The Blue Breeze Band will be performing at the Fontana Arts JazzFest.
JazzFest Returns to Fontana for Black History Month Fontana, CA – The community is invited to celebrate Black History Month at the Fontana Arts JazzFest on Saturday, February 22, 2020, from 3:00 p.m. to 7:00 p.m. at the Steelworkers’ Auditorium (8437 Sierra Ave.) at Miller Park—admission is free. The auditorium will be filled with lively colors, bluesy music, and entertaining acts including showcase jazz music performances and dances. The event will also honor African American achievements. The JazzFest is not only celebrating the history of jazz music, but it will be an interactive experience for all ages. Local Health Officials Closely Monitoring Spread of Coronavirus Riverside
R
iverside County and San Bernardino County health officials assure they are working with state and federal representatives to monitor the cases of coronavirus (also identified as novel coronavirus or 2019-nCoV) from the Wuhan, China outbreak. The illness, which originated in Wuhan, China, has spread to Southern California with one case each in Orange and Los Angeles counties. The California Department of Public Health was informed that one individual in Los Angeles County, one individual in Orange County and an individual in Santa Clara County have each tested positive for the coronavirus and confirmed by the Centers for Disease Control and Prevention (CDC). “It’s understandable Riverside County residents would be anxious with all the media reports about the growing number of cases, but I want the community to know everything is being done to prevent the illness from spreading here,” said Riverside County Public Health Officer Dr. Cameron Kaiser on January 27, 2020. “At this time, we have no evidence these individuals had contacts in Riverside County during the period they would be contagious.” A day later, on January 28, 2020, San Bernardino County Assistant Health Officer Dr. Erin Gustafson said, “There have been no confirmed continued on page 17

n Wednesday, January 28, 2020 Riverside City Manager Al Zelinka named 27-year law enforcement veteran Larry Gonzalez as Chief of Police. Gonzalez spent the past 15 years working his way through the management ranks of the Riverside Police Department and has served as the city’s interim police chief since mid-September 2019. Gonzalez was appointed interim chief following the retirement of Chief Sergio Diaz. In that role Police Chief Larry Gonzalez Gonzalez assumed the daily responsibility for 576 employees, including 372 sworn police officers, as well as management of a $135 million budget. “I believe in Larry as Riverside’s Police Chief because of his demonstrated performance to address important matters in the city and his trusted relationships throughout the community, department, and law enforcement agencies,” said Zelinka. “As Chief of Police, Larry has committed to me that he will implement the pillars of 21st Century Policing, evolve the Riverside Police Department to reflect Riverside’s diversity, and carry out organizational refinements around efficiency and

Stress & High Blood Pressure
Y
ou’d have to be hiding under a rock not to feel the effects of today’s fast-paced world filled with anxiety and increasing demands. Stress management is a life skill and a lifesaver. It’s also important to note that while the link between stress and high blood pressure (HBP or hypertension) is still being studied, stress is known to contribute to risk factors like a poor diet and excessive alcohol consumption. In addition to the emotional discomfort we feel when faced with a stressful situation, our bodies react by releasing stress hormones (adrenaline and cortisol) into the blood. These hormones prepare the body for the “fight or flight” response by making the heart beat faster and constricting blood vessels to get more blood to the core of the body instead of the extremities. Constriction of blood vessels and increase in heart rate does raise blood pressure, but only temporarily — when the stress reaction goes away, blood pressure returns to its pre-stress level. This is called situational stress, and its
effects are generally short-lived and disappear when the stressful event is over. “Fight or flight” is a valuable response when we are faced with an imminent threat that we can handle by confronting or fleeing. However, our modern world contains many stressful events that we can’t handle with those options. Chronic (constant) stress causes our bodies to go into high gear on and off for days or weeks at a time. The links between chronic stress and blood pressure are not clear and are still being studied. Stress is a lifestyle factor and, to a certain extent, a fact of life. Each of us also has a certain level of anxiety. On the other hand, chronic anxiety and anxiety disorders are medically diagnosed conditions, which can be impacted by stress. Learn to fight stress by making choices like talking with family and friends and making time for physical activity. Reduce stress by changing your expectations. Give yourself enough time to
get things done. Learn to say “no.” Don’t promise too much. Reduce the amount of tension by having a shorter list of items that must be done. Reduce stress by recognizing where you have control. You can’t control all the outside events in your life. However, you can change how you handle them emotionally and psychologically. Try to learn to accept things you can’t change. You don’t have to solve all of life’s problems. Engage in physical activity regularly. Do what you enjoy; walk, swim, ride a bike or jog to get your muscles going. Letting go of the tension in your body will help you feel better. Reduce stress by practicing gratitude and joy. Change how you respond to difficult situations, focusing on the positive, not the negative. Expressing gratitude to others can also boost your level of feeling good about life and reduce stressful thoughts.

“Mother Wit” by Artist Sandra Rowe
eginning February 1 through May 24, 2020 the Riverside Art Museum (RAM) is presenting Mother Wit. The long-overdue retrospective by artist Sandra Rowe explores the full range and depth of her artistic expression. For nearly fifty years, Sandra Rowe’s work has been impossible to categorize. With her unflinching views of relationships, race, and gender, she pokes and prods, asking questions that are difficult to answer and which often go unspoken aloud. Figures are often stripped of gender and race yet, somehow, more deeply embody the core of the human experience. RAM Executive Director Drew Oberjuerge said, “This retrospective is very crucial for the Riverside Art Museum to showcase.” Adding, “Sandra is one of Riverside’s most important art stories.” The Rowe exhibition is curated by Todd Wingate, RAM’s Director of Exhibitions and Collections, who showed Rowe’s work in the 1980s in his gallery, the Mind’s Eye in downtown
Riverside. Throughout this time, Rowe and Wingate have maintained a good friendship. When Wingate came to RAM, one of his top priorities was to organize this retrospective. For over three years, they have poured over hundreds of pieces of art and combed through boxes of archives to create this powerful exhibition featuring Rowe’s life-time achievement of work. “For over 30 years, I have been awed by Sandra’s unflinching view of human nature and more so by how that view informs her work,” says Wingate. “Often deep or dark, but always incredibly powerful, Sandra does not shy away from shining a bright light upon social injustice in her work. She confronts it head-on, navigating the various layers created by love, fear, lies, and truths.” Former gallery owner Connie Ransom also shared her thoughts about Sandra and her work. “For several years, Sandra and I had studios next to each other in an old produce warehouse on Vine Street,” she began. “Sandra made me continued on page 18

lack public officials gathered for a reception Monday evening, January 24, 2020. It was a great opportunity for locally elected officials to come together from various parts of the region. The event, sponsored by the Blu Education Foundation and Southern California Edison, was hosted by City of Rialto Mayor Deborah Robertson, Mayor Pro Tem Ed Scott and Rialto Councilmembers Joe Baca Jr., Rafael Trujillo and Andy Carrizales. Hardy Brown, Sr. As explained by Blu Educational Foundation Contributor President/CEO Dina Walker, the group’s mission is Photo by Benoit Maphettes to build leadership within those elected to office for civic engagement in the Inland Empire. During the evening a small panel of elected officials shared their experiences regarding how they were elected to office, the benefits of building coalitions within the community in which they live and having confidence in themselves as key ingredients needed to run for office. However, guest speaker Dr. Daniel Walker gave a history lesson on political engagement in America going back to the reconstruction era which followed the civil war and related it to the Inland Empire. He pointed out how Ted Davis, a local community activist in Fontana, brought the

late Robert Kennedy to North Fontana back in the sixties through his civic engagement and he was not an elected official. I might add to his story that during that time he was fighting the Ku Klux Klan. According to newspaper articles at the time—Ted was protesting Klan activities alongside Rev. William Dunston, President of Rialto NAACP. Dr. Walker pointed to those in attendance and stressed how you have to get and stay engaged in order to be effective as an elected official. He gave several examples but highlighted the “Unbought and Unbossed” Shirley Chisholm of Brooklyn as being the first African American to run for president paving the way for Jesse Jackson and Al Sharpton to run; and later, Barack Obama to become president. In addition to the Blu Education Foundation, the League of California Cities African American Caucus, Westside Action Group and Black Voice News also supported the reception. The reception was made possible with financial support from Edison. Edison has a long history of assisting Blacks in their efforts to provide leadership in the local community. I know because they supported me and Don Griggs to help sponsor Boy Scout Troops back in the late 60’s when we were employees at Edison.

any in the community reacted with concern when it became public a flight transporting American citizens and U.S. diplomats from Wuhan, China was going to arrive in the inland region. U.S. Representative (D) Mark Takano who represents California’s 41st congressional district said he received details about the flight from Wuhan, China transporting approximately 210 American citizens, including U.S. diplomats and their families on short notice. He was briefed by the Director of the

On Saturday Takano and U.S. Representative Norma Torres (D-CA) sent a letter to U.S. Air Force Secretary Barbara Barrett requesting more information on the decision to repatriate U.S. diplomats and citizens to March Air Reserve Base and expressing concern over the lack of transparency behind this decision. In the letter, they state, “Some Members of Congress were first notified of, but not consulted on, this decision on the evening of January 29, 2020 by officials from the Department of Health and Human Services (HHS) and the Centers for Disease Control and Prevention (CDC). Other Members were told the flight was being diverted away from Ontario International Airport, the initial destination, but were not informed of the final destination. However, the one consistency is that we have yet to receive any contact or update from the U.S. Department of Defense (DOD) on this flight or any future plans to repatriate additional individuals at March Air Reserve Base.” Takano and Torres continue, “We are deeply troubled by this lack of transparency. Any unilateral decisions in this regard has had and will continue to have lasting impacts on the employees and citizens at March as well as members of the surrounding community.” In advance of the letter Takano expressed his belief, “The federal government’s top concern is ensuring that these Americans return home safely without posing a risk to others.” Adding at the time he would be monitoring the situation closely. “My staff and I are communicating with the CDC and HHS and receiving updates as they become available,” he assured. Takano sought to assure members of the community that strict precautions are being taken to protect public health and to ensure that passengers traveling from China and servicemembers and employees at March Air Reserve Base are safe. “I would like to thank CDC Director Dr. Robert Redfield and HHS Assistant Secretary Dr. Robert Kadlec for their professionalism and transparency during this process. U.S. Congressional Representative Ken Calvert (R-42nd Congressional District) noted, “It’s completely understandable that people have questions upon hearing that a plane carrying American citizens being repatriated from Wuhan, China was landing in our region.” Calvert assured he is also communicating with federal and local public health officials to ensure necessary precautions are being put in place to keep members of the community safe. “Health officials continue to indicate the risk of infection from Coronavirus in America is low,” he stated. Calvert gave additional details regarding the screening process for those who arrived from Wuhan, China. Those precautions include/included the following: those arriving from China were screened before they took off; monitored during the duration of the flight by medical personnel on board; screened again on landing to refuel in Anchorage, Alaska; monitored on the last leg of the flight by medical personnel on board; evaluated upon arrival at March Air Reserve Base; and then monitored for symptoms post-arrival. On Friday Takano restated the CDC’s federal quarantine order at March Air Reserve Base for the U.S. citizens who were repatriated from Wuhan, China. Re-emphasizing, “The CDC made it clear that this serious action was taken out of an abundance of caution based on scientific evidence as new details from China and new evidence suggesting the potential asymptomatic spread of the virus emerge.” This federal quarantine will require all passengers who traveled from Wuhan, China to be under

observation at March Air Reserve Base for 14 days beginning from the date when the flight departed Wuhan. According to the CDC, this quarantine order offers the greatest level of prevention and will help mitigate any potential impact of the virus in the United States. Takano added, “My top concern is the health and safety of our community and employees and personnel at March Air Reserve Base. After speaking with medical professionals, I believe that this quarantine order will help protect our community in Riverside County and the repatriated individuals, their families, and their communities.” Riverside County Public Health Officer Dr. Cameron Kaiser said, “Once we were informed of the possibility the flight would arrive at March, we began a collaborative process for a plan to protect the health and well-being of the passengers and the residents of Riverside County. The screening process will be very thorough and ensure these people can get back home and not put anyone at risk.” Also, workers erected three large tents at March ARB in preparation of any planes that could not land at their primary or secondary destinations this week Takano explained in a separate press release. He further noted how these tents would only be used for medical screening for passengers if their planes were diverted. Because of the time involved in constructing the tents, officials decided to have them in place in case any planes were unexpectedly diverted to March. At this time, we urge the public to remain calm, as it is very unlikely to be at risk of contracting the virus.” Gustafson affirmed there is no cure for this virus but stressed, “[O]ur hospital partners and clinical providers will be able to test and care for ill travelers effectively to minimize transmission and severe illness.” On Thursday the World Health Organization declared a global emergency defined as an extraordinary event that constitutes a risk to other countries and requires a coordinated response. Also on Thursday, the CDC confirmed the person-to-person spread of the virus in the U.S. To date China has reported more than 7800 cases including 170 deaths and 18 other countries—including the United States—have reported cases. Health officials urge everyone to take the following steps to protect your health and the health of those around you. • Wash hands with soap and water • Avoid touching eyes, nose or mouth with unwashed hands • Avoiding close contact with people who are sick will help reduce the risk of infection with a number of different viruses • If someone does become sick with respiratory symptoms like fever and cough, they should stay away from work, school or other people to avoid spreading illness DPH has urged individuals who have recently traveled to Wuhan City, China and who develop fever or respiratory symptoms to contact their healthcare provider by phone. K E E P I N G said the giveaway arrangement raises questions about the group’s tax-exempt status, because it does not appear to be vetting recipients of its money for legitimate charitable need(s) at its rallies. At least one legal expert has questioned whether giving money away at a campaign rally is a charitable act, especially since there appears to be no qualification process. Not surprisingly the group facilitating the rallies, Urban Revitalization Coalition (URC), has a Black man as its CEO who claimed (according to a Politico report) anyone receiving more than $600 is required to fill out a W-9 to assure compliance with federal tax law. During the December event in Cleveland, the URC gave away a total of $25,000. Not surprisingly during the occasion Trump’s spokesperson defended Trump’s record on race stating, “President Donald Trump — the one that they say is racist — is the first president in the history of this country to incentivize people who have the money to put it into ... urban areas.” In the meantime, the president and his enablers continue their efforts to cut funding from one federal program after another designed to serve as safety nets for citizens of low-income communities. He has even issued an executive order calling on all federal agencies to help reduce poverty but squeezing programs. Some of the presidents plans to accomplish a reduction in poverty include recalculating the poverty line; stricter enforcement of SNAP work requirements and income limits; rescinding regulations on payday lenders; making it harder for benefit recipients to receive green cards; making it harder to sue over housing discrimination; denying housing aid to families of immigrants without documents; allowing homeless shelters to deny housing to transgender individuals; work requirements for Medicaid recipients, and the list goes on. The 15th Amendment reads in part, “[The] right of citizens of the United States to vote shall not be denied or abridged by the United States or by any state on account of race, color, or previous condition of servitude.” Today, Trump and members of the Republican party are unabashedly working on one hand to suppress the Black vote in states around the country despite the mandates of the 15th Amendment; while on the other hand he simultaneously attempts to buy Black votes (since he can’t buy Black people) by giving away money. In a way, this is not surprising now that we understand the president’s business acumen. In the seminal work, “Disposable People: New Slavery in the Global Economy” author Kevin Bales noted in “[In] 1850, an average slave in the American South cost the equivalent of $40,000 in today’s money.” With this in mind, for racist president and pretend billionaire like Donald John Trump and his supporters, in contrast, it probably appears to be a reasonable investment to split $25,000 between maybe 100 people at each of a few rallies across the country in an effort to buy a few Black votes. As we consider what Blacks sacrificed to secure passage of the 15th Amendment in 1870 along with the added price paid by Blacks to make voting a reality 95 years later with passage of the 1965 Voting Rights Act, maybe the questions we should be asking are: How much did our ancestors pay forward for their progeny to vote in 2020? Were their blood sacrifices worth more than the few hundred dollars offered some of their descendants to support a man so “unworthy” of their sacrifice? To these questions I would answer that their sacrifice cannot be quantified and were certainly worth more than a few hundred dollars thrown at a few members of a long-suffering community. One of the best ways for us to honor the sacrifices of our ancestors this year is to assure we vote this November. Of course, this is just my opinion. I’m keeping it real.”

effectiveness.” Zelinka elaborated on how Gonzalez was chosen after a comprehensive search, an unprecedented amount of community input and a series of interview panels with law enforcement professionals, community leaders and neighborhood groups. During a series of community meetings Riverside residents were asked what they wanted in their next Police Chief. Their responses were documented and shared online. In addition, the public’s responses were used as criteria for evaluating candidates. “The Riverside Police Department has been my life’s work, and it always has been my dream to lead this incredible group of men and women,” Gonzalez said. “I am honored to have been selected as Police Chief, and I look forward to making a great department even better.” Before becoming Interim Chief, Gonzalez had worked for more than three years as Deputy Chief. In addition to providing executive-level leadership to Chief Diaz in this role, he also directed and supervised multiple divisions of the department, including Support Services and Civilian Personnel, and managed the Records Bureau, Communications, and Internal Affairs. Gonzalez also served as Captain of the Support Services Division, where he provided management oversight of the Field Officer’s Training Program and the Intelligence Unit. Gonzalez has served as a watch commander, the Neighborhood Policing Center East Area Commander and as a SWAT commander. He also worked in Aviation, K-9 and other specialized units in addition to other assignments including as an instructor at the Riverside County Sheriff’s Academy since 1999 where he taught officers in use of force, internal affairs, laws of arrest, defensive tactics, civil liability and more.
