n June 12, 2022 the CDC reported 45 cases of monkeypox in the U.S, however by July 15, 2022 the number of monkeypox cases in the nation had grown to 1400–a notable increase. Riverside County reported two additional “probable” cases of monkeypox in the region on July 8. The announcement came on the heels of the county’s recent confirmation of Riverside's first case by the CDC.

The hopeful news is, so far at least, no deaths have been reported in the western world and this remains true in the U.S. according to recent CDC assessments. According to recent reports, no less than 70 deaths from monkeypox have been reported across five African countries so far this year. Experts suspect this is probably an undercount

State Legislators Secure Major Funding for San Bernardino County Initiatives S.E. Williams | Executive Editor

tate lawmakers awarded San Bernardino County nearly $13 million in state funding to help purchase fire engines and to build a new fire station and animal shelter. The project requests were included in the recently passed 2022-23 state budget. Commenting on the funding gains Board Chair Curt Hagman acknowledged the successful partnerships between state legislators and local officials stating, “San Bernardino doesn’t just have great representatives in Sacramento, we have great champions who fight for us. “ For example, Assemblyman James Ramos (D-Highland) and a former county supervisor, obtained $7 million to build a new fire station near the unincorporated community of Rosena Ranch, a new housing development allocated along the I-15 freeway near the Cajon Pass. The community is situated about 20 minutes from the fire stations in neighboring communities which raised legitimate concerns about response times not only for routine emergency calls but also potential wildfires in the area. Ramos’ state budget request will help make the fire sation for this community a reality. Another million dollars in fire protection funding was secured for San Bernardino County due to the advocacy of Assemblymember Tom Lackey (R-Palmdale). The money will enable the County Fire Protection District to purchase water tenders and brush engines for the small mountain community of Wrightwood located in the northern foothills of the San Gabriel Mountains just west of the Cajon Pass. According to county officials, these engines are smaller, more maneuverable and better able to operate in mountainous or off road terrain. In another example of state legislators working in partnership with local electeds to secure funding for county initiatives, Assemblymember Eloise Gomez Reyes (D-Grand Terrace) championed a request for

RCC Student Journalists Launch In-depth Podcast Report on Fentanyl in the IE S.E. Williams | Executive Editor

iverside City College’s student-run newspaper, Viewpoints, released a three-episode podcast on On July 1st titled Fentanyl Empire: The Inland Empire’s Latest Drug Crisis. The investigative report, created in partnership with the California Humanities Emerging Journalist Fellowship Program, explores how the drug enters the region, reveals the impact it has on those who consume it and discusses solutions the community could implement to address and help mitigate the growing problem. Commenting about the opportunities available to the student publication through participation in the fellowship program, Matt Schoenmann, journalism specialist at Riverside City College noted, “The fellowship has helped with some additional funding for our program, provided mentorship and support, and allowed for reporting outside of usual Viewpoints coverage.” Although this year’s project was conceived by the students according to Schoenmann, as a lifelong resident of the Inland Empire he knows how tragic the drug crisis has been here for generations. “I am very proud of their reporting,” he stressed. Viewpoints journalists Daniel Hernandez, Tim Nacey, William L.G. Stephens and Jennipher Vasquez teamed up over the course of the spring semester to showcase, and add inquiry and context to this pressing issue impacting their community. The podcast exposes the realities of how fentanyl has generated a string of untimely deaths, caused overdoses and ultimately provoked Inland Empire officials to take on this crisis especially in light of how quickly is accelerated in just five years. For example, the number of fentanyl-related deaths was 25 in 2017, but that number ballooned to over 400 in 2021 – an increase of 1600%. Monkeypox Cases Increase Slowly in Riverside County by Breanna Reeves

iverside County reported two additional “probable” cases of monkeypox in the region on July 8, following the confirmation of the county’s first case by the U.S. Centers for Disease Control and Prevention. Jose Arballo Jr., Senior Public Information Specialist at Riverside University Health System-Public Health, tweeted that the two probable cases are men who live in eastern Riverside County who are younger than 60 years old. Monkeypox cases are slowly increasing throughout the state and the U.S. According to the CDC, there are 148 confirmed cases in California. There are currently a total of 866 cases in the U.S. Jose Arballo Jr., Senior Public Information Specialist at Riverside University Health System-Public Health tweeted an update about potential cases of monkeypox in the region (Image via Twitter). Monkeypox is a rare disease that is caused by the monkeypox virus which belongs to the same family of viruses that includes smallpox. The California Department of Public Health’s (CDPH) noted that the virus previously occurred in the U.S. rarely and has mostly been related to international travel or the importation of animals. Symptoms of monkeypox may include fever, low energy, swollen lymph nodes and later on (one to three days) following in initial symptoms, the development of rash or sores. How the virus spreads The virus is spread through direct skin-to-skin contact, sexual or intimate contact, sharing unwashed clothing and respiratory interactions through “prolonged face-to-face interactions” with someone who may have monkeypox. It is not spread through casual conversations or by touching items. Local and state health departments are working to increase vaccine availability for use in current and future monkeypox outbreaks. On July 1, the U.S. Department of Health and Human Services (HHS) announced that they ordered 2.5 million doses of Bavarian Nordic’s JYNNEOS, an FDA-licensed vaccine that is used in the prevention of smallpox and monkeypox. “We are working around-the-clock with public health officials in states and large metro areas to provide them with vaccines and treatments to respond to the current monkeypox outbreak,” said HHS Secretary Xavier Becerra in a statement. “This order of additional JYNNEOS vaccine will help us push out more vaccines quickly, knowing that we have more doses on the way in the coming months – and is only possible because of our longstanding investment in smallpox and monkeypox preparedness.” While health officials are working to bolster the availability of vaccines, local health departments have a limited supply of the vaccines that are available as “part of post exposure treatment,” according to Arballo. Currently, the county does not have enough of a supply for pre-exposure use. “Anyone who believes they may have been exposed to monkeypox should contact their primary care provider, who will go over the symptoms and signs of the virus and determine whether testing is warranted,” Arballo stated in an email.

San Bernardino’s Measure K is One Step Closer to Implementation

n 2020 voters in San Bernardino County approved Measure K by an overwhelming margin of nearly two thirds of the vote. The measure would imposed term limits on county supervisors restricting them to a single four-year term while also capping their salaries and benefits at a combined $60K per year compared to the supervisors’ current $250K+ in salary and benefits combined. Within a few short weeks of the measure’s passage in 2020 San Bernardino County and the Board of Supervisors filed suit effectively halting the measure’s implementation. However last Tuesday, July 12, the 4th District Court of Appeals in Riverside tentatively ruled against the San Bernardino County and the board. In its ruling the appellate court declared, “We will hold that the oneterm limit is constitutional”. The court further held that the compensation for the supervisors can be set by initiatives and further noted the board

had not shown that the compensation limit established by the measure violated minimum wage laws. In the appeal the board argued that once benefits and all taxes are taken from the proposed $60K salary board members’ compensation would average out at less than the minimum wage of $15 per hour. In its ruling on July 12 the appellate judges split on whether Measure K applied to supervisors newly elected in 2020. It determined that although the one-term limit applies, the compensation cap did not. In light of the appellate court ruling the board is considering its next steps as the appellate court ruling is not yet final. Each side still has an opportunity to make oral arguments before the court and regardless of the outcome at the appellate level with side can still appeal to the California Supreme Court.

Tax Roll in Riverside County Shows Largest Increase in 15 Years

trong demand for real estate in the Inland Empire led to a 9.26% increase in assessed values in Riverside County entering 2022, according to the County Assessor-County Clerk-Recorder, reflecting the highest increase in assessed value since 2007 when values rose more than 16%. Riverside CountyAssessor-County Clerk-Recorder Peter Aldana announced on Monday that the total taxable value of all property in the county for the current year grew to over $369 billion, a $31 billion increase. The good news is this year's tax roll—a list of all taxable property, its owner, and its value as of Jan. 1—will generate roughly $3.5 billion for local government services. “With such an active and appreciating real estate market this past year, our roll reflects the market conditions for property owners in Riverside County,” Aldana said. “As values go up, the tax base grows, which helps keep our county financially strong. I want to thank the coordinated team effort that completed the assessment roll on time once again during another very busy year.” The California Association of Realtors reports the median home price in Riverside County grew to $586,000 in December 2021, setting a record high for any December. Despite the increase in home prices, most property owners will not see an equal rise in property taxes on their next annual tax bill, which will be mailed in October. For Black members of the LGBTQ+ community the AIDs virus would become a double burden because as it spread from the gay community to the Black community its impact was also grevious and remains so in Black communities across the country.

Though not deadly–at least not yet–as the AIDS virus, those of us in the LGBTQ+ community of a certain age are still haunted by the early days of the AIDS pandemic as we watched members of our community suffer and die in unprecedented numbers because of who
At the crossroads Can we meet the challenge of this new virus with the care and compassion we lacked during the early days of AIDS and work to educate and inform those now considered at highest risk? Or, do we revert to our old ways of homophobic biases and refuse to address the monkeypox virus with the urgency it deserves because it is impacting a community many believe undeserving of public health support. I hope Americans will neither malign nor blame those in the gay community contracting monkeypox as they did those who fell victim to AIDS. The future impact of monkeypox on members of the gay community remains unknown. What is known however, is that gay men now appear at greater risk for contracting the illness. On the one hand the more this is discussed in the public square, the more likely the gay community will draw the ire of America’s bigots and homophobes who will work overtime to ignite the flames of discontent and fear. But, we can not afford to remain silent. We must educate members of the gay community to take precaution and we must ensure monkeypox vaccines become readily available to gay men. Of course, this is just my opinion. I’m keeping it real.
