ith high blood pressure and childhood obesity on the rise in San Bernardino County, one city in our region is actively working to make wellness a part of its culture. This week the City of Fontana is being honored at the National League of Cities Conference as the first city in California to be designated a Five Gold Medal Achiever as part of the Let’s Move! Cities, Towns and Counties, a major component of First Lady Michelle Obama’s Let’s Move! Initiative. Founded by Mayor Acquanetta Warren, the city’s Healthy Fontana Program not only promotes health and wellness as a citywide goal, it encourages a generation of sedentary children to become active in an effort to combat childhood obesity, one of the chronic health problems facing our region. Wellness is the foundation for a healthy quality of life and we cannot build and maintain healthy and livable communities without healthy and vibrant residents. According to the 2014 Community Indicators Report published by The Community Foundation, while San Bernardino County’s health outcomes rank is improving, from 44th out of 56 California counties in 2013 to 40th in 2014, our region is still suffering. In age-adjusted death rates for major causes, San Bernardino is seeing a worsening trend in deaths caused by colon cancer, suicide, and chronic liver disease and cirrhosis. And the county is worse than the California average in age-adjusted deaths for all cancers, stroke, heart disease, chronic lower respiratory disease, and diabetes. Under Mayor Warren’s leadership, the City of Fontana has made the health of its residents a key priority in an effort to build a healthy and sustainable community. Other cities in the county should follow their lead. One city’s cultural shift toward health and wellness can definitely help move the entire region in a positive direction. inthenews Gloria Fisher Appointed President for San Bernardino Valley College San Bernardino

L

ast Thursday night the San Bernardino Community College District Board of Trustees unanimously approved the appointment of Gloria Fisher, JD, as the 14th President of San Bernardino Valley College. Dr. Fisher, now in her 23rd year with SBVC, has been serving as Interim President since July 2013. Her appointment as President of SBVC is effective November 14, 2014. Fisher started her career at Valley College in 1991 as a tenure-track faculty member in the Administration of Justice program. She became department chair in 1994 and Dean of the Criminal Justice Division in 2001. A run of 12 previous permanent presidents of the college dating back to its founding in 1926 ended with Dr. Debra Daniels, who left the college after four-and-a-half years in March 2012 to assume the presidency at Joliet Junior College in Illinois. Since then, there had been two interim presidents prior to Dr. Fisher. During that period of transition, Fisher was tapped to serve as Interim Vice President of Student Services in 2012. Bruce Baron, District Chancellor, notes, “I have great confidence in Dr. Fisher and I look

forward to working with her as we bring SBVC to greatness. In her time as Interim President, Dr. Fisher has restored a strong collegial consultation

process that is vital to the successful internal operations of the campus as all voices need to be heard as difficult decisions are made. She has reconnected the campus with the community through partnerships that will benefit our students and events that serve to make SBVC a cultural center.” “I am both honored and humbled to have been chosen to serve as president of this college,” says Fisher. “San Bernardino Valley College has been my home for my entire academic career and I have gotten to know and love this college, its people and the community it serves. I look at this college and I see it as the jewel of the San Bernardino Valley. Our faculty and staff are second to none and I want to do whatever I can to help them continue to make our students’ academic and career dreams become real.” San Bernardino Valley College is one campus in a two-college community college district, which also includes Crafton Hills College in Yucaipa. The district offices and campus are located on South Del Rosa in San Bernardino, across from the former Norton Air Force base. Photo by Kathy & Benoit Malphettes

urtis Markloff, Fire Prevention Specialist for the San Bernardino County Fire Department, took the top award at this year’s 20th Annual California on Location Awards for Public Employee of the Year – County. He received this honor after competing with numerous county employees throughout the state for his professionalism and integrity when working with film production companies. He was recognized for his professional treatment of all types of film productions coming into the County of San Bernardino from the smallest student filmmaker to the largest studio feature. “To have beat out others from counties like Los Angeles is huge” said Dan Taylor, Deputy Director of the Inland Empire Film Commission. “This is a tough category, but Curtis’ work ethic and knowledge of the film industry gave him an edge. We are excited that he won.” This year’s awards were presented to individual location professionals and the location teams

Public employees from the city, county, state and federal governmental sectors across California were also honored for excelling in their service to production projects. The tradition of the California On Location Awards (COLA) program continued on Sunday, November 9, 2014. This internationally recognized awards program celebrated an historic two decades of recognizing and supporting excellence when the 20th Annual COLA reception and ceremony was hosted by the Beverly Hilton hotel, legendary crossroads of the entertainment industry. There are over 500 entertainment industry executives, producers, directors, location managers and other production professionals gathered along with distinguished community leaders in the International ballroom, home of the Golden Globes, to celebrate this state’s signature industry. professionals whose behind the scenes work helps bring to life the motion pictures and television shows seen on screens across the globe. What started 20 years ago with the seed of a singular idea for a unique awards event became a pivotal moment in the entertainment industry. It sparked a movement to focus long needed recognition on the previously unsung world of location professionals whose work plays a vital role in the production of motion pictures and television programs. With that one idea from the vision of Sheri Davis, director of the Inland Empire Film Commission grew the (COLA), a one of a kind premier awards program saluting location professionals and production companies for exemplary professional excellence while filming on location In California. In addition, as location managers constantly interact with government sectors in the course of their work, federal, state and local public employees are recognized for their valuable services in going above and beyond to facilitate filming in their individual jurisdictions.

Improved Obamacare Open Enrollment Starts Nov. 15th

ealthCare.gov barely worked when it launched last fall, with only six people able to enroll in a plan on opening day. But the new version of HealthCare.gov is open for business. For starters, it’s a working website. Its load times have improved substantially, and the administration says it can handle twice as much traffic volume as last year. For customers shopping for coverage, you actually browse plans — get a sense of what they cost, check eligibility for tax credits (which are under Supreme Court review) and decide whether you want to buy. Open enrollment for those purchasing coverage for the first time begins Nov. 15 and runs through Feb. 15. California consumers who wish to purchase a plan with a Jan. 1, 2015,

effective date will need to complete their Covered California enrollment by Dec. 15. Open enrollment is the only time that you can enroll in a plan or change plans, unless you qualify for a special enrollment period. The only way to get subsided insurance is by enrolling in the health insurance marketplace. The only way to avoid the monthly fee for not having insurance is to obtain minimum essential coverage and maintain it throughout the year or to qualify for an exemption. All marketplace coverage counts as minimum essential coverage. People who purchased insurance through Covered California in 2014 must renew their policy to remain covered in 2015. The renewal period is open now through Dec. 15. During the renewal process, you can make changes like

by UC President Janet Napolitano that matches funding for endowed chairs. These endowed chairs will be used by AGSM to attract highly qualified professors as the school seeks to nearly double its tenure-track faculty to 50. Areas of growth include entrepreneurial leadership, supply chain management and logistics, accounting, marketing and finance. The family foundation is also providing $1 million for AGSM Scholars Initiative, a scholarship program that will increase the enrollment of Inland Southern California students pursuing graduate degrees. Up to 85 percent of that money may be used as matching funds to attract new philanthropic support. That could mean an additional $850,000. The remaining $150,000 will be used for outreach activities, such as the financial literacy component for area high school students attending UC Riverside’s annual economic forecast conference. The gift will help the A. Gary Anderson Graduate School of Management meet its goal of being ranked among the top 50 business schools in the nation. Leading up to 2020, the school plans to continue to increase graduate school enrollment, which has grown from 150 to 300 in just the past three years; increase the size and enhance the quality of its faculty; and launch research centers

switching to a different health plan or adding a family member to your plan. One of the most important things to do during the renewal process is to give consent for Covered California to verify your income. If you do not give your consent, you may lose your premium assistance in 2015. See the Renewal FAQs on the Covered California website (Coveredca. com) for more information, including step-bystep instructions for giving consent for income verification and completing the renewal process. If you don’t complete the renewal process, you’ll automatically be renewed in the same health plan — as long as it is still available. You’ll be billed for the new premium amount, which may be more than the 2014 premium. People who were enrolled in plans that won’t be available in 2015 received letters from Covered California. People who were enrolled in discontinued plans must sign up for a new plan by Dec. 15. If they don’t, their coverage will end on Jan. 1, 2015.

Students are strongly encouraged to take the entrance exams such as the SAT or ACT as well as placement tests such as the Entry Level Math exam (ELM) and the English Placement Test (EPT) as soon as possible to improve their chances of getting admitted to the university and know what classes they will take when they get here. “The next step after getting admitted to the university is to secure financial assistance in the form of grants, scholarships, loans and so on,” Rosas said. Students in need of assistance with their electronic applications may call (800) GO-TOXAP (or 800-468-6927) for technical support. inmyopinion Executive Orders Needed - Moving Our Country in the Right Direction

A

bout four years ago I wrote in one of my articles that President Obama should implement more Executive Orders in order to move government forward because some in the Republican Party would not work with Hardy L. Brown him no matter what he did. I took this approach based on my personal experience in corporate America and that some people in Congress are still fighting the Civil War. From my experience of working in Human Resources throughout Southern California, I often came in contact with people who were still fighting the Civil War and did not want Blacks, Latinos, Asians or Jews in the company. I recall one instance where an administrator had a confederate flag hanging on the wall behind his desk to send a message to every one of his beliefs. It did not take too long after our equal opportunity policies were implemented that the flag came down and he was no longer employed with the company. There were others who would put up obstacles and offer excuses for not wanting to implement policies that would give equal opportunity to people of color and women. The health care field is one career where females comprised over 80% of the workforce yet none were in leadership positions other than nursing. Of course that has changed but it took President Johnson signing Executive Order

(Official White House Photo by Pete Souza)

11246 that ushered in Affirmative Action programs if you wanted to do business with the federal government or keep your contract. If Johnson had not done that, many people, men and women of every race, would not be working today in their chosen career. It was the president who implemented this order, not Congress and that has not changed. It was not the U.S. Supreme Court who did that but the president that had the guts to take that action to ensure Equal Employment Opportunity for all citizens. Many people hollered reverse discrimination which confirmed that discrimination existed for Blacks, Latinos, Asians, Indians and women in

the workplace. So I urge President Obama to take action by issuing as many Executive Orders he thinks are needed to move our government forward so we can be a country where all citizens have the opportunity to pursue life, liberty, and happiness without the fear of having to live in the shadows, fear from law enforcement, where all are able to get an education without incurring mounting debt before they even become employed, having access to financial capital for business opportunies, and having access to housing without unscrupulous lending institutions taking advantage of them. That is the way to move government forward as our country’s top elected leader.

Tavis Smiley: Poverty In America

Terrific story on the Tavis event. I am almost finished with his book; it has been a real eyeopener to me. Back in those days I spent part of one summer helping CORE-PACE in Cleveland assemble a list of scholarship opportunities for Black high schoolers. Another summer I taught in an inner-city arts program that brought together urban Black kids and suburban white kids, who learned they could do art together. And I sat on the city hall steps in Oakland when Huey was the biggest of the big deals (or so he thought) and Eldridge was still considered a radical. This book brought back a lot of memories for me. God bless Martin Luther King Jr. We need another one of him. Hell, we need a whole big BUNCH of him! Greg Zerovnik

T

his is the only time Californian’s will be able to enroll for health insurance through the exchange in 2015,” said Pepi Jackson, President of Riverside County Black Chamber of Commerce (RCBCC), who called the exchange a powerful change in the way healthcare is done in California. Jackson, along with RCBCC, has been selected by Covered California to train and hire counselors to help Californians sign up for health insurance through the exchange. The online marketplace was created under The Affordable Care Act, last year to offer health coverage to all, regardless of employer coverage or pre-existing conditions. “A person doesn’t have to wait until it’s an emergency to go to the hospital,” said Jackson. “People can qualify for a health plan that’s affordable.” Nearly 1.2 million Californians have bought insurance through Covered California and nearly 6 in 10 previously uninsured Californians now report having coverage. Evette Edwards, 53, of Claremont is one of those uninsured Californians who gained health coverage last year. Edwards, a small business owner, could not afford the surgery for her congestive heart failure. “Covered California saved my life,” said Edwards. Her mother and two of her aunts died from the disease before their 60th birthdays. Edwards, who owned a small

restaurant and couldn’t afford the six figure surgery that would save her life, assumed she would share their fate. Edwards said she had a hard time going from her bed to the bathroom but that she now has a new lease on life. She now has the energy to babysit her granddaughter and is considering opening another restaurant. “I thank God,” said Edwards. “I’m living, I’m doing well.” Jackson recommends people, even if they have insurance, take a look at the exchange to see if their health insurance plan is still right for them. Not everyone is taking full advantage of the subsidies offered through the Affordable Care Act. According to Jackson 90% of people will qualify for federal subsidies up to $350 a month to make their health care more affordable. Those who have less than $16,200 in total household income annually may be eligible for health coverage at no cost through Medi-Cal. Health experts also say, if anything in your life has changed this year – you gave birth or adopted a baby, got married or divorced, had a drop – or better yet, an increase – in income, you should contact Covered California. Covered California is adding capacity to handle four times the volume of calls as last year and increasing the number of people on the phones and local counselors at no cost. Jackson said there are thousands of counselors throughout the state with hundreds in the Inland Region and

nearly half speaking a second language. Jackson said Covered California is working to make the process of choosing the right health coverage and signing up as smooth as possible. Getting health coverage was not smooth for Moreno Valley resident Tyronne Hodges who along with his family lost his health insurance due to cutbacks at his wife’s job. Hodges found out he had lost his health coverage in line at Kaiser Permanente in Moreno Valley picking up his high blood pressure medication. His normal $20 prescription had jumped to $650. “Excuse me, I paid the money [his insurance premium], that’s how I found out I had been dropped.” Hodges, 44, said he, his wife and their three children were dropped from his COBRA provider which is also through the state. Hodges was denied coverage before because of his high blood pressure and decided to go through Covered California’s health insurance exchange to get coverage for himself and his family. “We’re still waiting, we’re still in limbo.” Hodges and his family have been without health coverage for 18 months. “Everybody covered yeah right.” Jackson has said Covered California has worked hard to resolve the problems in the initial roll out last year. That is

one reason the RCBCC and organizations like it have been selected so consumers have the option to sit down with a counselor who can can walk them through the paperwork process. Hodges filled out the paperwork twice and still couldn’t get the coverage he and his family needed. Edwards on the other hand had a counselor walk her through the process. Linda Wright walked Edwards through the process so she would get the plan for her at a cost she could afford. “I want to make sure everyone can breath easy,” said Wright. “We’re literally saving lives.” Those who are eligible for coverage and don’t have a valid exemption, will face a tax penalty. This year it is $325 per adult and $162.50 per child or 2 percent of your income, whichever is greater. Covered California’s director Peter Lee said that the cost of health care is not in dollars and cents but in making Californians healthier. He said Covered California is giving a leg up to millions by making healthcare affordable. Lee praised the work of RCBCC and other organizations around California for the work they have done. “It’s about local communities here in Riverside and San Bernardino Counties coming together, “ said Lee. Lee also said California is doing a much better job in getting people health care than the rest of the nation.

Battle for SB Barely a Tussle San Gorgonio 55 Cajon 7 San Bernardino

by Gary Montgomery

I

t may be cliché but sometimes it’s wise to be careful what you wish for. There’s no greater arena to test that age old adage than sports. The word on the street all week long was that the San Bernardino Cajon Cowboys (7-4) given a choice, wanted to meet cross-town rival San Gorgonio (10-1) in the first round of the CIF playoffs. Well, Cajon got their wish on Friday evening and it didn’t go well for the Cowboys. Actually, it went badly. Cajon’s offense struggled all evening. The Spartan’s corralled Cajon’s leading rusher Giovonni Daniels holding him well below his 102-yards per game average for the night. “This has been a cross town rivalry between the two schools for years,” said San Gorgonio’s senior quarterback Nathan Meadors. “They started talking early in the week, saying they wanted us, so we had to answer with our play.”

And answer they did. The Spartans racked up 428-yards rushing yards and another 144-yards passing. Meadors led all rushers with and incredible 255-yards on the evening. “We wanted to pass more but they just kept giving us the run. When they give it to you, you have to take it and that’s what we did,” said Meadors. The Spartans didn’t really need to throw it around that much 1 with the fleet footed Meadors slashing through Cajon’s defense like butter. The illusive quarterback pushed his All-Purpose Yardage totals to 2001-yards for the season. “We felt disrespected,” said San Gorgonio Head Coach Ron Gueringer. “They said we didn’t play anybody in League and that we might be rusty. We wanted to respond to that and I think the kids did that in a big way. We scored 55 points on a really good team,” continued Gueringer. Coach Gueringer was correct, Cajon is a good team. The Cowboys finished 3rd in the tough Citrus Belt League and had a final ranking of 42nd in state. Unfortunately, they weren’t good enough on Friday night. The Spartans move on to the second round and will host Riverside Poly next Friday evening. Gary Montgomery can gmontgomery@att.net
