Strengthening the Economy at the Expense of Public Health

T

his week as I researched to understand more about Sketchers’ proposed expansion in Moreno Valley, I couldn’t help but reflect on the continuing confluence of poor air quality, high asthma rates and poverty in the inland region. I further considered how Sketcher’s expansion may certainly bring jobs, but it will also lead to an increase in the number of trucks moving in and out of the region. I considered all of this in the context of the South Coast Air Quality Management District’s current efforts to implement a one-half cent sales tax that would be uniquely applied to Southern California counties like Riverside and San Bernardino. Revenue from the proposed sales tax would be used to pay for cleanair projects such as zero-emission cars, trucks, trains and cargo equipment— all at the expense of some of the state’s most impoverished residents. All of this caused me to question the judgement of local leaders regarding the growing need to take a more balanced approach between their quest to lure more logistics jobs to the region as a way to uplift many locals from the burden of poverty, at the risk of potentially increasing asthma rates, asthma related emergency room visits and hospitalizations. Asthma already affects far too many in the community, particularly the children. It is hard for me to imagine that building more logistics centers—certain to bring more traffic—is a

viable long-term solution. Data shows that since the 1980s asthma death rates in the nation have increased more than 50 percent, and if that is not concerning enough, during the same period asthma death rates among children increased an unconscionable 80 percent. Asthma is the third-ranking cause of hospitalization among children. In 2016, among children between 0and 17-years-of-age in the inland region, there were no less than 8,601 asthmarelated emergency room visits and 1,102 asthma-related hospitalizations. Not surprisingly, asthma is the number one cause of school absenteeism nationally, accounting for more than 14 million missed school days every year. According to the Riverside and San Bernardino County Asthma Profiles last modified in September 2016, more than half a million (585,000) children and adults in the region have been diagnosed with asthma. As the region builds more and more logistics centers, I wonder how much serious consideration is given to the half million plus people in the Inland Empire who are sensitive to poor air quality/pollution? The Environmental Protection Agency (EPA) defines air pollution as “any visible or invisible particle or gas found in the air that is not part of the natural composition continued on page 17

Teachers are Angels Among Us

Washington, D. C. – California Senator and presidential candidate Kamala Harris has promised to close the teacher pay gap by the end of her first term as president by making the largest investment in teacher pay in the country’s history by giving the average teacher a $13,500 raise. “We all know the stories of teachers who spend extra hours after school lifting up students who have fallen behind, or the teachers who spend their own money on much-needed school supplies,” Harris said when announcing her plans. “Public school teachers earn 11 percent less than similar professionals,” she added. “Teachers are more likely than non-teachers to work a second job, and the average teacher makes $1,000 less than 30 years ago.” Harris believes the proposed increase will reduce teacher turnover, attract more of the nation’s brightest young people into the profession; narrow the race and gender pay disparities as a way to uplift women and teachers of color; and better position America for the future by strengthening the country’s economy and improving international competitiveness.

Housing Sales Remain Sluggish as Home Prices Decline

ccording to the National Association of Realtors, home sales fell across the country in February. Experts say the market hit a “rough patch” as resales fell 7.1 percent from January reaching a three-month low. “The question is, is this the beginning where homebuyers are beginning to show resistance to higher prices or is this a one-month fluke in the data?” National Association of Realtors Chief Economist Lawrence Yun asked Fortune Builders rhetorically during an interview about February’s results. He continued, “Now we are seeing fewer renters interested in buying. They’re indicating affordability is an issue.” Some experts believe low inventories coupled with rising prices are continuing to stall the housing market, as sales of existing homes decreased everywhere in the nation. Home sales fell 11.7 percent in Southern California in February extending a year long slump. In addition, the median sale price also fell by more than $24,000 from an all-time high of $537,000 attained just eight short months ago. Riverside County however realized a 1.7 percent price increase to an average of $381,500 while San Bernardino county remained flat with a

medium home price in February of $335,000. Although economists had forecasted previously owned home sales would decrease 2.8 percent, the recent, precipitous drop of more than 11 percent could be a sign that housing demand is slowing. Some speculate this could be the “canary in the coal mine” as the S&P 500 stock index fell after the February housing sales results were announced. The National Association of Realtors reported that investors accounted for 18 percent of homes sales in February and first-time buyers accounted for only 30 percent of the home purchases in February.

Council Acts in Hopes of Making the City Safe San Bernardino

R

ight now, the city is not safe,” declared Mayor John Valdivia during a meeting of the San Bernardino City Council last week. “We have one of the worst public safety records in the country,” he stated adamantly. “The bloodshed and the violence in our city must stop, and we must address it. San Bernardino lives matter, human lives matter. I will not turn a blind eye to what’s going on [on the] city streets.” Last year the city withered under the weight of 49 homicides. Sadly, San Bernardino has earned a reputation for it rates of murder and non-negligent manslaughter. From 2015 to 2016, San Bernardino experienced a total of 62 homicides. The city had already earned a spot on the FBI’s list of 30 cities with the highest murder rates in the nation—San Bernardino placed 23rd on the list. During the meeting, the council voted to take purposeful steps to curtail violence in the city. Earlier in the week in advance of the council’s vote, acting San Bernardino Police Chief Eric McBride joined Valdivia for a Facebook

townhall which provided an opportunity for them to share their ideas/recommendations with members of the community. Their discussion centered largely on the

Stress Release through the Power of Music

T

he anxiety industry is having one heck of a roller coaster ride. Blame it on environmental calamities, stress in the workplace, chaotic home life or the mess in Washington, increasingly suffering Americans are turning to the power of music for relief. The soothing power of music is wellestablished. It has a unique link to our emotions, so can be an extremely effective stress management tool. Listening to music can have a tremendously relaxing effect on our minds and bodies, especially slow, quiet classical music. This type of music can have a beneficial effect on our physiological functions, slowing the pulse and heart rate, lowering blood pressure, and decreasing the levels of stress hormones. Music,

in short, can act as a powerful stress management in our lives. As music can absorb our attention, it acts as a distraction at the same time it helps to explore emotions. This means it can be a great aid to meditation, helping to prevent the mind wandering. Musical preference varies widely between individuals, so only you can decide what you like and what is suitable for each mood. But even if you don’t usually listen to classical music it may be worth giving it a try when selecting the most calming music. When people are very stressed, there is a tendency to avoid actively listening to music. Perhaps it feels like a waste of time, not helping to achieve anything. But as we know, productivity

increases when stress is reduced, so this is another area where you can gain vast rewards. It just takes a small effort to begin with. To incorporate music into a busy life, try playing CDs in the car, or put the radio on when in the bath or shower. Take portable music with you when walking the dog, or put the stereo on instead of the TV. A person with clinical depression or bipolar disorder might listen to music to help with their worst, lowest moods. Singing (or shouting) along can also be a great release of tension, and karaoke is very enjoyable for some extroverts! Calming music before bedtime promotes peace and relaxation and helps to induce sleep.

San Manuel Names New Chief Operating Officer San Bernardino

S

an Manuel Casino’s former general manager and interim Chief Executive Officer, Loren Gill, was recently promoted to serve as the tribe’s Chief Operating Officer. In his new role, Gill is now responsible for managing the tribal government including its overall leadership and strategic operations, as well as its business operations. s passengers prepared to board China Airlines flight 23 at Ontario International Airport last Monday, they became part of a special anniversary celebration. March 25th marked one year to the day since the airline launched its daily roundtrip service between Ontario (ONT) and Taiwan (TPE) making it the only transpacific service from any Southern California airport other than Los Angeles International (LAX). TPE is the primary International gateway airport for the TaipeiKeelung-Taoyuan City metro area, with more than nine million residents, while ONT is the closest and most convenient international airport for more than 10 million residents in the Inland Empire, northern Orange County, and eastern Los Angeles County. “While we are no longer newlyweds, we are still head-over-heels with the partnership between China Airlines and the City of Ontario,” said Alan D. Wapner, president of the Ontario International Airport Authority. “The airline’s commitment to Ontario is a strong show of confidence in all we are doing to develop a first-rate international gateway with the services travelers demand, not to mention creating an economic driver for the region,” Wapner said. Sketcher’s Seeks to Expand Moreno Valley Footprint by Nearly 50 Percent

he already expansive Sketcher’s warehouse in Moreno Valley has proposed a 768,000 square foot expansion. The proposed logistics facility would be located on 36.8 acres near Redlands Boulevard and Eucalyptus Avenue. The new building would be connected to the existing facility near the Theodore exit off the 60 Freeway in Moreno Valley via a 127-foot- long conveyor bridge. The proposed 768,000 square foot facility would be built by Highland Fairview, the controversial developer who built the existing Sketcher facility. Highland Fairview is led by Iddo Benzeevi, a member of the Moreno Valley community for over 30 years. The names Highland Fairview and Benzeevi may ring true to many readers do to the still ongoing controversy and court battles over one of the developer’s other massive projects in Moreno Valley—the World Logistics Center. In October 2014, the publication BuzzFeed.News reported, “[T]he city [of Moreno Valley] estimates he [Benzeei] owns or controls about half the developable land in town.” In addition, over the years many publications in Southern California have reported on Benzeei political influence owed to his generous campaign contributions raising concerns on how much sway he has over decision makers in various cities/counties. City planners have already recommended the Planning Commission vote its approval of a package of measures needed to authorize the project which would in turn, serve as a recommendation to the Moreno Valley City Council. In the meantime, as the Planning Commission and City Council consider this development request others are concerned about increased truck traffic in the region and any long-term health implications for

San Bernardino City Council Members Just Can’t Seem to Get Along S.E. Williams Contributor

an Bernardino Mayor John Valdivia called for a special council meeting last Wednesday and the published agenda contained scant information regarding its purpose beyond the words— Budget Study Group. Those familiar with existing tensions between various council members and the mayor were not surprised when the gathering quickly deteriorated into what was described as an unprofessional verbal brawl. The purpose of the gathering was to more fully explore the many financial challenges faced by the city this fiscal year. When the midyear financial report was presented to the council on March 5, 2019, it was apparent San Bernardino has a projected revenue shortfall of approximately two million dollars—largely due to a mis-calculation of utility tax receipts and diminished water fund revenues. Those in attendance at last week’s meeting quickly got a hint of what was coming when the floor opened for public comments.

Mike Hartley declared in part, “Here we are again at a meeting called by the mayor, for what purpose I have no idea.” Treasure Ortiz stated, “I’m really, really shocked that there is even a meeting being held with no backup. If my recollection serves [me correctly], Madame City Manager, are you not directly in charge of the budget? Luis Ojeda also expressed frustration. “Mr. Mayor,” he began, “I think it is very inconsiderate of you to do this to us because I just found out at the last minute, and I don’t appreciate this, because I want to be involved, I want to help, but if I don’t have advance notice there’s going to be a meeting, I’m not able to prepare well to ask questions or to make a comment.” Harry Hatch asked the council a rhetorical question, “What are you doing wrong?” And answered, “You’re not cooperating.” It was almost as if Hatch saw the evening’s events unfold before everyone else in attendance grasped it. The tension spawned with these opening salvos which continued throughout the session was possibly rooted in toxic relationships among some city leaders that existed long before last week’s meeting. An individual who did not wish to be identified pointed to the latter part of Davis’ tenure as a time when he first noticed the conflict. It seemed council members were seperating into two camps. Councilmembers Shorett and Mulvihill were among those who usually sided with Davis while other members appeared at times, to follow the lead of Valdivia who was then a twoterm councilman representing the city’s 3rd Ward. In 2018, he successfully unseated former mayor, Carey Davis. Three city council members were also elected in 2018, Theodore Sanchez (who also happens to be Valdvia’s cousin), was elected councilman representing the city’s 1st Ward; Sandra Ibarra was elected to represent the 2nd ward; and longtime council incumbent, Fred Shorett was re-elected to serve the city’s 4th Ward. Rounding out the city councilmembers this session are councilmembers Henry Nickel (Fifth Ward), Bessine Richard (Sixth Ward) and James Mulvihill (Seventh Ward). Valdivia and the newly elected councilmembers were sworn in December 19, 2018. During a meeting that evening, Councilwoman Ibarra suggested the council review the performance of City Manager, Andrea Travis-Miller. Two days later, on December 21, 2018, there was further discussion on whether Travis-Miller should be terminated. During public testimony, constituents were divided and apparently, so were the council members— when they later met in closed door session, it appeared they failed to reach consensus on Travis-Miller’s future. It is unclear why no action was taken on this issue though some have speculated it was a failed take-down attempt intended to pull power back from the city manager position and return it to the mayor—powers that shifted to the city manager as a result of changes made to the city charter in 2016. Valdivia is the first mayor to hold office under the new guidelines. The changes were strongly supported by Davis and others, including

Shorett and Mulvihill, who believed the original charter was an impediment to successful governance and partly to blame for the city’s financial decline that eventually led to its Chapter 9 bankruptcy filing in 2012. During the push and pull that eventually led to the charter’s revision, Valdivia was clearly against it. The revision established a council-manager form of government and the city manager was charged with running the city’s day-to-day operations including the supervision of all city employees. The mayor’s duties in contrast, were reduced. The mayor was charged with presiding at city council meetings but can only vote to break a tie, veto a matter or appoint and set compensation for some city officials, while the city council serves as the city’s primary policymaking body. When the council met for the first time this year on January 2, there were indications the council’s future might be fraught with conflict. During the meeting the council considered a proposal by Valdivia designed to enhance his ability to communicate and direct outreach efforts to members of the community. Constituents have frequently complained about how San Bernardino City difficult it is to reach city hall and the mayor explained his need for a larger staff to be more available and responsive. It would also provide the mayor with support staff under his, not the city manager’s direction. “My vision is to engage our community. It is to establish the responsive metrics necessary to have that engagement with our community. This community is desperately in need of leadership and is yearning for it. They are craving leadership from the mayor’s office that is attuned to the needs of their interest and their community needs,” Valdivia said. Adding, “We will accommodate your interests, your requests and we are there to hear the needs of our community,” he pressed. Mulvihill and Shorett quickly poured water on the proposal. “The

community is not supportive of this,” Shorett declared. “I can’t support this item. I would caution my colleagues that we are going against the will of the voters that voted a charter change that has been aptly defined here by our city attorney.” Mulvihill chimed in, “I have to say I’m not going to vote in favor of this for a number of reasons.” Though he did admit, “I think the city charter does say the mayor is the chief spokesperson,” Mulvihill insisted the mayor does not represent the entire council in this regard. He leveled further allegations, “The mayor plans on being out of town a lot, in Shanghai or Singapore, wherever, and presumably that’s why he needs special people here to do that.” He continued, “But the point is it’s your job to be listening to the people yourself as well as the council. That’s why there’s seven wards here. We listen to the people.” When a motion was made to take a vote on the initiative it was ignored, and discussion continued. Some attempted to dissuade the mayor from moving forward claiming it did not follow the spirit of the revised charter and the other council members provided their insights on the value of the y Council Ward Map proposal. Finally, although a previous motion to take a vote on the Mayor’s proposal was on the floor, Mulvihill offered an alternative motion that superseded it, calling on the city manager to investigate the creation of staff positions to support both the mayor and the council and report back at the next meeting— that motion was passed. The mayor’s frustration with the outcome was palpable when he appeared to snap at Shorett near the end of the meeting when he commented about the remaining agenda items and the lateness of the hour. “Mr. Shorett, would you allow me please to chair this meeting, sir. I don’t need outbursts from you. I can handle this meeting just fine, Mr. Shorett. I want to encourage you to read the code of conduct on the wall, Mr. Shorett. You will not interrupt

the chair in my proceedings.” This is just a partial history of tense exchanges leading to last week’s meeting when each time the mayor attempted to explain its purpose, Shorett interrupted him. Again, and again throughout the meeting he forced Valdivia to declare, “You are out of order.” Shorett told the mayor, “[Y]ou’re going to do something to make our city manager look bad. That’s the intent of this meeting and anybody that doesn’t believe that, I’ve got a bridge to sell ya.” Shorett also appeared to taunt the mayor declaring, “You are not the king.” Councilman Nickel also shared his concern about the purpose of the meeting and a lack of back up material. He asked the city attorney to clarify whether this was a violation of the Brown Act which requires that meetings be open and public. City Attorney Gary Saenz expressed his belief the meeting agenda without backup material was not a meaningful agenda and he believed it was not sufficient to inform the public regarding what the meeting was about, so they could participate. After assuring the agenda was posted more than 24 hours before the meeting as required by the Brown Act and confirming his staff had prepared a PowerPoint presentation to help guide the evening’s discussion, the mayor attempted to move on but he was quickly halted when Shorett declared, “I move for adjournment.” Valdivia declared, “Mr. Shorett, you are out of order, sir.” But, Shorett again called for an adjournment and not surprisingly, Mulvihill seconded the motion. The mayor ignored them and moved on attempting an expanded explanation of his concerns about the budget but within moments he was once again interrupted, this time about the motion on the floor. The mayor said the motion was not recognized and Mulvihill jumped in declaring, “The chair does not have a choice.” Next, Shorett threatened to walk out—but, did not after the mayor invited him to go ahead and leave. “I don’t want to work under you, Mr. Mayor,” Shorett said. “I’ll tell you what, I’m going to stay here…” “You’re out of order, sir,” said Valdivia. “I’m not out of order,” Shorett retorted. “You’re out of order.” On and on it went for the duration of the meeting. No less than 27 times was the phrase, “You are out of order,” repeated that evening. In addition, several times throughout the session the Mayor pounded his gavel to little effect. At last, the council put those gathered out of their misery, agreeing to reschedule the workshop to April 3. In advance of the session, background materials and the PowerPoint presentation the mayor tried to present at last week’s meeting were posted online for all to review. Observers are concerned unless city councilmembers and the mayor can move beyond their constant bickering, the city has more challenging days ahead. Moving Towards California’s Clean Energy Future

L

ast session, California’s State Legislators voted to move California to 100 percent carbon-free energy. While national attention has shifted on the dire situation the National Climate Assessment Report foretells, right now, here in the Inland Empire, where nearly a third of our days in 2017 registered poor air quality, reducing pollutants with clean energy is of critical importance to the health of our communities. But how we approach that effort will be important to our region’s economic health as well. When I think about the future of clean energy in the Inland Empire, I think about the people. I think about Pat, a life-long San Bernardino resident who suffered for years through the region’s increasingly hot summers because she couldn’t afford to turn on her air conditioning. After my organization installed a solar electric system on her home through a state incentive program, she got not just clean power, but much-needed relief from the summer’s heat. I think of Pancho, who after being laid off from his job at a casino, got training in solar through the same state-funded program and was able to start a whole new career. What Pat and Pancho show us is that smart, people-first policies can address pollution and provide economic opportunities at the same time. We can clean up the air at the same time that we reduce energy bills for grandmothers and provide jobs for our youth. We’re already starting to do this with solar through programs like the Single-family Affordable Solar Homes program that helped Pat and Pancho, and Solar on Multifamily Affordable Housing (SOMAH), the state’s newest program to bring solar to tenants of multifamily affordable housing and seeing the positive impact it’s having on people’s lives around the region and the state. What more can we do, and how? For starters, we can ask Pat and Pancho. It’s the day-to-day lived experiences of our residents, their ideas and their leadership, that will drive real solutions. It’s the families in Mira Loma Village, where children are suffering from asthma and reduced lung capacity from diesel fumes, whose voices should inform our transportation policies. It’s the folks getting laid off from heavy industry and fossil fuel development whose

Private- and public-sector leaders and community stakeholders from Riverside and San Bernardino Counties are coming together to identify priority sectors for investment, like solar, that can improve our economy, offer opportunities for youth and those facing un- and/or underemployment, and make residents’ lives better. Moving away from fossil fuels and towards renewable energy sources is non-negotiable when it comes to improving the health and vitality of our communities, and SB100 is putting us on the right path. Now it’s up to us to make sure we’re embarking on the transition in a way that will lift everyone. Making space for the voices of our community members in the process, and honoring that leadership, is one of the most important things our policymakers can do to achieve a truly successful clean energy transition.

Sacramento – In March the Joint Legislative Audit Committee approved an audit to ensure children enrolled in Medi-Cal receive blood lead tests and associated services. Today, there is no data that exists regarding how many children who are currently eligible, have received the appropriate test and associated services. The Department of Health Care Services reported it can only verify about 28 percent of children on Medi-Cal who have received the mandated blood lead test. The California State Auditor will now review policies and procedures to determine where gaps exist in the current blood lead screening process and what policy changes may be necessary to ensure full compliance with state and federal law. Reports indicate approximately 88 percent of lead-poisoned children in the state are enrolled in MediCal, yet somewhere between 50- and 75 percent of children between the ages of 12 and 24-months enrolled in Medi-Cal have not received the blood lead screenings required.

Although the old COPPS program successfully reduced homicides, the council was not yet prepared to go that far and will consider revisiting the issue during budget discussions later this year. In the meantime, the council voted to reorganize the city’s police department into a five-district policing structure. To accommodate this structure, seven positions will be reclassified. I know we need jobs in the region and currently logistics looks to be the apparent opportunity of choice, but I believe it’s pass time for the community to begin asking itself, “At what cost?” Earlier this year, Market Watch reported over 30 million U.S. workers will lose their jobs because of artificial intelligence (AI). Although some experts in the logistics industry argue AI will only increase efficiency and productivity, they speak very little or hedge about the projected number of jobs that may be lost. Yet, history teaches us when efficiency and productivity is increased, it’s a ‘blinding flash of the obvious’ that the number of employees will be decreased. Admittedly, there can be gray areas when it comes to determining the best way forward for any local economy, yet I think most would concur that public health should be part of the equation. The inland region is continuing to build logistics centers while more than half-million of our friends and neighbors, particularly the children, struggle not just to breathe clean air— but to be able to breath—at all. I, for one, question the prudence of continuing to build logistics centers and inviting more traffic through the region for the sake of lowwage jobs, many of which may well be phased out in a few short years—there are certainly cleaner employment options we can welcome to the Inland Empire that will not threaten the health of our children and neighbors. Of course, this is just my opinion. I’m keeping it real.

romoting sustainability and capacity building, Feeding America - Riverside and San Bernardino counties (FARSB), partners with hundreds of partner charities to provide hunger - relief services and emergency food assistance to neighbors in need throughout the Inland Empire. Through these partnerships, food reaches those who need it most through programs such as food pantries, soup kitchens, senior meal sites, emergency shelters, day care centers, youth programs, mobile pantries, rehabilitation centers, and residential programs. Feeding America has been helping feed families of Riverside and San Bernardino Counties for over 30 years. A local Feeding America food bank distributes food into community pantries and food programs, fighting hunger and providing food security for individuals, families and seniors. In 2018 FARSB expanded into the classroom of Riverside County with a new program “Tools for Teachers.” This program assists teachers in obtaining school supplies for students. Like families teachers and students need help with the basics such as paper, pencils and crayons for the school day. Teachers, counselors and principals may to sign up online to join “Tools for Teachers.” We can all join Feeding America in their fight to stop hunger by donating our time and skills.
