his week as the impeachment drama continued to play out in Washington, D.C. the president was able to maintain his aggressive focus on undoing safety nets and social changes implemented during the Obama era not only aimed at improving access to health care but increasing Americans understanding of the relationship between healthy eating and better health outcomes. Unlike the current first lady Melania Trump who has made bullying her mission but can’t seem to control the bully in her own home, former first lady Michelle Obama championed the very successful Let’s Move!” campaign also aimed at America’s youth that focused on healthy living and included improvements in healthy food options for students at school. Last week we learned President Trump plans to roll back school lunch standards on vegetables and fruits implemented as part of Michelle Obama’s initiative. And, as if to add insult to injury, the administration announced the change in policy on her birthday. It seems there’s no level of petty vindictiveness too low for this administration to stoop. Under the new rules school districts are now free to reduce the number of fruit and vegetable servings required at each school meal. And this is not the first effort to reduce the impact of healthy eating in schools. Last year the administration rolled back Obama era restriction on milk and sodium content in school meals. Supporters of the Obama era rules say these changes will open the door for unhealthy food options at schools including things like pizza, French fries and burgers, etc. The long-term health implications of poor diets high in calories with limited nutrition can place children at increased risk for obesity, heart disease, diabetes and many other poor health outcomes. Health experts say access to healthy school meals is especially important for students in low income communities because the meals they receive at school in many instances may be the only healthy meal they receive each day. The first in depth analysis of the Obama era school lunch plan completed in 2019 by the Department of Agriculture showed it was having a significantly positive impact on nutrition because students were consuming more whole

grains, greens, beans, etc and fewer empty calories. It did however note some food waste. And, although the waste was not much more than experienced under previous lunch programs the administration leveraged this aspect of the report as its reason for changing the program. This action once again calls into question President Trump’s pettiness and lack of humanity. What kind of man is he who harbors so much hatred and vindictiveness for Obama that he will stop short of nothing to destroy his legacy, even to the point of putting at risk the lives of innocent children? This is one among a myriad of issues that makes it imperative for Trump to be removed from office. There is little hope of that being accomplished as a result of his impeachment trial because he has too many political allies upholding and supporting him in his efforts, and they have already indicated they will never vote to remove him through this process. Bottomline, come November 2020 it will be up to us, the voters, to let him know most Americans believe that he, Donald John Trump, is unfit for duty. We must vote in overwhelming numbers to make his removal from office a reality. Of course, this is just my opinion. I’m keeping it real.

2019 Record Setting Year for TSA

Washington, D.C. - The number of firearms found at airports by the Transportation Security Administration (TSA) has continued to increase in recent years. In 2019 TSA employees found a record setting number of firearms at airport security checkpoints—4,432. This represented an increase of five percent over 2018. It is against the law to bring firearms through airport security checkpoints even if they are unloaded. In 2019 nearly 87 percent of the firearms found by TSA agents were loaded and nearly 34 percent had a round chambered. TSA is authorized to impose civil penalties of up to $13,333 per violation, per person for such violations. Repeated violations will result in even higher fines.

UCR Projects Awarded NIH Grant for Breast Cancer Research Riverside

T

wo projects currently underway at UCR recently received a grant from the National Institute of Health (NIH) for breast cancer research. A research team led by UCR biochemists received a four-year grant to study the most common cancer in women worldwide and the racial disparities in the treatment of the disease. The grant worth more than $1.2 million will support two projects. One project is being led by Ernest Martinez, a professor of biochemistry at the university. It is investigating the biology of aggressive “luminal B breast cancer” which occurs in young women and makes up about ten percent of all breast cancers. The second project supported by the NIH grant is being led by an assistant professor of biochemistry at UCR, John Jefferson Perry. It focuses on “triple-negative breast cancer,” which is more prevalent in Black and Latina/ Hispanic women. “The overall goal of the projects is to improve early detection, drug development, and patient survival,” Martinez said in a UCR News report by Iqbal Pittalwala. “The grant is more than a typical research grant. It also aims to develop the

resources, infrastructure, and training programs necessary to develop the next generation of therapeutics researchers that reflect the ethnic diversity of inland Southern California.” According to Martinez, “Luminal B breast cancer has been understudied, particularly in Latina/Hispanic women. Poor prognosis luminal B breast cancers are only identified after a woman fails to respond to therapy and options for cure are limited.” Martinez explained further there is a need to pinpoint biomarkers that identify biologically aggressive luminal B breast

cancer and new therapeutic drugs are urgently needed. Regarding triple-negative breast cancer— although it is more extensively studied—it is frequently resistant to chemotherapy and has the poorest prognosis particularly among Black women. Managing Anxiety in a Stressful World

O

ur world, it seems, is becoming increasingly stressful, fearful and even toxic; handling anxiety in this environment can sometimes seem impossible. Negativity swirls around us like dead leaves tossed about in a gust of wind. It’s not uncommon right now to feel alone in that wind storm because everyone else is trapped in their own anxious storm. Are humans still driven by kindness, or are they driven by hate toward those who disagree with them? Many people say that because of the fear, stress, and toxicity that currently exists in our world, their traditional anxiety coping skills are insufficient to calm fears and reduce anxiety. This feeling of powerlessness further increases anxiety. Feeling powerless makes sense given the climate right now; however, powerless does not mean helpless. There are ways to handle anxiety, build a sense of control, and move forward despite stress and fear about the world around us. 1. Separate yourself from the noise. Think of it as coming unglued. Personalizing world events increases anxiety because it can make us feel directly responsible for problems. Distance yourself by intentionally keeping track of your own life and the positive things in it. 2. Accept what you can’t change. Accepting that there are things you can’t change increases your power and control. When we’re caught up in big issues that we can’t directly impact, we can feel paralyzed by our anxiety. You can still have empathy, concern, and

caring, but by accepting that you cannot change certain things, you can start to move despite your anxiety. You can focus on those things close to you that you can impact positively. 3. Control what you let in. Visualize an invisible filter surrounding you like a soft, comfortable blanket. This filter is a boundary that you create for yourself. We are bombarded by other people’s thoughts, feelings, behaviors, and interpretations of information, misinformation, and a desire to be noticed. It never ends unless we set limits. News and social media exposure can be detrimental to your mental health when done too frequently or for too long. When you notice signs of anxiety, stress, fear, take a break from your television, computer, phone, and other devices. Read a book instead. 4. Define your values. What in your life, in your own sphere of influence, is important to you? Instead of ruminating over what’s wrong everywhere, decide what is important to you in your own world and focus on that. 5. Live your values. Know what is the most important to you and delineate positive action steps for achieving it. Having anxiety about what’s happening around us is natural. When faced with fear, stress, and toxicity, anxiety is a normal physical and emotional response. Happily, we’re not helpless and there are many things we can control.

California Joins Suit to Stop Cuts to Food Stamps

n response to the Trump Administration’s announced intent to cut more than 700,000 people nationally from the federal food stamp program, California has joined New York and a coalition of fourteen other states in a legal fight to block the proposed cuts. The administration’s proposed change calendared for next year would impact adults between the ages of 18 and 49 years who do not have dependents. Currently, states are authorized to grant food stamp benefits to such individuals who do not maintain steady jobs for a variety of reasons. The administration’s new rules would prevent states from providing food assistance to these individuals. If implemented the new rule could impact food security for as many as 380,000 Californians in just the first year. The lawsuit is rooted in the premise that the president’s rule change weighs against the food stamp programs primary goal of relieving the burden of hunger and malnutrition. The measure could have broad implications because it would allow for the designation of geographic areas as “labor plus areas” when the unemployment rates are low—this could impact needy populations in entire regions. Attorney General Becerra complained the administration’s proposed change would force some individuals to choose between a hot meal and paying their rent. He concluded, “[T]his latest Trump Administration attack on low-income Americans will force them to do just that.”

hope all of you had a Merry Christmas and joyous New Year. I sent up prayers for Gigi Hanna for her loss and that she will grow stronger each and every day in Hardy Brown, Sr. 2020. Contributor I opened my email yesterday Photo by Benoit Maphettes from one of your employees and read this. I quote: “I got called a BOY at work on Thursday. Yes, a BOY.” End quote. These are called “racial epithets” and the dictionary states the meaning as, a.) a characterizing word or phrase accompanying or occurring in place of the name of a person or thing; b.) a disparaging or abusive word or phrase; is used to insult a person of a different race. In America it is used as a generalization and stereotypes of our Black culture within the society dating back to the 1600s. Racial epithets were used after slavery during Jim Crow era and in association with Jim Crow Laws that I grew up under.

I want you to know that race relations will not get better in workplaces in the City of San Bernardino with this kind of language being used. This is very demeaning to a Black man and must be investigated and something done about it. I know this is the “Rough Side Of The Mountain” (to quote the name of a gospel song we sing in church) that the city is climbing; but Blacks have been climbing the “Rough Side” for 114 years without being considered for the position of Chief of Police and only one Black has reached the rank of Captain on the city’s police force. Despite this bad treatment I still have faith in you to do the right thing by my people. I have talked with Teri Ledoux, your City Manager, and encouraged her to meet with a committee of the Westside Action Group to explore different strategies to include more Blacks in city employment and to reduce the racial tension that is here. I do not know when they will begin the dialogue because she wanted to include the new Human Resource Manager in the meeting. I am also going to suggest that the Black employees in the city organize as a support group for one another and to mentor new employees as they are hired. I also suggest the city

oreno Valley’s controversial and beleaguered World Logistics Center (WLC) was dealt a major setback on Friday, January 10, 2020. California Attorney General Xavier Becerra and the California Air Resources Board (CARB) have joined together and filed an amicus brief with the Fourth District Court of Appeal, challenging the Moreno Valley Community Services District (Moreno Valley) for disregarding the California Environmental Quality Act (CEQA) in its analysis of the World Logistics Center warehouse project. Instead, according to Becerra, the city/developer are seeking to improperly rely on CARB’s statewide Cap-and Trade climate program (Cap-and-Trade Program), which Becerra said does not impose any

regulatory requirements on the WTC project, as an excuse not to analyze and mitigate its climate change impacts. The World Logistics Center is a 40-million-square-foot warehouse and logistics facility complex proposed by Highland Fairview to be located in Moreno Valley. The amount of GHG projected to be released into the atmosphere in association with the facility every year will be more than 385,000 metric tons or nearly 40 times the South Coast Air Quality Management District’s CEQA threshold of significance for GHG emissions. Experts say WLC will add nearly 70,000 daily vehicle trips in the region, increasing greenhouse gas (GHG) emissions by hundreds of thousands of metric tons each year to a portion of the South Coast Air

In the amicus brief, Attorney General Becerra asserted Moreno Valley inaccurately claimed that the WLC falls under CARB’s Capand-Trade program and failed to consider the vast majority of projected GHG emissions from the project as part of its analysis. According to Becerra and CARB Chair, Mary D. Nichols, even with mitigation measures, the Center would exceed significant thresholds for volatile organic compounds, nitrogen oxide, carbon monoxide, and particulate matter. The South Coast Air Basin already experiences ozone, the main ingredient of smog, at a rate higher than 98 percent of the rest of California. Residents there also experience cardiovascular disease, which can result from exposure to air pollution, at a rate higher than 95 percent of the state. “Large distribution centers with heavy truck traffic must take responsibility for the greenhouse gas emissions and smog-forming exhaust they generate,” said Nichols. “They

cannot hide behind legal fictions to ignore the need to protect public health and the environment. The message for this developer – and others contemplating this illegal ploy – is clear: Distribution centers need to move towards zero-emission trucks and cargo equipment. They can’t duck their responsibility to the community where they are located or pass on the costs of their pollution in the form of unhealthy air and poor health.” In the brief, Attorney General Becerra argues that Moreno Valley’s current GHG analysis of the World Logistics Center violates CEQA. Moreno Valley relies on CARB’s Capand-Trade program to shield hundreds of thousands of tons of GHG emissions each year from proper CEQA scrutiny. The brief notes that allow Moreno Valley to sidestep its responsibility to regulate the Center would undermine California’s GHG reduction goals and prevent co-pollutant reduction measures necessary to protect California’s environmentally impacted communities. Becerra declared, “California is already suffering from the onerous effects of climate change— including wildfires, droughts, and harmful air pollution.” Adding, “We have a responsibility to our communities, particularly those that are disproportionately affected by pollution, to make sure all feasible mitigation measures are taken to reduce greenhouse gas emissions in projects like the World Logistics Center. Local governments like Moreno Valley must do their part as regulators if we are going to safeguard the well-being of residents and meet California’s long-term climate change goals.” According to Becerra, Moreno Valley is relying on the Cap-and-Trade Program to excuse its obligation to make better land use decisions. “Cap-and-Trade is not intended as a stand-alone climate policy; instead, it assumes steady efforts to reduce emissions across the state. While Cap-and-Trade has an important role to play in limiting emissions from entities like power plants and refineries, the Program does not cover a host of other sources, including warehouses,” he declared in his brief to the court. Becerra added that although the Cap and Trade (CTC) program creates financial and legal obligations on fuel suppliers and electricity generators that may ultimately supply WTC, the project experiences neither the direct legal requirements of CTC nor the full economic costs associated with its additional emissions. “If projects were allowed to evade responsibility in this way,” he noted, “they would steadily increase Cap-and-Trade Program costs upstream, while locking the state into evermore expensive and inappropriate high-emitting

The lower court made it clear that no developer in the state can circumvent California environmental laws by seeking to skirt them via a voter approved ballot measure. By refusing to hear the case the state Supreme Court obviously agreed. When the California Supreme Court refused to hear the case city officials expressed their disappointment with the Supreme Court’s decision. The council originally approved the project in 2015 by split decision among heated debate. The developer subsequently funded and sought to leverage the initiative to exempt the project from environmental review. In his argument against WTC use of Cap and Trade as its sole measure of environmental compliance Becerra further stated that California has already begun to experience significant adverse impacts from climate change such as “more frequent, more catastrophic and more costly” wildfires, drought, “coastal erosion, disruption of water supply, threats to agriculture, spread of insect-borne diseases, and continuing health threats from air pollution.” Becerra further stressed that the WTC, like every

large development project, has the potential to either facilitate or hinder the state’s achievement of its climate goals. hen California Governor Gavin Newsom visited an emergency shelter and access center in Riverside and a board and care home in Los Angeles on Tuesday, it marked the second day of his homeless tour. The Riverside Access Center (RAC), provides access to a wide range of services under one roof, including homeless street outreach, housing placement, employment development, and homeless prevention resources. While touring the RAC Newsom met with a woman named Peggy, who relies on the services at the center. Peggy told the Governor that for her, having a key to a home represents security. Newsom also met with Duke, a formerly homeless individual who now serves as a security guard at the very center where he received services. The Governor was joined on the tour by Senator Richard Roth, Assemblymember Jose

Whistleblower May Finally Get His Day in Court

A

years’ old whitstleblower complaint was given new life late last month when an appellate court reversed a lower court’s dismissal of a lawsuit that has languished since 2013. The court’s ruling reversed a dismissal of the complaint by a U.S. District Court judge in May 2018. The complaint filed by a former San Bernardino County social worker Eric Bahr centered on his termination he claims resulted from concerns he raised in 2013 over a systemic flaw in the county’s foster care process that had allowed several children to be placed into a foster home where sexual abuse was reported. When Bahr complained about the system failure, he was purportedly fired in retaliation for his whistleblower actions. Although Bahr initially sought to resolve his termination via a hearing before the county’s Civil Service Commission, it ruled against him for failing to provide evidence to support his claim of retaliation. In response, Bahr subsequently filed suit against the county, however a superior court judge dismissed the suit on the premise the Civil Service Commission’s decision took precedence. In December 2019, a panel of appellate court judges disagreed stating Bahr is still entitled to sue the county for retaliation under the labor code. The circumstances that led to Bahr’s termination from the county appear suspect. As recounted by Bahr, in 2013 after he discovered a glitch in the county’s child welfare system database that he claims resulted in the wrongful placement of almost twenty children in the home of a known abuser and reported findings to his supervisor; Bahr has alleged his desk and paperwork were searched and he was ordered to stop his investigation immediately. Next, although Bahr had purportedly received a glowing performance review just days prior to his discovery, after bringing the issue to the attention of his supervisor, he was placed on leave, investigated and subsequently fired. The recent appellate court ruling clears the way for Bahr’s suit against the county to finally move forward.

The Governor’s response is part of a long-term strategy, and the proposed next round of funding will allow us to drastically expand mental health services.” The Governor’s tour is helping to shine light on Newsom’s one-billion-dollar commitment to fight homelessness included in his proposed budget and his recently signed executive order which creates a new California Access to Housing and Services Fund. The Executive Order includes $750 million for the new Fund as well as a new investment to reform Medi-Cal to enable health providers to better deliver integrated physical and behavioral

health. In addition, the order requires state agencies to take urgent and immediate action by January 31, 2020 to make available state properties and facilities to rapidly increase housing and shelter options. The order makes a supply of 100 camp trailers that can be used as temporary housing immediately available to be deployed in communities across the state with the greatest need. There will also be crisis response teams available to assist local communities in utilizing state resources to aid in local efforts as well as mobile health and social services clinics. Last year, the Governor signed several bills into law to help confront the homelessness crisis and other bills aimed at boosting new housing development. In September, 2019 the Governor called on the Trump administration to increase federal investments in housing options for people experiencing homelessness and requested 50,000 additional Housing Choice Vouchers (HCVs) and Veterans Affairs Supportive Housing (VASH) vouchers. In July, 2020 the Governor announced a team of regional leaders and statewide experts to advise his Administration on solutions to address the state’s homelessness epidemic. The Governor has also released $650 million in State Emergency Homeless Aid and challenged cities and counties to partner with the state on immediate impact solutions to tackle homelessness crisis. The tour kicked off in the community of Grass Valley in Northern California where he visited two homeless service providers and shelters. After leaving Southern California the governor made similar stops in the Central Valley and the Bay area last Thursday.

Tiny Houses in Riverside Riverside

T

he organization, Habitat for Humanity in partnership with the City of Riverside and with support from the California Department of Housing and Community Development are hoping to transform an empty lot near downtown Riverside to a small community of tiny homes. The ten tiny houses will each be about 425 square feet in total size and include a bedroom, bathroom, kitchenette and laundry area. Each unit is designed to house one person. Although reports indicate there were initially some of the usual NIMBY “not in my back yard” concerns, however neighbors were advised by the city that the tiny house tenants will be required to adhere to a set of rules and residents will also be provided with added services and support from the city to assure their success in the new environment. In a statement to ABC News San Bernardino Mayor Rusty Bailey expressed his hope that similar housing accommodations can eventually be provided in each of the city’s seven wards. As soon as Habitat for Humanity receives the final green light to move forward with construction building is expected to begin immediately. The project, expected to cost about $800,000, is being paid for in part by a grant from the California Department of Housing and Community Development. The tiny house building project is just one of the many efforts being undertaken by Riverside and communities across the region and around to the state to address the homeless crisis that is continuing to become untenable. Governor Gavin Newsom has included more than a billion dollars in

his 2020-21 Budget proposal to help facilitate the state’s fight against homelessness. In addition, the governor recently signed an executive order which mandated state agencies take urgent and immediate action by January 31, 2020 to make state properties and facilities available. This should rapidly increase the available housing and shelter options for exploding homeless populations up and down the state.
