Menifee Taking Control of Local Law Enforcement Menifee – The community of Menifee in Riverside County announced plans to create its own police department and take responsibility for law enforcement within its city limits. The community of about 100,000 residents has elected to discontinue its contractual relationship with the Riverside County Sheriff’s Department and will establish its own police department to provide law enforcement services to its community. In Menifee, as in cities across the region, police costs consume a large portion of its budget—nearly 30 percent. By implementing its own police department, the city hopes to save nearly six million dollars a year.

Earthquakes Trigger Sense of Unease Across Southern California

A

7.1 magnitude earthquake rocked Southern California Friday evening, July 5, 2019. It was the strongest earthquake to hit the golden state in 20 years. The state has not stopped rocking since a 6.4 magnitude earthquake struck the same region near the community of Ridgecrest Kern County that hit around 10:34 a.m. on July 4th; for less than a day, it was the strongest quake to hit California in twenty years. Both quakes were felt by millions across a vast area that extended from Los Angeles to San Diego to Las Vegas and beyond. Although the cost of damages from the July 4th quake was estimated between ten to one hundred million dollars that has changed in the wake of Friday’s event. FAME, Providing Advanced Medical Care in Tanzania

arlier this year select students and members of the inland community were invited to a presentation by the Foundation for African Medicine & Education/Advanced Medical Care for Underserved Communities in Tanzania (FAME), co-sponsored by the UC Riverside School of Medicine, the UC Riverside School of Public Policy, & the UC Riverside College of Natural & Agricultural Sciences. Frank L. Artress, MD, Founder of FAME with his wife, Susan Gustafson, presented information about their program which provides advanced medical care for underserved communities in Tanzania. The effort is focused on addressing the very high infant and maternity death rates there. The program team uses a large van as a mobile medical clinic and also supports a 24bed regional medical center which operates in association with the nearby Rift Valley Children’s Village residential elementary school near Karatu, Tanzania.

Mentoring Black Boys

B

lack males in America face insurmountable odds across several domains that inhibit growth and success for the future. Many Black males in America are left without proper support and guidance to steer them towards achieving goals and setting higher standards for excellence. As a result, national statistics continue to emphasize the various odds that are against Black males. According to the Schott Foundation for Public Education, in 2016 they found that only 59% of all Black males graduated high school. In recent years, the pool of available Black male mentors has fallen short due to various outside influences such as the mass incarceration of Black males. Countless African American boys in this country are being raised by women who are doing the very best they can, but face tough challenges especially when a boy becomes a teenager. Some mothers coddle their sons to the point where their sons can’t function in society. Some of these young men feel entitled, and they feel like everything should be done for them. If you are doing everything for, and making excuses for your son, stop it now. You are not helping him by doing this. People in the real world expect him to act like, and will treat him like a man. Why mentoring matters? As a mentor of African-American boys, I

can tell you our young men are in a lot of trouble. Many young AfricanAmerican men today do not care about education, their appearance, or hard work, and many of them do not have respect for their elders or women. This does not apply to all young African-American men, I know there are many out there that are doing, and trying to do the right thing and are role models of success and encouragement. The research is pretty clear—when done well, mentoring can be transformative. It can inspire and guide people to pursue successful and productive futures, reaching their potential through positive relationships and utilization of community resources. It is incumbent on programs that provide mentors for youth to consider the best ways to structure their programs to maximize the likelihood that the relationship between the mentor and mentee will be transformative. Finding mentors in the community starts with reaching out and contacting community organizations and talking to leaders and event organizers. Good chances are that available mentors have already established themselves as community leaders. Attending or participating in various community events will lead you to more exposure to possible mentor candidates.

San Bernardino Chief of Staff Makes Quick Departure in Midst of Gathering Storm San Bernardino

I

n the wake of an ego bruising defeat by California Assemblymember Sabrina Cervantes to represent the region’s 60th Assembly District in November 2018, Republican Bill Essayli found a home as Chief of Staff of San Bernardino’s Mayor John Valdivia who was elected for the first time in the same election cycle. Last week Essayli announced he was resigning his position as Chief of Staff and planned to return to practicing law. However, as a young Republican who also happens to be Muslim, some suspect he still has political yearnings. During his short tenure as Valdivia’s chief of staff, Essayli was often criticized for some of the plans he presented on behalf of the mayor. Washington, D.C. – U.S. Congressman Mark Takano has once again introduced legislation to protect students from for-profit colleges by seeking to establish strong regulations for the for-profit college industry. This legislation was originally introduced by Takano in 2015. The abrupt closures of for-profit colleges such as Corinthian Colleges, ITT Technical Institute and others which impacted far too many students in the inland region, brought to light the urgent need to rein-in the predatory and fraudulent practices in the for-profit college system. If successful the Protections and Regulations for Our Students or PRO Students Act will protect students and taxpayers against fraudulent colleges, give cheated students access to loan relief, and hold for-profit colleges to strong measures of accountability.

alifornia’s new budget includes $280 million for programs to make college more affordable for the state’s students. As a result, eligible students will now able to attend community college free for two years— an enhancement to the current funding that accommodate one free year. Governor Gavin Newsom stressed, “Higher education is not just CSU or UC. The first door of higher education is community college for millions of Californians and we’re proud to have a second year of community college free.” The budget’s nearly $42 million dollars increase to Cal Grants is designed to provide greater tuition assistance to the state’s lowincome and middle-income students. AB 19, the bill which authorized the California College Promise program which allocates the infusion of funding to the state’s 114 community colleges is designed to help students overcome costs related to attending community college

and as a result, is not solely focused on tuition. The legislation as written actually gives these colleges fairly broad discretion in how they choose to use the funds. As such the dollars cannot only be used to offset the cost of tuition but also to defray the cost of laptops, textbooks and other expenses based on the schools’ determination and qualifying criteria. UCR’s Health System Welcomes New Resident Physicians

n Monday, July 1, 2019, 26 new doctors began their positions at the Riverside University Health System (RUHS) Medical Center, where they will spend the next three to seven years training in their specialized fields of medicine. The doctors—all recent graduates of medical schools from across the country—started their first week on the job with orientation and as is tradition, a “white coat ceremony,” where each doctor was ‘coated’ with the long white jacket that has become a symbol of trust and professionalism in the medical field. “Take care of yourself. Take care of each other. The days will be long, and the years will be short,” said Dr. Roger Garrison, associate director of graduate medical education to the new physicians during the ceremony. During the orientation senior resident physicians also shared learned advice with their junior colleagues and encouraged them to take time to care for themselves. The seniors also stressed the importance of forging strong bonds with their cohorts as well as the importance of taking time to know their patients. “Medicine is very humbling, and it is so inspiring to learn about that patient who has been a husband for 60 years,” said Dr. Tony Hu, senior resident in RUHS’ anesthesiology residency program. “Your choice to train at a county hospital speaks to your dedication and selflessness.” RUHS sponsors five physician residency programs including Anesthesiology, General Surgery, Neurosurgery, Orthopedic Surgery and Family Medicine—the oldest accredited family medicine program in California dating back to 1971. Collectively, RUHS residency programs support a total of 116 fulltime medical residents each year. But training doctors in a region that has only half of the physicians it needs doesn’t stop there. Over the next year, more than 1,000 physician residents and medical students will perform clinical rotations at RUHS Medical Center through academic affiliations with schools of medicine at UC Riverside, Loma Linda and Western University. RUHS is also expanding

West Valley Detention Center Deputies Arraigned on Criminal Charges San Bernardino

ounty deputies Luke Van Ginkel, 22, and Arthur Enriquez, 33, were charged with felonies on May 22 and arraigned on June 17, 2019 in relation to an alleged violent assault of an inmate at the West Valley Detention Center in Rancho Cucamonga. Van Ginkel was charged with one count of assault by means of force likely to produce great bodily injury and the other count was for making a criminal threat. While Enriquez was charged with being an accessory to the assault. According to reports, late last year Van Ginkel orchestrated a fight between two inmates, Alex Garcia and Richard Freeman—Garcia has also been charged with assault. The investigation was prompted when deputies received an inmate grievance around December 31, 2018 describing a purported incident of staff misconduct at the detention facility.

During the same shift, a sergeant also received the grievance. The sergeant launched an investigation which revealed suspected criminal misconduct involving deputies Van Ginkel and Enriquez who had reportedly enabled an assault on one inmate, Richard Freeman, by another inmate, Alex Garcia. Riverside County Mistreated Inmates in “Solitary Confinement” S.E. Williams Contributor

“The evidence is overwhelming that it should be deemed as such: solitary confinement in the U.S. is arbitrary, abused, and unnecessary in many situations. It is cruel, degrading, and inhumane and is effectively a ‘no touch’ torture.”

A

2017 Human Rights Watch (HRW) report detailed how “California’s system of pretrial detention keeps people in jail who are never found guilty of any crime.” As noted, poor people are the most impacted, however middle-income individuals also fall victims to debilitating debt just to gain their freedom in order to more effectively fight their cases. However, the bottom line is a majority of those locked up in county jails have yet to go to trial. The facts are staggering. Between 2011 and 2015 there were nearly 1.5 million felony arrests in the state. Although these individuals were jailed, nearly a third of them—approximately half a million people—were never convicted of a crime.

In 2017 it cost California taxpayers an average of $114 per day to house an inmate. HRW examined costs in six counties over a two-year period including Alameda, Fresno, Orange, Sacramento, San Bernardino, and San Francisco and found that collectively taxpayers in these six counties paid a total of $37.5 million dollars in inmate housing costs. County jails in California hold more pre-trial detainees than any other state in the nation. In recent years the average number of pretrial detainees in county jails was about 63 percent. San Bernardino County’s average exceeded 75 percent while Riverside County’s pretrial detention rate ranged between the low 60s and mid- 70s. Considering these startling statistics, Riverside County’s recently released Grand Jury report challenging the Sheriff Department’s inconsistent application of “Privileges and Rights” within a county detention center was concerning not only because we know at a minimum 60 percent of those inmates are pre-trial detainees who have not been convicted of a crime, but also because of the language used which identified those subjected to the inconsistencies as having been placed in “administrative housing” versus using the least popular and most controversial identification of “solitary confinement.” In 2011, UN Special Rapporteur on torture Juan E. Méndez, said to the General Assembly, “Segregation, isolation, separation, cellular, lockdown, Supermax, the hole, Secure Housing Unit… whatever the name, solitary confinement should be banned by states as a punishment or extortion technique.” Méndez pointed to several scientific studies that established, even a few days of social isolation can have lasting mental damage. The percent of Riverside County inmates who may not be guilty of a crime yet are at risk of being subjected to the psychological impacts of solitary confinement is egregious.

This concern is exacerbated when those who are not guilty and confined already suffer from some form of mental illness—for many it crosses further into the arena of human rights violations. In 2017 a Stanford Law report showed at least 30 percent of Riverside County inmates suffered from mental illness. Although Riverside County’s 2018 – 2019 Grand Jury report was careful in its use of language to some extent it purportedly appeared disingenuous in its description of those held at the Robert Presley Detention Center as follows: Firstly, in the opening paragraphs of the 2018 – 2019 Civil Grand Jury Report section titled, “Riverside County Sheriff’s Department’s Inconsistent Application of Privileges and Rights within the County Detention Centers” states: “The Robert Presley Detention Center (RPDC), located at 4000 Orange Street, Riverside, California is operated by the Riverside County Sheriff’s Department (RCSD) and houses inmates/detainees who have been convicted of a misdemeanor or a felony and serving their sentences or are waiting for a court appearance.” This description could be considered by some as misleading when considered in light of the information noted above which shows the majority of inmates (between 60 and 75 percent) either cannot afford to post bail, are hoping to be released on their own recognizance, are pending arraignment; or waiting for a conclusion to their criminal case and have not been convicted of a crime. Secondly, Administrative Segregation (AD-SEG) as noted above is just another term for solitary confinement. Some wonder if the Grand Jury (Rivor-GJ) wished to avoid the inflammatory mental images of humanitarian abuse conjured when one reads/hears the term “solitary confinement.” According to the Rivor-GJ many AD-SEG inmates in county detention are housed in individual cells for 23.5 hours per

S T O R Y day—it is hard to argue this is not solitary confinement. The Rivor-GJ investigation into issues involving inmates in solitary confinement at the Robert Presley Detention facility was initiated in response to a January 2019 article in the PressEnterprise (PE) that brought attention to a hunger strike by inmates held in solitary confinement at the facility. The inmates were refusing to eat to bring attention to facility officials’ (1) failure to review the inmates (housing) classification status; and (2) failure to consistently provide inmates the 30 minute allotted time for recreational and shower access each day—inmates by regulation are entitled to 30 minutes each day to shower make phone calls, etc. This time was frequently being cut short and inmates were never compensated for it later. According to policy, inmates are placed in solitary confinement (AD-SEG) when he/she “presents a potential threat to his/her own safety, the safety of others, endangers facility security or jeopardizes the integrity of any investigation…” In some instances, inmates at Robert Presley were even placed in solitary confinement for having suspected affiliation with a gang even though they hadn’t committed any infractions while in custody. Inmates who disagreed with their solitary confinement had only one recourse—filing an informal grievance and they were not allowed to be present when the grievance was reviewed. This denied them an opportunity to make a statement or give any factual or mitigating reason(s) or evidence for removal from solitary confinement; nor, were they allowed to be present for any 30-day review to have their housing placement reconsidered. Additionally, they were prohibited from filing a formal complaint for reconsideration. The Rivor-GJ rejected the county’s policies in relation to these inmates stating the Riverside Sheriff’s Department “must

ensure that the grievance/appeal process, which is afforded to every incarcerated/detained person, be universally applied to all situations. The Rivor-GJ further declared those housed in these units must be afforded the same opportunity and right as any other inmate/ detainee, to appeal their placement up the chain-of-command to a Commander (Captain) level. Noting further how all policies and procedures must be reviewed and updated annually to ensure conflicting or inconsistent information is corrected. The Rivor-GJ found the sheriff department was out of compliance in this regard and stressed, “All correctional policies must be enforced.” Stating further this was necessary, “[T]o maintain stability and assure the inmate population [knows] that all policies will be consistently enforced and not applied capriciously.” It warned, “Staff must not create a work culture of deliberate indifference or institutional complacency.” The Rivor-GJ when on to advise the sheriff department that when situations occur which disrupt inmates’/detainees’ routines there must be a mechanism in place to ensure their privileges and rights are promptly restored. Noting further, “Inmates should not be unnecessarily deprived of their entitlements without a contingency plan in effect.” In addition to these findings and recommendations, the RivorGJ recommended the Sheriffs’ Department take a proactive approach to supporting the inmates’ ability to bring their grievances, issues and/or concerns to a manager on a consistent and monthly basis, offering this would create opportunities to resolve issues before they escalate. The IE Voice/Black Voice News presented the Riverside County Sheriffs’ Department with a series of questions related to the Rivor-GJ report. They had not responded by press time.

Middle School Girls Learn Cyber Security San Bernardino

T

his year, in partnership with the Girl Scouts of San Gorgonio Council, Cal State San Bernardino hosted its fourth annual GenCyber summer camp. The Girl Scouts of San Gorgonio Council recruited about 250 girls to participate in the program specifically partnering with the community’s underserved. The weeklong cybersecurity-focused camp for middle school girls in both Riverside and San Bernardino counties was held on the campus of Cal State San Bernardino from June 17-21. The experience featured activities led by CSUSB faculty and students as well as cyber industry professionals from companies like Facebook, Google, IBM, Bank of America, Red Hat, Northrup Grumman and the Department of Homeland Security. During the program, according to the CSUSB Cybersecurity Center website, “The girls learn safe online behavior, how to be good citizens, and were introduced to careers in the cybersecurity field.”

As part of their experience the young women learned how to fly and hack drones, solve cyber forensic cases, code and network. They also learned online safe practices with social media, participated in an escape room and navigated the university’s ropes course. The vision for the GenCyber program to be part of the solution to the nation’s shortfall of skilled cybersecurity professionals. Program directors hope by participating, enough young people are inspired to direct their talents in this area. Cybersecurity is critical to the future of national and economic security as the world becomes even more reliant on cyber-based technology in almost every aspect of daily life. The GenCyber camp is funded jointly by the National Security Agency and the National Science Foundation. A total of 122 GenCyber camps are scheduled across the nation for summer 2019. by a series of aftershocks there were largely expected to decrease in frequency over time. Although the United States Geological Service (USGS) advised citizens to expect 50 to 700 magnitude 3 or higher aftershocks in the following days and weeks, few residents anticipated the greater magnitude earthquake experienced Friday evening. On average, the USGS explained, a magnitude 6.4 earthquake will produce an aftershock as large as magnitude 5.4, and about 10 aftershocks with magnitude 4.4 or larger. Within one hour of the July 4th earthquake there were numerous aftershocks, the largest of which was a magnitude 4.7 earthquake that occurred two minutes following the event. Friday morning a magnitude 5.4 earthquake struck near Searles Valley. In the wake of Thursday’s quake the USGS estimated a 9 percent chance of one or more aftershocks of magnitude 6.4 or larger in the next week. That probability became a reality with the 7.1 event Friday evening. Though the quake triggered fires, power outages, and other damages, fortunately there were no reported deaths. Over the past 40 years, eight other earthquakes of a magnitude five or greater have occurred within 31 miles of the quakes experienced July 4th and 5th. The largest of these was a magnitude 5.8 event on September 20, 1995, centered about eight miles to the west-northwest of the July 4th earthquake. It was felt strongly in the China Lake-Ridgecrest area, and more broadly from Los Angeles to Las Vegas. In the wake of Friday’s earthquake CalTech experts say the state can expect nearly 30,000 aftershocks of a magnitude 1 or greater in the coming weeks. In addition, they advised there exists a 27 percent chance for an aftershock of a magnitude 6 or greater in the coming week and further warned of a three percent possibility of a magnitude 7 quake in the next week. California Governor Gavin Newsom has declared a state of emergency for parts of the state that experienced the most damage from the quakes and sent a formal request to President Trump on Saturday requesting an Emergency Declaration for Direct Federal Assistance in the wake of the July 4 and July 5 earthquake events.

Consider the facts as presented by the CDC—”Black youth do not commit more crimes than Whites youth.” Yet in 2015, according to Department of Justice, data of the nation’s 48,043 incarcerated youth showed 44 percent were Black, even though Black youth were only 14 percent of the nation’s population. Today, American’s criminal justice system holds about 2.3 million people in 1,719 state prisons, 109 federal prisons, 1,772 juvenile correctional facilities, 3,163 local jails, and 80 Indian Country jails as well as in military prisons, immigration detention facilities, civil commitment centers, state psychiatric hospitals, and prisons in the U.S. territories. Now we must add to those numbers, the thousands of immigrants held in detention facilities across the country. We know the story too well—America is 4.75 percent of the world’s population and incarcerates over 20 percent of the world’s prisoners. As we march (and rightly so) in protest of the mass incarceration and horrifying treatment of asylum seekers and cry out for the wellbeing of their children, we must remember their incarceration is not an aberration but an expansion of what happens every day in America. The handwriting of a white supremacist mindset that fuels the unequal treatment of minorities has been scrawled on the wall of this nation for generations.
