s we enter fully into Black History Month 2019 and join in celebrations acknowledging the history and contributions of Black Americans, it is hard to ignore the many reminders that this year marks 400 years since the first African arrived on the shores of what would become America; but, does it? A recent article in Smithsonian Magazine titled, “The Misguided Focus on 1619 as the Beginning of Slavery in the U.S. Damages Our Understanding of American History,” reminds us that the events of 1619, though historical, is an arbitrary marker of the arrival of Blacks in this country planted by those in power as a measure of their history in this land—and, a remarkable distortion of ours. As noted in the Smithsonian article, “1619 is not the best place to begin a meaningful inquiry into the history of African peoples in America.” Certainly, placing the marker at 1619 acknowledges the arrival of the purported 20 plus Africans with their European masters in what would eventually become the state of Virginia, and certainly their arrival should be noted; however, it ignores the arrival of Blacks in pre-America in 1526— more than 90 years earlier, when enslaved Africans arrived along the coast of what is now identified as South Carolina as part of a Spanish expedition. It also fails to acknowledge the numerous other recorded landings of enslaved Africans on American shores is the nation’s pre-history. Acknowledging 1619 as the date Africans first arrived in this country is not only a distortion of the truth, it ignores the existence of those Africans enslaved and forced here by Spanish explorers in 1526. It washed away their existence, their story of resistance, of rebellion that, as noted, “effectively destroyed the Spanish settlers’ ability to sustain the settlement.” Those with privilege and power have been forever free in America to spin historical tales that only partly reflect the true history of this nation. Marking 1619 as the “date of arrival” for Blacks in this country is purposely disingenuous. As noted by several scholars—”Africans were in America nearly 100 years before 1619.” The Smithsonian article reminded us how we “choose to characterize the past has important consequences for how we think about today and what we can imagine for tomorrow.” The historical distortion of the arrival date(s) and roles of Africans in the pre-dawn of this nation relegates their roles to nothing more than peripheral bit players in an epic saga that only featured courageous White explorers and brave White settlers in the birth of this nation. This distortedly recorded saga demonstrates one more way American Blacks continue to be successfully robbed of their role in this nation’s history—stories of how, not only those who arrived in 1526 but the hundreds of others brought here under duress before 1619, persevered, endured and in many cases survived the hardships of early American life, a life further complicated by the burden of slavery. Their stories were largely ignored and/or purposely buried—but, they were not lost forever. Yes, we should honor the memory of the Africans who arrived in 1619, but not at the expense of the nearly 500,000 African men, women and children forced to these shores in the nine decades that preceded their arrival. Although the names, journeys, struggles, hopes and sorrows were whitewashed from the history of this nation, it does not mean we should perpetuate the 1619 myth. We carry the history of the 500,000 who arrived before 1619 in our very DNA. It is up to us to remember they were here. Black History Month should be a celebration of the true history of Blacks in this country not the history written by the same people who enslaved us and contrived to rob us of it. Of course, this is just my opinion. I’m keeping it real.

Images San Bernardino – In recognition of Black History Month, the San Bernardino County Museum, in partnership with the Southern California Black Chamber of Commerce, Inland Cities, East, presents an exhibit featuring the fine art works of prominent African American artists from throughout Southern California. The exhibit titled “Images of Black Culture, Life, & History,” opened at the Museum on February 1 and will continue through March 3. It features a variety of mediums including paintings, watercolors, collages, ceramics, and quilts. Charles Bibbs who guest curated the exhibit, has two works in the show. Other renowned artists whose works are featured in the exhibit included Adeola DaviesAyeloja, Alva, Bernard Hoyes, Christopher J. Wesley, Derrick Dzine, Diana Shannon Young, Emmy Lu, Errol Cook, Keith Mikell, Kenneth Gatewood, Manuelita Brown, Michael Massenburg, Maurice Howard, Nathaniel Bustion, Rosalind McGary, Synthia Saint James, Shaz Taylor, Theresa Shellcroft, Viveca Mays, and Zeal Harris. The Chamber will host an exhibit reception at the Museum on Thursday, Feb. 7 from 5 to 7 p.m. This special exhibit is included with museum general admission. Parking is free. Newly Remodeled Dorothy Inghram Learning Center Reopens San Bernardino

E

ducators, elected officials and community members attended the grand opening celebration of the newly remodeled Dorothy Inghram Learning Center. More than 200 people attended Monday’s opening ceremony held at the refurbished center located at 670 E. Carnegie Drive in San Bernardino. The event was emceed by County Superintendent of Schools, Ted Alejandre. The newly refurbished Dorothy Inghram Learning Center will now be home to the County Board of Education’s monthly meetings. In addition, it will house the administrative offices of county schools’ Regional Occupational Program (ROP). The ROP is hosting its newly offered cybersecurity classes there. The administrative offices of the East Valley Special Education Local Plan are also housed there. Born and raised in San Bernardino, Dorothy Inghram was an education pioneer who devoted her life to education and the achievement of her students and community. Annual Point in Time Counts—Completed

undreds of volunteers spread out across the inland region last Tuesday and gathered information about the area’s homeless population. The Point in Time (PIT) count, conducted under the stewardship of each county’s Department of Public Social Services, has been a requirement of the U.S. Department of Housing

and Urban Development since 2005 for every municipality that receives homeless funding from the federal government. PIT creates an opportunity for each county to identify how many individuals and households are homeless, including those living on the street or other unsheltered locations. The effort also helps identify some of the key characteristics of

Boy Scouts of America Expands it Legacy

Riverside – Across the country, thousands of girls and their families celebrated last week as the Boy Scouts of America (BSA) welcomed girls into its fold for the first time. At least 100 girls right here in the inland region between the ages 11-17 were counted among those who officially joined this most iconic program for character and leadership development. According to its website, although the organization has welcomed young women and girls into its Venturing, Exploring, Sea Scouts and STEM Scouts programs for more than fifty years. BSA see this change as an expansion of its legacy. Through participation in all-girl troops, the young women will learn from the same program, earn the same merit badges and achieve the same advancements that boys have earned for nearly 109 years in the Boy Scout program. Black History Matters to Everyone

F

ebruary is Black History Month. The struggles of the past teach us all about the present. Ninety years after Black History Month launched, Black history is more relevant than ever. In some places these days it has become a full-fledged month-long celebration of Black art, music, religion, drama and scholarly discussions. It has also been the subject of ridicule and controversy. Why do Black people get a month all to themselves, ask some Whites. Answers Blacks: White people have the whole year. But there’s a very good reason February was chosen. Dr. Carter G. Woodson, one of our first and foremost Black historians, was disturbed by the way Negroes were portrayed or not portrayed at all in American history books. In 1926, he called for a week to be set aside to celebrate the contributions Black people had made throughout the country’s history. He thought it was important for Black people to know their history, and for White people to appreciate the contributions we made and

continue to make through our country. It was Dr. Woodson who chose the second week in February because it contained the birthdays of two men who had a profound impact on the lives of Black Americans: Frederick Douglass, the great abolitionist and civil rights leader, and Abraham Lincoln, who freed the slaves during the Civil War. Fifty years later in 1976, Negro History Week became Black History Month. Is it still relevant in 2019? If you talk to some young Black Americans, the leaders and events we celebrate are ancient history. Some say they are more interested in Black Panther, LeBron James and Missy Elliott than DuBois, Malcolm or NAACP co-founder Ida B. Wells. Others say a separate month delegitimizes Black history. Black History Month is still relevant. We still need the short, cold month of February devoted to from whence we came. Without it, future generations won’t even know or care that the ever present problems of Black people are slowly but steadily slip-sliding off America’s radar.

Richard De Nava Elected Vice President Of CASBO San Bernardino

A

ssistant Superintendent of Business Services for San Bernardino County Superintendent of Schools Richard De Nava was recently elected vice president of the California Association of School Business Officials (CASBO). As vice president of CASBO, De Nava becomes one of four officers for the organization, along with the president, president-elect and immediate past president. The organization, which has more than 24,000 members in the state of California, was founded more than 80 years ago as a resource for professional development and business best practices for California’s school business leaders. It also provides certifications and training, promotes business best practices and creates opportunities for professional collaboration. Renewed Federal Grants Assure Homeless Services will Continue in the Inland Region

s officials and volunteers prepared to fan out across the Inland Empire to count the region’s homeless last week, the U.S. Department of Housing and Urban Development (HUD) announced plans to renew funding to thousands of local homeless

programs across the nation. “At this time of year, thousands of local homeless assistance providers receive federal funding to operate and maintain stable housing for those living in our shelter system and on our streets,” said HUD Secretary Ben Carson continued on page 18

Riverside Now Home to America’s Largest National Cemetery S.E. Williams Contributor

O

n Friday, the Department of Veterans Affairs (VA) National Cemetery Administration announced the completed acquisition of 315 acres to expand the Riverside National Cemetery. Discussions of a proposed expansion were in the works for nearly three years and last February, the Department of Veterans Affairs released a public draft of the environmental assessment of the proposed land acquisition. As anticipated, the VA purchased land adjacent to Riverside National Cemetery (RNC). The purchase included the General Old Golf Course at March Air Reserve Base, from the March Joint Powers Authority for $12.5 million. The golf course will continue normal operations and remain open for the foreseeable future. The RNC is the busiest National Cemetery in the United States and, although VA estimates adequate space remains for burials for the next 50 years, it recognized that additional land, preferably adjacent to the RNC, would be needed to meet the burial needs of area Veterans in the future. The goal, according to the VA, “Is to provide a National Cemetery of

sufficient size and capacity to serve the projected needs of Veterans in the Riverside County, California area for the next 100 years.” The decision was additionally rooted in the assumption that the burial needs of veterans are met if they have reasonable access to a burial option in a National or State Veterans Cemetery within 75 miles of his/her place of residence. “With Riverside National Cemetery becoming the most utilized National Cemetery, it was evident we had to make arrangements to support the growing needs of our Veterans and their families,” said Under Secretary for Memorial Affairs Randy Reeves. “The additional acreage will ensure our Veterans have access to the benefits they have earned and deserve.” With the added land, Riverside National Cemetery now consists of 1,236.77 acres, making it the largest national cemetery managed by National Cemetery Administration (NCA)—a status previously held by the Calverton National Cemetery in Long Island, N.Y. Calverton is now the second largest national cemetery with 1,045 acres, and Abraham Lincoln continued on next page

Congressman Mark Takano (D-Riverside), who chairs the House Committee on Veterans’ Affairs, welcomed the NCA announcement. “This expansion will help ensure that those who gave their lives in service to our country will receive the honor and respect that they deserve,” he stressed. “I commend the VA for making the proper expansions to Riverside National Cemetery in order to address the evolving needs of veterans and their families,” In addition to becoming the largest cemetery in the NCA, Takano commented on another reason he views the expansion as welcomed news. He further noted, “This is the most active national cemetery in the nation.” Takano’s assessment is based on the number of annual internments there. According to cemetery officials, more than 8,000 veterans and their family members are interred at the Riverside National Cemetery each year. Today, the Riverside National Cemetery remains a remarkable resting place in size and presentation. Currently seated on 740 acres, the site contains memorial circles, lakes, indigenous-styled committal shelters, a memorial amphitheater and monuments that honor POWs, those missing in action, Medal of Honor Recipients, Vietnam Veterans and others—Arlington is the only national cemetery in the nation that boasts more monuments than Riverside. Riverside National Cemetery was established in 1976 when March Air Force Base transferred 740 acres to the National Cemetery Administration. The Veterans Administration operates 136 national cemeteries and 33 soldiers’ lots and monument sites in 40 states and Puerto Rico. More than 4 million Americans, including Veterans of every war and conflict, are buried in VA’s national cemeteries. For every veteran not buried in a VA national cemetery, VA provides headstones, markers or medallions to commemorate their service. Twenty percent of U.S. Veterans (596,000), who died in the U.S. and Puerto Rico in FY 2018 were buried in a national, state or tribal Veterans cemetery—65 percent of those internments were in the 20 busiest national cemeteries— Riverside National Cemetery ranked at the top of the list. As new national, state and tribal Veterans cemeteries open, this percentage is expected to increase. National cemeteries are considered cultural centers by many. For example, in fiscal year 2018, more than 5.4 million people visited VA national cemeteries across the country. The Veteran Administration’s Legacy Program is responsive to this interest and has an educational outreach initiative that works to memorialize the nation’s Veterans by sharing their stories of service and sacrifice. The agency partners with universities, schools, teachers, professors, and students of all levels to research veterans interred in national cemeteries and learn how they contributed to their country as servicemembers, and their communities as veterans. San Bernardino Prepares for County’s Largest Business Summit San Bernardino

ore than 1,000 business, community and government leaders are expected to gather for San Bernardino County’s annual Regional Business Summit and State of the County on Tuesday February 12th. This year’s event theme, “Innovate. Transform. Grow.,” was selected in recognition of the county’s economic strength, business growth and innovative ideas designed to further transform the region. An integral part of the region’s projected progress in these areas will be rooted in the county’s recently launched Vision2Succeed campaign—an initiative focused on not only preparing county’s residents for jobs in today’s market but also to build the capabilities desired for the kinds of jobs county officials would like to attract to the region. This year’s event will feature a message from

Data and other information gathered during the PIT count is essential to how municipalities measure success in addressing homeless issues, and it also helps them understand specific year over year challenges in this regard. This year for the first time, volunteers who participated in the count used a special mobile app to help capture the required data. in a press release that announced the funding renewal. “Renewing these grants will come as a huge relief to these providers, and it will allow them to continue their work to house and serve

our most vulnerable neighbors.” The funding supports a broad array of interventions designed to assist individuals and families who are experiencing homelessness. This year, the state of California will receive in excess of $381 million in renewed grants for 694 local projects. About $172 million of the state’s share of this funding will be appropriated to Riverside, San Bernardino, Los Angeles, Orange and Ventura counties. According to HUD, last year local communities from around the country reported homelessness in their areas had remained largely unchanged. Based on those reports, HUD’s 2018 Annual Homeless Assessment Report to Congress determined that 552,830 persons experienced homelessness on a single night last year—this represented an increase of 0.3 percent over 2017. There was also some good news in the report. The number of families with children who experienced homelessness on a single night in 2018 declined by 2.7 percent from 2017, and a total of 29 percent since 2010. Counties around the country also reported a continued downward trend in veteran homelessness. The number of homeless veterans declined by 5.4 percent from 2017, and a total of 49 percent since 2010.
