When You Can’t Find Sanitizer, Make Your Own Riverside, CA –Although thoroughly washing your hands is always the best option to fight against the spread of the coronavirus health crisis, when that is not possible the use of hand-sanitizers is the next best option. Hand sanitizers, however, are hard to find in stores and/or online due to high demand resulting from growing concerns over the spread of the virus. In response, many citizens are making their own. According to the Centers for Disease Control and Prevention (CDC) making your own sanitizer requires three main ingredients—Isopropyl alcohol, aloe vera gel and tee tree oil. To be effective according to the agency, the mix must be at least 60 percent alcohol. Mix three parts isopropyl alcohol to one-part aloe vera gel and then add a few drops of tea tree oil to give the mixture a more pleasant smell. If you would rather make a spray recipe you will need Isopropyl alcohol, glycerol, hydrogen peroxide, distilled water and a spray bottle. Mix 1 ⅔ cups alcohol with 2 teaspoons of glycerol. Mix in 1 tablespoon of hydrogen peroxide, then another ¼ cup of distilled or boiled water. Fill a spray bottle with the mixture.

Lawmakers Push to Repeal California’s Ban on Affirmative Action

ast week with the support of a broad coalition of colleagues and business leaders, Assemblymember Dr. Shirley Weber (D–San Diego) introduced ACA 5—the California Act for Economic Prosperity—which calls for the initiation of a ballot initiative to officially repeal Proposition 209—California’s ban on affirmative action. ACA 5 is supported by members of the Black, Latino, API and Women’s Caucuses, as well as leading business and civil rights organizations across California, including Equal Justice Society, the California Black Chamber of Commerce, Chinese for Affirmative Action, and scores of faith-based organizations. “Since becoming law in 1996, Proposition 209 has cost women and minority-owned businesses $1.1 billion each year,” said Assemblymember Weber. “It has perpetuated a wage gap wherein women make 80 cents on every dollar made by men and has allowed discriminatory hiring and contracting processes to continue unhindered.” Weber further noted that California is one of only eight states in the nation that prohibits the consideration of race or gender in hiring, the allocation of state contracts, or when accepting students into the state’s public colleges and universities. “California is home to the greatest number of women-owned businesses in the nation and having contract gender parity is important,” said continued on page 17

New Village Will Provide Emergency Shelter for Riverside’s Homeless

State and County Officials Call for Halt to Large Gatherings

A

new village is now located in Riverside just off Massachusetts Avenue. The village which consists of 30 new cabins to house members of the city’s homeless population some of which congregated in nearby makeshift tent encampments. The village of tiny cabins was approved by the city council earlier this year when it agreed to fund the development of 20 cabins. Subsequently, the cabins’ manufacturer, Pallet, agreed to donate ten additional units. The new homeless village will be operated by the nonprofit organization, City Net. City Net is dedicated to addressing homelessness through a variety of community efforts and activities aimed at ending local homelessness. Its efforts include the provision of streetoutreach, case management, housing navigation, bridge-housing, reunifications, community

mobilization, and census coordination. City Net will also provide 24-hour security at the village seven days week. The 30 cabins—each which comes with its own key—are approximately 64-square-feet in size, include two beds and feature both heating continued on page 17

Sacramento, CA – Not long after Governor Newsom declared a State of Emergency on March 4, 2020 in response to concerns over the spreading coronavirus, both Riverside (March 8) and San Bernardino (March 10) Counties declared local health emergencies in alignment with the direction of the state. Despite San Bernardino’s declaration as of Thursday, March 12, there were still no known cases of the virus in the county. In the meantime, large events are being cancelled up and down the state including here in the inland region as Newsom also called for the exclusion of all gatherings larger than 250 attendees.

Scramble For The Black Vote: Lessons From History

T

he race for the 2020 Democratic presidential nomination is well underway. Kissing Black babies, eating collard greens, giving mea culpas, and making grandiose election promises, these are all part of the efforts of some Democratic contenders to get on the good side of those who constitute an indispensable part of the party’s lifeblood. It is virtually impossible for a Democratic presidential candidate to get there from here without establishing a strong connection with African Americans and other voters of color. The question remains, is the candidate’s love affair with minorities authentic or concocted? Far too often, months before major elections, Blacks and Latinos are featured prominently in intense media ad campaigns, and rolled out at high profile sporting and entertainment events all with the intent of boosting the candidate’s image as a black and brown man’s/ woman’s best friend. Black voters are considered a key voting bloc with the Democratic Party, particularly in states like South Carolina where they make up a

significant proportion of the electorate. History teaches that black and brown voter loyalty is taken for granted: voters who represent only a means to an end. One should not be surprised to see Sen. Elizabeth Warren (D-Mass.) scarfing down a meal of collard greens and cornbread, as she recently did with hip-hop artist Benny Starr at Bertha’s Kitchen, a black-owned restaurant in North Charleston, S.C. Last April, former South Bend, Ind., Mayor Pete Buttigieg sat down for a plate of fried chicken, collard greens, and macaroni and cheese with Rev. Al Sharpton at Sylvia’s soul food restaurant in Harlem. Former vice president Joe Biden is in Black voter rich South Carolina courting African Americans, Latinos, and loyal Barack Obama supporters. It was hard to ignore Trump’s embrace of Black voters with his controversial Super Bowl ad and his claims of Black loyalty during his

San Bernardino County Authorizes Remote Electronic Warrants Pilot Program San Bernardino

S

an Bernardino County is geographically the largest county in the nation and as a result, deputies often need to travel long distances to a courthouse in order to seek approval of search and/ or arrest warrants. To reduce the travel-time it takes to request such warrants and the strain it has on deputy resources already stretched thin, the San Bernardino County Board of Supervisors recently approved a pilot program for expansion of the County’s Remote Electronic Warrants program. The program is in alignment with recent legislation which allows law enforcement officers to seek approval of search and arrest warrants remotely, without having to physically travel to a courthouse and will extend the San Bernardino Superior Court’s Electronic On-Call Warrants program. The Electronic On-Call Warrants program provides electronic processing of all warrant types and all probable cause declarations continued on page 17

Cannabis Tax Revenue Grows Slowly

alifornia’s sacred cow—Proposition 13— remains stubbornly entrenched as an initiative to modify the 1978 tax revolt measure failed to garner enough voter support to pass into law on Super Tuesday, March 3, 2020. A coalition of nearly 300 groups and leaders titled Schools and Communities First, qualified an initiative that would lift caps on property taxes for commercial and industrial properties. As expected however, opposition to the legislation was led by the Howard Jarvis Taxpayers Association (HJTA), the originators of Proposition 13 in 1978, which took particular issue with this year’s legislative proposal that would have increased the limit on what a local school district could borrow from 1.25 percent to 2 percent of assessed property value. HJTA expressed fear that this approach could lead to future tax increases to pay back the debt. Governor Newsom and other supporters of this year’s proposed change to Proposition 13 believed the $15 billion bond sought by the

initiative was needed to renovate California’s aging schools. It was the only statewide measure on the primary ballot. The much-desired funds would have supported new construction and repairs at school sites dealing with a plethora of problems ranging from toxic mold, outdated wiring, and leaky roofs, among other warranted repairs. Although the measure only required a simple majority to pass results from Super Tuesday show it failed to garner more than 46 percent voter approval.

Sacramento, CA -In only two short years California has surpassed more than one billion dollars in cannabis tax revenue. According to state officials after recovering costs associated with regulatory issues, the remaining $1.03 billion in tax revenue raised since the program’s implementation in January 2018. Funds from the tax revenue generated by cannabis sales has been used to support childcare for low income families, cannabis related research, and public safety grants. In addition, some of the revenue was used to clean up public lands where marijuana was illegally grown. Despite the revenue results, growth in the industry is progressing at a slower pace than anticipated, largely due— according to some experts—to the state’s persistent illegal marijuana industry.

Local K-12 Schools, Colleges and Universities Close Due to Coronavirus Concerns Riverside

cross the region K-12 schools, colleges and universities are being nimble in their response to growing threats related to local spreading of the coronavirus (COVID-19). As of Thursday, March 12, 2020 although dozens of K-12 schools had closed and moved to online learning around the state, only one school in the inland region—Murrieta Valley High School—had closed due to the coronavirus and turned to online learning options. That changed on Friday, when County Public Health officials closed all schools in Riverside County as the number of local COVID-19 cases increased to ten. “To further prevent the spread throughout the county, effective Monday March 16, I am ordering a school closure, not a dismissal, of all Riverside County public schools. This order also applies to preschools, charter schools, private schools and all colleges and universities in Riverside County,” said Riverside County Health Officer Dr. Cameron

Kaiser. Classes are expected to resume on April 6. Kaiser’s announcement also came on the heels of an announcement on Tuesday, March 10th by University of Riverside (UCR) Chancellor Kim Wilcox who declared the campus will remain open for classes through Friday, March 13, but winter quarter finals will not be held in person. In addition, Wilcox noted instruction for the first week of spring quarter, through April 3, will be online-only. UCR instructors are currently working to assure their courses are online-compatible for at least the first portion of spring quarter as the school braces for the possibility that spring courses may be online-only for longer than the first week. Wilcox’s actions though admirable were not spontaneous. According to reports it was triggered by an online petition signed by more than 6,000 continued on page 18

The initial mailings will continue through March 20 and for the first time, nearly everyone will be invited to respond to the census online, by phone or by mail. “Invitations are arriving in mailboxes across the country, and everyone will receive an invitation to respond through the mail or from a census worker soon,” said Census Bureau Director Steven Dillingham. “We are encouraging everyone to respond once they receive their 2020 Census invitation.” The

Results from the 2020 Census will be used to determine the number of seats each state has in Congress and your political representation at all levels of government.” - United States Census Bureau Census asks residents a few simple questions about themselves and everyone living in their household on April 1, 2020. For individuals completing the Census online, it is important to note it must be completed in one sitting as there is no way to save your work in order to come back later and complete it. If you leave the questionnaire and return later, you will have to start over. The good news is the Census questionnaire only takes about ten minutes to complete and responses can be worth millions of federal dollars and other resources to your community. Respondents can feel confident the 2020 Census is safe, secure, and confidential. Both their information and privacy will be protected. Jeri Green is a 2020 Census Senior Advisor with the National Urban League, and one of the leading civil rights organizations working to assure African American participation in the 2020 Census, recently shared the results of a study by the Census Bureau of barriers in minority communities—Black, Brown, Asian, Native American, etc.—that were roadblocks to their participation in the process. The study showed there is fear among members of these communities that the Census Bureau might share their information with law enforcement officials, parole officers, immigration officers, etc. Green was adamant in her assessment that is not the case. “Your answers are kept anonymous,” she assured. “They’re only used to produce statistics.” According to Green, the Census Bureau is bound by law—under Title 13 of the U.S. Code—to keep Census responses strictly confidential. According to officials, when responding to the Census you should be counted where you are living and sleeping most of the time as of April 1, 2020. Also, if you respond for your household,

you should count everyone who lives and sleeps there most of the time as of April 1, 2020. This must include young children, foster children, roommates, and any family members or friends who are living with you—even if they are only there temporarily. In the meantime, there continues to be a lot of misinformation about the Census. For the first time in Census history to help prevent the spread of fake, false and inaccurate information that can negatively influence participation in the Census the Bureau has established the first ever Trust and Safety Team focused on protecting the count. “The rise of digital and social media use has exponentially increased the speed of how accurate and inaccurate information can spread,” said Stephen Buckner, Assistant Director for Communications at the U.S. Census Bureau. “We know that many people may not know what the census is because it happens only every 10 years, making it a likely target for misinformation and disinformation campaigns, which is why we’ve been actively preparing to defend against them.” The Trust & Safety team is working with social media platforms, coordinating with YouTube and Twitter, collaborating with other government agencies, working with civil society organizations such as the Leadership Conference on Civil Rights and NALEO (National Association of Latino Elected Officials) Educational Fund, as well as the Better Business Bureau, and AARP, to protect consumers against possible scams and fraud during the count. Citizens are encouraged to call the Census Bureau Customer Service Hotline at 1-800-923-8282 to report suspicious activity. Residents who do not receive an invitation to respond from the Census Bureau, may initiate their census participation by taking the 2020

For those needing language support visit https://2020census.gov/en/contact-us.html to access a list of Bureau numbers to census workers providing help in other languages. Every ten years the Constitution mandates a non-partisan government agency (U.S. Census Bureau) counts the population in the United States and five U.S. territories—Puerto Rico, American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the U.S. Virgin Islands. The count must include everyone regardless of their citizenship status. The 2020 Census mailings are addressed to “Resident” at the household address and do not include an individual’s name. In areas more likely to respond online, mailings contain information on how to respond online. Households in areas of the country that are less likely to respond via the internet will also receive a paper questionnaire in their first mailing, along with information on how to respond online. All nonresponding households will receive a paper questionnaire after two more reminder mailings. According to the Census Bureau along with the invitations, people can expect to find an overview of the Census, a description of language assistance in English plus 12 non-English languages and a Census ID number linked to their address. About 13 million households across the nation will receive bilingual English/ Spanish invitations and questionnaires. People filling out the form via the internet are encouraged to use the ID, but it is also important to note those who answer the questions online before getting their IDs will still be counted. According to Bureau officials however, “The best user experience is provided with a Census ID.” Buckner described the challenges inherent in counting nearly 330 million people in a very

About 80 percent of households receiving mailings will get notices about how to answer the questions online, and about 20 percent of households will automatically receive a paper ballot if there are large numbers of seniors in their neighborhood or levels of internet connectivity are low. “Responding to the 2020 Census is easy, safe and important, and it’s key to shaping the future of your community,” Dillingham said. “The 2020 Census will determine the number of seats each state has in the U.S. House of Representatives, and influences how hundreds of billions of dollars in public funds are allocated for critical public services like emergency response, schools, hospitals, roads and bridges over the next 10 years.” Participation in the 2020 Census is critical as it will provide the data that lawmakers, business owners, teachers, and others need to make such decisions. A sample of the 2020 Census questionnaire is available on 2020census. gov, along with more information about when most people will receive their invitations in the mail. The Census Bureau has also created an interactive response rates map at 2020 census. gov/response-rates so American communities can keep track of how they’re doing. Beginning on March 20, the map will be updated daily to reflect current response rates from communities around the country. For comparison, the map also displays the final response rate from the 2010 Census. Following are some important dates to help guide you through the 2020 Census process. Please remember households can respond online, by phone or by mail. • March 12-20: The U.S. Postal Service will deliver initial invitations to respond online and by phone. Areas that are less likely to respond online will receive a paper questionnaire along with the invitation to respond online or over the phone. • March 16-24: Reminder letters will be delivered. • March 26-April 3: Reminder postcards will be delivered to households that have not responded.

• April 8-16: Reminder letters and paper questionnaires will be delivered to remaining households that have not responded. • April 20-27: Final reminder postcards will be delivered to households that have not yet responded. With mounting concerns over the impact of the coronavirus (COVID-19) on the day to day lives of Americans it is important to note Census enumerators will not begin their full-scale door-to-door efforts until sometime in May. At that time Census workers will being visiting homes that have not responded to the survey and seek their answers in person. In the meantime, Census officials will continue monitoring the spread of the disease nationally as well as its potential impact on the door-todoor phase of the census process. If the spread of the virus continues to deteriorate and mitigation efforts fail to prevent disruptions in the door-to-door phase of the Census process, the U.S. Census Bureau is considering alternatives designed to keep the Census count moving forward. One approach to the dilemma may include Census workers dropping questionnaires off at the homes of nonrespondents instead. Of course, it would then be left to the people in such homes to complete the surveys and return them on their own. U.S. Commerce Secretary Wilbur Ross— who is responsible for overseeing the 2020 Census—recently advised Congress of his organization’s goal to encourage people to respond to the Census questionnaire online [or by phone or mail] in order to minimize the need for physical contact that could help spread the coronavirus. “We will just have to play it by ear,” Ross told the Associated Press. “We are ready to make responses and we will deal with the situation as it evolves.” The coronavirus has added another level of complication/potential roadblock for minority activists and organizations keenly focused on avoiding another census undercount among minorities that has historically deprived their communities of much needed resources and continued on page 12

Diversity and Inclusion Matters

N

o matter what industry or institution one is speaking of, from the church to city hall, or the college campus—diversity and inclusion is vital. The truth of the matter is Rev. Steven Shepard that we don’t all speak the same language, have the Contributor same “culture,” or display the same manners in situations. It is imperative that we recognize our experiences—often offered as a result of our culture—provides a vastly different perspective on life and the various facets of it. Hiring from a diverse pool of candidates means a more qualified workforce, a workforce that is prepared to meet the ever-changing needs of all people. A diverse and inclusive workforce helps businesses avoid employee turnover costs and promotes a creative and innovative workforce/place. As our world evolves, we must be prepared to tackle the challenges and changes that come with it. Without having all voices represented at the table, we can’t commit ourselves to inclusive excellence, let alone, create an economy that works in favor of everyone. When we refuse to address the tough and critical conversations concerning the lack of under represented or vulnerable populations not being in executive levels of leadership or positions of authority, we fail our community, while perpetuating the notion that diverse voices don’t belong at the top of the executive ladder. When it comes to our police force (specifically the city of San Bernardino) we cannot accept any attempts at community-based policing without a diverse and inclusive police force from command staff to the officers on patrol. However, it doesn’t stop there. The systems that hold diverse voices back from being at the table or from being included in conversations related to this issue, must be eradicated through the revision of policies. Having representation alone, is simply not enough. We should not accept institutions of higher

learning not being diverse and inclusive when it comes to staff and students to bring about a more rounded learning experience and college campus life. The framework of higher education was developed during a time when Black and Brown bodies were not even thought of. To know that the residue of post slavery policies and institutional racism still plagues the hallways and campuses of institutions of higher learning is alarming. We must do better. We should not accept, nor allow Sunday morning worship to be the most segregated

hours in America. There are no sections divided by race, creed, color, or identity in heaven. We should require our local, state and federal governments be diverse and inclusive of all of its citizens—not just a select few. So, we must do our part to elect leaders who hold true to the values of equity, diversity and inclusion. We must become a sea of colors and cultures at all levels to bring about the very best—the best in our communities, organizations, agencies, and country. Yes, Diversity and Inclusion Matters!
