Temecula: Confederacy of the Inland Empire
The name Temecula, comes from the Luiseño Indian word, Temecunga. In their language, ‘temet’ means sun and ‘ngna’ means “place of”. So it seems appropriate that we should shine some light on the cesspool of racists sentiments that currently pervade this modern day city.
Racism in Temecula, like most of America, is not new and actually began with the eviction of the Temecula Indians by white ranchers in 1875, recorded as one of the most significant events in the history of the Pechanga people according to the government of the Pechanga Band of Luiseño Indians. It stripped them of their homes, livelihoods, and many of their possessions…as was and in some ways is still the American way.
As indicated by its name, the need to shine continuous light on the city of Temecula is certainly warranted as evidenced by the racism that continues to occur there again and over again.
Temecula’s current leadership, whether it’s
the city council, the school board, a religious organization like the 412 Church or political organizations like the Inland Empire Family PAC, are helping to polarize and separate the community along racial and ideological lines, in the process, fostering feelings of resentment and distrust throughout the city and beyond.
Consider this series of recent actions by city leaders: Temecula city council will no longer declare Black, Hispanic, Asian heritage or Gay Pride Months; Temecula City Council rejects antiabortion resolution-but it could return; Temecula Valley Unified school board bans critical race theory in district schools; Anti-Mask [Temecula] councilwoman compares herself to Rosa Parks stating “I’m Getting Pushed to the Back of the Bus”; and Homophobic Temecula councilmember rails against Pride proclamation.
And then, there is the series of racist acts from within the community itself in recent years. For

CA Joins Multi-State Coalition in Support of Gun Restrictions in Places of Worship
reasonable restriction against firearms in places of worship. Bonta and the coalition argue that because The Second Amendment allows states to implement reasonable firearm regulations to promote gun safety and protect against gun violence, New York's restriction is reasonable to protect the public and falls within the long-standing tradition of constitutional gun regulations.

Attorney General (AG) Rob Bonta, along with a coalition of 16 other state attorneys general, have filed a friend of the court brief in the U.S. Court of Appeals for the Second Circuit on January 17, supporting New York's regulation that prohibits the carrying of firearms in sensitive places, especially places of worship.
“The fact is, more guns in more places makes us less safe and interferes with the ability of our citizens to exercise their constitutional rights,” said Bonta in a press release.
Recently in California, seven people were shot dead in Half Moon Bay and 11 people gunned down in Monterey Park.
“Less than a year ago, six people were shot during a church service in Laguna Woods. In the United States, tragedies such as these are all too common and as we see this trauma compound in our communities, we must do more, not less,” Bonta asserted.

The amicus brief was filed in the Second Circuit in support of New York’s defense against a legal challenge to its firearm-related public nuisance statute—a law that is similar to California’s AB 1594, which the AG supported to restore the right of victims to hold the firearm industry responsible for its misconduct. The coalition also argues that the Second Amendment allows states to implement reasonable firearm regulations and that the challenged provision regarding places of worship addresses the danger posed by firearms in such locations. On January 19, 2023, Bonta also joined a brief urging the United States Court of Appeals for the Second Circuit to reverse a district court decision blocking enforcement of several provisions of the same New York law.

Charting the Course for Equity Coalition (CCEC), led by the Diversity in Leadership Institute, has announced the launch of a statewide advocacy campaign aimed at securing funding from the state government to recruit, retain and train hundreds of school administrators of color.
The Diverse Education Leaders Pipeline Initiative (DELPI) is a first-of-its-kind program and aims to increase the diversity of school administrators to better reflect the communities they serve. The CCEC is a diverse network of local and national organizations with a presence in California, committed to the belief that school leaders' racial diversity and culturally responsive leadership skills are critical to creating successful schools.
When funded, the DELPI will provide grants

to local education agencies, community-based organizations, and credentialing institutions. The program will support training, credentialing, placing, and retaining hundreds of new, diverse, and culturally responsive TK (TK (transitional kindergarten))-12 administrators, with the goal of positively changing the trajectory for all students in California.
Despite 60% of students in California being Black or Latinx, only 20% of public schools have Black or Latinx principals. Research has shown that greater representation in school leadership
can lead to higher scores on standardized tests, lower suspension rates, and stronger college and career readiness ratings.
The coalition is calling on Governor Gavin Newsom and the Legislature to support aspiring administrators in California, with the goal of positively impacting all students across the state.
In addition, the initiative also aims to support and retain teachers, which is a priority

Millions of Californians are at risk of losing health coverage as state and federal COVID-19 public health emergencies (PHE) are set to expire.
During the pandemic, Californians enrolled in Medi-Cal – the state’s Medicaid program – were provided with “continuous coverage” that allowed them access to healthcare services without interruption. States received increased
federal funding with the promise that they would postpone disenrollments as long as the PHE was in effect.
The “continuous coverage” is set to end on March 31 under the federal Consolidated Appropriations Act of 2023 which no longer upholds the Medicaid continuous coverage requirement. Beginning on April 1, 2023, counties across the state will begin the process of annual Medi-Cal renewals for all beneficiaries and redetermine their eligibility, a process the Centers for Medicare and Medicaid call “unwinding.” If they are no longer eligible or fail to complete the renewal process, coverage will be terminated.

In California, an estimated 15 million people — one-third of the state’s population — are enrolled in Medi-Cal and up to three million people could lose coverage if they fail to renew coverage or no longer qualify. (freepik.com).
Roughly 91 million people were enrolled in Medicaid as of October 2022. Experts estimate that 18 million people are at risk of losing coverage as a result of the year-long unwinding process despite seven million still being eligible.
During an Ethnic Media Services media briefing on the unwinding process, Farah Erzouki, senior policy analyst at the Center on Budget and Policy Priorities (CBPP), explained that the Medicaid staffing crisis and paperwork issues will contribute to people losing coverage.
Additionally, people who fail to submit paperwork on time or contact their Medicaid agencies will also be at risk of losing coverage.

Voters To Determine Fate of Fast Food Workers Pay Raise

Last September, Gov. Gavin Newsom signed Assembly Bill (AB) 257 into law. Supporters of the legislation, authored by Assemblymember Chris Holden (D-Pasadena), hailed it for its promise to provide a minimum wage and improve working conditions for fast food workers.
But late last month, the future of AB 257 -- also known as “the Fast Act” or “the Fast Food Recovery Act” -- came into question. California Secretary of State Shirley N. Weber’s

“To qualify for the ballot,” the Secretary of State’s office wrote, “the referendum needed 623,212 valid petition signatures, which is equal to five percent of the total votes cast for governor in the November 2018 General Election.”
When AB 257 passed last year along party lines, it authorized the establishment of the Fast Food Accountability and Standards Recovery Act or FAST Recovery Act. The bill established
retaliation against fast-food workers for making certain workplace complaints.
Opponents of AB 257, led by a coalition called Save Local Restaurants, gathered more than 1 million signatures on a referendum petition. 712,000 of them were deemed to be valid by Weber’s office, putting the referendum on the Nov. 5, 2024, ballot.
The Los Angeles Times published an article telling the stories of 14 voters who say they were misled by canvassers collecting signatures for the referendum. Many of them said that

All is not lost
Despite these realities, in August 2020, the council passed resolution No. 2020- 59 which established the Race, Equity, Diversity and Inclusion (REDI) Commission whose mission seems contrary to the council’s declaration to no longer declare Black, Hispanic, Asian heritage or Gay Pride months, REDI is moving in the opposite direction as evidenced by its 2023 Proclamations that includes African American History, Women’s History, Arab American Heritage, Asian American and Native Hawaiian/ Pacific Islander, Jewish American Heritage, Pride Month, Hispanic/Latino Heritage and Native American Heritage Months for the city in 2023. Although this is welcomed action, it does appear the city is trying to have it both ways as if it is trying to somehow save face.
However, the REDI Commission has been under attack by right wing Temecula City Council Member Jessica Alexander who has been described as a “conservative firebrand. She stated during a council meeting in August 2021, that she doesn’t think the council should be focused on the issue of racism. "Race is not our thing here. It has to be taken care of in the church. I can't be your therapist."
With an extremist like Alexander on the council and the newly elected conservative majority on the city’s school board–even though the student population is now 60% students of color–the future of Temecula, like the rest of America, is obviously at a crossroads.
Despite the barrage of right-wing extremists actions by those stuck in a mindset of the “Lost Cause” and no matter what temporary victories they attain, the tide of history is against them, and shifting demographics will eventually drown such acts of hatred and vitriol like a sunami washes away everything in its wake.
Even today, students are taking a stand, as are many community leaders, parents, and others who are speaking out against acts of racism at school board and council meetings.
I am of the belief that every condition is only temporary and as the ancestors whispered, “this too shall pass”. But, we are not powerless in the moment. Temecula’s wineries attract a lot of tourism, weddings, and jazz lovers to its concerts, and in the process, bolsters the city’s economy. One of the most powerful tools we have against a mindset of racism and intolerance is to fight back with our dollars.
Until things in the city change, I will no longer attend jazz performances there or encourage friends and relatives who visit the inland region to tour its wineries. Temecula should no longer be an option for brunch or a venue for weddings.
I encourage people of color, members of the LGBTQ+ communities and all who believe in an inclusive future where every group’s history and contributions are valued, to do the same.
Of course, this is just my opinion. I’m keeping it real.

Biden’s Plans for Border Wall Through Friendship Park Condemned

The Weingart Foundation has issued a statement condemning the Biden Administration's plan to build a wall through the iconic Friendship Park.
On January 17, U.S. Customs and Border Protection (CBP), a branch of the Department of Homeland Security responsible for border management, ended the delay of the Friendship Circle Project in San Diego, California. The project aims to replace the outdated primary and secondary border barriers near Friendship Park.
CBP paused work in August 2022 to receive further input from the community and address any concerns. After analyzing feedback and balancing it with the needs of the agency, CBP has come up with a plan that they say addresses both community concerns and border security requirements. The replacement work is expected to begin again in early 2023 and will take approximately six months to complete.
In response, Miguel A. Santana, President and CEO of the private, nonprofit grantmaking organization based in Los Angeles, said on Feb 2, “For generations, Friendship Park has been a gathering place for people on both sides of the border to build goodwill and unite with family. The importance of this meeting place runs parallel to the increasingly restrictive immigration policies of the U.S. that separate families.”
According to Santana, before the U.S. closed
its side in 2020, Friendship Park offered the only opportunity for thousands to see their loved ones through thick metal mesh. He further believes that if this plan proceeds, instead of a symbol of friendship, the park will represent division.
“We join the Friends of Friendship Park in calling on the Biden Administration to halt its plans to destroy this connection between our two countries,” proclaimed Santana. “Instead of more barriers, the Biden Administration should
repair existing fencing and reopen this historic park so it can continue to be a gathering place for families on both sides of the border.”

According to Erzouki, research predicts that of those receiving Medicaid coverage, 64% of Latinos, 50% of Asian Americans/Native Hawaiian/Pacific Islanders and 40% of Black beneficiaries could lose coverage compared to 17% of White enrollees. Nearly three in four children — 72% — are at risk of losing coverage under the Children’s Health Insurance Program (CHIP).
“The good news is that coverage loss is not inevitable,” Erzouki noted. “State agencies can and must act now to ensure that eligible communities have the information they need to stay covered and that people who are not eligible for Medicaid anymore can transition to another form of coverage.”
On Jan. 12, 2023, the Department of Health Care Services (DHCS) updated its operational plan for California's unwinding process. The plan is divided into two key parts: the unwinding of Medi-Cal program flexibilities and resuming normal Medi-Cal operations.
In order to minimize red tape, “DHCS will maintain the Medi-Cal beneficiaries’ current renewal month in their case records and conduct a full redetermination at the next scheduled renewal month following the end of the continuous coverage requirement,” the plan states.
The plan also includes a two-phase communications strategy for the unwinding process. Phase one involves using DHCS Coverage Ambassadors to encourage beneficiaries to update their contact information with county offices via flyers, social media and website banners. In Phase two, ambassadors will remind beneficiaries to watch out for renewal packets in the mail.
What beneficiaries need to know:

• Medicaid/Medi-Cal enrollees who have moved, changed address or have new contact information will need to update contact information with county offices. Residents who live in Riverside and San Bernardino Counties can find where to update their Medi-Cal information by visiting this website.
“[People] could receive their renewal notices at some point this year or early next year because remember, states will have about a year to initiate the renewals and so people could be on the earlier side of the renewal process or on the later side, so they should be alert to this,” explained Laura Guerra-Cardus, CBPP’s Director of State Medicaid Strategy, during the media briefing.
Beneficiary Notification
The U.S. Department of Health and Human Services (HHS) will provide at least a 60day notice prior to the official end date. Every Medi-Cal beneficiary will receive notification
regarding the annual renewal, but not every Medi-Cal beneficiary will receive an annual renewal packet because counties may renew their eligibility using available information and databases such as information from the Internal Revenue Service (IRS).
Residents will receive an initial notice in the mail, so officials recommend updating your address to ensure the document is sent to the correct location. The notice will come in a yellow envelope like the one shown in this story.
What happens if you are not automatically renewed
Medi-Cal members who are not automatically renewed will be sent a form requesting updated information, due within 60 days. The annual renewal packet will be mailed out, but that is not the only way an individual has to complete the annual renewal. According to the Department of Health Care Services (DHCS), the annual renewal can be completed by calling the local

Inland Empire-based non-profit Reach Out partnered with the Ontario Police Department and Ontario Fire Department to install two Medication Drop Boxes to help mitigate the opioid crisis in the region.
One Drop Box is located in the lobby of the Ontario Police Station, and the other is at the Ontario Fire Station on 425 East B Street, Ontario. A ribbon-cutting ceremony was held on

“This is a huge investment in our community to have these boxes,” Reach Out Executive Director, Diana Fox said. “We want to see these boxes everywhere, to make it easy for our residents so that pills don’t fall into the wrong hands.”
Fox also shared that Reach Out has a long partnership with the City of Ontario. “They were the first to have a ‘deemed approved ordinance’ which means that sellers of alcohol must abide by specific rules and guidelines if they make any changes to their premises. Additionally, they were also the first to implement the ‘social host ordinance’ which means that people who throw
parties and serve alcohol to minors can be held accountable.”
City of Ontario Mayor Paul Leon spoke about his 14-year relationship with Reach Out and the positive impact these boxes will have on the community. Public Information Officer Richard Gonzalez, spoke on behalf of the Ontario Fire Department, saying, “It is great to be involved on the front end to help prevent someone from overdosing or perhaps being exposed to
medications in the wrong way, and we are very happy to be a part of something on the preventive side,” said Gonzalez. “We look forward to working with Reach Out in this program and we are excited to have this box installed at our fire station.”

“California voters have made clear that they want a say on whether they must shoulder the burden of higher prices and job losses caused by the FAST Act,” said Save Local Restaurants in their press release. “This legislation singles out the quick service restaurant industry by establishing an unelected council to control labor policy, which would cause a sharp increase in food costs and push many Californians, particularly in disenfranchised communities, to the breaking point.”
The referendum means that the law is suspended until the November 2024 election when voters will decide whether to repeal it.
Holden, who is a former franchise owner, said he believes AB 257 would protect both owners and employees – if those opposing the law allow it to work.
“Given, the final version of the bill removed many expressed concerns of subpoena power
and joint-liability. While strengthening the over-site role of the legislature, providing for equal Sector Council representation and adding a sunset clause to evaluate effectiveness. As a result, this first in the nation worker protection bill is worthy to become law in California,” Holden said when Newsom signed the law last year.
Labor advocates believe the legislation could create a precedent in the U.S for negotiating workplace standards, which would, in turn, revolutionize the collective bargaining process. However, the coalition of businesses opposing the law feel it would leave businesses with higher labor costs and hiked-up food prices.
