o borrow a cliché, these are literally the “times that try men’s souls.” Today, as people anguish over not being able to hold the hand and comfort dying loved ones, as mother’s fret anxiously over their own fates and the fate of their families and friends, it is sometimes difficult to believe there are still those who plot and act at the expense of others to advance their own agendas. And, all too often—those agendas are focused on taking advantage of whomever is most vulnerable at any given moment. Today, we all are. The United States Federal Trade Commission (FTC) recently announced COVID-19-related crimes doubled in a week and continue to grow by the thousands, resulting in consumers being robbed of more than seven million dollars in less than two weeks. Some of the scams include illegal robocalls that pitch everything from scam Coronavirus treatments, to work-at-home schemes, online offers for vaccinations and home test kits, online scammers claiming to have in-demand products, like cleaning, household, health and medical supplies, texts and emails about checks from the government, and the list goes on. To avoid being scammed, the FTC recommends you know who you’re buying from online. Do not respond to texts and emails about checks from the government, and do not click on links from sources you do not know. In addition, watch for
emails claiming to be from the Centers for Disease Control and Prevention (CDC) or experts saying they have information about the virus. Finally, it is essential you do your homework before contributing to charities either through the charities or crowdfunding sites. Also, if someone asks for donations in cash, by gift card or by wiring it—DO NOT. If you or someone you know has been scammed in relation to COVID-19 you can go online at ftc. gov/coronavirus and file a consumer complaint. The philosopher Frances Bacon said, “Opportunity makes a thief.” During times like these where the majority of people in the world are taking an opportunity to reach out in love, it is saddening to recognize and accept there are still those, who regardless of the circumstances, think only of themselves and their wallets with little regard for their fellow man. Of course, this is just my opinion. I’m keeping it real. CDC Officials Advise, “Wear a Mask” Washington, D.C. – As the Centers for Disease Control and Prevention (CDC), virologists and others continue to study the spread of COVID-19 in the United States. Research has shown there is a significant number of individuals who have the virus but are “asymptomatic;” and, even those who eventually develop COVID-19 (pre-symptomatic), can spread the virus before they become ill. In both instances these individuals can spread the virus when they speak, cough, or sneeze. As a result, the CDC now recommends that people wear a mask or cloth face covering when in public to protect others in case you may be asymptomatic and not know it or to protect yourself if the situation is reversed. This, in addition to social distancing, will hopefully curb the spread of this deadly virus.

Third COVID-19 Test Site Opens in Riverside County

n Tuesday, March 31, 2020, health officials in Riverside County announced the opening of a third COVID-19 test site at the Harvest Christian Fellowship Church in Riverside. The site which opened Wednesday, April 1st , will remain in operation for the foreseeable future. However, those who want to be tested must call (800) 945-6171 in advance for an appointment. Like with other test sites around the region, those wishing to get tested must have symptoms-drive-ups without appointments cannot be accommodated. Some of the symptoms of COVID-19 include fever, sore throat, cough, runny nose or congestion. Those who have risk of exposure, in other words exposure to a confirmed case, may also be tested. Riverside County also has testing sites at the Riverside County Fairgrounds in Indio and at The Diamond Stadium in Lake Elsinore—at both locations you must call for an appointment. “Riverside County continues to offer more options for residents to get tested,” said Vice Chair Karen Spiegel, Second District Supervisor. “This third drive-up location will help ensure that those who have symptoms, have options to get tested.” Those who want to be tested can call (800) 945-6171 and specify which
location is preferable. Appointments for the Lake Elsinore site can also be made online at projectbaseline.com/study/covid-19.
Two Riverside County Sheriff Deputies Succumb to COVID-19 Riverside
I
“ t is with a heavy heart and much sadness that I must announce the passing of one of our RSO family members. Deputy Terrell Young passed away this morning after a week-long battle with COVID-19,” lamented Riverside County Sheriff Chad Bianco Thursday morning adding, “He was the first in our Department to test positive for this virus.” Deputy Young was a 15-year member of the department and the agency’s first to succumb to the deadly virus. “Our prayers go out to his family and friends as we suffer through this loss,” shared Bianco. Friday morning, the department sadly announced the passing of a second officer, Deputy David Werksman, most recently assigned to Sheriff’s Administration. Werksman passed away on Thursday, April 2, 2020, due to complications from COVID-19. Werksman began his career in 1998 and worked assignments at the Robert Presley Detention Center, Jurupa Valley Station, Hazardous Device Team, Lake Elsinore Station, and Sheriff’s Administration. He is survived by his wife and three children. During the current health crisis and due to the nature of their work— employees of the sheriffs’ department are not able to practice social distancing to the full extent on the job. As of Thursday, the department has acknowledged at least three deputies have tested positive for COVID-19 and several others are out sick with coronavirus symptoms. First responders around the nation are experiencing the impact of COVID-19. In response, the National Police Foundation (Foundation) has established a dashboard and is tracking the impact the virus is having

on police agencies all over the country. According to the Foundation, police and deputy sheriffs—like other first responders everywhere—are also experiencing a shortage of personal protective equipment or PPEs. Here in California, only 55.6 percent of reporting police/sheriff departments say they have enough PPEs. The type of PPEs needed are prioritized as follows—N95 respirators, disposable gloves, eye protection and facemasks.

Food Safety in the Era of Coronavirus
E
verything about daily life is different in the coronavirus era, and nowhere is that more true than in the kitchen. We’re nervously disinfecting surfaces, double and triple washing perishable foods, packing our pantries, hurriedly making pots of soup, and some of us are using an excess of time spent indoors to try new things like baking and canning. It’s stressful, it’s confusing, and it’s alarming. Yet at the same time, we’re finding moments of calm in the kitchen, and even connection with friends, family, and colleagues —sometimes with people who are 500 miles away. But let’s talk about food safety. Coronaviruses are generally thought to be spread from person-to-person through respiratory droplets. Currently there is no evidence to support transmission of COVID-19 associated with food. Before preparing or eating
food, it is important to always wash your hands with soap and water for 20 seconds for general food safety. Throughout the day, wash your hands after blowing your nose, coughing, sneezing, or going to the bathroom. It may be possible that a person can get COVID-19 by touching a surface or object that has the virus on it and then touching their own mouth, nose, or possibly their eyes, but this is not thought to be the main way the virus spreads. In general, because of poor survivability of these coronaviruses on surfaces, there is likely a very low risk of spread from food products or packaging that are shipped over a period of days or weeks at ambient, refrigerated, or frozen temperatures. Sometimes the foods we love and count on for good health are contaminated with germs that cause sickness and can even be deadly. More progress is needed to protect people and reduce

foodborne illness in America. New challenges to food safety will continue to emerge, largely because of changes in our food production and supply, including more imported foods. Changes in the environment leading to food contamination, better detection of multistate outbreaks, new and emerging bacteria, toxins, and antibiotic resistance. Changes in consumer preferences and habits and changes in the tests that diagnose foodborne illness. You should always handle and prepare food safely, including keeping raw meat separate from other foods, refrigerating perishable foods, and cooking meat to the right temperature to kill harmful germs. California Expands Telehealth Services Sacramento

n Friday, the governor issued an order—in alignment with ederal Health and Human Services guidelines and waivers issued in response to COVID-19—allowing health care providers to use video chats and applications to provide health services without risk of penalty. The order expands protections to medical providers as they amplify the use of video chats and similar applications to provide routine and nonemergency medical appointments, to help minimize patient exposure to COVID-19. The action mirrors similar protections issued by the Department of Health and Human Services Office for Civil Rights issued on March 17, 2020 related to federal privacy and security laws. According to Governor Gavin Newsom, “This order provides flexibility to our medical and healthcare providers so that they are able to provide continuity of health services to people across the state, and will allow providers to assess a greater number of patients while limiting the risk of exposure and infection of other persons from in-person consultations.” When issuing the order on Monday, the governor once again encouraged Californians to practice safe physical distancing and to comply with stay-at-home orders to help slow the spread of the virus and bend the COVID-19 curve.
HHS Agrees to Pay Costs of COVID-19 Treatment for Nation’s Uninsured

n Friday, Health and Human Services (HHS) Secretary Alex Azar, finally announced the federal government will use funds provided by Congress in the series of recently authorized COVID-19 related stimulus bills, to cover the costs of coronavirus treatment for the nation’s uninsured. The government had previously only agreed to make COVID-19 testing free to everyone. According Azar, $100 billion included in the recently authorized CARES Act will be used to reimburse healthcare providers for treating coronavirus-related illness diagnosed among the uninsured. The policy states the providers will be reimbursed at Medicare rates and are restricted from billing patients any additional balance beyond Medicare’s authorized rates. The president expressed his approval for the action stating, “This should alleviate any

concern uninsured Americans may have about seeking the coronavirus treatment.” This announcement came on the heels of the president’s refusal to re-open enrollment to the Affordable Care Act as an option to secure healthcare coverage for the millions of Americans—whose healthcare plans were tied to their employment—who now find themselves continued on page 17
Anza, CA – A series of earthquakes rattled parts of Riverside County on Friday, beginning with the first and largest striking around 6:53 p.m. and measuring 4.9 on the Richter scale according to the U.S. Geological Survey (USGS). The quake was centered about 10 miles southwest of Anza and 16 miles southwest of La Quinta. The initial quake was followed by a series of at least five smaller shakes in the same area that ranged in magnitude from 3.6 to 2.6 USGS reported. Seismologists pinpointed the quake along the San Jacinto fault, which runs through Riverside, San Bernardino, San Diego, and Imperial Counties.

s of April 1st, 37.9% of California’s households have filled out their census questionnaires, Ditas Katague, the state’s Complete Count Committee director, reported during a “Census Day” teleconference. “The nationwide response rate was slightly higher, 38.4%, but California’s 40 million population includes 11 million people the Census Bureau considers “hard to count” — more than in all of Georgia,” Katague said. California’s marathon effort to get everybody counted by the Aug. 14 deadline includes immigrants, infants, the elderly, the incarcerated, the homeless, those who do not speak English. Before the deadline, Census Bureau “enumerators” will have visited households that didn’t fill out their census forms online, over the phone, or by mail. The enumerators are scheduled to begin their work May 28th, and will return several times, if necessary, to try to get the questionnaires completed. The completion deadline originally was July 31st, but was extended by two weeks, to August 15th, in response to the COVID-19 virus outbreak. Other aspects of the Census 2020 timeline also have been adjusted, such as the schedule for training and dispatching enumerators. “It’s about power, it’s about money, it’s about data,” Katague said. Nationwide, about $1.5 trillion every year (https://tinyurl.com/CensusdirectedUSspending) of federal government spending is allocated based on census data. That data drives federal funding for emergencies, like the coronavirus. “Just know that being counted is very important for emergency response,” Katague said. Besides all that federal spending, census data determines how many seats a state gets in Congress. “Representation, having a voice, being able to be heard, and being sure that the dollars we send to Washington comes back to our community, that’s part of the power aspect,” Katague explained. “If California loses a congressional

seat to North Carolina or Texas, I can’t even imagine the impact it would have. And, health care funding is a particular concern,” she added. California has allocated about $187 million to this year’s census outreach and communications, far more than any other state in the country and multiples of what it spent in 2010. That year, the “great recession” had Sacramento pinching pennies. Ten years earlier, in 2000, California became the first state ever to fund census outreach efforts. “The state doesn’t do the counting itself, just the outreach,” Katague explained. “So I just appeal to everyone: Can you answer those nine questions?” The chance to count everyone won’t come around again until 2030. Meanwhile, for every Californian who doesn’t get counted this year, their community will miss out on about $10,000 annually in federal spending. Those federal tax dollars go to build roads, staff schools, pay for health care and nutritional needs, and much more — approximately 300-plus federal

programs. Jun Lim, from Asian Americans Advancing Justice-Los Angeles (AAAJ-LA), also participated in the teleconference. As one of the state’s trusted messengers in its outreach efforts, AAAJ has set up a hotline for anyone with census questions or concerns: (844) 2020274. Lim cited an ongoing need for culturally competent help in getting the Asian American and Pacific Islander/Native Hawaiian communities counted. That population is deemed “least likely” to respond to the census, she said, despite being the fastest-growing immigrant group in the country. The reasons include wariness of government intentions and a lack of awareness about the role of the census in U.S. government. Although ten of the country’s fifty hardest to count counties are in California, the report highlighted how it remains unclear exactly how many Californians were missed in the 2010 Census. It is probable the state lost more than $100 million per year in federal funding for just eight of the largest federal programs that allocate money to states based on Census count data. In an all-out effort to minimize another significant undercount in 2020, the state of California has pulled out all the stops and allocated millions of dollars in resources in an effort to ensure everyone in the state is counted in 2020—particularly in hard to count communities up and down the state. The state deployed an aggressive strategy however several planned efforts were upended as a result of the deadly coronavirus that has significantly changed almost everyone’s daily life. Regardless, those engaged in the 2020 Census effort are not deterred in their mission and have responded nimbly to its threat to the census effort, adjusted plans, and are continuing to do all they can to assure a “complete count.” Despite these efforts the U.S. Census Bureau reports as of April 4, 2020 the response rate in California of 44.2 percent, was running slightly behind the national average of 44.5 percent. Riverside County had a response rate of 42.2 percent and San Bernardino County’s response rate was 40.4 percent for the same period. Across the inland region, family members, friends and neighbors are doing their part to ensure everyone is counted. Considering the current COVID-19 restrictions on movement and face to face interaction—striving to attain a “complete count” is now more of a herculean effort than ever before. One Hemet resident, 69-year-old Jennifer Simpson, is doing her part to ensure everyone in her community participates. Simpson, a breast cancer survivor who lives in a multi-generational home and is raising her ten-year-old grandson, said she became engaged in the Census effort after a flier was left in her mailbox. “I applied for a management position,” she explained, “but, I never heard anything [from the Census Bureau].” Simpson would later learn someone associated with her daughter’s church—Bread of Life—in Hemet, had secured a grant to employ individuals to assist in the 2020 Census effort. When she learned of this, she welcomed the

opportunity to participate. In the beginning they were assigned to put up posters about the Census in strip malls and other sites in the area reminding people the 2020 Census was coming April 1st; and encouraging them to participate and respond to it. They also set up tables in front of places in strip malls like Walmart and gym facilities. It provided an opportunity for them to talk with people one on one about the coming Census, letting them know its official launch date was April 1st. “At the gym, everybody stopped and listened—not so much at Walmart,” she said. “People entering there seemed more focused on their shopping. Maybe it was the hours we set-up there,” she reflected. “Maybe midday was not the best time; people were probably on their lunch hours and rushing to get back to work.” Surprisingly, according to Simpson, although she expected many in the Hispanic community would be reluctant to hear her message about the Census due to lingering concerns over the president’s failed effort to include a citizenship question on the questionnaire, in addition to the ongoing impact of his aggressive ICE activities. Yet, she found them to be open, interested and willing to participate in the process. She also commented how some in the Asian community appeared a little less trusting of the process. Overall, however, most people she interacted with about the 2020 Census appeared genuinely interested and committed to participate. On Wednesday, March 18th field operations were officially suspended due to growing health and safety concerns of census workers as well as the general public in response to the spreading virus. Now, due to the need for social distancing, “We are making calls from home. I’m working 10 hours per week,” she explained. Describing the process Simpson said she logs on to a website and inbound calls are automatically directed to her phone line. “I work two hours a day, five days a week, Monday through Friday,” she qualified. She completes about a hundred calls each session and reaches about 30 people live. “I do get one or two negative calls a day and sometimes people even hang up in my face and I get a lot of

no answers,” she detailed. Commenting about those she does speak with Simpson added, “I find people are more in tune to the Census, wanting to know what it’s about, and willing to complete it, than those who don’t.” Often, people do have questions she noted. “Some people don’t seem to know what the Census is, so I explain it to them from a script I use. I tell them how every 10 years every person in our country must be counted. I tell them how [our community] including Hemet and San Jacinto, has the lowest response rate in California and how we must get our people to get counted so our community can get more funding for the things that we need like senior facilities, centers for our teens, parks, funding for healthcare, money for our schools, to repair our roads—so we must be counted.” Simpson said she finds when people understand its importance of the 2020 Census, they commit to participating. In describing her own experience with
the Census over the years Simpson openly acknowledged, “I was never tuned in to it before. I never remember a census person even coming to my home.” All of that changed this year however, as she came to realize and appreciate its significance. “Now, that I understand how important it is,” she stressed, “I am really passionate about getting people involved.” So much so she admitted, “Sometimes, if they hang up on me, I will try dialing them back.” Simpson was enthusiastic about the part she is playing in working to ensure a complete count of her community. “I like being involved,” she admitted enthusiastically. “I feel it’s a good thing I’m doing. When we were interacting [in person] in the strip malls, we met so many wonderful people, but the virus changed all that.” She continued, “I can’t stress enough how important this is because our community— Hemet—has nothing, like a center for example for the young people, especially the teens.”
“It’s a good thing I’m doing,” she stated proudly. “When I’m sitting here making calls, I feel energetic. I always try to beat my goals— sometimes, I even squeeze in a few extra calls when my two hours are up.” Commitments to the effort like those embraced by Simpson, are making a difference as California continues working to improve its response rate. Late last month the U.S. Census Bureau announced it was delaying the deadline for completing the Census process to mid-August. Everyone is encouraged to complete respond to the census as early as possible, remembering it is important everyone in your community and the state, be counted. Suddenly Homeschooling
I
have founded seven schools over the past 12 years with one mission in mind — to eradicate the achievement gap that Black students suffer year after year. Fortune School, a network of K-12, tuition-free, public charter schools is a regional initiative in Sacramento and San Bernardino to prepare kids for college, starting in kindergarten. So, when on March 21, I announced to families we were closing our schools temporarily because of the COVID-19 virus, it broke my heart. When you are an educator, the school community means everything. You experience the joys and challenges of life with children and families as you educate the next generation. But, when God closes a door, he opens a window. It never occurred to me that a deadly pandemic would drive us to lockup our brick and mortar classrooms and open virtual ones in a week’s time, but that’s exactly what we’ve done.

We put hundreds of Chromebooks into the hands of eager parents and on March 25, Fortune School launched an ambitious Distance Learning Program to our families who, alongside millions of Californians, have found themselves sheltering in place and suddenly homeschooling. Our program is built to last until the end of the school year if need be. We are using Google Classroom as our learning management system, providing students with original, teacher-made videos and assignments curated by our curriculum and instruction department based on Fortune’s existing curriculum. Our teachers engage students face-to-face for instructional questions through Google Hangouts. It’s been cool to see students rocking their school uniforms at the kitchen table from home, while they video conference with their teachers and classmates. Principals don their school swag and hold daily morning meetings on Facebook Live. At Times Like This, We Must Act Out of Love
A
fter a long week of misinformation coming from the Oval Office and scientific information coming from medical doctors, scientists, the Centers for Disease Control and Prevention (CDC), and the World Health Organization Rev. Steven Shepard (WHO); the number of those Contributor infected and those dying from the coronavirus on the rise daily, if not on a hourly basis, one can’t help but wonder what is or should be the church’s response in times like this. First, let me define what I mean by—church. The church I speak of is not brick and mortar, but flesh and blood. The church is those whom count ourselves amongst the committed community of Christ, faithful men and women. The question becomes, “What is our, or what should the church’s response be to the COVID-19 pandemic?” The church’s response should be one of “Love.”The Bible declares in John 13:35, “By this everyone will know that you are my disciples, if you love one another.” It’s out of love for our members that we ought to ask them to follow the guidelines of the CDC, WHO, and their local health department. Without
counsel, plans fail; but with many advisers they succeed (Proverbs 15:22). It’s out of love that we close our doors to those who fill our sanctuaries on a weekly basis and keep our livestream worship crew to under 10 persons and maintain our social distancing rules as directed by our governmental leadership. (Roman 13:1-6). It’s out of love that we don’t put people in unnecessary danger because we want to have the best and brightest livestream service during this pandemic to gain more members, or to fill the church coffers. “For what does it profit a man to gain the whole world and forfeit his soul?” (Mark 8:36) It’s out of love that we check on our members on a day to day basis and help to meet their needs without placing them or ourselves in danger. “Love your neighbor as yourself,” (Matthew 22:39). It’s out of love the pastor must stay up to date with the health crisis and keep the members informed. It’s out of love that while we walk by faith we don’t do so foolishly. “The way of a fool is right in his own eyes, but a wise man listens to advice.” (Proverbs 12:5) It’s is out of love that we stop questioning what the church’s response should be and start being the church that responds through action. Basim Elkarra, who directs census outreach for the Council on American-Islamic Relations, described the shift away from in-person events, because of the pandemic, to communicating by phone banking, webinars and WhatsApp, distributing in-language flyers at grocery stores, and cultivating in-language speakers to help dispel confusion about the 2020 census. Elkarra noted that in the Somali and the MENA (Middle Eastern/North African) population, “When someone speaks their language, it builds trust. People will take our community more seriously when they see the actual numbers.” He cited the dramatic undercount of Armenians in California and in the U.S. overall as a key reason for why they are underrepresented. The Census Bureau in mid-March began sending out “invitations” to participate to all known household addresses. The invitations direct recipients on how to fill out their ninequestion census forms online. But even households that haven’t received an invitation can go online to respond at www.my2020census. gov. If an online response isn’t an option, people can call (844) 330-2020 to answer the nine questions by phone, fill out the questionnaires that arrive by mail and mail them back, or wait for an enumerator to come knocking. The panel addressed concerns about how to tell if a person claiming to be an enumerator actually is — identification, a local phone number to check the ID, an official bag, and hand-held electronic device with the nine questions — and about privacy of information. Strict confidentiality rules protect the personal information people provide from being disclosed even to other government agencies or landlords. All of the speakers emphasized that for anyone concerned about stay-at-home orders or virus contamination, the best thing to do is to fill out the census form online, at my2020Census. gov. “My core message is that participating is safe and secure for all Californians,” Katague said.

uring his daily press briefing on Saturday Governor Newsom announced the establishment of a COVID-19 Testing Task Force to boost the state’s testing capacity. The Testing Task Force will be a publicprivate collaboration that will work with stakeholders across the state to quickly and significantly boost California’s testing capacity. The Task Force plans to scale up testing as demand increases. Walmart Changes Shopping Rules in Support of Social Distancing Bentonville, AR “
T
o promote health, safety and consistency for our associates and customers in this environment, we’re taking some further steps for our U.S. stores,” announced Executive Vice President and Chief Operating Officer, Walmart U.S. Dacona Smith, in a press statement on Sunday, April 3, 2020. The steps include: Regulating Store Entry The number of customers who can be in a store at one time will be limited. Stores will now allow no more than five customers for each 1,000 square feet at a given time, roughly 20 percent of a store’s capacity. Shopping Inside the Store To help customers avoid coming into close contact with others as they shop, the store has instituted one-way movement through its aisles in several of its stores, using floor markers and direction from associates. According to Smith, the changes were implemented because, while many of its customers were following the advice of the medical community regarding social distancing and safety, they were concerned that many stores still observed some behaviors that put undue risk on its employees. “We want to encourage customers to bring the fewest number of people per family necessary to shop, allow for space with other customers while shopping, and practice social distancing while waiting in lines,” Smith stressed.

Interestingly, principals have observed that we’ve seen certain social media savvy, millennial parents engage in our digital schools in ways they never did in person. For sure, there are some in our school community who struggle with the technology. To address that problem, we have established tech hotlines to answer questions from parents and teachers, manned by the IT staff who were normally assigned to school buildings. We created a Distance Learning Hub, which is a family friendly website with

Counseling is available for all of our students who need socialemotional support during this time. Kids still need structure in a homeschooling model. We’ve provided parents with a daily schedule that includes breakfast and lunch. Any parent can pick-up a FREE grab-and-go breakfast and lunch every day at a drive through at one of our school sites.
