Quality Public Education is Costly...It’s Time to Invest in Our Children “
E
very day, in 100 small ways, our children ask, ‘Do you hear me? Do you see me? Do I matter?’” wrote author L.R. Knost. This year California Governor Gavin Newsom appeared to answer these questions with a series of resounding, Yes! Yes! Yes! The governor’s commitment to the state’s students and teachers was clearly reflected in his recently released 2020-21 budget proposal. It represents the state’s largest per pupil expenditure in history and reflects the kind of investment in public education many like me, believe is long overdue. The nonprofit organization The Education Trust West recently reminded us, “In 1965,

California was fifth in the nation in per student funding. Now California Ranks 38th.” It is passed time for the state to make smart, forward thinking decisions and investments to improve public education outcomes particularly in low income communities. Over the previous year California State Superintendent of Public Instruction Tony Thurmond has demonstrated his commitment to improving educational outcomes by working with partners all over the state to establish and validate areas of focus and priority initiatives for education. Governor Newsom’s 2020-21 budget proposal appears to support Thurmond’s goals. This year, we as voters will also have an opportunity to weigh-in on assuring the state can continue making the kind of fiscal commitment to adequately support our students and teachers in ways they deserve. During the March primary California voters will be asked to pass the California Public Preschool, Kindergarten and College Health and Safety Bond totaling $15 billion to be
be spent in an all-out effort to defeat it. At least one civil rights organization has already weighed in with a confusing message about how the initiative will hurt homeowners because it touches on California’s “sacred cow” tax initiative—Proposition 13--passed by California voters in June 1978. The initiative will not hurt homeowners as it only applies to big businesses. Proposition 13 set the maximum amount of any tax on real property not to exceed one percent of the full cash value of the property. It decreased property taxes by assessing real property at their 1976 value and it also limited annual increases to an inflation factor not to exceed 2 percent per year. Proposition 13 also prohibited the reassessment of a new base year value except when a property changes ownership or when a new construction is completed. Currently, the mandates of Proposition 13 apply equally to all real estate, both residential and commercial regardless of whether it is owned by individuals or corporations.

From Afro Comb to the Crown Act
San Bernardino, CA – The San Bernardino County Museum will present, “The Afro, A Historical View: From the Afro Comb to the Crown Act beginning Thursday January 30, 2020 and extending through March 1, 2020. There will be a museum member reception on Thursday, February 6 beginning at 5:30 p.m. The exhibit, curated by Leah Goodwin, tells the story of barber, Dr. Willie L. Morrow, creator of the Afro Pick comb and author of 400 years Without a Comb. The exhibit includes artifacts that document the story of this beauty phenomenon and features artworks by renowned African American artists Ernie Barnes and Albert Fennel. Beautillion Knights program responded to King’s call to service as they celebrated his life and legacy during the weekend of January 18 through 20, 2020. They were supported in their efforts by several high-profile, local African American leaders. Those who participated as mentors during the weekend included Derek Williams, Chief of Police for the City of Ontario; Dr. Anthony Blacksher professor at San Bernardino Valley College, former Beautillion Sir Knight; Rikke Van Johnson, former Knight and Councilmember for the City of San Bernardino; and Hardy Brown II, San Bernardino County Board of Education Trustee. The Beautillion Knights and members of their court—Fairmaidens, Squires, and Pages—are participants in a mentorship program sponsored by The Social Lites, Inc. of San Bernardino.

he San Bernardino County Superintendent of Schools is seeking nominees for the County Education Medal of Honor. The recognition honors outstanding contributions to public education by volunteers/service groups, business/ government partners, educators and alumni. The deadline to submit candidates is February 20, 2020. Nominees can be submitted in any of the following six categories including Volunteer in Action/Community Volunteer; Volunteer in Action/Service Group; Partners in Education/ Small Business or Franchise; Partners in Education/Corporation or Government Agency; Excellence in Education/ Education Professional; and Excellence in Education/Student Alumni. Criteria for nomination should focus on ways in which an individual or organization make an

Governor Rethinks State’s Approach to Youth Incarceration
Sacramento, CA – Among the many breakthrough proposals offered by California Governor Gavin Newsom in his budget for fiscal year 2020-21, is a rethinking of the state’s approach to juvenile detention. His plan calls for the transformation of prisons used to detain youth offenders under the age of 25 years. Newsom envisions restructuring them in campus-style learning environments. The proposed facilities would be complete with mentors, innovative technology and work in academic partnerships with local colleges. The governor’s focus on improving conditions for youth offenders and better preparing them to re-enter their communities is in addition to an earlier announcement of his plans to close for-profit contract prisons in the state.

I am sure all of us can attest to the power of music. Did you know that, for thousands of years, sound has been successfully used by man as a powerful healing mechanism? And it is still being used today, with great success... There is an abundance of research supporting the healing properties of music, including ultrasound, infrared, and consciousness altering audible sound. Therapeutic ultrasound, in particular, is widely popular as a medical treatment for a variety of ailments, such as kidney stones, tumors, cancer, teeth cleaning, bone regeneration, liposuction,

Music has been used as a therapeutic tool for centuries and has been shown to affect many areas of the brain, including the regions involved in emotion, cognition, sensation, and movement. This fact, combined with the engaging nature of music and the diversity of music forms, makes music uniquely effective in the treatment of a wide array of physical and mental problems, including depression, anxiety, and hypertension. Playing or listening to music doesn’t have to be the only way it can be helpful. Sometimes you may find singing or dancing along is the actual factor that has the positive effect. Try putting on some great songs to belt along to! Otherwise, you might try listening to live music, or actually writing and playing your own songs. The key is to become aware of how different music affects you. Actively and intentionally selecting and using your music can be a really helpful way to feel more in control of your feelings.

Solar Panel Project Receives State Board of Governors Award Rancho Cucamonga
C
haffey College was recently awarded the 2019 California Community Colleges Board of Governors Energy and Sustainability Award for its solar carport project. The school was one of a dozen state community colleges honored earlier this month in Sacramento for sustainability initiatives that save tax payers more than two million dollars annually. “Our duty to our community is to be fiscally and environmentally responsible,” said Chaffey College Superintendent/President Henry Shannon. “Our solar project not only accomplishes both, but it also serves as a teaching tool and a model for our students to follow in their own lives.” According to school officials, Chaffey College’s solar carports now located at all three campuses, provide enough energy to meet 90 percent of the institution’s energy needs and will save the college district more than $28 million in energy costs over the life of the project. Chaffey’s solar carport project is the largest of its kind at a California community college and the 2019 California Community Colleges Board of Governors Energy and Sustainability Award is just the latest among numerous honors the project has received, including the “Editor’s Choice Award” from Solar Builder Magazine in 2018. Chaffey College’s Associate Superintendent of Administrative Services,
Melanie Siddiqi, accepted the award at the Board of Governors meeting on behalf of the district. “We consider sustainability a top priority at Chaffey College,” she said. “In addition to our solar carports, we’ve installed new electric vehicle charging ports on our campuses in the last year and have reduced CO2 emissions by about 1,000 kilograms so far.”

American Democracy on Trial A Message from Hardy Brown, Sr. I am an AME Steward at St. Paul AME Church in San Bernardino. This week I would like to share a letter titled “American Democracy on Trial,” dated Hardy Brown, Sr. January 22, 2020 authored by the African Methodist Contributor Photo by Benoit Maphettes Episcopal Church Council of Bishops. The following letter is a call to action:
“The servant leaders of the African Methodist Episcopal Church joined the nation in watching and praying as the impeachment trial for President Donald J. Trump began in the Senate on Tuesday, January 21st. We watched reasonable requests for evidence and key witnesses voted down by the Senate Republican Majority and heard the White House pushing for a quick dismissal of the to end the trial. What has happened to freedom and justice for all? Sadly, we recognized that Democracy in the United States is on trial. Will the Senators choose liberty and justice for all, or will they choose the death of American democracy and
the American Dream? AME member Congresswoman Val Demings stated, “I understand that the politics of impeachment are difficult for many Senators. But I have not written off the Senate. Each Senator still has the power to do the right thing. I know that as each Senator considers whether to side with justice or corruption, the voices of the American people will matter.” It is telling that the impeachment trial starts the day after the National Holiday and Celebration of the Life and Legacy of the Rev. Dr. Martin Luther King, Jr. What Dr. King and most Americans value: truth, virtue, freedom, justice, and equality, are not valued by this President or the party he claims to represent. n Thursday, January 23, 2020 the California Supreme Court ruled that San Bernardino County Third District Supervisor Dawn Rowe can hold on to her controversial appointment to the board—at least, for now. Rowe was initially appointed to fill the position on the Board of Supervisors (BOS) in December 2018 after former Third District Supervisor James Ramos was elected to the State Assembly. Her appointment was quickly challenged in court by a local political advocacy group who claimed the BOS violated the Ralph M. Brown Act (opening meeting law) during the process of selecting Rowe to fill the position. On September 18, 2019, the Superior Court of San Bernardino ruled that the 2018 appointment

And despite the Supreme Court barring the proposed addition of a question about everyone’s citizenship, the Census Bureau, he said, is squandering its “trusted brand” status by forbidding staff from discussing what has become a very alarming concern, particularly in ethnic communities. Vargas was joined at the committee hearing dais by Marc Morial of the Urban League, Vanita Gupta of the Leadership Conference, John Yang of Asian American Advancing Justice, Kevin Allis of the National Congress of American Indians and Darrell Moore of the Center for South Georgia Regional Impact. In her initial remarks, Gupta cited the Census Bureau’s slow pace of hiring for the enormous task: “The Census Bureau has acknowledged that it’s way behind. It needs more applicants in all 50 states.” This year, the Census Bureau is optimistic that computerizing the primary response mechanism for the first time will help minimize the expense of tabulating printed questionnaires and paying enumerators to knock on the doors of non-responders. But it also is doing all its hiring online, which has depressed interest, and is having to compete in a relatively strong job market as compared to the run-up to the 2010 Census. Other reasons cited for the hiring lag include that, as the first census to prioritize online responses, enumerators have to be comfortable with tech tools. And the hiring and onboarding process, including background checks, has

been so drawn out that applicants have drifted off in pursuit of other opportunities. Vargas, like others, recalled the troubled rollout of the healthcare. gov website set up to enroll people in the Affordable Care Act and recommended that the Census Bureau be ready with plenty of paper questionnaires in case the online response rate falls short of expectations. Even in its rosiest predictions, the Census Bureau still only expects about a 60 percent initial response rate via online questionnaires, Morial noted. For African American men, 40 percent is probably more realistic, he added. Yang criticized census hiring for being slow and “inconsistently inclusive” in its diversity. He cited the chilling effect of the failed citizenship question proposal, which makes it even more important that enumerators and partnership specialists be culturally competent. He also noted that the written questionnaire, available only in Spanish or English, excludes Asian Americans, the fastest-growing minority group in the country. Yang did, however, single out for praise the recent announcement of media campaigns in Hindi and Urdu. The Native American population, which the Census Bureau believes it undercounted by at least 4.9 percent in 2010, is plagued by mistrust, privacy concerns, a sense of futility as to the usefulness of responding at all and the feeling that going online to fill out the census form, not always even possible, is a significant risk, Allis said.

Census-taking is about to begin in Alaska (January 21), but no native partnership specialists are on board yet, he said. And as with hiring, the census’ work to establish partnerships with community organizations to help obtain a complete count is behind schedule. New Mexico Democratic Rep. Deb Haaland, one of only two Native women ever elected to the House, noted the absence of Navajolanguage census materials. “Does the Census Bureau understand our needs?” Allis asked. “Hard to say.” The way things are going so far, he said, “is deeply concerning” and lacks “proper attention given to the purpose of the census, what it can do, what it can’t. The Census Bureau has identified this as an issue, but we have yet to see that this will be addressed properly.” “The census is a big deal,” Morial said, echoing Allis’ call for increased advertising and media outreach and a hope that accurate census data will improve decision-making and equitable distribution of resources and political representation. That outreach, he emphasized, should extend all the way through the non-response follow-up process scheduled into August. Morial also noted, with chagrin, that in the waning days of the Obama administration, the census had been on the brink of reversing its policy of counting prisoners where they’re incarcerated and not in their home communities. Moore attracted attention for his reports on organizing efforts
in rural Georgia. As committee members from both sides of the aisle pressed him for one-size-fits-all ideas on how to reach rural populations, he repeated that the answers lie with local organizers and activists. “You’ve got to have trusted voices in your community,” he counseled Arizona GOP Rep. Paul Gosar. “The communities know about their needs best - what works in one community will not work in others.” Responding to West Virginia GOP Rep. Carol Miller’s concerns about the mountain communities she represents, considered 60percent hard to count, Moore advocated more creative outreach efforts, perhaps at sporting events and churches, in addition to the food pantries and mobile mammogram services she had suggested. Vargas listed educators, health care providers, local officials and minority-led organizations including newspapers and radio as trusted sources for census outreach. Many at the hearing advocated using librarians and, particularly as a way to meet the technology concerns, libraries themselves to help maximize participation. A benefit of the computerized effort is that easily sortable data will reveal where there’s more work to be done in getting people counted, and where the census is being embraced, Yang noted. “The Census Bureau better step up its game and respond to the concerns we’ve raised today, or the risk is grave. It’s time to ring the alarm bell,” Morial warned.

Sanctioning Local Governments for Failure to Address Homelessness Sacramento
A
s the state of California grapples with and searches for solutions to its growing crisis of homelessness, a task force appointed by Governor Newsom to explore the issue is considering a new policy idea. The task force identified as the Council of Regional Homeless Advisors, may soon turn to legislators and seek their support to pass an amendment to the state constitution that would make it legal and enforceable for the state to sanction local governments that fail to develop shelters and other housing options to reduce their homeless populations. Consideration is being given to placing the proposed initiative on the November ballot thus allowing voters to weigh in on the issue. However, the idea is still in the early stage of development and the task force has not yet defined what the sanctions would be or how the sanctions would be administered. There are more people living on the streets of California than on the streets of any other state in the nation. In the last two years their numbers have continued to climb. The U.S. Department of Housing and Urban Development reported between 2018 and 2019 the state’s homeless

of Supervisor Dawn Rowe was a violation of the Brown Act and “null and void.” Earlier this month an appellate court judge had ruled Rowe must step down from her seat and the BOS was expected to rescind her controversial appointment during its regularly scheduled meeting on January 28. As a result, there was an expectation Governor Gavin Newsom would appoint someone to the Third District seat until the March primary when the voters will have an opportunity to select a new supervisor from a slate of candidates competing for the position—including Rowe. Because the county is appealing the lower court ruling, it asked that Rowe be allowed to retain her seat while the appeal moves forward. Now that the Supreme Court has granted its request, the BOS will not consider rescinding Rowe’s appointment at its January 28 meeting as originally planned.

When we cast our ballots on November 3, 2020 Californians will finally have an opportunity to close the loopholes in Proposition 13 that keep large companies from paying their fair share of property taxes. This initiative—which will only apply to big businesses—will require them to pay property taxes at market rate, while maintaining Prop 13 property tax protections for homeowners and small businesses. This change will generate about $12 billion in additional revenue to the state including nearly $4.8 billion for education. It is important for voters to understand the change will not impact homeowners or small businesses regardless of what opponents to the legislation may advertise and profess. It is also important for voters to remember Proposition 13 was initially intended to protect elderly homeowners on fixed incomes—not to shield corporations from their full property tax obligations. It’s been more than 40 years since the passage of Proposition 13 began robbing public schools in California of the fiscal support they deserve. With voter approval on November 3, the “Schools and Communities First” initiative will finally hold corporations accountable for paying their fair share of property taxes so that the state’s schools will have access to the funding they need to help improve the quality of public education in the state. Of course, this is just my opinion. I’m keeping it real.
