Black History Month—Why We Celebrate

F

ebruary is the month set aside for Americans to reflect on the history of those brought to this country against their will; enslaved, brutalized and treated with disregard for generations, only to be set free and then denied their full, fair and equal access to the American dream. Black History Month marks that time each year when the nation formally stops to reflect on the heroic, and at times, searing saga of the African American journey in America—a saga that began years before the birth of this nation. Black History Month provides a framework to elevate the many contributions African Americans have made, and continue making, to this nation despite the all too often indifference and degradation they have suffered in this land. It also creates a window for Blacks to celebrate their ancestors and their legacies; acknowledge our contemporary lions and revolutionaries; and celebrate our social and political progress and intentions as a people. Acknowledging the historical contributions of African Americans during the month of February originated with the launch of Negro History Week in 1926 by the Harvard trained historian— Carter G. Woodson. He designated the second week of February to coincide with the birthdates of Abolitionist Frederick Douglass and President Abraham Lincoln. Woodson was passionate about Black history

and stressed the importance of teaching it to Black children (and all children for that matter). It is important for every Black child to understand her/his Black face is not a curse and that their struggle to change their condition is not hopeless—they can look to the accomplishments of Blacks throughout America’s history and see their own potential for success, even greatness. In 1976, President Gerald Ford decided to expand the week to encompass the entire month of February. “The nation needs to seize the opportunity to honor the too-often neglected accomplishments of Black Americans in every area of endeavor throughout our history,” he proclaimed and continued. “With the growth of the civil rights movement has come a healthy awareness on the part of all of us, of achievements that have too long been obscured and unsung. Emphasis on these achievements in our schools and colleges and in daily community life places in timely perspective the benefits of working together as brothers and sisters regardless of race, religion, or national origin for the general well-being of all our society.” Since the inception of Black History month naysayers have argued against the nation setting

anuary 31, 2020 will be a date etched in the minds of many the world over. On that date, 51 GOP Senators, elected to serve and protect our country from enemies both international and domestic, refused to allow witnesses in the impeachment trial of President Donald J. Trump and a few hours later, gave us a halfhearted explanation as to their reasoning behind their decision. Rev. Steven Shepard Make no mistake about it, we must be honest with ourselves about what transpired on the senate floor Contributor and what it means to you, me and communities of color. The vote was not about right or wrong. The vote was not about allowing a fair trial or getting to the truth of the matter. The vote wasn’t even about protecting our country from a domestic enemy. But rather, it was to protect an oppressive society steeped in racism and supremacy. It was a vote to protect an opportunistic, obnoxious occupant of the oval office who is obviously obtuse, and over objectifies meaningless madness for his self-gratification. When I was asked to submit this article—I’m grateful to Mr. Hardy Brown for giving me this opportunity to submit weekly—I knew I had to stir our conscience and provoke us to action. I do so by simply saying, “It

is Time to Fight!” No longer can we go along to get along. No longer can we gather, hold hands and sing Kumbaya and think everything is going to be alright. No longer can we allow folks to take our voice and vote for granted, use, abuse and misuse us and pretend everything is alright. We must fight and fight with our voice and our vote. • Make sure you check your voter registration and ensure that you are eligible to vote, and your information is correct. From your smart device or computer, go to www.voterstatus.sos.ca.gov and follow the onscreen instructions. • Register to vote (if you are 18 years old or older) – It’s a painless process. Go to www.registertovote.ca.gov and follow onscreen instructions. • Encourage family and friends to register and/or check their registration. Share the steps above with family and friends. • Educate yourself on the issues and where the candidate stands. Do an online search and try to use an unbiased approach. • Speak up, speak out and speak against injustices whenever and wherever you encounter them. Realize that you can make a difference and that your voice matters. I am just Pointing the Way.

Inland Empire Ranks Among the Worst Places to Raise Children Waltham, MA

T

he recently released Brandeis University’s Child Opportunity Index (COI) 2.0 Revealed pervasive geographic and racial inequities for children in neighborhoods nationwide. The study assessed the odds of children achieving economic success and good health. The Child Opportunity Index corroborated what many who work in distressed communities already know—neighborhood conditions that promote health and development varies widely for children across the country. The research also highlighted how a child’s race/ethnicity is a strong predictor of whether he or she lives in a community with access to good schools, healthy foods, parks and living-wage jobs. In the study, Brandeis considered a variety of 29 factors in determining child opportunity including such measures as neighborhood poverty, employment, housing vacancy rates, air quality, access to skilled jobs, life expectancy, etc. Some California communities ranked among the top ten including San Jose-Sunnyvale-Santa Clara metro area in addition to San FranciscoHayward-Oakland. On the opposite end of the spectrum Bakersfield was ranked worst in the nation for child opportunity. The Inland Empire communities of Riverside and San Bernardino did not fare much better. The region ranked as the fifth worse place to raise children among the nation’s top 100 metropolitan areas.

T

he long serving Supervisor of San Bernardino County’s Fifth District, Josie Gonzales is nearing the end of her fourth and—due to term limits—final term on the Board of Supervisors. Initially elected to the Board in 2004, Gonzales remains the first and only Latina to ever serve as a San Bernardino Supervisor in a county that is now more than 50 percent Hispanic. The Fifth District includes the cities of Colton, Fontana, Rialto, and San Bernardino in addition to the unincorporated communities of Bloomington, El Rancho Verde, Glen Helen, Arrowhead Farms, Muscoy, Little Third and Rosena Ranch. With Gonzales restricted from running for re-election, competition for her seat is fierce with four candidates vying for the seat. Overshadowed: 2020 Census Affects Your Health

U

nder federal law the U.S Census must begin on April 1, 2020. Okay, the Census has been overshadowed by the impeachment drama and is sure to be impacted by what foretells to be a chaotic, deeply divisive presidential election process. Every 10 years, the United States Census Bureau is tasked with counting every single person residing in the United States, as mandated by the Constitution. The Census is a government tool designed to give political power to residents by using data to determine fair representation in the House of Representatives and to draw political maps. More than two centuries after the first census in 1790, we understand that complete participation in the census is also critical to public health. Community health centers provided care to more 28 million patients in 2018 and serve as a vital institution open for all who need care, located in underserved areas, and able to provide comprehensive services. The Census data is used to determine if/

how many community health centers are built, and their locations. Neighborhoods that are undercounted in the Census may face long commutes to their medical appointments, making the process of keeping up with medical check-ups taxing for those who lack transportation. Long waits for medical appointments are to be expected if inaccurate Census data informs the health center’s decisions to not to build another site and not hire more staff. The federal government uses Census data to allocate funds for programs that help keep millions of families healthy, including Medi-Cal, Supplemental Nutrition Assistance Program for Women, Infants, and Children, Head Start and Children’s Health Insurance Program. For each resident not counted, programs lose money, leaving the safety net weaker and ill-equipped to meet community needs. The 2020 Census is joining the 21st century and will be available online for the first time. While the change is meant to simplify the

process of completing the Census form, it poses a barrier for those who are without high-speed Internet, and/or are not technology savvy. People can still complete the Census by phone or request a print form be mailed to their household. Children ages 0 to 5 have been historically undercounted. Approximately 2.2 million children ages 0 to 4 were not counted in the 2010 Census. It is imperative that even newborns are counted in the Census to help fund programs like WIC, CHIP and Medi-Cal that many newborns depend on to stay healthy. A draft executive order in January 2017 proposed adding a citizenship question to the Census. The order drew a lot of publicity, especially in ethnic news media. Census Bureau officials concluded in June that the addition of a citizenship question in the Census would result in an undercount of minorities, which contributed to the Supreme Court’s decision to block the addition of a citizenship question. SBCTA Formalizes Opposition to Creation of New Transportation Authority

he IE Voice/Black Voice News recently reported San Bernardino County Transportation Authority (SBCTA) president Darcy McNaboe had expressed disagreement, dissatisfaction and frustration with the recent introduction of legislation by Assemblymember Chris Holden (D-Pasadena) to create a new construction authority to facilitate the design and development of a six-mile extension (Gold Line) of the passenger train from Montclair to the Ontario Airport. On Tuesday, February 12, 2020 the SBCTA committee made the agency’s disapproval official when it recommended formal opposition to the proposed West County Rail Construction Authority. The SBCTA, which is mandated by law to handle and oversee cooperative regional planning and further an efficient multimodal transportation system countywide, voted to recommend its Board of Directors oppose a bill by Assemblymember Chris Holden to establish the West San Bernardino County Rail Construction Authority, whose sole purpose would be to build the six-mile extension in question. The committee further recommended the Board formally invite Holden to discuss his proposal at the March meeting of the full SBCTA Board. “We appreciate the Assemblymember’s desire to bring the Gold Line to San Bernardino County and would welcome connectivity from LA County as part of a comprehensive package of enhanced transit opportunities, not just to and from Ontario Airport but our county as a whole,” said McNaboe. T

he City of San Bernardino does not discriminate against any employee on opportunities for promotion and development. Both are based on qualifications and experience,” declared San Bernardino City Manager Teri Ledoux during a recent exchange with The I.E. Voice/Black Voice News. Ledoux’s assertion however appeared contrary to reports by some of the city’s Black employees who claim the city passes over Blacks and other minorities for promotional opportunities on an ongoing basis. Among a group of dissatisfied African-American employees at least one, who did not wish to be identified, explained how the city’s promotion process appears to be two-fold. “From what I’ve gathered,” the employee explained, “there is one process for African-Americans—which is zero— and then one [process] for everybody else which is providing opportunity [for those individuals].” When African-American employees of the city discuss promotion opportunities among themselves, some individuals say they were

specifically advised, “They would not be interviewed by executive level staff [for the position he/she was seeking].” Black employees believe there is a different standard regarding promotional opportunities in the City of San Bernardino. “Whenever one of us who happens to be qualified for a particular position applies, all of a sudden, the dynamics change for the hiring process.” These employees feel they are often passed over while associates of city officials are brought in from outside to fill such open positions. As one Black employee explained, “People of color are expected to have all the experience and meet all the qualifications while others (Whites) appear to be given much more latitude.” When asked what guidelines city officials are required to follow when they are seeking to promote from within, Ledoux explained, “Guidelines for promotions are established by the City’s Personnel Rules 312 and 508. T

he rare athletic talent was there from the beginning. The son of former NBA player, Joe Jellybean Bryant would ultimately transcend basketball and leave us wondering, what would have been? Kobe Bean Bryant, a highly recruited phenom from Philadelphia’s Lower Merion High School, was pursued and signed by Laker General Manager Jerry West in 1996. Bryant entered the NBA at the tender age of 17, initially playing in the shadow of his idol, Michael Jordan, then creating his own spotlight in Los Angeles and around the world. Ambitious, sensitive, complex and obsessed, young Kobe spent his formative years in Italy, where his father, Joe had extended his own basketball career. [D]espite the expansive growth of the U.S. economy over the past 40 years, diversity hiring has not kept pace. Bottom line, if racial and gender minorities think they perceive limited advancement opportunities—the so-called “glass ceiling”—they are right. - Michael Gee, Harvard Business Review In this instance it is appropriate to consider Rule 508 regarding promotions first. It states, “Insofar as practicable and consistent with the best interests of the service, vacancies in the classified service shall be filled after competitive examination.” According to the Rule, the examination may be limited to employees within the department in which the vacancy exists. However, “When an appointing power believes that a vacancy in a class could be better filled by general open competition, he may request certification from an existing open list or request that an examination be held.” San Bernardino’s Civil Service Board must then approve or deny the request to go to an open list to fill the position. The rule further states, “The decision of the Board in this matter shall be final.” This part of the process creates two opportunities for subjectivity and potential discrimination since the option to promote from within is left, first, to the discretion of the appointing authority and secondly, to the discretion of the Civil Service Board that, of course, bases its decision on the recommendation of the appointing authority. Section 312 states in part “Promotional examinations shall be conducted by the same methods and standards as those for original entry into the service, except that they shall be restricted to qualified employees in designated lower classes in the city service, and the Board in announcing such examinations may establish standards of performance in present service and may grant credit based on the quality and length of such service.” The section goes on to read, “In announcing open examinations, the Board may also specify the terms under which permanent city employees in appropriate classes may qualify promotionally—including the establishment, in the Board’s discretion, of higher minimum

scores for promotion candidates—than required for candidates on an open basis.” Is it possible the opportunity for the city to exercise discretion in the establishment of higher minimum scores for promotional candidates than required for candidates on an open basis, creates opportunities for discrimination? Section 312, does however, end with the following caveat, “[A] permanent employee failing to meet the higher standard for the promotional examination but obtaining the passing mark for the open examination shall be placed on the open list.” One might question. . . To what avail? This potentially supports concerns expressed by some employees who have claimed there appears to be a different standard when it comes to promotion opportunities for AfricanAmericans. “Whenever one of us—who happens to be qualified for a particular position—applies,” an employee explained, “then all of a sudden, the dynamics change for the hiring process. There is also a feeling among them, “People of color must have all the experience versus those not of color who appear to be given more latitude.” There is also concern among Black employees about cronyism in hiring and that on occasion, job openings are tailored to specifically fit the qualifications of an individual the city wants to hire. “They don’t do that for African-American candidates,” one employee insisted. One African-American who has been with the city for a number of years said the city’s penchant for by-passing African-American employees for promotion opportunities has only gotten worse over the years. Is it possible the city’s Personnel Rules provide a “legal” opening for those in the city with “appointing authority” who wish to discriminate—to do so? Part of Section 503 reads, “Regular employees desiring to compete in promotional examinations must meet all

of the requirements set forth for entry into an examination—including “special standards which may be established by the Board for promotional purposes.” African-American employees have expressed concerns not only related to discrimination and cronyism in relation to the lack of opportunities for promotion but also regarding overt demonstrations of racism and discrimination on the job. In one example, employees purportedly overheard a manager call an African-American male employee—boy. “And, to have it roll off his tongue as easy as it did in 2019,” the employees believe demonstrates a culture of discrimination. “It was said during work hours. . . on company time. . . like it was just nothing but part of the speech.” It remains unclear regarding what led to the comment and to their knowledge, the Sr. Executive who allegedly made the pejorative reference has yet to apologize for it. “The senior executive was trying to show his superiority,” one employee surmised about the disparaging comment. Ledoux was asked how San Bernardino city management employees are held accountable when Equal Employment Opportunity Commission guidelines are violated. She explained, “The City has a policy on non-discrimination, retaliation, workplace harassment, and sexual harassment. Remedies under the policy may include corrective action (counseling and/or training) and/or punitive action up to and including termination from employment.” Despite these apparent roadblocks to opportunity some African-American employees with the City of San Bernardino are simply seeking an opportunity. “We are just looking for an opportunity to advance in a job we enjoy working in,” an continued on page 18

By contrast, the majority of White and Asian/Pacific Islander children live in higheropportunity neighborhoods. Three of the candidates are experienced politicians beginning with Fontana City Councilmember, Jesse Armendarez. A longtime resident of San Bernardino County, Armendarez was first elected to the Fontana City Council in 2016. An experienced real estate agent he has also served the public as a planning commissioner and local school board member. Armendarez said he is running for the Board to improve the quality of life for San Bernardino County residents by attracting livable wage jobs to the region, reducing crime and gun violence, and keeping local roads and streets pothole free and well maintained. Candidate Joe Baca Jr. is a member of the Rialto City Council where he’s served since 2006. Baca also served one term as an elected member of the State Assembly. Baca is a San Bernardino County native and teacher at Rialto High School. Baca said he is running for Supervisor because he believes he has the right experience to make the county work for its citizens. “I am committed to increasing economic development, improving better services and government, and public safety,” he said.

Candidate Dan Flores brings a different type of political experience to the competition. Currently serving his community as a member of the Colton school board Flores is also the chief of staff to current 5th District Supervisor Gonzalez and, as a result, brings to the race a more intimate understanding of the area he is seeking to represent. Flores, who was born and raised in the inland region, has secured the endorsement of U.S. Congressional Representative Pete Aguilar (D-31st Congressional District) who stated in part, “I know he [Flores] will support public safety, work to reduce homelessness, improve public education and grow San Bernardino County’s middle class.” The other candidate vying to represent the Fifth District is small business owner, Nadia Renner—the only political newcomer and female in the race. Renner’s business is located in the Fifth District and she holds a bachelor’s degree in Business Administration. She is also an experienced bilingual radio host of a local talk show focused on county issues. Renner is an advocate for small government stating, “The size of government must shrink.” Adding, “Government at all levels has grown far beyond its proper role.” As a small business owner Renner said her approach to governance is based on the following, “Only local communities can provide effective solutions to local problems. I believe neighborhoods freed from government oversight have the heart, motivation and expertise to deal with issues that affect their specific communities.” On March 3, 2020 voters in San Bernardino County’s Fifth District will have an opportunity to choose. For any of the four candidates to be declared the winner and avoid a runoff in November, he or she must secure 50 percent of the vote plus one.

Why We Must Support Measure A

Riverside

O

n Election Day voters will be asked to weigh in for or against Measure A—a $715 million community college improvement bond for the Riverside Community College District (RCCD). If approved by at least 55 percent of voters it will provide much needed local funding for facility improvements at Moreno Valley, Norco, and Riverside City Colleges. RCCD serves approximately 1.4 million people living in Riverside County. It offers more than 100 comprehensive programs to aid students seeking either a transfer to a four-year college or university, a two-year degree, a professional certificate, occupational training, or simply wishing to update their works skills. As tuition at Cal State and UCs grows ever more expensive, many students from middle- and lowincome families are choosing to begin their higher education at community colleges. This is especially true in the inland region where almost 40 percent of all local high school graduates opt for a community college education. As student demand and academic standards continue to rise, local community colleges need added resources to assure there is adequate funding for facility maintenance and upgrades, while also continuing to provide high quality, affordable education to local students. Investing in our community colleges is among the best investments we can make in our future. California taxpayers receive $4.50 for every $1 invested in students who graduate from a California community college. A “Yes” vote for Measure A is certain to yield a high return beyond what can be measured in dollars and cents. Consider the following: 29 percent of University of California graduates and 51 percent of California State University graduates started at a community college; nearly half of students earning a bachelor’s degree from a University of California campus in science, technology, engineering and mathematics transferred from a California community college; seven in ten of California’s nurses receive their training at a California community college; and, eight in ten police officers, firefighters and EMTs are trained at a California community college. Measure A will upgrade career training facilities in alignment with current industry standards and expand and improve Veterans’ Centers at all campuses. These Centers provide job training, placement, counseling and support services to military veterans and their families. In addition, Measure A funding will also help improve student safety and campus security systems. For these reasons and more we encourage you to vote “Yes” on Measure A.

We enjoy working there; but there is only so much a person can take.” African-American employees say they are merely seeking the same opportunities for advancement as other employees. They acknowledge it is the city’s right to interview whoever it chooses but insist, “Being passed over for promotion and being told you are not even allowed to interview; and, watching the process change when it is your turn for an opportunity when you’ve paid your dues, and gone to school, and think it’s your turn—is frustrating and smacks of discrimination.” Employees insist this is not because they feel entitled, but because they believe—at the very least—they deserve an opportunity to be considered—they are not demanding preferential treatment, just fair treatment.

Typically, the cost for such a project is borne by local taxpayers. In this case that would be the taxpayers of San Bernardino County once the project crosses the LA County Line. Paul Granillo, CEO of the Inland Empire Economic Partnership and an Ontario Airport Roundtable member also weighed in on the issue. “San Bernardino and the Inland Empire are fast becoming the population and employment hubs for Southern California. That’s great news but requires an even more thoughtful and balanced approach to transportation planning.” According to Granillo, “Creating a whole new agency with a single-minded focus doesn’t lend itself to the kind of shared visioning and broad collaboration we need to address our challenges.”

“The fact is,” he concluded, “there is a limited amount of money available for transportation, and we need to work together—not in competition with one another—to address the growing needs we’ve got throughout our county.” In recent months, SBCTA has been developing a plan that would enhance Metrolink’s existing San Bernardino Line with improved connectivity to ONT. The plan would leverage the Redlands Rail Project, currently under construction, and the zero-emission passenger trains that will be part of that project. The hydrogen powered trains will be the first of their kind in North America. “This is not an either-or, at least it shouldn’t be. We’re interested in discussing with Assemblymember Holden about how his plan benefits the majority of airport users who currently travel from San Bernardino and Riverside Counties,” McNaboe affirmed.
