ast week we learned two Inland Empire companies, Envision Plastics of Chino and Microdyne Plastics of Colton, have undertaken efforts to reduce the impact plastics are having in our oceans. Envision Plastics’ new OceanBound Plastics program works in At-Risk Zones—area slightly more than 30 miles off coastlines of primarily underdeveloped countries—(that do not have formal plans to deal with plastic waste) to capture plastic before it enters the ocean. The captured plastic is subsequently shipped to America for recycling. Coalescing with Envision Plastics, Microdyne Plastics is taking an educational approach by helping customers understand the value of the OceanBound project and creating an additional market for the recycled plastic produced by the process. The company believes it may eventually prove OceanBound plastics to be a more sustainable and responsible way to continue providing better, lighter, and still cheaper plastic products. Certainly the efforts of Envision Plastics and Microdyne Plastics are laudable though some might think this is a curious undertaking for two businesses in a community that is land-locked and far from the ocean. The businesses should be praised for their undertaking. Although in addition to their service to the environment, part of their interest in this issue could equally be in the best interest of the businesses themselves. In 2016 the global market for plastics was estimated to be worth $1.2 trillion, however many global environmentalists are beginning to call for a ban on plastics due to their increasingly detrimental impact on the environment this is especially true for the world’s oceans. Some inland residents may be unaware that plastics are a product of the oil and gas industries, in other words, in addition to the havoc caused to human health and the environment by oil and gas emissions—plastics should be added to the list of damaging products the gas and oil industry has unleashed on humanity. According to the U.S. Energy Information Administration, plastics are produced from organic materials (known as feedstocks) produced from natural gas processing and the

refining of crude oil. Yet it is unclear, at least according to the U.S. Energy Information Administration—who I believe should know— either the origins or specific amounts of organic materials used in the manufacturing processes. Every year an estimated 17.6 billion pounds of plastic is dumped into the world’s oceans according to international conservationists. By 2050 it is estimated the amount of plastic will out-weigh fish in the oceans. Added dangers result from the sun exposure and wave action plastic is exposed to in the oceans. This breaks it down into small particles known as microplastic. Much like other forms of plastic, microplastic takes about 400 years to degrade and when it eventually does, long after we are gone it will release contaminating chemicals and further pollute the oceans. In addition, much of the oceans’ microplastic eventually makes it way into the food chain. This in addition to the reality that plastics are used throughout the food production has led to humans consuming between 39,000 to 52,000 microplastic particles a year according to the journal Environmental Science and Technology. In addition to the microplastic particles humans consume, it is also estimated we inhale at a minimum, an additional 74,000 microplastic particles per year. It is clear microplastics are everywhere—in our water, in the food we consume, and the air we breathe—it is time for science to catch up and identify the potential impact microplastics may have on human health. I applaud the efforts of Envision Plastics, Microdyne Plastics and others around the globe working to make a difference regarding this important issue as oceans are the source of all life and should be held in sacred trust for future generations. There is an old saying, “When you know better...you do better.” Not so, for the oil and gas industries. We now have access to alternative sources of clean energy and there are other continued on page 17

Inland Empire Continues to Lead So Cal Region in Job Growth
San Bernardino - The U.C. Riverside’s Center for Economic Forecasting & Development reported the Inland Empire has experienced the fastest job growth among all Southern California’s regional economies for several consecutive years. As a result, the region has experienced a dramatic improvement in the local unemployment rate, which is currently approaching a record low of four percent. This tracks closely with the state’s overall rate of unemployment. Also, Health Care, Food and Hotel Services, Construction, and even Retail Trade have made significant contributions holding their own with other industries like Transportation and Warehousing/Logistics which have recorded notable job growth in recent years.

MircoGiants - A Mentorship Programs for Young Entrepreneurs

tarting a small business is relatively easy but staying in business is tough. Despite this challenge reports indicate Millennial’s are starting businesses in record numbers. MicroGiants, a mentoring program that meets at Oak Valley College in Colton is designed for those in their 20’s who are considering opening a business. Even individuals with graduate degrees who want to start a business but lack real world experience often find themselves in a precarious position as they work to gain a foothold in their market niche against seasoned competitors. MicroGiants pairs highly experienced mentors with those considering how and when to launch a new business. According to the Small Business Administration slightly more than 20 percent of new businesses manage to survive more than one year. And, those failure rates increase to 33 percent the second year, 40 percent the third year and just under half make it five years. Only about one third of those who start new businesses today will still be in business ten years from now. Yet, the nation depends on small businesses. For example, small businesses represent 99.7 percent of all businesses, over half of all sales, they occupy 30 to 50 percent of all commercial space, hire 74 percent of new people in a recovery, lead in green technology and are among the most creative and innovative according to experts.
The MicroGiants’ meeting format includes a short introduction to a specific subject such as cash flow planning, selecting markets and products, or hiring good people; subjects and concerns that are key to initial success according to its website. Subjects are presented by those who have extensive experience in starting and managing

p and down the state county registrars are working aggressively to meet California’s mandate to have new voting systems in place in time for the upcoming presidential primary on March 3, 2020. Riverside County has earmarked nearly eight million dollars in its new budget to lease equipment certified by the California Secretary of State in addition to $712,115 to purchase an additional mail-sorting/signature verification machine which will also cover the costs of an eight-year maintenance agreement for the new equipment. The additional sorting/signature verification machine will allow the county to process mail ballots faster. This should allow such results to be included in counts of early election returns. In June 2018 California Secretary of State Alex Padilla announced the investment of $134 Million in new voting systems, including three million dollars to strengthen election cybersecurity and enable county efforts to upgrade or replace voting equipment. This

would include the purchase of ballot on demand technology, electronic poll books, and open source voting systems. As part of this initiative, Riverside County qualifies for $6.1 million in state funding to upgrade its voting infrastructure. This isn’t the first time in recent decades Riverside has spent money to upgrade and secure its voter system—over the last 20 years it deployed and upgraded a touch system at a total cost of about $31 million only to have the state
Riverside - The Bureau of Labor Statistics recently released the Riverside-San Bernardino-Ontario metropolitan area Consumer Price Index report for the month of May 2019. The report shows overall, prices in the area rose 1.2 percent over the past two months, reflecting an increase of 2.9 percent over the previous year. The Assistant Commissioner for Regional Operations Richard Holden noted May’s increase was influenced by higher prices for gasoline and shelter. Over the past 12 months energy prices increased 7.6 percent, largely the result of an increase in the price of gasoline; while all other items measured by the index— except food and energy—increased 2.6 percent over the same period. This included increases in education and communication (4.1 percent) and shelter (4.0 percent). These increases however were offset in part by a (-6.2) percent decline in apparel. One measure in the report signaled bad news for renters, many of whom are already rent burdened, is the cost of rent in the area rose 4.3 percent. The Role of UCR Students in Riverside’s 2019 Point-in-Time Study Riverside
U
CR computer science professor Paea LePendu, who is an expert in artificial intelligence and data science, led a team of undergraduate students who took part in this year’s homeless count. In addition, according to a report by Inside UCR, this team of students wrote sophisticated computer programs to sort, analyze, and present the data. This marked the first ever collaboration between Riverside County and UC Riverside on the county’s point in time count. This year was the first time the county used a smart phone application to capture data in the field during the count and officials knew the app would enable them to collect so much data it would be difficult to analyze without sophisticated computer programs. LePendu saw this as a perfect opportunity to do a project to help the homeless—something he’s been interested in for a while. It also presented a perfect undergraduate research experience. With funds provided by the county, LePendu hired seven engineering students who worked with county official to determine how to present the data. The students wrote computer programs to clean and transform the data collected. An Official Apology to California’s Native Americans Sacramento
O
n behalf of the state of California last week Governor Gavin Newsom issued a formal apology in the form of an Executive Order for the violence, maltreatment and neglect perpetrated throughout the state’s history against its Native American population. Simultaneously, the Governor announced the creation of a Truth and Healing Council to provide an avenue for California Native Americans to clarify the record by providing their historical perspective on the troubled relationship between tribes and the state. This is the first time a state anywhere in the country has taken dual action to correct the historical record and acknowledge wrongdoing through executive order mandate and what the governor describes as “a tribally-led, consultation-informed council.” “California must reckon with our dark history,” said Governor Gavin Newsom. “California Native American peoples suffered violence, discrimination and exploitation sanctioned by state government throughout its history.” The governor continued, “We can never undo the wrongs inflicted on the peoples who have lived on this land that we now call California since time immemorial, but we can work together to build bridges, tell the truth about our past and begin to heal deep wounds.” Assemblymember James Ramos (D-San Bernardino) commented,

Takano Makes Progress in Efforts to Keep Jobs at March AFB Washington D.C.
I
n early May The IE Voice reported the commitment of U.S. Congressman Mark Takano who represents California’s 41st Congressional District to actively oppose any efforts to move what he defined as “crucial DMA (Defense Media Activity) capabilities outside of March Air Reserve Base (ARB).” Takano further stated at the time, “I am disappointed in the Department of Defense’s (DOD) push to consolidate its DMA functions to other parts of the country, and I will actively oppose any efforts to move crucial DMA capabilities outside of March ARB.” The multimedia DMA is the agency primarily responsible for preserving DOD images and transferring them to the National Archives. Also, using satellite transmissions from the American Forces Network it is responsible for sending radio broadcasts and TV entertainment to those serving around the world. At the time he accused the DOD of having been slow to deliver concrete answers regarding

the scope and nature of its plans to relocate DMA. In addition, according to Takano, the DOD has failed to justify why the agency should move from March.
Last week with the support of Californians in the U.S. House of Representatives—Takano, Paul Cook, R-Yucca Valley and Katie Hill, D-Agua Dulce—the trio added language to a defense spending bill, the 2020 National Defense Authorization Act, that delays for 180 days, the consolidation of at-risk positions that would impact March AFB employees. The action could ultimately prevent the 250 plus jobs at risk there from ever leaving the base. Other elected officials support Takano’s efforts to keep jobs at March including U.S. Senators Democrats Dianne Feinstein and Kamala Harris, U.S. Representative representing Corona, Republican Ken Calvert, as well as member of the Riverside County Board of Supervisors. “I’m glad that this amendment is coming to the House floor with bipartisan support,” Takano declared. “We will be working closely with our allies in the Senate to get it across the finish line.”

riticism of local police is often centered on the issue of whether officers really understand the communities they are sworn to protect and serve, as well as how much they truly comprehend the culture of the people who live in those communities. This criticism has gained traction because few officers live where they work. Contributor Photo by Benoit Maphettes So much so that many in minority communities argue this has led to much of the distrust between residents and police. While several on the other side argue officers are often concerned about living in a community among those whom they’ve arrested. A 2016 New York Times report noted how some officers expressed concern that during periods of increased tension between local police and citizens, social media postings and traditional media reports can fuel ire against them and [if they lived where they work] could place their families at risk. Still others are certain in the ongoing quest to bridge the gap between police officers and communities—the issue of geography, related to where officers live versus where they work, is as good a place as any to start a conversation. There is another issue that extends even beyond local police understanding the people and culture of communities they serve—it is the economic impact officers who do not live where they work have on the municipalities that employ them. Officers’ salaries are paid by members of the community and when police do not live where they work, those salary dollars leave the area and, in the process, can negatively impact a lower income community’s economic viability. In the City of San Bernardino for example in 2017 according to the U.S. Census Bureau, 30.6 percent of the city’s residents lived in poverty; yet every year police officers, who work here but do not live here, take more than $17.6 million in salaries out of the local economy. If they lived in the city many of those dollars would be recycled here because people spend their money where they live, shop and play. Today, only 16 officers or 6.8 percent of the city’s police, from a force that totals 235 officers, live in the City of San Bernardino. A new officer in this city makes $80,628 a year. At minimum, the 219 officers living outside the city collectively take at least $17,657,532 out of the community every year. This scenario is more egregious when you consider in 2019 San Bernardino rated among the poorest cities in America and yet the salaries of its police officers’ rate among the highest when compared to nearby communities. It exceeds the salary of the nearby city with the next highest salary by almost $6,000 per year. Consider the following: continued on page 12

Brown spoke with The IE Voice/Black Voice News about Governor Gavin Newsom’s recently signed Executive Order which called for the state to create a Master Plan for Aging. Brown frequently reminds listeners, “Nearly one thousand people in California are turning 65 every day.” As an Assemblymember she shared how she would often tell peers and others, “There is a silver tsunami coming and you are not ready for it.” Brown said her point was not to make aging scary, instead she wanted to raise awareness about what was coming in relation to states aging population and the need to have systems and services in place enable the state to best respond to their needs. Today it is apparent her cautions did not fall on deaf ears so to speak. When Newsom announced his Executive Order calling for a Master Plan for Aging he tasked the Secretary of the Health and Human Services (HHS) to convene A Stakeholder Advisory Committee to assist with developing the Plan, which will include a Research Subcommittee and a Long-Term Care Subcommittee—the goal, to build toward an age-friendly California. The state’s over-65 population is projected to grow to 8.6 million by 2030. “We need a plan that brings everyone to the table—local communities, labor, private sector and philanthropy—to help us understand what’s coming and guide us toward taking better care of older Californians.” The Master Plan Newsom has called for will serve as a blueprint that can be used by all stakeholders to build environments that promote healthy aging. “The Golden State is getting grayer and we need to be ready for the major population changes headed our way,” Newsom continued. “An aging population will introduce new opportunities for economic and community growth but also drive increased health and long-term care costs. HHS in partnership working with other state agencies will convene a Stakeholder Advisory Committee which will include two sub-committees—one focus on research, the other one on Long-Term Care. These subcommittees will include representation from various groups including older Californians, adults with disabilities, local government representatives, health care providers, health plans, employers, community-based organizations, foundations and academic researchers as well as organized labor. Importantly, the Long-Term Care Subcommittee was tasked by the governor to provide him with a report by March 2020 with recommendations to stabilize the state’s long-term care programs and infrastructure, including In-Home Supportive Services. Currently, Medi-care recipients who rely on their savings to pay the cost of staying at a facility beyond what’s covered by Medi-Care can be evicted; while according to Brown those on Medi-Cal are only covered for 100 days. “Sometimes doctors will extend the stay if the person is not well and has no place else to go,” she said. But beyond that, if no family or friends can step in to help, the person has few options.

Having a plan for long term care makes a difference. Yet, “Such plans are hard to find,” according to Brown. They can also be very expensive. This is where the problem lies, Brown said. “Some people are just really, really sick and they can’t do anything else.” Another issue faced by many California seniors, is their resources are too high. This keeps them from qualifying for Medi-Cal assistance. As a result, they can’t get the help they need when trying to manage at home because their assets are too high. “If they own a home, they have to spend all of their resources before they can get help,” Brown explained. “That is why the governor is saying ‘Wait a minute, middle income people [seniors] are becoming poor because they can only have $200 in the bank.’” This is the maximum saving seniors are allowed to have in order to qualify for any state assistance. This is especially difficult for minorities and women who historically make pennies on the dollar compared to White men. This not only impacts their ability to save for retirement, afford expensive plans for long-term care and because social security benefits are based on earnings, they also spend their golden years managing on very limited incomes. “That’s the problem that we see,” Brown concurred. “During my time in the assembly we held a hearing that involved Blacks, Latinos, Asians and members of the LGBTQ communities. We talked about how each community has its own set of issues. “For example, many members of the LGBTQ community don’t have children. So often, there is no one to take care of them.” During her time in the assembly Brown also questioned why there was not more legislative focus on seniors. She learned it was partly because seniors did not come to Sacramento to make their voices heard.

ady for the major population changes headed our way.” “Seniors were already organized,” she stressed, “They just weren’t as vocal as others in letting the legislature to know what they wanted.” With the help of Brown and others that has changed. Once a year a contingent of seniors make their way to Sacramento to act as advocates, not only for themselves but also for seniors all over the state. “Every year we go back and move the needle a little more.” As a member of the assembly Brown chaired the Committee on Aging and Long-Term Care. She continues to be a fierce advocate on this issue. Brown’s advocacy helped push a resolution which allowed the School of Gerontology at the University of Southern California to complete a twoyear study on caregivers. The study was given to the legislature for them to adopt some of its recommendations. “The plan has been adopted as written,” she declared. “This gives an indication of what the legislature will be addressing regarding caregivers. What they [School of Geronntology] found was that some caregivers had to quit their jobs in order to stay home and take care of the person [who was sick]. Then both were impacted, she stressed. ‘They [legislators] are looking at what they can do to change
all that.” One of the ways caregivers were supported in the past was through the state’s Caregiver Resource Centers, Brown informed. “There are 11 in the state of California but have been cut back so severely they cannot help the caregivers at all because they do not have the staff.” Adding, “One of the things the resource center does is to come out and give a person [caregiver] respite if the caregiver needs a few hours away or something, but they did not have the money to it.” According to Brown all the issues related to aging and care are important highlighting there is not enough money right now to provide

many of the services needed. “Things will change,” she assured, “when the Master Plan is completed.” If recent actions at the state level are any indication Brown is correct, as progress is already being made. Not only did the governor issue his executive order this month to stabilize the state’s long-term care programs and infrastructure including In-Home Supportive Services; he further cautioned the Master Plan must also address issues related to person-centered care, the patchwork of public services, social isolation, bed-locked seniors in need of transportation, the nursing shortage, and the growing demand for In-Home Supportive Services. This week Brown also learned Senator Holly Mitchell who chairs the Committee on Budget and Fiscal Review secured $30 million dollars in the budget to support the state’s caregiver program. In the coming weeks HHS is expected to engage stakeholders, local and county government partners and the Legislature to begin meaningful progress in their quest to establish California’s Master Plan for Aging. The full Master Plan is expected to be completed by October 2020. The IE Voice/Black Voice News is certain former Assemblymeber Cheryl Brown will be watching.

UCR-SOM Thanks Legislators/Others for Support of Failed $25M Funding Quest, Vows to Try Again Riverside
T
his year California Senator Richard Roth who represents the 31st Senate District which includes Moreno Valley, Norco, Perris and Riverside, Corona, Eastvale, Jurupa Valley, with the support of Assemblymembers Sabrina Cervantes (D-Corona) and Jose Medina (D-Riverside) championed two pieces of legislation important to the University of California Riverside’s School of Medicine (UCR-SOM). SB 56 will provide a one-time appropriation for the construction of a new University of California, Riverside (UCR) School of Medicine facility with an additional investment for ongoing support. AB 1740 called for the appropriation of $80 million to UC Regents from the General Fund for the 2020–21 fiscal year to be expended solely on the construction of a new UCR-SOM facility and an additional $25 million from the General Fund each fiscal year, commencing with the 2020–21 fiscal year, to be expended solely on ongoing operational support for the expansion of the UCR-SOM. Although neither of the measures were included in the governor’s May budget revision, it was included in the Senate version of the budget and moved forward to the Conference Committee. The Budget Conference Committee authorized funding for new medical education buildings for UC Riverside and UC Merced that could be funded through UC’s internal AB 94 capital outlay debt service process with a reimbursement in future years from the State. The total funding amount and language is still being determined, however the request for $25 million in on-going funds did not make it into this year’s budget.

Concerns over police salaries in San Bernardino are anchored in two realities. At a council meeting in late May there was some discussion related to city revenue and public safety. Acting Police Chief Eric McBride expressed his belief that attracting families with higher income levels to the community and making the city safer would attract more businesses to the area. Arguably, on its face this perspective seems reasonable. However, McBride’s comments could be criticized as disingenuous when you

What does this say to those thinking about moving to the community? “Come, live in San Bernardino, a city protected by some of the highest paid police officers in Southern California…Our police officers keep this city safe—though, just not safe enough for them to live here with us and raise their families…” In addition, when we consider what we pay local police in light of the city’s overall economic viability and the high percentage of the city’s population living in poverty, we must still question the wisdom of city leadership that signed off on an agreement in November 2015 between the Police Management Association, the Police Officers Association that guaranteed officers a 3.5 percent raise through the year 2020 regardless of whether the city can afford to pay for it. These high salaries are a concern as are issues over residency requirements for police officers that have been fought across the country for decades. Police unions most often advocate on behalf of officers’ rights to live where they choose. However, an argument can also be made on the other side. continued on page 18

Peter Hardeman Burnett relationship between the state and the more than 700,000 Native Americans who make the State of California their home.” Recalling the state’s actions against its Native American peoples reveals a sordid past. In 1850, California passed a law called the “Act for the Government and Protection of Indians,” which facilitated removing California Native Americans from their traditional lands, separating children and adults from their families, languages and culture, and creating a system of indentured servitude as punishment for minor crimes such as loitering. Between 1850 and 1859, governors of California called for private and militia campaigns against Native peoples in the state. In his 1851 State of the State Address delivered December 20, 1849, California’s first Governor Peter Hardeman Burnett declared “[T]hat a war of extermination will continue to be waged between the two races until the Indian race becomes extinct must be expected.” Subsequently, the state authorized $1.29 million in 1850’s dollars to subsidize these militia campaigns. Defying all odds and despite these wrongs, California Native Americans resisted, survived and carried on cultural and linguistic traditions. Preparing for Disaster Riverside – The Southern Region Interagency Operations Center in Riverside which opened for business on May 6, 2019 was officially dedicated on Thursday, June 13. The 72,500-square-foot-facility located east of the March Reserve Airforce Base in Riverside County, is the location where CAL FIRE officials now coordinate resources for wildfires and other disasters covering in a vast geographic area that reaches from Sacramento to the Mexican border. Among its many features the center is equipped with updated software that allows dispatchers to track and deploy resources. According to officials, the center’s technology allows them to move faster and get resourced where needed quicker. The technology allows dispatchers to not only deploy but also track a variety of resources including fire engines, aircraft, bulldozers and hand crews. In addition, cameras in fire areas feedback images to monitors at the center.

In Kennedy v. City of Newark in 1959, Chief Justice Weintraub of New Jersey declared, “The question is not whether a man is free to live where he will. Rather the question is whether he may live where he wishes and at the same time insist upon employment by government.” No such fundamental right is expressed or implied in the U.S. Constitution. Arguments over the issue of residency requirements persisted into the 1970s when the premise undergirding support for residency was termed the “stake in the community doctrine.” In 1973 a case argued before the California Supreme Court, Ector v. City of Torrance, elicited judicial comments that at first appeared to signal a favorable ruling for the “stake in the community doctrine.” The court noted how it supported, “[T]he promotion of ethnic balance in the community [and] enhancement of the quality of employee performance by greater personal knowledge of the city’s conditions and by a feeling of greater personal stake in the city’s progress.” Despite these sentiments however, the court ruled against the residency requirement. According to the League of California Cities under general law defined in the California constitution, charter cities like San Bernardino, “Cannot require employees be residents of the city,” however, the general law further states, “but, [it] can require them to reside within a reasonable and specific distance of their place of employment. This is noted in Article XI of the California Constitution, Section 10(b). In the City of San Bernardino the disproportionately high salaries— compared to what new police earn in nearby cities and in light of the city’s high poverty; and the small percentage of police that live and recycle their dollars in the community are two in a trilogy of stark and disparate realities this city must address in regard to its police force. The third, equally compelling disparity involves the makeup of the force itself when

The trilogy of disparity has civic, economic and societal impacts for the community. Officers’ high pay for a poverty ridden community is out of range with other nearby cities, the great majority of the force do not live in the city nor does the make-up of the force even come close to reflecting the demographic make-up of the community it serves. Again, this must change. Police unions make significant contributions to local politicians who, once elected, reflect the interest of their financial backers. While citizens in poor communities like the City of San Bernardino have very little money to buy political influence—nor should they have to for their voices to be heard. What we have instead is numbers—numbers of people who are watching who is getting big dollars from police unions; numbers of people spreading the word about such contributions; people who are weighing decisions by the council against the best interest of the city’s citizens; and people willing to advocate and go to the polls and vote for what they want for this community by electing candidates who will represent those interests.
