San Bernardino’s 2020 Census Response Rate to Date is Disappointing . . . It Doesn’t Have to Be! “If you are still looking for that one person to change your life, take a look in the mirror.”
C
onsidering the nation’s tenuous economy and the ongoing uncertainty of what lies ahead and as municipal leaders are being forced to come to grips with too many needs and too small budgets, it is clearer than ever, we must take our communities’ destinies into our own hands. There are many ways to get involved in creating the change desired, some requiring greater commitments than others. However, one of the quickest and easiest things we should and must do—if we have not already done so—is to take a couple of minutes to complete the 2020 Census questionnaire. Nearly everything we face today from COVID-19 and the equity issues it laid bare; to demands for social justice; to cries for more controls and transparency in relation to the police use of force and a greater emphasis on community based policing—all will require funding as well as planning and human resources to resolve. Meanwhile, state, and local governments are being stretched to the max at a time when tax revenues are dropping due to a partially opened economy, high unemployment, and the relentless and devastating impact of COVID-19. The City of San Bernardino, for example, is among many cities all over the country, at the crossroads of these multiple concerns primarily because of its large minority populations and high rate of poverty. According to 2019 census bureau estimates, the city has a poverty rate of over 28 percent and a minority community that collectively, is now the majority. Going forward, as the nation continues to navigate through the COVID-19 crisis and considers the issues of inequity, forward thinkers are beginning to consider a framework in which a picture will begin to emerge of how the country will change in response to current conditions eventually and hopefully reshaping issues of equity and all that contains and ultimately, what those changes will mean for society and of course, the economy.

There is little doubt whatever the next ten years hold, there will be funding allocation decisions made at all levels of government; and those dollars will at least in part, be allocated based 2020 Census data. This is where each of us has an opportunity to positively impact the future of our communities. As residents of the City of San Bernardino look to the future, it is imperative everyone living in the city is counted in the 2020 Census. With the city’s population now being majority minority unless everyone works to ensure a complete and accurate census count—the city will pay a price in the future regarding access to federal dollars. Herein lies the city’s dilemma. Blacks, Latins and other minority groups are historically undercounted in the census; and as a city, San Bernardino does not have a stellar history in relation to census response rates either. The need to increase the city’s response rate by increasing the response rate among its minority citizens, among all citizens, is imperative. According to the Public Policy Institute of California, 76 percent of all Californians belong to one or more groups considered hard to count. In addition to minorities, others who fall into this category include non- citizens, (who, according to the U.S. Constitution, should be counted), as well as renters, children, etc. In anticipation of the challenges to a complete 2020 Census count in California, the state has devoted expansive resources in support of community/church leaders, various nonprofit organizations, minority owned media outlets, small businesses and others who are engaged in the complete count effort. . June data showed the 2020 Census selfresponse rate in California was lower than it was ten years ago by nearly six points—62.1 percent continued on page 18

Drug Trafficking Operations in Riverside Sacramento, CA - The California Department of Justice’s Inland Crackdown Allied (INCA) Task Force completed 17 operations in recent months. INCA, which consists of state, federal, and local law enforcement partners, combats narcotic trafficking, narcotic related money laundering, and associated violence in the Inland Empire. During INCA ‘s recent operations, it seized approximately four million dollars in U.S. currency and arrested 51 individuals on charges of money laundering associated with drug trafficking. Since the onset of the COVID-19 pandemic, INCA advised it has seen a significant increase in out-of-state major narcotics traffickers seeking to obtain narcotics to be distributed throughout the United States. “Not surprisingly, not even a COVID-19 pandemic triggers the “pause” button for those willing to traffic in drugs,” said Attorney General Becerra. “I want to thank the men and women of the INCA Task Force for their tireless work to prevent drug trafficking throughout our state. These arrests should send a strong message that even during the pandemic, we will continue to hold criminals accountable.”

SoCalGas: Living Its Commitment to Communities S.E. Williams | Contributor
T
he Southern California Gas Company (SoCalGas) is continuing to demonstrate how it values people in the communities it serves as more than just customers. In recent weeks it has funded a slate of programs designed to help residents through these difficult times. Following is a summary of some of the company’s most recent community-focused initiatives. Fueling Our Communities With this program SoCalGas has partnered with five regional charity organizations to provide free meals to individuals impacted by the COVID-19 pandemic. In Riverside and San Bernardino Counties this program is partnering with the Family Service Association (FSA). The company has committed $500,000 to provide close to 140,000 meals to 40,000 individuals from underserved communities in Riverside, San Bernardino, Imperial, Tulare, Kern, and Ventura counties. The program will span the summer season in 44 cities and is providing food to seniors, students, families, and migrant farm workers while stimulating local small businesses. “Through the ‘Fueling Our Communities’ initiative, SoCalGas hopes to help fill an essential need by providing meals while helping local businesses as well,” said Andy Carrasco, vice president of strategy and engagement, and chief environmental officer at SoCalGas. He added, “We are thankful for all the amazing organizations and community leaders who have stepped up and joined us to give back to those who need it the most.” Speaking on behalf of FSA, Shannon Gonzalez, the agency’s chief program director said, “We’re thrilled to partner with SoCalGas this Summer to provide nutritious meals to the senior population in the Inland Empire. This program will provide meals to seniors in 24 cities in Riverside and San Bernardino counties– many which are in rural and underserved areas.” “In addition to distributing meals to senior residents weekly with our city partners, FSA will also purchase gift certificates from local restaurants which will allow recipients to visit

their favorite food spots and contribute to the local economy.” Partnership to Feed Healthcare Workers in the Inland Region In mid-June SoCalGas and the Latino Restaurant Association Partnered to provide 1,500 meals to Healthcare Workers in Riverside and San Bernardino County. The partnership hosted two events last month, one for workers associated with the Riverside Community Hospital and another for healthcare workers at the Arrowhead Regional Medical Center Foundation. “These are unprecedented times for our community and as we work to reduce the impact of this pandemic, we thank SoCalGas and LRA
for their generosity,” said Jackie DeSouza-Van Blaricum, president, and CEO at Riverside Community Hospital. David Glick, executive director at the Arrowhead Regional Medical Center Foundation also expressed appreciation on behalf of his team. “This is another great example of how our communities are stepping up in incredible ways to support the brave women and men on the front lines of this pandemic,” he said. Know Your 3 W’S during the Coronavirus Pandemic
I
t’s more important than ever to protect ourselves and our loved ones from the coronavirus. For starters always practice the 3 W’s: Wear a mask; Wait 6 feet apart; Wash your hands. As communities and states begin to reopen their economies as part of the coronavirus recovery, it’s important for all of us to continue to take precautions and remain diligent. Older adults and those with underlying health conditions are still at high risk. As much as we would like all of this to be over, now is not the time to relax our own individual precautions. There's no denying it: Life feels really strange these days. And since COVID-19 will remain among us for some time, these "strange times" are officially becoming our "new normal." Social distancing remains important — and it requires each of us to make pretty substantial changes to the way we live our everyday lives. We're rethinking birthday parties, whether restaurants, gyms and group fitness classes are safe, and even whether or not we should visit loved ones and
friends that are most vulnerable in person. While many businesses, restaurants, schools, churches, recreation facilities and other establishments begin the process of reopening and the number of people allowed to gather in one
place increases, the reported cases of COVID-19 are skyrocketing. Many states, especially those in the south and west — such as Arizona, Texas, Florida and California — are reporting new daily cases surpassing the previous highs reported in April. White House health adviser Anthony Fauci,
M.D., director of the National Institute of Allergy and Infectious Diseases, called this a “disturbing surge” and said that the next two weeks will be critical to slowing the outbreaks. He also warned that it’s impossible to anticipate the dynamics of a possible second wave of infection in the fall. The CDC reminds us that the best way to prevent illness is to avoid being exposed to this virus. There is currently no vaccine to prevent it. It is thought to spread mainly by person-to-person contact between those who are in close contact with each other (within about six feet). The coronavirus spreads when an infected person coughs, sneezes or talks, producing respiratory droplets that can land in the mouths or noses of people who are nearby, and they can possibly be inhaled into the lungs. The message for all of us is clear: We must stay diligent in protecting ourselves and our loved ones. By taking these precautions and staying diligent, we can help protect ourselves and our loved ones and stay healthy and safe.

Black Groups Drag FDA Into Lawsuit Over Newport, Kool Other Menthol Cigs Antonio Ray Harvey California Black Media

even out of 10 African American youth between ages 12 and 17 who smoke use menthol cigarettes, according to the Centers for Disease Control and Prevention (CDC). And, a higher percentage (93 percent) of Black adults who smoke began using menthol cigarettes. That’s more than two times higher than the number of White adults (44 percent) who did the same according to the CDC. The two top-selling mentholated cigarette brands in the United States are Newport and Kool. Anti-tobacco advocates say these numbers are alarming. So, two of the nation’s top organizations committed to decreasing the use of tobacco in the United States, are taking legal action to end the consumption of menthol by African Americans, calling them chemically unhealthy and deadly. They want menthol eliminated from all tobacco products. The two groups, the African American Tobacco Control Leadership Council (AATCLC) and Action on Smoking and Health (ASH) formally announced their joint lawsuit against the Food and Drug Administration (FDA) during a ZOOM news conference on June 17. “We are suing the United States’ Food and Drug Administration for their failure to enact public health policy that protects the health and welfare of African Americans,” said Carol McGruder, co-chair of AATCLC. Represented by Pollock Cohen, LLP, a New York City-based firm, the complaint requests the court compel the FDA to act on the organization’s own conclusion that it would benefit the public health to add menthol to the list of prohibited cigarette flavors in the United States. The AATCLC and ASH’s lawsuit also asks the court to carry out its duties under the Family Smoking Prevention and Tobacco Control Act. That action would also result in the removal of menthol-flavored tobacco products from the marketplace. In California, there is no statewide ban on the sale or possession of flavored tobacco
products. However, a growing number of communities in the state are banning the sale of them. So far, more than 30 jurisdictions have placed restrictions on the sale of mentholated cigarettes. San Francisco County was the first county in the state to ban menthol cigarettes in the summer of 2017. To protect the public and design a healthier future for all Americans, the Family Smoking Prevention and Tobacco Control Act (Tobacco Control Act), was signed into law on June 22, 2009 by President Barack Obama. “When the Tobacco Act was signed, all characterizing flavors were banned from cigarettes. All except menthol,” McGruder said. “Menthol was inexplicably given a pass. Characterizing flavors are the building blocks to nicotine addiction. As we witnessed last year with the nicotine baby epidemic, flavors seduce children (and) nicotine hooks them.” The Tobacco Control Act gives the FDA authority to regulate the manufacture, distribution, and marketing of tobacco products, including: Restricting Tobacco Marketing and Sales to Youth; Requiring Smokeless Tobacco Product Warning Labels; Ensuring “Modified Risk” Claims are Supported by Scientific
Evidence; Requiring Disclosure of Ingredients in Tobacco Products; and Preserving State, Local, and Tribal Authority. Pollock Cohen law firm’s Christopher Leung, an attorney representing AATCLC and ASH, said he hopes the lawsuit “saves tens of thousands of lives” and that it would correct “a terrible wrong perpetrated against the Black community.” “Over 10 years ago, U.S. Congress directed the FDA and the Department of Health to quickly address the harm caused by menthol cigarettes,” said Leung, who specializes in public-interest litigations. “In that time the FDA and the Department of Health have done nothing. Our lawsuit compels these agencies to do what congress directed them to do.” Tobaccofreekids.org has reported that 45,000 African Americans die each year from a smoking-related disease. African American and Latino smokers —76.8 percent of whom smoke menthol cigarettes — likely prefer brands with menthol because the tobacco industry markets those products to young people and Black people, according to the FDA’s “Preliminary Scientific Evaluation of continued on page 9

Two weeks ago, Netflix announced it will drop 2 percent of its cash holdings, up to $100 million, into Black-owned banks and other financial institutions and organizations that directly support African American enterprises, initiatives, or communities. “Banks that are Black-owned or led represent a mere one percent of America’s commercial banking assets,” the Los Gatos-based digital streaming service wrote in a blog post. “This is one factor contributing to 19 percent of Black families having either negative wealth or no assets at all — more than double the rate of White households — according to the U.S. Federal Reserve,” the post continued. “Black banks have been fighting to better their communities for decades, but they’re disadvantaged by their lack of access to capital.” Kaiser Permanente has made a similar commitment. Last week, Kaiser Permanente revealed that it will direct $100 million towards Black businesses in the form of investments and grants. It is the Oakland-based health management consortium’s way of combating racism and promoting equality, company officials say. “The tragic murder of George Floyd and so many others has reverberated around the world, pushing us to demand overdue change to a status quo that keeps communities of color in the margins and holds us all back as a society,” said Greg A. Adams, chairman and CEO of Kaiser Permanente. Kaiser-Permanente's plan is to direct $60 million in joint investments and $40 million in grant funding to more than 2,000 businesses owned by Black and other underrepresented people across the country. The business loans of $100,000 to $4 million is intended to help them overcome systemic economic disadvantage. Kaiser Permanente is also reserving $15 million in grant dollars
to increase access to formal training, business networks, and recovery and growth capital to help African American-owned businesses. “As a country, this is a moment to define who we are and what we stand for. We must take strong action to stop the physical, psychological, economic, and social impacts of inequity and systemic racism so that we can create healthier communities where everybody, regardless of their skin color, can feel safe and thrive,” Adams said. Founded in 1945, Kaiser Permanente is one of the nation's largest healthcare and health management systems in the United States, serving over 12 million members. It operates some 700 medical facilities, including 39 hospitals, with a network of 23,371 physicians, 63,306 nurses and 219,149 employees. The news of Kaiser’s series of actions fall in line with other large companies’ willingness to help make the Black community whole after centuries of slavery, injustice, legal segregation and widespread discrimination. But Black business groups and leaders have questions about how programs such as KaiserPermanente’s will be implemented. The funding

is sorely needed, Black business advocates point out. Yet, putting it in the right places must be strategic. “We don’t want it to be a situation where companies are just throwing money at us. They throw money at a problem and then think it changes the situation. It’s just a band-aid,” said Salena Pryor, founder of the Black Small Business Association of California (BSBAC). “So, the question is how are they going to actually make sure the money gets to the Black communities. That would be our concern.” BSBAC helps advocate for minority-owned businesses that struggle finding resources. In just over a few months, Pryor, a former legislative consultant, said her organization has grown from serving a handful of clients to representing 1,153 businesses and self-employed individuals across the state. She says her organization is still growing. Pryor explains that her concern about how the money will reach its target is warranted. Several studies have documented how major tobacco companies have target-marketed menthol cigarettes to African Americans, beginning in the 1950s. “By continuing to delay, the FDA and the U.S. government are failing to protect the health of U.S. Citizens, particularly, African Americans,” Kelsey Romeo-Stuppy, ASH’s managing attorney said during the virtual press conference. “The U.S. is also falling behind the global trend as countries around the world are increasingly banning menthol.” Some African American leaders, including the Rev. Al Sharpton, have cautioned that making menthol cigarettes illegal will only create room for an underground market, which could expose Blacks to more criminal convictions and increase law enforcement surveillance — particularly in neighborhoods where there are more cases of
police use of excessive force. Sharpton opposed a ban on menthol cigarettes in New York City last year that did not pass. Menthol has been laced in tobacco products for almost 100 years. It is a substance naturally found in mint plants such as peppermint and spearmint, according to smokefree.gov. A synthetic version of the compound can also be manufactured. Smokefree.gov is a website operated by the National Cancer Institute (NCI) under the direction of the U.S. Department of Health and Human Services. Smokefree.gov’s main objective is to assist efforts to reduce smoking rates in the United States, significantly among (certain) populations. AATCLC educates the African American community about tobacco use and cessation, partners with community stakeholders, and public health agencies to inform and affect the direction of tobacco policy, practices, and
priorities, as it affects the lives of Black people. Founded in 1967 and based in Washington, D.C., ASH is the country’s oldest anti-tobacco organization, dedicated to reducing tobaccorelated deaths down to zero. ASH does not attack smokers. Its vision is to combat tobacco. AATCLC and ASH are non-profit entities. The Public Health Law Center, an organization that collaborates with other groups to reduce and eliminate the use of tobacco, supports AATCLC and ASH’s lawsuit. “This landmark litigation is the culmination of a decade of pioneering work by the health champions of the African American Tobacco Control Leadership and other Black-led organizations,” Doug Blanke, the Executive Director of Public Health Law Center, said in a written statement. “It has the potential to reverse the leading cause of death in the Black community.”

Highly respected and recognized for her educational acumen, Glover Woods has served as Chief Academic Officer with the Riverside County Office of Education (RCOE) since 2016 and was a senior leadership associate with RCOE from 2013 to 2016. Even as she takes on this new role, Glover Woods will continue on in her current service to the Riverside Office of Education. “I get the best of both worlds,” she confirmed enthusiastically. As Glover Woods steps into her added responsibilities with BOE, supporters are confident she will be an exceptionally qualified and sincerely committed voice for students, educators and parents in the inland region and across the state. “It is essential that we work together as a community.” Noting this effort will include, “Educators, families, community organizations, and businesses. Looking to the future,” she highlighted, “We are going to be in unity linking hands together and moving forward for the next generation. It is going to be essential.” With the governor’s nod and nomination, the next step in the process is for Glover Woods’ nomination to be confirmed by the State Senate. Glover Woods, a Democrat, earned a Masters of Education degree from California State University, Dominguez Hills and completed her Doctoral degree at Azusa Pacific University which will be awarded this fall.

“Stop Killing Us:” Activists Bring Their Pain to State Capitol

ast week, several California social and criminal justice organizations, as well as community-based groups, gathered for a rally at the state Capitol titled “Stop Killing Us.” Oakland-based All of Us or None (AOUON) organized the event — with the help of other partners across the state — to condemn police violence against African Americans. AOUON is a project of Legal Service for Prisoners With Children (LSPC), a nonprofit civil rights organization that advocates for the rights of formerly and currently incarcerated people and their families. Their demonstration was peaceful — done with official permission — and less spontaneous than recent explosive protests and riots triggered by
the brutal murder of George Floyd, an unarmed Black man in Minnesota, at the hands of police officers. But it was charged with strong convictions and a solemn sense of grief, much like those protests. “You mess with our children, I'll come running,” said Yolanda Banks, the mother of Sahleem Tindle, who was killed by a Bay Area Rapid Transit (BART) officer on Jan. 3, 2018. He was 28. “I have to march,” Banks continued. “We fight together.” Banks frequently joins other grieving African American families from continued on page 17

Facebook, based in Menlo Park, has also announced that it is investing $200 million to support Black-owned businesses and organizations in part of the company’s broader $1.1 billion investment in Black and diverse suppliers and communities in the United States. The social-networking platform is responding to the outbursts of protests against racism, police brutality and racial injustices that African Americans face across the country. Facebook’s Chief Operating Officer Sheryl Sandberg stated that the “need to take action” is highly necessary for the company. “The past few weeks have compelled us to confront the reality of violence and injustice which members of the Black community face on a daily basis,” Sandberg stated in a letter dated June 18. “We have shared words of support for our friends, colleagues, and communities. We need to take action as well.” Black-owned businesses increased by 34.5 percent between 2007 and 2012, totaling to 2.6 million firms, in reference to a report by Black Demographics. But according to the U.S. Census figures from 2017, Investopedia reported that Black businesses in the country dipped down to just over two million firms. Worldwide Technology, Inc., a Maryland Heights, Missouri, Black business, had a revenue base of $11.28 billion in 2018. Black Enterprise Magazine (BE) listed it as the top Black firm among a ranking of 100. BE compiles its annual list by revenue and the number of employees. Worldwide Technology, Inc., founded in 1990 by David Steward and James Kavanaugh, has more than 5,000 employees. The company enables its clients to implement technology for products and services. After the death of George Floyd and the civil unrest that followed, companies with deep pockets have stepped up to the plate to provide moral and economic support to the Black community. Sundar Pichai, CEO of Mountain View-based Alphabet, Inc., the parent company of Google, said June 17 that the company has committed $175 million to African American businesses. The
company will also increase Black representation in leadership roles. Youtube has pledged $100 million to subsidize Black artists and creators. CNBC reported that Google’s Black workforce was just over 3% before the global pandemic and the riots that broke out around the country after Floyd’s death, took place. It had also decreased its diversity programs. On June 17, PayPal, based in San Jose, joined corporations and public institutions supporting the Black community. It will kick out $530 million to Black-owned businesses and newly established proprietors through its “PayPal Equity Investment for Underrepresented Minority-led Startups and Investment Funds” program. PayPal has made a commitment in an effort to help address economic inequality and is requesting applications for submission. The PayPal team will review each response and evaluate each proposal before making an investment decision. Several applicants, such as the Los Angelesbased Kiva and Opportunity Fund, both not-forprofit financial institutions, and other groups, have received funding. In a written statement, PayPal said that it is “uniquely positioned to help in this area” and have committed to doing its part to “address the unacceptable racial divide by advancing a more just economy and society.” “For far too long, Black people in America have faced deep-seated injustice and systemic economic inequality. Black lives matter and we need to drive transformative change. We must take decisive action to close the racial wealth gap that sustains this profound inequity,” said Dan Schulman, PayPal's president and CEO. Last month, Lowe’s, the home improvement company, was one of the first to announce support for the Black community. It will provide $25 million in grants to support minority-owned proprietorships to help boost the country’s economy. While there is a boom in help going toward the Black community to help it rebound from the devastating effects of the novel coronavirus, Pryor said it is a perfect time to solidify stable

working relationships with big corporations. Traditionally, she said, when something like investing in Black communities occurs, the relationship dynamics slowly disappear. That breakup has to change, and accountability must be practiced, Pryor said. “We really have to reevaluate our relationships with these companies. It doesn't make sense to help them flourish and thrive and they are not doing anything to make sure we flourish and thrive,” Pryor said. “It has to be more than just one-time giving money to small Black businesses. What about the ongoing relationships? What about your boards? What about your employee hiring practices? All of that has to be addressed.”

Ridesharing During COVID-19
(Courtesy San Bernardino County Board of Supervisors) San Bernardino – Though some will say now is not the time to use ridesharing services like Uber and Lyft, many people still rely on these services when they do need to venture out. In response, both Uber and Lyft have implemented safety protocols based on guidelines developed by the CDC. Although there are minor differences between each company’s policies, both require drivers and riders to wear face coverings and drivers are instructed to clean and sanitize high-touch areas of their vehicles following each ride. Both services have added a mandatory personal health checklist for drivers, and Uber also requires drivers to verify they are wearing a face mask via selfie detecting software. In addition, maximum rider capacity is reduced from four to three people, and all shared-ride options are suspended. Most importantly, both companies are urgently asking customers to refrain from their services if they are feeling even slightly ill.

According to AOUON, police violence has claimed the lives of 600 people in California over the last five years Asale-Haquekyah Chandler (pronounced “Ah-SAH-lah”) made the trip east to Sacramento from San Francisco to support Banks and the other families involved with “Stop Killing Us.” Chandler is hosting the “One Life Walk: A Silent Walk Parade Protest” in downtown San Francisco July 28. Chandler, who ran unsuccessfully for the San Francisco Board of Supervisors District 10 seat in 2018, has also been affected by violence, but not at the hands of law enforcement. Her 19-year-old son, Yalani Chinyamurindi, while on a lunch break in San Francisco, was shot and killed, along with three individuals he knew. The young men 20, 21, and 22 years of age were giving her son a ride back to his job when four gunmen surrounded the car they were in and opened fire. Around the Bay Area, the crime, which took place on Jan. 9, 2015, has been dubbed the “San Francisco 4.” Chandler said she and Banks (the two women knew each other well before their sons died) attended the event because they see themselves as “fighters of justice and equality for all of our lives,” she said. “We were fighting way before these children were murdered,” Chandler said. “So, the uniqueness we’re bringing to the table was meant to be. Though I hate to say it — because we lost (our children). My child was killed by the community and her child was killed by the police. We didn’t want to be in this club (mothers of children violently killed). But we are the right ones to be in this club.”
Providing Hygiene Items to Families in Need In recent weeks SoCalGas employees led a drive to supply hygiene items to local families in need through the Children’s Fund of San Bernardino County. The “contactless” donation drive-up event not only collected much needed hygiene items, it also received donations of infant care items as well as gift cards for children and their families. The organization will subsequently be distributed to agencies and nonprofits that serve children experiencing poverty, abuse, and neglect. “The timing couldn’t be better for this donation drive,” said Dr. Ciriaco “Cid” Pinedo, president and CEO of Children’s Fund. “These are critical times when people have lost their jobs or had their hours reduced, and they need assistance meeting basic needs like hygiene items and baby necessities. In a county where one in four children live in poverty, this support is needed now more than ever.” Last year, the Children's Fund served over 66,000 children. The organization distributed nearly 3,000 new clothing and hygiene products, donated over 43,000 holiday gifts, and gave over 2,700 children new beds and bedding thanks in part to community partners like SoCalGas. “As we navigate through this pandemic, it is important that we come together to help the most vulnerable members of our communities,” said Trisha Muse, director of community relations at SoCalGas.

Banks, who lives on a rural farm in Calaveras County, told California Black Media (CBM) that the events that AOUON stage are “painful but therapeutic.” The pain and passion expressed by Banks, Chandler, and other participants (who each read aloud the names of the departed) was evident. Several lawmakers emerged from the State Capitol to support the event and stand with the families. They included African American legislators: Sen. Holly J. Mitchell (D-Los Angeles), Sen. Steven Bradford (D- Los Angeles), and Assemblyman Kevin McCarty (D-Sacramento). McCarty authored a constitutional amendment, ACA 6, which will be on the general election ballot in November. Known as the “Free the Vote Act,” ACA 6 will seek voters’ approval to restore voting rights to former inmates on parole. AOUON and LSPC’s policy director Ken Oliver said the prison inmate-support organizations side with ACA 6. “Yes, we support ACA 6,” Oliver told the large crowd at the rally. “We have 40 thousand people out here who can’t vote. So, understand when we talk policy. I have 80 thousand sitting behind the wall right now, I have eight million in California that have felony convictions, I have neighborhoods that are suffering. People can’t get jobs, and I have people out here getting killed by the police. That’s going to change.”
