O

n Wednesday California added its voice to the Democratic Primary. As they say—in the primary you vote with your heart and during the general election you vote with your head. As a proud democratic socialist, I am often confused and frustrated with the organized vitriol in the Democratic Party against any who dare to claim the same mantle. I believe this is largely the result of the successful conflation of Democracy with capitalism by those with the loudest voice. Those with the loudest voice, of course, are usually those with the most money. And, not surprisingly, those with the most money are usually those who have benefited the most from the fruits of capitalism. But, what does that have to do with Democracy? Capitalism after all, is an economic system. Socialism is an economic system. Whereas, Democracy is a form of government. In a Democracy, authority is supposed to lie in the hands of the people not just rich people, but all people. The question should be whether the U.S. is truly a Democracy. Do we really have one person, one vote when party officials can overrule the will of the people? When an electoral college supersedes the raw vote count? When a state like Montana with a population of 1.062 million (2018) carries the same weight in the U.S. Senate as a state like California with a population of 39.56 million (2018). Initially, this Democracy was the exclusive providence of White men of means and not much

has changed in nearly 250 years. If anything, political power has accrued to fewer and fewer hands on both sides of the political spectrum. Something is wrong in a system that appears designed to leave people behind. If the voters of America could truly have a voice in how this nation is managed, the outcomes might be different—more people might have more access to opportunities for success. We live in a nation where racism remains at the forefront of everything in this country; such as, where you live determines how long you live, and where the country is being led by a science/climate denier. The country is changing. More and more people are tired of working harder and harder for less and less. Something must change. No longer the wellrespected leader of the free-world America, must regain its footing and part of that could include reimagining a nation—whether rooted in capitalism or socialism—that works for everyone not just those who are White, wealthy, and/or well-connected beyond the hand full of people of color sprinkled in for measure. It’s been 244 years and counting. We need an economic system that works for everyone. Of course, this is just my opinion. I’m keeping it real.

Congressmen React to Whistleblower Complaint on Coronavirus Response Riverside

U

.S. House Representatives Mark Takano, John Garamendi, and Scott Peters all (D-Calif.), who represent districts in the state where military bases that received evacuees from China are located, released a joint statement on Saturday after the Department of Health and Human (HHS) Services failed to provide them a briefing on the coronavirus response. The statement read in part: “Following reports that a senior health official at HHS filed a whistleblower complaint alleging improper training, personnel movements, and a lack of safety equipment for HHS workers who handled repatriated Americans from China, we immediately called for a briefing from senior health officials and demanded more information on these allegations. We are very concerned by the administration’s failure to schedule a timely briefing with us and provide us with the latest developments on the federal government’s response to coronavirus.” The congressmen went on to explain how as representatives of military bases and communities that housed repatriated Americans and given the threat that these serious allegations may pose to public health, “[W]e need answers. We called for this briefing because during these difficult times, our constituents and the American people deserve a proactive, levelheaded response and honesty from the federal government.” They further expressed belief the Trump Administration’s response does not give them confidence that they are equipped to manage a potential

pandemic or that they are taking this situation as seriously as it demands. In conclusion the congressmen declared, “We will continue demanding a briefing from HHS and the CDC and will relay any new information we learn once that happens.”

S

everal national media outlets recently reported Twitter is testing new ways to fight misinformation. The testing may include a community-based point system. The media reports were supposedly based on a leaked demo that included bright red and orange badges for tweets determined harmful or misleading. The labels might be placed underneath a tweet by fact checkers and/or journalists who are verified on the platform and others who choose to participate in a new “community reports” feature— somewhat like the way Wikipedia works. This is the second policy change proposal considered by Twitter so far this year. In January, Twitter announced a policy to ban tweets that, “deceptively share synthetic or manipulated media continued on page 18

Before you quit all at once (“cold turkey”), developing a plan will help: • Pick a date to stop smoking, and then prepare for it. • Record when and why you smoke. You will come to know what triggers you to light up. • Record what you do when you smoke. Try smoking at different times and different places to break the connections between smoking and certain activities. • Find activities to replace smoking. Be ready to do something else when you want to smoke. • Ask your doctor about using nicotine gum and patches. Some people find these aids are very helpful. Also ask your doctor about a nicotine-free prescription medication, like Zyban, that can help you quit smoking.

California Census 2020 Campaign Announces Partnerships with Black-Owned and Operated Media Partners Sacramento

T

he California Census 2020 campaign has expanded its outreach to Black Californians through a multimedia effort in partnership with Blackowned and operated media partners across California. Voice Media Ventures, a multimedia company and strategic communications firm, is working with these media partners, leveraging trusted messengers to motivate California’s hardest-to-count communities to participate in the 2020 Census. “We are attempting to move the needle to address the traditional issues of distrust and educational gaps around the Census that impact participation rates of the Black community in California,” said Ditas Katague, Director of the California Complete Count – Census 2020. “Through our trusted partners, we are creating a surround-sound strategy to help ensure the hardest-to-count Californians complete the Census form.” Voice Media Ventures has been leading community convenings and holding focus groups to assess Black Californians’ gaps in knowledge about

the Census and what will motivate them to participate in the 2020 Census count. The information collected from these gatherings are being used to create culturally relevant messages for Black media partners to share with local communities. “While the overall strategy for the communications campaign is to ensure the state is reaching the hardest-to-count Californians through trusted messengers, for outreach to the Black community, it was especially important to also work with Black owned and operated partners,” said Dr. Paulette Brown-Hinds, founder of Voice Media Ventures. “This is not only a partnership that involves innovative tactics, but also a social justice issue to ensure trusted partners on the ground are involved with Census work in California.” Media partners involved in the campaign include: KDEE, Sacramento HUB, Sacramento Observer, East Palo Alto Today, Post News Group, Richmond continued on page 18

A 2020 Census Dilemma—Differentiating Race and Ethnicity

C

alifornia needs a 2020 Census that truly reflects who we are as a state. One of the ways to accomplish this goal is by working to assure that everyone is appropriately counted—EVERYONE. Due to the state’s increasing diversity, a large percentage of residents are in communities the Census Bureau has historically undercounted. The goal is to change that paradigm in 2020. A stumbling block for some 2020 Census respondents may be related to how they should respond to Census questions about their race and ethnicity. It is important to stress the highly debated citizenship question is not part of the 2020 Census, as the U.S. Supreme Court struck down the president’s request to include it. It is important however, to assure communities are properly identified for any number of reasons including the development of business plans; understanding disparities in housing, employment, income, and poverty; and for the completion of grants. The U.S. Census Bureau (Bureau) considers race and ethnicity to be two separate and distinct concepts requiring two separate and distinct responses. Race is defined by the Bureau as, “[A] person’s self-identification with one or more social groups.” In other words, an individual can report as White, Black or African American, Asian, American Indian and Alaska Native, Native Hawaiian, and Other Pacific Islander, or some other race. Survey respondents are also free to report multiple races.

In contrast, according to the Bureau, ethnicity determines whether a person is of Hispanic origin or not. For this reason, ethnicity is broken out in two categories, Hispanic or Latino and NOT Hispanic or Latino. Hispanics can be of any race and therefore this should be reflected in your response. The collection of data regarding race and ethnicity is critical to policy makers who use the information to make funding decisions that affect educational opportunities, senior services, the assessment of equal employment practices, and the information helps to ensure equal access to health care for everyone.

T

oday, the future of the coronavirus (COVID-19) remains uncertain and the U.S. is testing fewer people than almost anywhere else on earth. As of February 28, 2020, China had reported 78,959 cases of COVID-19 including 2791 deaths. Although China remains the epicenter, the disease continues to spread. By the end of the month there were no less than 4351 cases in 49 countries, 67 people had succumbed to the illness. Such continued increase in the number of

cases across so many countries in recent days is clearly a matter of concern. Symptoms of the virus range from mild to severe fever, cough and shortness of breath that can lead to pneumonia, kidney failure and/or in some instances, death. The virus can kill through something called Acute Respiratory Distress Syndrome (ARDS). For most people, it starts with a fever and a dry cough, not a runny nose. Most people will have mild disease and get better without needing any special care COVID-19 is considered more infectious

than the flu because it spreads so easily and can be passed like the common cold—it comes from the same family of viruses. Currently, there is limited access to test kits in this country to screen for the disease; the White House has put a choke hold on official information regarding the spread of the illness; there appears to be three cases of “community spread”—i.e. someone with the illness with no apparent link to any of the countries where the illness is continuing to spread; and the Commander in Chief and his supporters are

Our epidemiologists have been monitoring these developments continuously, and we have now increased our assessment of the risk of spread and the risk of impact of (coronavirus) COVID-19 to very high at a global level. - World Health Organization referring to the virus’ spread and health dangers as a hoax. The disease spreads from person to person through respiratory droplets when they speak, cough or sneeze. The spray, however, only travels about one meter and quickly settles onto nearby surfaces—the exact time the virus remains on the surface is unknown. A meter is a little less than three and a half feet, and this may be a good distance to keep in your interactions until more is known about the illness. Some experts have recommended six feet. Coronaviruses (CoV) are a large family of viruses that cause illness that range from the common cold to more sever diseases such as the Severe Acute Respiratory Syndrome (SARS). COVID-19 was first reported to the World Health Organization from Wuhan, China on December 31, 2019 and yet, two months later America appears unprepared to respond. Last week, Governor Gavin Newsom gave an update on the coronavirus in California. One of his most prescient statement was, “This changes quite literally, not figuratively, by the hour.” According to the governor, California is currently monitoring 8,400 people possibly exposed to the coronavirus but has only 200 kits for diagnosing it—even as the state is operating with a sense of urgency. However, the governor stopped short of a state-of-emergency declaration but noted that could change. The governor said the state is working closely with federal officials to expand testing capacity and California should soon receive more (working) test kits from the Centers for Disease Control (CDC). Health officials in both Riverside and San Bernardino Counties continue to work with the CDC and the California Department of Public Health to respond to reports of COVID-19 as it evolves. To date, no cases have been reported in

either county. As concerns regarding the spread of the virus continue to escalate, face masks are selling out in many places. State officials do not currently recommend civilians wear masks during their day-to-day activities although masks are critical for health care workers and patients. Regular masks offer little if any real protection. Instead, N95 respirators are high-grade can offer more protection from bacteria and viruses. With so much uncertainty including a filtering of information from the White House, defective test kits, whistleblower claims that U.S. workers received coronavirus evacuees without proper precautions, and inconsistent and sometimes perplexing statements from the president, are doing little to inspire confidence the nation has a good handle on the potential pandemic and whether or not it is being appropriately managed at a national level. According to Tedros Adhanom, Director of the World Health Organization, “[M]ost cases can still be traced to known contacts or clusters of cases. We do not see evidence, as yet, that the virus is spreading freely in communities.” He continued, “As long as that’s the case, we still have a chance of containing this virus, if robust action is taken to detect cases early, isolate and care for patients and trace contacts.” Late last week we learned of possible incidents of “community spread” in California, Oregon, and Washington State, where individuals are potentially diagnosed with the virus who have no travel history or known contact with another case. In the meantime, it is important that every citizen does his/her part to keep the virus from spreading. Here are some recommendations: • Clean your hands regularly with an alcoholbased hand rub or wash them with soap and water. Touching your face after touching contaminated surfaces or sick people is one

of the ways the virus can be transmitted. By cleaning your hands, you can reduce your risk. • Clean surfaces regularly with disinfectant • Educate yourself about COVID-19. Make sure your information comes from reliable sources including federal, state and local. In addition, there is a lot of useful and current information available from the World Health Organization https://www.who.int/. • Avoid traveling if you have a fever or cough, and if you become sick while on a flight, inform the crew immediately. Once you get home contact a health professional and tell them about where you have been. • If you cough or sneeze, do it into your sleeve, or use a tissue. Dispose of the tissue immediately into a closed rubbish bin, and then clean your hands. • If you are over 60 years old, or if you have an underlying condition like cardiovascular disease, a respiratory condition or diabetes, you have a higher risk of developing severe disease. You may wish to take extra precautions to avoid crowded areas, or places where you might interact with people who are sick. • Everyone who feels unwell, stay at home and call your doctor or local health professional. He or she will ask some questions about your symptoms, where you have been and who you have had contact with. This will help assure you get the right advice, are directed to the right health facility, and will prevent you from infecting others. • If you are sick, stay at home, and eat and sleep separately from your family, use different utensils and cutlery to eat. • If you develop shortness of breath, call your doctor and seek care immediately. Benoit Detention Center Seeks to Deny Families the Right to Visit Their Loved Ones Jordanna Wong-Omshehe Contributor

t is inhumane to deny people the ability to see their loved ones, yet the Riverside Sheriff’s Department is trying to do just that with the opening of Benoit Detention Center. Despite continual grassroots efforts, the Sheriff’s Department has refused to build space for in-person family visitation at Benoit, opting instead to build a room for families to video chat with their incarcerated loved ones. Multiple studies have shown that in-person visitation is crucial to the health and wellbeing of incarcerated people and is vital to their rehabilitation. When visits increased, incarcerated people that experienced depression saw a reduction in their symptoms and those that returned to their community saw lower rates of recidivism. Additionally, imagine growing up only interacting with your mom through a screen. You can’t clearly see her and the connection ends before you can say “I love you.” Video calls could, in theory, be a positive, if provided in tandem with in-person visitation, as they would increase communication overall. However, in practice, the service is glitchy, pixelated, and can cut out at random times. Due to the positioning of the cameras, families cannot even make eye contact with their loved ones.

Video visitation is often a bonus service included with phone, email, and commissary. The Prison Policy Initiative found that Securus, one of the companies providing these services, requires facilities to remove in-person visitation in their contracts. Perhaps the reason elected officials in Riverside are committing this harmful act is because they would rather please CEO’s of big corporations than treat members of their community humanely. Furthermore, the Sheriff’s Department has cited “cost” as the reason behind eliminating the option of in-person visitation at Benoit. Yet, if there was $400 million dollars available to construct this entirely new jail, surely the Sheriff’s Department can repurpose an already-constructed room inside the facility to accommodate in-person visitation -- which is a human right. I am demanding the Riverside Sheriff’s Department provide in-person visitation at Benoit Detention Center. It is nothing short of cruel to keep people from being with their loved ones, to only allow a child to see their parent through a pixelated screen. UCR Researchers Confirm ‘Trump Effect’ Gives Green Light to Open Bigotry

new study from a team of political scientists at the University of California, Riverside, has found empirical support for what they identified as Trump’s “emboldening effect.” The researchers surveyed a total of 997 respondents in two online waves in spring 2016, during presidential nomination season to garner an understanding of the impact of Trump’s racially inflammatory rhetoric. The study explores the effect of explicitly racial and inflammatory speech by political elites on mass citizens in a societal context where equality norms are widespread and generally heeded. Despite this there remains a subset of citizens who possess deeply ingrained racial prejudices. In the study authors argued that such speech should have an ‘emboldening effect’ among the prejudiced, particularly where it is not clearly and strongly condemned by other elite political actors. To test this argument, the study focused on the case of the Trump campaign for president in the United States and utilized a survey experiment embedded within an online panel study. As reported by UCR, “In the first wave, respondents provided demographic information and their political orientations. To measure respondents’ existing prejudice, the researchers

asked them to rate how well the words ‘intelligent,’ ‘lazy,’ ‘violent,’ and ‘here illegally’ describe most Hispanics in America. These are measures often used to capture stereotypes people hold about the Latinx population. During the second wave about a week later, each respondent read one of five articles generated by the researchers. The articles drew on real election content related to either campaign finance reform or immigration and discussed the positions of Hillary Clinton and either Jeb Bush or Donald Trump.” The researchers reported only some articles featured examples of Trump’s racially inflammatory speech. Respondents were subsequently asked to read a short vignette and rate the acceptability of the behavior depicted by a character in the vignette. The main vignette read as follows: “Darren Smith is a middle manager at an accounting firm and has been working at the firm for nearly eight years. One part of Darren’s job is to supervise the new interns for the accounting firm. While Darren usually likes the interns, he does not like a new intern named Miguel. Darren regularly throws away Miguel’s leftover food in the break-room fridge, claiming that ‘Miguel’s food is greasy and smells up the fridge.” More than 49 percent of respondents considered the behavior completely unacceptable, 42 percent found it unacceptable, the remaining nine percent considered it

neutral or acceptable, indicating a tolerance of prejudiced behavior in this instance. In addition, the findings revealed when respondents were not exposed to such rhetoric, the opposite was true. Interestingly, prejudiced individuals appeared to suppress their prejudice by actively denouncing prejudiced behavior. However, the suppression effect slowly dissipates and gives way to tolerance and acceptance of prejudiced behavior once they are exposed to racially inflammatory speech by a prominent political elite like Donald J. Trump. The conclusions revealed in the absence of prejudiced elite speech, prejudiced citizens constrain the expressions of their prejudice. However, in the presence of prejudiced elite speech—particularly when it is tacitly condoned by other elites—the study found the prejudiced are emboldened to both express and act upon their prejudices.
