s Joe Biden and Kamala Harris took their oaths of office Jan. 20, I felt an overwhelming sense of relief, gratitude, hope and cautious optimism—America was beginning again, embracing another opportunity to progress toward the illusive, more perfect union. In a most significant way, Inauguration Day 2021 for many of us, was truly morning in America. Among the anticipation of what lies ahead, still lingers an unforgiving virus and the greatest gift President Joe Biden and Vice President Kamala Harris gave the country last week was to stop the nation for just a few minutes from its usually frenzied pace of continuous, 24 hours a day, sometimes mindless motion and remember together, as a nation, the 400,000 plus lives taken too soon by an invisible scourge that is simultaneously indiscriminate, debilitating,

deadly and unforgiving. And so, as Professor Eddie Glaude Jr., Professor and Chair of the Department of African American Studies at Princeton University expressed so eloquently, we find ourselves, “mourning in the morning.” The national acknowledgement of those lost to COVID-19 was needed. The four-hundred lights lining the reflecting pool in front of the Lincoln Memorial, each light representing 1,000 lives lost to the virus, was a simple and yet profound act of grace. It served as a powerful and long overdue healing balm for the soul of America. Yet, even with the hope of the new administration and its laser focus on bringing continued on page 14

When Stopped by Police Staff | VOICE
A
nalysis of police stops across the country in 2018 by the Bureau of Justice Statistics revealed among persons 16 years of age and older, about 61.5 million Americans, or 24%, had at least one contact with police during the 12-month period—up from 21% in 2015. The number of police-initiated contacts were basically equal between Whites at 12% and Blacks at 11% during the report period. Yet, being stopped by the police can be stressful and for far too many, especially for people of color, the interaction can quickly go bad. • If you are stopped If you are stopped while in a car, the police must have probable cause, meaning a strong, unbiased factual reason for believing that you have committed a traffic violation. Although the burden of de-escalation in such circumstances is the responsibility of officer(s), as witnessed across the country, some police tend to ignore this responsibility.

Therefore, to reduce risks to yourself in such circumstances it is recommended to stay calm, do not run, or obstruct the officers, neither should you lie or give false documents. It is also important to keep your hands where the police can always see them. While it is important to stay calm and refrain from exhibiting hostility toward the officer(s) it is equally as important to know your rights. • You have the right to remain silent. You do not have to answer any questions. If you chose to exercise this right it is important to say so out loud. In some states however, you may be required to give your name to identify yourself and an officer may arrest you for refusing to do so. California does not have a statute mandating that a detainee identify themself. • You do not have to consent to a search of yourself or your continued on page 13

Vaccination Gridlock in Riverside and San Bernardino Counties

little more than a week ago as the virus continued to surge in the region, inland area county officials announced COVID-19 vaccinations were being made available to area residents aged 65 and over. At the time, San Bernardino County Board of Supervisors Chairman Curt Hagman said, “We know that our seniors are the most vulnerable to serious illness and death if they contract COVID-19 and we want to get them vaccinated as quickly as possible.” He did, however, qualify the announcement adding, “We ask the community for patience as we continue to receive doses from the State of California to serve our senior population and as we continue to vaccinate health care workers.” This action in both counties followed a January 12 change by the administration of former President Donald J. Trump to expand the pool of citizens able to receive vaccinations to jump start the vaccine rollout and expedite vaccine administration. San Bernardino County acknowledged January 14 vaccine supplies from the state were scarce and as a result, appointments were limited. Riverside and San Bernardino Counties like other municipalities around the country knew, as noted above, the vaccine supply was scarce and appointments limited and it did not take long for those in the community anxious to receive the vaccine experience difficulty securing appointments. In Riverside County the backup was exacerbated by residents having trouble accessing the website to schedule appointments. As the County’s IT team worked furiously to resolve the technical glitches, Interim Executive Officer Juan C. Perez issued a statement acknowledging, “Residents are understandably frustrated that the appointment website did not perform . . .” He went on to lay the blame at the feet of the vendor who failed to deliver on its commitment to have the system up and running on Thursday. “We apologize for this unfortunate situation and will soon direct residents to a new website.”

Marie Southall made several attempts to schedule an appointment before giving up. “I expected there would be a challenge with so many of us over the age of 65 trying to get appointments right away, but it was frustrating and impossible.” She continued, “By the time you get to be my age, most of us have some kind of underlying condition, so we’re anxious to get vaccinated and though I am nervous about taking it, I’m more afraid of getting the virus. You would think since the county’s had more than nine months to prepare for this, they would have had a better plan. This whole thing is just a mess. The county doesn’t seem to have its act together and then to top it off, from what I hear, there isn’t enough vaccine to go around anyway.” The County committed to change the website it used to make vaccination appointments and officials are expected to announce the new website soon. On Friday, Riverside reported 2,544 new cases of COVID-19 and 38 additional deaths. The same day in San Bernardino County there were 3,257 newly confirmed cases of the virus
and 18 additional deaths. Though vaccine doses in San Bernardino County are also in short supply, residents aged 65 and over can make appointments online at sbcovid19.com/vaccine. Seniors can also sign up for email and text notifications to receive alerts about vaccination opportunities and other vaccination news through the “65+ Vaccine Notification Sign Up” link here. Those who need assistance with appointments or signing up for notifications can call the COVID-19 hotline from 9 a.m. to 5 p.m. Monday through Friday at (909) 387-3911. Statewide Issues On Monday, January 18, California became the first state in the nation to reach three million cases of COVID-19. And, in other vaccine related news, the LA Times reported Thursday how a series of data collection problems have left California officials unable to offer clear evidence of success or failure of the state’s vaccination efforts noting how coding errors and data lags have impeded the state’s efforts to accurately continued on page 17

Community Mourns Sudden Loss of Moreno Valley City Councilmember Dr. Carla J. Thornton Marla Matime, S.E. Williams | Contributor “ he was a strong voice in our community,” shared Marla Matime, Chief Operating & Communications Officer, Voice Media Ventures, and resident of Moreno Valley when she learned of the sudden loss of Moreno Valley City Councilmember Dr. Carla J. Thornton following an undisclosed illness on Thursday, January 21, 2021. Thornton’s commitment and care for her city and its citizens was evident to all who knew her. “Moreno Valley is full of good, hardworking people who want to continuously invest in and improve this city for themselves and their neighbors. Moreno Valley, simply put, is home,” said Thornton when she campaigned to represent District 2 in the Moreno Valley City Council. She ran a successful campaign and was elected to her first four-year term as a member of the Moreno Valley City Council in November 2018—the first African American ever elected to the Council. Service defined Thornton’s life in many ways. She spent 20 years in the United States Air Force and served on Moreno Valley’s Environmental and Historic Preservation Board for over 5 years. She also served as chair of the city’s Traffic Commission and as a proud veteran, was appointed by the governor to serve the state’s veteran’s population as a board member of the California Department of Veteran Affairs. Having grown up in Moreno Valley, she had first-hand knowledge of the city, embraced its residents and believed in their willingness to continuously invest in and improve the city for themselves and their neighbors. She once described the city as, “the perfect place to raise a family and build a successful life.” In early 2020 Thornton was honored by the Congressional Research Institute for Social Work and Policy at it annual Social Work Day in Washington, D.C. with the Outstanding Individual in Government Award in recognition of her combined work as a social worker, local

"Carla brought an incredible amount of enthusiasm, energy and real joy to her Council work, and she had so much more to contribute. Vice President Harris: A New Chapter Opens in US Politics

Harris was sworn in as the first female U.S. vice president — and the first Black woman and person of South Asian descent to hold the position — in front of the U.S. Capitol by Supreme Court Justice Sonia Sotomayor. The moment was steeped in history and significance in more ways than one. She was escorted to the podium by Capitol Police Officer Eugene Goodman, the officer who single-handedly took on a mob of Trump supporters as they tried to breach the Senate floor during the Capitol insurrection that sought to overturn the election results. Harris was wearing clothes from two young, emerging Black designers — a deep purple dress and coat. After taking the oath of office, a beaming Harris hugged her husband,

Her rise is historic in any context, another moment when a stubborn boundary falls away, expanding the idea of what's possible in American politics. Those close to Harris say she'll bring an important — and often missing — perspective to the debates on how to overcome the many hurdles facing the new administration. Don’t Get Scammed: Shipping and Delivery Staff | VOICE
W
ith the increase in online shopping due to COVID-19, shipping and delivery scams have escalated according to the Federal Communications Commission (FCC). These scammers, who seek a victim’s personal information, begin their deceptions with an email or text message supposedly from United Parcel Service (UPS) or FedEx. The email states the prospective victim has an item that is ready to ship but they need to update their shipping preferences. However, there is no package. These messages often include a "tracking link" and the victim is urged to click to update their delivery or payment preferences. If the victim clicks on the link or downloads the attachment, they will likely end up with malware on their system that can be used to steal personal information. Malware is software that can damage one’s computer, cell phone or other device with a virus that allows a scam predator to access a victim’s identity and other personal information. A victim might also get a voicemail message with a call-back number or a "missed delivery" tag on their door with a number to call. The call-back number may be answered by a scam "operator" asking to verify the person’s account information or the credit card number the individual used for a purchase. Other scam calls and texts may claim the victim needs to pay a customs fee or tax before the delivery can be made. Another variation on the scam can cost an individual money simply by calling the number back. The fake delivery notice will include a call back number with an 809-area code, or other 10-digit international number. Calling back can result in high connection fees and costly perminute rates. Although these messages often look or sound legitimate, you should never click a link or call back the number from an unexpected delivery notice. Contact the delivery service or seller directly using a verified number or website. The Federal Trade Commission (FTC) and the Better Business Bureau (BBB) recommend
the following to avoid any delivery confusion and potential scams: Do not click! If you receive an unexpected email or text message, do not click on any links or open any attachments.

Riverside County Resident Charged in Capitol Riots A local QAnon follower arrested for his alleged role in the Capitol insurrection of Jan. 6, now faces federal charges. Beaumont resident and Federal Aviation Administration (FAA) employee, 44-yearold Kevin Strong purportedly confessed to his role in the attack on the nation’s Capitol which shocked America. He is being held on a $50,000 bond. A member of the FAA’s internal investigations department notified the FBI a day after the insurrection of Strong’s presence at the Capitol the day of the attack. Strong appeared in footage of the event and he also shared pictures he took inside the Capitol with the FBI. In late December, the FBI was tipped off by someone who claimed Strong told people, “to get ready for martial law, rioting and protesting,” and World War III was going to occur on Jan. 6. Although he has admitted to being inside the Capitol Jan. 6, Strong claims he only went to hear the president speak and march and denied any role in violence or damage. Strong faces charges of violent entry and disorderly conduct on Capitol grounds, entering or remaining in a restricted area, and being disorderly or disruptive in a restricted area. ith the passage of Measure K on Nov. 3, 2020, voters in San Bernardino County appeared to send the Board of Supervisors (Board) a powerful message—the era of highly paid and benefit rich career politicians running the County is coming to an end in San Bernardino County. . . or, is it? If enacted, Measure K will limit Board supervisors to one four-year term in office and their compensation to $60,000 per year. Though this is below the median income of the county which stood at $67,903 in 2019, it also stands in stark contrast to the current compensation for the county’s supervisors which ranges from approximately $242,940 to $280,900 annually. While voters overwhelmingly approved Measure K by a margin of nearly two to one, the votes were barely tallied and certified by the Registrar of Voters before the Board filed a complaint seeking immediate interim relief, and ultimately permanent relief, in an aggressive effort to prevent the measure’s implementation. The complaint was filed against the county’s own Clerk of the Board, Lynna Monell; and by attorneys being paid for with taxpayer dollars. Board members seek to prevent the Measure’s implementation by claiming it is unconstitutional and thus, unenforceable. The Board is asking the court to prevent Monell from taking any actions directed at the implementation of Measure K. It seems ironic the Board would use taxpayer dollars to retain a Los Angeles law firm to represent it in efforts to halt the enactment of a measure approved by the very same voters now being forced to pay the salary of the lawyers now working to thwart the will of the majority and in the process, leave voters to fend for themselves in defense of the measure as County Counsel has decided not to do so. Measure K was sponsored by Red Brennon Group, an organization founded on principles of small government. On Friday, December 18, the San Bernardino County Superior Court Judge David Cohn approved a motion by the Red Brennan Group to intervene in the lawsuit to defend against the complaint. The group filed a motion to defend the interests of the initiative’s proponent, a local small business owner. Another group, the Inland Oversight Committee (IOC) is also seeking to intervene in the case on behalf of the

ino County’s Measure K: the Will of the People? voters. Listing a plethora of responsibilities Board supervisors have that extend beyond scheduled board meetings and highlighting the scope and complexity of the county, the accountability for an expansive budget, etc. as justification to disregard the will of the people, it further asserts it alone has authority to determine the supervisors’ salaries and states under the constitution they have a right to serve as long as they are duly elected by the voters. According to reports, in communications to attorneys representing the Red Brennon Group, the Board’s legal team stated it intends to demonstrate in court that Measure K is invalid and unenforceable. Declaring further, “[I]mminent and irreparable harm will occur if Measure K is implemented, and that therefore good cause exists to warrant the granting of

Although both measures passed in 2012, the Board sponsored Measure Q did so by a larger

Critics of the Measure K point to the previous four years in Washington as an example of the debilitating impact deconstruction of government can have on the populace and they believe such drastic reductions in supervisor compensation and strict term limits could have a negative impact on the county in the long run. Regardless, the voters in San Bernardino County have spoken and the probability of the Board’s complaint succeeding is uncertain. This is not the first time San Bernardino County

Having successfully thwarted the potential impact of Measure R in 2012, the Board appeared to take a similar approach in 2020 by qualifying an alternative option to Measure K for the ballot just as it did in 2012. The measure backed by the Board in 2020 , identified on the ballot as Measure J, was positioned as a charter reform initiative in part seeking to modernize charter language. And in addition, this time rather keeping the supervisors’ salaries intact and reducing their benefits as was done in 2012, Measure J sought to increase their total annual compensation (salary and benefits) to between $257,000 to $287,000, and instead, reduce the total number of terms members can serve to three. The fact the Board supported Measure J which sought voter approval to increase their salaries, seems to stand in opposition to a claim in their current complaint against Measure K
the current slate of supervisors. This is because based on historical precedent, the changes to salary and terms authorized in the measure will only apply to Board members elected in the future. In late December, presiding San Bernardino Superior Court Judge Donald Alvarez delayed further rulings on the case and scheduled a follow-up hearing for January 28. On that date, he will hear the motion to intervene from the IOC. The organization’s Facebook presence defines one of IOC’s primary missions as being, “[T]o identify, expose, and educate the public about non-compliance with local, state, and federal laws of every kind (including but not limited to taxpayer waste and circumvention of voter approval) by government bodies and by persons who conduct any form of business with those bodies.” Also, on January 28, Judge Alvarez will consider the Board of Supervisors’ temporary restraining order.

oe Biden was sworn in as the 46th president of the United States on Wednesday, summoning American resilience to confront a historic confluence of crises and urging people to come together to end an "uncivil war" in a nation deeply divided after four tumultuous years Declaring that "democracy has prevailed," Biden took the oath at a U.S. Capitol that had been battered by an insurrectionist siege just two weeks earlier. On a chill Washington morning dotted with snow flurries, the quadrennial ceremony unfolded within a circle of security forces evocative of a war zone and devoid of crowds because of the coronavirus pandemic. Instead, Biden gazed out over 200,000 American flags planted on the National Mall to symbolize those who could not attend in person. "The will of the people has been heard, and the will of the people has been heeded. We've learned again that democracy is precious and democracy is fragile. At this hour, my friends, democracy has prevailed," Biden said. "This is America's day. This is democracy's day. A day in history and hope, of renewal and resolve." Biden never mentioned his predecessor, who defied tradition and left town ahead of the ceremony, but his speech was an implicit rebuke of Donald Trump. The new president denounced "lies told for power and for profit" and was blunt about the challenges ahead. Central among them: the surging virus that has claimed more than 400,000 lives in the United States, as well as economic strains and a national reckoning over race. "We have much to do in this winter of peril, and significant possibilities. Much to repair, much to restore, much to heal, much to build and much to gain," Biden said. "Few people in our nation's history have been more challenged, or found a time more challenging or difficult than the time we're in now." Biden was eager to go big early, with an ambitious first 100 days that includes a push to speed up the distribution of COVID-19 vaccinations to anxious Americans and pass a $1.9 trillion virus relief package. back Trump administration initiatives and also planned to send an immigration proposal to Capitol Hill that would create an eight-year path to citizenship for immigrants living in the country illegally. The absence of Biden's predecessor from the inaugural ceremony, a break from tradition, underscored the rift to be healed. But a bipartisan trio of three former presidents — Bill Clinton, George W. Bush and Barack Obama — were there to witness the ceremonial transfer of power. Trump, awaiting his second impeachment trial, was at his Florida resort by the time the swearing-in took place. Biden, in his third run for the presidency, staked his candidacy less on any distinctive political ideology than on galvanizing a broad coalition of voters around the notion that Trump posed an existential threat to American democracy. Biden did not mention Trump by name but alluded to the rifts his predecessor had helped create. "I know the forces that divide us are deep and they are real. But I also know they are not new. At age 78, he was the oldest president inaugurated. More history was made at his side, as Kamala Harris became the first woman to be vice president. The former U.S. senator from California is also the first Black person and the first person of South Asian descent elected to the vice presidency and the highest-ranking woman ever to serve in government. The two were sworn in during an inauguration ceremony with few parallels. Tens of thousands of troops were on the streets to provide security precisely two weeks after a violent mob of Trump supporters, incited by the Republican president, stormed the Capitol in an attempt to prevent the certification of Biden's victory. She will address the nation later Wednesday at the Lincoln Memorial. Harris, 56, moves into the vice presidency just four years after she first came to Washington as a senator from California, where she'd served as attorney general and as San Francisco's district attorney. She had expected to work with a White House run by Hillary Clinton, but President Donald Trump's victory quickly scrambled the nation's capital and set the stage for the rise of a new class of Democratic stars. After Harris' own presidential bid fizzled, her rise continued when Biden chose her as his running mate last August. Harris had been a close friend of Beau Biden, his elder son and a former Delaware attorney general who died in 2015 of cancer. The inauguration activities included nods to her history-making rise and her personal story. Harris used two Bibles to take the oath, one that belonged to Supreme Court Justice Thurgood Marshall, the late civil rights icon whom Harris often cites as inspiration, and Regina Shelton, who helped raise Harris during her childhood in the San Francisco Bay Area. Most importantly, for those who are still hesitant about being vaccinated, consult your physician, and then seriously consider saying, “Yes, I’ll get vaccinated.” In 2020, we battled the coronavirus through every season. The virus did not abate in the summer, nor go dormant in the winter. People died in the spring and in the fall. It is true people of color are dying in greater numbers and it is also true, Whites are dying as well. COVID-19 is not selective—it comes for the rich and the poor, the young and the elderly, those with underlying health conditions and those without, the infamous, notorious and the celebrated. It is claiming the lives of prisoners and police, of district attorneys, lawyers, and judges; teachers, students, and school administrators; doctors, nurses, respiratory therapists, and patients; the mail carrier, long-haul truck driver, grocery store clerk and warehouse worker. Though the battle against the virus continues, the new national leadership has a plan. In this morning of the Biden-Harris Administration, as it works for a viable way through this pandemic, the only thing certain in this moment is the virus continues to make people sick, some will die, and we, as individuals, communities and the nation, will continue to mourn. Yet, we also know every condition is only temporary, that the world will eventually defeat the coronavirus and as it is written, “joy cometh in the morning.” Until then, let us support efforts to get the virus under control in every way we can. The sluggish roll-out has resulted in thousands of doses waiting to be distributed despite many in the public having a frantic desire to be vaccinated. Over the last week, the state identified a data coding error from a major provider of COVID-19 vaccines. The magnitude of the underreporting remained unclear as of Wednesday. Even more concerning, however, is the problem with this provider was not the only issue. Reporting delays with data from other providers of up to 96 hours between when a dose was given and when it showed up in the California immunization system, was also discovered by state officials. “This vaccine distribution is being jerryrigged on a famously fragmented health system and underfunded public health infrastructure, which produces inconsistencies county by county and provider by provider but also problems with getting timely data to see how California as a whole is doing,” Anthony Wright, Executive Director of Health Access California and a member of the state’s Vaccine Advisory Committee told the Times. “This data is critical to know not just how efficient but equitable and effective California’s efforts have been, and where we need to close gaps.” The report further highlighted how the delay in vaccine distribution is partially the result of problems with the state’s immunization registry. According to a group representing counties around the state some jurisdictions are being forced to re enter data multiple times because the system kept rejecting their input. “State and local health officials need to see how much vaccine a healthcare provider or a local health department has on hand in order to know if they need more,” said Kat DeBurgh, Executive Director of the Health Officers Assn. of California, part of the statewide group that raised the issue to Governor Newsom in a letter. She continued, “[W]ithout seeing how many doses have been given, we do not know how many more doses we need.” Further adding to the vaccine confusion was Governor Newsom’s recommendation to local officials statewide to ease restrictions on who
qualifies for vaccinations. With limited supplies and high senior demand, opening the door to subjective prioritization while so many seniors remain in the pipeline waiting to get vaccinated seems ripe for conflict and misinterpretation. On Friday, the State of California launched its much-anticipated website, MyTurn, where you can register to be notified when it’s your turn to get the COVID-19 vaccination. For now, however, the site is only working with Los Angeles County. Health workers and people in the county over 65 can use the site to schedule an appointment. Residents in Riverside, San Bernardino, and other counties in the state can still go online and fill out the form so when the system is more broadly operational you will already be registered. On the website, there are instructions for those who have difficulty registering or do not have an email address or mobile phone, to call the CA COVID-19 Hotline at 1 (833) 422-4255 for assistance.
