he right to speak guaranteed by the First Amendment to the U.S. The Constitution includes the right to voice opinions, criticize others, and comment on matters of public interest.” Far too many Inland Empire residents were already dead of COVID-19, when I received an email from a critic reacting to one of my recent opinion pieces. I might have relegated it to my ‘round file’ as a reminder of how people see things differently (and that is certainly okay) were I not among those who believe “politics equaled death” regarding how some elected officials responded to the pandemic last year. We owe it to history to document observations beyond what will be written by those in power at all levels of government. It is no secret, history, as documented, has traditionally omitted a lot, misrepresented a lot, distorted some truths, and blatantly lied about others. When the story of this pandemic is told, it should include details about what happened from a variety of perspectives and let history be the judge. Background During some of the darkest COVID-19 days in 2020 two sets of county government officials, the Riverside and San Bernardino County Boards of Supervisors, ran over each other to criticize, argue against, and even file lawsuits to halt actions by Governor Newsom intended to help curb the spread of the deadly virus and save lives. In my opinion local supervisors filed these suits for no reason other than to hold their party’s line, as most supervisors on both boards—though seated as nonpartisan—are Republicans. And, after all, toting the party line is nothing new in politics. Furthermore and also in my opinion, the county lawsuits were less about keeping the community safe and were more focused on pacifying their base and keeping the economy afloat to help the 2020 election causes of their

dear leader, their party, and their own political interests, though neatly wrapped for public consumption in the usual arguments of wanting to save small businesses and the local economy. My opinion In my opinion piece, “Two Public Health Directors in the IE are Out… A Coincidence or Not? I think Not!,” published March 30, https:// blackvoicenews.com/2021/03/30/keeping-itreal-two-public-health-directors-in-the-ie-areout-a-coincidence-or-not-i-think-not/, I spoke about Corwin Porter accepting his role as San Bernardino’s Public Health Director in 2020, while knowing his retirement was imminent. I made no assessment regarding why this occurred, I just noted it happened, its timing, and the timing of his official retirement this year. I also highlighted the potential advantage available to him for increased pension benefits resulting from his salary increase and how this impacts local taxpayers though I did not mention for a county with a 2019 poverty rate of 13.3% well above the national average of 10.5% for the same period any additional pension burden is too much. Again, this was just an observation, and my opinion about what occurred. The critic Perhaps the critic was sensitive to my stating a blinding flash of the obvious—something most government watchdogs and others know happens as it relates to placing people in higher paid positions to enhance their pensions. I hope by continuing to shine a light on this we can stop this disparate practice unless and until we are willing to create the same opportunities for every citizen from judge to janitor in this country—something we all know, is unlikely. I not only offered this observation, I included a qualification regarding Porter that my critic conveniently chose to ignore, it read, “Who knows what negotiations take place “behind closed-doors”? RE: California Assembly Bill 1183 - California Desert Conservation Program

A

ssembly Member James Ramos (40th District) has introduced Assembly Bill 1183 to increase opportunities for desert conservation and access to natural habitats, particularly to minority communities who have suffered disproportionately from ongoing environmental crises and the COVID-19 pandemic. Hikers, bird watchers, rockhounds, night sky observers, mountain bikers and off-road vehicle enthusiasts will benefit from this bill. California’s deserts serve as homes to unique plant and endangered wildlife species, in addition to important historical, cultural, and sacred sites within their borders. Scientifically, they perform critical environmental roles, including capturing and storing carbon (CO2) in their soil and plant root systems, which otherwise would accelerate greenhouse emissions and the climate change crisis. Assembly Member Ramos’ bill would create a program within the state Wildlife Conservation Board that would provide funding for projects in the California deserts that would conserve important habitat, provide increased recreation and public education, and protect cultural resources. I want to thank Assembly Member Ramos for his innovative legislation that will lead to a healthier, more sustainable, and increasingly enjoyable California desert for all. San Bernardino County Receives Vaccine Support from Molina Healthcare of California

olina Healthcare of California is contacting eligible members in its network to schedule vaccine appointments for vulnerable individuals including those who are 65 years or older, those who identify as a high-risk ethnicity, and those with disabilities or other health conditions in San Bernardino County. “The county is grateful to our partners at Molina Healthcare of California for making it possible to vaccinate so many more of our residents, especially those who are most at risk of being left behind,” said San Bernardino County Board of Supervisors Chair Curt Hagman. Molina members who sign up for an appointment will also be able to register at least one additional person like a caregiver or spouse. In addition, Molina is arranging transportation

for those who need assistance getting to the clinic. The vaccines will be given at 550 E Hospitality Lane Suite 100, San Bernardino, and will take place every other Saturday, April 24, May 8, and May 22. Vaccinations and transportation will be available by appointment. “Molina is proud to host San Bernardino County COVID-19 vaccine clinics at our local facility,” said Abbie Totten, Molina plan president. “We are using our wide network and employee volunteers to assist local health departments and help reach our high-priority members in the community.” Molina has provided government-funded care for over 40 years.

Riverside, San Bernardino Halt Use of J&J Vaccine as CDC Recommends Pause Due to Rare Blood Clots

T

he U.S. on Tuesday recommended a "pause" in using the single-dose Johnson & Johnson COVID-19 vaccine to investigate reports of rare but potentially dangerous blood clots, a development that could jeopardize the rollout of vaccines around the world. The Centers for Disease Control and Prevention and the Food and Drug Administration announced that they were investigating unusual clots that occurred 6 to 13 days after vaccination. The FDA commissioner said she expected the pause to last a matter of days. The clots occurred in veins that drain blood from the brain and occurred together with low platelets, the fragments in blood that normally form clots. All six cases were in women between the ages of 18 and 48. One person died, and all of the cases remain under investigation.

Number of Doses Given in US More than 6.8 million doses of the J&J vaccine have been given in the U.S., the vast majority with no or mild side effects. Any slowdown in the dissemination of the shots could have broad implications for the global vaccination effort. The J&J vaccine held particular promise for less affluent countries because its single-dose regimen and relatively simple storage requirements would make it easier to use in the developing world. The FDA said the cases under investigation appear similar to unusual clots that European authorities say are possibly linked to another COVID-19 vaccine not yet cleared in the U.S., from AstraZeneca. European regulators have stressed that the AstraZeneca risk appears to be lower than the possibility of developing clots from birth control pills. CDC Considers Way Forward Federally run mass vaccination sites will pause the use of the J&J shot, and states and other providers are expected to follow. San Bernardino Mayor Vetoes Bill to Remove Concrete Stockpiles in the City

an Bernardino City Councilmembers believe leftover debris from a burned-out warehouse may cause environmental and health risks to residents. Oxbow Project remains a nuisance for San Bernardino residents In the course of the George Floyd protests, a fire —unrelated to the protests— destroyed a 600,000 square-foot Amazon warehouse in Redlands along the 2200 block of West Lugonia Avenue June 5, 2020. Details on how the fire started are still under investigation. City staff issued a permit in July 2020 allowing the cement developer, Cemex, to relocate the stockpile from Redlands and grind it on-site at the north end of San Bernardino. Thousands of shipments of debris were discarded near residents just up the street from Palm Elementary School and Tom Minor Park. In Oct. 2020, residents demanded Cemex stop grinding on-site, claiming debris was blowing into their homes and cars. Cemex has since abandoned the project. Documentation by The Department of Labor Occupational Safety and Health Administration (OSHA) reveals that “sanding, grinding, or cutting concrete can release large amounts of dust containing high levels of crystalline silica. Prolonged or repeated exposure can lead to a disabling

and often fatal lung disease called silicosis. Some studies also indicate a link between crystalline silica exposure and lung cancer.” Now, residents and a majority of the council want the debris removed. The estimated amount of diesel trucks to remove the stockpile of broken concrete from San Bernardino is 2,800 truckloads. Peggi Hazlett, a homeowner in the 5th Ward, Verdemont community just south of the Oxbow Project said her family had a front row seat to the ongoing project. She stressed the city must ensure it never happens again. “We have lived with this health hazard for long enough,” she said. “Every opportunity was afforded the current developer to remedy the unpermitted construction debris pile from the burned down Amazon building. This never should have happened.” “It's really appalling that we have to make this type of decision that costs the city,” Kimberly Calvin, councilwoman representing the sixth ward said. Civil Rights Institute of Inland Southern California to Provide Inclusive Community Space, Affordable Housing Leo Cabral | Managing Editor

he Civil Rights Institute of Inland Southern California seeks to archive local civil rights movements past, present and future so individuals can have access to accurate history. The project’s development began over 20 years ago with several organizations meeting to discuss how they can record the stories of local heroes who impacted their community. “It was then that the Civil Rights Institute of Southern California became a reality,” said Rose Mayes, Vice President of the Board of Directors. “The mission was to memorialize and bring to the public’s attention the historical, current and emerging events happening within our community, and those champions making things happen.” Mayes and others want to provide an all-inclusive platform where community members can come together and discuss how today’s civil rights issues impact minority groups.

happened, I’m merely offering it as a possibility.” My critic advised me, “Corwin is perhaps the kindest, most dedicated, and most honorable person who has ever worked for the county and who I have encountered in my professional career.” To that I say, I have no reason to doubt Corwin Porter is as described. However, I never made any comment in my piece about Porter’s personal attributes nor his commitment to his job one way or the other beyond, “Porter served the county more than 30 years before taking the position.” I further highlighted how, while county supervisors were suing Newsom late last year, Porter told the LA Times, “He worried the holiday gatherings and travel were going to add to an already “scary situation.” Porter also declared, “I’m not sure if everyone’s listening anymore.” What I conveyed The point of my opinion piece, which my critic so willfully ignored, was that Porter— like Riverside County’s Public Health Officer Dr. Cameron Kaiser (also mentioned in the piece) and who often found himself at odds with Riverside County Supervisors over the local response to COVID-19—made public statements that appeared at odds with the direction pursued by the Board of Supervisors in San Bernardino County. During one of the most dangerous periods of the pandemic while public health experts Porter and Kaiser raised concerns and waved red flags as the virus sickened more locals and the death toll continued to climb, board supervisors in both counties were taking a different approach and using taxpayer dollars to file suit against actions taken by the governor designed to keep constituents safe. My bottom line, while the supervisors played politics, people got sick and died—that is my opinion. The critic also accused me of creating a false impression that Porter was fired though I never used the word fired, noted the high praise he received from county officials upon his departure, and repeated at least three times, Porter “retired.”

When the departures of both Kaiser and Porter were announced the same day, I highlighted what is noted above. Those who follow this column know I end each week with, “This is just my opinion . . .” I have a right to my opinion Apparently, my critic feels I do not have a right to an opinion. However, I have a voice and the First Amendment of the Constitution applies as much to me as it does to everyone else in this county or country. If the critic disagrees, then in my professionalism I respect his right to do so-offering him more grace than he offered me in his criticism. In doing so however, I am unwilling to let his accusations of “faulty assumptions and false accusations” go unanswered. Just to set the record straight, I made observations and offered opinions—there is a difference. I must also call out how the critic selectively sought to discredit my position by pretending it was a personal attack on Porter when it is evident whatever occurred regarding his pension was within the authority of the Board of Supervisors to decide, not his. My piece was written as an indictment of those leading the county, and their inability to (1) do the right thing relative to protecting taxpayer dollars when it comes to pension payments; and (2) most importantly, how they willingly played politics with people’s lives during the pandemic while the health director was publicly declaring concerns over the virus and its expanding risks to people’s health and safety. Finally, the critic noted, “Keeping it real” means taking the time and making the effort to get it right before you engage in character assassination.” I consider this a petty attack and just another weak and punitive red herring attempt to discredit my opinion and distract from how San Bernardino County Supervisors put politics ahead of people during a deadly pandemic. Of course, as I say every week, this is just my opinion. I’m keeping it real.

European authorities investigating the AstraZeneca cases have concluded clots appear to be similar to a very rare abnormal immune response that sometimes strikes people treated with heparin, leading to a temporary clotting disorder. While it's not clear yet if the reports among J&J recipients are related, doctors would treat these kinds of unusual clots like they treat people who have the heparin reaction — with different kinds of blood thinners and sometimes an antibody infusion, said Dr. Geoffrey Barnes, a clot expert at the University of Michigan. As authorities investigate whether the clots really are related to the J&J vaccine, Barnes stressed that Americans should get vaccinated as soon as possible using the other two available vaccines, from Pfizer and Moderna. Jeff Zients, the White House COVID-19 response coordinator, said 28 million doses of the Pfizer and Moderna vaccines will be available for states this week, more than enough to keep up the nation's pace of 3 million shots a day despite the J&J pause. Asked if the government was overreacting to six cases out of more than 6 million vaccinations, Schuchat said recommendations will come quickly. Because these unusual clots require special treatment, "it was of the utmost importance to us to get the word out," she said. "That said, the pandemic is quite severe and cases are increasing in lots of places and vaccinations are critical." States and cities swiftly moved to implement the pause. New York state Health Commissioner Dr. Howard Zucker said people with Tuesday appointments for J&J vaccines at state-run mass vaccination clinics will instead get the Pfizer vaccine. The city of Dallas had planned to begin an in-home vaccination program using the J&J vaccine for homebound or elderly people. The city said it will pause the program until more guidance is released.

The J&J vaccine received emergency use authorization from the FDA in late February with great fanfare. Yet the shot only makes up a small fraction of the doses administered in the U.S. J&J has been plagued by production delays and manufacturing errors at the Baltimore plant of a contractor. Last week, the drugmaker took over the facility to scale up production in hopes of meeting its commitment to the U.S. government of providing about 100 million doses by the end of May. Only about 9 million of the company's doses have been delivered to states and are awaiting administration, according to CDC data. Until now concern about the unusual blood clots has centered on the vaccine from AstraZeneca, which has not yet received authorization in the U.S. Last week, European regulators said they found a possible link between the shots and a very rare type of blood clot that occurs together with low blood platelets, one that seems to occur more in younger people. The European Medicines Agency stressed that the benefits of receiving the vaccine outweigh the risks for most people. But several countries have imposed limits on who can receive the vaccine; Britain recommended that people under 30 be offered alternatives. But the J&J and AstraZeneca vaccines are made with the same technology. Leading COVID-19 vaccines train the body to recognize the spike protein that coats the outer surface of the coronavirus. But the J&J and AstraZeneca vaccines use a cold virus, called an adenovirus, to carry the spike gene into the body. J&J uses a human adenovirus to create its vaccine while AstraZeneca uses a chimpanzee version. U.S. stock markets initially dropped on the J&J news, but some indices were up slightly by late morning. Johnson & Johnson shares were down nearly 3 percent, an unusually big drop for the drug giant, with more shares changing hands in the first two hours than on an average day. FEMA’s Funeral Assistance Plan Opens With Busy Signals, Technical Glitches and Warnings of Fraud Staff | VOICE

EMA is providing financial assistance for COVID-19 related funeral expenses incurred after January 20, 2020. The funds are available under the Under the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 and the American Rescue Plan Act of 2021. Since the program launched Monday April 12, call volumes have remained so high, many of those wishing to apply for assistance were unable to file their claims. CNN reports the agency received more than a million calls within the first 90 minutes of opening its lines. You Must Call to Apply FEMA advises those eligible for this reimbursement not to get discouraged but rather to wait a few days and try again as there is no deadline to file your application. The number for the COVID-19 Assistance Line is (844) 684-6333. It is open for calls Monday through Friday 6:00 a.m. to 6:00 p.m. PT. You must call this dedicated toll-free phone number to complete an application for the COVID-19 Funeral Assistance funding. Those who call will receive application assistance from FEMA representatives. Multilingual services are available. Eligibility To be eligible for funeral assistance, you must meet these conditions: § The death must have occurred in the United States, including the U.S. territories, and the District of Columbia. § The death certificate must indicate the death was attributed to COVID-19. § The applicant must be a U.S. citizen, non-citizen national, or qualified alien who incurred funeral expenses after January 20, 2020. § There is no requirement for the deceased person to have been a U.S. citizen, non-citizen national, or qualified alien. Beware of Fraud FEMA has also posted an important Fraud Alert on its website advising it has received reports of scammers reaching out to people offering to register them for funeral assistance. FEMA has not sent any such notifications and does not contact people before they register for assistance. Valdivia, the following day. Theodore Sanchez, councilman representing the first ward, said the safest and fastest way to recover from this error is to bury the debris on-site. He said the two million dollars could be allocated to further improve other parts of his ward. “Crushing on the site is the best and safest option for us,” he said. The councilman, however, did not provide an estimate of what it would cost to bury the debris on-site in comparison to the two million dollar plan using 2,800 truckloads it would take to get rid of it. Sandra Ibarra, mayor pro-tem, refused to give the contractors another chance to right their wrongs, since they had continuously disregarded removing the pile for several months. “The developer was not responsive to the city,” she said. “To give them another chance is something I am not willing to consider here.” Ben Reynoso, councilman representing the fifth ward, where the pinpointed project occurred demanded this be considered a priority and safety hazard. He said residents sent him videos of debris sprayed on cars and homes. “I'm almost gonna cry right now thinking about young children with asthma. Parents telling me new coughs are developing because they're breathing it,” he said. “These are our people. You don't live in this ward but this is your city, too.” Fred Shorett, councilman representing ward 5, voted against the removal of the Oxbow Project’s cement pile. He disagreed that the project was doing any damage to the surrounding area. “I’m not going to support this of course,” he said. “Maybe it was a blunder on our part. But you know, sometimes you cut your losses.”

“I heard it took 30 days to get there and no one had anything to question at all?” she asked rhetorically. “Yet, here we are faced with this two to four million dollar price tag to satisfy the fifth ward residents, who either-way have to pay. We all have to pay.” Michael Huntley, director of community and economic development in San Bernardino, revealed there was in fact a temporary use permit issued July 2020 for stockpiling material on that property. Valdivia refused to comment on the record if he accepted donations from the developer. Reynoso asked, “Are you refusing to comment on the record, because there are 460’s [campaign disclosure statements] that say that you did.”

Allegations of misconduct Calvin said this was a “costly mistake” and criticized city staff for having ongoing conversations with the developer. She claimed there have been emails outlining conversations between city staff and Cemex about how and when the debris would get to Palm Avenue and West Verdemont Drive.

Similar concerns in other wards Juan Figueroa, councilman representing the third ward, shared there were other parts of the city left in the dark with the same issue. He said there is an abandoned concrete stockpile dumped in an empty field near San Bernardino Valley College. Governor Murphy’s announcement marks an important step in that shift.” “This evolution is possible because of the unwavering, ground-breaking work of community-based violence intervention organizations using public health strategies to make their neighborhoods much safer. But there is a long way to go. This investment is significant but still a fraction of law enforcement budgets across the state. Reimagining Public Safety “It wasn’t long ago that our society saw policing as the only solution to violence. Much has changed in a short period of time, beginning with the emergence of community-based organizations with a deep understanding of how trauma and a deficit of resources and support can ignite violence.” In addition to its work in the coalition, EJUSA runs Trauma to Trust, the successful community-police relationship training program currently situated in Newark, where more than 200 officers have undergone the training.
