SoCal Sheriffs’ First Ever Tri-County Forum or Taxpayer-Funded Campaign Event
D
uring any election year incumbents are required to walk a thin line between official business and outright campaigning on the taxpayer’s dime. It is encouraged and not surprising that local sheriffs would hold public forums to build bridges within their communities. Yet, even by that measure the April 23, 2022 “first ever” TriCounty Sheriff’s Forum seemed to defy credulity as a simple ‘get to know your sheriff’ community event. This is especially true when you consider the three county sheriffs who hosted the event— Riverside County Sheriff Chad Bianco, San Bernardino County Sheriff Shannon Dicus and Los Angeles County Sheriff Alejandro (Alex) Villanueva—are all running to retain their positions in their respective counties. It is this reality, beyond all others, that makes
two months until the June 7 Primary—you would not ask your supporters to cross county lines to hear you talk about the great work you are doing on their behalf or chose a location in a different county for your voters to be able to come and ask you questions. If this is an example of how these sheriffs view much warranted community interaction to help build bridges, perhaps they should revisit the U.S. Department of Justice’s Community Relations Services Toolkit for Policing that provides a list of recommendations for Police-Community Relationship Building. The list does not include hosting events for your residents to attend outside one’s jurisdiction. The forum was hosted in a hangar located at the Chino Airport on the western edge of San Bernardino County. For San Bernardino County Sheriff Shannon Dicus this location is at least
“While the incumbents may get media coverage concerning their official duties, this should not be misused as a means to give them an unfair advantage, and campaign events should not be confused with the issues of State.” - The Carter Center the April 23 event—and its timing—appear so politically unseemly. The forum offered an opportunity for, what, I asked myself? Did the sheriffs want to discuss the alignment of their policies across three counties? Did they wish to demonstrate solidarity in the fight against rising crime? Did they want to discuss a new vision for community policing? To show strength in numbers? To flaunt their power and authority as top local law enforcement leaders? Or was it just one poorly disguised tax-payer- funded campaign rally to fire up their supporters? These questions are, of course, rhetorical but certainly worthy of consideration. Especially when the event was advertised as a way for citizens to, “Hear your sheriff talk about current events affecting residents, business owners and visitors in their county.” Hear your sheriff? It seems to me if you are a sheriff running for re-election—let’s say in Riverside or Los Angeles Counties—and with only
within his geographical area of responsibility but why were Riverside and Los Angeles County residents being encouraged to travel outside their respective counties to attend a forum featuring their sheriffs? Title 2, Chapter 5, Section 8314(a) of the California Government Code states, “It is unlawful for any elected state or local officer, including any state or local appointee, employee, or consultant, to use or permit others to use public resources for a campaign activity, or personal or other purposes which are not authorized by law.” Was this event a violation of state law? Maybe. . . Maybe not. . . As we learned regarding federal laws during the Trump era, many laws have escape clauses that can enable abuse. Title 2, Chapter 5, Section 8314(b)2 of the California Government Code states, “Campaign activity” does not include the incidental and minimal use of public resources, such as equipment or office space, for campaign

he Weingart Foundation, a private grantmaking organization that partners with communities across Southern California to advance racial justice, this week welcomed Katie Nguyen Kalvoda, founder and CEO of G3 Ventures; Michael Tubbs, founder of EPIC and Mayors for a Guaranteed Income and former Mayor of Stockton; and Jacqueline Waggoner, President, Solutions Division, Enterprise Community Partners, to its Board of Directors. In a press statement, Aileen Adam’s, Chair of the Weingart Foundation Board, stressed how each of the newly appointed board members has demonstrated an unwavering commitment to racial justice adding how each will add valuable expertise, powerful lived experiences, and a deep understanding of the communities served by the foundation. Describing each of the newly appointed directors as “changemakers and visionary leaders,” President and CEO of the Weingart Foundation, Miguel A. Santana noted how, “Individually, they each have a track record of advancing racial justice. Kalvoda, who lives in Orange County, is a longtime advocate for progressive values in the AAPI community and serves on the boards of AAPI Victory Fund and AAPI Victory Alliance. Michael Tubbs Michael Tubbs is the founder of EPIC (End Poverty in California), the founder of Mayors for a Guaranteed Income, and Special Advisor to California Governor Gavin Newsom for Economic Mobility. In 2016, he was elected Mayor of Stockton at 26 years old. He was the city’s first African American mayor, and the youngest mayor of any major city in American history. He piloted the first mayor-led guaranteed income pilot in the country. Essential Conversations with Black Men: “I’m Graduating! What’s Next?”

’m Graduating! What’s Next? was the topic of an event organized by Dr. Francisca Beer, alongside her team in the Jack H. Brown College of Business and Public Administration (JHBC) Office of Academic Equity (OAE). On February 24th, 2022 the office hosted its Fourth Annual Essential Conversations with African American Men. With over 75 attendees and participants, the event was well-received by California State University of San Bernardino’s (CSUSB) faculty, students, and staff, as well as alumni and community members. An Encouraging Welcome The event was hosted by Dr. Beer, a Finance Professor, an Associate Dean, and Director of the JHBC Office of Academic Equity at CSUSB. Dr. Beer welcomed three (3) generations of JHBC Deans; the former
dean, Dr. Lawrence Rose who is also the founding dean of the JHBC Office of Academic Equity (JHBC OAE); the current Interim Dean, Dr. Shanthi Srinivas who has been holding down the fort since Dr. Rose’s retirement in 2021;and Dr. Tómas Gómez-Arias who the college will officially welcome in July, 2022. After encouraging words from the deans, Dr. Beer presented an overview of JHBC OAE’s achievements and announced the launch of the JHBC OAE Opportunity Fund. The fund is designed to provide several monetary awards ranging from $500 to $1,000 to eligible students. The application was available on the office’s website earlier this year. Inland Empire Joins the World in Celebrating Earth Day Phyllis Kimber Wilcox | Staff

he beginning of the environmental movement in the late 1960s created awareness around environmental issues and eventually resulted in legislation seeking to reverse its worst effects. Earth Day, first celebrated April 22, 1970 and commemorated worldwide, is the day set aside to reflect on the ways we, as humans, impact the environments we inhabit. From clean water to soil preservation, communities everywhere celebrate the day by participating in activities intended to make the environment more sustainable, while also working to slow climate change and its devastating consequences. Wherever you live, activities took place near you on Earth Day, Friday, April 22. The Inland Empire celebrates This year, Earth Day activities in the inland region included Metrolink offering free rides to passengers. On its website the organization stated, “When we all do a little, we can all gain a lot.” It further declared, “ Metrolink is committed to improving the environment in Southern California and the health of the communities we serve.” In San Bernardino, the county museum, in conjunction with the Inland Empire City Nature Challenge, offered a virtual event which allowed participants to interactively explore the biodiversity in their neighborhoods by uploading pictures of the environment to the website and by using the lesson plans and activities found here. The virtual event runs through May 9. The City of Riverside celebrates “Earth Month” complete with a month-long slate of activities for families. This year's focus is on soil conservation as an important ingredient for healthy ecosystems. The city posted an informative video about soil and how it is the foundation and backbone of sustainable food, water, and air. The video highlights how soil is a living system that hosts a quarter of our planet’s biodiversity and plays many critical roles in our ecosystem. Riverside College & University Officials Launch #CaliforniansForAll

nland area education leaders and California State Superintendent of Public Instruction Tony Thurmond joined Chief Service Officer Josh Fryday in Riverside late last week to encourage students to apply for the new #CaliforniansForAll College Corps program. The service initiative is designed to help low-income students graduate college on time and with less debt. The service program hopes to accomplish this in part by providing opportunities for thousands of California college students to serve their communities in critical issue areas such as climate action, education, and food insecurity. Participating students can earn $10,000 for completing a year of service while gaining valuable experience by helping others in their community. This groundbreaking program intends to unite young Californians of all backgrounds in service, and specifically creates opportunities for AB 540 eligible Dreamers to serve their communities. Defined as a service and career development program, the #CaliforniansForAll College Corps is a win-win-win as it offers debt-free pathways for students, who will gain valuable work experience, while investing in the long-term success of their community. “RCC is honored to be chosen by Governor Newsom to participate as an inaugural College Corps member. Through this program, our students

Fontana, AG Rob Bonta, Reach Innovative Settlement in Warehouse Lawsuit

ast July, California Attorney General Rob Bonta filed suit against the City of Fontana challenging the city’s approval of the Slover and Oleander Warehouse Project. The 205,000 square-foot project borders Jurupa Hills High School and as affirmed by Bonta, is located in one of the most polluted areas in the state. Bonta claimed the city had failed to appropriately “analyze, disclose, and mitigate” the project’s environmental impacts as required by the California Environmental Quality Act (CEQA), asserting the city’s limited review of the project’s Environmental Impact Report (EIR). Bonta was pointed in his comments when the lawsuit was filed stating, “Plain and simple: Everyone has the right to breathe clean air where they live and where they work.” He stressed that in his role as California’s Attorney General (AG), “[He has] a responsibility to enforce the state’s environmental laws, and as the People’s Attorney, I am committed to standing up for communities who live at the intersection of poverty and pollution.” The AG highlighted how Fontana residents should not have to choose between economic development and clean air. “They deserve both,”

he declared. “Unfortunately, the City of Fontana cut corners when it approved the Slover and Oleander Warehouse Project.” Adding the goal in going to court was to compel the City of Fontana to go back and “take a hard look at the environmental impacts of this project.” He was asking the city to do all it could to mitigate the potential harm to local residents and workers, before moving the project forward. As reported by the IE Voice when the suit was filed last year, the Committee for Community Action and Environmental Justice (CCAEJ) Interim Executive Director Ana Gonzalez, supported Bonta’s action. “By stepping up for the community,” she said, “Attorney General Bonta has shown he stands with the EJ (Environmental Justice) communities impacted by these developments. This shows that by organizing and mobilizing, we can come together and hold our officials accountable.” On Monday, April 18, Bonta announced what’s being described by his office as an “innovative settlement” with the City of Fontana to “protect vulnerable communities from pollution associated with industrial development where they live, work, and go to school.” The settlement is expected to resolve allegations that Fontana violated CEQA when it approved the Slover and Oleander warehouse project in

The developer must also establish a $210,000 community benefit fund that will be used to enhance landscaping buffers at Jurupa Hills High School, which shares a border with the project, and to purchase and distribute a five-year supply of high quality air filters to up to 1,750 households in the surrounding community. In another win for public health, the South Coast Air Quality Management District (SCAQMD) has also announced a process to revise its CEQA guidance for analyzing cumulative air quality impacts. The Attorney General’s lawsuit challenged Fontana’s reliance on SCAQMD’s existing guidance in its approval of the Slover and Oleander warehouse project. SCAQMD staff have proposed a groundbreaking approach for new guidance that would consider existing burdens associated with nearby continued on page 17

Black Women Are Still Dying from Childbirth in 2022. Why? Kara James | Nurse Practitioner, Planned Parenthood Los Angeles lack women in Los Angeles County are four times more likely to die because of pregnancy and its complications than women of any other race. In one of the wealthiest countries in the world, Black mothers are dying from preventable causes at rates that continue to rise. With all the medical and technological advancements that have been made over the years, you’d think that the topic of maternal health would be low on the list of health inequities that impact the African American community. But it’s not. Unacceptably, poor maternal health outcomes are a leading cause of death of Black women, and for generations have continuously burdened our women through no fault of our own. These outcomes are largely due to institutional racism. The alarming number of deaths of Black women during childbirth and postpartum continue in 2022. We need real, systemic change that provides access to health care in environments where we live and work, and that is more equitable and responsive to our needs. Only then, will Black women be able to achieve optimal health equality.

Wanting better for us as Black women As a Black mother, activist, and nurse practitioner, I want better for us! We are Queens and deserve to live as such. But before we can do better, we need to know better. And that starts with identifying why the pregnancy-related mortality rate for Black women is so high. Racism, and the lack of access to and knowledge of resources, plays a huge role in contributing to persistent health care inequities in our community. When the Centers of Disease Control and Prevention (CDC) reported that the pregnancy-related mortality rate for Black women who graduated from college was five times as high as white women with similar education, it’s also clear that status and education doesn’t matter. To address the lack of access to and knowledge of resources in our community, Planned Parenthood Los Angeles (PPLA) is meeting our women where we live, work, and
play by bringing services to us at our newest Inglewood Health Center. This location also serves as the flagship for the Black Health Initiative, an agency-wide program designed to improve the overall wellbeing of our communities by empowering us to advocate for ourselves toward better health outcomes. Working to improve Black maternal health The Black Health Initiative is working to improve Black maternal health by providing coaching to address chronic conditions before, during, and after pregnancy, acknowledging underlying social needs that impact health, and connecting patients to resources and programs needed to flourish. As a nurse practitioner with PPLA, I am proud to be a part of a team that understands why delivering patient-centered reproductive and sexual health care with dignity and respect is critical to improving maternal health and addressing the disparities that Black women face.

Dr. Beer’s presentation compared unemployment rates between African American men versus others. Her research shows that education skills, and work experience played a large part in these rates. Marriage and health were noted as other reasons for the lower employment rates. Unfortunately, discrimination as well as social and spatial isolation, continue to play an important part. Dr. Beer’s presentation also compared graduation rates between genders and ethnic groups. Although education is not yet the “great equalizer," it should be. She indicated that the 4-year graduation rate doubled for Black men who entered as freshmen at the CSU. Dr. Beer couldn’t end her presentation without some tips for our graduates, i.e. tailor your resume to each employer, check for new job postings frequently, use your alumni network, keep up with industry news, prepare for job interviews, and “Learn from each other” which leads us into the conversation. Mr. Marek LeBlanc says “W.O.R.K” Mr. Marek LeBlanc, a professor of Management at CSUSB was the keynote speaker for this event. LeBlanc, who has more than 30 years experience as a banker, shared his experience growing up in Compton and buying his first home as a young gentleman in Moreno Valley. LeBlanc asked all participants to remember that success means WORK. For LeBlanc WORK stands for "When Opportunity Reaches Knowledge”. Mr. Roberson shared his story of starting from the bottom and moving his way up to becoming the Associate Director he is now, helping build the new SMSU building on campus. Meanwhile, Mr. Lee recalled the response from his teacher in sophomore year of high school when she asked the class who wanted to go to college? Mr. Lee
reveals, “I raised my hand. I wanna go to college,” and this teacher looked at him and said, “you, college, please.” He went on to explain how hurt and angry he felt at the time. But that wasn’t the end for him. He was motivated when he talked with a person of color who revealed to him they had a Ph.D. He proudly announced he is now going back to school to pursue his Masters in Higher Education. Those in attendance were inspired by the end of the night and were actively discussing the topic in the chat-box and sharing their contact information. An event that intended to motivate and inspire soon-to-be graduating students became an event for everyone. San Bernardino County Sheriff Dicus is running to hold on to a position gifted to him by his predecessor retired Sheriff John McMahon with the support of the San Bernardino County Board of Supervisors. Dicus also came under fire recently regarding his deputies seizing an armored car carrying $712,000 in cash from licensed marijuana dispensaries heading into Barstow in November and a few weeks later, stopping the same driver in Rancho Cucamonga and seizing an additional $350,000 belonging to legal marijuana stores. In both cases the money was given to the FBI—dollars that would purportedly be shared with the San Bernardino County’s Sheriff’s Department. The FBI claimed the money was tied to federal drug and/or money laundering crimes, but to date, no one has been charged with a crime. Empyreal Logistics, whose money was seized in these stops, filed a suit against the county and the U.S. Justice Department and earlier this month, the Justice Department settled with the company agreeing to return all the monies seized by the San Bernardino deputies. Did Dicus sanction the stops in defiance of California law which legalized marijuana businesses in the state? All three sheriffs were introduced at Saturday’s event with county videos. If this was not a political event, in addition to the media coverage and taxpayer-funded support, it also provided an opportunity–through the eventbright registration process–for the sheriffs to gather email lists for future campaign outreach. I am not saying this was their intent, only that it is a reasonable possibility. And as always, of course, this is just my opinion. I am keeping it real.
