n its fourth quarter 2018 report on transgender deaths, the Human Rights Campaign noted the number of transgender Americans murdered has increased during each of the last three years. This is what makes President Trump’s focused discrimination against this vulnerable group so concerning. The report also concluded more than one in four transgender people has been assaulted because of their identity. During 2018, 28 transgender individuals were murdered across the country—eighteen of the victims were shot, four were stabbed, the homes of two were set on fire with them still inside, and another four were beaten to death. They ranged in age from 18 to 54, and eleven of those murdered were under the age of 30. Transgender murder is an area where transphobia and racism intersect—most transgender individuals murdered each year are people of color. In 2018, all but one of those killed were non-White, the majority—Black transgender women. It is also a well-known fact that the actual number of murders of transgender people are underreported, most often because their sex is “mis-gendered” by police, the media and even some family members. Since taking office the Trump Administration has targeted this group with vigor. The Department of Health & Human Services is working to define sex under Title IX as strictly male or female and as a biological and unchangeable condition determined by genitalia at birth. In addition, the administration has reversed an Obama era determination and guidance that the 1964 federal civil rights law protects transgender workers from employment discrimination. The Trump Administration has ruled that public schools no longer have to accommodate transgender students who would prefer to use a restroom consistent with his/her transgender identity. On Tuesday, the U.S. Supreme Court upheld Trump’s reimplementation of restrictions on transgender military service while the issue works its way through the lower courts. The administration’s targeting of the transgender community not unlike its attacks on other vulnerable minority groups is not only discriminatory and mean spirited, it gives a tacit approval to treat transgender individuals as less than. I am once again forced to ask myself, who’s next? He’s targeted women, Muslims, immigrants, asylum seekers, Blacks, Hispanics and those who identify as transgender. Americans must find their voices and speak out against such blatant discrimination and injustice. When one foments hate those targeted by hatred suffer. Being different is not a crime. Being different should not make one a victim and history has taught us—legalizing hatred has consequences for both the hater and the hated. Of course, this is just my opinion. I’m keeping it real.

A Total Lunar Eclipse
Riverside – Sunday evening a spectacular natural wonder was visible to the naked eye across most of Southern California—a total lunar eclipse. The event, a ‘super blood wolf moon,’ was considered a rare cosmic occurrence as it provided an opportunity to observe the convergence of three lunar phenomena. They included a lunar eclipse. The eclipse coincided with the January full moon referred to as the “wolf moon.” The two events occurred at the same time as a supermoon, a period when the moon is closest to the earth making it appear to be slightly larger and brighter. The next total eclipse of the moon will occur in 2021.

“For The People,” California Senator Kamala Harris Enters the Race for President Washington D.C.
C
alifornia Senator Kamala Harris has officially entered the race for president in 2020. “I am running for president of the United States,” she told the world on ABC’s Good Morning America, Monday. Long considered a possible front runner for the 2020 Democratic nomination, speculation increased when she launched her book tour early this month to introduce her memoir, “The Truths We Hold: An American Journey.” “When I look at this moment in time, I know the American people deserve to have someone who is going to fight for them. . . and put them in front of self-interest,” she said on Good Morning America. Her campaign slogan, For the People, is rooted in her experience as a prosecutor. Harris’ announcement on Martin Luther King Jr. Day could be considered an homage to her parents who were both active in the Civil Rights Movement. “Today, the day we celebrate Dr. King, is a very special day for all of us as Americans, and I’m honored to be able to make my announcement on the day that we commemorate him,” she stated with conviction. In addition to her announcement on Good Morning America Monday morning, Harris’ day was jam packed. She held a press briefing where she took questions, and later spoke at her alma mater, Howard University in Washington, D.C. where as a student, she first ran for elected office— continued on page 18

irst District Supervisor Robert Lovingood was recently elected by unanimous vote to serve as chair of the San Bernardino County’s Local Agency Formation Commission (LAFCO), the agency primarily responsible for orderly growth in the County. LAFCO is mandated to implement the legislative direction and policies that define procedures for local government changes of organization. Those changes can include city incorporations, annexations to a city or special district, and city and special district consolidations in ways that align with the California Environmental Quality Act. In addition, the agency operates in alignment with the Countywide Vision Statement, in cooperation with the Board of Supervisors and

E-Cigarettes: Wave of Media Ads Target New Generation
B
roadcasters and other media companies are understandably on edge when it comes to the new wave of E-cig advertising. So far, the FDA has only required general disclosures that “e-cigs contain nicotine and that nicotine is an addictive chemical” – an obligation that took effect in 2018. In addition to this required warning about nicotine, the FDA and other government authorities have separately prohibited ads for e-cigs or vaping from making any health claims (e.g. you can’t claim that they are better for your health than cigarettes or that they will help you kick the cigarette habit), and restricted any advertising directed to children The U.S. Food & Drug Administration has ruled sales of all tobacco products (both in person and online) to those under the age of 18 years are now prohibited, and age verification by photo ID is required. The rule also bans
the distribution of free samples and the sale of tobacco products in vending machines (unless located in an adult-only facility). Additional restrictions, such as required health warnings on product packages and advertisements, apply to tobacco product manufacturers and retailers. Research into the effects of e-cigarettes lags behind their popularity, but ready or not, the era of e-cigarettes is here. It’s a booming, billiondollar industry -- on track to outsell tobacco products within a decade. The number of teens and tweens using these products doubled between 2016 and 2017. They look like the real thing. The end glows as you inhale. As you exhale, you puff out a cloud of what looks like smoke. It’s vapor, similar to the fog you might see at rock shows. All e-cigarettes work basically the same way. Inside, there’s a battery, a heating element, and
a cartridge that holds nicotine and other liquids and flavorings. They come in child friendly flavors such as chocolate and cherry. Features and costs vary. Some are disposable. Others have a rechargeable battery and refillable cartridges. Using an e-cigarette is called “vaping.” Are they safe? The nicotine inside the cartridges is addictive. When you stop using it, you can get withdrawal symptoms including feeling irritable, depressed, restless and anxious. It can be dangerous for people with heart problems. It may also harm your arteries over time. So far, evidence suggests that e-cigarettes may be safer than regular cigarettes. The biggest danger from tobacco is the smoke, and e-cigarettes don’t burn. Tests show the levels of dangerous chemicals they give off are a fraction of what you’d get from a real cigarette. But what’s in them can vary.

uesday morning UTLA teachers reached a tentative agreement with the L.A. Unified School District. When the agreement was announced, L.A. Mayor Eric Garcetti called it, historic. “Today is a day full of good news,” he said noting how the settlement came at the end of a 21-hour marathon that concluded just before sunrise. He noted, “Everyone on every side has worked tirelessly to make this happen.” Early reports of the tentative agreement included a potential six percent raise for teachers, a probable reduction in class sizes and the elimination of a contract provision that allowed the school district to increase class sizes during times of economic hardship. After nearly two years of negotiations, talks between officials at the LAUSD and the teacher’s
union, UTLA, broke down on January 11 over issues related to pay, charter school expansion, class sizes and staffing. This led to the first strike by L.A. teachers in 30 years. In addition to teachers, UTLA members also include school nurses and librarians. Throughout the strike the union maintained strong support for parents, politicians and other unions and while a tentative settlement was reached, UTLA members still need to ratify the agreement. An option does exist however, for union members to return to work until a ratification vote is taken. Because the current negotiations took more than two years to complete much of the period covered by the new agreement has already passed and if approved, the new contract will expire in June 2020.

SB Gang Prosecutor Michael Selyem’s Resignation a Good Start, Local Coalition Requests More Andrea M. Baldrias Contributor
T
he #ReThinkPublicSafetySBCounty Coalition, an initiative to promote responsible, restorative, and redemptive approaches to justice reform in schools and communities throughout the Inland Valley region, is satisfied with the recent termination of Michael Selyem, a San Bernardino gang prosecutor due to repugnant remarks targeted at Black women dignitaries like First Lady Michelle Obama and Congresswoman Maxine Waters. The #ReThinkPublicSafetySBCounty’s coalition’s wide breadth of community leaders and organizations formed in 2017 for the direct purpose of shifting narratives around biased and unbalanced criminal justice policies. Last summer, the coalition swiftly created the #FireSelyem Campaign in collaboration with Color of Change, one of the nation’s large online racial justice organizations. They successfully collected 75,000 signatures for a petition that demanded Selyem’s immediate termination in response to his abhorrent racist, sexist, and xenophobia sentiments expressed
on his social media channels. Given the historical context of this country, there must be a concerted effort by public service officials to respect Black women and other groups who have been historically marginalized and it is the duty of the people to hold these elected
officials accountable. Selyem’s inability to show an objective respect for these groups brings question whether the District Attorney’s office can function without bias. Selyem’s termination was just one of many

n Tuesday, January 22, the Superior Court of San Bernardino County launched the Tenant/ Landlord Assistance Project (TLAP). Clifford Young from President to Nitpicker of West Valley Water District Board of Directors

A
t the last board meeting of WVWD what I thought would be a quick and quiet meeting turned out to be a long and cantankerous event between Hardy Brown, Sr. Clifford Young, Greg Young Contributor and the rest of the board members, legal counsel and staff. The meeting opened with a celebration in recognition of forty young men in attendance who represented the Eisenhower High School Football Team’s Championship year, and a presentation from Edison of a $400,000 check for energy conservation at WVWD. Ratepayers Association President, Don Griggs, commented during public participation that he was pleased with the current direction of the board under its new leadership and permanent General Manager, while pointing out that there are still a few lingering dark clouds over their heads related to employee litigation. He began pointing them out, leading with a law suit filed in court by Karen Loembergue, a former Human Resource Manager, who was fired by Clifford Young and the board in Dec 2017. He then mentioned the more than one million dollars in legal costs to defend the cases. He then highlighted the lost five-million-dollar employee litigation insurance policy, the monthly payment of $527 for Clifford Young’s Long-Term Care Insurance and concluded with the investigation of the board by the State Attorney General’s Office over a political celebration event on December 7, 2017 at Sierra Lakes Golf Club in Fontana for which Clifford Young was reimbursed by WVWD. Then, without any warning, Clifford Young objected to the wording of the first agenda item which read, “Approval of November and December 2018 Cash Disbursements Report.” He said it should read, “Receive and file the Cash Disbursement Report.” The president looked puzzled and asked, “What should it say?” I sensed this was going to be one of those nitpicking meetings to embarrass the General Manager and Board President. So, President Taylor

said, “I have no problem with the wording, but if you want it changed, go ahead before I call for the vote.” Since Dr. Young made such a fuss over the wording, I decided to review the past minutes where cash disbursement reports were on the agenda and they all used the “approval” language. This included “all” of the meetings where Dr. Young presided as president. In my opinion, Dr. Young was finding fault with unimportant and insignificant things in order to try and embarrass the staff and President Taylor, but it only demonstrated his incompetence and abusive behavior toward others. In another example, Dr. Young and his side-kick Greg Young, started nitpicking item 9 on the agenda for the “Approval of a contract for Rob Katherman Consulting.” They both objected to awarding this contract because of a possible conflict of interest as stated by Dr. Young, because of an alleged political campaign association to someone, but he did not call out any names. He called on legal counsel Robert Tafoya to give a legal opinion but kept interrupting him. So finally, Tafoya threw Clifford a brush back pitch in an aggressive and harsh tone. He said, “If you stop interrupting me, I will answer your question sir.” Griggs leaned over to me and whispered, “Tafoya did not like Cliff interrupting him.” Greg Young chimed in and declared that paying Katherman $85.00 dollars an hour for his service was too much money—further noting he wished he
could make that kind of money. Dr. Young again demanded an explanation from Tafoya, while including General Manager Clarence Mansell, in his demand for an explanation regarding why they would bring this kind of incomplete contract before them for approval. Before Tafoya could compose himself to respond, Mansell in a professional and reserved demeanor leaned forward into the microphone and responded, “Sir, this is what you approved before I got here. This is the same contract that you approved on June 21, 2018.” I personally went online Saturday, and this is what I learned about the Robert Katherman Contract: It was listed as item 12 on the June 21, 2018 agenda Consulting Services. The one thing missing was the usual cover memo from management stating who recommend the item before them. I also noticed this was during the period that Naisha Davis, the Chief Financial Officer, also worked in the position of Acting General Manager. In addition, as President, Dr. Clifford Young was the mover of the motion, and Greg Young seconded the motion for the Robert Katherman contract to be approved. The motion passed on a 3-0 vote with Michael Taylor. Board members Kyle Crowther and Don Olinger were absent. On May 17, 2018, Clifford Young, Greg Young, Kyle Crowther and Michael Taylor voted to waive insurance requirements for Rob Katherman as he acted as a consultant. Board member Don Olinger abstained on that vote. The first contract was signed by Katherman on 3/26/18. Robert Christman, the Interim General Manager, did not sign the contract. On June 18, 2018, Katherman re-submitted, providing another opportunity for the district to sign the contract that had already been approved by the board. Again, Katherman signed but Dr. Young in the capacity of President, did not sign. There are other examples of nitpicking I could list since Dr. Young and Greg Young have been removed from the positions of President and VicePresident, but I do not want you to waste the time it would take to read them. In my professional opinion Clifford Young and Greg Young have become “Nitpickers” on steroids.

Behind the Headlines: How a Community Came Toge S.E. Williams Contributor

hen previously acclaimed top San Bernardino County gang prosecutor Michel Seylem resigned under fire early this month, it was welcomed news for members of the community who were shocked and disgusted by his xenophobic and racist rantings on social media. After a six-month investigation that began when an internal complaint was filed against him last June, rather than firing him the District Attorney’s office allowed him to make a voluntary exit. Much has been written about his derogatory social media postings that included disparaging remarks about former First Lady Michelle Obama and U.S. Congresswoman Maxine Waters, a racial reference to immigrants and a racially despicable comment about a Black man shot and killed by police, however, little has been said about the dedicated and relentless efforts of the community that played a pivotal role in his resignation. Beyond the abrupt ending to Seylem’s career and the salacious details of his postings, there is an even more compelling story about how a community came together and demanded justice and accountability on this issue. “There is a piece of the narrative that has been missing up to this point,” shared Lanae Norwood, an organizer and activist born and raised in the Inland Empire and founder of Ideal Culture, an institute devoted to the development of equity, advocacy and leadership. “As a field director with the Color of Change [a digitally based civil rights advocacy organization] I became aware of the social media postings through someone who works with the District Attorney’s (DA) office.” According to Norwood, Seylem’s comments became public because someone from the DA’s office who [for obvious reasons] did not wish to be identified, sent the posts to the Sun Newspaper to expose him. There was some concern The Sun possibly delayed publishing the story. (The IE Voice

Regardless, the D.A.’s office launched an internal investigation into the postings in late June 2018 and The Sun first published the story in early July 2018. “At the time, I was an organizer/deputy field director for the Color of Change (COC). We had just come off the San Bernardino County District Attorney’s race where we had endorsed Jason Anderson,” Norwood explained. She added how the COC was aware of the practices of former San Bernardino District Attorney Mike Ramos. “He was not the type of candidate we felt represented the types of criminal justice reforms that we advocate and organize around.” On the heels of the election in June, having successfully achieved their objective by unseating Ramos, Norwood was in the process of consulting with the local organization, Congregations Organized for Prophetic Engagement (C.O.P.E.), a faith-based coalition working to train and develop the capacity of religious and lay leaders in congregations across the Inland Empire to protect and revitalize local communities. They were working to develop the recent #ReThinkPublicSafetySB campaign. “The campaign, rooted in public safety, is intended to shift the narrative around what public safety looks like for communities of color here in San Bernardino.” The goal, according to Norwood is to work from a data driven perspective and really focus on helping to support investments in programs aimed at rehabilitation, youthfocused initiatives, immigrant protections, etc. “That’s actually what we think public safety is,” she stressed. It was during this period, on the heels of the election and the work with C.O.P.E., Norwood shared, “that the Seylem comments came across my desk [holding him accountable for his postings] completely aligned with the work and values we were advocating for.” Bringing more attention to Seylem’s social media postings was essential to the ultimate end of his career with the San Bernardino District Attorney’s Office.

Norwood knew that one of the key values of COC is protecting Black women. Therefore, engaging COC’s digital organizing campaign team could bring support, awareness and publicity to an effort to hold Seylem accountable for his actions. According to Norwood, as a digital organization, COC has a great membership base. In addition, during the Anderson campaign, she and others had held a lot of community and member led events locally. “We built these volunteer squads, these teams of Black

me together to form that which is invincible . . . the power of one.” voters, who were learning leadership and organizing to help hold decision makers accountable locally and to bring awareness to the challenges of Black communities here in San Bernardino County.” Norwood first engaged the campaign department of COC (the nonprofit organization not the COC political PAC). “After bringing the issue to their attention, there were local members I had built relationships with from work we had done previously. Some of our members were outraged,” she highlighted. One such member was Aaron Bratton who was so incensed, he launched the first petition calling for the termination of the Deputy DA. Bratton is a third-generation African American resident of Ontario whose father, Walter Bratton, was the city’s first Black firefighter. A graduate of Ontario High School who earned his undergraduate degree in political science at Cal State University San Bernardino and a recent graduate of Pepperdine University Law School, Bratton made the decision to bring his passion, education credentials and talents home to the County of San Bernardino and is already working to serve the greater good. He is a political & business consultant, as well as managing partner for Shining City Advisors LLC. In addition, he is currently the Lead Organizing Consultant for the #ReThinkPublicSafetySB coalition. DA Selyem. Bratton was initially a strong supporter of Public Defender Edward O’Brien in the race for San Bernardino County District Attorney. After O’Brien withdrew from the campaign, although Bratton was not a part of Anderson’s campaign team, he supported him and made some introductions to members of the community. “When the Michael Seylem story broke, we wanted Ramos to fire him immediately and he kept stalling,” Bratton explained during an exclusive interview with the IE Voice/Black Voice News. Bratton and Norwood coalesced with other
organizations in the effort to oust Seylem. They included the #ReThinkPublicSafetySB coalition, C.O.P.E., the ACLU, the San Bernardino Chapter of the NAACP and others. “They [public officials] kept saying, ‘we have to let the investigation play out.’ What investigation? They stretched it out and circled the wagons,” Bratton stressed adamantly. Bratton’s petition calling for Seylem’s termination gained a lot of support, momentum and traction. Other organizations saw it and spread it to multiple platforms. “That is how we came with the 75,000 signatures,” Norwood confirmed. “COC was able to aggregate all of those petition signatures and deliver them to me.” Norwood shared how she brought the issue to the #ReThinkPublicSafetySB coalition. “I wanted local partners to be involved in the process of supporting the work that was being done, as one of their focuses on criminal justice reform. Norwood and Bratton subsequently brought the #fireseylem campaign to the coalition. “We were collecting petition signatures from various COC members and supporters far and wide,” Norwood explained. “At first, we were, ‘oh, wow, we got 25,000 signatures; oh, wow, we got 50,000 signatures; oh, wow, 75,000 signatures.’” The petition signatures continued to amass until the time of Seylem’s resignation. We decided to deliver the signatures to the San Bernardino County Board of Supervisors (BOS) as the #ReThinkPublicSafetySB coalition and I stood in the gap as the COC field organizer.” She continued, “We developed a collective strategy to deliver those petition signatures to push for Seylem’s termination.” According to Norwood, the petition garnered further support around the premise of protecting Black women. “That is something that I have not heard mentioned by any of the press or [read in any of the] articles.” The petition also solidified the demand for police and District Attorney accountability. “We can’t have a D.A. who is prosecuting people, who
is supposed to be fair, unbiased and impartial, making such derogatory and inflammatory statements about communities of color.” Norwood said initially they tried to engage former D.A. Ramos, however he was not responsive to their demands. “He did not make himself available to our coalition to hear and address our concerns around Seylem’s racist and salacious comments.” She continued, “That’s when we decided we were going to deliver our 75,000-signaturepetition to the county supervisors who are charged with the oversight of the District Attorney and public safety budget for the county.” The group sought to bring awareness to the board that their constituents shared their outrage and frustration with Seylem’s social media postings and did not feel he was fit to serve as a public servant and be employed with taxpayer dollars having made such comments about Black women, Black men and the immigrant community. Before their presentation to the board there were meetings with elected officials, including a couple of supervisors, to ask them to publicly denounce Seylem’s statements. “We had several elected officials outside the BOS that made (on the record) official statements about his comments. We approached the BOS with all of that information and with the petition and requested a review of all Seylem’s cases—since he had expressed such bias, how could you trust his investigations?” they asked. During the session with the board, several involved in the effort made public comments including Bratton, who is also a member of the #ReThinkPublicSafetySB campaign, Rev. Sam Casey from C.O.P.E. and Attorney Francine Brookins, among others. They left the petition with the board and the supervisors agreed to consider their concerns. As requested, the D.A.’s office eventually completed an investigation into Seylem’s cases, continued on page 17

Workforce Roadmap Adds Predictive Insight to San Bernardino County’s Vision to Succeed San Bernardino
A
ccording to new research released as part of the Workforce Roadmap, San Bernardino County is showing tremendous growth and opportunity. The Workforce Road Map (WRM) identified current and future needs of the region based on statistical data, labor market information and real-time intelligence. The Labor Market Indicator Report (LMI), conducted by the UCR Center for Economic Research and Development, showed the county experienced an annual net migration of 25,000 people and has added more than 130,000 jobs since 2010—a 27 percent growth rate. Key employment sectors in the county include logistics, manufacturing (which has increased by 22.5 percent since 2010), and healthcare. The study also highlighted the area’s lower cost of home ownership, not just the median home prices. This suggested the county has better opportunities for longer term regional retention than neighboring counties. According to officials, LMI is the first of three studies that will form a baseline to better understand where the county’s workforce and economic opportunities exist. San Bernardino County Board Chairman Curt Hagman explained how the Roadmap and the county’s recently launched Vision2Succeed initiative (adopted by the board seven years ago), is designed to engage the community in a way that strengthens the skills of the local workforce, prepares them for career opportunities, while supporting and attracting businesses to the region. “San Bernardino County is one of the fastestgrowing population and employment centers in the U.S. People are coming here to experience a better quality of life and take advantage of the growing economic opportunities that exist here,” Hagman said. “Vision2Succeed and the Workforce Roadmap are two critical steps in establishing our county as a model for attracting businesses and creating partnerships that support the success of every resident.”
County Chief Executive Officer Gary McBride added, “Members of the Board of Supervisors and I have had the opportunity to see the various County-supported internship and other youth career programs in action, and these are gamechangers for our region.” McBride continued “Preparing our young people for the jobs we hope to attract is key to capitalizing on our current economic growth and achieving the Countywide Vision to ensure a prosperous and healthy future for our residents and investors.” The Workforce Roadmap will provide asset mapping and real-time economic data to help businesses and stakeholders better understand not only what has taken place in our county, but where the county is going. That understanding will help better prepare workers for future opportunities, while ensuring that growing businesses have a pipeline of trained and qualified employees. The initiative is being led by the county’s Workforce Development Board (WDB) and

Economic Development Agency (EDA) in partnership with employers, educators and businesses. When it Comes to Commute Times, Two Inland Cities Rank Among the Nation’s Worst

he communities of Moreno Valley and Corona hold the dubious distinction of being listed among ten cities with the worst commutes in the nation. The analysis, released by the Haven Life Insurance Agency on January 15, was based on the Census Bureau’s 2017 American Community Survey. According to the report, the daily commute for average Americans has continued to increase over the last thirty years adding a full eight minutes to their round-trip daily drive time. Although on its face eight minutes doesn’t seem like much, but for those who work an average of 50 weeks a year, those minutes total more than 33 additional hours on the road each year—time that can never be reclaimed. Moreno Valley residents have the eighth worst commute in the nation with an average round trip commute of 68.6 minutes. In addition, just over 17 percent of those Moreno Valley residents who commute are on the road for more than two hours every workday. Both Norwood and Bratton had hoped he would be terminated, but overall were satisfied with the impact their efforts had in pushing the issue to resolution. “At the end of the day, I’m happy he’s gone,” Bratton asserted. “I’m a little disappointed that it took six months, I think it should have taken 6 days. At the end of the day, I’m not going to die on that hill. He’s only one person. There might be many more—we don’t know how many [assistant district attorneys] are acting on their unfair biases. The Seylem case heightened the importance of it.” The efforts of the entire coalition and all
the San Bernardino citizens who supported it through the petition, speaking at the supervisor’s meeting and in hundreds of other ways showed what can happen when many come together to form the “invincible power of one.” They launched a petition, kept-up public pressure, demanded meetings, called on elected officials to take a public position, challenged the Board of Supervisors to act, and in the end achieved the desired outcome. The Seylem saga was more than a story about a racist DA who was forced to resign. Behind the headlines was the story of regular citizens who came together and exercised their right to hold those elected and appointed to serve them— accountable.
