 and resigned from his seat in August after being charged in state court in an unrelated welfare fraud case, is expected to make his initial court appearance in the federal bribery case early next month. “It is a very sad day for the citizens of Moreno Valley when one of their elected council members sacrifices his legal and ethical obligations for power and greed,” said Riverside County District Attorney Paul Zellerbach. “This type of unlawful conduct by Mr. Co undermines the very fabric of good government and what we all hope and expect from our elected officials.” The case against Co is the result of an ongoing investigation by the Inland Regional Corruption Task Force, which is comprised of prosecutors, agents and investigators from the Federal Bureau of Investigation, IRS – Criminal Investigation, the Riverside County District Attorney’s Office and the United States Attorney’s Office. “Mr. Co regularly traded votes, land and confidential information in exchange for cash to fund his personal bank account, rather than what

was in the best interest of the residents of Moreno Valley," said Bill Lewis, the Assistant Director in Charge of the FBI’s Los Angeles Field Office. "This case was a result of seamless collaboration by the Inland Regional Corruption Task Force, whose members share a mission of rooting out corruption across the Inland Empire." The court documents filed this week outline a bribery scheme in which Co told a businessman and an undercover FBI operative posing as a real estate broker that he would control a voting majority of the Moreno Valley City Council and would be able to guarantee land use decisions that would benefit the businessman and the land broker. Co also promised to always vote in favor of land use decisions that would benefit the real estate broker. Co solicited campaign donations from the businessman, who was cooperating with the investigation, and the FBI undercover operative. Co eventually received payments of $5,000 and $10,000 that he said were to be used to finance the campaigns of individuals who would vote with him on land use issues. In the fall of 2012, Co met with the undercover operative to discuss a multimillion dollar sale of a 30-acre parcel that he owned. Co told the real estate broker that once he had control of the City Council, he could change the zoning of the property

At Tuesday’s press conference, FBI officials said Co took bribes and voting on land decisions as if playing a game of monopoly. and the land value would dramatically increase. With the City Council election in November 2012, Co told the undercover investigator that he had the votes to alter the zoning and increase the value of Co’s 30-acre parcel, which had been appraised at $710,000. Co proposed that the undercover operative purchase the property for $5.36 million, which would include a cash payment of $2.36 million. At a meeting on January 30, 2013, Co agreed to sell the property for $5.36 million, but that the publicly filed documents would reflect a sale price of only $3 million. At this meeting, Co accepted $2.36 million in cash. At Co’s initial appearance in federal court, which is expected to be in early December, the case will be assigned to a District Judge who will schedule a hearing for Co to formally enter the guilty pleas.

ayor Acquanetta Warren and the City Council announced plans for a public celebration in honor of Fontana being named one of the "Safest Cities in America." Mayor Warren said, "We invite all the residents of Fontana to join in celebrating this achievement." The Mayor added that the City was rated 15th safest city in the country, 4th in the State of California, and 1st in the Inland Empire. Mayor Warren added that among the dignitaries joining in the festivities will be Congressman Gary Miller and Congresswoman Gloria Negrete McLeod. "We are thrilled that both our Congressional Representatives will celebrate this award with our residents. Those of us who live here have known for many years that we are fortunate to live, work and play in a very safe city. We have been a safe city for many years," the Mayor said. Mayor Pro-Tem John Roberts commenting on behalf of the City Council said that public safety has always been Fontana's Number 1 priority and he praised Fontana's residents for their vigilance in helping to reduce violent crime. "This is truly a partnership and we share this award with our residents," said Mayor Protem Roberts. The public is invited to celebrate Fontana's ongoing commitment to public safety on November 8th. ichie Incognito, a veteran professional football player for the National Football League’s Miami Dolphins, used some harsh and threatening language toward Jonathan Martin, a rookie on the team that was so bad Martin quit. Some say it was hazing that every rookie goes through. A hazing ritual that evidently includes rookies taking the entire team out to dinner at a cost in the tens of thousands. I am sure they do other things like playing silly pranks on the new members of the team. However, the question now is did Incognito cross the line of hazing and did management know about what was going on and did nothing about it. According to investigative reports, ESPN and other news outlets, this is not the first time Incognito has displayed behavior so bad it caused him to be suspended from a team dating back to his college days. This time Incognito has been suspended from the Dolphins for an undetermined length of time and as for Martin he is out as well. By now you are probably wondering what was said by Incognito to Martin that would cause Martin to walk away from a multi-million dollar career and lead to Incognito’s suspension. Incognito left Martin a voicemail:

“Hey wassup, you half N------- piece of s---. I saw you on twitter, you been training 10 weeks. I want to s--- in your f---ing mouth. I’m going to slap your f----ing mouth. I’m going to slap your real mother across the face, then he laughed; f--- you, you still a rookie. I’ll kill you.” They said that this is only what they could or would release at this time but there is more to come. Many are saying that management should have known and put a stop to this. While others are saying the players on the team should have told Incognito to back off and that his hazing had crossed the line of the locker room norm.

I am sure Incognito is one of those guys who would have said if females want to report on football then she must put up with what males say and do. I recall that is what male employees said when Kaiser Hospital wanted to hire a female biotech engineer in the engineering department and the male department head said if a woman was hired she would have to put up with all sorts of bad language and pictures of nude women on the wall. The hospital administrator responded, “I did not know that is how your department behaved when I am not present.” He went on to say, “let me say this to you, she starts in two weeks and if you cannot clean up your department by then have your resignation on my desk.” In my opinion these kinds of things happen in our society because people at the top set the tone for what kinds of behavior are acceptable. I believe, it is more difficult for one who comes from the privileged side of town to regulate their tongue or behavior because they have never had to worry about the consequences of their actions. In my opinion this incident will force all teams to re-evaluate how rookies are treated in the locker room when they arrive. I believe Incognito crossed the line and thus should not be allowed to play in the National Football League.

t was indeed a “Great Day in San Bernardino” Tuesday October 29 at the Grand Opening of the Dr. Mildred Dalton Henry Elementary School. The San Bernardino City Unified School District’s Facilities Management Department, and contracting construction companies, presented a first class, state-of-the-art facility to the community. The young student scholars at Henry Elementary School were ecstatic as they participated in festivities to officially open their school. The ceremony took place on Mt. Vernon Avenue, the Historic Route 66, made famous by singer Nat King Cole. With much anticipation they watched representatives from national, state, county, and city governmental agencies present the numerous commendations to the new school and namesake honoree. The Arroyo Valley High School of performing arts band was splendid in uniform as it entertained the audience. The Dr. Mildred Dalton Henry Elementary School’s Logo of “The Trailblazers” was further exemplified through the Henry Scholar representatives, Gabriela Gutierrez and Gilberto Castro, who thrilled the crowd with their beautifully delivered welcome address. The keynote speaker challenged the youth in song and verse. Dr. Henry opened the remarks with a presentation of “The Impossible Dream”, and closed singing “Climb Every Mountain”. The youth were reminded that they stand on the

shoulders of many predecessors on the road to success. This writer acknowledges, among many others, the shoulders of Mr. George Lee, who placed my name in nomination, and Mr. Alonzo Thompson, who mentored me upon arriving in San Bernardino. A “Torch of Excellence” was passed to the Henry Scholars and accepted by Gilberto Castro who proudly held it high over his head. The adoption ceremony of the school by the San Bernardino School Employees Federal Credit Union was a highlight of the event, with young scholars’ representatives signing the documents with District and Union officials.

Local lawmakers sponsor legislation to assist former military servicemen and women

F

ormer San Bernardino resident “Travis” at the age of 28 was honorably discharged from the United States Army after serving in the Afghanistan War and found himself back in the states, unable to find work, and homeless. “I found myself going from shelter to shelter in order to have a restful nights sleep, well somewhat of a restful night of sleep,” Travis reflects. “It was harsh. I felt alone and the country I fought to serve and protect was rejecting me.” It’s estimated that in 2006, nearly half a million U.S. veterans, spent some time homeless. And according to the National Alliance to End Homelessness, homeless veterans on average are younger than the total veteran population with approximately 9% between the ages of 18 and 30. One in four homeless are veterans. Local elected officials are aggressively tackling this issue by authoring legislation to assist veterans not only in the area of housing but jobs, education, and CalWORKS benefits to aid the men and women who valiantly fought for this country to ease the transition back into civilian life. Last month, California Governor Jerry Brown signed into law the Veterans Housing and Homeless Prevention Bond Act of 2014 (AB 639) authored by Speaker John A. Pérez (D-Los Angeles). AB 639 allows California voters in June 2014 the opportunity to repurpose already existing veteran housing funds, nearly $600 million, for better housing options for today’s diverse and expanding veteran populations and their families. More than $1 billion of voterapproved funding has been set aside for single-family homes and farms, while the need for multifamily, transitional and supportive housing has greatly increased. “I am proud of the actions that the Governor and the Legislature have taken this year to tackle veterans’ homelessness in our state,” Speaker Pérez said in a media statement. “Veterans have devoted their lives to the protection of our country and it is absolutely unacceptable when they cannot afford a place for them and their families to sleep. As citizens, it is our basic obligation to stand up for these men and women who have served our nation, and I look forward to seeing California voters approve this measure.” California has the largest veteran population in the US, with almost two million veterans calling the Golden State home—a number that is expected to rise by over 200,000 when the wars in Afghanistan and Iraq wind down. California also has more homeless veterans than any other state. Both Riverside and San Bernardino counties rank in the top 10 counties by veteran population in the country. “Every year in California more than 32,000 veterans suffer deteriorating health, repeated incarceration, and worsening mental conditions because they are homeless,” said Sharon Rapport, Corporation for Supportive Housing Associate Director for California Policy. “They cost our state and local governments almost $3,000 a month in response to repeated crises. Using existing bond authority to create over 10,000 affordable places to live, AB 639 will leverage $3 billion in private and federal funds, will make a crucial commitment to move chronically homeless veterans into housing with services—supportive housing—and will save the lives of veterans now struggling to survive life on the street,” she said. Housing is not the only issue legislators are tackling. Education is also a top priority that is gaining bipartisan support. Ranking Member of the House Veterans’ Affairs Economic Opportunity Subcommittee Congressman Mark Takano (D-Riverside) recently received a nod from his colleagues on the unanimous passage of the Veterans Economic Opportunity Act of 2013 (H.R. 2481) included in the Act was H.R. 331, which Rep. Takano joined Rep. Ken Calvert (R-Corona) to introduce in January. The legislation will help decrease education benefit processing times by eliminating unnecessary and duplicative paperwork for individual community colleges that are part of a group, district, or consortium. Rep. Takano said of the passage of H.R. 331, “With Riverside Community College District campuses in both of our congressional districts, and with Riverside county having the eighth

Specifically, it will allow a multi-college system, such as the Riverside Community College District to verify a student’s class enrollment number with the Department of Veterans Affairs, instead of requiring each individual constituent college to do so.” Rep. Calvert agrees, “Our veterans deserve a simple, straightforward education benefits process that is free of unnecessary, bureaucratic delays. I appreciate the strong, bipartisan support shown by my House colleagues and I look forward to our continued work to simplify VA benefits for veterans and our colleges. I am hopeful the Senate will act soon on this important legislation and our veterans can start to benefit from a more efficient process.” Adequate healthcare for veterans is also on the legislative agenda for inland lawmakers. Last week veterans were given a boost in benefit claims as the House of Representatives passed legislation that included a provision authored by Congresswoman Gloria Negrete McLeod (CA35), HR 1623, the Veterans Administration (VA) Claims Efficiency Through Information Act of 2013. Inland Empire resident and Tuskegee Airmen Archives co-founder Col. Ralph W. Smith contends the real problem with the federal healthcare system is government. “They have

[the government] cut down federal employees and slowed down the whole thing. This is the problem. They have sucked this government up so bad that they have slowed down the process. You go down to the VA and sit or stand in line for 20-30 minutes.” McLeod’s provision would require the VA to track the time spent evaluating each medical condition in a disability compensation claim. The VA would then have to report the number of completed claims by region and by medical condition for the current and preceding month and year. With this information, Congress and the VA would direct resources more effectively to specific regional VA offices across the nation struggling to end the claims backlog. “As Veterans Day approaches, we must not forget those veterans who are struggling to find work while living with a service-connected disability,” said Negrete McLeod. “The VA’s legacy paper system has made it difficult to process claims of older veterans who need additional compensation later in life. Claims of younger veterans can also take longer to process because they have multiple medical conditions. The passage of this legislation in the House is an important step towards resolving the backlog of benefit claims in the VA.” Travis, the former serviceman, is employed as a HAZMAT worker and is no longer homeless. He is excited by the passage of the new legislation. “It took me a while to get back on my feet,” he says, “but hopefully other vets won’t have to go through what I’ve been through. It was rough. But thank God he saw me through. And with this new legislation, other veterans will have a fighting chance after fighting for this country.”

he City of Riverside Fire Department held a dedication and open house of its newest station, Downtown Fire Station #1. The facility is also the department’s headquarters. Located on the corner of University and Lime Avenue, the new Downtown Fire Station replaces the current Downtown Fire Station #1 that is over 50 years old. At the dedication and open house the fire department provided tours, food, and activities.

he Alliance for Education of the San Bernardino County Superintendent of Schools recently hosted a celebration dinner for the San Manuel Band of Mission Indians for its contributions to Science, Technology, Engineering and Mathematics (STEM) programs at county schools. At the dinner, Pam Clute, who is the associate provost at the University of California, Riverside, discussed the importance of STEM education. In addition, representatives of schools that have benefitted from the grant from San Manuel discussed accomplishments made in their STEM programs. The Alliance for Education is a San Bernardino County Superintendent of Schools collaborative involving business, labor, education, government,

community and faith-based organizations. The Alliance's mission is to increase county college and career-readiness in STEM-related fields. Lottery Sales Generating Cash to Help African American Students Succeed

enya Jackson knew she had to do something. The principal at View Park Preparatory Accelerated Charter Middle School in Los Angeles noticed the “smart, bright young lady” was suddenly failing school. Jackson says even more disturbing was the fact the 8th grader wasn’t eating. “I found out her parents were homeless. She had nowhere to go. So I actually had her live with me for a couple of weeks – she ate well, her grades shot up,” Jackson recalled with pride. Things have gotten better – much better. That “smart, bright young lady” is now thriving in high school and looking forward to going to college. Jackson admits she will never forget her face. “She is what I call a ‘bullet-proof’ kid,” added the principal, who admits the daily challenges of educating can be overwhelming at times. “Unfortunately, it’s not unusual for students in under-resourced areas to have seen loved ones killed by gang violence or have lost relatives to other forms of violence. We do what we can to help.” Jackson oversees one of a dozen Inner City Education Foundation (ICEF) schools, where 83 percent of the 4,200 students come from lowincome families. Despite all of the hardships, the network of K-12 charter schools is known for sending African American students from South Los Angeles to some of the top colleges in the country. “In this neighborhood, more than half of the students drop out of high school and less than 10 percent go on to graduate from college,” said ICEF CEO Parker Hudnut. “We are changing that by preparing students from an early age to be successful in college and in life, and every bit of supplemental (Lottery) funding is helping to make

that a reality.” ICEF’s 2013 senior class received more than $1 million in college scholarships. Thanks in part to the California Lottery, the resources the ICEF schools depend on to provide excellent programs in the “three A’s” (academics, arts and athletics) continue to arrive in the form of much-needed financial support. The final numbers for this past fiscal year are out, and the figures are once again impressive. Sales of Lottery products ended up generating $1.28 billion for students. While that huge amount is impressive, it does become more modest once divided up between all of California’s 1,600 public school districts. Regardless, it’s the 13th consecutive year more than a billion dollars have been distributed to California public schools! “It’s a great thing. We can provide high quality books,” said Jackson, whose school received nearly $100,000 in supplemental funding this past fiscal year. “Every day, our students drop everything and read for 30 minutes.” At E.C. Reems Academy of Technology and

Arts in Oakland, administrators say they use a majority of their supplemental Lottery funding to help pay for 75 percent of the books that make up the library. Every drop in the bucket counts. “For a small school library, without these (Lottery funds) we just wouldn’t have the books,” explained Executive Director Lisa Blair. “Large and small amounts all contribute to providing materials students need.” We wanted to get an up close look at how this supplemental Lottery money is playing a role in the academic success at E.C. Reems, so we took our cameras to the East Bay campus! California public schools are getting an additional financial boost with the sale of the Big 6 Bingo Scratchers® game. iepeople Let’s Serve Veterans as Well as They Have Served Us

D

uring the recent government shutdown many numbers were thrown around. But there is one number that stands out and it has nothing to do with the debate over the federal budget. More than one a day. That is how many members of our active-duty military, National Guard and Reserve forces have committed suicide over the last year. Simply put, we are losing more servicemembers by their own hands than we are by the enemy in Afghanistan. Only those who experienced firsthand the horrors of combat can understand why most of these young men and women feel compelled to take such drastic and permanent measures. As Veterans Day ceremonies and parades occur throughout the country, it is important that we commit ourselves to do everything possible to prevent these needless and tragic deaths. We are their friends, their family, their co-workers and their neighbors. It is up to us to ensure that every veteran feels that his or her service to this country is appreciated by their fellow Americans. There are many tangible ways that we can acknowledge their sacrifice, but the easiest is to simply say, “Thank you for what you have done for our country.” If he is showing signs of unhappiness or depression, encourage him to seek help through the VA immediately. If she has had difficulty obtaining the benefits that she is entitled to, let her know that The American Legion has thousands of trained service officers nationwide that will help her navigate the bureaucracy free of charge. And if that veteran has made the Supreme Sacrifice, remember the price that has been paid for our freedom and offer your support to the loved ones left behind. But Veterans Day is a time to honor not just those who have fought for us in battle, but, in fact, all of the outstanding men and women who served in our nation’s Armed Forces since our founding more than 237 years ago. Not all veterans have seen war, but a common bond that they share is an oath in which they expressed their willingness to die defending this nation. Perhaps most significant in preserving our way of life are the battles that America does not have to fight because those who wish us harm slink away in fear of

the Navy aircraft carrier, the Coast Guard cutter, the Air Force fighter squadron or the Army soldier on patrol. Or they have heard the words that recently retired General James Mattis shared with his Marines: “Be polite. Be professional. But have a plan to kill everybody you meet.” While we should all be grateful for the remarkable advancements made in military medicine and prosthetics, the fighting spirit and inspirational stories of our veterans are not due to technology. These traits come from the heart. And many of these veterans are women, such as Army Chief Warrant Officer Lori Hill. While piloting her helicopter over Iraq in 2006, she maneuvered her chopper to draw enemy gunfire away from another helicopter and provide suppressive fire for troops on the ground. Despite flying a damaged aircraft and suffering injuries, she landed the helicopter safely, saving her crew. For her actions, she became the first woman to receive the Distinguished Flying Cross. Women are major contributors to our military presence in Afghanistan and many have given their lives in the War on Terrorism. The American Legion recently issued a report calling upon VA to improve its response to the unique needs of women veterans. The VA and military health systems need to adequately treat breast and cervical cancer as well as trauma that resulted from domestic violence, sexual harassment and assault. America is home to more than 1.2 million women veterans and they deserve our support. In the poem “Tommy,” the great writer Rudyard Kipling lamented over the rude treatment a British soldier received at a pub. Writing in classical old English, Kipling compared the abuse with the more favorable treatment that “Tommy” receives by the public during war. “For it’s Tommy this, an ‘ Tommy that, an’ ‘Chuck him out, the brute!’ But it’s ‘Savior of ‘is country’ when the guns begin to shoot; An’ it’s Tommy this, an’ Tommy that, an’ anything you please; An’ Tommy ain’t a bloomin’ fool – you bet that Tommy sees!” Let us always treat our 23 million veterans as the saviors of our country that they are. Even when the guns are no longer shooting.
