COVID-19 Test Site Scam San Bernardino – Scammers are now taking advantage of the region’s limited COVID-19 tests and test sites. These predators are sending fake texts, emails and/or setting up fake test sites. Beware! These fake sites look legitimate with signs, tents and some individuals even wear hazmat suits; but officials warn they are dangerous because they fail to follow sanitation protocols and are also working to steal information. Test results from these sites are not legitimate. They are collecting personal data including health, social security number, credit card and other information “not required” at legitimate test sites. This information can later be used for identity theft. If you think you may be a victim of a scam, contact San Bernardino County at (877) 565-2020, or your local police department. IE NCNW Stands Its Ground

eeks ago, a local politician whose identity is broadly suspected though not confirmed, threw a rock at a popular and successful mayor and then hid his hand. The rock, aimed at Rialto’s first AfricanAmerican Mayor Deborah Robertson failed to land a blow, but what the individual who cast the dispersion did not realize was, in the process of attempting to damage a political rival, he raised the ire of many in the community. Robertson came under public scrutiny when the Southern California News Group reported Rialto City Councilmembers had called for an investigation into the mayor due to an alleged conflict of interest and potential financial complications between Mayor Robertson and the Inland Empire Chapter of the National Council of Negro Women (IE NCNW) where her daughter, Milele Robertson, serves as president and in doing so, failed to place the story in objective context. IE NCNW is a longtime recipient of Community Development Block Grant (CDBG) funding through the City of Rialto. A major factor in this story is NCNW was a CDBG grant recipient years before Robertson became mayor and years before the younger Robertson became president of NCNW. The IE NCNW has served as site manager of the city’s facility at 141 S. Riverside Avenue and received continuous approval for CDBG funding since 2009. Robertson became Rialto’s mayor in 2012. Milele Robertson became president unexpectedly in 2016 due to the sudden passing of the organization's previous president. For at least a decade, the council has adhered to all reporting requirements and successfully passed audits related to its administration of CDBG funding including grants authorized for IE NCNW. As a result, Mayor Robertson was caught off guard when her peers on the Rialto City Council raised concerns about IE NCNW’s CDBG and asked her to recuse from voting on this year’s grant due to concerns over her daughter being the organization’s president.

The council subsequently approved an investigation into the matter and contracted with Randall Keen, an attorney with the law firm Manatt, Phelps & Philips in Los Angeles to complete it. On June 9, Keen’s report acknowledged neither the mayor nor her daughter, Milele, received any personal benefit from the CDBG program and affirmed neither women had any, "financial interest in the grant." On the other hand, Keen’s report vaguely inferred both women purportedly benefitted in other—unspecified ways—due to block grant funds being directed to the Bethune Center operated by the Inland Empire Chapter of the National Council of Negro Women. The NCNW challenged this assessment. “The Report, however, did not explain how either [woman] received any type of personal benefit because the funding went to the organization and neither Mayor Robertson nor Milele Robertson
obtained any compensation or financial benefit from the funds,” explained Willie W. Williams, attorney for IE NCNW. Keen’s report went on to offer some recommendations the council could follow if it chose to do so. They included consulting with the Department of Housing and Urban Development, the California Attorney General, and/or the Board of State and Community Corrections for any additional guidance. Although the city’s Conflict of Interest Ordinance states, “No officer or employee of the city may contract with any person related to any officer or employee of the city by blood or marriage within the third degree,” the question of its relevance to this scenario appears doubtful. Foggy Eye Glasses with a Face Mask
F
oggy eye glasses! It's a problem that bespectacled people have long experienced. As more Americans don face masks to venture outside during the COVID-19 pandemic, many of those who wear glasses are finding that their lenses fog up. With that in mind, if your eyeglasses are fogging when you put on a face mask it's because warm, moist air you exhale is being directed up to your glasses. To stop the fogging, you need to block your breath from reaching the surfaces of your lenses. The Annals of the Royal College of Surgeons of England published an article in 2011 that offered a simple method to prevent fogging, suggesting that, just before wearing a face mask, people wash their spectacles with soapy water, shake off the excess and then allow the lenses to air-dry. "Washing the spectacles with soapy water leaves behind a thin surfactant film that reduces this surface tension and causes the water molecules to spread out evenly into a transparent layer,” the article reveals. “This ‘surfactant effect’ is widely utilized to prevent misting of surfaces in many everyday situations.” Antifogging solutions used for scuba masks or ski goggles also accomplish this.
Another tactic is to consider the fit of your face mask, to prevent your exhaled breath from reaching your glasses. An easy trick is to place a folded tissue between your mouth and the mask. The tissue will absorb the warm, moist air, preventing it from reaching your glasses. Also, make sure the top of your mask is tight and the bottom looser, to help direct your exhaled breath away from your eyes. If you are using a surgical mask with ties, tie the mask crisscross so that the top ties come below your ears and the bottom ties go above. It will make for a tighter fit. Cloth face coverings may prevent transmission of coronavirus by reducing respiratory droplets. COVID-19 can be spread by people who are not showing symptoms. If everyone wears a face covering, we minimize transmission for everyone. Covering your face is about helping others. By covering your face when you go out, you are being a good neighbor and community member.

SBPD Shoots and Kills a Man with Replica Gun

suspect involved in a police shooting was identified as 21-year-old Anthony Angel Armenta of San Bernardino. On June 18th San Bernardino Police were called to a gas station on the 2700 Block of N. Del Rosa Avenue for a report of a man with a possible handgun. On arrival, officers located the man and attempted to mediate the situation. According to SBPD, officers ordered the suspect to put the weapon down however after the man refused he then pointed the gun at one of the officers, which led each officer to open fire. The department has launched an investigation following the shooting. The man was rushed to the hospital where he was pronounced dead. Later investigators the scene discovered the gun the suspect had was fake. “I have no idea why the suspect didn’t just drop the gun when ordered to do so,” said Investigations Captain Adam Affrunti. Witnesses told the Los Angeles Times the man would often come in the area and ask for money or go through garbage cans. SBPD Announces Newly Promoted Lieutenant and Captain Saida Maalin | Contributor

an Bernardino Police Department promoted two tenured officers to lieutenant and captain on June 25. Lieutenant Nelson Carrington and Captain Francisco Hernandez were considered for advancement after undergoing multiple investigative, supervisory and management courses to determine their ability to fit the roles. “I selected these two hard workers as my newest lieutenant and captain because they are proven leaders,” said Interim Chief Eric McBride. Both have dedicated themselves to serve the City of San Bernardino and have been with the department for over 15 years. They have held many ranks including officer, corporal and sergeant, although Hernandez held the rank of lieutenant before being promoted to captain. The pair attended San Bernardino Valley College. Captain Hernandez continued his education and received his Bachelor’s and Master's Degree in Business Management. Hernandez was born in Bellflower and moved to the Inland Empire in 1980. Francisco joined the San Bernardino Police Department in 2004 where he held the ranks of officer, corporal, sergeant, lieutenant, and was promoted to captain in 2020. Both have a passion for working with youth and have volunteered at Police Activities League events, have managed the Police Explorers post, and Hernnadez has worked hard to find funds to hire explorers as cadets. “Nelson Carrington and Francisco Hernandez have demonstrated their leadership abilities amongst our organization and have earned respect and trust of our community members,” said McBride. Lieutenant Carrington was born in New York and moved to California in 1989. He was raised in the Rancho West neighborhood of San Bernardino and has a close connection to the inland region. He enlisted in the United States Army Infantry right out of high school. He found a deeper understanding of community and department needs because of his day to day on the job experiences. San Bernardino welcomes Carrington as the new Western District Commander and Hernandez as the new Administrative Services Captain. Fontana – On Tuesday, June 30, 2020 California Governor Gavin Newsom announced the appointment of Mona Smith Houston, 52, of Fontana, as warden of the California Institution for Men at the California Department of Corrections and Rehabilitation, where she has been acting warden since 2019. Between 2010 to 2019, Houston held several positions at the California Rehabilitation Center. During her career she has also held several positions at the California Institution for Men. According to state officials, Houston’s permanent appointment to this position does not require Senate confirmation and the compensation is $162,024. Houston is a Democrat.

Williams | Contributor nder the leadership of President Don Griggs, the West Valley Water District (WVWD) Ratepayers’ Association (RPA) has remained relentless in its calls for transparency and accountability by the board of the West Valley Water District. As stories of the water agency’s combative and dysfunctional board leadership, allegations
of misused ratepayer funding, questionable employee dismissals and exorbitant settlements that resulted bubbled to the surface in recent years, those who have watched from the sidelines understand the battle for transparency waged by the RPA has been both grueling and epic, especially as purported evidence began to surface of at least one board member, possibly

Not only do ethics violations deteriorate the public trust, but they also disrupt and undermine legitimate debate and policy.” - Mike Quigley others, spending ratepayer dollars with helterskelter abandon, limited transparency and minimal accountability. Concerns over the board’s leadership exacerbated when some employees, who courageously spoke out against what they perceived as inappropriate actions by various board member(s) were dismissed, subsequently filed suits against the agency and reached lucrative settlements. In the meantime, the agency lost its insurance policy to protect against such claims; and board members who would not acquiesce to the actions of some on the board were stigmatized and targeted for voter removal. When the WVWD leadership team of Dr. Clifford Young and his co-ruler Greg Young were ousted as president and vice president respectively of the board of directors in October 2018 tensions between board members continued. In recent months the agency’s General Manager Clarence Mansell, Jr. suddenly fell victim to intense criticism from some district officials and selected board members for a myriad of complaints. However, Mansell’s supporters believe most of the allegations were misguided as the audit has revealed many of the agency’s failed practices were pervasive before he was ever appointed to his position. The California State Controllers (CSC) audited WVWD’s internal control systems to determine the adequacy of how it conducts its operations, prepares financial reports, safeguards agency assets, and ensures proper use of public funds. The evaluation reviewed conditions at the agency during the period July 1, 2016, through June 30, 2018. Dr. Clifford Young led the WVWD Board of Directors during much, if not all, the period under audit. In conducting the audit, CSC considered internal policies and procedures; interviewed district employees and observed district business operations; reviewed supporting

documentation, including financial records; reviewed transactions to ensure adherence with policies and procedures while also testing and validating effectiveness of the agency’s controls; and finally, evaluated various aspects of WVWD’s internal control system in accordance with the Standard Specifications for Public Works Construction (SSPWC) known as the Green Book. Also, according to auditors, when the information obtained from city officials, independent auditors, and other audit reports merited further review, “[W]e expanded our testing to include prior-year and current-year transactions.” The audit identified an exhaustive list of failures on the part of district officials. “It just shows all of our concerns were validated by the audit.” Griggs told the IE Voice/Black Voice News regarding its findings and conclusions. “It speaks for itself. We are just pleased it came out the way we thought it would.” Failures in Hiring and Promoting Procedures District officials overrode established processes for hiring and promoting employees and failed to retain sufficient documentation to support its hiring selections or to justify promotions and salary increases that did not adhere to district policy. Four of 18 employees whose records were reviewed appeared not to meet the minimum work experience or special requirements for their position. In addition, “[T]he district did not retain supporting documentation for 10 employees most of whom did not undergo the established recruitment process,” auditors wrote. In another stunning assessment auditors found when reviewing the salaries of 18
employees who received promotions, salary increases, or were hired above the lowest step in a pay range—two of them received higher starting salaries than employees with a similar background. One employee, for example, was promoted and received a salary increase of 68.62 percent from $88,962 to $150,010, the minimum starting salary for the position was $101,067; and another employee was promoted and received a salary increase of 41.48 percent, from $66,394 to $93,933 the minimum starting salary for this position was $79,165. These increases violated WVWD policy which states in part, “An employee promoted to a higher position will receive the minimum salary for the higher position or at least a 5 percent increase above the employee’s former position, whichever is higher, provided the increase is within the range of the higher position.” Holding Expensive Board Meetings Outside the District The district held two, very expensive meetings outside district boundaries, at Temecula Creek Inn, a golf resort in Temecula Valley’s wine country on November 3–4, 2018, and August 2–4, 2019 in violation of Government Code. The district incurred over $70,000 in expenses related to the special meetings, which included $37,657 in expenses for food and lodging, and $35,945 in consultant fees. Auditors said they could not determine why the district held these meetings outside its boundaries and used public funds for what appeared to be “a lavish retreat of elected officials, district management, and consultants.” Directors Reimbursed for Questionable Meetings Without Preapproval Board members are authorized to receive compensation for board meetings, committee

S T O R Y meetings, and outside meetings, however, a district ordinance specifies which types of outside meetings are compensable. The auditor found directors were compensated for meetings without prior board approval, without documenting the business purpose of the meeting, and for more than one meeting per day. The directors submitted 232 of 293 meetings (or 79 percent) in FY 2018-19 and 112 of 150 (or 75 percent) in FY 2017-18. These outside meetings were not listed in the district ordinance and “[The auditors] did not find evidence of prior board approval in the documents available for our review.”

Other questionable expenses included an issue previously raised by the Ratepayers Association involving an $1,897 expense for an election victory party. Three board directors were elected on December 7, 2017, and subsequently held an installation ceremony attended by 40 people at the Sierra Lakes Golf Club. Businesses Re-Shuttered in Response to Exponential Spread of COVID-19 S.E. Williams | Contributor

estaurants, wineries and tasting rooms, movie theaters, family entertainment centers, cardrooms, zoos and museums in counties on the state’s watch list for more than three days, including Riverside and San Bernardino, will need to close effective immediately.” The fight to stabilize the spread of COVID-19 has forced Governor Gavin Newsom and California Public Health officials to announce new requirements for closure of bars and other indoor operations in multiple counties. “Californians must remain vigilant against this virus,” said Governor Newsom Health officials advise the counties who have been on the governor’s watch list for three days or more, should follow the advice to close down or to not open at all until other bars have been allowed to do so in the same county. At this moment the 19 counties on the list for more than three or more days are now being mandated to close all bars. The decision is the result of concerns over partygoers in bars who will become too impaired to follow regulations and are likely to not use face masks and practice social distancing. On June 5th the state announced guidelines to allow bars to reopen by June 12 if their local public health official deemed it appropriate. As stated by Newsom, 19 counties have been closely monitored because they house the vast number of the state’s population. If the counties have been on the County Monitoring List for more than three days then it is effective as of July 1st they close down all indoor operations. This means restaurants, wineries and tasting rooms, movie theaters, family entertainment centers, cardrooms, zoos and museums will need to close effective immediately. “Indoor operations, this doesn’t mean restaurants shut down, it means we want to take as many activities as we can, these mixed

and concentrated activities and move them outdoors,” said Newsom. “Which is a way of mitigating the spread of this virus.” On June 28 the governor originally announced 15 counties on the watch list, which 7 of them were obligated to close down bars. The days have progressed and the state plans to continue moving forward in implementing more guidelines on indoor activities as well as beach activities on July 4 weekend. “Let us protect our lives and address the seriousness to which we must address this pandemic and the recent increase in the transmission as well as deaths related to this disease,” said Newsom. “I say deaths because we lost 110 lives in the last 24 hours.” Ventura and Los Angeles county have decided to close down beaches to the public on the holiday weekend. Newsom says the weekend raises a lot of concerns from health officials. Many cities are locally determined to stop
firework shows to continue to limit the spread, including Los Angeles and Ventura counties who have mandatory closures. To enforce public health orders the state is issuing enforcement strike teams to target noncompliant workplaces and build relationships with local health departments and businesses. Some of these strike teams include: ABC, Dept. of Business Oversight, Dept. of Consumer Affairs, CHP and CalOSHA. Counties on the list include: Contra Costa, Fresno, Glenn,Imperial, Kern, Kings, Los Angeles, Merced, Orange, Riverside, Sacramento, San Bernardino, San Joaquin, Santa Barbara, Santa Clara, Solano, Tolare, Venture and Stanislaus. “COVID-19 is still circulating in California, and in some parts of the state, growing stronger. That’s why it is critical we take this step to limit the spread of the virus in the counties that are continued on page 18

After describing to FPPC officials the type of funding in question, the programs it supports, the Mayor’s connection to the organization, her daughter’s position as its current president, as well as the role being voluntary and uncompensated, questioned whether Mayor Robertson should recuse herself from voting on the CDBG funding proposal due to her familial relationship to its current president. As previously reported by the IE Voice, the FPPC provided the following informal advice, “Generally speaking, the type of situation you describe would not create a conflict under the Act, since the mayor is not on the nonprofit’s board and because her daughter is an adult, and her position with IE NCNW is uncompensated. Furthermore, the Political Reform Act appears to exempt public officials when a nonprofit is involved. Bracy explained, “A nonprofit organization such as NCNW is not considered a “business entity” for purposes of the Political Reform Act.” Bracy further considered whether Mayor Robertson’s daughter serving in the volunteer/ non-compensated board position of president of a nonprofit tax-exempt organization requires the Mayor to recuse herself from voting on contracts involving the organization pursuant to Government Code Sections 1090 or 87100. After listening to extensive public comment and taking the Keen’s report under advisement— and with Mayor Robertson recusing herself from the vote—the Rialto City Council voted approval of $40,000 of its 2020-2021 Community Development Block Grant (CDBG) funding for the IE NCNW’s Bethune Center Program. Support for Mayor Robertson and NCNW during the meeting was overwhelming and left little doubt where the community stood as welcomed by the organization’s president, Milele Robertson. As she explained to the IE Voice/Black Voice News, “The determination and unity of our Section is a powerful force!” She stressed how after hearing hours of public testimony in support of IE NCNW, the city council approved the grant award. “The CDBG dollars enable our Section to serve young adults and adults seeking academic
and pre-employment skills. Our community will need the Bethune Center Program services now, more than ever before given the huge job losses due to the COVID-19 pandemic,” she emphasized. Reflecting on the vote and those at the meeting who spoke on behalf of the IE NCNW she said, “On behalf of the Executive Board, thank you to everyone who provided support and used their voice to help defend the reputation and integrity of our Section.” She added, “Personally, as your president,” she directed to NCNW members, “thank you for standing behind me during this very difficult time. Your support and continued words of encouragement mean more than you will ever know.” A press statement released last week by IE NCNW’’s Attorney Williams spoke to dispersions cast on the organization owed to reports written by reporter Joe Nelson and published by Southern California News Group. Speaking specifically to an article published in The Sun on June 18, 2020, Williams noted, “[The Sun Newspaper] published an incomplete and misleading article on the Special Counsel Report's findings, failing to mention that Mayor Robertson decided to recuse herself from the June 9th vote and, subsequently, the IE NCNW funding was approved.” Williams’ criticism of the publication included its failure, “...to mention findings in the report that several state statutes and regulations “were not violated” by the arrangement. Williams further lambasted the publication for Nelson’s failure to respond to calls from NCNW’S legal representative to receive the organization's viewpoint or comments. Many considered Nelson’s reporting politically biased. Robertson is a popular mayor whose path to reelection in November seems assured even though allegations abound Nelson’s source for his reporting on this scenario is possibly an undeclared candidate who may challenge her in November. Members of the community who rallied to defend Mayor Robertson, Milele Robertson and IE NCNW are pleased with the council’s vote. CDBG funds are important to the organization’s
mission, yet it is important for the broader community to understand it provides only part of the services IE NCNW has extended to the inland region for decades. For more than fifty years volunteers of IE NCNW have given much more to the community than what is paid for with the dollars and cents of the grant. As noted by Williams, “IE NCNW members also volunteer their time and expertise as well as give financially to support additional activities not covered by the city's CDBG funding, such as assisting walk-in residents seeking resources and referrals for assistance programs, job referral and placement, and helping local homeless individuals and families.” On a typical day according to Williams, “The organization can assist as many as 100 people to meet their basic needs for housing, employment, and food.” The organization also holds food drives and provides food baskets to those who are food insecure during the holidays. Among the organizations other work are the monetary and in -kind donations the group facilitates in support of local victims of domestic violence.

The auditor provided hundreds of thousands of dollars in examples of attorneys’ and other miscellaneous contracts where the district awarded them without following established policy and/or as sole source contracts. In one bewildering example, WVWD paid nearly $100K without even having a written contract— payments were made using purchase orders during FY 2016-17 and FY 2017-18. The district failed its judiciary responsibility in this regard. Miscellaneous Other failures identified by auditors included employees being paid incorrectly due to

inaccurate timesheets and an excessive number of paid holidays; how high turnover and lack of consistent leadership have hindered operational stability; and the failure for all board directors to complete required ethics training. With the results of this long-anticipated audit now being public, Griggs confirmed as far as the RPA has been able to determine there is still an open investigation being conducted by the San Bernardino County District Attorney’s office. It will be interesting to see how the whistleblower complaint filed last year with allegations proffered by Dr. Clifford Young and others against many associated with WVWD will resolve, considering the findings revealed by state auditors.
In the meantime, although Griggs acknowledged being encouraged by the auditor’s findings and spoke to efforts of the board’s new president, Channing Hawkins, who is working to bend the trajectory of the water agency to align with what is in the best interest of rate payers, the RPA president again stressed the continued need for transparency and accountability on the part of those leading WVWD. “In the end,” a wise person once noted, “if you cheat on someone, don’t think that person is a fool. Realize that the person trusted you much more than you deserved.”

K E E P I N G Of course, there are the obvious signs of change evidenced in corporate statements, commentary and surface changes; shifts in behavior regarding owners of major sports teams will allow (what about what players and fans will demand?); the taking down of monuments and flags, etc. These are all good first, symbolic steps, but the proof will be in the pudding so to speak—when Black and Brown communities insist on going further, when they continue to push, demand and refuse to settle for anything less than substantive, systemic change. I believe real change can only come when America comes to grips with who and what it really is: A nation, despite its protestations, built on the ideal that all “rich White men” are created equal and it is the color of one’s skin that endows them with “certain unalienable rights that among these are life, liberty and the pursuit of happiness.” It has been abundantly clear for centuries those words were never intended to include the Red and Brown people rooted here or the Black people forced here or other people of color who settled here—though they all wanted to believe in this disingenuous promise. Today, it is appropriate we ask ourselves who would America be had it not enslaved and brutalized a people and forced them to build and sustain its economic base for well over two hundred years? Who would America be had it not committed genocide against the land’s native people, stole land from under them and given it freely to White settlers who used it to build generational wealth? Who would America be if it had not exploited the poorest in Mexico to work for wages and in conditions no better than Black slaves who toiled America’s land before them? Who would America be if it did not undercount its Black, Brown, and Red populations to deprive their communities of their share of tax dollars and legislative representation? Who would America be if Black and Brown people were not imprisoned in facilities located in White rural areas who not only get the benefit of their Black and Brown bodies to entitle the rural Whites to added political representation and increased shares of tax dollars virtually

stolen from Black and Brown communities by a criminal justice system purposely designed to benefit rural Whites while undercutting funding to Black and Brown communities, with the added benefit of assuring corporations virtuallyfree prison labor? Who would America be if it dealt fairly with its Red, Black and Brown citizens? Well, there would still be those with mindsets of White Supremacy, but they would not be in power provided, of course, everyone who is eligible to vote and wants to vote, is allowed to do so. America can be different but not if this moment is allowed to slip away with corporate platitudes and symbolic, though important gestures, like removing monuments and flags, we will be having this same discussion 401 years in the future. America needs legislative actions without escape clauses and loopholes like the nation’s infamous tax laws. America needs leaders who are not Democrats serving as Republican-light. America needs real change. Radical change. For those who, like during the civil rights era said, “go slow.” I respond and say, “Demanding equity after 401 years is not a radical request. It is an unrelenting called for justice. I applaud the brilliance of the BLM movement. They seem to understand America will always kill the king—the leader of any movement that catches fire. We know just as in ancient times those in power sought to kill political leaders who rose in the midst of the oppressed. That may partly explain why Obama walked softly, why so many of us held the nation’s first Black president in constant prayer. We know America’s history. Many of us lived it. We can look no further than Black leaders like Martin, Malcolm, Medgar, Fred and, so many others. We know they demonize and threaten our Black women like Fannie, Angela, Afeni, Merlie and others. The beauty and brilliance of the BLM movement is they apparently understand America’s penchant to demonize and kill the king while doing the least possible to facilitate any real change before quickly returning to business as usual. BLM is not only saying, “We will not give you
an individual target,” they are also saying, “we will not accept returning to business as usual.” Getting rid of Trump and the Republican Party that enables him, will not be enough. Republican-light as a solution to the extremism of Trumpism is not enough. Plotting a laborious path forward that will take another 401 years to attain equity for Black Americans and others is not enough. It is time for radical change. As Frederick Douglass admonished, The struggle may be a moral one, or it may be a physical one, or it may be both. But it must be a struggle. Power concedes nothing without a demand. Newsom Halts Test Site Expansions for Low Income Communities Sacramento – Governor Newsom has halted expansion of a multimillion-dollar initiative designed to facilitate COVID-19 testing for low-income inner-city, rural, and other disadvantaged communities. The program launched by the governor in April, is not only halting expansion, it is threatening to relocate some sites just as communities all over the state experienced a spike in positive cases in recent weeks and hospitalizations are also on the rise. Kaiser Health News reported State Health and Human Services officials are prepared to remove state funded test sites being underutilized—the state has a utilization goal for test sites to be at 80 percent capacity. By this standard, one example of an under-performing test site now at risk of location is currently situated in the community of Temecula in Riverside County. The state sponsored test facility purportedly received notice in mid-June it would be moved to another county if it is unable to increase its testing to 50 percent of capacity. Critics are concerned the state is more focused on getting testing numbers up than assuring those in underserved communities maintain access to COVID-19 testing. There were 19,450 confirmed cases of COVID-19 in Riverside County on Friday, July 3rd, an increase of 730 cases from the day before. In addition, the death toll in the county increased by 14 on Friday, July 3rd reaching a cumulative death toll of 479, up from Thursday’s cumulative total of 465 deaths.
