s an adult I love to give and receive books for Christmas, but as a child, even though I loved reading, I never enjoyed receiving books as gifts. Books rivaled the gift of apples, oranges and walnuts we found in our stockings on Christmas morning when it came to least desirable. That’s definitely one tradition I never understood. Every Christmas I have a gift exchange with my family and a few close friends, and more often than not we give each other books. We put much thought and care into the books we think the other person would appreciate. In the past I have ordered a book written in French for my friend originally from France, an out of print fly fishing book for a friend who spends a few weeks every year attempting to “trick” the trout out of a Montana lake, and even bought the entire Judy Blume collection for one of my nieces, who has yet to read them. I always ask if she’s read them, she claims they’re boring. This year I searched our local bookstore in Riverside for a few books for friends and family, and ran across a book that I decided to buy for myself: The Essential Gandhi, a collection of the written work of Mohandes “Mahatma” Gandhi. After recently watching the 1982 film based on his life, I have a renewed interest in the political activist and pacifist who spent 20 years of his life securing Indian Rights in South Africa before assuming a key role in helping India gain its independence from Great Britain. Philosophically, Gandhi is best known for his ideals of truth and peace. Truth, according to Gandhi, is not merely a mental correspondence with reality, but a mode of existence. The power of truth isn’t what one fights for, but what one is. This principle, coupled with one of pacifism, he found to be a formidable political weapon against intolerance, racism, and social violence. Although his basic terminology and conceptual context were Hindu, Gandhi was impressed by the universal religious emphasis on the selftransformative power of love, drawing his inspiration from many sources: Christianity, Western philosophy, and Islam. In this season of love, peace and joy, remembering his philosophies is a perfect gift we can give to ourselves or anyone on our holiday list. Tuskegee Airmen Inc. Honors Retired UCR Librarian

Ruth M. Jackson, emeritus university librarian, receives Presidential Recognition Award

By Bettye Miller uth M. Jackson, University of California, Riverside emeritus university librarian, has been honored with a 2014 Presidential Recognition Award from the Tuskegee Airmen Inc. The award recognizes Jackson’s groundbreaking work at UCR to preserve the history and legacy of the famed Tuskegee Airmen through the establishment and maintenance of the Tuskegee Airmen Archive. Jackson established the Tuskegee Airmen Archive at UCR in 2005 as part of a national effort to collect, preserve, and make available the history and legacy of the Airmen; and in recognition of the Tuskegee Experiment as a major component of and precursor to the Civil Rights Movement of the 1960s. The Tuskegee Airmen were the first African Americans to be fighter pilots, bomber pilots, ground crew, navigators, and nurses in U.S. military history. Their heroic efforts and accomplishments were recognized nationally in 2007 by the award of the Congressional Gold Medal. They broke racial barriers in aviation, military, and many areas of social history in the U.S., many going on after World War II to become the nation’s firsts in such fields as science, architecture, education and law, including the first African American corporate CEOs among the Fortune 500. The term “Tuskegee Airmen” refers to the men and women, military and civilian, African Americans and Caucasians, who were involved in the so-called “Tuskegee Experience,” the Army Air Corps program to train African Americans to fly and maintain combat aircraft. Tuskegee Airmen Inc. (TAI) announced three recipients of the Presidential Recognition Awards at the organization’s convention this year, said Brig. Gen. Leon Johnson, TAI president. “Dr. Jackson was selected for recognition because of her efforts to establish and maintain the Tuskegee Airmen Archives at the UC Riverside Library,” he said. “As we approach the day when there are no longer living Documented Original Tuskegee Airmen, it is vital to retain and preserve as many of the things that represent their accomplishments to pass to future generations.” As a result of her collaborative work with the

Airmen, the archive’s co-founder, Col. Ralph W. Smith, and the leadership of the national organization, the archive is the largest collection about the Airmen in a public research university. From 2006-2014, an annual educational forum was held by the Archive attracting from 350425 individuals from California and across the nation as a component of UCR’s observance of Black History month and in recognition of the

university’s public commitment to diversity. TAI also appointed Jackson the organization’s national historian, which carries with it membership on the organization’s Harry A. Sheppard Research/History Committee. The open-ended appointment makes Jackson a non-voting member of the TAI national board of directors. She will be voting member of the Western Region TAI board. UCR’s Tuskegee Airmen Archive houses personal papers, selected military papers, diaries, photographs, posters, oral histories, books, media, and memorabilia that document the legacy of the Tuskegee Airmen and women in relation to their impact on American, multicultural, military, aviation, and civil rights history; and their many contributions to the fabric of American life. Tuskegee Airmen Inc. is a nonprofit dedicated to keeping alive the history, achievements and importance of the men and women who participated in the Tuskegee Experience. It works to motivate and inspire young Americans to become participants in our nation and its democratic process, and supports young men and women interested in careers in aviation, science and technology (STEM fields), and aerospace, according to the TAI website. inthenews CSUSB Educator Named Outstanding Latino Faculty by AAHHE San Bernardino

L

ouie F. Rodriguez, an associate professor of educational leadership and technology at Cal State San Bernardino, has been named the Outstanding Latino Faculty in Higher Education 2015 by the American Association of Hispanics in Higher Education. Rodriguez, who is also the co-director of the CSUSB College of Education’s doctoral program in educational leadership, will be presented with the service/teaching award in March 2015 at AAHHE’s 10th Annual National Conference in Texas. “I’m honored to receive this recognition

that is national in scope, and that focuses on my contribution to education at Cal State San Bernardino and beyond,” said Rodriguez. “It will be particularly special to be present at AAHHE’s milestone celebration to accept this award. “I also want to thank my colleagues at CSUSB for their support and my students who constantly encourage me to explore new terrain and face the practical realities impacting our students and communities across the region,” Rodriguez said. The AAHHE awards were created to celebrate and recognize the work of Hispanics in higher education and national leaders each year at the national conference. This particular award recognizes

an individual who has provided outstanding service through creation or expansion of a program, innovative programming or direct work with students and/ or has provided excellent instruction in a teachingoriented institution. Rodriguez was recognized for his commitment to service and teaching at CSUSB, and for his Praxis Project, in

Full Scholarships Offered for M.P.P. Program

Well-qualified applicants eligible for free tuition at School of Public Policy Riverside

T

he School of Public Policy at the University of California, Riverside will offer scholarships covering full tuition to wellqualified applicants seeking admission to the Master of Public Policy degree program. Individuals who apply for admission by Jan. 5 will be considered for the two-year scholarship. In addition, a limited number of stipends will be available for students to undertake an internship and try out the job of their dreams. UC Riverside is engaging in an ambitious fundraising campaign to provide as many students in the inaugural class as possible with full-tuition scholarships. The scholarships are funded by generous alumni and friends of UCR who support the School of Public Policy. Funds also have been donated by UCR faculty and staff, including a $10,000 contribution from Anil Deolalikar, founding dean of the School of Public Policy. “I am personally supporting these scholarships because our graduates are going to be the leaders of tomorrow and I see it as an investment in the future of our community, our state, and our world,” Deolalikar said. Approximately 20 students will be admitted to the M.P.P. program for the fall 2015 quarter. This number will increase gradually to an annual intake of 50 students over five years. “We are looking for students who want to

use their education to bring about social change by designing and implementing public policies that can tackle the big challenges facing local communities around the world today,” Deolalikar said. “These challenges include climate change, water insecurity, suburban sprawl, poverty, health disparities, and declining educational standards,” he added. The UCR School of Public Policy (http://spp. ucr.edu/) will take a distinctive global approach to addressing regional and local policy challenges, Deolalikar explained. Most important, he said, is the emphasis on training policymakers, policy analysts and policy practitioners who will stay and serve communities in Southern California. Equally important will be the school’s emphasis on responding to policy challenges that cross traditional administrative boundaries, such as water insecurity, environmental degradation and immigration, Deolalikar said. “Our goal is that in 10 years many of our M.P.P. graduates will be working in key policymaking and policy-influencing positions in Inland Southern California and beyond,” said Ron Loveridge, a former mayor of Riverside and past president of the National League of Cities who helped establish the internship program for the School of Public Policy. “That will improve the quality of decision-making, and thereby the quality of life in this region.” Offering two-year scholarships to exceptional students will encourage those “who might be

thinking about careers in public service, especially for positions that are highly rewarding but not highly paid,” explained Associate Dean Karthick Ramakrishnan. “For well-qualified individuals who are passionate about public service, this could be an important incentive.” The M.P.P. has been one of the fastestgrowing professional degree programs in the United States in the last 10 to 15 years, Deolalikar noted. “It is a very versatile degree that prepares you for careers in local, state and federal government, nonprofit organizations and NGOs, public relations offices of for-profit companies, and public agencies such as water districts, school districts, economic development offices, environmental regulatory agencies, and transit authorities,” he said. Internships will provide students with opportunities to explore a variety of public policy careers and hands-on experience with policy practitioners in the Inland area. Future degree programs will include an M.D./ M.P.P., a Master of Science in Global Health, and a Ph.D. in Public Policy. There is already a popular undergraduate major in public policy offered in the College of Humanities, Arts and Social Sciences, which will move to the School of Public Policy in the near future. A Healthy Christmas Is More Than Gift Giving Dear Dr. Levister: I am pained by the commercialization of Christmas. I am not a very religious person but would like to demonstrate my belief that it is more blessed to give than receive. What are your suggestions? G.S. Dear G.S.: Let your gifts this holiday season be something personal that no one else needs to know about, and let it be a sacrifice. David said in 2 Samuel 24 that he would not offer a sacrifice to God that cost him nothing. Maybe your gift will be to forgive someone you’ve needed to forgive for a long time. You may discover that you’ve given a gift back to yourself. Plan a project of goodwill this Christmas: Recently a patient shared a heartwarming story of how he “adopted” a single mom. His friend was barely making ends meet and didn’t have money to buy gifts for her small child. Together with his wife’s family he bought gifts for both of them and replaced her broken down refrigerator the week of Christmas. Do you have an elderly neighbor in need of home repairs or yard work? Find someone with a genuine need, involve your whole family and see how happy you can make someone this Christmas. After graduating from CSUSB with a bachelor’s in psychology, Rodriguez continued his education at Harvard University, where he earned his master’s and doctorate degrees. For many years he lived on the East coast, but returned to the Inland Empire in 2009 and began teaching at CSUSB as a professor of education. “At CSUSB, I often challenge students to engage in projects that are practical and relevant to education and leadership issues in their schools and communities across the IE,” said Rodriguez.

oy to the world, the Lord has come! Let earth receive her King; Let every heart prepare Him room, and heaven and nature sing. Joy to the world, the Savior reigns! Let men their songs employ; while fields and floods, rock, hills and plains,

This action by President Obama embodies the line in Joy To The World to me: “He rules the world with truth and grace and make the nations prove the glories of His righteousness and wonders of His love”. If we believe in Jesus Christ then we must forgive the nation that we have been in disagreement with and begin anew, especially after fifty years. I like the way President Obama went about making it happen by getting the Pope and

repeat the sounding joy. No more let sins and sorrows grow, nor thorns infest the ground; He comes to make his blessing flow as far as the curse in found. We Christians sing this song every year in a nation that is proud of our faith and we try hard to live up to these words daily. While we fall short sometimes, there are some things we do right every once and a while. Take the recent historic actions by President Barack Obama to begin normal relations with our neighboring nation Cuba. It has been over 50 years since we broke ties with them while at the same time granting any Cuban citizen asylum if they were able to reach our shores. This is what we do as a nation founded on Christian principles and values for any human seeking freedom regardless of what their

Canada involved without our media knowing anything about it until it was announced. His critics could only criticize after the fact and not before. There is a lesson to be learned from this by those who want to get things done that are right for the country. Some things need to be done in the open such as the recent publication by the Senate Intelligence Committee of the CIA’s torture of terrorism suspects which goes against our Christian values. We must also find it in our hearts to receive Him, even in the midst of so much injustice to us as people of color especially from our law enforcement community. They also must find it in their hearts to admit their faults and make great changes in the way they carry out their duties. They must be prepared to root out those among them that do not honor the badge and motto “To Protect and Serve.” I also know that we as a community must meet them half way in order to find joy. We must find ways to bring joy to our communities after Christmas. It is heart warming to see law enforcement officers and other community people working together during the holidays by contributing gifts to the needy. It took two men President Obama and President Castro with the help of others to make peace happen between the United States and Cuba. Let us take this time to rededicate ourselves to bring more Joy to the World, nations, and communities.

pointofview Tech Innovators Help bring Health Care to Hard-to-Reach Consumers

S

ometimes the very consumers who need health care the most are the least likely to enroll. This has been one of the challenges faced by the U.S. Department of Health and Human Services (HHS), the federal agency responsible for administering the Affordable Care Act. To meet this challenge, the agency is looking to Silicon Valley for help. This week, HHS announced an innovative collaboration efforts with tech firms PayNearMe, Monster.com, and Peers.org, to bring important Open Enrollment information low-income and other traditionally hard-to-reach communities. Monster.com, for example, is already the country’s largest online platform for job seekers, counting more than 200 million registered users. The job site reaches a vast amount of unemployed and under-employed Americans -- precisely the audience that is likely to be uninsured. Through

partnership with HHS , Monster.com will provide tips and advice on open enrollment through the company’s blog. Similarly, Peers.org has agreed to post information about Healthcare.gov on their website, and will host a live video chat with HHS officials to answer questions from the Peers community. Perhaps the most interesting partnership involves the electronic cash transaction company PayNearMe. PayNearMe’s customer base is made up of individuals who operate in the cash economy. This includes low-income consumers and those who have limited or no access to a bank account. Almost half of this segment are people of color. The company allows the cash-preferring people to pay their monthly bills-rent, electricity, water, etc.-in cash at their local 7-Eleven and Family Dollar stores, without the high fees that

generally accompany pre-paid debit cards and money orders, and with the convenience of same-day payment. As HHS Secretary Sylvia Mathews Burwell put it, “These innovative companies help us to reach our consumers where they are with the information they need to sign up and reenroll in quality, affordable care through the Health Insurance Marketplace.” It’s a great idea. The government sector sometimes gets a bad reputation for lacking imagination and innovation. It’s refreshing to see HHS step outside of Washington, D.C. to take advantage of the tech community to extend their reach and better communicate with their underserved constituents.

The phrase, pushed by the California Endowment, is gaining traction as the outlook on young minorities’ lives has become a national topic in light of recent police brutality and racial bias allegations. In its billboards, California Endowment asserts that on average, the cost of prison is about $62,300 in contrast to $9,100 for students. Another billboard points to the formation of only one University of California (UC) campus since 1980 compared with 22 prisons. The prison funding estimate is based on data from the California Budget Project. The foundation has seeded some of the state’s busiest freeways with eye-catching billboards to raise awareness about the state’s emphasis on spending to support its corrections system rather than education. The #DoTheMath

It’s not just people being nice. With social media and other metrics, we have a way to quantify how well messages are doing,” said Mary Lou Fulton, senior program manager for California Endowment. Although California Endowment is essentially a health advocacy organization, officials say community issues such as education have an impact on health and quality of life, which is why the organization focuses on related concerns. During 1994-1995, the state spent an average of $33,391 per inmate, adjusted for inflation, an 87 percent increase. The increase is attributed to several factors, including higher staffing levels, employee raises that outpaced increases in the cost of living, and an increase in the cost of healthcare for inmates, according to a report released in February from the California Budget Project. The report notes the general increase in corrections spending is not due to a growing prison population; there is a marginal decline in prisoners projected for 2014-2015 compared to 1994-1995.

According to Fulton, shortly after the initiative began, the foundation visited communities to gauge students’ experiences in school. Much of the feedback aligned with research indicating some of the challenges to a student’s success and gateway to healthy and prosperous lives. “In our research [and] outreach on the community level, one of the things we heard from young people was the extent to which they were being suspended from school for minor misbehavior. Some of them two, three, five times a year and youth of color, particularly African-

American and Latino boys were suspended at the highest rates of all,” said Fulton. “The young people understood right away what the research tells us, which is that if you are suspended from school, your chances of doing well are not as good because you miss school, you fall behind, you are unsupervised ... more chances to get into trouble. ... More likely not to finish high school, more likely to be involved with the justice system,” she added. Californians for Safety and Justice, a nonprofit initiative under the Tide Foundation, was among several groups to swiftly embrace the #DoTheMath campaign. The #DoTheMath campaign coincided with Californians for Safety and Justice’s public education campaign #SchoolsNotPrisons, which launched last Summer. The campaign included Twitter chats

with The California Endowment, Color of Change, and notable activists including Harry Belafonte, Jasiri X, and Russell Simmons. The organization also produced a video with Simmons to support the campaign, said Mike Smith, director of communications for the organization. Smith hailed California Endowment’s initiative as a “bold and compelling campaign” that questions how money is spent on prisons instead of prevention. “The public has increasingly questioned the value of spending so much money on prisons. [#DoTheMath] and #SchoolsNotPrisons armed concerned Californians with the facts and gave them a way to say, in a unified voice, that we want to invest scarce taxpayer resources in smart safety priorities,” said Smith.

Rialto Unified School District President Bids Farewell After 13-years of serving at the helm of the Rialto Unified School District as President, Joanne T. Gilbert officially announced that she would retire from her post. Gilbert was first elected in 2001. Her career as a teacher/educator began in the public schools of Yonkers, New York. She moved to Petersburg, Virginia and taught at Petersburg High School for ten years. In 1983, she relocated to Los Angeles, CA and taught in the Long Beach School District for seven years. She began teaching in Moreno Valley in 1991 and in June 2009 she retired as the Program Facilitator of the California School Aged Family Education (CAL-SAFE) Program for Moreno Valley Unified School District.

Reflection Jimmie Brown, CSUSB Police Chief to Retire at the End of 2014

J

immie Brown, who has served as the Chief of Police for the Cal State San Bernardino Campus Police Department for the past seven years, has announced his plans to retire at the end of December, 2014. “I’m truly sad to see Chief Brown go,” said Doug Freer, the CSUSB vice president for Administration and Finance. “I know I speak for the campus community when I say that he has done an outstanding job for the campus and in his tireless support of our local communities. Brown, who has more than 40 years’ experience in law enforcement, joined the CSUSB police department 10 years ago, starting as a police officer and promoting to the position of chief of police on April 18, 2008. “Chief Brown has long been one of CSUSB’s leading citizens and an incredible advocate for the university,” said President Tomás D. Morales. “It has been a privilege to work alongside Jimmie during my tenure on campus and wish him and his family all the best.” While serving as police chief, Brown’s accomplishments include: • Consolidating dispatch services for the police departments of CSUSB, Chaffey Community College, Riverside Community College and Cal State Bakersfield. • Implementing a police explorer program involving students from local school districts throughout the Inland Empire. • Building a university police department of professional sworn officers, non-sworn personnel, parking officers, community service officers, police chaplains, and police explorers.

• Building relationships with the CSUSB community, the local communities, business’ owners, community colleges, school districts, fellow CSU police chiefs, law enforcement executives nationwide and various police organizations and associations. • Serving as a mentor and coach to help law enforcement officers succeed and be promoted through the ranks within their organizations. Prior to joining Cal State San Bernardino, Brown served with various agencies that included the Rialto Police Department, Colton Police Department, Riverside County Sheriff’s Department and the California Alcohol Beverage Control agency. As a teenager, he served as a police explorer with the San Bernardino Police Department. Brown attended Southern Illinois University at Carbondale, majoring in workforce development and education. He also attended the Center of Creative Leadership Academy in San Diego. He is a member of numerous national and regional law enforcement organizations and has been honored by many of them, including being named the 2010 Campus Safety Director of the Year national award by Campus Safety Magazine, which recognizes public safety officers at school, universities and hospitals who go above and beyond the call of duty, demonstrating outstanding leadership skills, ingenuity, selflessness and overall achievement. Brown has been married to his wife, Robin Brown, for 12 years. They have two daughters.
