M

ost Americans and many around the world who value human decency were outraged in December 2004, when it became public that U.S. Marines operating in Iraq had committed a variety of despicable abuses against Iraqi prisoners. The disturbing report came on the heels of a blockbuster report a month earlier which exposed the abuse scandal at the Abu Ghraib prison (also in Iraq). The report shook the U.S. military, rocked America and stunned the world. In one disturbing report, at least three Marines shocked a detainee with an electric transformer and forced him to dance as the electricity hit him. Overall, according to a summary prepared for the Pentagon’s Inspector General and made public by the American Civil Liberties Union, there were at least ten substantiated incidents of Marines abusing prisoners. For weeks and months afterward, Americans remained fixated and disgusted by these reports. They also took note as investigations unfolded, and the perpetrators were identified and punished. Here at home, when inmates in state and local prisons and jails report allegations of mistreatment it barely raises public interest—it is as if too many Americans believe—because the victims are detainees—they don’t deserve humane treatment or, if they had not committed a crime, they would not be in jail/prison to be abused. So, it was disheartening but not surprising when on December 12, 2018, Judge Virginia A. Phillips approved a settlement agreement/Consent Decree between San Bernardino County and plaintiffs (detainees) of the West Valley Detention Center was hardly noticed during the Christmas rush. I wondered why individuals were so outraged over the mistreatment of Iraqi prisoners but were much less concerned about abuse that occurs right under our noses? After all, although many of those held in county jails may have been charged with a crime, they are yet to be tried and convicted and are still presumed innocent—just because they may not be able to afford bail does not mean they should be subjected to the added indignities of abuse. According to court documents, the involved inmates at the West Valley Detention Center were subjected to abuses that in some ways were like the abuse suffered by prisoners in Iraq. Their allegations included repeated assaults with stun guns, having shotguns placed to their heads, beatings, being deprived of sleep and some were even sodomized by jail officials as part of routine body searches. In addition, there were concerns raised about deferred mental and physical medical care—including care of the disabled. The case of abuse at the West Valley Detention Center took more than four years to wind its way to the final Consent Decree in December. Despite this agreement however, it is only the tip of the iceberg. Many of the complaints reported by the inmates/victims in West Valley were echoed by immigrant detainees at the Adelanto Immigration Center and by inmates in Los Angeles County and inmates in Orange County and inmates in Sacramento County and the list goes on and on. Although prison guards lose their jobs, rarely are they ever charged with a crime as if the people they abuse don’t count. It is almost as if the inmates are not human. Interestingly, and in contrast, people are sentenced to jail for abusing animals. America’s jail/prison system is ineffective, abusive and as broken as the nation’s criminal justice system. However, as long as many jails/prisons remain packed with Black and Brown bodies owed to disparate administration of justice, they will continue to be abused until citizens raise their collective voices and say, “Enough!” . . . “No mas!” Of course, this is just my opinion. I’m keeping it real.

Care Project Inc., Joins Efforts with Feeding America Riverside – The Care Project Inc., recently became a member partner of Feeding America, Riverside-San Bernardino. Based in Riverside, the volunteer-led organization was founded by breast cancer survivor, Carrie Madrid. The organization works to provide emotional and financial support to breast cancer patients and those recovering from breast cancer treatment. As a result of its partnership with Feed America, The Care Project will no longer have to use its funds to purchase gift cards for their terminally ill patients. Instead, the organization can now shop at the food bank for essential items that their recipients need, including fruits, vegetables, grains, and meats. Mansell Appointed West Valley General Manager Rialto

D

uring the December 20, 2018, meeting of the West Valley Water District Board of Directors, Clarence Mansell, Jr. was appointed to serve as the agency’s General Manager. Mansell had successfully served the agency as acting General Manager for several months. Heralded as an accomplished water expert, Mansell boasts more than 40 years’ experience in the industry and has collaborated with various policy leaders and agencies across the state. Mansell began his career with the Los Angeles County Sanitation District and throughout his career also worked for other agencies in the cities of Los Angeles, Corona and Rialto. “Clarence brings with him the experience that will allow West Valley Water District to become an innovative leader while increasing the service levels our customers deserve,” said Board President Dr. Michael Taylor. The Board’s Vice President Kyle Crowther also had high praise for Mansell. “Clarence is incredibly creative and smart, and he is eager to explore new ideas to improve our

infrastructure.” Accepting the appointment, Mansell addressed the Board. “Thank you,” he began, “for the opportunity to lead the District as we explore ways to improve services. I look forward to building on the achievements the District has accomplished thus far.” During an exchange with The IE Voice/Black Voice News, WVWD Public Affairs Manager Naseem Farooqi shared, “We are excited about Mansell’s appointment,” further noting, “He is a good man for the job.” In recent years the WVWD has struggled with both leadership and integrity issues. Critics and observers are hopeful Mansell’s appointment will be another positive step toward becoming the type of transparent agency its customers deserve. The West Valley Water District serves customers in the middle Inland Valley including the communities of Colton, Fontana, in addition to the unincorporated area of Bloomington and a portion of the Jurupa Valley in Riverside County.

Preliminary Alcohol Screening Tests Now Required for Those Convicted of Drunk Driving Riverside

C

ounted among the number of new laws that took effect in California this year was the expanded application of Preliminary Alcohol Screening (PAS) tests across California. Previously, the only drivers required to take the tests were those under 21 years-old or those currently on Driving Under the Influence (DUI) probation. Under the mandates of SB1046, Driving Under the Influence: Ignition Interlock Device law, a pilot program was trialed in Alameda, Tulare, Los Angles and Sacramento counties between July 1, 2010, and July 1, 2017—the initiative is now expanded statewide. SB1046 made it mandatory for drivers convicted of first-time DUI offenses that resulted in an injury, to pass a breathalyzer connected to their vehicle. The device, called an ignition interlock device or IID, requires the driver to pass a breathalyzer test each time they start their car. Also, to keep the driver from drinking after he/she passes the initial test, the device may require random tests while in motion.

Make Saying ‘No’ a Part of Your New Years Resolution

H

appy New Year! Are you one of those always dependable family go-to-persons. Whether it’s hosting holiday celebrations, coughing up emergency loans or last minute babysitting, you can’t say no. The result is feeling stressed, angry, used and unappreciated. Welcome to the overworked, over stressed, underappreciated, can’t say ‘no’ club. Most people who make New Year’s resolutions are looking to improve their lives, and a common thread in these attempted life changes involves saying no. The number of worthy requests isn’t likely to lessen, and you can’t add more available time to your day. Are you doomed then to be overcommitted and underappreciated? The answer is no, not if you’re willing to say no. It may not be the easy way, but it is a path to solving your problem. From saying yes to unhealthy eating and drinking to going from an occasional babysitter to raising your grandkids, is it any wonder that you can’t find a minute for relaxation? In fact, if you’re like most women, you may have even forgotten how to relax. And though experts say that some stress is good for you -- it can

sharpen your senses and your mind -- too much stress is bad for your mental and physical health. At the same time, learning to say no can do wonders to restore balance in your life -- and may even reduce some of the health risks associated with stress. Sure it’s easier to say yes, but at what price to your peace of mind? Consider these reasons for saying no: • Saying no isn’t necessarily selfish. When you say no to a new commitment, you’re honoring your existing obligations and ensuring that you’ll be able to devote quality time to them. • Saying no can allow you to try new things. Just because you’ve always planned, prepared and hosted family celebrations, doesn’t mean that you have to keep doing it forever. Saying no will give you time to pursue other interests or just sit back and enjoy someone else’s turkey and dressing. • Always saying yes isn’t healthy. When you’re overcommitted and under too much stress, you’re more likely to feel run-down, anxious and possibly get sick. • Saying yes can cut others out. On the other hand, when you say no you open the door for others to step up. They may not do things exactly the way you would, but that’s OK. They’ll find their own way.

More Locals Will Be Impacted as Federal Shutdown Drags On... Riverside

A

majority of the approximate 800,000 employees furloughed or forced to work without pay due to the most recent shutdown of the federal government that began December 27, 2018, do not reside in Washington, D.C., instead, most are scattered across the country in communities like those in the inland region and elsewhere in California. There are thousands of federal employees in various assignments spread across the state and no doubt dozens, if not hundreds, are impacted by the current shutdown. A shutdown that appears by most estimates may be set to drag on for several more days, possibly weeks. The shutdown not only impacts federal workers, it has also placed economic stress on downstream businesses. This not only includes federal contractors and their employees who will never recover lost wages, but also local governments who may need to close gaps in services to vulnerable populations who might be impacted by the interruption in programs usually funded by the federal government. For example, there are growing concerns some of the nation’s key social programs like the Women, Infants and Children, or WIC, could be disrupted—programs like WIC and others depend on federal aid to the states. California has a history of being counted among states with the highest WIC coverage rate in the nation. Nearly 1.4 million California women, infants and children were enrolled in fiscal year 2014—nearly 80 percent were children. This included about 30 percent of young children in San Bernardino County and 33.1 percent of young children in Riverside County and those percentages have remained fairly consistent. Other concerns related to a protracted shutdown is the potential impact it can have on food assistance programs that depend on surplus agricultural products provided by the Department of Agriculture. This includes provisions for food banks and other supplemental food programs that support low income households, including those with seniors. continued on page 18

Teens Teaching Tech on Tuesdays Temecula

O

n Tuesday, The Heart of Temecula LEO Club in partnership with the Ronald H. Roberts Temecula Public Library began offering free technology training at the library between 3:00 pm to 5:00 pm on the first Tuesday of every month. The effort will continue through the end of May. A PEW Research report has noted that along with mobile phones, many Americans also own a range of other information devices. According to PEW, nearly three quarters of U.S. adults now own desktop or laptop computers, while roughly half now own tablet computers and around one-in-five own e-reader devices. Even more interesting however is that although owners use their devices, many do not understand how to use all the features they have at their fingertips. The Teens Teaching Tech initiative is a program where High School students help parents and grandparents with questions that they may have about their cell/smart phones,

laptops, tablets, or even desktop computers. The teens will provide one-on-one tutoring on how to send and receive text messages or pictures, download apps, email, access the internet, or solve any technical problems that may be encountered! Hollywood Award Season Begins in Palm Springs Palm Springs

T

he Palm Springs International Film Festival opened on Thursday, January 3, and will run through Sunday, January 13. Heralded as one of the largest film festivals in North America, during the event the city welcomes more 135,000 attendees each year and features a lineup of new and celebrated international features and documentaries. The Palm Springs Film Festival is also recognized for its annual Film Awards Gala. The Gala which kicks off the Hollywood Awards’ season each year (in advance of the Golden Globes) by honoring the best achievements of this year’s films. Organizers described the gala as “An evening of high style, glitz, and fellowship.” And, that is exactly how it unfolded. The city rolled out the red carpet and welcomed the hottest industry players, A-list celebrities, and members of the Palm Springs community to an elegant dinner and awards ceremony. This event raises more than $1 million in funding for the Palm Springs International Film Society every year. This year Palm Springs honored several film industry giants including Bradley Cooper, Spike Lee, Olivia Colman, Glenn Close, Rami Malek, Melissa McCarthy, Alfonso Cuarón, Regina King and Timothée Chalamet, among others. The Palm Springs International Film Festival is produced by the Palm

ligned with the new governor of the state of California’s vision, two African Americans who were recently swornin to their elected seats both said they are also committed to making bold and progressive changes. Tony Thurmond, who took the oath as Superintendent of Public of Instruction, and Malia Cohen, affirmed as one of four members of the State Board of Equalization, have expressed excitement about carrying out the duties of their positions. “My preface here, I hope, sends a message to the students of color that their needs will be met,” said Thurmond, the first Afro-Latino and second Black American to be elected to the position. “I’m on the job.” Right after Newsom was sworn in as California’s 40th governor at the State Capitol in Sacramento, he laid out a long list of priorities aimed at benefitting all Californians. ormer Mayor of San Francisco and Lt. Gov. Gavin Newsom was sworn in as California’s 40th governor on Monday to the backdrop of serene gospel music provided by Comptonbased choir Voices of Destiny. Newsom’s first speech as governor touched on his vision for California and his plans to keep the Golden State in the national spotlight. “This is a place where anything is possible,” said Newsom who was joined on stage by his wife and four children. During the speech, Newsom said that while California had many successes, such as Silicon Valley and Hollywood, there was also startling signs of wealth inequality. “We … face a homeless epidemic that should keep each and every one of us up at night,” he said. Newsom thanked his predecessor, outgoing Gov. Jerry Brown, for eliminating the state’s deficit and leaving a surplus. “Back then, we were $27 billion in debt. Unemployment above 12 percent. The worst credit rating of any state in our nation. Today, our economy is larger than all but four nations in the world. We’ve created nearly 3 million jobs and put away billions for a rainy day,” he said. According to Newsom, he wanted his policies to bring the state together. “We will not have one house for the rich and one for the poor, or one for the native-born and one for the rest. We will build one house for one California,” said Newsom. Newsom also touched on some of the areas that he planned to focus on such as supporting organized labor. “Working people deserve fair pay, the right to join a union, and the chance at a middle-class life for themselves and their families,” he said. Newsom also compared the success of California with the political chaos in Washington, D.C. “At a time when so much of America is divided, we are united. Our people are big-hearted and fair-minded, when those qualities are more vital than ever. I’ve seen that again in just the past few weeks,” said Newsom. (He recently visited Paradise, a community that was devastated by wildfires.) Mark Ridley-Thomas, a member of the Los Angeles County Board of Supervisors, said he was impressed by Newsom’s inclusive message. Ridley-Thomas also liked some of the topics Newsom touched on such as affordable housing, reducing child poverty and jobs. Newsom also quoted an African proverb that says, “If you want to go fast, go alone; if you want to go far, go together.”

Vision for California in Inauguration Speech “He talked about things that were relevant to African Americans statewide,” said Ridley-Thomas. “African Americans want to know what’s going to enhance their lives.” Ridley-Thomas also gave a pointed message to Democrats who want to win the African American vote. Newsom’s message was more than just being “antiTrump,” he said. Another African American political insider also liked the speech. “Gavin Newsom is going to be a great governor. Today he showed his commitment to inclusion and highlighted the diversity of California through his inaugural ceremony. His speech was all-encompassing and set the tone that we are moving towards being one California,” said Taisha Brown, vice president of the African American Caucus, California Democratic Party. Like Ridley-Thomas, Rev. Shane Harris, president and founder of the newly-formed national group, the People’s Alliance for Justice, a civil and human rights organization, was optimistic about Newsom’s speech. He said the issues Newsom discussed, free community college, child welfare and the private prison industry, are all issues that resonate with African Americans. “Many of the things he discussed affect the African American community and will be big in the African American community,” said Harris. During his address, Newsom made a few other jabs at the Trump administration, especially its treatment of migrants on the border. “We will offer an alternative to the corruption and incompetence of the White House,” said Newsom. He was also critical of other areas such as drug companies’ price gouging, the gun lobby, polluters and the payday loan industry. “Here in California we have the power to stand up to them and we will,” said Newsom. He also said Washington had failed on climate change and praised Brown for his work on the issue. Newsom has many big projects he plans to implement such as spending almost $2 billion on early childhood education. He also plans to make community college free. Newsom added that he looked forward to working with his Democratic colleagues in the legislature on his agenda. Democrats control both houses. WVWD Rate Payers Association Continues its Quest for Transparency and Accountability

D

uring the West Valley Water District (WVWD) Board of Directors Meeting on December 20, 2018, by a vote of 3-2, the directors appointed Clarence Mansell, Jr., General Manager of the Hardy Brown, Sr. district. Mansell has served as acting General Manager Contributor for several months. “We are pleased to see this appointment of Mr. Mansell,” stated Mr. Don Griggs, President of the WVWD Ratepayers Association. Griggs stressed how having “interim” staff at the top of any organization is viewed as unstable—like the Trump Administration in Washington, D.C. “Now, we have a General Manager that can help the Board focus on providing clean, safe, drinking water to the ratepayers,” he added. Griggs went on to thank members of the board, including Dr. Michael Taylor—President, Kyle Crowther—Vice President and Director— Don Olinger, for making this decision—a decision the Ratepayers Association fully supported. In addition, the three board members did so over the objections of Directors Dr. Clifford Young and Greg Young. Griggs continued, “This is good news to the employees in the district and community at large because of Mr. Mansell’s knowledge of the local community. He grew up and lives in the Inland Empire,” Griggs stressed. “He will be an asset to all of us in this position and a great example, especially for our African American youth.” Griggs further noted how a career in the water industry is not often viewed as a place to seek employment. “So, his [Mansell’s] visibility will attract their attention just as other utilities company did back in the sixties when Blacks worked at Edison,” he concluded. While I join in the congratulations on this appointment, I want to highlight that a year ago, Dr. Clifford Young and Greg Young led the charge to terminate/place on paid administrative leave, five of WVWD’s top management team including

Board Secretary Shanae Smith, who was the highest paid Black employee at the district. Smith had filed a complaint with the EEOC against Dr. Young in 2016, because of alleged harassment, intimidation and bullying because she would not go along with his wants, wishes and demands. From a personal perspective, during that period, Dr. Young wrongly and inappropriately told several people in the community that I only attended board meetings because I had a personal grievance against him—not because I was seeking justice on behalf of Smith. He told them that there was no truth or validity to her complaint against him and that the complaint had been thrown out and done away with. I want to inform the public and those he told that lie to, that according to the West Valley Water District Board minutes of May 3, 2018, Dr. Young settled with Smith after five months of Paid Administrative Leave for $83,000.00—this included her legal fees of about $15,000.00—not

bad for a case, Dr. Young claimed, was thrown out and had no validity. Williams of the IE Voice/Black Voice News in Riverside for their commitment to stay on top of this story while others doubted whether the issue had merit. Now, Mrs. Smith has her own personal fitness business in Riverside thanks to Dr. Clifford and Greg Young. Others WVWD leaders caughtup in this malfeasance have received similar settlements while others are still in negotiation. One last thing regarding the actions of Dr. Young and Greg Young, is the legal cost to the district. 2018 was a strange year for Dr. Young. He was removed from his post as President of the WVWD Board of Directors by fellow board members including the current President, Dr. Michael Taylor, Vice President Kyle Crowther, and board member Don Olinger, after they learned Dr. Young is under investigation by the California Attorney General’s Office. The investigation resulted when, under the leadership of WVWD Ratepayers Association’s President Don Griggs, the organization filed a complaint with the Fair Political Practice Commission concerning a campaign political event held at Dr. Young’s direction on December 7, 2017. The event was coordinated by David Morgan a Republican Consultant and Dr. Young’s Campaign Manager. Someone paid for the event the night it was held. This was evident when a December 8 invoice presented to Dr. Young by the Sierra Lakes Golf Club in Fontana where the event was hosted, reflected a zero balance.

We know that Dr. Young requested West Valley Water District reimburse him for a $1,897.43 invoice because it was documented in WVWD invoice records. The WVWD Cash Disbursement Report for January of 2018 showed Dr. Young was reimbursed for the event. Apparently, the FPPC thought this documentation which was provided in support of the WVWD Rate Payers Association’s complaint, revealed a potential criminal violation. The complaint was subsequently forwarded to the state Attorney General’s Office for consideration and Griggs received written notification of their action. Dr. Young and Greg Young are now taking a new approach in what appears to be a collaborated effort to object and obstruct anything the new leadership wants to do. However, their efforts are continuously failing by a vote of 3-2. The new leadership is forging ahead to bring transparency and civility to the board—they are treating each other and the general public with professionalism.

When President Taylor brought forth a new policy on Board decorum both Youngs opposed the idea even though Clifford Young had filed his own complaint with the FPPC (Compliant Number 06092017-01044) against former board member, Linda Gonzalez. Next, when the opportunity came to hire a permanent General Manager to give stability to the organization, both Youngs once again objected and asked questions that had nothing to do with the selection since Mansell had been working in the job for the past several months. So, President Taylor called for the vote, and Clarence Mansell Jr. was appointed General Manager for West Valley Water District by a 3-2 vote. I offer my congratulations to Clarence Mansell, Jr. on his appointment and extend my congratulations to Taylor, Crowther and Olinger for showing the courage to move forward in the best interest of the WVWD ratepayers they were elected to serve.

Preparing for the 2019 Point in Time Count—Volunteers Needed San Bernardino

T

he 2019 Point-In-Time Count (PITC) of sheltered and unsheltered persons and families living in the area is scheduled for Thursday, January 24, 2019 from 6:00 am to 10:00 am. According to the San Bernardino County Homeless Partnership (SBCHP), the effort to count and survey homeless individuals will help promote government and private funding and other resources for local communities to help people exit life on the streets and prevent homelessness. College students, civic/nonprofit organizations, faithbased institutions, current/formerly homeless, bilingual individuals, service providers, business and neighborhood groups and anyone who would like to help alleviate homelessness. In preparation, SBCHP is gearing up for the event. This year for the first time, volunteers conduct the entire PITC using a web-based application designed specifically for the San Bernardino County Point In Time Count. Adult volunteers are needed from every community and from all walks of life to become a member of the team who will count and administer a brief sub-population survey to those who are homeless. Many of these households are food insecure and depend on these federal food assistance programs to survive.
