If Martin Had Lived

pril 4th marked the anniversary of the assassination of Dr. Martin Luther King Jr. Most of a certain age—and I count myself among them—remember where we were, what we were doing and how we reacted in the moment, on the day the news broke Rev. Dr. Martin Luther King was dead. “There was anger, there was sadness, there was, ‘What’s going to happen now?” said Melvin Allen who was a college student when King was assassinated in 1968. Over the 54 years since King’s untimely death there continues to be discussions and disagreements over how the movement for civil rights, economic justice and all issues related to equity for Blacks and the poor, might have evolved differently had he lived. There are those who argue we would have made much more progress in these areas were King gifted with longevity. I would like to believe that optimistic perspective, but I am not so sure. There are those who believe his assassination magnified his work and his martyrdom elevated the message of his life beyond what might have transpired had he lived using as a foundation for this argument how the FBI and others would have continued their relentless efforts to mar his reputation and we know that water can wear away stone. Also, during the last months of King’s life there were struggles on multiple fronts Some of his contemporaries believed as long as King spoke about Black issues, his message was tolerable but when he expanded the movement more broadly to encompass poor people of all races, when he ventured into commentary against the War in Vietnam, it was considered a bridge too far. There were also many in the Black community who felt his message of love and turning the other cheek had grown stale and it was time for more revolutionary action. We sometimes forget that at the moment of his death King was being criticized by many. The dream lives From a different point of view there are those who cling to the adage, “You can kill the man, but you can’t kill the dream.” Well, maybe you cannot kill a dream, but assassinating its leader goes a long way toward fostering a sense of despair, a sense of rage, a sense of hopelessness, especially when a dynamic leader is cut down and there is no alignment around who is best to pick up the mantle and move forward with renewed purpose and direction. loss of King, someone once described his murder as shattering any hope that this nation, “could have redemption without violence.” Yet, despite all that this nation has experienced in the 54 years since his death, especially during the previous six years, in more ways than not, the hope for nonviolent redemption of America—springs eternal. There are many who believe his followers were not meant to know what a long life might have yielded regarding King because despite his nonviolent approach, he was killed, (please pardon my use of this cliché), because the ‘tongue is mightier than the sword.’ King used the power of his voice, his intellect, and his god, to rally the moral consciousness of America and many in the world to the causes of justice, righteousness, and agape love. Racists were powerless against his voice. The nation’s military industrial complex was powerless against his words of truth and his weapon of nonviolence. King understood King understood this in ways beyond the comprehension of many and challenged the edifice of white supremacy without apology in some ways he rose above his fear of death and placed his trust in eternal life—we know this because he told us. And, knowing full well the nature and willingness of those aligned against him and their willingness to silence his dissent “by any means necessary,” King persevered.The tactics used against King have continued on page 18

At Last...Lynching Becomes a Hate Crime in America S.E. Williams | Executive Editor

A

fter signing the Emmett Till Anti-Lynching legislation on Tuesday effectively making lynching a hate crime in America, President Joe Biden reminded the nation this law has been a long time coming. The effort began about 150 years ago when a North Carolina Representative named George Henry White — the son of a slave and the only Black lawmaker in Congress at the time–first introduced legislation to make lynching a federal crime. In the long years since, despite hundreds of subsequent failed attempts to move the bill forward, and the successful passage and enactment of several other hate crime laws– including one signed by the president just last year to combat COVID-19 related hate crimes– federal legislation related to lynching languished and stalled. Meanwhile, between the years 1877 and 1950 research shows more than 4,400 Black people were murdered by lynching and although many occured in the South, people were lynched in the North as well. “The failure of Congress to codify federal antilynching legislation — despite more than 200 attempts since 1900 — meant that 99 percent of lynching perpetrators walked free. Today, we take a meaningful step toward correcting this historical injustice. I am immensely proud of this legislation, which will ensure that the full force of the U.S. federal government will always be brought to bear against those who commit monstrous acts of hatred,” said U.S. Representative Bobby L. Rush (D-Ill.) when the legislation passed the U.S. House of Representatives at the end of February. “Lynching was pure terror to enforce the lie that not everyone — not everyone belongs in America and not everyone is created equal; terror of systematically undermine hard — hardfought civil rights; terror not just in the dark of the night but in broad daylight,” the president stressed. Adding, “Innocent men, women, and children hung by nooses from trees. Bodies burned and drowned and castrated. Their crimes? Trying to vote. Trying to go to school.

San Bernardino Makes Historic Appointment, Darren Goodman Selected The City’s First Black Police Chief

O

n Friday, April 1 the City of San Bernardino announced the appointment of Darren Goodman to serve as the city’s chief of police. The nationwide search for the right candidate seemed exorbitantly long—the search took nearly three years—and in the interim, many in the community called for transparency and the fair consideration of Black candidates in the selection. Goodman will be the first African-American police chief to lead the San Bernardino Police Department in its 116-year history. Community leader and among the strongest advocates for inclusion and opportunities for qualified Blacks to be considered to lead the city’s police agency, Chair of the San Bernardino NAACP Legal Redress Committee Hardy Brown Sr. responded to the announcement stating, “I am overjoyed with the selection of Darren Goodman as Police Chief…I am looking forward to seeing him serve in this capacity.” In an exclusive interview with the Black Voice News Chief Goodman acknowledged what that represents. “[I] know how meaningful it is to

people who look like me. I know how meaningful it would be–even to my mother–if she were alive.” Even as Goodman embraces the honor of being the ‘first’ he also embraces the importance of being the ‘next’. “I am here to be a good police chief. I am here to be the police chief for everybody,” he assured, acknowledging how his job will not be evaluated by his pigmentation but by his performance. Background and qualifications With a law enforcement career that spans more than 31 years, Goodman comes to San Bernardino from the City of Upland, where he spent the last four years as its chief of police. In addition, he holds a master’s degree in Public Administration and Doctor of Education in Organizational Change and Leadership from USC. Cesar Chavez Sparked a Movement for Farmworkers’ Rights and Protections that Continues

n an act that continues to honor the legacy of labor activist Cesar Chavez, farm workers and supporters across California hosed demonstrations to question why Governor Newsom didn’t support an agricultural bill, on what would have been Chavez’s 95th birthday on March 31, 2022. According to the United Farm Workers (UFW), the largest farm workers’ union in the U.S., Newsom declined to meet with elected farm worker leaders to discuss the bill which would provide more choices in how farm workers can vote in their union elections. As the law stands now, laborers vote in union elections on a grower’s property. AB 2183, the Agricultural Labor Relations Voting Choice Act, authored by Assemblymember Mark Stone (D-Monterey Bay), is intended to give farm workers options with regard to voting in union elections. The bill will also help reduce intimidation from supervisors, according to UFW.

AB 2183 was reintroduced after a former version of the bill, AB 616, was vetoed by the governor last September. In his rejection of the bill, the governor stated in a letter that the bill contained “various inconsistencies and procedural issues.” “Why won’t Gov. You know, and so many other circumstances.” Tills’ story was the tragic spark that ignited the Civil Rights movement for justice that continues today because within days after he arrived in Mississippi, his mutilated body was found in a river. There was barbed wire wrapped around his neck and attached to a 75-pound cotton gin fan before he was thrown into the river. Till’s mother had her son’s body returned to Chicago where she insisted on an open casket, declaring, “Let the people see what I’ve seen.” America and the world bore witness to the horror. Biden went on to remind the nation that it was a mere 100 days later that Rosa Parks would be arrested on the bus in Montgomery. Her statue sits in my office. Parks said, “I thought of Emmett Till and I couldn’t go back.” “I thought of Emmett Till and I couldn’t go back,” Biden quoted. He added how Dr. Martin Luther King often preached about, “the crying voices of little Emmett Till, screaming from the rushes of the Mississippi.” The legislation is not just about the past

“[The anti-lynching bill] is about our present and our future as well, Biden opined. “From the bullets in the back of Ahmaud Arbery to countless other acts of violence — countless victims known and unknown — the same racial hatred that drove the mob to hang a noose brought that mob carrying torches out of the fields of Charlottesville just a few years ago.” The president acknowledged racial hate is not just an old problem. It is a persistent problem. “I know many of the civil rights leaders here know, and you heard me say it a hundred times: Hate never goes away; it only hides. It hides under the rocks. And given just a little bit of oxygen, it comes roaring back out, screaming. But what stops it is all of us, not a few. All of us have to stop it.” Biden highlighted the courage of investigative journalist and one of the founders of the NAACP, Ida B. Wells, who exposed the tragic pervasiveness and terror of lynching and how it was used as a tool to intimidate Blacks. Quoting Wells he said, “The way to right wrongs is to turn the light of truth upon the wrongs.”

Coming home In many ways accepting the position in San Bernardino is like coming home for Goodman. "During the early years of my career, several of my assignments were in San Bernardino. I am very familiar with the city, many community members, and the high caliber of police officers that work at the San Bernardino Police Department. I am not oblivious to the challenges the city has had in the past, but I believe in the potential of San Bernardino.” Prior to serving as chief in Upland, he was a captain with the San Bernardino Sheriff’s Department. During his 27 years with the department, Goodman’s roles included serving as the police chief for the Chino Hills Police Department and commander of the Frank Bland Regional Training Center. He also worked in Corrections, Patrol, Narcotics, Emergency Operations, Regional Gang Enforcement, Fugitive Apprehension, and SWAT. “Chief Goodman brings to San Bernardino a wealth of experience, leadership, and knowledge of this region,” said San Bernardino City Manager Robert D. Field. “We are very pleased that he will be joining us.” Looking ahead As chief, one of the first things Goodman plans to do to help build bridges between the police department and the community is to facilitate a listening tour. “You have to be able to hear people in order to build bridges,” he stressed. “My goal is to listen to my officers, to hear their perspectives regarding what they believe we need to do to better serve the needs of the community. Highlighting Women Mayors Across Making History Throughout the Year

omen’s history month may has ended but the ongoing work and accomplishments of women never does. Women continue to make strides across all sectors, most recently in the confirmation of Judge Ketanji Brown Jackson to the Supreme Court, which would make her the first Black woman appointed to the Supreme Court, if confirmed. Celebrating women’s history month is about recognizing the accomplishments made by women, but it’s also about identifying the work that still needs to be done when it comes to equal representation. Many U.S. cities like Los Angeles and New York have yet to elect their first female mayors, but the tide is slowly changing with candidates like Karen Bass running for the seat of mayor in Los Angeles. In other cities in California, female mayors have also earned the title of “first” in their

own rights, like Rialto Mayor Deborah Robertson who became the city’s first Black mayor in 2012. According to the Center for American Women and Politics (CAWP) at Rutgers University, female mayors of any race in major U.S. cities have sharply increased from nine in 2011 to 31 in 2022. As women continue to make history and achieve milestones, some female mayors in the Inland Empire share the significance and importance of their positions as leaders in their respective cities. Patricia Lock Dawson shared that it has not escaped her notice that she is only the second woman in Riverside’s 150-year history to be elected mayor, and acknowledges that this title is a call to action on the work that still needs to be done to “expand the table, bring in more chairs, and welcome the folks that have not historically been welcomed.” “Think about all that has been accomplished for women’s rights and

I join with generations of women who have come before me in encouraging young women to take the leap into public service. Your time is now!” Dawson noted. Deborah Robertson has been the mayor of Rialto for 10 years after being elected in 2012 as the city’s first Black mayor, and then re-elected in 2016. Robertson’s accomplishment is evidence of the growth of Black women in mayoral roles across the U.S., despite Black women only holding 1.9% of offices at the statewide executive level, according to a CAWP report . “Gender representation helps bring a better balance that is reflective of where we live,” Robertson explained in a 2014 Black Voice News article. Following her initial election win, Black Voice News asked Robertson about her top three priorities for the city during her first term as mayor. Robertson explained that her priorities involved bringing workforce and jobs opportunities to the region. women in the political arena over the last 150 years. It is now up to us to ensure we double down on these efforts for our children and grandchildren in the next hundred,” Dawson stated in an email. “In our region, women and millennials are rising to leadership positions at unprecedented levels. Demographics tell us that the millennial generation is inherently more diverse than previous generations and therefore leaders are becoming more diverse too.” According to CAWP, Dawson is one of 100 women mayors of the top 100 cities in the U.S., managing the city of Riverside with a total population of more than 300,000 people. During Dawson’s occupancy, the city has made strides toward improving issues that have plagued the city, such as becoming the new home of the California Air Resources Board (CARB) headquarters and site for research and vehicle emissions testing into the future. “Our city and country need women in elected office now more than

Funding Available to HBCUs to Improve Campus Security in Response to Increased Bomb Threats BVN Staff | istorically Black Colleges and Universities (HBCUs) – more than one-third of which have recently received bomb threats against their campuses – are now eligible for grant funding under the Project School Emergency Response to Violence (SERV) program from the Department of Education. On March 16, the White House announced the funding program designed to enhance campus security and provide mental health resources. In a statement, Vice-President Kamala Harris stressed how the funding will make clear that every American should be able to learn, work, worship, and gather without fear, reiterating how the nation has seen significant spikes in incidences of violence and hate against Jewish communities, Asian-American, Native Hawaiian, and Pacific Islander communities, and LGBTQ+ communities – which is why the Administration is working aggressively to combat hate and ensure public safety. This announcement builds on the work Harris and the president have done since taking office, to combat hate and increase public safety. In November 2021, Vice President Harris addressed the Anti-Defamation League’s Never is Now conference where she said, “We must fight antisemitism and hate of all kinds. And call it out wherever it exists. We know: A harm against one of us is a harm against all.” This followed statements in March 2021, where she spoke in Atlanta after eight people were murdered in the city, six of them women of Asian descent where Harris stressed, “Asian-Americans have been attacked and scapegoated…For the last year, we’ve had people in positions of incredible power scapegoating — scapegoating AsianAmericans. People with the biggest pulpits spreading this kind of hate. […] The President and I will not be silent. We will not stand by.

We will always speak out against violence, hate crimes, and discrimination, wherever and whenever it occurs.” Project SERV Project SERV provides short-term, immediate funding for local educational agencies and institutions of higher education that have experienced a violent or traumatic incident to assist in restoring a safe environment conducive to learning.The grant can help with short-term immediate funding needs, such as targeted mental health resources or enhanced security to restore the learning environment on their campuses. Awards typically range from $50,000 to $150,000 per school. In the last two months, more than onethird of our country’s HBCUs have received bomb threats. Significant and lasting damage has been done by threatening the safety and

security of the students, faculty, and staff of these institutions. As a result of these threats, learning has been disrupted, critical resources have been diverted to emergency response, and there has been an increased burden on already overwhelmed campus mental health systems. HBCUs were founded to educate Black people in an America that refused to accept them as full human beings and prevented them – because of racial discrimination – from attending other colleges. Threats to the education and well-being of Black Americans and HBCUs are an unfortunate part of American history. The bomb threats that we witnessed in January, each week in February – Black History Month, and this month – are reminiscent of the attempts during the Civil Rights Era to intimidate and provoke fear in Black Americans.

As a fast growing city in the Inland Empire, Rialto is home t o more than 100,000 residents and is expanding more. The city was recently awarded $1.05 million for Lake Rialto, a project that will operate using recycled water from Rialto’s wastewater treatment plant. The project is expected to be completed in 2023. Acquanetta Warren is currently serving her third term as the mayor of the City of Fontana, after being initially elected in 2010, and then re-elected in 2014 and 2018. The first female mayor and Black mayor, Warren has defined her role in office by branding the city as being “open for business” and strengthening the city’s economic and business development. “As the Mayor of Fontana, we have a population of more than 215,000 people – that is a major responsibility. It is expected that by 2025 our population will surpass 250,000. Growth of this magnitude is not coincidental nor incidental,” Warren said in an email. During her tenure as mayor, Warren developed the Mayor’s Manufacturing, Transportation & Logistics Councils in partnership with the Fontana Chamber of Commerce to build a stronger relationship between the logistics industry and local government. from the police department, as well as how safe they feel or don’t feel in their respective communities.” His next steps, he explained, will be to complete an informal gap analysis to figure out what the department can do better while also determining strategies to achieve the desired improvements. When discussing his methods Goodman advised, “My leadership style is that it is not about me, it is about us.” He defines us as the community, the police, and the city council. “I must operate off a shared vision that encompasses all of these different groups.” What comes with his experience Beyond his strategic approach to solutions, Goodman discussed personal attributes he feels will enable him to best serve the community and the department in his new role especially in respect to tensions that often haunt relationships between police and Black communities. “When it comes to issues of race, I understand the dynamics on both sides,” he offered highlighting how “understanding” is one of the personal attributes he will bring to the job along with his experience and commitment. “I understand how some of the experiences people have had, frames how they feel and I would be sensitive to that. I also understand that people doing the job of law enforcement will have experiences and they also have a job to do, and I understand that as well.” Goodman added, “I think I would be able to communicate effectively with any group based on the experiences that they’ve had and bring an understanding of that experience and my commitment to the table to help solve problems.” Policing those experiencing a mental health crisis Among the many issues related to policing that gained traction in recent years involves public calls for police to respond differently when responding to a mental health crisis as a way to reduce the potential for negative outcomes by engaging mental health experts as part of the police response on such calls. Goodman considers this a great idea that comes with some challenges that have to be worked out. “The clear and obvious point of agreement

is that police—by themselves—should not be responsible for handling mental health issues.” There is a mix of the mentally ill and those who abuse drugs who can experience a crisis and often it can be difficult to separate the two, he explained while also acknowledging how drug addiction and mental illness are almost synonymous. In addition, there is also the issue of capacity that needs to be developed and supported at the state and county levels, explaining how we do not have enough places to accommodate those in crisis. “Clearly, we cannot arrest our way out of this problem. It has to be a more comprehensive approach.” A message to the community In accepting the position as San Bernardino’s new police chief, Goodman is clear-eyed. He acknowledges the city has had its challenges. “I know that there are a lot of people who expect great things, and they deserve them. They deserve to have their communities safe. They deserve not to be victimized by crime. My job is public safety. I want them to know that I am going to be committed to ensuring that the quality of their lives improves.” Goodman also recognizes the important role support will play in his ability to successfully realize his commitment. “It will not happen without the support of the community, without the support of the city council,” and of course, his team. “I can’t do it all by myself, but I am committed to doing everything I can to improve the quality of life for the residents and business owners of San Bernardino.

Lisa Middleton currently serves as the mayor of Palm Springs, a position she will serve for a one-year term as the position rotates among council members Middleton is currently running for a state senate seat. Middleton was sworn into office in 2021, making her the city’s second female mayor, the third transgender person in U.S. history to serve as mayor of an American city and the first transgender person to serve as mayor in the state of California. An advocate for transgender and LGBTQ rights and improving housing affordability, Middleton voted this week, along with the rest of the council, to allocate $200,000 for a guaranteed income pilot program that would help LGBTQ improve homelessness and poverty in the region. Middleton also serves on the Riverside County Transportation Commission (RCTC) and the Sunline Transit Board of Directors, and is working to improve rail systems in the region by extending services. “Our work in this city is far from done,” Middleton said when she was sworn in as mayor. “But in this city, it will always matter most what you are willing to work for and what you are prepared to give back to others. My thanks, and let's get back to work.” While a small percentage of women serve as mayors, the upcoming elections provide another opportunity for women to make progress in this regard, as well among other elected positions. Women running for office in upcoming elections include defense attorney Lara Gressley running for the position of Riverside District Attorney, who if elected would become the first woman to serve as the city’s DA, and Helen Tran, a mayoral candidate for the City of San Bernardino.

not changed in 54 years and even though no leader has taken King’s mantle, Black leaders have earned national prominence and we witness example after example of them—regardless of education, qualifications and accomplishments—continuing to be subjected to the ire of the “white supremacy” mindset whenever there is even the slightest hint of pigmentation in their skin. We are living through the backlash of the Barack Obama presidency, bearing witness to the demonization of Vice President Kamala Harris, the excoriation of the brilliant journalist, now professor, Nikole Hannah-Jones, for having the audacity to create the 1619 Project, and just recently we just watched with abject disgust and horror, the antics of white supremacy on full display during the Judiciary Committee Hearings in the U.S. Senate related to Supreme Court nominee, the Honorable Ketanji Brown Jackson. Wondering I often wonder what makes these people so angry and so vile? Is it because as Maya Angelou said no matter what weapons of white supremacy, institutional racism, and injustice are levied against Black people by the racists of this nation—We Rise? It is difficult to know what we can never know regarding what America might have been had King

It is difficult to know if there might have been sustained focus on issues of injustice different from the “fits and starts” we’ve experienced since his death. I am tempted to say it would probably not be much different from today. It is possible but not probable that had he lived a long life the ongoing dialogue for justice might have pressed on without interruption but that seems unlikely. It seems however people’s attention span on issues tied to injustice, has grown shorter. Indeed, the world’s focus switches from one issue to the next based on the latest social media trends that seem to shift as quickly as TikTok videos sum up full length movies in a fraction of time. Given grace What if King had been given the grace of a long life like other prominent movement leaders like Desmond Tutu and Nelson Mandela? To me it is highly probable that King too would have sustained

his place as a global sage on issues of human and civil rights. I sometimes wonder whether graduating students might have felt a special call to action had King delivered the commencement address at an historically Black college as the world entered the 21st century, how he might have inspired and rallied the world around issues related to a changing climate, or how he might have spoken out against human trafficking, or spoken up for women’s rights, or stood with Black Lives Matter protesters in the summer of 2020, or what it would have meant to Black Americans and Barack Obama had King been there to embrace him when he was sworn in as the nation’s first Black president, or how we might have been buoyed by his words of spiritual comfort and solace to Black Americans as they suffered and died in unwarranted numbers due to the failures of institutional racism he fought so hard to change so long ago. These are all things we can only imagine . . . but never know. Of course, this is just my opinion. I’m keeping it real.
