Drifting Toward Authoritarianism
M
y mother always told me I was too melodramatic. Maybe I am and were she alive today I wonder what she would say regarding my commentary this week that is based on the premise that none of us in America are safe. Whether we are hearing chants of “Jews will not replace us,” learning of women being forced to give birth to the child of her abuser, or having a U.S. Supreme Court associate justice advocating for the reversal of sodomy protections and marriage rights of LGBTQ+ citizens, it is easy to forget this is just the tip of the iceberg so to speak. We must also recognize we’ve become a country where immigrants of color-especially Blacks are denied asylum, where the poor are left to languish on the streets, where mothers with children are forced out of housing due to an inability to catch up with past due rents, where schools are banning books, and where many major media outlets continue to emphasize the need for a form of ‘fair and balanced’
The availability of guns and the penchant for violence as continuously demonstrated in senseless mass shootings–mostly (though not all) executed by young white men many of whom mistakenly believe their white privilege is being unfairly taken away. This, combined with rabid hatred of the other being fueled by a media system where dis and mis information is weighed by the same measure as truth or information has become so contorted and repeated on social media with perverse intention that even people of good will are getting caught up in an ‘us against them mentality of Darwinism where “only the strong” survive. The mis informed believe what better way to exhibit strength than to walk around with the most threatening weapons available as a metaphor for their manhood. Such thinking has always been dangerous however when coupled with the movement of fascist nationalist ideology currently sweeping large swaths

For those willing to look, it is easy to see how a foundation is clearly being laid for an uncivil society where none of us who fall outside the model of the straight, christian, heterosexual white male will ever be safe without their approval as long as zealots control many of the courts and elected leadership positions in a country where state’s rights offer a green light to abuse of power and control. When all of this is considered in light of the nation’s obsession with guns as we continue to kill one another without reason disproportionate to any other country in the world–it serves as another indication we are in danger. And, although the January 6 insurrection was a poorly executed rehearsal of what may come, it was a rehearsal nonetheless.

Two Key California Laws Effective July 1 Phyllis Kimber Wilcox | Staff
O
n July 1, two new laws took effect in California, one impacts school start times for both middle and high schools, and the second addresses the issue of ghost guns. School Start Times This law addresses research that has determined early school start times have long term detrimental effects on teens who need more sleep than adults. Lisa Lewis. parent, journalist and author of the book The Sleep Deprived Teen: Why Our Children Are So Tired and How Parents And Schools Can Help Them, in association with lawmakers and a group called Start School Later, were instrumental in passage of the new law. Concerned over the effects early school start times had on her teenage son, Lewis began to research the topic. Lewis stated, "There was a body of research about teen sleep and the link between that and early school start times that went back for decades. It's a huge issue of how it (lack of sleep) affects mental health, mental health rates have worsened.” Also, according to Lewis, rates of depression are higher, rates of anxiety are higher, suicidality rates go up actual suicide rates go up..so across the board there are some very very serious issues that come from being sleep deprived. The new law requires that middle schools cannot begin earlier than eight o'clock in the morning and High schools cannot begin earlier than eight thirty in the morning. There are exemptions for rural school districts. Ghost Guns This law addresses ghost guns, which are homemade guns that lack serial numbers and are therefore untraceable by law enforcement. These guns are increasingly used to commit crimes. The new law closes a loophole in California law related to ghost guns and domestic violence restraining orders and red flag laws. Effective July 1, these guns will be included in state law in relation to these concerns by allowing law enforcement and the courts to remove such

weapons from a person believed to be dangerous as a way to prevent crimes and possibly save lives.

Biden Takes Steps to Defend Reproductive Rights Breanna Reeves | Staff
W
hile President Biden has clarified that the only way to restore nationwide reproductive rights previously protected under Roe v. Wade is through Congress, “Until then, he has committed to doing everything in his power to defend reproductive rights and protect access to safe and legal abortion,” the White House said in a statement. To this end, he took steps to safeguard those rights by issuing an executive order on Friday, July 8. Under the Executive Order Protecting Access to Reproductive Health Care Services, Biden aims to protect access to FDA-approved abortion medication, expand access to emergency contraception and convene volunteer lawyers to take on legal issues that are expected arise. Biden instructed Secretary of Health and Human Services (HHS) Xavier Becerra to submit a report within 30 days that outlines how to protect reproductive health care services. “I share President Biden’s unwavering commitment to protecting access to reproductive health care, including abortion care – no matter who you are or where you live,” Becerra said in a statement. “At his direction, HHS initiated concrete action to protect access to these critical health care services, as well as the privacy and legal rights of patients and providers.” Becerra stated that HHS is working closely with the Attorney General and other federal institutions to guarantee that patients and providers are supported. After the Supreme Court’s ruling in Dobbs v. Jackson Women’s Health Organization on June 24, Becerra announced that HHS will take action to protect reproductive health care access by: increasing access to medical abortion, protecting patients and providers from discrimination, protecting emergency abortion care, ensuring family planning resources for providers and strengthening family planning care. With the president’s executive order, Becerra and HHS are tasked with taking additional actions that will address protecting access to reproductive health care services and those who are seeking services from all sides. The executive directs:
• Health and Human Services to identify ways to bolster education about access to reproductive health care services, which includes sharing information about how to obtain free or low cost reproductive services and awareness about reproductive rights. • Health and Human Services to identify measures to ensure that all patients “receive the full protections for emergency medical care afforded under the law, including by considering updates to current guidance on obligations specific to emergency conditions and stabilizing care under the Emergency Medical Treatment and Labor Act.” • The Attorney General and the Counsel to the president to assemble a meeting of attorneys and public interest organizations to encourage pro bono lawyers to provide legal assistance to those who are lawfully seeking reproductive health care services throughout the country. • The Attorney General and the Secretary of Homeland Security to consider actions to address the safety of patient privacy, providers and third parties, as well protect the security of clinics and other establishments that provide access to reproductive and related health care services. • The Chair of the Federal Trade Commission (FTC) to consider taking appropriate actions to protect consumer privacy rights with regard to information about reproductive health care

ith the 2022 Midterm Elections approaching, reports show that over 55 million Americans are unregistered to vote, and approximately 10 million are African Americans who are eligible voters. The National Newspaper Publishers Association (NNPA) and the Transformative Justice Coalition (TJC) are committed to understanding why voter mobilization is still “lacking notably among Black Americans across the nation.” During the national convention marking the 195th-anniversary celebration of the Black Press of America in New Orleans, leaders of the NNPA and the TJC announced a get-out-to-vote campaign (GOTV) aimed at registering and mobilizing GOTV for 10 million more African Americans to vote in time for the 2022 midterms. “What if those 10 million were registered? We wouldn’t have worried about Donald Trump or the craziness of what the U.S. Supreme Court is
doing now,” said NNPA CEO Dr. Benjamin F. Chavis Jr.. “Elections have consequences. The overturned Roe v. Wade, the overturned gun laws – are consequences of elections.” The TJC has recorded 72 voter suppression tactics preventing citizens from casting ballots. The organization cites strict voter laws in many Republican-led states, deceptive practices like robocalls, early voting cuts, and voter intimidation. “[Anti-voting rights organizations and individuals] have trained 10,000 people to be poll disruptors to go to only Black polling sites,” said founder and president of TJC, Attorney Barbara Arnwine. TJC’s mission is based on creating systematic change that achieves racial, gender, economic and social justice and human rights through public education and engagement initiatives that attend equally to continued on page 8

Educational Equity in Action through Riverside Unified School District’s Heritage and Legacy Programs

T
he Heritage Program was developed during the 2013-2014 school year by now Superintendent Renee Hill to address the gap for African American students finishing their A-G courses, which are prerequisites for attending both UC and CSU institutions of higher learning. Prior to the development of the program, while students were graduating throughout the district at high rates, they fell short of meeting academic requirements that would allow them to attend a four-year university. The program provides academic and emotional support for Black students who need additional guidance as they navigate their academic journey. Teachers and counselors automatically identify students as heritage students if a student identifies as African American. “We know and understand that the educational journey for many of our African American students is not easy,” explained Rochelle Kanatzar who is the district manager of the Heritage Program.

In April, Riverside Unified School District celebrated 173 Heritage Scholars at North High School. Since the implementation of the program, the district has seen a growth in students regarding A-G attainment, from 30% to 50%, according to Kanatzar. With the Heritage Program, students are given extra support which means providing tutoring and taking a closer look at transcripts to make sure students are on track. “Our kids just get an additional layer of support, because that’s what equity is. It’s kids getting what they need and the data states that our African American kids need a little bit more care,” Kanatzar explained. Kanatzar has been in her current role for about four years now and her job is to oversee the program at large and support RUSD site contacts at schools. There are Heritage Programs embedded at school sites across the district, including Ramona High School, Poly High School and North High School. Gabriel Thompson, 18, recently graduated from North High School and participated in the Heritage Program where he engaged with other

S T O R Y to 275 as of 2022. Kanatzar is also the Legacy Coordinator. Both programs also go beyond encouraging academic enrichment in a school setting by exposing students to other cultural and educational experiences like going on museum tours, things outside of “the bubble that is Riverside.” Kanatzar explained that the district has seen improvement among their English learners, from a graduation rate of 50-60% to 90%. The district is currently in the “infant stages” of examining what these programs could look like at the elementary and middle school level. “What we know to be true is that a college going spirit, and an ‘I can’ attitude towards education starts way before high school, it actually starts in elementary school, in kindergarten, to be honest with you,” Kanatzar stated. “And so we’re trying to kind of devise a plan on what that can look like. We’re very excited about the opportunity to grow this district wide.”

Thompson is headed to Stanford University in the fall where he plans to study political science. He offered advice to Heritage students: “My advice to them would be to not be afraid to utilize Heritage’s resources. Often, pride stops people from seeking help, especially when they’re under the impression that they can do everything by themselves and succeed, and not have to rely on everyone. But in order to succeed, or in order to successfully complete education or even just high school as a whole, it takes a village.” Thompson’s mother, Nicole Petty, was an active parental participant in the program. Petty recognized early on that her son, who is biracial, needed the support and insight of Black role models — “to sort of give him their insight that I can’t as his White mom,” Petty explained. Petty said she and her son are very thankful to have participated in the program and expressed
gratitude for teachers at North including Angela Washington who is the Heritage site contact at the school. “This program is needed and necessary. It gives our students a community where they know they have students, teachers, counselors and administrators that are here to support and guide them,” said Washington in a RUSD statement. “If I only had this opportunity when I was in school, I would not have struggled as much as I did." With the success of the Heritage Program, which received the Golden Bell Award in 2021, the district launched the Legacy Program in 2017 as a “sister program” that provides additional support for Academic English Learners. Following California’s Multi-Tiered System of Support (MTSS) framework, both the Heritage Program and Legacy Program provide students with additional academic support to encourage equitable access and opportunities for achievement. Moving Toward Health Equity in the Wake of the COVID-19 Pandemic
A
s Californians move into the third year responding to the COVID-19 pandemic it is undeniable that the state has gone through seismic changes. The social, economic and environmental challenges Jazmine Chism facing BIPOC (Black, Contributor Indigenous, & People of Color) communities have been amplified as a result of the the pandemic. Increased death rates, lower vaccination rates and gaps in information sharing with BIPOC communities has brought these inequities to the forefront of public health discussions.
While work is currently being done to mitigate disproportionate outcomes, we need to keep the momentum up and increase efforts that move us closer to health equity. As we have responded to the COVID-19 pandemic, health care providers must reconcile what has worked and what practices belong in a more equitable public health future. Social constructs Overrepresentation of Black, Latino and Native people in frontline jobs where they faced increased risk of exposure to the virus is one example of the social constructs that made these communities more vulnerable during the pandemic. Quarantine was one of the most sobering
catalysts to the country’s awakening around racial and socioeconomic injustices in BIPOC communities. From the onset of the pandemic, the virus noticeably increased the mortality and infection rates of the BIPOC community. According to the Kaiser Family Foundation, data shows that, “Hispanic, Black, and American Indian/Alaska Native (AIAN) people are at least twice as likely to die from COVID-19 as their white counterparts and that Hispanic and AIAN (American Indian and Alaska Native) people are at nearly two times greater risk of COVID-19 infection than white people.” Challenges to equity and the quest for community-centered solutions BIPOC communities face unique challenges continued on page 17

in attaining COVID-19 Vaccine Equity. Lack of reliable education regarding the virus, transportation and living conditions, and lack of trust in medical institutions resulting from a history of unethical experimentation are among the most formidable barriers to vaccine equity within BIPOC communities. While the challenges are undeniable, communities have been leading the charge to create solutions that work for them. If we are truly to move toward a more equitable future in public health, we must make sure communities are included in the solution-building process. Community-based training and education have proven to be formidable tools in efforts to increase vaccination rates. By properly educating BIPOC community members about the health disparity they face, they are more likely to make informed decisions about preventative health measures such as the vaccine. A good example of this work is evidenced in organizations like TRAP Medicine (Trust, Research, Access, and Prevention), a nonprofit organization and mobile clinic that goes into barber shops in predominantly Black communities for their “cultural capital” in order to equip employees with the tools they need to engage their customers in conversations about preventive health and mental health services. These are the types culturally informed solutions that are necessary to make a real difference in public health outcomes for communities that have been historically underserved by healthcare institutions. Establishing trust in these communities is a necessary step in the path forward. Traditional institutions like hospitals and clinics should look to community-based models to help improve care for the communities they serve. Removing barriers to representation in health care industry We must also keep in mind the lack of representation in the healthcare field. Due to the income inequality and harsher socioeconomic opportunity that BIPOC communities face, there is an underrepresentation of these communities in higher levels of healthcare service and administration. We must also

engage with policies that support pathways for BIPOC students to be educated and trained to take high-level healthcare positions. By diversifying the public health workforce and fields that indirectly support public health we can move toward health equity. It has been obvious from the COVID-19 infection rates that a lack of investment in public health has exacerbated the negative outcomes of the pandemic. Public serving institutions must evolve and make the necessary changes to provide lifesaving support to the communities that clearly need it most. The sustained engagement with BIPOC and underserved communities must be at the forefront of any public health solutionmaking process. A John Hopkins publication noted that when Pfizer initially tested their COVID-19 vaccine, 10% of participants were Black people from the U.S., about 4,000 participants. With Moderna, 10% of participants were also Black. While Gee said he understands Black people’s hesitation to participate in any medical or clinical trials due to the history of medical experimentation on enslaved Black people, he believes “the landscape has changed for Black people to participate.” As an active clinical trial participant, Gee encourages other people who are curious to ask him questions about his experience, talk to healthcare providers or do their own research about how clinical trials work. Why diversity in clinical trials is important The lack of diversity among clinical trial participants may also be attributed to physician or provider bias. In 2019, Marina Pomare Kaplan, an epidemiologist and a metastatic breast cancer patient advocate, presented a poster at the San Antonio Breast Cancer Symposium on increasing participation using patient-driven solutions. Kaplan found low participation among Black people in her survey and recruited Stephanie Walker, a metastatic breast cancer survivor, to help expand the survey to Black populations. Kaplan passed away in 2020, but Walker continued the research and the project in partnership with the Metastatic Breast

Cancer Alliance to launch the Black Experience of Clinical Trials and Opportunities for Meaningful Engagement (BECOME) project. Image 3 here The BECOME Project report was released in May and found that metastatic breast cancer clinical trials also lack diversity among participants. The survey included 424 respondents, 102 who identified as Black. The report found that 73% of Black respondents said they trusted trials in general, but about 54% of Black respondents said they were not even aware that clinical trials were occurring. Walker explained that clinical trial participation for Black people is essential when it comes to FDAapproved medications that can be ineffective or less effective for Blacks. “ It matters a lot when it comes down to pharma creating these drugs. I feel that they need to have a patient representative, a Black individual, on board to discuss the plans for the medication, what’s going to be used for the clinical trials,” Walker explained. “We all need to be represented in these trials because eventually it’s going to be us taking these medications. Advocating for participation The BECOME report noted that among Black women with metastatic breast cancer, only 40% of Black respondents said they were offered a chance to participate in a clinical trial, but over 80% would consider joining a trial if they had known about one. While this report specifically surveyed Black women with cancer, the results reveal a pattern. “One of the issues [is] a lot of Black people

don’t know about clinical trials. It’s not like a lot of physicians are engaging with Black and brown patients telling them about participating in a clinical trial,” Gee explained. About one in 10 kidney clinical trial participants are Black, according to the American Kidney Fund. Gee said that while he was undergoing peritoneal dialysis before his transplant procedure, he was interested in participating in a clinical trial and asked his dialysis facility about it. After the facility learned that they would not be compensated for Gee’s participation, they refused to allow him to join the trial. When Gee asked the facility director why he couldn’t participate, he was directly told: “He who owns the data, owns the patient.” Unlike Gee, Warfield was told about his clinical trial by his doctor, but he shared that doctors may not always be the one to bring it up, so “you have to bring it to them and kind of force the hand to participate.” “Take that step forward and believe in yourself, this is a good way to be able to take control of your medical condition and be the boss, instead of sitting back and letting something be told to you that may not be as healthy for you,” Warfield advised. For those interested in participating in clinical trials, but who are hesitant, Walker explained that participants always have the option of dropping out of a trial at any time if they feel uncomfortable or decide they are no longer interested. Walker also emphasized the importance of asking questions, talking to the clinical trial team and making sure you feel comfortable with participating.

The nonprofit Gun Violence Archive that tracks gun-related deaths and injuries in near time reported 23,282 gun deaths and 20,188 gun related injuries in the U.S. as of July 11, 2022 and the numbers continue rising year over year. Gun laws are important and do help mitigate gun
violence to a point but until something can be done to pull this nation from the brink of fascism, gun laws alone will not be enough. I hate to sound cliché but sometimes when reason does not work clichés are all we are left with. We must continue looking for ways to build bridges, to talk with those who fear and/or despise us because of how we worship, our race, our ethnicity, our sexuality, our age, our profession, and the list goes on. Martin Luther King Jr. reminded us, “We must learn to live together as brothers or perish together as fools.” And for those who don’t subscribe to this theory because they believe in the power of their weapons I would refer you to another exalted purveyor of non violence, the man who inspired King, Mahatma Gandhi who once wrote, “The strength to kill is not essential for self-defense; one ought to have the strength to die.” It is quite obvious these purveyors of hate are cowards in this regard.
