recently read an article in the publication New Philosopher that opined over the reasons people fight for change. It talked about how many who believe that change always happens in due course and that no matter how bad things get, if we just give it enough time—things eventually get better. It stressed further how many with this mindset expressed as much during the Civil Rights era further noting how it was this attitude by many white ministers that angered Martin Luther King Jr. and prompted him to write his famous “Letter from a Birmingham Jail something like ‘if only the oppressed would not allow their impatience to get in the way, “elderly xenophobes, racists, and sexists die out or certain politicians leave office, [and] time will gift us with a new, transformed day.” I guess this is an easy position to take for those who have never been oppressed, despised and/or abused. The author proceeded to highlight King’s retort to this position that noted change was not guaranteed to happen today or tomorrow unless people fight for it.

Some 60 years later, Black Lives Matter was born. Many of us watched over the last couple of years as leaders on both sides of the aisle at the federal, state and local levels appeared to lose their minds when Black Lives Matter called for defunding the police on the heels of several high-profile murders of young Black people by officers and deputies across the country. Certainly, amid the COVID-19 crisis, these indiscriminate killings of young Black people, of any people—though long-suffered and fought against in ebbs and flows over time—once again became too much for members of the Black community and others to bear. But the radical idea of defunding the police— like letting Blacks attend white schools or move into white neighborhoods or give them weapons to fight as soldiers in the military once seen as untenable—saw even members of the Black community stammer and stutter as they tried to find the politically correct footing to respond to such a bold demand. ‘Uh…uh…uh…defund the police…uh…uh…uh…Now I certainly support continued on page 18

San Bernardino Announces Outdoor Court

O

n February 28, 2022 San Bernardino Superior Court announced it will hold outdoor court for all misdemeanor arraignments, including those requested by parties. Presided over by Assistant Presidio Judge Lisa M. Roger, court will be in session Monday through Thursday from 8:30 a.m. to 10:30 a.m. The outdoor court is scheduled to continue until the end of the year weather permitting. All litigants will be given written notification of the day and time of their scheduled appearance. Outdoor court proceedings have been instituted to both meet the demands of judicial backlogs by expanding court calendars to

accommodate more cases in an outdoor setting, as well as a way to meet the concerns over public health brought about by the pandemic. Initially instituted during the early days of the pandemic, outdoor court and its benefits are determined to be effective, healthier and productive. Although face coverings are no longer required in court room settings, they remain highly recommended in alignment with CA Governor Gavin Newsom’s latest COVID-19 update regarding face coverings. CSUSB President Tomás Morales Spoke at St. Paul AME Church on Super Sunday

T

he last Sunday of February, Cal State University San Bernardino President Tomás D. Morales addressed the importance a college education can make in the lives of Black students. The speech took place at St. Paul African Methodist Episcopal Church in San Bernardino as part of the university’s Super Sunday, where more than one hundred African American churches are visited by college and university presidents, administrators, students and alumni to spread awareness of and interest in completing the goal of higher education. Super Sunday itself is a part of Cal State University's (CSU's) African American Initiative, an outreach program which addresses the importance of recruiting and retaining Black students in Cal State University schools. The goal of Super Sunday is to share with potential students and their families that a college degree from the CSU

is possible, affordable and transformative, and to ensure our commitment to partnering with them from admission to the day they earn their degree and beyond. alifornia lifts several COVID-19 pandemic restrictions as the state approaches the second anniversary of the initial stay-at-home order issued on March 18, 2020, communities of color still struggle with low vaccination rates. In an effort to address vaccine hesitancy among Black communities and communities of color in San Bernardino County, the California Association of African American Superintendents and Administrators (CAAASA) partnered with the San Bernardino City Unified School District (SBCUSD) and hosted an informational town hall on March 9th. The town hall discussion aimed to encourage the community to get vaccinated while also addressing misinformation and disinformation regarding the United States’ history of conducting public health studies

on 623 Black men without their consent. Mis- Disinformation Regarding the Tuskegee Experiment The discussion was moderated by Wallace Allen, West Side Story Newspaper publisher and featured several speakers, notably descendants of the United States Public Health Service Syphilis Study at Tuskegee and Macon County, Alabama, formerly known as the Tuskegee Syphilis Study. Lillie Tyson Head, daughter of Freddie Lee Tyson who was a victim of the study and President of Voices For Our Fathers Legacy Foundation, addressed the fact that the study has been used as a reference point for why Black people mistrust COVID-19 vaccines. continued on page 8

“This study should definitely not be used as reasons for not getting vaccinated. It has been used and it has been talked about, and that’s one of the reasons why I’m here representing the descendants and the foundation — to encourage everyone not to make a comparison, but to see and realize the contrast,” said Tyson. Tyson acknowledged that the history of the study affects attitudes toward trusting the validity of vaccines, but encouraged people to rely on medical science, facts and medical interventions as a source of validity. She also emphasized key differences between the syphilis study and the COVID-19 pandemic, namely, the men in the study were denied access to treatment (Penicillin) during the study, while now, Black people are denying themselves access to treatment. “Here, today, we have the opportunity to get vaccinated and if we deny ourselves of the vaccination, we will be doing the same as the government had done to those men, so we shouldn’t do that,” Tyson stated. The Roots of Hesitancy Another descendant of a victim of the study, Eric Patterson, pointed out that skepticism regarding [the vaccine] is a result of a legacy of American history that has left Black people vulnerable since stepping foot into America in 1619 and has lasted throughout a history of slavery, the Civil War, Reconstruction and the Jim Crow era. Patterson explained that two key variables play a role in why Black Americans have a hard time trusting: historical mistreatment and systemic racism. In order to improve the relationship among African Americans, Patterson explained that local leaders must work with governmental and private organizations to improve education, healthcare and the criminal justice system as it relates and impacts underserved communities. In honor of my mother Dr. Brenda Ross, assistant professor of Maternal and Fetal Medicine at the University of California, Riverside joined the panel, and spoke

about the personal impact COVID-19 had on her. Ross’s mother died after contracting the virus from a family member who was living in the home. “And so if I don’t do it for any other reason, I have to honor my mother’s memory by saying, had she had the vaccine available, she would be here today. When she died, the vaccine wasn’t available,” Ross said. “So, it’s tantamount, it’s of paramount importance, it’s absolutely necessary that when you choose to not be vaccinated, that you recognize the consequences of that. And it’s just not personal for you, it affects your home, your family, your community.” Dr. Ross acknowledged that some people may be shy about sharing that they’re afraid to be vaccinated, but she explained that it’s okay to be afraid because that’s where education comes in to help people ask questions regarding the vaccine. Across San Bernardino and Riverside Counties, local organizations and churches have partnered with local health departments to educate and provide access to testing and vaccination services within their communities. Dr. Joshua Beckley, senior pastor at Ecclesia Christian Fellowship, said that his church has been used as a testing site and vaccination site throughout the pandemic. Long before the pandemic, Beckley and his church launched a health ministry to address health disparities within the community and keep the congregation informed by hosting educational workshops and encouraging people to get regular health checks. My people perish “One of the things I understand from a biblical perspective [is] our people perish for a lack of knowledge, the Bible says,” Beckley stated. “And one of the things I intended to do as this pandemic began to rage havoc through our community, was to provide a platform of information.” Beckley said that he is concerned about the infection rate and the low vaccination rate in the community he serves within the city of San Bernardino. San Bernardino County Sheriff: Will Voters Make Their Own Choice in 2022? Part 1 Gail Fry | Contributor

fficial records obtained by the IE Voice/Black Voice News, indicate for the past 12 years, the San Bernardino County Board of Supervisors has appointed the county sheriffs from the upper ranks of the Sheriff’s Department as endorsed by the retiring sheriff and approved by the board of supervisors over the objections of voters who wished to have their say in the selection. From January 28, 2009, when San Bernardino County (SBC) Sheriff Rod Hoops was appointed through the most recent appointment of Sheriff Shannon Discus, this has been the selection process. However, the in-house selection of county sheriffs appears to have begun even earlier. What history tells us Times are changing and the Black Lives Matter movement has focused more attention on who fills these positions. An examination of official records and historical news articles, uncovered evidence of how Dicus’ appointment on July 7, 2021, followed a decades-long pattern. The 2009 appointment of Hoops appears to be a continuation of a model that apparently began as early as 1983 with then SBC Sheriff Frank Bland, and has continued with the appointment of sheriffs from the upper ranks of the department since. As noted, a favored, high-ranking sheriff employee receives the endorsement of the sitting sheriff, is appointed by the political establishment, supported by the Sheriff Employees Benefit Association (SEBA) and subsequently receives generous campaign funds which typically ensures a successful election. Each sheriff since Bland, who retired in 1983, has promised to continue the legacy of the department and once appointed by the Board of Supervisors (BOS), is basically guaranteed the advantages of incumbency in the next election—essentially ensuring a successful campaign. Political experts advise “If your party serves the powerful and well-funded interests, and there's no limit to what you can spend, you have a permanent, structural advantage,” said political advisor David Axelrod during a 2012 interview with UC Irvine’s New University news publication. "If endorsements weren't important, politicians would have ceased seeking them decades ago,” said Joshua Stockley, political science professor at the University of Louisiana in Monroe. The Beijing Olympics: Triumphs on Snow and Ice Celebrating Olympic medalists while saying so long to an icon Jon Gaede | Contributor

ny individual Olympic achievement, or the color of a coveted medal an athlete may earn, can overshadow the true meaning of why Olympians compete and the lasting impression they leave. Facing great challenges, USA Bobsled’s Elana Meyers-Taylor was remarkable in Beijing. Elana Meyers-Taylor, played softball at George Washington University, but failed to make the US team in that sport. Undaunted, she then attempted a completely new sport, Women’s bobsled. Four Winter Olympics later, Meyers-Taylor won her fifth Olympic medal, surpassing the great American speed skater Shani Davis. On January 19th, Meyers-Taylor, upon arriving in Beijing, tested positive for COVID- 19. She was initially selected to carry the US flag during the Opening Ceremony, but was sent directly to quarantine isolation. She eventually provided two negative tests and joined her teammates on the Olympic sliding hill. Meyers-Taylor promptly took silver in the first ever Olympic “Monobob” event and a bronze in the traditional bobsled. The names of Erin Jackson and Brittany Bowe will always be connected One of the most compelling stories to develop prior to the games in Beijing, involved the kind gesture of American Speed Skater Brittany Bowe to her teammate Erin Jackson, two names that will always be connected. Jackson, the number one 500 meter Speed Skater in the world, failed to qualify at the trials. Then, Bowe gave up her slot to Jackson, so she could compete in her specialty in Beijing. Jackson promptly won the gold in the 500 meter Speed Skate, as Bowe added her second Olympic bronze medal in the 1000 meter race. Shaun White, the “Red Tomato,” a name synonymous with Olympic Half Pipe, completes his final journey. Born in the San Diego area like Elana Meyers-Taylor, Shaun White, aka “Red Tomato,” has carved out quite a career in the sport of Snowboarding and is easily the most successful all time Olympic athlete in the sport of Half Pipe. The five time Olympian and three-time gold medal winner, came up short on his final Olympic run at Genting Snow Park. White announced his retirement from Olympic competition at Genting Shaun White’s natural ability, personality and prolific career, has created an industry of snowboarding around the world. Known for gold medals upon the biggest stages at both the “X Games” and “Olympic Games,” and always pushing the progression of the sport for over 20 years. White announced his retirement from Olympic competition after competing at Genting. In San Bernardino County, among the eligible population, 30.9% of African Americans are fully vaccinated, 43.5% of Latinos are fully vaccinated and 18.6% of American Indians are fully vaccinated. Older residents have higher vaccination rates compared to younger residents, with elders between the ages of 65 to 69 having the highest vaccination rate at 81.7%, followed by those between the ages of 70 to 74 who have a vaccination rate of 78.8%. Mask mandates changing for schools With mask mandates ending across schools in California as of March 12, San Bernardino City Unified School District will also host vaccine clinics at schools throughout the region, in partnership with the CAAASA. In the meantime, as the nation continues to equivocate, hem and haw over police funding, 203 Black Lives were taken by police in 2021 according to Newsweek proving not much has changed regarding police taking Black lives indiscriminately since the 2020 uprising— police funding continues to flow like a fireman’s hose without a shut-off valve and Black people continue to die. Then, as if adding insult to injury, we learned in recent days that between 2010 and 2020 nearly 40,000 payments resulting from allegations of police misconduct were paid by 25 police agencies across the country totaling more than $3 billion according to a March 9, Washington Post report. Keep in mind the report looked at only 25 of the approximate 17,985 police agencies in the country. Acknowledging police agencies vary in size, just consider the possibilities relative to the total amount of settlement payments were a complete assessment made of all the nation’s police agencies—it would be staggering. One of the areas included in the report’s assessment was Riverside where a total of $77 million dollars in settlement payments were

redirecting funding away from the police and toward more purposeful and proactive ways to build relationships between police/deputies and the communities they serve. Riverside County Sheriff’s Department has an annual budget totaling more than one billion dollars not including additional funding readily accessible through generous state and/or federal grants. Things will never change unless agencies like Riverside and others in the inland region are in some way held accountable for their violations

dollar paid in settling police use of force cases should be taken from the police/sheriff department’s budget and reallocated to local organizations working to reimagine policing in their communities–it would be a meaningful step toward “defunding the police.” Of course, this is just my opinion.
