Teachers in Nation’s Second Largest School District on Strike
Los Angeles – Thousands of teachers in the nation’s second largest school district walked out of their classroom in the Los Angeles Unified School District on Monday becoming the latest teachers’ union across the country to say, “Enough!” The walk out marked the first time in thirty years the United Teachers Los Angeles (UTLA) has gone on strike. The strike originally scheduled to begin late last week, was postponed until Monday out of an abundance of hope a last-minute deal could be reached—that did not happen. Although 32,000 Los Angeles teachers and staff members have been on the picket line, schools remain open and the district’s 600,000 students are being attended by substitute teachers. The teachers are striking for wages, a reduction in class sizes and greater investments in staff, school nurses, special education teachers and additional counselors.

MLK Scholarship Breakfast to Honor Hardy Brown Sr. and Former Assemblywoman Cheryl Brown Moreno Valley
S
an Bernardino leaders Hardy Brown Sr. and former Assemblywoman Cheryl Brown, founders and Publishers Emeriti of the Black Voice News will be honored at the upcoming Moreno Valley College’s Sixth Annual Martin Luther King, Jr. Scholarship Breakfast where they will be presented with the college’s 2019 MLK Legacy Award. For nearly half a century the Browns have served the inland community in immeasurable ways. For more than 46 years the Black Voice News has been a source of news and information in the African American and broader inland community. In addition to their advocacy on behalf of African Americans through their newspaper, the couple also established the Black Voice Foundation, Inc., whose exhibits have reached more 250,000 students, teachers and others. Among the Brown’s other educational contributions is the highly acclaimed “Footsteps to Freedom Study Tour” which provides educators and others, opportunities to discover first-hand, the courage of a people who sought freedom, and to learn about those who helped them achieve it. The Brown’s sphere of influence and commitment to serving others is far-reaching. Hardy Sr. served on the San Bernardino Unified School District Board of Education for 12 years and was the first AfricanAmerican to lead the board as its president. Cheryl is a former member of the state assembly and currently serves on the state commission on aging and continues to work tirelessly on behalf of the community as a part of several local, state and federal organizations.

Union Pacific Railroad Settles with San Bernardino other Counties in Hazmat Suit San Bernardino
E
arlier this month Union Pacific Railroad agreed to pay $2.3 million dollars in damages to settle a multi-jurisdictional environmental prosecution case. There are three Union Pacific rail yards in San Bernardino County— in Bloomington, Kelso in the Mojave National Preserve and Yermo. In addition to San Bernardino County, the settlement also impacts the jurisdictions of Placer, Nevada and San Joaquin Counties. According to the complaint, Union Pacific Railroad mishandled hazardous wastes, mishandled materials stored in aboveground storage tanks, maintained inaccurate hazardous material business plans, and in addition, was
responsible for spills of hazardous substances which included petroleum. The failures occurred over an eight-year period. The settlement mandated Union Pacific Railroad to pay two million dollars in civil penalties and $313,432 to reimburse the costs of the investigation. In addition to monetary penalties, the court required the railroad to also implement a new environmental compliance assurance program at their yards in each of the involved counties. Under these requirements, a compliance officer must be designated to monitor and report on Union Pacific’s training and compliance at continued on page 18

Emergency Evacuations Ordered Due to Severe Weather Riverside – At 7:00 a.m. Monday morning, evacuation orders were issued for areas devastated by the Holy Fire in 2018 when a wildfire raged through portions of the Cleveland National Forest in Riverside and Orange Counties last August. The fire burned more than 22,700 acres and destroyed several buildings. The evacuations were ordered because areas charred by the wildfire were subject to dangerous mudslides/debris flows. A series of heavy storms were expected to drench the region for most of the week. In contrast, no evacuation orders were issued for communities impacted by the Cranston Fire which occurred last July and burned more than 13,000 acres in the southwest portion of Riverside County. As of Monday, although the National Weather Service did not expect rainfall in this area to produce debris flows, officials urged residents to remain vigilant and take personal responsibility for their safety.

Moms-to-Be Urged to Get a Flu Shot
R
oll up your sleeves, moms-to-be. Its flushot season and new research released Monday shows that babies whose mothers were vaccinated during pregnancy were less likely to get the flu or to be hospitalized with respiratory illnesses in their first six months of life. At risk is the baby who’s born during cold and flu season when people are cloistered indoors, sneezing and coughing on one another. Infants can’t be vaccinated against flu until their six-month birthday, yet young kids are at greater risk of flu-related complications. Although babies younger than six months don’t seem to come down with the flu as often as older babies, in severe flu seasons, death rates among infants younger than six months are greater than those associated with older babies. Getting a flu vaccine is the first and most important step in protecting against flu.
Pregnant women should get a flu shot and not the live attenuated influenza vaccine (LAIV), also known as nasal spray flu vaccine. Flu vaccines given during pregnancy help protect both the mother and her baby from flu. Vaccination has been shown to reduce the risk of flu-associated acute respiratory infection in pregnant women by up to one-half. Flu is more likely to cause severe illness in pregnant women than in women of reproductive age who are not pregnant. Changes in the immune system, heart, and lungs during pregnancy make pregnant women (and women up to two weeks postpartum) more prone to severe illness from flu, including illness resulting in hospitalization. Flu also may be harmful for a pregnant woman’s developing baby. A common flu symptom is fever, which may be associated with neural tube defects and other adverse outcomes for a
developing baby. Getting vaccinated can also help protect a baby after birth from flu. (Mom passes antibodies onto the developing baby during her pregnancy.) What side effects have pregnant women experienced from flu shots? The most common side effects experienced by pregnant women are the same as those experienced by other people. They are generally mild and include: Soreness, redness, and/or swelling from the shot, fainting, headache, fever, muscle aches, nausea and fatigue. If side effects occur, they usually begin soon after the shot is given and generally last for 1-2 days. Rarely, flu shots can cause serious problems like severe allergic reactions. Anyone with a severe, life-threatening allergy to any of the vaccine ingredients should not get the shot.

Racist Gang Prosecutor Resigns with Undeserved Parting Gift of Nearly $52,000 Riverside
A
n investigation that took nearly six months to complete has resulted in the resignation of San Bernardino County’s lead gang prosecutor, Michael Selyem. In a statement last July, former District Attorney Mike Ramos condemned Selyem’s online discriminatory comments. In Facebook postings Selyem not only disparaged Mexican immigrants. He hurled racially charged rants against First Lady Michelle Obama and U.S. Rep. Maxine Waters (D-Los Angeles). Ramos stressed his agency does not condone hate, discrimination or incitement of violence and further stressed how criminal justice system, “depends on having fair, ethical, and unbiased prosecutors.” At the time, Selyem was placed on administrative leave pending the outcome of an investigation. A county spokesperson told a reporter for the San Bernardino Sun that Michael Selyem voluntarily resigned on Jan. 2.

Riverside City College Student Tests Positive for TB Riverside
A
t least one student at Riverside City College (RCC) is now being treated for active Tuberculosis (TB), UCR Health officials announced Friday. As a result, health officials are working with college representatives to identify students and staff who might have been exposed to the illness and are now in the process of sending out letters to more than 200 RCC students who may have been exposed to the illness. Notification letters will be sent to the parents of students younger than 18. Staff members who may have been exposed have received notification from the college. Students who receive the letter are being advised to contact campus health services and arrange for a TB test. Those who do not receive notification according to officials are considered not to be at risk for exposure, and TB testing is
not recommended. According to Riverside County Public Health Officer Dr. Cameron Kaiser, the risk of transmission is low. “While the risk of infection is low, that doesn’t mean there is no risk, so it’s important that those who are notified take the time to get tested,” Kaiser said. “If a person tests positive, we can treat them promptly.” It is important to note that TB cannot be spread by shaking hands, sharing food or drink, or via bed linens or toilet seats and not everyone infected with TB bacteria becomes sick. A person whose TB is inactive cannot spread it to others. On the other hand, the illness is spread through the air during prolonged, repeated and close contact with an individual who is infected with active tuberculosis. It is possible for people to contract TB when breathing air exhaled by someone who continued on page 18

Ignite Leadership and STEM Academy Celebrates Fall Cohort Graduation Andrea M. Baldrias Contributor
O
n October 13th, 2018 the Society of Extraordinary Women’s launched their free 10- week program titled Ignite Leadership and STEM Academy which mentors middle school and high school girls. Their mission is to empower girls to discover their extraordinary selves through mentoring, and education for a lifetime. On January 19th, the Fall 2018 cohort will close the program with a graduation ceremony during which students will present what they’ve learned about Geographic Information Systems (GIS) technologies and its various uses. The Fall program’s emphasis was on environmental science. Some students will do community mapping and present their geographical imprint (i.e. where they lived prior, etc). The program is held every Saturday and includes two modules. The first module is the technology module which focuses on exploring GIS. The second module is the Leadership component, which focuses on esteem building, team building, presentation skills, financial literacy, the arts and aviation.
“GIS technology is the cutting-edge technology that is used today. Rather than just giving them exposure to coding and mapping, I want them to understand how it’s going to work after school and in college. There are thousands of applications for GIS and not many people know that,” explained Shirley Coates, Executive Director of the Ignite Program and President/ CEO of the Society of Extraordinary Women. The Society of Extraordinary Women is a 501(c) 3 non-profit organization comprised of a group of diverse individuals committed to making a difference in the lives of young women and girls, and positively impacting their communities. Coates felt there was a need for a program that cultivated young women’s confidence in academia and their talents. The basis of the program was the low high school graduation rate. From that, the leadership module of the program was developed. After more consideration, the program leaders decided to focus on three factors for the program and its modules: (1) self-esteem, (2) peer pressure, and

(3) parental component. “For girls, it really seemed to change when they got to middle school,” Coates expounded. “They’re fine and then all of a sudden, they start to have problems with self-image and feelings of inadequacy. When you build a child’s selfesteem, they’ll want to take their education seriously.” For the parental component, Coates finds that it helps to have the parent advocate for the child. The parents are asked to attend classes that assist them in learning about how to support their child in learning during the program by teaching them GIS. The parents are also taught about the importance of advocating for their child when it comes to navigating the school counseling systems and ensuring their child stays on track. “The reason why we’re studying [GIS], especially in Riverside, is because we talk about being a city of art and innovation,” Coates highlighted. “To do that, we want to be sure that our students are prepared for the jobs of the continued on page 18

agreement and Consent Decree to resolve all the issues associated with charges raised by inmates at the county’s West Valley Detention Center. Chief Justice Virginia A. Phillips of the U.S. District Court for the Central District of California in Riverside approved the settlement giving final approval to a preliminary agreement reached earlier last year. The issues and charges were initially filed against the county on February 29, 2016, followed by a second amended complaint on November 18, 2016. The complainants alleged the county had failed to provide minimally adequate medical, dental and mental health care to those incarcerated at its jails, failed to prevent unnecessary and excessive uses of force against inmates. In addition, the county allegedly imposed on inmates the harmful and excessive use of solitary confinement—aggressions that were in clear violation of the Eighth and Fourteenth Amendments to the U.S. Constitution. The reported violations did not end there. In addition, there was discrimination against certain inmates with disabilities in violation of the Americans with Disabilities Act and Section 504 of the Rehabilitation Act. According to court documents reviewed by the IE Voice/Black Voice News, the county denied liability, yet admitted, for the purpose of the lawsuit only that there existed “probable cause” to believe that violations of the federal rights of the inmates had occurred enough to warrant the relief. The Consent Decree applies to all the county’s Type I and II jail facilities as well as the Arrowhead Regional Medical Center, to the extent it houses inmates under the jurisdiction of the San Bernardino County Sheriffs. In

addition, it will be applicable to any new structures designated to house prisoners under the jurisdiction of the San Bernardino County Sheriff while it remains under the mandates of the Consent Decree. The Consent Decree agreement Chief Justice Virginia A. Phillips was years in the making. In 2014, the FBI began an investigation into allegations of widespread abuse of inmates at San Bernardino County’s West Valley Detention Center. By April of that year, at least three deputies were relieved of duty at the facility and eventually terminated, while another individual purportedly resigned. A month later in May, six inmates housed at the facility filed a civil rights complaint in the U.S. District Court. The complaint included allegations of the inmates having shotguns placed to their heads, being repeatedly assaulted with stun guns—often to their genitalia, anally sodomized by jail officials and claimed that at times, they were even deprived of sleep.
The suit named San Bernardino Sheriff John McMahon, the jail’s commander, Captain Jeff Rose and a total of eight deputies and contract guards. The Prison Law Office (PLO), a nonprofit public interest law firm based in Berkeley who represented the plaintiffs in this case, was already in the process of investigating complaints involving “dozens” of prisoners who alleged excessive force and substandard medical care at the West Valley facility. In August 2014, the PLO approached the San Bernardino County Sheriff Department about conditions in the county jails and the parties agreed to hire impartial outside experts to evaluate the complaints presented by the PLO. While the experts completed their investigation that included a series of interviews with inmates and staff, jail visits, etc., the PLO proceeded with the filing of the class action lawsuit against the county on behalf of the inmates. Subsequently, when the experts completed their report and offered recommendations for improvements, the county and PLO negotiated a plan that was eventually incorporated as part of the settlement agreement and Consent Decree. Interestingly, the county first sought to challenge the validity of the lawsuit and by stating the inmates claiming abuse had never filed grievances with the jail, but officials later admitted the inmates were often discouraged from filing such reports. To date, civil lawsuits filed against the county in this case have costs local taxpayers more nearly four million dollars. continued on page 17

n its fourth week, the partial shut-down of the federal government has resulted in the closure of the Martin Luther King Jr. National Historic site in Atlanta, Georgia, even as MLK Day is right around the corner. As with most national days of remembrance, many are called to reflect upon the legacies of those memorialized. In the past, the majority have been taught to equate MLK’s legacy with that of nonviolent pacification. We compare his approaches and ideologies as counter to the radical words of Malcolm X when they are, ideologically, a lot closer than has been portrayed. American philosopher, political activist, social critic, author, and public intellectual Dr. Cornel West challenged the nation to “de-sterilize” MLK’s legacy. Reverend King’s politics actually aligned with what would be considered a more radical, socialist politic. In a May 1967 report to the Southern Christian Leadership Conference (SCLC), King stated, “We must recognize that we can’t solve our problem now until there is a radical redistribution of economic and political power… this means a revolution of values and other things. We must see now that the evils of racism, economic exploitation and militarism are all tied together… you can’t really get rid of one without getting rid of the others… the whole structure of American life must be changed. America is a hypocritical nation and [we] must put [our] own house in order.” Today, MLK would critique the mounting neocolonial and neo-imperial ideologies that pervade the American corpus. During his lifetime, King’s critiques of White supremacy, capitalism and empire were widely unpopular. In 2018, West illuminated, “King’s last sermon was entitled Why America May Go to Hell. His personal loneliness and political isolation loomed large. J Edgar Hoover said he was ‘the most dangerous man in America.’ President Johnson called him ‘a n----r preacher.’ Fellow Christian ministers, White and Black, closed their pulpits to him. C.O.P.E. works in collaboration with the BLU Educational Foundation, Black Voice Foundation, Boys and Girls Club of San Bernardino, Inland Empire Concerned African American Churches (IECAAC), National Association for the Advancement of Colored People (NAACP) San Bernardino, Westside Action Group (WAG), Young Visionaries Leadership Academy (YVLA), Young Women’s Empowerment Foundation (YWE) and Youth Action Project. C.O.P.E. has created a model for churches and community groups within San Bernardino and Riverside Counties to create a faith-based learning network to provide community services and build political power within the community to generate policy change. They carry out their work through local and regional conferences, mentoring relationships and the development of regional and local public policy initiatives coordinated by staff, Pastors and leaders within the organization. “We continue to organize around criminal justice reform,” explained Reverend Samuel Casey, Executive Director of C.O.P.E. “Our overall work is to end mass incarceration, not only in California but nationwide. We believe that the only way we can end mass incarceration is that we need to build the capacity to make proactive changes where congregations and pastors live, work and worship.” According to Casey, through policy creation and intentional organizing they are working to build a base of power that equals the power of the institutions they are engaging. “Whether it’s the D.A.’s office, the schoolboard, the county board of supervisors or whoever it may be, we are organizing to create proactive change,” he stressed. C.O.P.E. is just one of many community organizations and organizers within the Inland Empire who are carrying out the politics and creating tangible change reminiscent of MLK and his ideas toward mutual aid and collective care. As another MLK day passes, it is important to remember the aspects of King that aren’t popularly portrayed in the narratives written about him. This can be accomplished by more accurately reflecting on “all” the wisdom of America’s most prophetic and multidimensional dreamer.

Public Policy Needs the Public

T
o address the many needs of the public, governments regularly create and enact numerous public policies focused on specific issues. A policy is a course or principle of action adopted or proposed by a government, party, business, or individual. Moreover, Public Policy is tailored to the public good on which our laws are based. Community members have an important opportunity to lend their voice to change or improve upon existing public policies that directly affect their lives. The list of possible policies is endless and the matters they concern can take the form of educational opportunity, access to healthcare and food, environmental sustainability, the workplace, transportation, gun control, and immigration, to name just a few. In addition to advocating for new policies,
community members also have the option to push for the revision of old policies so that they are reflective of the public’s current needs. Unfortunately, people often have a misconception that public policy is government’s work and is, therefore, inaccessible to the public. This misconception can hinder the potential for people and communities to be heard or even take an active role in helping governments, at the local, state and federal levels, in developing policies to best address an important issue. For example, underserved populations may believe that they do not have the tools or resources to make a change—or any say in what changes are made by government. On the contrary, all they need is their voice and participation in community events, forums, board meetings and elections. Policymaking is part of the political process. This process involves elected officials, such as city council members and state senators, whose job is to allow for public participation. Bills and laws cannot be passed until the public is able to read, review, and provide their own opinions.

As a result of this requirement, there are many ways that the public can be involved in public policy-making: • Getting to know their elected official is an important first step. It allows them to learn what their officials are voting on as well as policies they plan on implementing. • Creating a petition that calls on government to take action on an issue the public desires to change. Petitions require a minimum of 100,000 signatures for the White House to be able to review it with policy experts. From there, an official response will be administered to inform the public whether their petition has been approved. • Joining interest groups and organizations capable of heavily influencing policymakers in an act called “lobbying”. Agencies and interest groups may hire a lobbyist to influence decisions or votes made by state or federal legislators. • Contacting local politicians via email or phone and attending town hall meetings can help people and communities express their concerns continued on page 18

Walmart’s Colton Consolidation Center to Open this Summer Colton
W
almart announces the July opening of its 340,000-square-foot, high-tech consolidation center located at 1600 Aqua Mansa Road in Colton. According to the retail giant, the center will add efficiency to its supply chain. The consolidation center will be the first in Walmart’s supply chain to receive, sort and ship freight. Walmart claims the center’s automated technology will enable three times more volume to flow throughout the center and will also help Walmart deliver the right product to the right store, so customers can find the products they need. The consolidation center will also facilitate the chain’s ability to “deliver the right product to the right store, so customers can find the products they need,” Walmart promised. In 2015, a federal grand jury was impaneled to consider the allegations of abuse at the West Valley Detention Center. To date, there are no indictments. An initial settlement agreement in the class action lawsuit was reached in March 2018. In the agreement, the county agreed to make improvements in jail operations and procedures that impact the health and wellbeing of the inmates. San Bernardino County Sheriff John McMahon claimed he had no knowledge of the mistreatment of inmates at the West Valley Detention Center and blamed much of the problems identified there on AB109 prison realignment implemented in October 2011. PLO officials on the other hand, expressed belief the problems were preexistent though AB109 may have helped exacerbate them. Throughout the legal process however, McMahon worked cooperatively with the PLO “We have appreciated the willingness of the Prison Law Office to work constructively with the County,” McMahon told reporters. “We look forward to continuing cooperative discussions and are glad the case has been resolved amicably.” In a statement, PLO Executive Director and Attorney Don Specter said, “Sheriff John McMahon has been transparent about the conditions in the jails and has negotiated in good faith.” The PLO views the agreement as a step in the right direction and believes it will be conducive to correcting the substandard health care conditions and a culture of brutality that existed in San Bernardino County jails. Included in the settlement is a revised policy outlining the use of force which includes the requirement for two independent experts (not associated with PLO or the county) to monitor how deputies use force in the jails. The county has also increased the medical and mental health services it provides to the inmate population and provided them with access to more programs and services. In addition, the county has also hired more deputies and medical personnel.

Explaining the specialized role consolidation centers like the one in Colton will have in moving products to customers, Walmart explained that when such centers receive less than a full truckload of general merchandise items like toys, kitchen appliances, etc. from suppliers, they will consolidate these quantities into full truckloads before shipping it to regional distribution centers. In a statement released on Monday, PG&E Board Chairman Richard Kelly admitted the company viewed the Chapter 11 bankruptcy filing as the company’s only way to address its responsibilities to its stockholders adding, “The Chapter 11 process allows us to work with these many constituents in one court-supervised forum to comprehensively address our potential liabilities and to implement appropriate changes.” The company, which serves 16 million Californians, saw its stock drop nearly 50 percent when the news of the bankruptcy was announced.
