ast week the California Department of Fish and Wildlife (CDFW) reported the sudden deaths of thousands of water birds at the south end of the Salton Sea—the birds died between January 8th and 17th. Reports of the massive die-off began trickling in January 8th. CDFW investigated immediately and found over a thousand bird carcasses concentrated in one area. Over the next week staff from CDFW and San Bernardino National Wildlife Refuge (SBNWR) collected more than 1,200 carcasses. Most of the carcasses were incinerated, but several specimens were shipped to the CDFW Wildlife Investigations Lab in Rancho Cordova to determine the cause of death. The samples tested positive for avian cholera. Avian cholera is an infectious disease caused by a bacterium. According to the CDFW, outbreaks occur every winter in California and may result in the deaths of thousands of birds. I did not know that . . . maybe such incidents are not widely reported. Hmmm? CDFW officials also say avian cholera can affect rabbits and mice but not other mammals and it is not considered a high-risk disease for humans, however they also warned hunters to always cook their game thoroughly—hmmm? It was once believed that almost all birds infected with avian cholera died suddenly of the disease however recent studies proved some birds survive and become carriers of the bacteria becoming likely sources of infection for other birds. In recent years, the fate of fish and fowl at Salton Sea has become as tragic as the current fate of the sea itself, and yet news of the sudden death of thousands of birds in a single location is still shocking to most, though hardly an aberration. I remember reporting on an incident a few years back when dozens of birds fell from the sky over Rim of the World High School in the San Bernardino mountains. Those deaths occurred within days of a similar event in San Diego County. All over the world there is a growing number of recorded incidents of mysterious mass bird deaths. For example, on New Year’s Eve 2011, thousands of dead birds rained down on an Arkansas town. Around the same time as the Arkansas event occurred, similar mass bird deaths occurred in Louisiana and in Europe. According to wildlife experts at the time, the thousands of birds that dropped from the sky in Arkansas died of blunt force trauma. “They collided with cars, trees, buildings, and other stationary objects,” the ornithologist said. Hmmm… On the afternoon of January 30, 2018 dead crows fell from the sky over Portland, Oregon. In February 2018, hundreds of dead starlings fell to earth—experts claimed they collided with each other. Hmmm. That same month, hundreds of dead starlings dropped from the skies over Utah. The number of mysterious mass bird deaths are many. From Australia to Austin, Texas, from Boise, Idaho to Paris, France, such incidents continue to be recorded. There are at least 10 million birds in North America according to one ornithologist—maybe as many as 20 billion and almost half of them die each year due to natural causes. This is interesting information for a round of Jeopardy, but it fails to explain what is causing birds of varying species to fall dead from the sky en masse at random intervals all over the world. The answers from experts continue to be as varied as the incidents themselves—avian cholera, loud noises, crashes into trees, buildings and each other, sudden drops in temperature, etc. It leaves me wondering about the role climate change may be playing in these mysterious, unnerving events. I’m just wondering. And, and as always, this is just my opinion. I’m keeping it real.

t was a whirlwind weekend of declarations by the U.S. Senator from California, Kamala Harris, that were enthusiastically received by crowds in South Carolina and California as she formalized and finalized the announcement of her candidacy for the President of the United States. Friday night she spoke before her sisters of Alpha Kappa Alpha (AKA), the powerful sorority originally founded at Harris’ alma mater, Howard University, in 1908. The sorority’s credo could be viewed as a model for Harris’ commitment to public service-- credo to be “Supreme in service to all mankind.” It is a credo that has stood the test of time as there are now more than 300,000 sorority members on college campuses across the country and around the world. Friday night, Harris spoke before more than 3,000 of her AKA sisters

in Columbia, South Carolina. With the nexus of AKA and the unwavering role of Black women voters. Without a doubt with AKA’s support, Harris has a powerful wind at her back. “We’re talking about political power, and we have it,” said Lorri Saddler Rice who pledged AKA with Harris at Howard in 1986 in an interview with CNN. “We have it and we’re going to leverage it. You’ll see it’s going to make a difference.” On Sunday, Harris brought her campaign message home to Oakland, California and told a crowd of 20,000 enthusiastic supporters, “My heart is full right now,” she told the crowd when she reached the stage. “I am so proud to be a daughter of Oakland, California.” “We are here because the American Dream and our American democracy are under attack and on continued on page 18

Code Enforcement Crackdown in Bloomington Bloomington

S

an Bernardino County officials have revealed there are more than 100 properties in the Bloomington area where illegal operations involving truck storage, warehousing hazardous materials on properties, and unpermitted businesses—a number significantly higher than any other unincorporated area of the County. As a result, the county’s Code Enforcement unit has committed to increase its enforcement of illegal trucking operations in Bloomington to mitigate the environmental hazards and public nuisances in residential areas of this community. “Bloomington is in the midst of designing its future as part of the new Countywide Plan and any illegal operations that currently exist there are not part of the vision,” said Fifth District Supervisor Josie Gonzales whose district includes Bloomington. “The community definitely needs healthy businesses to thrive; businesses choosing to be good actors that comply with local, regional, state, and federal regulations enacted to protect all of our residents. County Code Enforcement will play a key role in ensuring Bloomington’s bright economic future,” she concluded. The Board of Supervisors allocated $400,000 in the county’s 2018-19 budget to address unpermitted truck operations in this area enabling a Code Enforcement officer to work on the issue full time. In Bloomington’s residential zones, only one tractor-trailer is allowed to be parked as long as it belongs to the owner-operator and is parked in an appropriate area on at least one acre of land. As mentioned above however, adherence to this zoning requirement appears more the exception than

the rule. Evelyn Duke, a longtime resident of Bloomington, lives across the street from a property where trucks were parked illegally before the operation was shut down. She complained about noise and plumes of smoke the trucks would give off when driving onto the property because she saw how it was negatively impacting her elderly neighbors. “They had eight or nine trucks parked there and we couldn’t open our doors or windows because of the noise and they would leave their trucks idling out there at night,” Duke said. “One of the things that made me

n Saturday January 26, concerned citizens joined member of the San Bernardino Coalition Against Sexual Exploitation (CASE) in a march to draw attention to the crime of commercial sexual exploitation and trafficking “one step at a time.” Participants marched from the Children’s Network office at 825 E. Hospitality Lane in San Bernardino and moved east towards Tippecanoe and back to the starting point. “Human trafficking and sexual exploitation of children are often thought of as only occurring in foreign countries, but it happens here and we’re all responsible for educating ourselves and others about the realities of trafficking in our own continued on page 17

Sleeping Pill Abuse

S

leeping pills are abused both as a recreational drug and by users who accidentally become addicted or dependent on the drug. Recreational users typically use Ambien and other prescription and over the counter sleeping pills to reduce stress or to feel a ‘high’. Some also combine sleep aids with alcohol or other drugs to increase the high. Users will often steal pills from family and friends with a valid prescription, or buy them on the street, where people often sell them for $4-$17 per pill and sometimes more depending on the strength and brand of the drug. While recreational sleeping pill abuse is common, many users accidentally become ‘hooked’ through normal usage. This is especially prevalent when prescription users begin taking sleeping pills every night, or every time they have a stressful day or difficulty sleeping. The brain quickly adjusts to sleep aids in the system, making it difficult to impossible to sleep without taking a dose. Over time, even the bestintentioned user can find themselves physically dependent and unable to sleep without the drug.

Many users also develop tolerance, where the recommended dose ceases to have the same effect. Persons who avoid going back to their doctor to discuss the problem, often out of fear of having the sleeping aid removed, typically begin taking a higher dose to get the same effect, resulting in increased tolerance and addiction. Today, most sleeping pills are prescribed for short-term use in combination with therapy or behavioral therapy to attempt to correct the sleep problem. If you or someone you love is addicted to sleeping pills, there is help available. Simply going ‘cold turkey’ and quitting the drug often isn’t enough to get clean or to recover from a sleeping pill addiction, simply because the drug affects your brain, behavior patterns, and thoughts. Getting help will break this cycle by first taking the user through substance abuse to safely remove the drug from their system. Detox typically lasts 1-2 weeks, with some users experiencing more severe symptoms. Many users also develop tolerance, where the recommended dose ceases to have the same

Volunteer Juror Training for Riverside Youth Court Riverside

I

n an effort to give youth, who have broken the law and admitted their guilt, a second chance, and to avoid obtaining a criminal record, the Riverside Youth Court is now accepting applications for its next Youth Court Volunteer Juror training session. The Riverside Youth Court is an innovative approach to juvenile justice and acts as an early intervention for first-time offenders of misdemeanor crimes. The Volunteer Juror training session is scheduled for Saturday, February 9, from 8:30 a.m. until 3:00 p.m. at the Riverside Police Department’s Magnolia Station located at 10540 Magnolia Avenue in Riverside.

Funding the 2020 Census in California

I

n April 2018 as part of the state’s preparation for the 2020 Census, former California Governor Jerry Brown appointed a diverse 25-member board to help guide state officials on how to reach hard to count communities. In alignment with this goal, state leaders have made a significant commitment to the “California Complete Count Census 2020” outreach and communication efforts. For example, although Brown committed $90.3 million for census efforts, newly installed California Governor Gavin Newsom has proposed an additional $50 million in the 2019 budget to bolster that effort. The dollars allocated to counties and tribal governments for local support do not appear to be as liberal. The current allocation totals a mere $27 million to be shared between the state’s 58 counties and tribal governments. Dollars received by these municipalities to date were mainly to establish the local “Complete Count Committees” within each county/tribal district. Some counties may choose to use money from their general budget to augment state dollars for outreach efforts.

Local community-based organizations within each county/tribal district will collaborate to apply for funding to hire outreach workers to staff community-based events and door-to-door outreach in hard to count communities. These organizations are not precluded from buying local media spots. In addition, there are a little more than four million dollars set aside for statewide organizations who are reaching hard-to-count communities with an additional $5 million available for non-response follow-up. More money was also allocated for the media - $47.5 million up from the original allocation of $30 million. How the dollars will be assigned between paid media vs. communications etc., is yet to be determined. Coalition building will be critical in the coming months to ensure the necessary resources are provided to guarantee the most accurate and complete count of the state’s residents including those in the minority and immigrant communities—everyone must be counted. In Peak Flu Season, UC Riverside’s Dr. Cedric Rutland, M.D. Highlights its Impact on Black Community Andrea M. Baldrias Contributor

A

s flu season peaks, UC Riverside’s Dr. Cedric Rutland provides important information regarding the Black community and flu vaccinations. According to the Center for Disease Control, 7.3 million people have already been impacted by the flu this season. 26 percent of Black homes are multi-generational which means a higher likelihood that families might spread the flu to one another. MD Magazine reported Black teens have five percent lower rates of receiving flu vaccination, which also increases the likelihood of spreading the flu. Dr. Rutland highlighted, “Influenza vaccination rates (defined as having received a flu vaccination in the last 12 months) are lowest among Blacks and Hispanics. At 34 percent, both groups are significantly lower than American Indians or Alaska Natives, Whites, or Asians. The rate among Blacks was 25 percent lower than the rate among Whites in 2017, the latest year of data available,” (Source is CDC’s National Health Interview Survey). He continued, “The influenza and pneumonia death rate (age-adjusted, per 100,000 population) has been significantly higher among Blacks than Whites every year since 1999. The rate is decreasing for both groups at roughly the same speed. In 2016, the latest year of data available, the rate was 15 percent higher among Blacks than Whites,” (Source is CDC mortality data). Furthermore, it is essential that adults 50+ attain a flu shot, as the group is more susceptible to chronic health conditions and at high risk for developing flu-related complications or even death. According to the American Lung Association, 144 of adults ages 50 to 64 hospitalized to date this flu season reported at least one underlying medical condition— the most commonly reported were obesity, metabolic disorder and cardiovascular disease. “In terms of the flu and the Black community, you look at the ability to obtain vaccinations,” expounded Rutland. “The Black community has less access to healthcare. When you get into that age bracket, that means that Black community is affected by disease severity. If you don’t get the vaccination and obtain the flu, you will get sicker.” The solution to avoiding these severe outcomes is a simple flu shot. In a recent survey from the American Lung Association, only eight percent of 50+ respondents say the flu worries them. Many argue that the flu vaccination itself has unfavorable side effects which has resulted in substantial anti-vaccination sentiment. Dr. Rutland commented, “The research paper that spring-boarded the anti-vaccination rhetoric was stricken from the original medical literature. On the CDC website, it says in many ways that vaccines do not cause autism.” With patients of his own, he said, “I explain to them how a vaccine works and usually nine out of ten times a patient understands and gets the vaccine.”

Engaged and Prepared to Fight for a Fair Share of Block Grant Funding S.E. Williams Contributor

T

here is little question about the importance of closing the African American student achievement gap. It is more urgent today than ever before, yet for Black students in California, just as it is nationwide, although the goal of closing the gap is clearly attainable—it remains elusive. In June 2018 former Governor Jerry Brown signed AB1808 authorizing the allocation of a $300 million block grant targeting lowperforming students in the 2018-19 fiscal year. The money is intended to provide these students with additional support to increase their academic achievement. The block grant legislation was sponsored by the California Charter School Association (CCSA) and authored by Assemblymember Shirley Weber (D-San Diego). The one-time funding is intended to help close the student achievement gap by increasing per pupil funding for over 150,000 of the state’s lowest-performing students. It will also drive

additional resources to school districts, county offices of education, and charter public schools. During negotiations for the 2018 Budget Act, Weber secured the CCSA sponsored funding request on behalf of the California Legislative Black Caucus (CLBC). When the budget was finalized and the grant funding secured, Margaret Fortune, Board Chair, CCSA and CEO, Fortune School of Education, who led the CCSA push for this funding stated, “CCSA is proud to have helped launch a public debate about educational equity and the steps that must be taken to improve educational outcomes for California’s lowest-performing students. the achievement gap. “When you take a look at the percentages relating to where the performance level of African American students has been historically and where we are now, it shows we still have a long way to go,” she asserted. “We just want to make sure that under the new criteria—focused on the lowest performing students—continues. That we don’t lose the focus of what that money is intended to do— to target the lowest performing groups. And, when you look at it statistically, that definitely includes African American students. You can’t get around it,” she adamantly proclaimed. Hart believes one of the ways to assure this happens is through parent engagement at both traditional and charter public schools. “That includes organizations that do outreach to African American parents to get them involved in their school site council and that includes AAPAC [the African American Parent Advisory Council]. She suggested if there is not one at your child’s school, develop one. “[Create] an African American parent support group. You can name it [what you want], as long as you are convening

Black parents together to work on an agenda to specifically ensure the block grant funding is targeted to African American students.” Hart believes the only way parents can guarantee the funding is directed as intended is through parent engagement. “It is parent engagement on school campuses [both traditional public and public charter schools] that will make the difference,” she explained. “Other than that, it is not going to work.” “We cannot depend on other people to do that for us. You don’t have the Asians looking to the Blacks for solutions [to their students’ education]. “They are not putting their kids’ [educational] destinies in our hands,” she stressed as an example. “When you think about it. Who really does that? Nobody. Nobody but us.” “When you know better,” she continued, “you do better, that’s my motto for 2019.” Hart said when it comes to the education of one’s children—the parents are making choices. “You don’t have a choice when you don’t know, but when you do know, you have choices.” Parent engagement is common sense according to Hart. “We all know students are

Youth court volunteers will receive training in the juvenile justice system, the concept of restorative justice, and the deliberation process. Each volunteer will receive six hours of community service for attending the training and an additional three hours of community service each time he/she participates in a court session. After receiving this training, volunteers can serve as a Juror, Court Clerk, Prosecuting Attorney or Defense Attorney. We are at the basketball games when what we need is for parents to be sitting in those school board meetings. When it comes to discussing strategies for closing the African American achievement gap, we are not there. So, when someone else is there and their voices are louder—the money is directed toward them that’s it,” she concluded. Hart also noted the importance of parents investing time with their child when it comes to their education. “There are some parents who can invest financially for their child and then there are some parents who can’t. I would tell both parents the one thing everyone has equally is yourself.” She suggested parents should invest time in working toward their child’s educational success. “There is no dollar amount on that, it is just time. Parents can be very impactful in their children’s [educational] lives by spending time on a week day asking how their child is doing in class? Discovering how things are going. They may discover small things that can help their child emotionally,” she expounded, harkening back to her days of integration at San Gorgonio. “A child needs to be emotionally secure, a parent needs to be there for his/her child.” Hart also shared her thoughts on absenteeism as it relates to the block grant and in general. “We may secure all the money in the world and have the best programs at the school but if our kids aren’t in school because of chronic absenteeism, it is a big issue. If they’re not in school, it doesn’t matter what is in the school [in relation to programs and funding].” Parent engagement, assuring students feel emotionally secure and making sure students attend school are three areas of focus where Hart believes African American parents can have a significant impact. “We can’t just say, ‘O.K., we want the money.’ We have to make sure there is a heathy foundation to pull it all together.” In conclusion she stressed, “There are many more things that can be done, but these are the ones I feel are critically important.”

America: we are better than this.” During her speech Harris took a moment to address some of the criticism from progressives regarding her record as district attorney of San Francisco and later California’s Attorney General. She echoed words from her recently released autobiography where she identified herself as a progressive prosecutor who believed she had a greater opportunity to address issues related to injustice by operating from within the system. “I knew our criminal justice system was deeply flawed. I knew that the people in our society who are most often targeted by predators are also most often the voiceless and vulnerable. And I believed then as I do now, that no one should be left to fight alone.” She further stated, “Let’s speak the truth that too many unarmed Black men and women are killed in America. Too many Black and brown Americans are locked up. From mass incarceration to cash bail to policing, our criminal justice system needs drastic repair.”

She also addressed the recently passed criminal justice reform initiative and the #MeToo movement and Medicare for all. There were several memorable passages in her presentation one among them that resonated with the crowd was when Harris said she is running, “with faith in God, with fidelity to country, and with the fighting spirit I got from my mother.” It was her message of hope however that seemed to truly inspire the diverse crowd who gathered to hear her speak. “The truth is that as Americans we have so much more in common than what separates us, she proclaimed. “We are already standing on common ground. A significant number are next to schools. Illegal trucking operations negatively impact air and groundwater quality and increase odor, exposure to hazardous materials and the unsafe operation of trucks on neighborhood streets.

Approximately 2,400 students attend Bloomington High School on Laurel Avenue, a street that has one lane of traffic going each way and several illegal trucking operations in the immediate area. Often, trucks idle on the narrow street right in front of the school as they sit and wait for the oncoming lane to clear of traffic before they can make the left turn from Laurel. This problem is exacerbated during the crowded school arrival and dismissal times, shared Principal Sandy Torres. “It does create traffic jams,” Torres explained. “It makes it more hectic for our parents when they try to drop off and pick up their kids.” The increased code enforcement operation has already led to criminal charges being filed against illegal operators who didn’t comply with County codes and other regulations.
