Like Black media outlets before us and others today, the practice—not by choice but by necessity—of often operating on a shoe-

string budget with a small team of committed individuals supported by a core of devoted readers, has sustained and encouraged us through the years. For nearly five decades we have covered stories of celebration like the election of America’s first Black president—to stories of heartbreak like the devastating race-related murders at Mother Emanuel Church in South Carolina. We marked and measured the slow and determined efforts to close the educational achievement gap of inland area Black students and tallied the bodies of young Black women and men lost at the hands of local sheriffs and police—including Tyeisha Miller, Nathaniel Pickett, Matthew Tucker and far too many others. We have challenged municipal leadership over their lack of diversity and called-out agencies and municipalities for the misuse of ratepayer and/or taxpayer dollars. Over the years, we have chronicled the limited economic progress of African-Americans before we reported on the devastating loss of Black wealth in the wake of the Great Recession. We have mourned the loss of many leaders at the national and state levels and especially felt the stinging loss of our longtime local warriors like NAACP leader and community icon Waudieur “Woodie” Rucker Hughes, Community Activist Frances Grice, Civil Rights Activist Bonnie Sheree Johnson and so many other sheroes and heroes of the Inland Empire’s African-American continued on page 7

Riverside County Marks its Highest Single Day Death Toll S.E. Williams | Contributor
W
hen Riverside County recorded 24 COVID-19 related deaths on Wednesday, July 15, 2020 it was the highest number of coronavirus deaths recorded in the county in a single day since the onset of the deadly pandemic, bringing the county’s death toll to 577. Local hospitals are overwhelmed and ICU’S countywide have exceeded 98 percent capacity and local health care officials have now turned to the Federal Emergency Management Agency (FEMA) for relief. The county’s three-day average of hospitalizations reached 516 on Monday, compared to 368 just two weeks ago. In response, a team of military healthcare professionals are being deployed and expected to arrive in the region on Thursday. The team will consist of active duty military doctors, critical care nurses, respiratory technicians, and physician assistants. Bruce Barton, Director of the County of Riverside Emergency Management Department explained, “The federal support will provide much-needed assistance to Eisenhower at a time when the entire medical system deals with the rise in coronavirus cases.” Adding, “That assistance will make a difference for those who are being impacted by this virus that has taken so many lives.” The military teams being deployed in Riverside County are being assigned—at least initially—to both Riverside County Hospital where nurses went on strike last month demanding additional resources as COVID-19 cases spiked. Military support is also being deployed to assist at Eisenhower Health Hospital in Rancho Mirage. “The hospital is nearing capacity in our ICU and in our Covid-19 units,” shared Alan Williamson, MD, Chief Medical Officer, Eisenhower Health. “Currently, we only have three more ‘staffed’ beds available in the ICU. Additionally, we are approaching 80 percent of bed capacity within the hospital but are at virtually 100 percent of our staffing capacity.” Expressing the facility’s appreciation for

Additional Inmates and Employees Test Positive for COVID-19 S.E. Williams | Contributor
S
an Bernardino County officials have reported the deaths of two additional inmates at county facilities. Both men had recently tested positive for COVID-19, one at the West Valley Detention Center, and the other is housed at the Central Detention Center. To date, a total of 161 County jail inmates have tested positive for the coronavirus, though officials insist, “Many of the inmates are only experiencing minor symptoms of the virus.” Officials further assured the infected inmates are in isolation, being monitored around the clock, and are being provided with medical treatment. Federal patient privacy guidelines restrict the release of additional information regarding
the identity of the inmates or their medical treatment. The county also highlighted how inmates are being provided with face coverings, cleaning supplies and soap. In addition, they are urged to wash their hands repeatedly throughout the day and are routinely reminded of the need to practice social distancing to slow the spread of COVID-19. However, many advocating on behalf of inmates believe social distancing is difficult in such facilities. Eight department employees have recently tested positive for COVID-19 and are selfisolating at home. To date, 89 department employees have tested positive for COVID-19.

Masks Mandated as New Coronavirus Cases Soar
T
he pandemic map of the United States burned bright red with the number of new coronavirus infections during the first six days of July nearing 300,000 as more states and cities moved to reimpose shutdown orders. After an Independence Day weekend that attracted large crowds to fireworks displays and produced scenes of Americans drinking and partying without masks, health officials warned of hospitals running out of space and infection spreading rampantly. The United States is “still knee deep in the first wave” of the pandemic, Dr. Anthony Fauci, the director of the National Institute of Allergy and Infections Diseases, said. As states reopen from stay-at-home orders, many, including California, are now reimposing shutdown orders and requiring people to wear face coverings in most public spaces to reduce the spread of COVID-19. Both the Centers for Disease Control and Prevention (CDC) and the World Health Organization now recommend cloth masks for the general public, but earlier in the pandemic, both organizations recommended just the opposite. These shifting guidelines may have sowed confusion among the public about the utility of masks. The issue of wearing face coverings in public comes up frequently
these days. A common sentiment is, “If I am not personally at high risk for COVID-19, why should I wear a mask?” I suspect this is why I see so many people in public places who are not covering their nose and mouth. The CDC has recommended “wearing cloth face coverings in public settings where other social distancing measures are difficult to maintain (e.g., grocery stores and pharmacies) especially in areas of significant community-based transmission.” The reason for this is that the virus that causes COVID-19 can be spread even before symptoms appear, by such things as coughing, sneezing, or even speaking at close range. Cloth face coverings have been recommended due to their low cost and ready availability. By using cloth face coverings, it preserves surgical masks and N-95 masks for healthcare workers who may be involved in direct care of patients with COVID-19. If I wear my face covering to protect you from me, and you wear your face covering to protect me from you, then we can all dramatically decrease our risk of transmission of the virus that causes COVID-19. This, in conjunction with social distancing and frequent handwashing or use of hand sanitizer, will be important in limiting the spread of COVID-19 as we seek the return to our usual activities.

community over the decades including the recent transition of the West Valley Ratepayers Association President and WAG member Don Griggs. Just as we grieved collectively we’ve celebrated in reporting on the future leaders as they’ve accepted high school and college diplomas and came of age filled with optimism and promise; and most recently, reported on young leaders in the Black Lives Matter movement who took the baton of activism, carrying it bravely forward in their own way and yet, in the tradition of those who came before. The Black Voice News is privileged to have told these stories, to be a part of this vibrant and diverse region, not for sensationalism and sales, but to create a record of Black life in the inland region as its spanned nearly five decades and reached across two centuries, always with the goal of informing with integrity and amplifying calls for change as warranted. Today, The Black Voice News is taking up the charge in alignment with other Black media and embraced the solemn responsibility of helping to create a historical record through reporting on the triple pandemic devastating the Black community today. They include the deadly coronavirus that has laid bare the second pandemic, the twin evils of police brutality and disregard for Black life, and thirdly, issues of equity that have plagued African-Americans for generations. All three of these issues have collided and given rise to a determined movement for change. Issues of Equity Impacting the African American Community It is impossible to understand the impact of COVID-19 on Black Americans without examining the equity related issues that left the community vulnerable to such breathtaking devastation. Systemic and institutional racism fostered and curated the circumstances which made the community ripe for the grievous outcomes the coronavirus continues to have on Black Americans. By any measure due to the underlying health vulnerabilities in the Black community, had the virus been tailor-made to damage this population

it could not have been more impacting in its effect. The upper layer of factors which rendered the population so vulnerable of course, are the high rates of comorbidity beginning with obesity and ending with stress. African Americans are 1.3 times more likely to be obese than other ethnic groups and African American women have the highest rates of obesity. In 2018, according to the Department of Health and Human Services (HHS), Black women were 50 percent more likely to be obese than their White counterparts. If obesity stood alone as a comorbidity it would be alarming in and of itself, however obesity is also the precursor to other more debilitating health issues which have left the Black community at exceedingly high risk for the most severe forms of COVID-19. Overweight people are more likely to suffer from high blood pressure, high levels of blood fats, diabetes, and LDL cholesterol, all of which are risk factors for heart disease and stroke. Blacks are 40 percent more likely to have high blood pressure (for Black women it is 60 percent) yet are least likely than other groups to have it under control. In addition, Blacks are 20 percent more likely to die from heart disease than other groups. Another reason Blacks are so vulnerable to COVID-19 is the high rate of AIDS in their community. Although African Americans represent only about 13 percent of the nation’s population, they accounted for 44 percent of HIV infection cases according to the most recent HHS data. Another issue making this community highly vulnerable to COVID-19 is diabetes. Blacks are 60 percent more likely than other groups to suffer from this condition also leaving them 3.5 times more likely to suffer from end stage renal (kidney) disease and 2.3 times more likely to experience lower limb amputations. Regarding cancers whether of the colon, stomach or prostate, African Americans lead all other groups in the diagnoses of these conditions; and regarding breast cancer, although Black women get breast cancer at roughly the same rate as Whites and other groups, they are 40 continued on page 17

Inland Empire’s Black Equity Initiative Launches First Regional Black Equity Fund S.E. Williams | Contributor
T
he Black Equity Initiative of the Inland Empire has launched the Black Equity Fund (BEF)—a regional, pooled fund with a preliminary goal of raising five million dollars over two years. The quest for Black Equity is about more than the historic push for equality, it is about leveling the playing field in all aspects of Black life—from employment to healthcare, from education to criminal justice, from affordable housing to homeownership as a foundation for building inter-generational wealth, and beyond. Equity is about fair and equal access to all the tools necessary to enable true selfdetermination for members of the African American community. It is not about a hand out, but a hand up--something the Black Equity Initiative of the Inland Region has focused on since its formation in 2014. The fund is being seeded with investments from The California Endowment and the Inland Empire Community Foundation. In addition, it has also garnered interest from several foundations and private donors. In partnership with the Inland Empire Funders Alliance (IEFA), the initiative’s preliminary fundraising goal will be updated overtime to support long-term investments in Black-led organizations (BLOs). The longstanding leadership of BLOs coupled with the power of the cross-racial coalitions they have built, tremendous advancements in racial equity is taking shape in the United States and globally. Countless government agencies, corporations, and foundations have, in a matter of weeks, redoubled their commitments to racial equity and combating anti-Black racism. Black-led organizations (BLOs) in the Inland Empire are an important part of this story. Capitalizing on decades of patient work and incremental wins to advance racial equity, BLOs in the inland region have scored some significant policy victories in recent weeks. These include San Bernardino County becoming the first in California to declare racism

a public health crisis and getting San Bernardino County to include equity as a standalone element in its Countywide Vision. “The Black Equity Initiative is a collective impact model with a cultural lens centered on the principles of Kwanzaa,” said Dina Walker, President & CEO of BLU Educational Foundation. “This includes self-determination, collective work, and responsibility. It is from this foundation that we work together to create the vision, develop strategy, work the plan, and ultimately reap the harvest.” Walker continued, “We trust and move forward together knowing that our success is intrinsically tied to the success of each other. This is how we meet the needs and dreams of our community.” She further expressed her belief the Black Equity Fund will go a long way in supporting the work of Black-led organizations that often goes

Remembering Don Griggs, My Good Friend Since 19 W hen Don Griggs was installed as president of Westside Action Group and reelected president in 1980, over 400 people came out to witness his installation, he began his speech with this comment, “During Hardy Brown, Sr. these times of economic Contributor stress, political uncertainty, Photo by Benoit Maphettes high unemployment and mounting world tension, we find ourselves in the midst of the biggest fight of our lives, the fight for survival. As we Blacks struggle to survive, we need to take a cold hard look at our political and economic condition.” This statement is why he continued to fight the good fight up until his death forty years later on Friday night July 17, 2020. We became friends back in 1965 while working at Edison. I did not know that we were neighbors living in California Gardens on the Westside of San Bernardino. Oliver Roemer, Eastern Division Manager of Edison had asked me to be a scoutmaster of a defunct Boy Scout Troop at Muscott Elementary School. I soon learned I needed help, so I recruited a few of my new-found friends at Edison to be Neighborhood Commissioners. They included Don Griggs, Al Yzaguirre, Pete Baeza, Frank Palomino, Ruben Amador and Morris Antwine, a California Highway Patrol Officer—all of us were from the Westside. I did not know it at the time, but these guys gave me credit for opening the door for them being hired at Edison. Don shared this with me later in our friendship. With Don’s support we advocated and were successful at getting the Arrowhead Council of Boy Scouts to hire Blacks and Latinos on staff. We used the leverage of Edison being a major contributor to the United Way who funded the scouting program. As a result, Richard Mosley was hired as the first African American Boy Scout Executive on staff, followed by William Parker. During those years, Edison was a little slow in promoting Blacks to management, at least Don and I thought so. I became a little impatient, so
when I had the opportunity to leave and go to Kaiser, I took it and told Don of my move. Don asked me to tell Edison about our concerns of discrimination in the region eventhough Division Manager Oliver P. Roemer and District Manager Allen Yauchzee were doing a great job. After I secured my position at Kaiser, I kept my agreement with Don and sent a six-page letter to G. E. Walcott, Vice President of Customer Service at Edison, detailing the many incidents of racial discrimination that I knew of. This letter, with documented evidence, forced a meeting with the Black employees of the Eastern Division and top management from the utility’s Rosemead office. They met at Geri’s Velvet Lounge on Mt. Vernon after working hours. As a result of that meeting, Don became Edison’s first District Office Manager and other Black employees like Leonard Jacks and Pete Baeza were promoted, and Frank Palomino became a supervisor. Like me, Don later left Edison to become his own boss and opened Irv Silvers, a men’s clothing store in Riverside and later opened his second store in San Bernardino. He worked closely with Francis Grice and Wesley Jefferson of Operation Second Chance to secure the small business loans to build his dream of being an entrepreneur. Meanwhile, Bob Parker, another business owner and president of Westside Action Group (WAG), was looking for someone to take over WAG. With Don being an independent, businessminded person and ex-Marine, it was easy for him to take over as president. One of the things we had learned at WAG over the years was to speak out on community issues, you had to be free from government influence. Don took on issues like keeping Community Hospital open and on the Westside. He also knew how to fight racism. As an example, in 1992 he told members of the Lions Club about a community issue that involved some of their members, “It would be interesting to see whom of our so-called business and civic leaders were in attendance and also the companies they represent. Perhaps that will give us the advantage of looking the enemy in the eye prior to feeling the dagger in our backs.” When Don was re-elected president for his second term over 400 members of the community

attended his installation. One of the things everyone remembers is it was a crowd of all racial groups in attendance. Over the past two years we organized the West Valley Water District Ratepayers Association (WVWD-RPA) and he was selected its president. Our involvement grew out of a request to assist a Black female employee to keep from losing her job with the water agency. RPA could not prevent her termination, but was able to help her locate a law firm that got her a cash settlement in addition to securing settlements for other employees terminated from WVWD illegally. While investigating that issue we discovered other violations with potential criminal implications as told to Don in a letter from the San Bernardino County District Attorney’s Office that forced WVWD director Dr. Clifford Young to pay back money to the water district. Currently there is a case on the District Attorney’s desk involving ratepayers’ money used to pay for a political celebration held at Sierra Lakes in Fontana. The event was to thank campaign workers who supported various WVWD Board members in their 2017 election campaigns. In addition, some of the campaign workers were later hired by board members to work at the water district. More recently, an official audit of the water agency completed by the California State Auditor confirmed all of Don’s concerns about the Board of Directors and other administrative and fiscal failures at WVWD were warranted. Don wanted to investigate all those issues and submit our findings to the proper authorities for action. He was always reminding the WVWD Board of Directors, “As a ratepayer, I want to know how and where you are spending my money.” Like I said, he was a leader of action. As soon as new leadership took over the WVWD Board of Directors including Michael Taylor, Kyle Crowther, Don requested a meeting to discuss the critical issues facing the district. This was the kind of leader he was, not waiting for them to call a meeting, but asking them for a meeting. To Celeste, his wife of 55 years and their children, I want you to know Don stood tall in the community of leaders as your loving husband and father. And Celeste, I will miss hearing you say when I call, “Hello? You want your buddy? Wait a minute...Donnie, Hardy’s on the line.” Hardy Brown Sr. is Publisher Emeritus of the Black Voice News.

percent more likely to die from it. Finally, African American adults are 2.6 times more likely to have asthma while Black children are 4 four times as likely to suffer from the chronic condition. These are a few of the key comorbidities which lead to the Black community being ravaged by this virus. The question of course, is why? One reason for consideration is the high obesity rates that result in these comorbidities are rooted in something more than genetics, or poor eating habits or a lack of exercise as some might like to suggest. They are undergirded by long standing issues of racism that have perpetuated disparities in lack of access to affordable and quality healthcare, education, employment, a lack of access in many communities to fresh fruits and vegetables and often, inadequate housing. And in regard to housing, environmental impacts in low income communities also contribute to negative health conditions like asthma for example which enhanced COVID-19 vulnerabilities. These issues are not only the result of systemic and institutional racism, they often rest on legislative initiatives intentionally designed (though often opaque) making it difficult to peel back the layers in order to understand the complexities regarding why the Black community is being harmed by a particular policy. Though often, the probable impacts of the policies on Black communities are obvious. Perhaps the most vivid example of this, leads us to the next and perhaps one of the most sinister elements of the triple pandemic—issues related to police use of force and criminal justice. Police Use of Force and Criminal Justice When examining how legislation is used to uphold racist agendas the examples are historic whether you consider federal subsidies to assist with homeownership, redlining in housing, insurance, etc. money bail, traffic tickets turning into arrest warrants, or federal grants to outfit local police with military weapons of war, etc. These policies were designed and

implemented with intention. Yet, almost nothing has devastated Black families and communities more in recent decades than what happened legislatively in 1994. That year, elected officials passed and implemented legislation resulting in a double negative whammy. At the federal level there was the passage of the 1994 Crime Bill (The Violent Crime Control and Law Enforcement Act); and at the state level, California’s Three Strikes Bill (Three Strikes Sentencing Law) was passed. Twenty-eight years later in March 2020 there were 2.3 million Americans in jails and prisons. Blacks were 33 percent of the nation’s prison population. In a nation like America that has more laws and regulations than any country in the world coupled with over policing and a criminal justice system rooted in racism, it is not surprising Black (and Brown) citizens are imprisoned at higher rates and so often fall victim to police use of excessive force. According to the NAACP, between 2017 and 2019, 667 African Americans were shot to death by police. In addition, police violence is the 6th leading cause of death for men ages 25 to 29. In 2019, 54 percent of those who died because of police abuse were people of color compared to 50 percent in 2014—the nation is going backward in this regard. This reality bubbling just below the surface, may help explain why the brutal death of George Floyd tore open a scar that will not heal until things change in America. Beyond this, there is also a more direct link to the police use of force which makes this issue more than just the third element of this triple pandemic which further calls for the need for equity in policing. It is the more subtle impact the death of Black men and women at the hands of police, has on grieving families and Black communities which ties it directly to health equity and links it to the comorbidities that leave Blacks more vulnerable to COVID-19. According to data assessed by the NAACP, “Police killings of unarmed

Felicia Jones, Associate Director at Congregations United for Prophetic Engagement, noted Black led organizations have a powerful track record for leading equity work in the Inland Empire. “Groups began to formally collaborate on issues of educational equity more than a decade ago, moving important reforms in school districts throughout the region,” she noted. “The collaborative, formerly known as the African American Education Collaborative and later renamed the IE Black Equity Initiative, continued to evolve from a group of 10 to now more than 20 Black led organizations and has expanded its collective work into criminal justice reform, higher education, and civic engagement.” Michelle Decker, CEO of the Inland Empire Community Foundation (IECF), and a coinvestor in the Black Equity Fund, underscored the need for funders to repair the damage from decades of underinvestment in Black communities. “We need to come together in a manner that honors the expertise of Black-led organizations,” she noted, adding that “the economic and health challenges of COVID-19, as well as the collective trauma of the killing of Black lives, have shown us that the success of the region will rise or fall based on its progress on racial equity.” Further highlighting IECF’s role as a trusted partner in the initiative Decker stressed, “[W] e encourage our funding partners to give generously as well as individual donors—this fund can accept donations from individuals and family foundations.” She also shared the IECF Board of Directors voted Monday night to make a $150,000 commitment to the Fund, a combination of Board gifts, program dollars, and operating funds. The financial commitment she explained, “[Is] to show our solidarity with Black-led organizations and support Black-led strategies to end racism and injustice.” The IE Black Equity Fund is taking an innovative approach to its initiative in alignment with the guiding principles of the Trust-Based Philanthropy Project, which recognizes “the
inherent power imbalance between foundations and nonprofits.” In response, the fund is approaching grantee relationships through trust, humility, and transparency. In addition, partners in the regional fund pledge to give multi-year, unrestricted funding; center IE Black Equity Initiative leaders in decision-making; simplify and streamline paperwork; be transparent and responsive; and offer support beyond the check by participating in peer learning with IE Black Equity Initiative leaders to improve Black equity in funders’ overall grantmaking practice. Leaders of the fund hope this approach will provide a more consistent flow of support. “The Black Equity Fund is being developed through an iterative process based in equity whereby those most impacted and closest to the problems and conditions we need to change are driving the strategy and decision-making process. It’s in those lived experiences where generative and relevant solutions are birthed,” said Margarita Luna, Senior Program Manager at The California Endowment and vice-chair of the Inland Empire Funders Alliance. The Center for Social Innovation led by Professor Karthick Ramakrishnan at UC Riverside is a strategic data partner to both the Black Equity Initiative and the Black Equity Fund. It will provide research support to help motivate, inform, and learn from philanthropic investments in Black-led organizations in the Inland Empire. Ramakrishnan sees the Inland Empire as a place where a lot of innovative things are happening and stressed, “[W]e can thank our Black-led organizations for leading the way on many important changes. For example, the coordinated advocacy of community partners helped push San Bernardino County to declare racism a public health crisis, and to ensure that these words will be followed up by meaningful action. Now, many other jurisdictions are doing the same.” He continued, “ The Black Equity Fund is another major step in innovation, because it is designed in a way that gives significant power to the community, not the funders, in deciding

how the program will be designed and how the dollars will be invested.” Ramakrishnan went further in describing the Black Equity Initiative of the Inland Empire’s launching of the Black Equity Fund as, “[A] bold move for philanthropy, period.” He stressed how the reality of it happening in the Inland Empire is a credit to the savvy of local Black-led organizations, as well as the thoughtful partnership of funders like The California Endowment, the Inland Empire Community Foundation, and the IE Funders Alliance. “The Inland Empire is a center of innovation when it comes to advancing racial equity,” Ramakrishnan noted. “Our communities have come together in even more powerful ways after COVID-19 than they did previously. We are grateful,” he stressed, “that our Center for Social Innovation can play a supportive role in all of this, especially in making sure that our data and research on racial disparities, as well as data we hope to gather on changes in philanthropic investments, will help ensure that funding for Black-led organizations remains strong.” Organizers of the Black Equity Fund— including the Inland Empire Funders Alliance, IE Black Equity Initiative, Inland Empire Community Foundation and the Center for Social Innovation—noted the importance of seizing the moment and doing so in a way that fundamentally alters power relationships in philanthropy and empowers Black community leaders as much as possible. wrong- headed passage of Proposition 209. The intervening years have deprived Black and Brown students equitable access to the state’s institutions of higher learning and deprived minority and women owned businesses fair and equitable access to state contracts. In general, it has served as a barrier to equity for minorities and women. Repealing the ban on Affirmative Action is a sure way to help level the playing field by taking proactive steps to identify and root out discrimination based on race, sex and sexual orientation by improving access to higher education and work opportunities for these groups, including access to state contracts. Although the proposition has strong support from a number of key sectors, it will certainly face robust opposition from some politically active segments of the Chinese community who for some reason don’t see themselves as people of color though their share a history of discrimination in America—most recently fueled by the president in relation to the coronavirus. In addition, the fiercest opposition will most assuredly come from the Republican party. All too often California has failed to live up to its over-hyped reputation as a bastion of liberalism. This is one of those instances. California is one of only eight states in the nation clinging to antebellum attitudes in this regard by preventing the consideration of race and/or gender in hiring, the allocation of state contracts or the acceptance of student Black and other minority into public colleges and universities—a fundamental barrier to the quest for equity by these groups. In recent weeks, local leaders have found the courage to pass resolutions in the seclusion of city council chambers and county boardrooms declaring “racism a public health crisis.” Certainly, these affirmations of the Black experience are welcomed. Creating true change at the state and local levels, however, requires more than declarations—it requires these elected officials to truly lead, to be change agents and advocates. They can begin by supporting these two important initiatives. They can become advocates for grants in support of the Black Equity Fund. They can

raise their voices and speak out on behalf and in support of Proposition 16 and the reinstatement of Affirmative Action in California. Where you stand on these issues will be evidence of your authentic commitment to what you profess in the recently passed declarations stating, “racism is a public health crisis.” The best way to eradicate the crisis is by rooting out the systemic racism that perpetuates it through purposeful and intentional efforts. If you meant what you said and were not just paying lip service to an issue that is often a matter of life and death to Black Americans, then prove it! Have the courage to support these important actions. I began this piece with a quote about a binary star and the importance of seizing the moment and I will end by challenging those leaders here in the inland region who willingly or reluctantly supported the aforementioned declarations to translate the words on those papers into action by advocating for fiscal support of the Black Equity Fund and to come out of the chambers and boardrooms, raise your voices, and stand in support of Proposition 16. If you cannot stand with the Black community on these important issues as examples of your true commitment to change, then your paper declarations are meaningless and of little value to the Black and Brown constituents you serve. There will be a lot of money spent to defeat Proposition 16 in November. If you are committed to what you proclaimed in your declarations, we ask you to become advocates for its passage. You can be leaders in convincing your constituents to support it regardless of your party affiliation. Remember, “When a brave man takes a stand, the spines of others are often stiffened.” On these important matters we will judge you not by what you said or professed in your documents, but by your deeds when presented with opportunities to make your declarations come alive. Of course, this is just my opinion. I’m keeping it real.

heart disease, kidney disease, diabetes and the list of other illness that killed Black people disproportionately every day in America well before the world knew the term COVID-19. According to AOM Research Lab between April 13 and July 7, one in every 1,450 Black Americans has died due to the virus (or 69.7 deaths per 100,000) and Blacks are dying of COVID-19 at a rate that is 3.8 times higher than Whites. As of July 7, considering Blacks are about 13 percent of the nation’s population, they represent 23.6 percent of the nation’s coronavirus deaths. As the Black Voice News enters its 49th year our goal is to continue shining a light on these important issues. Although many in the media focus on the coronavirus as the key narrative which laid bare the issues of equity and police use of force; Blacks who have lived these experiences since they arrived in America in 1619, the issues of equity and police brutality are not casual
revelations. It is their lived experience and these experiences seeded the ground for the high rate of COVID-19 deaths in Black communities. In the coming weeks, months and possibly years, as the Black Voice News continues to report on stories of relevance to the inland region it will further explore the triple pandemic detailed here, not in lamentation—though we will acknowledge those lost—but also in exploration, as the publication’s team through its reporting, and at times coupled with the use of data and geospatial analysis and presentation, commits to adding to conversations focused on rooting out systemic and institutional barriers to change; and in support of actions by nonprofits, municipalities, state legislators, business partners and others, working to build a better tomorrow.
