Reminder: 2021 Tax Day Extension S.E. Williams | Executive Editor

A

s April 15th approaches it is important for readers to keep in mind this year’s income tax deadline was extended from April 15 to May 17, 2021. "This continues to be a tough time for many people, and the IRS wants to continue to do everything possible to help taxpayers navigate the unusual circumstances related to the pandemic, while also working on important tax administration responsibilities," said IRS Commissioner Chuck Rettig when the change was announced mid-March. Rettig then cautioned, "Even with the new deadline, we urge taxpayers to consider filing as soon as possible, especially those who are owed refunds.” Filing electronically with direct deposit is the quickest way to get refunds. According to Rettig, “It can help some taxpayers more quickly receive any remaining stimulus payments they may be entitled to." Individual taxpayers can also postpone federal income tax payments for the 2020 tax year due on April 15, 2021, to May 17, 2021, without penalties and interest, regardless of the amount owed.

It is important to be mindful regarding penalties, interest, and additions to tax that will begin to accrue on any remaining unpaid balances as of May 17, 2021. IRS officials stressed the best way for individual taxpayers to automatically avoid interest and penalties on the taxes is to ensure they are paid by May 17. Must You Apply to Receive the Extension? Taxpayers do not need to file any forms or call the IRS to qualify for this automatic federal tax filing and payment relief. However, individual taxpayers who need additional time to file beyond the May 17 deadline can request a filing extension until Oct. 15 by filing Form 4868 through their tax professional, tax software or using the Free File link on IRS.gov.

I was informed that there were too many comments to read although they allowed three citizens to approach the microphone three times each for a total of 27 minutes. The comments below are the ones I submitted: Greetings to the Board and all County Citizens: I made a comment in February regarding the resolution you signed supporting Racism as a Public Health Issue. I applauded you then and I still do, but your action does not support your decision. I asked all five supervisors to send me a diversity list of their staff and as of today, I still have not heard from two of you. The Black taxpayers are not complaining about the past as this is nothing new to us;

however, we are extending an arm to help fix racism in this County but you have to agree to meet with us. Yes, I know you have a Task Force but for those of us who are elected officials, we know that is a stall tactic, in many cases, to buy time to do nothing. These are difficult times for all of us and while we cannot tackle every concern, we will continue to expect our Supervisors to represent all citizens and certainly all taxpayers. I hope you have not forgotten that our taxes help pay your salary. With yesterday's deadline for redistricting,

I hope you find in your heart the need to have at least one Black person to serve on the committee. Yes, several applied and they are very competent. The request is to be a part of your inclusion plan. If there is no place at the table for all taxpayers, especially Blacks, then you should let us know. Inland Empire: Borrego Health Awarded $37 Million

T

he Health Resources and Services Administration (HRSA), a division of the U.S. Department of Health and Human Resources, recently awarded a historical $6 Billion to 1,376 Federally Qualified Health Centers (FQHCs) as part of President Biden’s American Rescue Plan Act. In California, a total of $993 Million was awarded to 175 health centers. At $37 million, Borrego Health is the state’s highest awardee of the grant, with a total of $37MM (or four percent) of available state grant. “Due to the novel coronavirus pandemic, Borrego Health suffered a huge impact in our most essential services and programs. As the country prepares to open up again, our organization is committed to continue giving our patients, community, and partners, the necessary support that we need to thrive,” said Dr. Edgar Bulloch, Borrego Health’s CMO and interim CEO. According to the U.S. Department of Treasury, “the American Rescue Plan [Act of

2021] will change the course of the pandemic and deliver immediate and direct relief to families and workers impacted by the COVID-19 crisis through no fault of their own. This law is one of the most progressive pieces of legislation in history and will build a bridge to an equitable economic recovery” through its $1.9 trillion economic stimulus. Grant funds will be directed to expand COVID-19 vaccinations, testing, and treatment for vulnerable populations; deliver preventive and primary health care services to people at higher risk for COVID-19; and expand health centers’ operational capacity during the pandemic and beyond, including modifying and improving physical infrastructure and adding mobile units. Borrego Health has the objective to administer the COVID-19 vaccine to all patients and individuals wanting to be vaccinated. The additional funds will allow the organization to tend to the high demand of requests. “The grant continued on page 17

Chauvin’s Trial Leaves Many Black Viewers Emotionally Taxed

or some it's too much to watch. Others just can't turn away. The televised trial of Derek Chauvin, the former white police officer charged in the death of George Floyd, has provoked strong emotions among many Black men and women — all tinged with an underlying dread that it could yield yet another devastating disappointment. For many, it has brought back memories of the disturbing video of Floyd's last moments as he gasped for breath with Chauvin's knee on his neck. The video galvanized protests in cities across the U.S. and the world, as the words "Black Lives Matter" took hold.

What some Black viewers experienced "I had to mute the TV," said Lisa Harris,

51, of Redford Township, just west of Detroit. "Hearing Mr. Floyd continue to say he can't breathe and call for his mother — it was a lot. It's been a lot to watch." Steven Thompson remembers closely watching the 2013 trial of George Zimmerman in the shooting death of 17-year-old Trayvon Martin in Florida and feeling blindsided. Zimmerman, who identifies as Hispanic, was acquitted on all counts in the unarmed Black teen's death, including second-degree murder. "I didn't expect that outcome," Thompson, 35, said. "But I'm a lot less ignorant now." Thompson is choosing not to watch the trial of Chauvin, the former Minneapolis officer charged with murder and manslaughter, even though he feels there is a strong case against

him. "I definitely have a fear of being let down. And instead of investing my time and energy into it now, knowing how these things go, I'd rather be pleasantly surprised," the Los Angeles resident said. Marlene Gillings-Gayle said she had planned not to watch the trial to preserve her peace of mind. But she's found herself watching almost all of it. She's had to force herself to go outside and take walks, or risk watching the trial all day and feeling upset. The retired high school teacher who lives in New York City describes herself as a political person who likes to stay aware of current events and vocalize her opinions.

United Seeks to Build its Own Diverse Pipeline of Pilots David Koeing | AP Airlines Writer

nited Airlines says it will train 5,000 pilots this decade, including taking on applicants with no flying experience, and plans for half of them to be women or people of color. United will borrow an approach used elsewhere, notably at Germany's Lufthansa, by taking people at the beginning of their flying careers and training them at its own academy, which it bought last year. United will continue to draw pilots from traditional sources such as the military, however. Airline officials said they will begin accepting applicants for United's flight academy on Tuesday. Why this change now The subject of a pilot shortage — it is not universally accepted that one exists — was hotly discussed in the airline industry before the pandemic hit, then receded as airlines around the world grounded planes and reduced their pilot ranks in response to the plunge in air travel. Now travel is rebounding, although it still hasn't returned to 2019 levels. United faces a small shortage of pilots in the near term. Last week, United said it will hire about 300 pilots, many of whom had received conditional job offers before travel evaporated last year. The shortage at United and other major carriers will grow more severe in coming years, as large numbers of airline pilots approach the mandatory U.S. retirement age of 65. Training scholarships available It is expensive to learn to fly and gain the 1,500 hours of flight time required for U.S. airline pilots — a commonly cited sum is $100,000. To attract applicants, United says it will offer $1.2 million in scholarship aid this year and more in the future, but most applicants will likely need to borrow against the promise that — if successful — in several years they will earn pilot's wages at United. Critics of the current system of pilot training say young pilots gain hours flying small piston-

driven planes that bear little resemblance to twin-engine jetliners. United CEO Scott Kirby said training at the airline's Arizona academy, which United bought last year, will be rigorous "and even more focused on safety and preparing people to become commercial airline pilots instead of just pilots of their own airplanes." Academy students will earn basic license United said academy students will get a basic license within two months and a more advanced license within a year. They would gain experience flying for one of United's regional airline partners and could become a United co-pilot or first officer in five years. United announced its plan in a wellchoreographed publicity blitz that stressed the airline's hope that half the academy graduates will be women or minorities — groups that are vastly underrepresented in cockpits today. United said about 7% of its pilots are women and 13% are people of color.

United partners with three historically Black universities The airline said it will work with three historically Black schools, Delaware State University, Elizabeth City State University and Hampton University, to find and recruit people for the academy. Carole Hopson, a New Jersey-based United co-pilot who flies Boeing 737s, said she hopes the academy will give young Black women a less circuitous route than she took — from newspaper reporter to working for the NFL and then Foot Locker before learning to fly in her 30s — and give Black girls role models in aviation. "For people who have never seen a pilot who looks like me, that gives them an opportunity to say, 'Gee whiz, I can do that too,'" Hopson said.

Fontana Planning Commission: Race, Sex and Leadership - Another Lesson in Awareness and Equity

T

he Inland Empire is a microcosm of the nation when it comes to women’s ongoing struggle for equity. Already this year the challenges played out in a local city council and most recently, the Fontana Planning Commission (FPC). In both instances women were denied leadership opportunities despite their tenure, qualifications, demonstrated leadership and established rotation protocol. In both instances all the men coalesced their support behind a male candidate instead and with limited, if any, public discussion about why they chose to ignore established, though unwritten, rules

of leadership rotation adhered to in previous years. Both times, the public was incredulous and questioned whether the changes in leadership selection were in one instance, racist; in the other sexual bias; or in either case intentional misogyny or unconscious bias. When Fontana Planning Commissioner Cathline (Cathy) Fort, who served as its vicechair in 2020, considered taking on the role of chairperson in 2121, it was the logical next step in her service as a commissioner. Fort, an industrial engineering, safety, and risk management professional, spoke about her background in public service and role with the Commission. “I served on the school board for years and during that time I was always involved in the community.” While a member of the board,

Fort was also involved with the School Board Association and served as a delegate to the California School Board representing parts of San Bernardino County. Her time with the board ended in 2016 and the following year with encouragement from Fontana Mayor Aquanetta Warren she accepted the role of Fontana Planning Commissioner. As a member of the Commission, Fort spent her first year learning the operational landscape and gaining an enhanced understanding of the Commission’s functions and responsibilities before accepting the role of secretary in 2019 and in 2020 she was selected to serve as vicechair. The Controversial Vote for Chair As noted, there are no written rules governing progression to the position of Commission chair

F E A T U R E though normally, one moves from secretary to vice-chair to chair. “It typically works that way,” explained Fort. When a vote was scheduled March 2 to elect new leadership, it was not extraordinary for Fort to expect she would be the new chair. However, the vote yielded a different result—it was not to be—at least initially. The men on the Commission unanimously elected Commissioner Idilio Sanchez. “I was surprised and caught off guard,” she explained looking back on that night. “Maybe shame on me for taking that for granted. When something is established as a norm and then something happens contrary to that, you start to question. It seemed outside of the norm to me.” Her fellow commissioners offered a consolation prize—a second opportunity to serve as secretary. This appeared cynical to some and ironic to others, considering Fort was nominated for this, by the very commissioner who was elected chair in her place. She respectfully declined. During the session Fort tactfully reminded her peers two to three times of the approach the Commission took in previous years of rotating the vice chair to chair so every commissioner can gain experience in the role. Each time her comments were met with awkward silence. The Aftermath Fort admitted she tends to challenge the norm sometimes. “When we place ourselves in circles where we typically [as Black people, as women] are not, then we can't be surprised when things are different than how they customarily occur. We know on some level, there may be some choppy waters.” “When people who look like me are not part of the process, then we cannot be surprised when we are not represented. Be the change you want to see,” she declared. “I've always adopted that model. So, when things happen differently than they normally would, I'm not surprised. This is not my first rodeo. You learn how to navigate those waters but still embrace who you are as part of the process.” Recalling her time at Stanford University when its African-American population was about four percent she stated, “I know the struggle. Just being in California, lots of times depending on the room you're in, you may be

the only one [Black and/or woman] so you've got to learn how to navigate those waters.” Explaining why she declined the role of secretary she noted, “Because I felt strongly I was qualified to serve as chair. I understood nine times out of ten, the vice-chair becomes the chair and why that did not happen this time,” she could not say. There are two new commissioners and the night of the vote was their first meeting. “Maybe that was part of it. I know the four of them (referring to the four male commissioners) are on other committees and groups within the community where they work together. They say blood is thicker than water, maybe that's a part.” Being the only female on the commission sometimes there is a ‘bro-mance’ happening, acknowledged Fort with the recognition, as a woman, she can never be part of that. “Who knows,” she speculated. “There are other factors that could be involved. I can't say.” When asked directly about race as a factor, Fort responded, “No one's ever made any racial comments or indicated any racial concerns or anything like that. So, I can't say. It could have been a part of it,” she offered with qualification about the newest commissioners. “I don't know them at all. I don't know what their perspectives are on things. We will have to get to know one

another as we continue to serve together.” Mayor Aquanetta Warren Offers Insight Mayor Warren understands and has lived Fort’s experiences. “I'm female. I'm Black. I'm a mayor. When I ‘hit the door,’ I'm asking for it,” she said. “It rises to the top,” she explained noting, “ how difficult it is to be in leadership roles as Black women.” What is difficult for some to understand she continued is, “We are not trying to take over their spot. We have a right to a spot too.” Warren herself was passed over for a position a few years ago. It involved an opportunity to serve as mayor pro tem on the city council where there were similar unwritten rules for leadership rotation. The mayor summed up the challenges faced by women, especially Black women, in community leadership roles, “We are just trying to help. We are not making big money. We care about our community and we have a right to do this,” she declared. Perhaps it was her own experiences in addition to her leadership acumen that led Warren to interact with male members of the Planning Commission in the aftermath of the March 2 meeting about what happened. “The more I reviewed the tape of the meeting

and talked to some of them I don't think they realized the optics of what they did...how it looked to have done this to the lone woman on the commission and the only African-American.” “Not everybody is racist or sexist,” she continued. “I just think people do things they think are okay to get away with and you have to call them on it. Fair is fair. She [Fort] is qualified. She was vicechair. There was no reason for her not to be the next chair.” The mayor was asked whether she believed unconscious bias played a role in the other commissioners’ decision. “I think it was self-serving,” she offered, explaining how the individual who was selected thought he had the votes and could get away with it, but after it happened and brought it to their attention, “They decided to do the right thing.” When Warren contacted Commission members the night of the vote she asked, “What is going on here? You guys are kidding me, right?” She then left them alone to come to their own conclusion. The Public Weighs In In the meantime, members of the public

were reaching out to her about what happened. “I told them I was fully aware of how it looked, but I was going to focus on how I get us together [as a community]. Everybody was 100 percent on that level.” Whether working with local ministers, members of the Chamber of Commerce or others, the Mayor’s outreach efforts continue to expand. “I’m so happy we’re talking, not that we have not talked in the past.” Warren sees this as an opportunity to further engage residents on the myriad of issues exacerbated during the pandemic including racial justice, job losses, job opportunities, etc. Fort echoed the importance of dialogue as she reflected on the reversal of the Commission’s leadership decision on March 16 when fellow commissioners elected her chair by acclamation. “I know there's a lot of focus right now on diversity and inclusion, equity and belonging. Organizations are working to do better in these areas and I think anytime we can challenge the norm and help people self-reflect, that's a good thing.” She continued. “My hat is off to the individual they nominated for chair. He did ask me afterward why I declined [the position of secretary] and it

Changing Course During the March 16 meeting Sanchez respectfully declined the position of Commission chair, nominated Fort in his place and asked the other commissioners to support his decision and recommendation. “I respect that he shared with me, his wife works with him in his business and his daughter works for a corporation and how he wants them to have the opportunities they rightfully deserve.” Initially Sanchez said he did not see his nomination by the other men as anything other than their respect for his leadership. “But, after he had an opportunity to really self-reflect and think about why I told him I declined [the secretary’s position],” Fort explained, he felt nominating her and declining the position himself was the right thing to do. “He did feel I deserved that position and when you think about how the process had gone the year before and the year before that and the year before that, why was it different this time?” Anytime we can challenge the norms and help people self-reflect, though things may not change right away because change can be slow in coming Fort stated, “But, as John Lewis said, sometimes we’ve got to make good trouble. I could have accepted it and just rolled with it, but it was not right and I'm not just going to roll with it.” Fort believes it made a difference when she answered his question honestly and directly about why she declined the nomination for secretary without being accusatory towards him. In a similar situation in February, men on the Redlands City Council never changed course after they by-passed Mayor Pro-tem Denise Davis for mayor. The unwritten rules were the same but rather than vice-chair to chair it involved mayor pro-tem to mayor. Davis too was blind-sided during the election process and deprived an opportunity she was qualified and positioned to undertake. Like Fort she handled the disappointment with professionalism.

"I'm trying not to be pissed, because we've been here and done that too many times," she said, referring to other police officers acquitted in the deaths of unarmed Black people. She's watching the trial with apprehension, as she ponders what Floyd's killing and the way the trial has unfolded so far says about America and its values. What led to Floyd’s death Chauvin, 45, who was eventually fired from the police force, is accused of killing a handcuffed Floyd last May by pinning his knee on the 46-yearold Black man's neck for 9 minutes, 29 seconds, as he lay face-down. Floyd had been accused of passing a counterfeit $20 bill at a neighborhood market. Viewers found witnesses’ testimony compelling The first week of the trial has included emotional testimonies from several people who witnessed Floyd's death: The young woman, a teenager at the time, who filmed Floyd's last moments and told the courtroom she stays "up nights compelling the judge to order a 10-minute recess; the firefighter who begged officers to let her check Floyd's pulse as he gasped for air, saying, "I was desperate to help." The grief and trauma of these witnesses has been on full display, filling in details from new perspectives to create a fuller picture of the scene that people around the world watched over cellphone video last May. For Kyra Walker, it was enough to tune out and shut down Twitter one day. "I realized I just didn't have it in me to watch all this," she said. Floyd's death was traumatizing enough for Walker, but seeing conversations about the trial on Twitter this week brought back a flood of emotions she has grappled with over the course of the last year. "I had a moment where I just felt broken and I started thinking about

t the last regular meeting Congressman Pete Aguilar gave a very informative presentation on the “American Rescue Plan” and advised San Bernardino would receive $84 plus million dollars. "We don't have any trust in this criminal justice system," she said. "I should be assured that by this time everyone saw what I did. I'm disgusted, I'm hurt by everything." Chauvin should not have to stand trial at all and a release valve for others who might misidentify Chauvin’s potential conviction as absolution for a history of police brutality and the deaths of Black people at their hands. Blood Sacrifice The concept of blood sacrifice is rooted in Babylonian, Canaanite and Ancient Nomadic rituals and once practiced in many cultures. Those sacrificed, whether person or animal— were considered pure offerings to a higher power. When one considers Chauvin’s long history of questionable behavior toward suspects—18 formal complaints filed against him in his 19 years on the force—most would hardly consider him worthy of what is today an expression of symbolic sacrifice. Do not be confused by the media. Chauvin is not, nor can he ever be the victim in this scenario and as such, he cannot be considered a blood or any other type of sacrifice. It is a convenient bait and switch. The real blood sacrifice in this story Floyd was the real blood sacrifice in this scenario, another Black man placed on the altar of America’s consciousness, a consciousness already dripping red for centuries with the blood of others. In addition, it is written that in blood sacrifice rituals the offeror identifies with the sacrifice. America as represented by the State of Minnesota where Floyd was killed cannot be the offeror of a sacrifice in relation to the death of George Floyd because it has never identified itself with, nor valued the lives of, nor exhibited compassion toward its Black citizens. It only offers long overdue concessions when there is no other way forward. In this sense, Chauvin’s conviction may be an American concession, but he is no sacrifice. He may be a forced concession in response to the national uprising in 2020 which called for institutional and systemic changes, however it appears America remains caught in the mechanizations of corporate dollars, political cronyism, and the only union the nation’s powerful appear willing to tolerate— continued on page 18

representatives of the modern-day paddy rollers—the sheriff and police unions. Theoretically, a blood sacrifice is a form of atonement and American seems unwilling to take bold action by changing institutional norms to atone for previous wrongs against Blacks and charting a meaningful path toward redemption and reconciliation—although the Biden administration has taken some meaningful steps in this direction—it is a path America as a whole has yet to find the courage to travel. Chauvin’s conviction will not mean... The conviction of Chauvin, should it become a reality, can never be atonement for more than 400 years of brutal and unjust murders nor the economic, educational, criminal justice, political, housing, health and wealth inequalities suffered by American Blacks and other people of color. It will not even be considered a down payment. Those of all races engaged in this modern-

day struggle for equity and justice will not be distracted by a conviction nor numbed into accepting such conviction as a means of making George Floyd’s horrendous death more tolerable. This is because even in the wake of Floyd’s death Black and Brown people in the inland region and around the nation continue to lose their lives under questionable and unreasonable circumstances at the hands of local police. A blood sacrifice calls forth a willingness to grapple with the problems of life; and life in America is hard and unjust for dark people due to systemic and institutional problems undergirding the economic viability of this nation. Chauvin is being tried for murder—period. Don’t get it twisted. He is not now, nor will he ever be a blood sacrifice! Of course, this is just my opinion. I’m keeping it real.

To my knowledge, Peeden’s appointment to the General Plan Advisory Committee positions him to play an important role in updating the city’s comprehensive General Plan. This plan will serve as a "blueprint" for how San Bernardino will grow and develop in seven areas: land use, transportation, conservation, noise, open space, safety, and housing. The citizens of the 6th Ward will not have any input or say in these key seven elements of planning in the city where they live and pay taxes. Please remember why you ran and who you are supposed to represent, which is not those who worked in your campaign or encouraged you to run but the voters in your ward you believed would represent their interests.
