I

started a new Juneteenth tradition for myself this year. Although I have always acknowledged the day and its importance in our history I usually did so with a slight tinge of bitterness over how it reminded me of an ‘insult added to injury’ for the leaders in Texas not to free their slaves. My thoughts were further darkened by the cruel irony that while we can be critical of what Texas did, we must also remember the Emancipation Proclamation did not free the enslaved –only those in Confederate states. According to the 1860 census there were 451,021 enslaved people in states and territories that made up the Union during the Civil War and although slavery was abolished in some of these states and territories, it was not until the ratification of the Thirteenth Amendment to the U.S. Constitution in 1865 that chattel slavery was finally abolished in America. I thought about this history for a moment as I lit my candle in honor of the ancestors on Sunday and listened to the Kirk Franklin choir sing “Lift Every Voice,” (my new Juneteenth ritual). I was reminded of a line from a poem I’d recently seen about the resilience of Black people and the “joy

symphony” created and embraced by us despite the generations of hardships. In truth, the idea of a “joy symphony” though symbolic and intangible, has resonance. I thought about the history of “Lift Every Voice’ and how it has passed from generation to generation in states all over this nation. My maternal grandmother was born in 1890, the same year James Weldon Johnson penned the poem “Lift Every Voice” that became the song eventually adopted by the NAACP as the Negro National Anthem. Sometime after the NAACP adopted the song, my grandmother taught it to my mother and her siblings as each became old enough to learn and sing it. Years later, my mother taught me and my siblings in much the same way. Years later I would teach it to my own children, and just as my mother taught it to me and they would eventually teach and are teaching their children. I am sure most Black families have similar stories about how they learned this song–whether taught in church or by an elder, this is how we learned to sing it. Let’s Take It Outside: Initiative to Encourage Holistic Health and Civic Engagement Amber Bolden | Contributor “

O

ften times when we talk about public monuments and public lands, Black people tend to be erased. [But] History has shown us that you can’t really tell the history of anything in America without remotely mentioning Black people because - we built this country.” This was the reflection Rakayla Simpson, Leadership Development Coordinator BLU Educational Foundation offered in a discussion about the organization’s “Let’s Take It Outside” program. The BLU Educational Foundation has been a stalwart of educational advancement and civic engagement in San Bernardino for over 20 years and the program is expanding. As a part of BLU’s civic engagement initiative, this program prioritizes raising awareness and encouraging advocacy for the preservation and restoration of public lands. A Spelman graduate, a proud native of San Bernardino and former BLU Educational Foundation member, Simpson credits BLU with guiding her academic career as well as advancing her professional focus areas. “When I hear environmentalism and conservation – I don’t see Black people in those spaces,” Simpson shared. Those are the spaces that the “Let’s Take It Outside” initiative works to fill. History, health and education are the core components of the program, Simpson explained. She emphasized the initiatives focus on physical activity and outdoor engagement. She also highlighted mental health benefits of access and engagement with open green space. Research has shown strong connections between spending time in nature and positive health outcomes. These benefits include reduced stress, sharper cognitive skills, better moods and more. A common theory regarding these positive outcomes is rooted in our shared connection to the outdoors. The natural environment is an ancestral home

for all humans and as such we have an innate drive to connect with nature. Our current built environments have been disconnected from this foundational relationship. Simpson highlighted the challenges that Black and Brown communities face in exploring public lands. “Being able to explore public monuments is a luxury.” She also highlighted the necessity in making sure that Black communities are not written out of history and engaging with these spaces is a critical step in assuring that the narrative is inclusive. Developing solutions that are conscious of the issues facing the Black community such as limited open green spaces and less discretionary time are fundamental. Despite these challenges, our communities are committed to gaining access to and affirming

the right to be in public spaces, connecting with the environment and using these practices as tools to be more centered and more grounded in our daily lives. Today emerging movements to re-engage with nature and public spaces are continuing to gain momentum. A growing number of other Black-led outdoor initiatives such as GirlTrek, Outdoor Afro and more are mobilizing Black people to get outside, reclaim our narratives and receive the mental and physical benefits of being outdoors. These programs are necessary components to inclusive community building. They are uniquely positioned to intersect with the basic health gaps facing our community and undeniable momentum forcing us to reclaim our narratives and build a better and more equitable future.

San Bernardino Swears in City’s 1st Black Police Chief, Darren Goodman

n Wednesday, June 15th, 2022 Darren Goodman was sworn in as Police Chief for the City of San Bernardino–the first African American to hold the office in the city's 116 year history. Prior to being appointed to this position, Goodman served in law enforcement for over thirty one years including as Chief of Police for the cities of Upland and Chino Hills. He also spent 21 years in service with the San Bernardino County Sheriff's Department. The ceremony was attended by police chiefs from several neighboring cities, members of the community in addition to family. After an invocation by Police Chaplain Nelson Glass, 4th Ward Councilman Fred Shorett, the longest serving member of the city council, welcomed the new Chief. "While experience and longevity are important attributes of a Chief it is his other qualities that make Chief Goodman the clear choice to lead our department. San Bernardino will soon learn the Chief is a hands-on

leader. I think we've already seen that in the first two weeks he's been here engaging with members of the community. The Chief is a problem solver, Shorett continued, “recognizing challenges, identifying solutions and addressing them head on. The Chief is an innovative leader who will work collaboratively to get things done." Chief Goodman was sworn in by his wife Shawna Goodman after which Goodman thanked everyone for coming including his wife, family and others, including the other law enforcement leaders. He went on to say, “You heard about my journey, you heard about my career, so I won't be redundant but what I want to talk about is here and now.” Goodman highlighted how the San Bernardino Police Department serves the second largest city in the Inland Empire and the eighteenth continued on page 18

Project Legacy: A Safe Haven for the Inland Empire’s LGBTQ+ Community

n June 28, 1969 members of the LGBTQ+ community were subject to a violent police raid at the Stonewall Inn on Christopher Street in New Jersey. Marsha P. Johnson, a Black LGBTQ+ activist and community leader, is credited as being one of the main participants in the Stonewall riots and her legacy continues to drive others to support houseless and vulnerable LGBTQ+ youth, like Gabriel Maldonado, the CEO of TruEvolution. Founded in 2007, TruEvolution is a nonprofit organization that fights for health equity and racial justice on behalf of Black, Latinx and LGBTQ+ people in the Inland Empire by providing support with transitional housing,

HIV health services, behavioral health services and other social services. “It really is this wider system of social determinants of housing and mental health that create disparities in our communities, so we wanted to address that,” said Maldonado during a private site tour on June 14. As TruEvolution continues to expand its capacity to serve the community, the organization is set to complete construction on Project Legacy, a community-based housing development, by 2023. The community campus will provide 48 beds for transitional housing for Riverside’s underserved population such as LGBTQ+ youth and those living with HIV or

AIDS. The property will include on-site primary health services, a job training center, fitness center, a health center (to be completed in 2024) and a community garden. According to TruEvolution, the population they seek to serve and house are identified as: • 80% LGBTQ+ • 75% living with chronic health conditions • 25% at risk (of contracting COVID or HIV or being chronically homeless) • 25% Seniors (65 years old and older) Project Legacy will be one of few LGBTQ+ centers in the region that will provide wrapcontinued on page 8

around services and transitional housing for those in need. The development is more than 41,000 square feet and will be divided into six lots across the property, some of which are named after LGBTQ+ pioneers like Marsha P. Johnson, George M. Johnson, author of banned queer book All Boys Aren’t Blue and Reverend Benita Ramsey, executive director of Rainbow Pride Youth Alliance. In attendance to the site tour was Harold Phillips, White House Advisor and Director of the Office of National AIDS Policy and Riverside Mayor Patricia Lock Dawson who acknowledged a need for a safe community space that serves LGBTQ+ youth in the region. “As I was telling Gabe and Director Phillips, this center not only provides [a] home, it provides hope and I think that’s the most important

thing we can provide folks who have lost that,” said Dawson. TruEvolution estimates the organization will be able to serve 120 people per year through the transitional housing program, which will function as a short-term housing option for residents who work to stabilize their lives. Other services and parts of the campus will be open to the public while the housing units will only be accessible by inhabitants via thumbprint technology. Last year the efforts of Assemblymember Sabrina Cervantes and Majority Leader Eloise Gómez Reyes were instrumental in securing the $10 million state grant awarded in support of this collaborative initiative and the public-private partnership between the Housing Authority of the County of Riverside and TruEvolution making it a reality.

Father and Son Norman and Nathan Carter on Friendship, Business and Legacy Phyllis Kimber Wilcox | Staff

orman and Nathan Carter are not only father and son, they own McDonald's franchises in Southern California. In honor of Father’s Day, Black Voice News sat down with both of them to talk about their business, their lives and their relationship. BVN: Can you tell me a little bit about where you were born and what in your background made you want to go into business? Norman: I was born in Los Angeles, lived most of my life in East Los Angeles and then South Central L.A. but just working, I knew that I didn't want to work for someone all my life. I wanted to try to figure out a way in which I could own my own business. I don't know where that came from, but it was just a career goal of mine. BVN: What were some of the obstacles you faced getting started in the business? Norman: After I met [an] African American owner operator of McDonald's I looked into their requirements. They had significant requirements. One of the requirements was to have managerial experience. At that time I was working, I was an employee but I didn't supervise. So, I waited. I actually waited until I became a manager and gained that experience. And then, the biggest obstacle was probably the financial part of it. And I waited again until I accumulated the resources necessary to qualify for the [franchise] program. Even though the financial requirements were a lot less back then, they were still substantial for me. BVN: It probably took a whole lot to be able to do that. Norman: Yes, it did. But you know, the good thing is I looked at opportunities for me to try to start to accumulate wealth and one of the easiest ways back then was to start buying real estate. I started small. I bought a house, sold a house; bought a duplex, sold a duplex; and bought a bigger house. It was the equity in real estate that allowed me to be in a position to at least meet the financial requirements of a McDonald's franchisee.

BVN: What surprised you most about your success? Norman: Probably at that point in my life I was surprised at my will to succeed and my willingness to do whatever it took to be successful. At some point that meant working fourteen, fifteen, sixteen hours a day in order to make that happen. I'm surprised that I was willing to put forth the effort to make it happen. BVN: This question is for Mr. Carter the younger. Can you tell me what inspired you to go into business with your dad? Nathan: I grew up in the restaurant. He exposed me to McDonald's really early on. When I had the opportunity to try something else besides McDonald's I realized that working for my father and learning from my father was something I wanted to do. I get to work alongside him. I get to learn from him. I get to build basically what he started and I get to create something on my own and try to build from there. I always was motivated to get into McDonald's and grow the business to where hopefully, one day, my kids will be able to get into McDonald's and they can be third generation. BVN: How has working together affected both your

business and personal lives? Norman: Working together I think has been very easy for us because again, like he said, he's always been around the restaurant. For me, realizing that I'm older now and that I don't have the energy I once had, I need to allow him to take over more responsibility of the business. It's been an easy transition in that sense. It's been easy because I think in a way it's brought us together. Not only do I get to see him almost every day, but during the weekends, we do play golf together too. So personally, it's been really a godsend. It's been a good working and personal relationship. Nathan: I would say the same. I was going to reiterate the same thing as far as seeing him every day, working alongside him, learning from him and you can tell that we don't hate each other because we still play golf together on the weekends. And, he's the best Pop Pop to my two young kids so we're always around, [a] very close knit family. I'm always very appreciative of that and [the opportunity to] continue learning from him and like I said before, hopefully the third generation will pick up where we left off. Norman: I do want to say one thing and remind him [Nathan] of something he said to me a long time ago when he was a little kid. Not only did he go to the restaurants

t 89 years old in 2016, Ms. Opal Lee walked 1,400 miles from Fort Worth, Texas to Washington, D.C. in order to gain support from Congress to recognize June 19 — Juneteenth — as a national holiday. Lee made the trek by traveling two and a half miles each day to symbolize the two and a half years Black Texans in Galveston waited to receive the news of their freedom on June 19, 1865 — two years after Abraham Lincoln issued the Emancipation Proclamation on Jan. 1, 1863. After collecting 1.5 million signatures for her petition, Lee’s determination and efforts paid off. In 2021, President Joe Biden signed the bill

But as Juneteenth becomes more widely recognized across the U.S., companies have identified Juneteenth as another holiday ripe for monetization as large corporations like Walmart advertise Juneteenth-themed merchandise or organizations that promote Juneteenth watermelon salads. we’re in.” Brown explained how our society commercializes holidays that should be held in reverence, from Easter to Father’s Day to the Fourth of July, and Juneteenth is no different. He believes Lee’s work to make Juneteenth a nationally recognized holiday was important, but said unintended consequences are a

result. “You’re going to put together something and people are going to take advantage of it, and that’s what our system does,” Brown said. “I think the bigger question starts to become, what do people want to learn out of this?”

While there were hundreds of Juneteenth events taking place across the Inland Empire, from parades to flea markets, Brown explained its important the public is educated about the history of Juneteenth, about the history and legacy of slavery in the U.S. and have conversations within their communities. Torrina Harris is the program director at the Nia Cultural Center, a Galveston-based youth community center and a committee member of the Juneteenth Legacy Project, a Galvestonbased non-profit organization that seeks to amplify the legacy of Juneteenth through art, advocacy and education. In her role, Harris does work centered around advocating for Black children, youth and families, supporting the intersection of advocacy and art and finding ways to allocate resources to historically excluded communities. “The thing that really sticks out to me the most when [commercialization] happens is that it’s taking away from Black businesses that have more of a cultural tie to [Juneteenth], especially when we look at larger companies like Walmart, even Target — even though we like to cut Target a break,” Harris said. Harris said companies that benefit from the public celebrating Juneteenth, while upholding inequitable corporate policies, are opportunistic. She explained how companies and people who have no real understanding of the mental, economic and generational impact of slavery can profit off of it is like “a spit in the face.” Insert image 3 here “It’s really another one of those instances where it’s like your culture is worth benefiting from, but not worth celebrating or not worth honoring,” Harris said. The significance of this day While the history of Juneteenth becomes more visible each year, local communities are working to recognize the holiday while also educating the public on the lasting impact of slavery still has on Black communities. On May 24, 2022, the San Bernardino County Board of Supervisors voted to mark June 19 each year as Juneteenth, an official county holiday. In a statement emailed to Black Voice News last month, in honor of Juneteenth the county encouraged residents to “take time on that day

Travelers Can Now Enter U.S. Without Negative COVID-19 Test Results

T

ravelers entering the U.S. via airplane from foreign countries will no longer be required to present negative COVID-19 test results, according to an announcement by the Centers for Disease Control and Prevention. The requirement was lifted on June 12 at 12:01 a.m. after the CDC’s announcement on June 10. The agency continues to recommend that travelers get tested for current infection before traveling (no more than three days in advance). According to the CDC statement, the elimination of this requirement is a result of a new phase of the pandemic where there is an “uptake of highly effective COVID-19 vaccines” and high rates of immunity among the population in the U.S. “This step is possible because of the progress we’ve made in our fight against COVID-19. with me but I used to take him to all the business meetings and stuff too. One time, we had a business meeting at Lake Michigan or somewhere in a resort. He was so happy to go, he told me that one day, when I became old, he was going to take me to a business meeting with him. So, one day when the business is his and I'm out of the business, he still owes me a trip to a business meeting. BVN: Let's reverse it a little bit. (to Nathan) What would you say are your father's strengths? Nathan: Maybe it's just me always kind of looking up to him but I believe everything is. Being in the business with him I got a strong understanding of the operations and how to run the business, how to communicate with the crew and have them motivated to come in every single day. I can say I learned that from him. As well as the financial side too. Him being first generation having to go through some ups and downs with running your own business and being the first one to start it off...my financial acumen has always grown from seeing what he's been doing and always asking questions. BVN: Norman, what would you say are your son's strengths? Norman: I would say a willingness and ability to learn everything. Look, to be honest with you, I was probably different than most fathers in the sense that I made it hard on him. Because I know one day I'm not going to be around so he needs to have a complete understanding of the business. So, I didn't make it easy. A lot of his second generation friends were already operators while he was still in the program. Because I made him have to learn every aspect of the business so that he didn't necessarily have to rely on me going forward or rely on any other employee. [I wanted to ensure that he knew how, he had the expertise to run the business on his own.] BVN: What kind of father is your father? Nathan: He's the best father I can even ask for. I have a lot of friends and they have different relationships with their fathers but me and my dad work together and play golf together. When I was younger he taught me how to play basketball. We have always been close. I say I have the best of both worlds. He's my mentor and he's my father and friend. So I couldn't ask for

more. BVN: What kind of son is your son? Norman: He's a great son. I look at [it as] if he wasn't my son would he be a good friend of mine, and I say yeah because he's a good person. And he's a good father. He's surprised me at being the kind of father he really is. I lost my father when I was about ten or eleven years old. I lost him when we were getting close. It sort of shaped me into being the kind of father I wanted to be [in order] to have the kind of relationship [I have] with my son. I think he too has developed into the same kind of person and having the same kind of relationships with his two kids which is a great thing to see. Especially being African American and all the negative stuff you hear about Black fathers and the roles they play in the family. I think this is an indication where it's truly worked. We've been able to carve out a real good relationship between us. BVN: Some people have qualms about mixing their business and with their family or personal relationships. What would you say about that? Nathan: I would say we've been very fortunate. Vendors [whose services] we utilize, some of them are first generation [business owners] and they want their sons to continue on their legacy and their business and they see how me and my dad interact and I constantly get asked how we are the way we are. But I think it's just our relationship in general. Like I said, I've always looked up to my father and I knew early on I wanted to be the man he is. Getting into the business, having the same drive and enthusiasm was easy on my part. Norman: Getting older and understanding that you can't do something as well as you used to before [because] you don't have the energy or just the understanding of the aging process, there comes a time when you need to let go and allow the next generation to take leadership and take control. And you see that's the thing, there's no jealousy or no protectionism. I'm not trying to guard or hold on to anything. If anything what I want [is for] him to do better and to be more successful than me and I know that he's already made some changes in the organization that's better [and] that I probably would have never made. It's just a realization that when the time comes...to let go.

reflections, poetic phrases, hopeful flourishes and powerfully uplifting melodies, I was once again reminded of the role music has played in sustaining Black people. In the strictest sense, music is the soundtrack of the historic journey of Black America. Many would argue that our music across generations does not fit the definition of “symphony” which is defined as an extended musical composition that typically contains three to four movements. I disagree. I see our sojourn here as an unfinished symphony playing out in many movements–the movement for emancipation, the movement to end Jim Crow, the movement to stop lynchings, the movement for civil rights, the movement for voting rights, the movements for jobs, housing, health care, –for Black people it is one long movement for freedom, justice and equity in many parts. Our symphony began with the drumming rhythms of those who first arrived from the Mother Land to the snippets of African lamentations handed down by the Gullah people of South Carolina from generation, to generation; to soul stirring gospel stylings of Black church choirs, to Ma Rainey and her blues to Coltrane and his jazz, to R&B, to hip hop, neo soul, and beyond, Black music is a perfect analogy for Black life in America–as one unfinished symphony in many parts. It is the authenticity of Black music that inspires, sustains, compels and propels us forward as we navigate through times of challenge, and that fills us with joy during intermittent moments of respite. And so as we celebrate Juneteenth this year and every year, it is important that we never lose sight of the struggle. We must continue to create and hear the messages in the music and lift every voice in the struggle, because the story of Black people in America is an unfinished symphony. Let us march on . . . Of course, this is just my opinion. I’m keeping it real.

COVID-19’s impact on the travel industry The travel industry was one sector hardest hit by the COVID-19 pandemic.
