aster marks new beginnings, the time of year when we can’t help but wonder at the cycle of life whether it’s the budding of trees, hatchlings in nests, bursts of color in flower-filled gardens or listening to the sounds of joyful children scampering for eggs during a holiday hunt, it is hard to resist the pull of possibilities intrinsic to renewal. It is up to us to embrace it. Reflecting on the challenges faced by communities everywhere causes me to reflect on how easy it is to miss this annual ritual of renewal and restoration so essential to our existence and yet so typically taken for granted as we rush through our days too often “living to work” rather than “working to live.” During our daily race we tend to pause only periodically to celebrate good news and probably we stop more often to opine over the too many things going wrong. Point blank I caught myself opining again this week when news broke of another senseless shooting of a young Black man, Patrick Lyoya, this time at point blank range—in the head—by a Grand Rapids, Michigan police officer. I had the same visceral reaction I always do when these incidents occur. He was only 26 years old, about the age of my own grandsons.
“Redemption is possible, and it is the measure of a civilized society.” - Greg Boyle On one hand, I did not want to watch the video—it was too easy for me to mentally superimpose the faces of my grandsons’ over his, to make the tears of his family my own. On the other hand, I could not turn away. I guess on some level I feel turning away from the pain makes it too easy to ignore—the one thing as a people we can never afford to do. We must bear witness as it fuels the movement for systemic change in the continuing effort to prevent the next Black life from being taken by those sworn to serve and protect. “Oh my god,” I screamed in silent rage responding to the horror I witnessed on the video. ‘What must we do to stop these killings? Will things ever change,” I lamented to myself rhetorically. As I dove back into my work that day I realized in how many ways things are changing, not regarding these police tragedies and certainly not fast enough and possibly not nearly enough, but I would be disingenuous if I did not recognize the progress. continued on page 17

BVN Breanna Reeves Awarded 2022 USC Center for Health Journalism Fellowship for Black Maternal Wellness Amber Bolden| BVN

lack Voice News Reporter Breanna Reeves was selected to be a part of USC’s 2022 Center for Health Journalism California Fellowship for a reporting project on Black Maternal Wellness. Reeves began her work with Black Voice News through the Report for America national service program that connects emerging journalists with opportunities to join local newsrooms to report on under-covered issues and communities. Reeves started her career covering social activism demonstrations during her time as an undergrad at San Francisco State University. After earning her master’s in Politics and Communication from the London School of Economics, she continued covering the world’s most impactful social movements and occurrences including COVID-19 and Black Lives Matter protests, among others. Her interest in exploring social discourse and community protest has been a motivating theme in her career. “We always say ‘a seat at the table,’ and I always think a ‘voice in the conversation,’ is something to also consider,” she shared. Highlighting the rise of cultural media and the emphasis on community coverage, Reeves celebrates this evolving landscape as a catalyst in her professional development and her decision to pursue journalism as a career. Although originally from Los Angeles, Reeves shared that she found a sense of home in the BVN IE-based newsroom. “I was really attracted to the [BVN] newsroom from the start. During my interview, I spoke with more Black female journalists than I had seen during my entire career,” she said. Reeves focuses on health disparities reporting, covering COVID-19 and its impact on the Black and Brown community in the Inland Empire. Expanding on this work, Reeves explained she will be researching Black Maternal Health in the Inland Empire as her area of study during her Fellowship. She identifies Black Maternal Wellness as an area that impacts a wide range of California’s population. She categorizes it as an

urgent issue deserving of a well-reasoned, databased solution. The Fellowship is designed to help journalists improve their skills in "impact reporting," by combining powerful narratives with strong data and engagement. Journalists are encouraged to use solution-centered approaches to address health inequities and investigate how systematic

challenges impact the quality of life for communities. Reeves enthusiastically accepted the offer to join the 2022 California Fellowship cohort. She is dedicated to exploring the data and narratives that have shaped Black Maternal Health in the Inland Empire. Riverside Exhibit: “Black Lives Matter: Voices of Protest, Activism, and Art” Breanna Reeves | Staff

ay 25, 2022 will mark the third year since the murder of George Floyd. Following the widely circulated cell phone footage of Floyd’s death, a series of protests and demonstrations erupted across the state with Black Lives Matter activists leading the conversation surrounding police brutality and racial violence. While the demonstrations may have dialed down, the ongoing struggle for racial and social justice will forever be immortalized through a series of artwork created by more than 25 Southern California artists. On April 9, the Center for Social Justice and Civil Liberties at Riverside Community College District welcomed a new exhibit called “Black Lives Matter: Voices of Protest, Activism, and Art.” The exhibition features the work of local artists who used paint, photography, mixed media and mosaic tiles to create striking visuals of Black people like Colin Kapernick, Celia Cruz and George Floyd. In June 20202, demonstrations were held across Riverside as advocates took to the streets to march in support of the movement for Black lives. In response to the protests, storefront owners boarded up their windows to prevent damage. The plywood used to protect windows from being broken became canvasses for local artists to create portraits that depicted Black lives. Nearly two years after the protests, those murals appeared to have been lost to the public until Tracy Fisher retrieved them from a storage container in Fairmount Park. Fisher, the director of the Center for Social Justice and Civil Liberties at Riverside Community College District, wondered about the murals after the protests and came up with an idea after she located them. “What ever happened to the murals that were created during that [time],” Tracy asked? Dozens of murals were created during the “summer of protest” where demonstrations took place across not only Riverside, but the world in response to the murder of Floyd.

Fisher’s decision to showcase the artwork stemmed from wanting to bring them into a purposeful space while also reigniting the Center for Social Justice & Civil Liberties. “I think of Black Lives Matter as unfinished, and that, for me, is the importance of having it here and now, particularly having it in (the Center for Social Justice and Civil Liberties),” Fisher explained. “When we think about not just what people are standing against, but what they’re also kind of fighting for.” The exhibition includes murals that were created on pieces of wood from two years ago, and also features photography by local artists who captured the protests and the process of the murals being created during 2020.
Through his lens, Carlos Puma captured the process of three artists as they painted murals on plywood. From start to finish, Puma photographed the steps artists took to create their murals and then shot portraits of the artists in front of their finished work. This series of photographs will be part of a larger series that Puma hopes to put in a book called “Boarded Up.” “My intent, I think, was that sometimes we as people have real short memories, so it was important for me to be able to tell that story, which I think is interesting,” Puma said. “But also to document it for prosperity as well, so we can have a document of what happened.” continued on page 8

Moreno Valley Unified School District Earns Top Honor in 2022 Magna Awards Program I.E. Voice Staff

he Moreno Valley Unified School District (MVUSD) was recently recognized as a National School Boards Association (NSBA) 2022 Magna Award winner for its commitment to equity. MVUSD received the Silver Award at the 2022 Annual Conference and Exposition on April 3, 2022, in San Diego. The district is one of 15 winners across the nation honored this year. Sponsored by NSBA’s flagship magazine, American School Board Journal, the Magna Awards honor districts across the country for their programs that break down barriers to achievement for underserved students. The district was selected by an independent panel of judges for its “Visual and Performing Arts for All” program, a visual and performing arts approach to artful healing, creativity, and equal access to arts education. The program included hiring a coordinator for visual and performing arts, replacing musical instruments, updating visual arts equipment, purchasing uniforms, upgrading facilities with new dance floors, and reconfiguring theater seating, lighting, and sound at multiple high schools. In addition, digital media was added at the middle and high school levels that laid the groundwork for the success the department experiences today. A VAPA Subject Advisory Committee was also established to review new course submissions and analyze current courses, prerequisite needs, and integration into different career pathways. “In 2015, we embarked on this journey of establishing a strong visual and performing arts program,” said Superintendent Dr. Martinrex Kedziora. “Today, our district is being recognized for the work everyone has done. We are truly honored.” Today, the VAPA Department is credited with collecting informative data, streamlining curriculum, aligning STEAM pathways, integrating state and national standards, infusing assessments with a scope and sequence,

Puma explained that not everyone had the opportunity to see the murals when they were initially created two years ago. There was an uncertainty regarding if the murals would ever be seen again, so photographing the murals and the artists was important to Puma. “The boarded up windows of our businesses ended up becoming something beautiful, especially during this time. If you remember, there were no galleries, no museums that were open. So all of a sudden this turned into not just something to beautify the city, but something for people in our community to be able to have access to — art that they wouldn’t have had because everything was closed.” Puma’s photographs depict the murals in all their glory, before they were defaced with black spray paint, eggs and offensive symbols. Fisher made the executive decision to present the murals as they are, including the swastika and egg drippings that defaced the mural by Ariel

Gonzalez depicting George Floyd. Gonzalez was asked to participate in creating a mural during the summer of 2020. The news of George Floyd’s murder was fresh in Gonzalez’s mind. Initially, Gonzalez was unsure about taking on the responsibility of creating a mural of Floyd, but as time passed, Gonzalez was encouraged by passersby and bystanders who supported the mural. “It’s always an honor and a privilege to work in art. It’s a bigger honor to be a part of the Center for Social Justice and Civil Liberties,” Gonzalez said. “I’m a little disappointed that they ended up defacing the mural in such a really hateful way, but I think that just shows the reality of what is still going on. There’s a history of racism that’s going on. It hasn’t ended just because the protests have simmered down.” Other artwork is featured in the exhibit by local artists like Maurice Howard whose four masks are displayed. What is Black Maternal Health Week and Why Does it Matter? Breanna Reeves | Staff

lack Maternal Health Week spans from April 11-17. The annual campaign started five years ago by the Black Mamas Matter Alliance (BMMA) to promote awareness and foster action surrounding the state of Black maternal health in the U.S. This year’s theme is “Building for Liberation: Centering Black Mamas, Black Families and Black Systems of Care.” In recognizing this week, the intended goal is to deepen the conversation about Black maternal health, amplify policy and research and center the voices of Black mothers, women and families, according to BMMA. The White House officially recognized Black Maternal Health week last year on April 13, 2021. In his proclamation, President Biden called on Americans to “raise awareness of the state of Black maternal health in the United States by understanding the consequences of systemic discrimination, recognizing the scope of this problem and the need for urgent solutions…” The public should know and recognize the importance of dignified perinatal care, according to Stephanie Bryant, Program Chief of the Maternal Child Adolescent Program at Riverside University Health System– Public Health and director of Riverside County’s Black Infant Health Program. “We want all of our babies to be born healthy. We want all of our babies to have a chance at life and we want all of our moms to have the same equitable access to resources and services so they can have the best outcomes,” Bryant explained. According to Bryant the question often becomes why are we focusing on a particular population. “But, at the end of the day, when we sometimes provide resources and services to the most vulnerable group, when it’s quality services, it translates into improving practices for everyone.”

What is maternal mortality? The Center for Disease Control and Prevention defines maternal mortality (pregnancy-related death) as the “death of a woman while pregnant or within 42 days of termination of pregnancy.” In the U.S. maternal mortality impacts Black pregnant women/ birthing people at a disparate rate, with Black mothers nearly four times more likely than white mothers to die from pregnancy-related causes, according to the California Department of Public Health. Black women also are at 1.7 times higher risk of having a preterm birth compared to white women. California has one of the lowest maternal mortality rates in the country, but Black mothers still have a higher maternal mortality rate compared to other racial groups. According to a 2021 California Pregnancy Mortality Surveillance System (CA-PMSS) report, from 2014-2016, pregnancy-related deaths for Black women was 56.2 deaths per 100,000 births, four-to-six times greater than the maternal mortality rate of other racial groups. During the pandemic, many cities across California, like Riverside, declared

type of care provided which may differ from the care being provided to a different group. “This is something that we’ve seen across the country as a problem,” Bryant asserted. What’s being done to address this issue? In recent years, reproductive and birth equity advocates have pushed for policy changes that could improve the state of maternal mortality in California. In 2021, California passed the Momnibus Act (SB 65), which was co-sponsored by the Black Women for Wellness Action Project. The bill aims to expand services for moms-to-be and pregnant people such as extending MediCal to cover maternal health care for 12 months postpartum and granting eligible people earlier access to CalWORKs. “I think in California we’ve been fortunate. Although we still suffer and see a great gap and disparities, I think there has been some forward movement on the policy and legislative front to really address this issue in the Black community, like SB 464 (California Dignity in
Pregnancy and Childbirth Act),” said Smith. The implementation of local programs that support Black pregnant women and birthing people during their pregnancy and postpartum have also been beneficial to providing communities with support, education regarding their mental health, and teaching them how to advocate on behalf of themselves. In Riverside County, Riverside University Health System – Public Health’s Black Infant Health program utilizes a group-based intervention model which allows women to come together in a series of group sessions throughout their pregnancies and after. The sessions cover a wide-range of topics to help mothers/birthing people including stress management, family planning, labor and delivery and preterm birth awareness. “It’s vital that we work together as a community to protect the health of Black women and mothers this week and every week,” said Bryant in a press release during Black Maternal Health Week. “We can do this by reducing health disparities that exist for Black mothers through
support, services and resources.” The Black Infant Program has been around for about 30 years now, created by the California Department of Public Health to address the high rate of Black infant mortality. The Riverside program serves Black women in the county who are at least 16 years of age or older and pregnant or those who have a baby up to six months old. Bryant explained that while local programs exist such as the Black Infant Health program in Riverside County, these programs are voluntary and not all women participate in them. While these programs offer a range of supportive services like access to public health nurses and medical social worker support, singular programs alone will not solve the crisis of Black maternal mortality because not all Black women receive Black infant health services or know it exists. The issue of maternal mortality and Black maternal mortality is a longstanding issue and changes are needed at every level to combat the matter, according to Bryant. CDC issues updated travel guidance he Center for Disease Control and Prevention (CDC) released a new COVID-19 travel-related update which extends the mask mandate for public transit and airplanes until May 3. The updated guidance was announced on April 13 after closely monitoring the spread of Omicron and the subvariant, Omicron BA.2. The nationwide mandate was set to end on April 18, but the CDC has reported increases in cases in the 7-day average of cases in early April. According to the CDC, Omicron BA.2 now accounts for more than 85% of cases in the U.S. “The CDC Mask Order remains in effect while CDC assesses the potential impact of the rise of cases on severe disease, including hospitalizations and deaths, and healthcare system capacity,” the statement read.

California pauses plans to require students to be vaccinated Last October, California became the first state in the nation to announce plans that would require students to be vaccinated against COVID-19. Those plans came to a halt this week as the state senator who proposed a bill that would mandate the vaccine for children pulled the legislation and the California Department of Public Health (CDPH) issued a statement announcing that the requirement will not be initiated for the upcoming 2022-23 school year until vaccines are fully approved for the necessary age range of students in grades 7-12. The CDPH stated that COVID-19 vaccine requirements will not take effect until after full Federal and Drug Administration approval and no sooner than July 1, 2023. Senator Dr. Richard Pan (D-CA) introduced Senate Bill 871, the Keep Schools Open and Safe Act, back in January. The bill would have prohibited any students not vaccinated against COVID-19 from schools and child care centers, with no exceptions. As the Chair of the Senate Health Committee, Dr. Pan stated that until children are able to access COVID-19 vaccinations through their physicians, the policy to require vaccinations in school is not an “immediate priority.” “Unfortunately, COVID vaccination rates, particularly among children, are currently insufficient, and the state needs to focus its effort on increasing access to COVID vaccinations for children through physicians and other health providers who care for children and on education efforts to give families accurate information about the COVID vaccine,” Dr. Pan said in a statement. As of now children five years of age and older are eligible to be vaccinated against COVID-19 under the FDA’s emergency use authorization. The FDA fully approved the Pfizer COVID-19 vaccine for those 16 years and older and fully approved the Moderna vaccine for those 18 years of age and older. Pfizer and BioNTech announce promising results regarding boosters for children

On April 14 Pfizer and BioNTech announced positive results from a clinical trial that evaluated the safety and efficacy of a COVID-19 booster dose in children five through 11 years of age. The new data comes from the Phase 2/3 clinical trial that included a small group of 140 children who received a third 10-microgram dose of the Pfizer COVID-19 vaccine at least six months after their second dose. “These data demonstrate an increase in SARS-CoV-2 Omicron variant and wild-type strain neutralizing titers following a booster dose of the Pfizer-BioNTech COVID-19 vaccine compared to two doses,” the statement read. “These data reinforce the potential function of a third dose of the vaccine in maintaining high levels of protection against the virus in this age group.” According to the statement, the companies plan to submit a request for Emergency Use Authorization (EUA) of a booster dose for children ages 5 through 11 in the coming days.

San Bernardino’s First I was reminded how after a three-year search, community pressure and 116 years, the City of San Bernardino has finally appointed its first Black police chief, Darren Goodman. With a law enforcement career that spans more than 31 years, Goodman has spent the last four years as its chief of police and in many ways it is like coming home for him as he spent years in service with the San Bernardino County’ Sheriff's Department. Acknowledging the significance of his appointment to “people who look like him,” Goodman expressed his commitment to people as a police chief for all the city’s residents. Restitution Also, as recently reported by Black Voice News, California’s first-in-the-nation task force on reparations is making purposeful and steady progress having recently reached consensus on who in the state will be eligible for the yet to be determined reparations. As a result, when (and if) a final decision regarding the nature of reparations is determined, “individual[s] being an African American descendant of a chattel enslaved person or the descendant of a free Black person living in the US prior to the end of the 19th century,” will be eligible. Doing it for ourselves In other news regarding Black progress, the California Black Freedom Fund, has hired Marc Philpart, prominent advocate for boys and men of color, their families and communities, as its first executive director to lead the five-year, $100 million initiative to build and sustain the power of Black-led organizations, coalitions, and networks. The fund provides an amazing opportunity for meaningful and sustainable solutions as it was co-created with Black leaders and organizers and is determined to address a history of underinvestment in Black-led organizations. New laws, new opportunities Regarding nonprofits, the Riverside organization, Starting Over, Inc. led by executive director Vonya Quarles, works every day to address homelessness and recidivism in the region and has added to its list of advocacy efforts, informing members of the community

about the promises of AB 1869 and AB 177, recent laws that eliminated a total of 40 criminal justice system fees in California and making any unpaid balance related to those fees. “unenforceable and uncollectible.” This is another step toward helping those who have paid their debts to society to live a life unencumbered by these unreasonable debts. Racism a public health crisis I remain among the cynical regarding promises made by businesses and municipalities that declared “racism a public health crisis” in response to the collision of COVID-19’s impact on Black communities with the realities of institutional and structural racism and the ongoing disregard for Black life by rogue police officers and systemic racism in the criminal justice system. Although the declarations are emblematic of a quest for redemption I’m sure I am not alone in questioning whether such statements will translate to meaningful action. This week, my skepticism was somewhat assuaged when I spoke with Gene Kennedy, Senior Public Information Specialist with the Riverside County Department of Public Social Services and learned more about work the county is doing related to Black maternal and infant care, including the county’s first ever podcast on Black maternal health in alignment with the county’s recognition of “racism as a public health crisis.” The podcast features Stephanie Bryant, the branch chief of Maternal Child and Adolescent Health at Riverside University Health System (RUHS) – Public Health as reported this week by Black Voice News reporter Breanna Reeves. These are just a few examples of the ongoing efforts aimed at redemption and renewal regarding the Black community, I experienced in my work this week. It is so easy to become jaded and disillusioned when every day we face a barrage of information centered on what is broken all around us. This week reminded me of how important it is to remain in gratitude for the incremental progress—whether redemption or renewal--we are most assuredly, working to create a better community. Of course, this is just my opinion. I’m keeping it real.
