A Solar Spring Break San Bernardino

S

tudents from Arizona State University (ASU) and California State University, San Bernardino (CSUSB) will spend their spring break installing no-cost solar for the Chemehuevi Indian Tribe located in Lake Havasu. ASU students participated in the first tribal community solar project installation from March 4 to 8, and CSUSB students who will participate from March 25-29. Each year, college students gain hands-on training which connects them with solar industry careers through the GRID Alternatives’ Solar Spring Break program. GRID Alternatives Inland Empire, an affiliate of GRID Alternatives, is a leader in making clean, affordable solar power and solar jobs accessible to disadvantaged communities. The service-learning program provides an opportunity for students to learn about the energy and environmental issues facing low-income and tribal communities while getting hands on with renewable energy technology. continued on page 18

Increased Opportunities for Success Can Help Transform the Region’s Economy San Bernardino

T

he Labor Market Intelligence Workforce Roadmap report recently embraced by San Bernardino County noted although the Inland Empire has the existing manpower to “transform the region’s economy,” more needs to be done to ensure prime working-aged adults (adults between the ages of 25 to 64 years) have an opportunity to succeed. As part of the countywide Vision2Succeed initiative, the San Bernardino County Workforce Development Board (WDB) formally approved the Workforce Roadmap prepared for it by researchers at the University of California, Riverside, Center for Economic Forecasting & Development. According to the Workforce Roadmap report, San Bernardino County has an aboveaverage percentage of young people currently employed, yet participation in the area’s labor force among prime working-age adults is lower than the regional average. County officials believe if this issue is mitigated it could yield great opportunities for businesses in highgrowth industries.

WDB Chairman Tony Myrell commented, “This kind of data gives us an opportunity to further focus our efforts when it comes to connecting the needs of businesses with career training and development.” He added, “Considering that practically every industry continues to add jobs, the ability to tap into a large local labor pool is an important competitive advantage for us.” The study further revealed the most significant opportunities in the county exist in the areas of transportation, warehousing, manufacturing and healthcare. Although these industries currently account for about 40 percent of all jobs in the county—this is where 55 percent of job growth has occurred. “Considering that practically every industry continues to add jobs, the ability to tap into a large local labor pool is an important competitive advantage for us,” Myrell highlighted. Home Prices Outpace Incomes

San Bernardino – Recent analysis by the Harvard Joint Center for Housing Studies found the median sale price of a single-family home in 2017 was 4.2 times greater than the median household income in 2017. In some parts of California, it was even greater. In Riverside and San Bernardino Counties in 2017 for example, the median home price was. 5.7 times the area’s median household income. The historical record shows this gap peaked nationally in 2006 but fell during the sub-prime mortgage crisis that ultimately led to Great Recession. In the years since, the gap between the median sale price of a single-family home and the median household income has rapidly climbed back up. For example, Riverside and San Bernardino Counties experienced a 56.9 percent increase in the gap between sale price and income between 2012 and 2017. According to analysis, the increased difference resulted from a combination of factors including the high costs of material, labor and land that has slowed building, in addition to low productivity growth and rising income inequality.

Caring for Aging Parents: Emotional Rewards

C

aring for our parents as they age is a job most of us shoulder willingly, yet with warring emotions. Despite our desire to repay the love they showed in raising us, the shifting dynamic of the parent-child relationship can spark feelings for which we are unprepared. For both generations, this is a complex passage—a time of burden and reward, of conflict and reconciliation, of frustration, fulfillment, and finality. Caring for an aging parent is a responsibility few people ever expect or envision. We avoid thinking about our parents falling ill or growing weak. We don’t feel equipped to handle the welfare of those who raised us. Confusion, sadness, helplessness jar us during this unsettling transition. As baby boomers live longer, healthier lives, any assistance that is required typically becomes the children’s responsibility. For many families,

the discussion about who will take care of Mom and Dad comes on the heels of a crisis. As a result, most families find themselves unprepared to handle their parents’ increased dependency. More than 20 million in the U.S. alone provide care for an aging parent or in-law. What’s more, families rather than institutions

provide 80 percent of long-term care. Learn to deal with the inevitable challenges that accompany this life transition? Begin by openly discussing each person’s role and responsibilities within the family structure. While caregiving can be extremely stressful, sharing duties is a guaranteed way to ease the tension. Whatever distance family members live from one another, devise a care plan so everyone can be involved. Addressing the sensitive topic of finances is also a must, as is compiling important personal and financial documents. Finally, take the time to evaluate how to build unity among siblings— in spite of the high potential for tension. There’s no question that many caregivers only find frustration and exhaustion. But with solid support and communication, caring for an aging parent can bring a renewed sense of love, compassion and tenderness into any family.

Charter and Traditional Public Schools Will Soon Play by the Same Rules Sacramento

W

hen California Governor Gavin Newsom signed the Charter School Transparency Bill (SB 126) into law recently, critics were relieved charter schools will now play by the same set of rules as traditional public schools. Under the mandates of the new law, charter schools and charter management organizations must now meet open meeting requirements and respond to public records request in alignment with the Ralph M. Brown Act or the Bagley-Keene Open Meeting Act; the California Public Records Act; Government Code 1090; and the Political Reform Act just like every other local, state or federal agency. Although many charter school organizations professed to already adhering to such requirements, it took several years and passed through four earlier governors before it successfully moved through the legislature and onto Newsom’s desk. Charter schools long resisted the change primarily because there are provisions in some of the relevant laws like the Political Reform Act for example, that restricts voting members of government agency oversight boards from participating in decisions that could result in his/her financial benefit. Some charter schools long resisted because many of them were found by teachers who also sat as board members.

State Renews Effort to Identify and Serve Homeless Students San Bernardino

T

he California Joint Committee on Legislative Audit has approved a request by members of the state assembly, including inland area representative Assemblyman James Ramos, to audit procedures used by school districts statewide to identify, provide services to, and support homeless students. At nearly 236,000, California has the largest number of homeless students in the nation, yet the goal of the audit is to identify and mitigate the reasons nearly 25 percent of all the state’s schools have reported none of their students experience homelessness. Both federal and state laws require all local education agencies (LEAs), including charter schools, to identify homeless students, provide them with services, and report that data to the government. According to the California Department of Education, nearly 2,700 of the state’s 10,500 schools reported zero students experiencing homelessness, yet many were large high schools in high-cost urban areas and other schools reporting zero homeless have large numbers of students who receive free lunch. This has caused many to question the accuracy of school reporting in relation to homeless students. The audit request calls for the selection of three to five LEAs—one each in a rural, suburban, and urban area and at least one each in San Bernardino County and the San Francisco Bay area as well as LEAs that continued on page 18

n Saturday, February 23, Riverside Community Hospital celebrated its 10 year anniversary for the Red Dress Fashion Show and Health Expo. The event, which provides education and awareness around the severity of heart disease and stroke, sold out with over 1,100 in attendance and a waiting list of another 100 people. It was the hospital’s largest Red Dress Fashion Show and Health Expo to date. Women and men of all ages from the city of Riverside and surrounding communities lined up at the Riverside Convention Center’s doors with the unified spirit of learning more about women’s heart health. This year’s event theme, “Celebrating the Beauty of a Woman’s Heart,” offered those in attendance not only a day of education but also fun-filled environment that included fashion, beauty and pampering. The first part of the morning kicked off with a Health Expo featuring 45 vendors from health education booth to fashion retailers, accessories and jewelry. Riverside Community Hospital,

along with medical partner PrimeCare, provided free health screenings to those in attendance, including Blood Pressure and Blood Sugar, Bone Density and Oxygen Level. The hospital’s HeartCare Institute provided Echo Cardiogram screenings. In addition, guests enjoyed a morning of pampering with facial waxing, massages and more. After the expo, guests gathered in the main exhibit hall to enjoy a gourmet luncheon while hearing from physicians and a heart attack survivor and stroke survivor. The luncheon opened with the National Anthem, performed by recording artist and songstress Vivian Love, who has recorded with Mariah Carey and other famous R&B and jazz artists. Following her stunning performance, the audience heard from local council members including the City of Riverside Councilman, Mike Gardner, Ward 1, who honored Riverside Community Hospital with a certificate of appreciation for 10 years of educating women on heart health, and City of

Moreno Valley Councilwoman Carla Thorton. Karen Spiegel, Riverside County Supervisor, (and former Red Dress Fashion Show model,) also said a few words about the important education being provided at the event and also presented a certificate of recognition. Our physician speakers, Dr. Samar Nahas, UCR Health, and Dr. Kaustubh Patankar, President of Medical Staff, Riverside Community Hospital, educated the audience on the warning signs and risk factors of heart disease and stroke, as well as how menopause increases the risk of heart disease. Dr. Patankar also talked about a relatively new procedure at RCH, T.A.V.R., (transcatheter aortic valve replacement). This procedure allows a minimally invasive approach to treating severe aortic stenosis for patients who are at intermediate, high or extreme risk for open-heart surgery. The Wheels of Justice are Turning at West Valley Water District

C

ivil cases are currently pending against the West Valley Water District, et al, in the San Bernardino District of the Superior Court of California. The suits were filed by former employees of the Hardy Brown, Sr. West Valley Water District (WVWD) Karen Logue, who Contributor Photo by Benoit Maphettes previously held the title of Human Resource Risk Manager and Matthew Litchfield, former General Manager. In addition to these cases, there were two other civil cases brought against the water agency, one by former Board Secretary Shanae Smith and the other case was filed by Maria Rikki, who once served as the agency’s Chief Financial Officer. Both cases resulted from bad decisions by former president, Dr. Clifford Young and the board of directors—as a result, both cases were settled at the expense of the agency. Poor personnel decisions in relation to these employees have cost ratepayers more than $6 million when you factor in the agency’s loss of its Employee Litigation Insurance Policy. I bring this up because Don Griggs, President of the West Valley Water District Ratepayers Association, expressed concern that some people in the community were given wrong information by Dr. Clifford Young and Greg Young regarding why these employees were terminated. I commend the Ratepayers Association for holding the elected officials of WVWD accountable and for its continued diligence serving as a “watchdog” group over the ratepayers’ money and drinking water. A couple of Sundays ago on CBS News, Investigative Reporter David Goldstein did a report on the West Basin Municipal Water District where some elected board members were abusing their authority by charging ratepayers for every meeting they attended. Even though the board members were following the established rules, it was an over use of ratepayers’ money. Those board members make between $36,600 to $59,600 a year even before you include an additional $7,000 to $24,000 for benefits. The

regarding the District, Mr. Taylor, Mr. Crowther, Mr. Olinger, Mr. Mansell, Ms. Blount, Mr. Katherman, Mr. Rodriguez, and Wilby & Associates are not governed by the Act, and the complaint against those respondents has been rejected. Employee Patricia Romero signed the FPPC compliant. In February, the FPPC informed Romero by letter that based on a review of the complaint information received, the enforcement division found insufficient evidence of a violation of the Political Reform Act.

There are currently other issues pending at WVWD. For example, since Michael Taylor took the helm as president, complaints are being filed against other board members and employees, by other employees. A letter to WVWD from the Fair Political Practices Commission (FPPC) dated January 10, 2019, Complaint No. COM-01052019-00041, involving West Valley Water District, Taylor, Crowther, Olinger, Tafoya, Mansell, Pacheco, Martinez, Blount, Katherman, Rodriguez and Wilby, read as follows: Dear Mr. Tafoya, Mr. Pacheco, and Ms. Martinez: The Enforcement Division of the Fair Political Practices Commission has received a sworn complaint against you. It appears the complainant is alleging you have violated the Political Reform Act’s campaign disclosure provisions. The complaint was filed against all those listed above; however, the allegations

I remembered seeing Ms. Romero’s name before on another WVWD related document, so I rummaged through my papers. I found it was her name that appeared on the WVWD Disbursement Voucher invoice to pay Clifford Young $1,897.43 for the so-called “Christmas/ Political Event Celebration of 12/7/2017” at the Sierra Lakes Golf Club in Fontana. The request for reimbursement was made on December 27, 2017 and paid to Clifford Young the following month according to the January 2018 Cash Disbursement Report. This Christmas/Political Event was the issue listed in the complaint filed by the Ratepayers Association with the FPPC. The agency referred the complaint to the California Attorney General’s Office because—to use their language, “the conduct alleged was not under the jurisdiction of the Political Reform Act and this conduct may be better addressed by the Attorney General’s Office,” the FPPC cited in an email to Griggs. I now wonder who put this employee, Patricia Romero, up to filing a complaint against the WVWD’s current leadership and staff? Was it the two board members I see as nitpickers? Admittedly, the Wheels of Justice turn slowly, yet I must say in the case of the West Valley Water District, it is finally turning thanks to the ratepayers’ association, Voice News and new WVWD leadership. When you read the court documents one can better understand why the Ratepayers Association is concerned enough to attend and speak out at all board meetings.

Locked Up and Abused West Valley Detention Center vs Adelanto Immigration Facility S.E. Williams Contributor

I

n recent years, the county has reached major legal settlements involving inmates at the West Valley Detention Center. The cases have involved the placement of gay, bisexual and transgender (GBT) inmates in what’s been referred to as an “alternative lifestyle” tank and their disparate treatment; torture and the use of force; mistreatment and/or inadequate accommodations for individuals with disabilities; grievances related to severely limited access to medical and mental health care for inmates, etc. An article titled “Torture, Civil Rights Violations Lead to Consent Decree in San Bernardino County” published by the IE Voice in January explored charges raised by inmates at the county’s West Valley Detention Center and the tentative settlement that led to a Consent Decree for the San Bernardino County Sherriff’s Department. At the time the IE Voice sought a statement from Sheriff John McMahon regarding the issues but because settlement agreements were only tentatively approved by the courts at the time, he declined to comment until they were finalized. Last week, the department advised it recently received notification from the court that the settlement in the GBT case was finalized and the sheriff provided a statement in relation to the case.

The sheriff’s statement came the same week a non-profit organization, Disability Rights California (DRC), released a scathing report detailing the results of its investigation into conditions at the Adelanto Detention Center in San Bernardino County—one of the largest privately-operated immigration detention facilities in the United States run by the controversial GEO Group. The report highlights how detainment at the facility poses serious risks to people with mental illness and other disabilities. Although the complaint against the West Valley Detention Center (WVD) involved members of the gay, bisexual and transgender community, and the Adelanto case involved immigrant asylum seekers, there were strange similarities regarding the mistreatment of disabled (whether mental or physical) inmates at the WVD and immigrant/asylum seekers detained in Adelanto. In other words, critics believe there was something perversely common and routine regarding the mistreatment of GBT inmates at the county run WVD that seemed eerily reflected in the similar mistreatment of asylum seekers at the privately, GEO administered Adelanto Immigration Detention Center. “When conditions in a detention facility fall below applicable

constitutional and legal standards, it is people with disabilities who are among the most likely to suffer—Immigration detention facilities that operate like a jail are no exception,” said Aaron Fischer, litigation counsel for DRC. Complaints filed by inmates at WVD in 2016 detailed how the county had failed to provide minimally adequate medical, dental and mental health care to those incarcerated at its jails. Inmates also reported how the county had failed to prevent unnecessary and excessive uses of force against them. Inmates further alleged they were subjected to harmful and excessive use of solitary confinement in clear violation of the Eighth and Fourteenth Amendments to the U.S. Constitution. And that was not all—the complaint also highlighted complaints of discrimination against certain inmates with disabilities in violation of the Americans with Disabilities Act and Section 504 of the Rehabilitation Act. At the GEO run Adelanto Immigration facility investigators found, “The conditions are incredibly harsh, and people go without the treatment they need until they reach a crisis moment – engaging in self-harm and even trying to end their lives.” The report determined that Adelanto fails to provide adequate treatment to people with serious mental health needs. Just like the WVD failed to provide minimally adequate medical, dental and mental health care to its inmates, a key finding of the DRC was that people held at Adelanto are subjected to punitive, prison-like conditions that harm

people with disabilities. It further identified how Adelanto’s inadequate mental health care and medical care system was made worse by the facility’s counter-therapeutic conditions and practices, as well as its failure to comply with disability antidiscrimination laws and ICE detention standards regarding the treatment of people with disabilities. In his statement regarding the WVD case Sheriff McMahon stressed the department’s formation of a committee that will continuously monitor the issues raised in the complaint. “The committee is made up of facility personnel, Inmate Services staff, medical/mental health staff, and social workers—including a GBT advocate,” he advised. The county had also agreed in the torture case settlement to increase the medical and mental health services it provides to its inmate population. McMahon also reiterated the previously reported details of the GBT settlement. “The County of San Bernardino will pay $950,000 to resolve the class action claims of all GBT inmates who were housed in the specialized unit at the West Valley Detention Center for roughly a sixyear period,” he shared adding, “The County will also pay $1.1 million in fees to the attorneys.” Finally, the sheriff noted, “Our priority continues to be providing a safe environment to all inmates and staff, while maintaining the security of the facility.” As a result of the DRC’s investigation of conditions at the Adelanto facility it recommended GEO work to address the punitive

treatment of the civil immigration detainees in its custody—including people with disabilities. Also, in addition to recommending the country consider immigration enforcement policies that would reduce or eliminate the detention of people with histories of trauma, particularly those seeking asylum in the United States, the DRC further recommended that GEO take immediate steps to normalize Adelanto’s living environment for detainees in several areas including attending to their medical needs and accommodating their disabilities. San Bernardino County has a history of prisoner mistreatment as does the for-profit GEO Group that operates the Adelanto Immigration facility. Over the years GEO has been sued for millions and millions of dollars by inmates held in their facilities across the country for what was described in one case against the company as, “barbaric and horrific conditions.”

The event featured a conversation between Dr. Dawn Wright, who wrote the book’s foreword, and Dr. Paulette Brown-Hinds, who is featured in one of the chapters. Dr. Dawn Wright, geographer and oceanographer, is a leading authority on the application of GIS technology to the field of ocean and coastal science, and played a key role in creating the first GIS data model for the oceans. She has participated in over 20 research expeditions worldwide, and was the first African-American woman to dive to the ocean floor in the ALVIN deep submersible. As chief scientist of Esri, Dawn works directly with Jack Dangermond, the CEO on strengthening the scientific foundation for Esri software and services, while also representing Esri to the national/ international scientific community. Mapping Their Stories tells the tales of how more than 20 women applied themselves and overcame obstacles, using maps, analysis, and geographic information systems (GIS) to contribute to their professions and the world. Pre-School Development Grant to Expand/ Strengthen Early Learning in the State

ederal grants were awarded to 45 states to assist with the expansion of pre-school and child care programs—California was among the recipients. Unlike previous preschool and child care funding, this grant, identified as the Preschool Development Birth through Five (PDG B-5) Initial Grant Award, will enable California (and the other 44 states) to conduct a comprehensive and statewide birth through five needs assessment. The U.S. Department of Health and Human Services Office of Child Care noted, ”The assessment will be followed by in-depth strategic planning, while enhancing parent choice and expanding the current mixed delivery system consisting of a wide range of provider types and settings, including child care centers and homebased child care providers, Head Start and Early Head Start, state pre-kindergarten, and home visiting service providers across the public, private and faith-based sectors.” This grant supports the governor’s educational proposal to expand preschool to children four years of age from low income households, as well as his long-term goal of offering preschool to all four-year-olds regardless of family income.

As noted by the education publication EdSource, a requirement of the grant calls on California to identify where shortages in child care and services for young children currently exist and then to create a strategic plan to address the shortages and needs. The grant awards ranged between $538,000 and $10,620,000 depending on plans proposed by the individual states. Surprisingly, although California and the current administration are frequently at odds, in this case California was among the six states to receive top funding. California was not only awarded $10, 620,000 million, it also has an opportunity to apply for a renewal grant before the end of this year. The current grant performance period ends December 30, 2019. That was the year the county implemented a short-lived temporary moratorium on commercial solar energy generation projects due to growing concerns over what was then considered a rampant increase in solar renewable energy development applications—but, 2013 was a different time. Last year, the Intergovernmental Panel for Climate Change noted how it seemed “extremely unlikely” mankind would overcome its dependence on fossil fuels in time to keep temperatures from exceeding the threshold set by the Paris Agreement as highlighted in the proposed Green New Deal. The IPCC reported although climate change appears to be on a path of acceleration, researchers have noted that their findings do not suggest that all is lost; but caution concerning climate changes will continue to occur a bit sooner than they initially realized, “if policy changes are not enacted.” As San Bernardino County limits the deployment of industrial scale solar and wind projects in large swaths of the county, Antarctica is melting at a faster pace; ocean levels are rising quicker and higher than experts initially forecasted; global carbon emissions are increasing sooner than anticipated; and, the oceans are heating up more rapidly than expected. The recent decision by the San Bernardino County Board of Supervisors appears to set the county on a course that is contrary to the policy changes needed to combat climate change. Of course, this is just my opinion. I’m keeping it real.

This year’s effort represents the first SCE Multifamily Affordable Housing (MASH) grant on a tribal community solar project. It will serve low-income elders in apartments on the reservation. The MASH program provides upfront incentives for qualifying multifamily and affordable housing buildings. Other funding for the project will be coming from the Tribal Solar Accelerator Fund (TSAF). “It’s so amazing that through the tribe’s partnership with GRID they’ve gone from no solar to probably one of the most solarized tribes in the US! This project is a huge milestone for our regional office,” said Lisa Castilone, GRID Inland Empire’s Community Development and Tribal Manager. In the summer months, Chemehuevi tribal community experiences extreme weather temperatures and even blackouts. The project will help to reduce the tribe’s energy costs and is expected to produce up to about $600,000 worth of energy over its 20-year lifetime. The Solar Spring Break program, a national initiative, has grown from six schools in 2014 to
