W

hen the semi-final election results were posted by the Registrar of Voters for the City of Riverside’s General Municipal Mail Ballot Election last Tuesday night, the turnout was disheartening—the voter participation rate was only 19.81 percent. Across the country, voter participation in local elections, though traditionally lower than it is in nation elections, is on the decline, even as we hear again and again how important local elections are. To a large extent, they are more important than the votes we cast in national elections, even when we vote to elect a president. Nowhere is that more evident than here in the inland region where year after year citizens learn of malfeasance and/ or mismanagement in one municipality or the other—from water boards to city councils to county supervisors, etc., where elected officials are often found to put their own interests above those of the constituents they were elected to serve. When we don’t vote in local elections we might as well cast a ballot for mismanagement and corruption because the absence of our votes give authority to the rich and powerful—many of whom have historically funded candidates willing to do their bidding—their values rarely align with the needs of the community represented. The ballot can be an equalizer against such because no matter how much money a developer or corrupt politician has—they only have one vote; and, a developer doesn’t even have that if they don’t live in the community where the election is held. The only thing that allows them carte blanche to work their will is when the vote is either purposely denied or suppressed or when voters are apathetic and fail to exercise their right to the ballot. Those who abuse their elected authority rely on suppression and apathy at the polls coupled with a lack of oversight to work their will.

It is important to remember it is our locally elected officials, our sheriffs, district attorneys, judges, mayors, councilmembers, school board officials, board supervisors, water board directors, etc. who have the most direct effect on our everyday lives—they determine the polices, budgets and local laws that impact how we live. Despite the protections of the Opening Meetings or Brown Act and the Fair Political Practices Commission, once these officials are elected and sworn in, they have the authority to act with minimal citizen involvement. I confess to being guilty of often having a laser focus on what is happening at the national level, yet like so many others, I also have a growing concern about what is happening at the local level and that concern is further exacerbated by low voter participation rates. A report by The Hill showed nationally, in 2001 local voting averaged 26.6 percent, by 2011 participation in local elections had dropped to less than 21 percent and last week in the City of Riverside, only 19.81 percent of those eligible, voted. As local citizens the only way to leverage our collective power and create the change we wish to see in our communities is to elect those who will act in our best interest. That is why it is so important to participate in local elections. Whether we are electing a city councilmember, sheriff, district attorney, county supervisor, a water board director and the list goes on, I subscribed to the philosophy of author, lecturer, and activist Loung Ung who wrote, “Voting is not only our right—it is our power.” Of course, this is just my opinion, I’m keeping it real.

Riverside Transit Agency Rate Increase

Riverside – The Riverside Transit Agency (RTA) recently announced effective July 1 it will implement its first fare increase in more than a decade. The agency held a series of community meetings and public hearings in advance of the announcement. RTA noted its fares were generally lower than rates charged by neighboring transit agencies and the decision for the increase was largely driven by rising operational costs, expanded services and also to enable the bus company to maintain existing service levels. On July 1, fares will increase from $1.50 to $1.75 on standard local routes and from $3 to $3.50 for transportation by CommuterLink. Those who travel by RTA can also expect additional increases in July 2021 and again in 2024.

Metropolitan Water District Issues Warning for Skinner Lake Riverside

T

he Metropolitan Water District (MWD) which serves parts of Riverside and San Bernardino Counties has issued a warning for Skinner Reservoir, also known as Lake Skinner. The lake is in western Riverside County, northeast of Temecula. Officials report they detected, and are treating, a cyanobacteria (blue-green algae) bloom at Lake Skinner that is producing cyanotoxins, which in high concentrations can be harmful to humans and animals. They further stressed this is not a drinking water issue as water is not currently being delivered from the reservoir. The CDC warns humans who drink or swim in water that contains high concentrations of cyanobacteria or cyanobacterial toxins may continued on page 17

CPUC Considers New Overlay for 909 Area Code

T

he North American Numbering Plan (NANP) Administrator who manages telephone numbering in much of North America has determined the 909 area code is nearly depleted and is seeking approval of the California Public Utilities Commission (CPUC) to assign a new area code to the region. Officials predict the 909 area code will run out of prefixes in about two years. When a similar situation occurred in 2004 and the 951 area code was introduced, it was implemented as a split from 909 because it became the one area code for Western Riverside County; whereas this time the proposed new area code will be considered an overlay because it will be added to serve new lines issued within the current 909 area code service area.

The NANPA recommended an overlay rather than a split this time, in part, because a split would have divided the city of Fontana into two different areas codes. It also avoids requiring a lot of customers to change their telephone numbers. The CPUC hosted meetings in San Bernardino, Redlands, and Pomona in April 2017 to gather public input on the plan, and it collected, mailed and email input as well. At this time, it is unknown what three digits will be assigned as the new area code, however if the plan is approved by the CPUC, residents within the 909 area code may one day need to dial an area code to call someone across the street. The good news is residents will not be asked to give up their current numbers as the new area code would only apply continued on page 17

After 12 years—Moreno Valley Mayor and Councilmembers Get a Raise

Moreno Valley – Last week after robust public testimony and fervent objections from councilman David Marquez, the Moreno Valley city council approved an increase for the city’s mayor and themselves, in two related 5 to 4 votes, One of the measures will increase councilmembers’ pay from $13,212 a year to $21,144 to take effect in January 2021, subsequent to the 2020 election. The second measure authorized a $7,200 annual mayoral stipend on top of the mayor’s council salary. Most councilmembers agreed the stipend was justified because Mayor Yxstian Gutierrez is the city’s first mayor to be directly elected by voters. As a result, the position is now imbued with added responsibilities that require a greater time commitment than when city councilmembers rotated through the position in the previous governing format. Unlike the councilmembers’ increase that will not take effect until 2021, the mayor’s stipend starts next month. It’s been twelve years since Moreno Valley approved a pay increase for its council members.

Head to your local farmer’s market and snap up CBD-infused honey to cure your trouble sleeping. Take a trip to a med spa and pick up a CBD-infused topical cream for your shoulder pain. California has become flooded with CBD products for sale, luring buyers with promises of pain relief and medicinal aid. Cannabidiol (CBD) oil has become the hot new product in states that have legalized medical marijuana. CBD is a chemical found in marijuana. CBD doesn’t contain tetrahydrocannabinol (THC), t h e psychoactive ingredient found in marijuana that produces a high. The usual CBD formulation is oil, but CBD is also sold as an extract, a vaporized liquid and an oil-based capsule. Food, drinks and beauty products are among the many CBD-infused products available online. The buzz about CBD has been fueled by a host of celebrities, healthcare professionals, yoga instructors, parents, politicians and entrepreneurs looking to capitalize on the rage, who have said the CBD oils, salves and tonics relieve their sore muscles, soothe their aches, and alleviate social anxiety. Even with all the endorsements, though, consumers have no real

knowledge of the validity of the claims of CBD’s healing powers. Some labs report that dangerous and deceptive ingredients are showing up in CDB products. A recent study of 84 CBD products bought online showed that more than a quarter of the products contained less CBD than labeled. The industry’s lack of regulation and transparency has opened the door for serious concerns: • Product labels are inaccurate or misleading. • Products contain other additives that alter your mood. • Metals, pesticides, bacteria and solvents from cannabis plants are surfacing in products. • Concentrations of CBD are lower than advertised. • Many products for sale remain untested. Nationally and in California, there is no requirement yet that CBD products contain the ingredients manufacturers say they do, or the healing power suggested in their marketing brochures. For now, the medical science isn’t there to definitively back up the touted health and therapeutic benefits of CBD products. Currently, the only CBD product approved by the Food and Drug Administration is prescription oil called Epidiolex. It’s approved to treat continued on page 17

No Clear Victories Riverside

T

he election Tuesday, June 4, 2019 to elect city council representatives in four of Riverside’s seven wards proved to be very competitive. Although four city council seats were up for grabs, voter participation in the mail-in contest was low according to information posted on the county’s Registrar of Voters’ website which indicated only 19.81 percent voter participation. Although most voted by mail, residents were able to cast ballots in person at the Registrar of Voters office on Tuesday. Three of the four council seats became available when current councilmembers decided to retire rather than run for re-election. Among them were Councilman Mike Soubirous who currently represents the city’s 3rd Ward, Councilman Chris MacArthur who represents Ward 5 and Steve Adams who represents Ward

7. In addition, Councilman Mike Garner who represents Ward 1, decided to defend his seat but fell short of the percentage needed to assure a clear victory. Election regulations stipulate to declare victory a candidate must receive 50 percent or more of the ballots cast. Official semi-final election results posted by the Riverside County Registrar of Voters as of Wednesday, June 5 at 5:00 p.m. indicated none of the candidates in any of the four races reached that goal. As a result, it appears the top two candidates in each ward are headed for a run-off as follows:

D

erren Williams may have developed the ‘rules’ for his community of Family & Friends but they are the people who are maintaining them—he has established a wonderful model of how to bring and keep people together. Derren, who was born and raised in Louisiana, may not be widely recognized as a community builder either in Louisiana where he lived a slower lifestyle or since his resettlement in the Inland Empire—he moved to Moreno Valley during a period of rapid growth when there was still a lot going on—but, he is a highly respected community organizer to those who love and know him best. Derren, a quiet man by nature, considered more of a doer than a big talker, began building a community in his Mo Val backyard through a series of small local gatherings. He began by inviting extended family members and a small group of friends to his birthday celebrations— being from Louisiana he loved traditional continued on page 17

Things Are a Little Shaky in the Inland Region

Riverside

A

pproximately 430 low level earthquakes have rattled parts of Southern California in recent days, many centered in the inland region. According to the Southern California Seismic Network (SCSN) swarms of small magnitude events are relatively common in this area, extending from Riverside to Chino. Based on past historic recordings this swarm is only expected to generate events of magnitude less than 4.0. SCSN further reports the swarm falls within the northeast trending Fontana Seismicity Trend, which has no major mapped fault, but relatively frequent, though small, seismic activity. This indicates a local network of small fractures and faults. Earthquakes in this area according to experts are probably related to the tectonic loading of the nearby San Jacinto and San Andreas faults. SCSN noted the current earthquake swarm began May 25, 2019, and as of 10:00 a.m., Monday June 3rd,

its network had recorded more than 430 events. The largest quake so far—a magnitude 3.3—occurred Sunday, June 2nd. It was located northnorthwest of Glen Avon. Also, according to SCSN, several of the small events are felt because they are relatively shallow in relation to most Southern California earthquakes. It further reported earthquake swarms, like the ones currently experienced, are characterized as “clusters of events in space and time” that have no obvious indication a larger earthquake is imminent. Since the agency upgraded to more sensitive instrumentation in the 1980s, has been able to successfully detect and track these smaller events. The U.S. Geological Survey confirmed another 3.3 magnitude event related to the swarm occurred Monday evening, June 3rd around 9:34 p.m. near Cabazon.

Surgeon General Nadine Burke Harris Listened and Engaged on Issues of Health During Visit to I.E. S.E. Williams Contributor

alifornia Surgeon General Dr. Nadine Burke Harris visited the Inland Empire recently as part of a listening tour she initiated around the state to engage constituents on issues of importance to their local communities. Many would describe Burke Harris a forerunner—she is a leading authority on childhood trauma and the impact adverse childhood experiences and toxic stress has on childhood health and development. She is founder and CEO of the Center for Youth Wellness (CYW) in San Francisco and identified as a national leader in the effort to advance pediatric medicine, raise public awareness and transform the way society responds to children exposed to adversity. At the time of her appointment to the position of California Surgeon General in late January, she led the Bay Area Research Consortium on Toxic Stress and Health—a partnership between CYW and the University California San Francisco’s Benioff Children’s Hospital—to advance scientific screening and treatment of toxic stress; and served as a member

of the American Academy of Pediatrics’ National Advisory Board for Screening. She also served on a committee for the National Academy of Medicine, in addition to serving as an advisor to other committees and commissions. With such background and wealth of experience Burke Harris was a coveted choice to serve as the state’s first ever Surgeon General. She is now tasked with leading the state in addressing what has become an overwhelming consensus among members of the scientific community around the early warning signs and childhood determinants of serious health outcomes. In her role she will work to urge policy makers at every level of government and leaders across the state to consider the social determinants of health—especially for children. These efforts will include a focus on combating the root causes of serious health conditions including adverse childhood experiences and toxic stress. Part of her effort includes using her platform as Surgeon General to reach young families around the state.

F E A T U R E During a recent stop in the inland region as part of her listening tour experience, Burke Harris spoke with The IE Voice/Black Voice News and described her approach to the opportunities she has embraced as Surgeon General to positively impact public health in California. “ I think coming into the role, it’s been very important to me to come out and spend time in conversation with community and to take what I’m hearing from our communities—from providers, from health practitioners, from educators, from folks in law enforcement, from those in our faith based institutions, from parents and caregivers—and both bring that back to the governor’s office and the Department of Health and Human Service.” She also stressed how these interactions are helping to inform her new position. “Some of the questions for me coming into this role are how can we lift up and support the excellent work that is happening in communities.” She explained how this is particularly true as it relates to breaking through some of the obstacles and potentially some of the silos or barriers to cooperation. “It was just really important for me to start with listening and then go from there,” she shared describing the impetus for her current effort. Considering her interactions on the tours so far, Burke Harris has found some health-related concerns are universal in communities around the state while others are more specific to certain areas. For example, “One thing that is coming up everywhere is a lot of folks are feeling like there is fragmentation in our systems of care.” She explained, “One of the biggest things I’m hearing is the need for mental health services. Another big thing that I’m hearing is the importance of moving from a ‘reactive frame’ to

a ‘prevent frame’ and trying to do more on the front of prevention.” Some of the things she is hearing that are more specific to communities include, “In the Central Valley and the Inland Empire I’ve heard a lot about provider shortages. For many of us, we would think for California we are a very resource rich state; but at the same time, many parts of our state are facing shortages in providers—not just regarding health care providers but also educational providers, all kinds of providers. This is certainly something I’m hearing,” Burke Harris also expounded upon some of the networking opportunities that frequently happen spontaneously during her sessions. “That is one of the wonderful things about the listening tour,” she explained. “One of the fun things about being California’s first surgeon general is that as I come out to various locations for the listening tour, like in the Riverside and San Bernardino area, when people come to meet with me they [also] get to hear each other and as we talk about some of the challenges that communities face—one person will raise a challenge and then another person in the room will say, ‘Hey, we have a great program that is addressing that. We should talk after this meeting.’” Among the many challenges impacting local communities one concern specific to the Black community everywhere is the rising rate of teen suicides among Black youth—particularly young Black males. “[T]here are certainly quite a number of things as we are looking at in communities that we can be thinking about,” she began. “One thing I have talked about and do a lot of listening on is how we can do prevention, early detection and early intervention of risk factors for suicide.”

S T O R Y “Early identification of risk factors and support is really, critically important,” she stressed. “I think it really takes an entire community, especially regarding teens and young adults.” She highlighted how important it is not only for parents, but also peers to be able to recognize the warning signs. “Raising awareness about resources, she continued, “is also critical to insure there is no ‘wrong door’ for a young person who is struggling, whether it is at their school or other educational environments. “One other thing,” Burke Harris added, “We were talking at the meeting in San Bernardino about also making sure the work that we do is culturally informed, that we have cultural humility and expertise in the work that we are doing and [understand] how different communities may look at accessing mental health care for example—with a different lens.” Noting, sometimes different communities have greater barriers. This approach must also be considered as the state, municipalities and others work to address concerns related to service provider shortages. She noted it is essential that service provides also be culturally and linguistically aligned with the background of the diverse population here in California. Another health worry impacting people of all ages in the inland region, especially students in certain areas, is childhood asthma. Some are wondering how the region’s growth and expansion of the warehouse house industry may be contributing to high asthma rates and other respiratory diagnoses as well as the correlation between increased truck traffic through the region and these health conditions. Acknowledging first, that as a researcher and clinician she likes to be very precise and not having had an opportunity to assess the data for this region, she responded in general. “Certainly, there is an association between particulate exhaust, and I believe there is a greater association with diesel exhaust that we see with respiratory compromise and increase risks of asthma. Though Burke Harris was not sure about the volume of exhaust happening in the inland

region and whether that’s changed over time, she continued, but certainly we do know, for example, the closer the proximity to a large highway the greater the risk we see.” “What is very interesting,” she expounded, “is that asthma is a condition that is multifactorial. Another thing we see with asthma is that for kids, the more adversity a kid has—the greater the risk for asthma. So, kids who have four or more ACEs, have double the risk for asthma. According to the Centers for Disease Control and Prevention, ACEs (Adverse Childhood Experiences) have a tremendous impact on children’s lives in several areas, one of which is lifelong health. “What is fascinating,” Burke Harris further explained, “is the convergence of social determinates of health in all our environments. So, a child who lives closer to a freeway has a higher risk of asthma than a child who lives farther from a freeway except—when a child who lives farther from a freeway has a high ACE score (i.e., experiences higher rates of adversity). Research has shown that they have a greater risk of impaired lung function than someone who lives closer to a freeway and does not have a history of adversity.” According to the Surgeon General, this is because although particulates in the lungs can lead to inflammation, exposure to adversity leads to greater inflammation at the same level of particulate exposure. “This is where we see the convergence of some of these factors. If you live next to a freeway and you have significant adversity, your risk is compounded,” she confirmed. “The interesting aspect is that we recognize some of these warehouses are more likely to come into communities where land is cheaper [and] where there are fewer resources; so again, it is just a compounding.” “You may have economic adversity happening in a community. On top of that, you have greater environmental risks. And, on top of that—if a child is exposed to adversity and maybe doesn’t have the community resources, you can see how those factors would compound.” “The good news,” she offered, “is a big part of my role [as surgeon general] is to inform, to continued on page 17

Young Zaiah Shepherd Speaks at Riverside’s Juneteenth Celebration Riverside

C

itizens gathered at Bordwell Park Stratton Community Center in Riverside on Saturday, June 1, 2019 for the city’s 19th annual Juneteenth celebration. Juneteenth recognized nationally as the oldest known celebrations acknowledging the end of slavery in the United States. It marks June 19, 1865 when the Union soldiers landed at Galveston, Texas bringing the news that the civil war was over and slavery was ended. Enslaved Texans — who hadn’t been legally freed by the 1862 Emancipation Proclamation, which only covered states rebelling against the United States. In other words, only slaves in the confederate states were freed by the Emancipation Proclamation. Those held in Union states remained enslaved until June 19, 1865. The event featured music, dance, drill team and drum squad, readings from the Emancipation Proclamation, a performance by the Nation of Islam Muhammad Mosque No.97, a student discussion on race and a

variety of booths and displays. One of the highlights of the day’s events was a passionate and powerful presentation by ten-year-old Zaiah Shepherd, of Moreno Valley who spoke commandingly about the life and work of Dr. Martin Luther King Jr. Zaiah’s presentation not only included comments about King’s passion for love and the power of non-violence, he also highlighted how King sometimes became discouraged because of the violent actions of the Ku Klux Klan and the bickering that sometimes occurred among members of his own community. Shepherd stressed how regardless of these moments—King never gave up. King persevered and became a model for people everywhere. Zaiah shared how King’s drive to create a better future for everyone lives on in himself and others, and in the work of groups like Black Lives Matter.

San Bernardino – On June 4, 2019 Standards and Poor’s (S&P) Global, an international business intelligence corporation that provides credit ratings on bonds, countries and other investments, upgraded the county’s credit rating to AA+. County officials had requested the credit review as part of a $335.2 million refunding of outstanding debt approved by the board last month. Based on current market conditions, board supervisors are hopeful the higher credit rating will potentially save the county more than $30 million on that refunding initiative alone.

Former School Administrator Kent Taylor Found Dead San Bernardino

R

eports indicate “no suspects are being sought” in the sudden death of former Colton Joint Unified School District Board of Education member and ex Lennox School District Superintendent Kent Taylor who was found dead Sunday morning. To many in the community, Taylor’s loss was a heartbreaking end to the life of one of the area’s adopted sons who until recently, was viewed as a respected leader and rising star. Though a graduate of Inglewood High School, he earned a bachelor’s degree from University of California Riverside and a Master of Education degree from Cal State San Bernardino. His dedication to public education for Southern California students was evidenced by his career. Beyond serving approximately a dozen years as a member of the Colton Joint Unified School District Board of Education he had years of experience as a teacher, assistant principal, principal and other educational related assignments in

communities across San Bernardino County. He also served as Superintendent of Schools in Kern County located in California’s Central Valley. The trajectory of his career took a sudden turn on April 9th when Taylor resigned without notice from his positions as Superintendent of the Lennox School District and the Colton Board of Education on the same day. Although there has been much written and an abundance of speculation regarding why he left, at the time no reason was given for his departures from these positions. Currently the San Bernardino County Sheriff’s Department and the county coroner are not releasing any information regarding specifics related to Taylor’s death as the circumstances remain under investigation. Taylor is survived by his wife, three children, and a host of other family members, friends and colleagues.
