Experts Discuss State of Manufacturing in the Inland Region Ontario
I
n early January 2020 CNN Business reported, “Factory activity contracted for the fifth consecutive month in December, registering a worse drop than expected.” The report continued, “The Institute of Supply Management’s manufacturing purchasing managers’ index logged its lowest level since June 2009 at 47.2, compared with the consensus forecast of 49. It stood at 48.1 in November [2019]—any number below 50 denotes a contraction.” The Federal Reserve has argued the president’s import tariffs have hurt the manufacturing sector. Although the U.S. economy is primarily driven by consumer spending the reported noted, “[T]he US economy is driven primarily by consumer spending, the on-going manufacturing slump is affecting GDP forecasts for the final quarter of 2019.” Regardless of the dire assessment, the manufacturing sector showed signs of improvement as it entered the new year. As the manufacturing sector struggles to recover, regional manufacturers are faced with solving the areas expanding production with reduced numbers of skilled workers. California Supreme Court Says, “Role Will Be Limited” in Dawn Rowe Dispute

D
uring its conference on Wednesday, February 19, 2020 the California Supreme Court agreed to review a challenge to the San Bernardino County Board of Supervisors’ (BOS) appointment of Dawn Rowe to represent the county’s Third District. The court agreed to get involved but in a limited way in the case, Daly v. Board of Supervisors, though the court has determined its involvement will be limited. The Supreme Court will only weigh in on whether it was appropriate for the plaintiff— I.E. United—to file its action with the Attorney General instead of in Superior Court regarding whether Rowe should be allowed to remain in office. In January the county filed a petition imploring the high court to keep Dawn Rowe in office while it appeals a judge’s ruling that her appointment should be revoked. The lower
court previously ruled Rowe’s appointment was null and void and must be revoked—this was in opposition to an earlier appellate court ruling that determined differently. In the meantime, Rowe remains in office and is running in the March 3rd Primary to secure Dawn Rowe the Third District Supervisor’s seat as she continues to enjoy the electoral advantages traditionally experienced by incumbents. Rowe however must secure 50 percent of the vote plus one to avoid a runoff election in November. continued on page 17

MLK Tribute Available for Online Viewing
San Bernardino, CA – San Bernardino Symphony Orchestra’s 2020 tribute concert honoring Dr. Martin Luther King is now available for viewing online. The January 18th tribute under the direction of Symphony Music Director and Conductor Anthony Parnther also aired as a PBS Special last Thursday. The Symphony performance included the West Coast premiere of threetime Emmy award-winning composer John Wineglass’s “Unburied, Unmourned, Unmarked.” It mourns the souls of the enslaved Africans who died on low-country rice plantations in the U.S., their bodies unburied, their suffering unmourned, and their sacrifices unmarked for future generations. More Blacks Going Vegan
I
t may come as no surprise that African Americans were overall the largest consumers of meat in America. Due to centuries of entrenched systemic poverty, Black Americans have had to adapt to “making do” with what they have. In practice, this has translated, into eating everything from common staples like chicken and fish, to chitins, pigs’ feet, and other discarded animal parts our ancestors ate in desperation. Meat-eating became an essential part of survival. Much of the foods that form part of this culture are centered on unhealthy eating habits. That’s changing. A recent Gallup’s survey on consumers’ meat-eating habits reports that while 10 percent of the white population reduced meat in the past 12 months, people of the African American community reported eating 31 percent less. This is a steep rise compared to a 2016 Pew Research Center survey that found only 3 percent of Americans and 8 percent of African American communities following a vegan diet. In 2017, a Nielsen survey showed that 39 percent of Americans were trying to eat a more animal free diet. According to The Washington Post, the Black ethnic community is the fastest-growing demographic of the plant-based population in the US and while many have

ditched meat for health, environmental, ethical and economic reasons, the movement is being endorsed alike by the general and stalwarts of the community. Historically, the unhealthiest of foods were the cheapest and most easily available to low-income, Black and brown families. Unhealthy eating habits have led to a rise in illnesses that kill Black people at astounding rates. According to the CDC “over 40% of black men over [the age of] 20 have hypertension and 44% of Black women. Two of the three leading causes of death in this community are strokes and heart disease. The existences of food deserts, which are predominant in poorer communities, have also contributed toward unhealthy eating habits. As a result, a number of diet-related diseases have become endemic to the culture. Rappers are often criticized over their lyrics and extravagant lifestyles, but a trend toward less consumption of meat among African Americans is being fueled by a host hip-hop performers including Jay-Z and Beyoncé. Unlawful Expansion Sacramento

n Friday, February 21, 2020, California Attorney General Xavier Becerra has filed a lawsuit against the Federal Aviation Administration (FAA), the San Bernardino International Airport Authority (SBIA), and Hillwood Enterprises, L.P. (Hillwood) for what he defined as their unlawful efforts to greenlight a large airport expansion project with significant environmental impacts on local communities. The expansion involves the construction of a 658,500 square-foot air cargo warehouse and would generate at least an additional 500 truck trips and 26 flights daily at the airport, operating seven days a week. SBIA is located near the San BernardinoMuscoy community—identified by the California Air Resources Board as disproportionately burdened by pollution. When announcing the suit Becerra declared, “We have a responsibility to ensure that the rights of pollution-burdened communities are respected. The FAA, the San Bernardino International Airport Authority, and the developer of this proposed project have ignored months of warnings of the significant health risks to residents of this area.” Becerra went on to state, “We filed this lawsuit because ‘business as usual’—the kind that hurts low income, disadvantaged communities—is no longer an option.” This is not the first time Becerra has filed comments urging the FAA and the airport authority to perform a complete environmental analysis under the National Environmental Policy Act (NEPA) by preparing an Environmental Impact Statement.
Becerra’s comments at that time urged the agencies to correct their flawed air emissions modeling analysis, reconcile the project impacts with state and local requirements to control air pollution, and examine the expansion’s impacts on the nearby community. The agencies however declined to complete the environmental analysis or make any of the corrections outlined in Becerra’s comments. Despite the state’s concerns, the FAA approved the project on December 23, 2019, and Hillwood began construction immediately. Becerra’s lawsuit is not the first to be filed against the project. On January 29, 2020 the Center for Community Action & Environmental Justice, Sierra Club, Teamsters Local 1932, and two local residents jointly filed a petition for review in the Ninth Circuit Court of Appeals challenging the FAA’s approval as a violation of NEPA. The patter of agencies ignoring and marginalizing our communities and dismissing the concerns of residents needs to come to an end,” emphasized a spokesperson for the Policy Analyst at the Center for Community Action and Environmental Justice, Andrea Vidaurre. “By failing to uphold the National Environmental Policy Act, the FAA sided with industry. Vidaurre expressed her belief that with Becerra weighing in, sends a strong signal that this old pattern of sidelining our health and well-being in the Inland Empire in the name of e-commerce development will be reined in. “Families in San Bernardino have suffered enough under the haze of some of the worst air quality in the nation,” Vidaurre proclaimed.

Adelanto Planning Commission Under Fire for Approving Detention Facility Expansion S.E. Williams Contributor
T
he Department of Homeland Security has reported a decline in immigration across America’s southern border for at least eight months. In October, 2019, California Governor Gavin Newsom signed legislation (AB 32) intended to phase out the use of all private, forprofit prisons—including immigration detention facilities in California. For these reasons in addition to continuing outcries against President Trump’s racist immigration, policy it was more than disappointing to many opposed to such policies, when on Wednesday, February 19, 2020 the Adelanto Planning Commission approved (by a vote of 4 to 1) to expand this country’s largest, for profit immigration detention facility— the Adelanto ICE Processing Center—which is owned and operated by the defamed GEO Group. GEO Group is a Florida based company that specializes in privatized corrections, detention and mental health treatment facilities with international reach. It operates facilities in North America, Australia, South Africa, and the United Kingdom.
GEO also has a long and blemished history that includes lawsuits for wage violations, sexual abuse, alleged mistreatment of disabled inmates, delayed medical and dental care, questionable deaths and the laundry list of alleged abuses goes on. It has paid millions of dollars in fines and settlement fees. It’s not surprising that GEO is also a big player in political pay to play. It appears they have donated hundreds of thousands of dollars to the Trump campaign in 2016, either directly or through its subsidiaries. Some have drawn a link between these contributions and the Trump administration’s early decision to continue using private prisons—a reversal of the direction pursued by former President Barack Obama. Within months, the Trump administration awarded GEO Group a $110 million ten-year contract. Trump is once again in full, presidential campaign mode. A
s Black History month ends Californians are beginning to split their attention between the rapidly approaching decennial Census and the highly anticipated and intensely contentious March 3rd, “Super Tuesday”, Presidential Primary. While many are in the process or have already completed and returned their early ballots, others are waiting to vote at the polls on election day. This year there is a pitched primary battle to become the candidate of choice to represent the Democratic against incumbent Donald J. Trump in November. There are also measures of
importance locally and statewide to be decided; State Assembly and Senate representatives to be determined; U.S. Congressional representatives to be elected; Board of Supervisors’ seats to be filled; City Councilmembers decided; Superior Court Judges to be selected, etc. For many Californians—particularly members of the Black, Brown and other minority communities—there is a growing sense of urgency to prevent President Donald John Trump from being re-elected to serve a second term. Considering continued Washington, D.C. dysfunction and what appears to be a concerning breakdown in the rule of law, there are lingering

These concerns are exacerbated not only by Russia’s interference in the 2016 election but also the stark reality the president and congress have done so little at the national level to help assure security of the coming election. The U.S. House of Representatives has passed legislation to do so and measures were introduced by Democrats in the Senate, but Republican leadership refuses to bring any of these legislative measure to the Senate floor for a vote(s). On Thursday, reports surfaced the nation’s intelligence community warned congress last week it believes Russia is already working to

“The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude.” - 15th Amendment, U.S. Constitution interfere in the 2020 election to help Trump win—again. In addition to growing concerns over international interference in the country’s elections, continuing concerns related to voter suppression also persists nationally. Whether it is reducing the number of early voting days voters in a particular state have to cast their ballots; requirements for picture identification in other states; aggressive gerrymandering in others; or, the purging of voter rolls in others— the potential for skewed election outcomes remains questionable. In response, political activists believe the best hope to help assure credible election outcomes is to work for overwhelming voter turnout by encouraging citizens to vote early. Early voting is well underway in California and as of Saturday, February 22, 2020, about 1.3 million Californians had already cast their primary ballots. This year’s March 3 primary not only comes on the heels of February’s Black History Month, but also subsequent to the 150th anniversary of the 15th Amendment to the U.S. Constitution— the third and final of the three so-called “Civil War” Amendments. The 13th Amendment made slavery illegal; the 14th Amendment gave former slaves full citizenship; and the 15th amendment gave Blacks (men) the right to vote. The 15th amendment, ratified by congress on February 3, 1870, guaranteed former slaves would retain the right to vote by banning state suffrage laws that discriminated against any group of citizens based on race. Although the amendment was well intentioned, history tells us by the 1880’s it was all but impotent because most of the
former confederate states figured out ways to prevent Blacks from voting anyway. They accomplished this by implementing state laws that did not explicitly use race as the standard to disenfranchise Black voters, though they were extremely successful in preventing southern Blacks from voting. Such barriers to voting remained in place until they were shattered during the Civil Rights era by the 1965 Voting Rights Act. However, as mention above—efforts to suppress minority and youth votes continues in new and innovative ways including the 2013 Supreme Court decision in Shelby County v. Holder. The Supreme Court in this case basically eviscerated a significant aspect of the Voting Rights Act, which required jurisdictions with a history of discrimination to seek and obtain preapproval before making changes to their voting guidelines. Such “preclearance” was designed to block voting discrimination before it occurred. Despite these setbacks or maybe because of them in addition to the racist antics and actions of Donald Trump, African American voters are energized in 2020. Black voters—especially Black women—as proven again and again in recent elections, are an essential component for success for Democratic Party candidates. The importance of Black women voters in recent election victories was highlighted by California Senator and former Presidential candidate Kamala Harris when she said, “There are plenty of people who applauded Black women for the success for the 2018 election.” Despite the influence of Black voters nationally, as the Public Policy Institute of California noted last August, voter turnout
among non-Whites in California has continued to lag. The report highlighted, only 57 percent of African-American adults (45 percent of Latinos and 53 percent of Asians) in the state are likely to vote, compared to 68 percent of Whites. In other words, California’s likely voter population continues to be disproportionately White. An October 2019 report by the California Secretary of State showed there are 25,205,690 eligible voters and 20,328,636 registered voters in California—a registration rate of 80.65 percent. It also reflected the counties with the largest increase in registration since January 2016. Both Riverside and San Bernardino counties were listed among the top five counties with the greatest increase as follows: Riverside County has added more than 254,637 registered voters an increase of 30.14 percent. San Bernardino County added 275,279 registered voters an increase of 37.84 percent. What Californians think on who the next president of the United States should matter, not only because it has more registered voters than any other state but also because nearly a third of all the votes being cast during the March 3rd Primary will be cast by Californians. There are 494 delegates up for grabs during the primary and as a result, California voters may help end some presidential primary campaigns. In 2017 California legislators passed the Prime Time Primary Act, (SB 568), which moved the state’s Primary earlier in the election cycle. By moving California’s Primary ahead by several months, for the first time in recent presidential election cycles, California voters will have a real say in the 2020 Presidential Primary election.

ow is the time for us to get back to loving each other, watching out for each other, and praying for one another instead of robbing, killing and preying on each other. Fathers. . . now is the time to be fathers to our sons and daughters. No longer can we donate to their being and not “man up” and raise them into the being what they were formed and fashioned to be. It’s time we Rev. Steven Shepard speak life into our children and let them know they are more than their circumstances. Contributor It’s time we instill in our young women that they are more than hips and lips, rump shakers and baby makers; that they are queens and possess positive powers that can reshape the world we live in for the better. It’s time we insist that our young men to put down their guns and pick up a book; that they pull up their pants and put down their dope pipes. It’s time we ensure our children not only go to school but that they graduate, putting more in their heads than the lyrics to the latest Hip Hop songs, because an educated mind and a united body has more power than knives, gangs, and guns. It’s time we realize that while we have made strides towards “Civil
Rights” we have yet to take a step towards “Equality.” It’s time we show up at city council and PTA meetings. It’s time we put feet to our frustration and become a voice for our children who are victims of hate and an unjust judicial system. It’s time we realize that we accomplish nothing by burning down our neighborhoods and communities, when we should band together to bring down a corrupt system. Now is the time!
The Unforgettables Foundation Honors Big Hearts and Big Friends Redlands
O
n Valentine’s Day The Unforgettables Foundation (TUF) hosted its 9th Annual Unforgettable Hearts Awards luncheon. The Unforgettables Foundation is a Redlands-based non-profit 501(c)3 that has assisted almost 7,000 families in crisis who struggled with the cost of their child’s funeral. The organization serves distraught families in at least 100 communities in the inland region as well as some areas in Orange County. The organization not only seeks to support families who request its assistance, it is also very proactive and works with both hospitals and schools in the region as well all, with the goal of helping traumatized families bury their children with dignity. This year the organization presented awardees with certificates and TUF Co-Chair, Stan Morrison, shared with everyone in attendance the story of their achievements. The Unforgettable Summer Austin Award was presented to The Varner Family for their exceptional devotion to charity; the Unforgettable Rowena Ramos Award will be presented to Joanie Morrell who is an excellent example of a giving grandmother; and Lamar Outdoors was honored with the WeCare Award in recognition of their corporate giving to the TUF cause. This year’s event was a collaboration between Senator Mike Morrell, Senator for California’s 23rd District and Tim Evans, Founder/CEO of The Unforgettables Foundation in 2010. Experts also suggest that we continue to be patriots, that we defend our institutions, that we believe in the truth, that we investigate and figure things out for ourselves; and that we be as courageous as we can. Scholars also stress the importance of not looking away from signs of hate. If you see them, report them. Such signs must not be normalized. Trump’s style of leadership fits the classic definition of an authoritarian and tyrant. He makes decisions on policy, procedures and people with little or no input from others, i.e., “I’m the only one that can fix it,” he says proving he is also a tyrant who believes himself to be an absolute ruler, unrestrained by law. Because Trump does not or chooses not to understand political norms and ignores the norms he does understand, because he has chosen to disregard constitutional limits and/ or legal boundaries, he has placed the nation at peril of falling further into political chaos. Ignoring the rule of law is dangerous, yet America, as a self-defined Christian nation should also hold itself to a higher order. It is accepted by many lawyers that law is higher than morality because it is shaped and developed compared to morality which is undefined and vague or nebulous. However, the now deceased Russian novelist and critic of the Soviet Union Alexander Solzhenitsyn once wrote that the opposite is true. “[M]orality is higher than law,” he explained. “Law is our human attempt to embody in rules a part of that moral sphere which is above us. We try to understand this morality, bring it down to earth, and present it in the form of law.” Expounding on this line of thinking he stressed that sometimes we are more successful, sometimes less so and sometimes all we have is a caricature of morality, but he was adamant morality is always higher than law. “This view must never be abandoned,” he concluded. As Trump works to dismantle the rule of law, Americans must not acquiesce but remember they are bound by a higher calling which includes ethical behavior, honesty, decency, integrity— that something which rises above law—morality. With the upcoming election presenting

the only opportunity to remove Trump from office it is time for voters to put this president out of a job that he was never qualified to hold and replace him with a leader who has a moral compass. Don’t leave the future of this country to chance—cast a VOTE for your candidate of choice in the primary and VOTE—again—in the General Election in November. The future of America is in our hands. S P E C I A L The day before the Adelanto Planning Commission voted, approval to expand the GEO facility the City of McFarland in the Central Valley had denied GEO’s request for a multibillion-dollar expansion of the immigration detention facility in that region. The Adelanto expansion involves converting the Desert View Community Correctional Facility (DVCCF)—a 750 bed state prison—into an extension for the 1,940-bed federal immigration detention center. Certainly, the City of Adelanto is strapped for cash and there are concerns over the California Department of Corrections ending its contract with GEO for DVCCF at the end of February. GEO has promised its expansion will preserve 150 jobs and increase entry-level wages from about $34,500 annually to nearly $60,800 annually—only time will tell if these promises come to fruition. Despite GEO’s promise there is a pressing human factor those who oppose the project continue to elevate. Immigration groups and others oppose the expansion because of issues related to human rights and human dignity many perceive as absent from the nation’s current

Immigration groups have threatened to sue in hopes of halting the expansion, by challenging the Adelanto Planning Commission in court for allegedly failing to follow state law as defined under SB 29, which requires public notice for hearings on detention center permits and the availability of associated documents prior to approval. Opponents also have ten days to appeal the Planning Commission’s approval to the Adelanto City Council for reconsideration. Christina Fialho, Executive Director of the nonprofit organization, Freedom for Immigrants said, “For too long the cities of Adelanto and McFarland have operated with impunity, entering into misguided relationships with prison companies and ICE. This ends now.” A young Latinx male who resides in Adelanto and who opposes the detention facility’s expansion shared how hurtful it is to have so many immigrants imprisoned in his own community and how he considers the expansion a slap in the face—the City of Adelanto is nearly 65 percent Latino.

Los Angeles, CA – On Thursday, February 20, 2020, the University of Southern California (USC) announced plans to phase in free tuition for students of families with annual incomes of less than $80,000—homeownership will not be calculated when determining a student’s financial need. The change will be phased in over time beginning with first-year students entering the school during the fall of 2020 and the spring of 2021. “This significant step we are taking today is by no means the end of our affordability journey,” explained USC President Carol L. Folt. USC said it also plans to increase undergraduate aid by more than $30 million annually. After being caught up in the 2019 college admissions scandal, USC appears to be charting a new way forward.
