Riverside and San Bernardino Voters, Don’t Sit This Election Out...
A
merica has 19,000 cities, towns, and villages with a variety of government structures, but regardless of how they are structured, all elect officials to carry out essential government functions. Whether we are electing school board members, a district attorney, selecting city councilmembers, county board supervisors or a new sheriff, those we elect should reflect the values of the local electorate. In 2022, we will have another opportunity to decide what we value as a community. We hear again and again that all politics are local and in communities like those here in the inland region where elected officials are purportedly “nonpartisan” it would also be disingenuous to think candidates do not have allegiance to one party or another. Why does this matter? Ideally, it should not. The differences in political ideology should make us stronger communities, stronger states, a stronger nation because in a rational and functioning democracy the extent to which you value your opponent’s differences in ideology should enable both sides to work collectively toward the best solutions for the benefit of all. However, that is not the world we live in today. In many regards, extremism has seeped into politics at all levels of government and to vote with blinders on in this regard, will not serve the best interest of this or any community. Currently, Vote-by-Mail ballots for the June 7 Primary are being delivered to mailboxes around the state and each voter is once again being asked to weigh in on who will lead our communities, our state, and our nation’s Congress. One way to determine whether someone is operating politically in a fair and unbiased way is to not only look at their works but also their campaign websites. Who is endorsing them? Who is funding them? What is their platform? What are they touting as accomplishments? What are they promising to deliver? Certainly, we have big issues to consider whether we are electing a mayor for the City of San Bernardino for example, or any other inland city for that matter, electing members to supervisory
boards in Riverside or San Bernardino County, city council members, sheriffs, a district attorney, school board members, water boards representatives, etc. Every position matters. San Bernardino City Unified School District A perfect example of this, of how every elected position matters, is exactly what we witnessed recently regarding the San Bernardino City Unified School District Board of Education when the board initially sought to summarily dismiss (one board member last minute), and then ultimately forced-out the district’s first Black Superintendent of Schools, Harry “Doc” Ervin. This board purposely failed to fill a seat vacated by the loss of highly acclaimed school board member Dr. Margaret Hill last December. As a result, the remaining board members– who had already soured on the superintendent for political reasons even before Hill’s passing and advocated unsuccessfully for his removal when he had only been on the job three months– were able to successfully block any attempt he made to move forward with constructive changes for the district, successfully thwarting his ability to do the job he was hired to do. Do these school board members, Barbara Flores, Danny Tillman, and Abigail Medina. who placed their own political fortunes ahead of the students they were elected to serve, deserve your vote after wasting taxpayer dollars, continued on page 13

UCR Hosts Panel Discussion on California 100 and the Future of Economic Mobility

ollowing an unprecedented global pandemic, it may be hard to consider what next month looks like, let alone the next 100 years. However, California 100, an ambitious statewide initiative that calls for the state to examine and envision what the next 100 years may look like in California across 15 different issues such as education, economic mobility and arts, is doing just that. Developed at the University of California and Stanford University, California 100 is led by Executive Director Dr. Karthick Ramakrishnan, who is a professor of public policy at the University of Riverside, California and founding director of the Center for Social Innovation. “We want to disrupt the status quo in terms of people being so fixated on the short term, [and] lose sight of longer term challenges and opportunities that we have,” Dr. Ramakrishnan explained in an interview with Black Voice News. California 100 recently released a series of policy and future scenario reports that investigate current issues that plague the state

such as homelessness, poverty, education gaps and the future of the job market and propose comprehensive insights on these issues and ways they can be addressed. During a panel discussion hosted at the UC Riverside’s Alumni and Visitors Center on May 10, California 100 research partners talked about the newly released report, “The Future of Economic Mobility, Inequality, and Workforce.” The report acknowledges the current state of California as a growing and thriving economy, but also recognizes the pressing problems that threaten the state such as growing income inequality, wage polarization and unsustainable job sectors. The report presents a series of scenarios that demonstrate how California experiences polarization across many sectors that include wage, job industries, education and geographic distribution of jobs and what drives that divide. In a series of analyses, the working paper discusses what California would look like if such continued on page 8

nce again, the bleachers were full, and the warm California sunshine was out as UCLA and USC resumed their cross-town Track & Field rivalry for the 88th time at USC’s Cromwell Field. USC’s Cromwell Field & Loker Track Stadium received $16 million in renovations The bleachers were blanketed in crimson and blue, full of students and patrons from both sides of town. USC’s Cromwell & Loker Stadium received $16 million in renovations since 2019. The crosstown rivalry which dates to the 1930’s, has hosted top student athletes and Olympians competing against each other, at the highest level. USC Men beat UCLA 96-86 as the Trojan Women narrowly edge the Bruins 81-80 The meet scoring was literally back and forth all day long, putting added pressure on every race, jump or throw. Ultimately, all patrons stood on their feet and athletes from both schools were packed in next to the finish line of the Men’s and Women’s 4x400m relays. While UCLA posted season best times, the Trojans managed to outlean the Bruins in both races. USC Men beat UCLA 96-86, as the Trojan Women narrowly edged the Bruins 81-80. Some of the Bruins outstanding performances include UCLA’s Shae Anderson, the 2020 Olympian posted a season best 23.18 200m, Amber Jackson won the high jump with a 5’7”, Lyvante Su’emai took the shot put in 52’8”, Rose Pittman won the 800m in 2.05, and Lauren McFall and Anoop Katra won the Javelin competitions respectively. USC’s Devonte Burnett won the 100m in 10.07 and 200m in 20.24 Notable Trojan performances include: Temi Ojora who won the triple jump in 43-0.25 and the long jump with a 20-0.25, Jasmine Jones, Celera Barnes, Chioma Okonkwo and Jan Taijah Ford won the 4x400m in 44.12, Breanna Bernard Joseph won the 100m hurdles in 13.08, Bailey Lear won the 400m in 52.77, Celera Barnes won the 100m in 11.38, Jalyn Jackson won the long jump with a 24-10, Devonte Burnett won the 100m in 10.07 and 200m in 20.24, and Earnest Sears III won the high jump, clearing 6’11”. Now, it’s onward to Hayward Field for the PAC 12 Track & Field Championships, May 13-15.

SBCUSD First Black Superintendent Forced Out by Board’s 4-2 Vote

heard Doc Ervin say these words at the school board meeting on Tuesday May 3, and I quote, “After careful thought and consideration, and really after close to 30 years of public service, I’ve decided to retire from the San Bernardino City Unified Hardy Brown, Sr. School District, effective July P u b l i s h e r 1.” He went on to say, “I know Emeritus people are not going to agree Photo by Benoit Maphettes with this or understand this – but in the best interest of the kids who attend our schools. I always think about, ‘this is bigger than me.’ Everything we do is bigger than me. It’s about kids. And I know that my presence sometimes can impact that, and I don’t want my presence to impact that and the work we do for kids.” The wisdom of Solomon There’s a story in the bible of two women who had given birth three days apart while living in the same house. One woman’s baby died in the night because she had laid on the baby. Recognizing she had killed her baby; she took the live baby at midnight from the other woman as she slept. When the mother awakens to feed her baby and discovers it is dead, she accuses the other woman of taking her child. The issue was taken to King Solomon to seek justice in this dispute. With no eye-witnesses and no DNA test to determine who the real mother was, the king said divide the baby in half and give each woman a half. The first woman of the living child said, “Oh, my lord, give her the living child, and by no means put him to death.” The other woman said, “Divide the baby.” In his wisdom, the King gave the baby to the first woman. Why? Because the first woman wanted her child to live, be educated in school, grow up, have a family and make a contribution to society. The king knew that this mother put the needs of her child’s life above her personal needs and desires of being a mother and raising her son. You can read the full story in 1 Kings 3:16-28. Doc’s early retirement What Doc was effectively saying with his retirement was, ‘even though it is not what I truly want to do, it is in the best interest of the students

I want to help get a good education and go on to be productive contributing citizens in our society.’ Not unlike the mother who told the King, “I’d rather you give the baby to this lying, unfit woman than kill my child.” And the people said, “This is justice.” Doc also said, “I do believe the future of the district will be better served by a superintendent who aligns more closely with not only the board’s leadership style but also its educational philosophy.” Board members who connived and conspired After listening to board members Barbara Flores, Danny Tillman and Abigail Medina during the last board meeting express their desires for students that included opening up classrooms and putting in pool tables, ping-pong tables, maybe some tables for checkers and chess games–this does not align with the educational philosophy of the community I know. I could not believe my ears, so I replayed the video. We have board members talking about their educational objectives for our students to become pool sharks. Maybe they will have the students playing bid whist and pinochle, as well.
What happened? How did we get to this “forced” early retirement of Doc Ervin, the first African American Superintendent of the San Bernardino City Unified School District? He was hired on a 7-0 vote by the board less than a year ago and ousted May 3rd by a 4-2 vote of the board, with members Danny Tillman, Barbara Flores, Abigail Medina, and Dr. Scott Wyatt, all voting in favor of his removal. It was back in October 2021, when these same four board members wanted to fire Doc Ervin until the community showed up at a board meeting and scared one member, Dr. Scott Wyatt, who changed his mind. I guess it was hard for Dr. Wyatt to vote against his employer, County Superintendent Ted Alejandre, who spoke in support of Doc Ervin. When Wyatt became board president and Tillman vice president, Dr. Margaret Hill said it was like “putting the FOX (Tillman) in charge of guarding the hen house”. Purposely leaving a board seat empty helped ensure gridlock After Dr. Hill passed away in late December 2021, the remaining six board members could not agree on her replacement, which resulted in a tie vote on continued on page 9

trends continue to grow and presents research and economic trends that could help foster solutions to address polarization. “I think one thing we really try to point to in the report is the importance of policies basically being strategic and looking out for the most disadvantaged and helping people realize their potential,” Dr. Mark Duggan, Director of the Stanford Institute for Economic Policy Research said during the panel. Dr. Duggan is one of the co-authors of the economic mobility report alongside Erik Brynjolfsson, Christie Ko and Dan Sholler. In a section that focuses on the economic landscape of the Inland Empire which has made a substantial shift from a largely agricultural job industry to being more logistics-driven, the authors note that industry giants like Amazon provide temporary jobs that are not sustainable for the workforce in the region. Researchers suggest that additional investment in targeted economic development programs would be more beneficial to the workforce and would “counteract the temporary employment trap many Inland Empire workers find themselves in.”

“Another thing that needs to happen, is sort of allowing there to be [an] actual continuum in terms of career advancement,” said Micahel Tubbs, Executive Director and Founder at Ending Poverty in California, and Senior Advisor to Governor Gavin Newsom on Economic Mobility and California 100 Commissioner. Tubbs explained that although the warehouse industry continues to provide jobs in the Inland Empire, it leaves no room for workers to advance to careers and grow their skills. Tubbs also acknowledged the importance of listening to communities and organizations in the region who are working to address such issues like the need for living wages and working to make the warehouse industry more green. He mentioned meeting with Inland Empowerment, a local collective of organizations who are working on a people’s plan for inclusive economic development. As a California 100 Commissioner, Tubbs explained he is animated by the collaborative’s vision in thinking about what the state could look like in 100 years. As an advocate for ending poverty across the state, Tubbs envisions continued on page 12

anything Doc Ervin would bring before the board. In a letter to board president Dr. Wyatt dated Feb. 9, 2022, Rev. Steven Shepard, pastor of St. Paul African Methodist Episcopal Church in San Bernardino, sought to drive this point home to board members when he wrote, “Mr. President, this begs to offer the question regarding why this board expects more from those whom they were elected to serve than they are willing to give to them in the areas of integrity, honesty, character and ethical practices and processes?” Shepard continued, “In eight months, we have still to hear the set vision, goals, and policies for our school district. It seems this board has tied the hands of the superintendent (whom you have unanimously selected) by board members placing their personal and political agendas and ambitions above those of the students, parents, teachers, and staff they were elected and took an oath to serve.” Rev. Shepard used the words, “tied the hands of the superintendent.” It was on Dec. 6, 2020, I wrote about what I knew some members on the board were doing since they could not fire Ervin. “Sabotage is something you must stay on top of because the “saboteurs” can be sneaky and cover their behavior behind well-meaning statements and actions that make sense to the hearer of those statements.” Examples of sabotage against Ervin Let me give you just two examples: Doc brought to the board a request for a management staff position to manage the 2,000 classified employees working for the district. The three board members blocked his request. The labor laws governing these employees are unique only to them, so unique it requires a volunteer three member independently appointed commission to conduct grievance hearings on behalf of employees from bad decisions the school board makes. I know because I served on that commission for nine years and overturned many board decisions because of inappropriate counsel/advice to school managers of classified staff. The second example is Doc’s presentation to the board on a “Framework for Excellence” in educating the district’s students. I will not tell you the number of teachers, other staff, parents, community time and resources that went into preparing the roadmap for educating our children, but the three board members blocked its implementation. Board members unafraid to speak the truth This is how school board member Mayra Ceballos
put it in a forceful and direct way by saying that, “As a member of the board she was being pressured to “show a united front and say that, ‘Nothing’s happening. Mr. Ervin’s deciding to retire early.’ Well, he’s not. This is a forced retirement. Make no mistake about it. When he came on board, it was a 7-0 vote. He’s leaving with a 4-2 vote. “Obviously, I didn’t vote for any of it. I voted against it. I believe he stepped on some very powerful or influential people’s toes in the district, and he is being run out of town. That is my personal belief. Whatever repercussions we have to face as a board, then we own up to them. That is accountability, the same type of accountability that we ask for our employees, that we ask of our students, high expectations. That applies to us, as well. We are accountable to people out in the community.” “I still don’t understand what the conflict has been. I don’t see that he’s done anything wrong, aside from personality differences, rubbing people the wrong way. Are we adults here? I am embarrassed to sit up here. Let’s see how many others of our executives leave us. We’ve… wasted time, wasted resources, money.” School board member Gwen Dowdy-Rodgers said, “I’m clearly disappointed at how we arrived at this place. The vote I made for a qualified and seasoned superintendent that I would support has never wavered. Yet here we are. We are now at an impasse when it comes to education, by refusing to work as one body toward the success of this district.” A plan for the district Now, at the end of the story regarding the king’s decision to divide the baby, the people saw the decision as justice. I do not see the decision by the board to accept Doc’s offer to retire as justice for our children and the community. Doc is the only one who has presented a PLAN OF ACTION. Many people came together and gave input to it. The San Bernardino Teachers Association told the NAACP they did not like the plan but has been working with the administration on changes. I am pointing out that the leadership of the teacher’s association was invited to participate in crafting the plan but refused because of their relationship with, Tillman’Flores, Medina and Wyatt. In my opinion, justice will have to come at the ballot box in November when you, the voters can remove, Tillman, Flores and Medina from office. It will not be easy because the Teachers Association will fund their campaigns in order to keep the status quo.

CatchLight, a visual-first media organization, has selected five visual journalists as CatchLight Local Fellows, partially subsidizing their full time staff positions as they join California partner news organizations. They are part of a groundbreaking collaborative initiative to transform a local news landscape that has seen newsroom visual journalism staff nationwide sliced in half over the past decade. The CatchLight Local Fellows will become part of the CatchLight Local Visual Desk in California, a new collaborative model for visual journalism that funds five to ten Visual Journalism Fellows, a Visual Editor, and Photojournalist and digital artist Aryana CatchLight’s Editorial and Engagement Director for the next Michelle Noroozi is joining the Black three years to help advance visual representation in local Voice News team effective June 1, 2022.

For most of the newsrooms, this will be the first time they have had a full-time visual journalist on staff and represents a significant development. Joining the team at Black Voice News as a CatchLight/RFA corps member is photojournalist and digital artist Aryana Michelle Noroozi. Naroozi, who earned her master’s degree at The Columbia Graduate School of Journalism has been featured in the San Diego Union Tribune and the Los Angeles Times. “In 2022, the Black Voice News is celebrating our 50th anniversary and this collaboration with CatchLight and Report for America is allowing
us for the first time to employ a full-time visual journalist. California with no poverty and with enough wealth to ensure that everyone’s basic needs are met. “And that’s really the vision behind Ending Poverty in California — it’s a question of will. There’s ways to do it. If we made our social safety net more accessible, if we include undocumented people in some of the benefits we offer, that would reduce poverty,” Tubbs stated. Tubbs, former mayor of Stockton has a long history of fighting to reduce poverty. He garnered national attention when he formerly served as mayor of Stockton when under his stewardship his city became the first in the nation to guarantee a universal basic income. The trial gave randomly selected residents $500 per month for two years. A 2021 study showed the trial proved successful. The cash transfer reduced income volatility, households who received the cash saw their month-to-month earnings fluctuate 46 percent, versus the control group’s 68 percent, families who received the subsidy tended to

besmirching the reputation of a highly acclaimed educator and blocking attempts to enhance the educational progress of the San Bernardino City Unified School District? San Bernardino Mayor The hubris of these board members and their quest for reelection is certainly matched by others seeking reelection. Hopefully, this won’t be the only one area Inland Empire voters will make better choices this year. Consider San Bernardino Mayor John Valdivia, who has been accused of misusing city resources and funds as well as allegedly sexually harrassing at least three city employees and yet, he has once again put himself before the voters. When it comes to hubris and questionable behaviors, Valdivia appears to have it in abundance. It is time for voters to send him a message—your time as mayor is coming to an end, Valdivia however is not alone in his lack of self- awareness. Riverside District Attorney We also have an opportunity to oust Riverside District Attorney Mike Hestrin. Not only is Hestrin puffed-up by his reputation for often leading the nation in death penalty cases, the ACLU reported earlier this year how the Riverside County District Attorney has imprisoned youth at a rate 2.5 times the state average on his watch. The report also showed a wide race disparity in the numbers of young people tried as adults— Latino youth were prosecuted in adult courts at 8.6 times their white counterparts, and Black youth were prosecuted in adult courts 4.3 times more than whites. In addition the analysis reported a review of about 456,000 records from 2017 to 2020 showed nearly 57% of the cases should have been “decline-to-charge or diverted.” As importantly, particularly as we reflect on the meaning and intent of the 2020 uprisings, when you consider Riverside County is only 7.3% of the overall population is Black, 13.9% of adults charged by DA Hestrin between 20172020 were Black–almost double the county’s Black population. Another strong indication it is time for him to go. It is obvious to Hestrin, tough on crime means tough on Blacks. Hestrin also showed his true colors when he challenged
the validity of the 2020 election results… an indication of “big lie” sentiments. Riverside County Sheriff When you consider the mindset of Hestrin in partnership with Riverside County Sheriff Chad Bianco, a red warning flag is waving over Riverside County. Hestrin and Bianco are leveraging the current uptick in crime to “scare” voters into keeping them in office. Hopefully, voters will not buy into this as a reason to keep these individuals in office. We have seen this fearmongering before— it was this same kind of “tough on crime” mantra that led to the over incarceration of Blacks and other minorities. The tough on crime approach continues to be disastrous for minorities and the poor, destroying families and minority communities in the process. Yet, too many voters are still willing to put more money into law enforcement than social programs to mitigate the issue— don’t be hoodwinked in 2022. Dicus, like his two immediate predecessors, hopes to benefit from the political advantages of incumbency including free media coverage and access to generous campaign financing— especially the lucrative donations of the Sheriff Employees Benefit Association and other police unions—the same fiscal support enjoyed by Riverside’s Bianco. Despite an amendment approved by San Bernardino County voters in November 2020 that empowered county supervisors with the ‘option’ of calling for a special election to fill countywide positions normally elected, like the role of county sheriff for example. However, as is so often the case, the amendment included a weasel clause which included the word ‘option’ versus ‘require’ that made it easy for board supervisors to manipulate. Thus, those in power in the county were able to continue having their say and their way regarding who they “believe” should be sheriff in this county without giving voters an opportunity to weigh in. Passing the baton of leadership from sheriff to sheriff in San Bernardino County as if it were a legalized “rite of passage” has resulted in a long history of questionable practices and at times, led to tortuous and/or deadly results. There is currently a petition circulating on change. org not only calling for change within in the San Bernardino County Sheriff’s Department, but also providing a credible lists of examples regarding why the organization needs new leadership. Take time to review the department’s history and decide for yourself. Those who believe the timing of former San Bernardino County Sheriff John McMahon’s retirement and the appointment of Dicus to replace him was incidental to the way this has played out, should think again. In the world of politics, there are no accidents. The special election option voters thought they approved in November 2020 dictates such special elections must occur at least 130 days from the time the special election is called, which can happen 60 days after the outgoing official— in this case former Sheriff McMahon—officially leaves office. McMahon officially retired July 15, 2020, and the 60-day clock ended squarely on September 14, 2020—the exact date of the failed recall election of CA Governor Gavin Newsom. A
coincidence? Probably not. Dicus is very open about his Republican alignment but claims not to see red or blue in how he operates as sheriff. This is all well and good, however one of the first official changes under his leadership was to shutdown transparency in relation to press releases initiated by the coroner’s office related to "unnatural deaths" which include shootings—police or otherwise. In the meantime, the body worn cameras promised by Dicus last August are yet to materialize while in-custody deaths in the county continue to rise. Your vote matters These are just a few important examples of why your vote in local elections matter. Both counties in the inland region are now majority people of color and it is time voters elect leaders–regardless of color or party affiliation– committed to creating a region focused on equity and fairness regarding how we educate our children, lead our cities and counties, and/ or address policing and administer criminal justice and in every other aspect of our lives. In other words, equity is on the ballot this year. Don’t sit this election out. Vote for a better future for the Inland Empire and not the perpetuation of a past system and leaders willing to perpetuate a status quo that worked well for a select few and relegated issues of equity and fairness to meaningless lip service that ignored the needs of the area’s new majority. Of course, this is just my opinion. I’m keeping it real.
