T

his week many watched with anxious concern as the novel coronavirus exploded in communities across the country including here in the inland region. Many had hoped the worst was behind us and despite continued warnings from healthcare experts and virologists, states and municipalities moved too fast and reopened, in their rush to revive a failing economy. In far too many instances warnings to slow reopening efforts, to act judiciously in light of what remained unknown about the virus and the high probability it would continue to spread, were only partially adhered to or ignored all together. Now, the nation’s economy is at even greater mercy to a spreading virus that is unforgiving; while the economy, despite a stock market that appears to endure no matter what, continues to shed jobs. According to the U.S. Department of Labor, to date more than 38 million Americans have filed unemployment insurance claims since the onset of the pandemic, more than a million more filed claims across the country last week. Unfortunately, when the primary breadwinner in a household loses employment, it follows they also lose their employer-based healthcare. The loss of healthcare coverage not only affects the individual worker, but also immediate family members who may be

subscribed under his or her plan. According to the Kaiser Family Foundation (KFF) nearly 27 million people are now at risk of being counted among the uninsured. Fortunately, many here in California who are eligible may seek coverage under Medi Cal, while others may qualify for subsidies under the Affordable Care Act (ACA) or Obamacare as it is often called. With 127K Americans dead and counting from COVID-19, including hundreds in the inland region, and a dreary forecast of its potentially looming impact in the coming weeks, the outlook is concerning. This coupled with continued demands for police reform and local unemployment rates through June 19, of 15.8 percent in Riverside County and 13.9 in San Bernardino County, many have added the loss of healthcare coverage to their growing list of imminent concerns. Almost as if to ensure access to affordable healthcare is eliminated when people need it the most, this week the president added another inhumane act to his long list of assaults aimed directly at those most in need, when his administration joined 18 Republican governors continued on page 13

Zero Tolerance for Fireworks’ Violations

Inland Empire, CA - Fireworks are illegal in both Riverside and San Bernardino Counties. This year the San Bernardino Police Department (SBPD) also advised it is taking a zero-tolerance approach for all firework violations. According to SBPD, the agency has received concerns from the community about illegal fireworks and is taking those concerns seriously. In response, several teams have been deployed during the evening hours to track and confiscate illegal fireworks throughout the city limits. The city has also enhanced civil penalties for the unlawful sales, possession, and discharge of fireworks to $1,000 for the first offense, $2,500 for the second offense within 36 months, and $5,000 for each subsequent offense within 36 months. Regarding dangerous fireworks, the civil penalties are $2,500 for the first offense, $5,000 for the second offense within 36 months, and $10,000 for each subsequent offense within 36 months.

n Thursday, June 25, 2020 the Centers For Disease Control and Prevention (CDC) confirmed the moving seven-day average of novel coronavirus in the U.S. is reflective of a second surge in this first wave of the pandemic. As the numbers of cases continue to increase medical experts caution an increase in deaths usually follow cases by about two weeks. CDC officials also speculated the number of confirmed cases of COVID-19 may be as much as ten times higher than reported. If deemed accurate it would mean the country has already exceeded more than two million cases. The CDC also issued new COVID-10 guidance warning, “[T]hat among adults, risk increases steadily as you age, and it’s not just those over the age of 65 who are at increased risk for severe illness.” Severe illness means, “They may require hospitalization, intensive care, or a ventilator to help them breathe, or they may even die.” In addition, during testimony before Congress

this week CDC Director Robert Redfield warned the U.S. currently has about 28,000 contract traces but needs closer to 100,000 indicating the nation does not have the resources necessary to

West Valley Board Approves Additional Budget Reductions S.E. Williams | Contributor

s states, municipalities and agencies continue grappling with the economic impacts of the ongoing novel coronavirus pandemic, the West Valley Water District Board of Directors has taken what most consider a prudent and responsible approach to the agency’s 2020-2021 budget by approving $416,000 in cost savings and no water rate increases. Board President Channing Hawkins who stewarded the budget’s approval, gave credit to the agency’s management team for working together and making the hard choices required while also prioritizing investments in the agency’s infrastructure. “Despite all the obstacles, we were able to account for revenue shortfalls and ensure quality services for ratepayers without raising rates.” “In the face of a pandemic and economic crisis,” Hawkins continued, “this budget delivers on our promise to increase fiscal responsibility and accountability.”

Governor Gavin Newsom recently suggested the State of California faces $54.3 billion deficit despite starting the year with about $20 billion in reserves. While WVWD does not fund operations and capital improvement projects via sales tax revenues, it does fund operations by utilizing district general fund and capacity charges, which were also affected by COVID-19 and ratepayers’ inability to sustain payments due to financial strain. Speaking to the agency’s proactive approach to budget management WVWD Board Vice President Kyle Crowther shared, “I am pleased that we were able to identify funding for critical projects to enhance services across our Water District. I am proud of the work our management team has done to ensure that we have a budget that keeps water flowing.” WVWD Board President Channing Hawkins

For Those Still Seeking Unemployment Benefits in the Age of COVID-19 S.E. Williams | Contributor

lthough more than three months have passed since the nation’s economy slowed due to the impact of COVID-19 there remains individuals still seeking clarity regarding their eligibility for Unemployment Insurance assistance as the pandemic continues to impact the economy and the number of confirmed cases and hospitalizations grow daily. Hemet resident Barbara Kimber reached out to the IE Voice/Black Voice News after several attempts to gain an understanding through the California Employment Development Department (EDD) as to whether she qualified for any assistance due to her circumstances. “I’m getting unclear answers about whether I qualify,” she opined. “I’m not sure if I should apply and under what program.” Kimber’s unemployment benefits were exhausted by the end of 2019 and she was seeking employment when the coronavirus struck. At the point when Governor Newsom issued his executive stay-at-home order in March, Kimber had just secured a position; however, her hiring was placed on hold due to the pandemic. With her unemployment benefits being fully exhausted in 2019, she was unclear regarding whether she qualified for benefits under COVID-19 unemployment programs including benefits under the CARES Act and she has sought answers since regarding whether she qualifies for any benefits; and if so, how to apply. The IE Voice/Black Voice News reached out to Barry White, EDD Public Information Officer, who provided the following clarity. According to White, for those who previously filed an Unemployment Insurance (UI) claim within the last 52 weeks and have not exhausted their benefits, to receive benefits they are required to reopen their claim to resume those benefits. “The agency further encourages those who need benefits to apply via UI Online as it is the quickest and easiest way to get results,” White encouraged. White further advised anyone who has not yet exhausted their benefits but has ceased benefit certification—for example, they were

in the process of being hired when the stay-athome order was issued and their hiring was placed on hold, will find their UI claim has become inactive. “These individuals are eligible to receive benefits.” To do so however, according to White, he/ she needs to reopen their claim. This option is only available to those whose claims were ‘filed’ within the last 52 weeks. On the other hand, if a person’s benefit year has ended, they must file a new claim by following this link. A different set of guidelines apply to those who have exhausted their benefits and are still within their current claim year. Under the CARES Act, the EDD began automatically filing Pandemic Emergency Unemployment Compensation (PEUC) extensions beginning May 27 for those who exhausted all available benefits on their claim with a benefit year that started on or after June 2, 2019. White explained how these individuals will receive a notice through the mail about five to

seven days after the PEUC extension is filed. Those who have or will receive such notices are given instructions on how to certify for “extension benefit payments” provided they are still unemployed. White also encouraged those with claims to, “Watch for updates in the Inbox of their UI online account.” Those like Kimber who ran out of their regular UI benefits sometime after July 2018 and are not part of the more recent group of those who exhausted benefits as detailed above, there is another set of guidelines. White advised, “[I]n early July, the EDD will begin mailing notices to those who remain out of work [for them] to apply for another UI claim through UI Online, if they have not done so already. “The EDD will subsequently check to see whether they qualify for a new regular claim.” Finally, White was asked whether there are continued on page 13

Senate Democrats Criticize Republican Policing Bill S.E. Williams | Contributor

efore Democratic Senators blocked the Republican supported Justice Act on Tuesday, June 23, 2020 California Senator Kamala Harris offered a scathing rebuke of the legislation on the Senate floor. Harris, who strongly supported the Justice in Policing Act, civil rights and police reform legislation initiated in the House of Representatives which ultimately passed the House with bipartisan support on Thursday, June 25. She began her statement to Senate peers by first recalling historical movements for change, before declaring, “In this movement there is still work that can be done, that should be done,” referring to Black people’s quest for equal justice under the law. “It is within our grasp to do this. It's not just that it's an imperative, it's within our grasp.” Noting how people in America today, people from all 50 states and every walk of life, are demanding the problems of police brutality be taken seriously she highlighted, “We should see

BLM-IE Co-Founders Look Back on June Protests in Riverside and the Continued Need for Change

arly June was a time of visible pain, frustration and unrest for many in the City of Riverside as protesters took to the streets in the wake of police killings of Black men and women across the country sparked by the death of George Floyd in Minneapolis in late May. Initially, local demonstrations were fraught with tense interactions between police and protesters, but according to Black Lives Matter-Inland Empire (BLM-IE), the protests were never intended to devolve in the manner one did on June 1 in the City of Riverside. After that day, subsequent demonstrations in the area remained peaceful. BLM-IE co-founders Aziz Wali and Matthew Young recently spoke about the movement for change in policing as it relates to the inland region while also sharing their reflections of the volatile demonstration in Riverside.

Downtown Riverside’s first protest attracted thousands of people, Black Lives Matter IE has since organized several protests throughout the Inland Empire including one that attracted close to a thousand people in the city of Redlands.

“Once the curfew passed, they did shoot teargas and rubber bullets into some of the crowds that were still there,” shared Wali, reflecting on the June 1 demonstration in Riverside. As hundreds of locals gathered in cities throughout the IE, police implemented curfews in Riverside, San Bernardino, Victorville, Barstow and a few others that held protests. “As far as the police being aggressive with the crowd, this happened after we had left and after curfew hours. After the curfew,” she stressed, “it could get extreme.” BLM-IE was not the organizer for the Riverside protest but was in collaboration with organizations that wished not to disclose their names. According to Wali, for the most part, the June 1 Riverside protest was peaceful although the size of the crowd may not have allowed the message of the demonstration to be clearly articulated or heard. Referring to the confrontation with police that day she offered, “The standoff was on 10th and Orange and a block back was where people were setting off fireworks.” “I understand [it was] in the spirit of protest and wanting to make some noise and impact, but you're also endangering Black people letting off something that sounds like a gun,” said Young.

On twitter, videos surfaced of police using excessive force by breaking into empty cars and protesters throwing fireworks and other items at police. “A block away they [police] were in a standoff with the same people. It involved bean bags, rubber bullets and mace pebbles. So, we took it upon ourselves to go find whoever had the fireworks to tell them to stop,” said Young. BLM-IE coordinators became crowd controllers once they saw behavior displayed by some protesters was not in unison with the objective of the gathering. Riverside County Sheriff Chad Bianco took a knee during the standoff with protestors and said it is up to leaders to come together to make a difference and it starts with coming together. “We are highly frustrated. It’s kind of a disgrace to us as a people that have been fighting since we got off the boat in this country. We don’t need to take a knee because we're not fighting-standing or kneeling-we are fighting against systemic issues that are [engrained] in policy,” said Wali. “So if you can take a knee down on the ground, you can take a knee to policy and structures that truly have been affecting us for so long.” The history of complaints against the Riverside Sheriff’s Department has not gone unnoticed by

the community according to Young, BLM-IE and other organizations within the county have been pushing for Bianco’s resignation. “Bianco has never been a friend of ours,” Young added. From Young’s perspective and those of his peers in BLM-IE, Bianco has failed to be transparent. Young stressed how Bianco has fallen far short in this regard considering he leads the Sheriffs Department in one of the fastest growing counties in the nation. It is also a county with a long history of police abuse and questionable use of force. BLM-IE also supported another protest that took place later last month in Redlands, as they noted, “in continued solidarity with Black lives.” Wali and Young further explained that not all of the protests which occurred and may continue to occur are organized and supported by BLM-IE. They did advise however, BLM-IE protests will continue until police are defunded, disarmed and deadly use of force policies are abolished. Although California has outlawed the use of the choke and carotid holds, (the carotid hold led to the death of Floyd), much remains to be done to ensure Black lives are valued in the inland region, across California, throughout the nation and around the world. She pointed out how the phrase “accountability and consequences” is used all the time in relation to those arrested, yet rarely applied in relation to police. According to Harris, the Democratic party responded to the nation’s rising frustration and demonstrations related to police abuse with its House bill within a week of demonstrators taking to the street. The Republican party on the other hand modeled its proposal after the Democrats initiative addressing similar issues with tepid language and calls for more studies,

The Republican bill has been thrown out to give lip service to an issue with nothing substantial in it that would actually save or would have saved any of those lives.” - California Senator Kamala Harris proposed a prescription that actually responds not just to their demands on behalf of the bodies that have just recently been lost, but the generations of Black bodies that have been buried because of this issue.” Speaking with even greater conviction she lambasted her Republican colleagues, “So, don't anyone dare suggest we are standing in the way of progress. “Let us all be clear about what is happening in the politics of this moment, the Republican bill has been thrown out to give lip service to an issue with nothing substantial in it that would actually save or would have saved any of those lives. So let's not be distracted from the task at hand.” She then shared her intent to vote against the Repubicn Justice Act on Wednesday. She shared how police officers she interacts with have told her how difficult their jobs become when their colleagues break the rules. Noting, “It affects the culture of their working environment. It affects them where they work every day. It affects the Integrity of their work. “What they know is that bad cops are bad for good cops.” Continuing she advised, “We all know it is in the best interest of community safety and

no calls for accountability or consequence and while the nation has called for re-appropriating police funds to community based programs, Republicans want to enhance funding to police. Calling the Republican bill a tactic to obstruct the progress of the Justice and Policing Act and accusing them of playing a political game, she pointed to Senate Leader Mitch McConnell’s recent inference that he has no intention of passing bipartisan legislation on this issue. When Texas Senator, Republican John Cornyn, challenged Harris about voting against the Republican bill because they included the lynching legislation blocked in the Senate a couple of weeks ago. She quickly challenged whether he was referring to the bill blocked by his fellow Republican Senator Rand Paul? And, proceeded to insist how she would not be forced into choosing one important issue over all the others, admonishing it would be like asking a mother to choose to save one child at the expense of all the others. Harris criticized the Republicans calling their proposal carefully crafted to deflect from the issue by offering to study the problem without doing anything to solve it. “[It] does not even provide a baseline for a discussion.

She highlighted how the Republican measure does not hold law enforcement accountable, does not demand transparency regarding police misconduct, does not call for data collection, no does it call for a ban on harmful police policies or practices such as racial or religious profiling, nor does it ban the use of choke- or carotid holds. At the same time however, it does offer additional funding to police agencies against the will of many in the nation calling for police funding to be reduced and reallocated. Senator Cornyn challenged Harris about wanting to discuss the issue in the Senate Judiciary Committee behind closed doors rather than on the Senate floor for all of America to see. Undaunted, the Harris smiled and responded with condescending grace, “Indeed, that is the beauty of the Judiciary Committee. Our meetings are public meetings.” Her quick and cutting response appeared to catch Cornyn off-guard and speechless, possibly choking on his own disingenuous challenge. Caught in the act of spouting misleading disinformation purportedly for the consumption of Republican constituents, he had no comeback. Harris concluded her comments and criticism of the Republican Senate bill declaring to Republican senators, “[In the] immortal words of my great-uncle Sherman, I will say, ‘that dog don't hunt.’” For Those Still, continued from page 7

over the past two weeks. Adding the concerning surge was also reflective of a 29 percent increase from the previous day. More than 4,240 coronavirus patients were hospitalized around the state due to COVID-19. Hospital intensive care units (ICU) are also experiencing a surge. There was a 19 percent increase in ICU admissions in the last two weeks. Thursday’s ICU admissions were up 18 percent over the previous day. The governor further confirmed 34 percent of the state’s ICU beds were in use. Newsom mentioned several counties in the state where concern over the spread of COVID-19 is escalating, including both Riverside and San Bernardino. New cases in Riverside County reached a high on Tuesday, June 23 with 631 new cases, 474 individuals were confirmed positive on Wednesday followed by 237 more COVID-19 positive cases on Thursday, bringing the number of confirmed coronavirus cases in the county to 15,142 with 435 total deaths. Thursday morning the number of hospitalizations in the county rose to 311 with 95 ICU patients suffering with COVID-19 complications. Combined with other patients, there were 363 ICU beds occupied across the county accounting for 68 percent of the area’s total ICU capacity. On Friday, Riverside’s ICU capacity worsened. The county’s total ICU usage stood at 94 percent--25 percent of those in intensive care were COVID-19 patients. Congressman Raul Ruiz (D-36th District), who is also a physician stressed, “This is dangerously close to being at full capacity!” He continued, “The state’s safety criteria is to maintain a 20 percent open ICU bed reserve (80 percent ICU usage) to handle rapid flare ups. Surge interventions require creating hospital overflow capacity and everybody doing their part by staying at home as much as possible.” Also on Friday, the county announced several employees who work at the Riverside County administrative center have tested positive for COVID-19. As a result, all Board of Supervisors offices and executive offices are being temporarily closed.

The next Board of Supervisors meeting will now be held virtually. According to KESQ, approximately 200 county employees who work at the location are now being tested for the virus and will telecommute until they are cleared for work. The rate of infection among AfricanAmericans in the county at 310 confirmed cases per 100K is the third highest in the county, second only to Latinx (577 per 100K) and Native Hawaiian/Pacific Islanders (614 per 100K). The City of Riverside has experienced the greatest impact with a total of 2,196 confirmed cases and 121 deaths, followed by Moreno Valley with 1,305 positive cases and 35 deaths. 397 new cases were reported Wednesday in San Bernardino County with 11 new deaths. To date the county has recorded 248 deaths. A total of 477 African-Americans in San Bernardino County have tested positive for the disease. Among the cities in San Bernardino County currently experiencing the greatest impact of the virus are the San Bernardino (1781 cases and 19 deaths); Fontana, 1219 cases and 18 deaths; and Ontario, 1008 cases and 32 deaths; followed by Rialto (615 cases and 8 deaths). Other communities rapidly approaching 500 positive cases are Colton, Redlands and Rancho Cucamonga. On Thursday the governor announced a new coronavirus forecasting model for the state called the California COVID Assessment Tool, or CalCAT. The tool provides short-term forecasts which considers the most recent trends in cases, hospitalizations and deaths and apply statistical models to that data to generate anticipated trends in the coming 2-4 weeks. Based on the forecast, the state is projected to increase hospitalizations from 4,095 as of June 23 to 14,682 through July 25; deaths are projected to increase from 5,632 statewide as of June 23 to 7.202 by July 11. In Riverside County daily hospitalizations are expected to increase from 315 as of June 23 to an average of 513 by July 25. The death toll in Riverside is forecasted to increase from 431 as of June 23 to a breathtaking 2,297 through July 25.

The forecast for San Bernardino County currently appears more encouraging. The total number of daily hospitalizations is expected to decline from 311 as of June 23 to a daily total of 138 through July 25. The county’s death toll is also forecasted to increase from 234 as of June 23 to 523 by July 26. and attorneys general in filing Supreme Court briefs in the case “California vs Texas.” The case represents the Republican party’s most recent attempt to upend and destroy ACA. Since the president took office in January 2017, he has led several unsuccessful legislative attempts to dismantle Obama’s legacy achievement. After repeatedly failing legislatively to repeal the law Republicans took aim at the individual mandate provision in ACA at the end of 2017 when they still controlled both houses of Congress. The Republicans pushed through a tax bill and successfully zeroed out the penalty requirement associated with the individual mandate provision embedded in the ACA which required everyone to either enroll in a healthcare plan or pay a penalty. Then, like sharks sensing blood in the water, Republican led states immediately filed suit to repeal the entire law. Their rationale was rooted in an earlier Supreme Court ruling which upheld ACA and declared the individual mandate to buy health insurance on which the ACA rests, was a constitutional exercise of Congress' taxing power and authority. Republicans now believe since they zeroed out the penalty requirement in the ACA’s individual mandate, they have shamelessly and gleefully rendered the ACA unconstitutional and moot, believing this time they will prevail in the nation’s highest court. Although Chief Justice John Roberts swung the 5-4 ruling in favor of the ACA in the previous Supreme Court challenge, his decision largely hinged on the individual mandate which the Republican party put in question by its action. If there is any good news in this current challenge, it is that the case will not be heard until the court’s next session which will not begin until the first Monday in October. In the meantime, the reality on the ground for African-Americans and other minorities who rely on ACA, is they are at highest risk of contracting the virus due to the great number employed in frontline jobs, and (beyond the elderly) are also most at risk of succumbing to the complications of COVID-19. Now these same workers are at further risk of being among the first fired as the

economy continues to falter. Members of these communities are grasping for a lifeline. Governors in so called “blue” states like California are striving to meet their rising needs with state and local budgets already strained. Yet, even their best intentions may soon be limited as rainy-day funds are sure to be exhausted overtime in the face of what is proving to be an unrelenting pandemic. The Republican led Senate, however, remains deaf to calls from states, both red and blue, for some form of federal relief. As continuously discussed in the media and among left-leaning politicians, America is the only industrialized nation without some form of universal healthcare. Many like myself, now believe in the face of this deadly pandemic, access to healthcare has moved beyond a political discussion; for far too many Americans, it is a matter of life and death. Death resulting from a lack of healthcare coverage was something many recognized in the years before the passage of ACA and the pandemic has only exacerbated this reality. Poverty reigns in parts of the inland region, an ominous consideration as the virus continues to spread and unemployment rates rise. Those who were covered under ACA may soon no longer be able to afford its premiums even with the subsidies. In response, many like myself have run out of adjectives to describe the lack of human compassion evidenced by the president and his sycophants. There are, however, some options for those who lose their employer sponsored insurance (EPI). According to KFF, beyond Medicaid or subscribing to a policy on the open market, such options include, EPI Dependent Coverage where a worker can subscribe independently to an employer provided plan before they are released from their job; they can subscribe to coverage via COBRA which is an exorbitantly expensive option and too often not a reasonable alternative for those on the bottom tiers of the economic ladder; or, there are short-term plans available which can be less expensive than COBRA or ACA though they provide limited benefits and often do not cover those with pre-existing conditions (which includes COVID-19). Some have proposed immediate Medicare

expansion to provide healthcare coverage during this unusual time of crisis. I concur and call on those in Congress to make this a priority in the days and weeks ahead. Certainly, the Republican led Senate will resist and refuse to act. Yet, as the old saying goes, “Power concedes nothing without a demand.” I believe the Republican stranglehold on the nation is waning, however too many lives hang in the balance between now and the November election. We cannot afford to wait; we should not wait to put pressure on Congress to act. In this election year there remains an outside possibility, some Republican Senators concerned about their political futures, can be shamed into taking action on this issue. Whether you are a teen or an adult, rich, poor, middle class…gay, straight, or transgender…regardless or your race, your gender, your religion, or status in your community, domestic violence can impact your life. Whether you are dating, married, or in an “intimate” relationship, you may become a victim of domestic violence. Domestic Violence is a pattern of behavior used to establish power and control over another person (Duluth Project). Typically, abusers physically hit, kick, or push their victim or their victim may be sexually abused and/or psychologically or emotionally abused. During this period, victims have reported being blamed for giving the virus to family members, threatened to be kicked out of the house, or not allowed to seek medical treatment for themselves or loved ones.

Whether the perpetrator is using intimidation, making light of the ill treatment, or shifting responsibility, saying, for example, that the victim’s behavior caused the violence, these are all examples of abuse in relationships. Research has illustrated that person-directed violence is taught at home and learned at a very young age (Anderson 2004). We have learned that children who see their parents and other adults in violent relationships, they often become victims or aggressive in their own lives. The goal in any domestic violent relationship is to stop the violence and control your own behavior. Oprah said (March 2009), “If he hits you once, he will hit you again.” I think that for most victims, be they men or women, they just cannot believe that the person, who they love, can hurt them. They cannot believe that they have been belittled, made to feel less than who they are.

They cannot believe the person who they placed their dreams in, who they believed they would walk down life’s road with, would treat them with less respect than a random stranger. However, as hard as it may be to believe, the facts do not lie and without extensive intervention, rest assured, the abuse will happen again.
