Will You Perpetuate the Darkness or Shine A Light?
T
he wave of racism that washed across this nation last week was too dangerous to ignore. Certainly, most Americans have grown accustomed to the nationalist, xenophobic and racist rantings of Trump, but last week it took on an added resonance. He let go of efforts to bound his racism in the loose wrappings of immigration laws to justify the inhumane treatment of those seeking a safe harbor at our borders. He didn’t bother to pretend the only cause for his disdain was disrespect for the national anthem and by proxy the nation as he had in relation to athletes who knelt in protest the indiscriminate killing of Black men and boys, and the list goes on. No, in contrast last week, his messages last week were clear and unambiguous—dark people whether citizens or not—have no right to criticize this nation and do not belong in this country according the president and his supporters. He gave this nation a 21st century example of what Dr. Martin Luther King Jr. meant when he referred to someone “having his lips dripping with the words of interposition and nullification.” For those apologists who argue Trump’s verbal assaults on four women of color who happen to be congressional representatives was just one of the president’s many distractions to keep the nation from focusing on how he is destroying the environment; selling the country’s national resources and control of services to the highest bidders; gutting the institutions that keep this country and its people safe; and baiting the country into war—I agree; but such efforts are not mutually exclusive to his other primary goal—furthering the vision of White nationalists to reign supreme over the nation’s dark skinned people. The four congresswomen are emblematic of all of us whose skin color makes us targets
of his wrath; they are also emblematic of all women regardless of color who stand in their own power, strength, truth and understanding that women are not second class citizens as ‘they hold up more than half the sky.’ For those who continue to sit silent as he cages and kills children, destroys the environment, denies the reality of global warming, insults women, disparages dark people and treats the nation as a personal piggy bank that he has broken open for the benefit of his family and friends—it is time for you to find your voice. For the Republican elected officials who represent this region and do not have the courage to speak out against him—your lack of courage says to many of your constituents, “that you do not represent us.” And, as a result, we are committed to working to remove you from office. Census projections indicate by 2045 White people in America will be the minority. If America is the true democracy it professes to be—then the color of your skin should not matter if you become the minority in a nation that prides itself on “one person, one vote.” In other words, whether this country is majority White or majority Black, Brown, Red and Yellow, it should make no difference—but to White supremacists—it does—remember the souls who hallowed the ground at Gettysburg. Despite the president’s inclinations and those of his supporters—most Americans have no desire to return to that era nor are most Americans interested in becoming South Africa during the era of Apartheid—we are unwilling to acquiesce to either possibility. America is not perfect and there is still much work to do regarding equality in several arenas— continued on page 17

New Law Increases Accountability for Utility Caused Wildfires Sacramento – As a result of climate change California’s fire season is now nearly year-round. More than 25 million acres in the state classified as under very high or extreme fire threat and nearly 25 percent of the state’s population or 11 million people live in the highrisk areas. In recent years utility infrastructure has ignited wildfires up and down the state whether the result of an excessive buildup of dry brush, poor vegetation management, or a combination of high wind and low humidity. The increased contact between utility lines and trees, has produced devastating results. In response to growing concerns in this regard Governor Gavin Newsom recently signed into law AB 1054. The measure increases accountability for utilities, protects customers and taxpayers from bearing the costs of the devastation caused by the wildfires and provides mechanisms to ensure greater safety for everyone in the state. This legislation was championed by Assemblymember Chris Holden (D-41st Assembly District).

Assemblyman James Ramos Moves Two Measures into Law San Bernardino
J
ust recently, AB 1183 and AB 1662 were signed into law by Governor Gavin Newsom. AB 1662 provides equity to Native American tribes to reclaim ancestral human remains and cultural items and AB 1183 sets accountability for vessel operators. “I’m proud of the collaboration I’ve been able to have with my colleagues and the Governor to get these bills through both legislative houses and signed into law,” said Assemblyman Ramos. “In addition, giving Native American tribes greater equity and rights to reclaim their ancestral artifacts will go a long way in repairing the relationship between tribes and the state of California.” Governor Newsom recently issued a formal apology to Native American tribes for their treatment at the hands of the state. AB 1662 was jointly authored with Assemblymember Todd Gloria (D - San Diego) who is a member of the Tlingit Haida Indian Tribes of Alaska. The measure also adds an additional member of a California Native American tribe to the University of California Native American Graves Protection and Repatriation Act Committee established in 2001 to assist tribes in reclaiming ancestral human remains and cultural items. It consists of appointees with powers to mediate disputes, subpoena, and to levy civil penalties. continued on page 17
Explosion Rocks Murrieta: Leads to Death and Destruction

O
n Monday July 15, 2019 a gas explosion rocked a residential section of Murrieta near the intersection of Clinton Keith Road and Smith Ranch. The event left one gas company employee dead and injured fourteen others. According to accounts, the gas company responded to a report received at about 11:00 a.m. that morning about damage to a natural gas line. Within twenty minutes of the report, gas company employees were on the scene and shortly after, the explosion occurred. The explosion killed 11-year Southern California Gas employee Wade Kilpatrick. Those injured not only included local residents and others who happened to be in the area but also three firefighters, two SoCalGas company employees and three solar installers were also among the injured. The explosion decimated one home and by Tuesday afternoon inspectors had tagged 30 additional homes, four of the houses were red tagged and rendered uninhabitable; while continued on page 17

Trump Condemned by Congress Washington D.C.
T
he American president has been far from discreet about his disdain for people of color whether immigrants, naturalized or American born. Though most people of color and many Whites in this nation are of the belief he long ago crossed the line when it comes to racist comments and behaviors not since he first announced his candidacy in 2015, but in the long years of before. Yet, many in the national media and politicians of both stripes have been loath to call his disparaging remarks and behaviors what they were. Tiffany Cross, Co-Founder, Managing Editor and Curator of the political platform The Beat D.C. advised an MSNBC host last week, “Had we called ‘the thing a thing,’” she declared [criticizing how the national media danced around and equivocated over whether it was appropriate to call the president a racist or whether he wasn’t really a racist and just had a penchant for saying racist things], it’s possible the national dialogue would not have devolved to its current state. Although this scenario focused on four women of color who are members of the U.S. House of Representatives may not have been foreseen specifically, this or something similar seemed destined to occur. Others say the president made it clear from the beginning who he is and long ago seemed to signal his intent to be an advocate for the nation’s

White nationalists. That intention reached crisis proportions last weekend by one of his bullying tweet storms followed quickly by his subsequent verbal attacks on the congresswomen. It was this brutish and racist attack that continued on page 19

City of San Bernardino Funded to Amend General Plan Join the BID to WIN!

W
hen Governor Newsom signed the 2019-20 state budget in late June it included about three million dollars for the City of San Bernardino to amend its general plan. Under California law cities and counties are required to have a general plan that is both comprehensive and serves as a guide for growth and development. The plans must include a cohesive approach to land use, housing, economic development, public services, transportation, infrastructure, neighborhood/community design and open spaces. Due to the nature and complexity of such plans any revision process must include expansive public outreach business engagement and the involvement of various public agencies. For this reason, the revision process is expected to take nearly two years to complete. General plans usually project 20 years into the future though it is recommended they be reassessed at least every ten years. The outlook not only includes long term goals in the areas defined, but also includes short-term policies and objectives designed to more the municipality in the direction of those goals. As the City of San Bernardino continues to find its footing in the wake of its evolution through bankruptcy and in light of its most recent grappling with a potential multi-million-dollar budget shortfall; and as it struggles to build a cohesive team among a city leadership team often at odds with one another—the municipality is faced with a myriad of unrelenting and concerning issues. Those issues are urgent and pressing. They include a large swath of San Bernardino city residents struggling in poverty, low rates of homeownership, rising rental rates and a growing homeless population. In a recent interview with SCNG San Bernardino City Councilman Henry Nickel purportedly told the reporter, “We’re an impoverished community that’s been poorly managed and poorly planned.” He added, “We have to change that.” As the general plan redesign effort begins to take shape and move forward some citizens are concerned the city’s low-income residents have adequate representation at the table to ensure they are an integral part of the process, so they are “not planned out” of the general plan’s redesign.

Reward for Assistance in Solving Linda Ferguson Murder S.E. Williams Contributor
A
round 3:35 a.m. on Tuesday, June 6, 2019, 50-year-old Linda Ferguson the beloved mother of four was shot to death in her home in the 2800 block of Cedar Avenue in Riverside. The incident was triggered according to reports, after Ferguson’s boyfriend witnessed and interrupted a vehicle burglary on the street outside the home. Just prior to the suspects fleeing the area they made U-turn and one of the suspects fired a single gunshot at the home from inside their vehicle. The bullet struck Ferguson in the back as she stood inside her house. She was critically wounded and later succumbed to her injuries at the hospital. Officer Ryan J. Railsback, Public Information Officer for the Riverside Police Department, confirmed that although some forensic evidence was collected in the area, to date the investigation has developed few leads. Explaining further Railsback asserted how detectives believe there may be witnesses or people with information related to the crime who have yet to come forward. On Tuesday, July 16 the Riverside City Council approved a resolution offering a reward in the amount of $10,000 for information that leads to the identification and apprehension of the person or persons responsible for Ferguson’s murder. Railsback said the reward off will remain in effect for 60 days. Complacent, Compliant or Complicit, Ratepayers Call for More than Mea Culpas from Directors

A
t a meeting of the West Valley Water District (WVWD) Board in early July several directors acknowledged errors in judgement for having followed the lead of their previous president and fellow board member, Dr. Clifford Young. In response on Thursday, July 11, 2019 rate payers came to the board meeting prepared to express their frustration with C. Young’s actions as former president and member of the board, while others spoke directly to the board members’ public acknowledgement of how they enabled many of C. Young’s purported transgressions. Neither C. Young nor his primary supporter and fellow board member, Greg Young, attended the July 11 meeting. Although G. Young had previously advised the board of his planned absence, C. Young’s absence was a surprise and because he failed to notify the board in advance, WVWD President, Dr. Michael Taylor stated to those in attendance, C. Young’s absence was “not excused.” The meeting room was filled with individuals carrying signs of protest. Some read “Clifford Young under investigation by the DA.” Others read, “Pay to Play.” While still others had images of C. Young’s face surrounded by a red circle with a bold line drawn through his face. C. Young’s notable absence caused some to speculate he was absent because he may have been tipped off about the evening’s protest. Community Speaks Out During the public comment period several individuals railed against C. Young beginning with a gentleman named James who spoke on behalf of a Mr. Steve Abbott. Abbott’s primary complaint focused on the recent hiring of Logan Olds as an assistant general manager for the WVWD. Olds was the former general manager of the Victor Valley Wastewater Reclamation Authority, an agency investigated by the Federal Office of the Inspector General for alleged misuse of funds associated with a $33 million-dollar FEMA grant. Abbott questioned where the integrity of the WVWD [board] comes in
when they hire someone with such a history and questioned the board’s vetting process. He further noted how the hiring of Olds raised a lot of red flags and questions. The next speaker, James Charles declared, “Clifford Young is a very bad man. He does not care about the employees of the district. He is very unethical and does illegal things.” He spoke about how C. Young fired Susan Cook because she blew the whistle on C. Young’s [suspected] illegal activities. “He [C. Young] cost the district hundreds of thousands of dollars in settlement funds and legal fees,” Charles declared, “because he does unethical things.” Charles next spoke about the firing of former WVWD General Manager Matthew Litchfield adding, “That is going to cost hundreds of thousands of dollars more to these rate payers.” His continued litany of complaints against C. Young included charging ratepayers for his victory party, his personal printer and toner and a conference he never attended. “He lies in order to achieve his own personal gain. He uses the district as his own company to hire his friends.” Charles stated adamantly and concluded, “I believe he should resign.” Scott Rodriguez also spoke. He began, “I was hoping Clifford Young and Mr. Greg Young would be here because I wrote something directly to them.” Rodriguez then read the following statement. “Director Clifford Young, you should resign because you have stolen from this district. You have fired people who accused you of stealing from the district. You have harassed and discriminated against employees.” He continued, “Your wrongful allegations and actions have cost the district over a million dollars. How much did the district have to pay to settle the Shanae [Smith] lawsuit she filed against you for harassment and discrimination? How much in attorney’s fees did the district spend on that case?” Next, Rodriguez turned to C. Young’s Qui Tam complaint against other WVWD officials and legal groups retained by WVWD. “You had to pay attorneys to do an investigation. Right? You actually voted to approve the

F E A T U R E Albright lawyers [Albright Yee & Schmit] to do that investigation for you. Right? And now, you are suing Albright because you do not like that he is investigating you?” Rodriguez then referenced additional legal actions taken against C. Young by others previously associated with WVWD and concluded, “This is ridiculous. When will this stop? You should resign but not until after you apologize to the district. Apologize to the ratepayers and anybody who was affected by [your] actions.” Rodriguez asked again, “When will this stop? How can you live with yourself? How do you sleep at night? You are a terrible man and you should do the right thing and resign now.” Perhaps some of the most compelling comments of the evening were offered by former WVWD board member who has also been an agency ratepayer for 29 years, Linda Gonzalez; President of the WVWD Ratepayers Association, Don Griggs and Publisher Emeritus of The IE Voice/Black Voice News, Hardy Brown Sr. Linda Gonzalez “I’m here,” Gonzalez began, “because of the [recent] articles and more than that, because I heard Robert Tafoya at the last board meeting. He brought out some facts. But more than ever,” she continued, “because I heard Robert Tafoya when we sat in that very back room (indicating the conference room) on October 6, 2016;” focusing directly on WVWD legal representative Robert Tafoya of Tafoya & Garcia, LLP, she finished her opening statement about who was in the back room, “You, I, Dr. Clifford Young and David Olivas (also an attorney with Tafoya & Garcia, LLP).” Having riveted the attention of everyone in the room she continued. “I mentioned at that time to Clifford Young, ‘You have got to stop the harassment of the employees. You have to stop the hostile environment. And, you have to stop threatening employees, especially administrators, when they don’t do what you want. You threaten their jobs.’” Gonzalez went on to recount what happened three days prior to that encounter. “We were in an external affairs meeting and he [C. Young] threatened me in front of all the administrators and employees and said ‘I’m going to sue you for everything that you have—and, your husband—
and, your children—and, your grandchild.’” Gonzalez note at the time her grandchild, was only five years old. “That was his [C. Young’s] M.O. [modus operandi, i.e. how he operated]. He did that with the previous board and that’s what he is doing here. But I don’t see Greg Young here,” she continued. “Greg young was his accomplice. She elaborated on how everything C. Young did, G. Young seconded and how they aligned the board to support them. “They packed the board,” she declared. Gonzalez then spoke about the upcoming election and committed to make it her mission to go into the community and inform rate payers [about what has happened regarding the board], “...even if it means I have to work twenty-four hours a day,” she declared. Gonzalez then directed her comments to WVWD Board President Michael Taylor. “Mr. Taylor, I have a lot of respect for you,” she began. “But you were his friend too (referring to C. Young), he used us, and you know how we were used.” In closing, Gonzalez reminded the board, staff and others in attendance, “This is a water district. Our business here is water.” She stressed it should not be about egos or whom one is connected to and cautioned members of the board to stop what she defined as the abuse. “Stop abusing employees…Stop firing women because that’s what you did, fire women,” she said accusingly, “with the exception of Don Olinger.” “On November 2017,” Gonzales continued, “you came up here and fired all the administrators. “Called it an external investigation. B.S.!” she exclaimed. “You fired them because Clifford [Young] told you to fire them.” Don Griggs Griggs began his comments to the directors by speaking directly to what he witnessed at the last board meeting. “It was very surprising and educational at the least., he said regarding the Mea Culpas offered by members of the board and others at the last meeting. “The business of the people is serious business. I was surprised to hear legal counsel [Tafoya] tell the inside scoop on his friend, Clifford Young.” Griggs went on to review some of the revelations offered at the last meeting including C. Young’s use of ratepayers’ money to print campaign material and

Young. “Boy, what a racket,” Griggs declared. “Now, I don’t know if you knew at the time we were paying for his campaign, but you know now.” Griggs said to the board members in attendance. “He [C. Young] should be censored and asked by you—to resign from office—before his wrong doings are attributed to you.” Griggs reminded board members of the adage regarding how one bad apple can spoil the whole barrel. He continued, “I have explained to the [California] Attorney General’s office about the concerns of the rate payers and now, you have the state controller’s office waiting to do an audit on the district. I told you earlier,” he reminded board members, “you should invite them in; but according to the press release [issued by board president Taylor], they invited themselves in without your invitation. This is good for all of us in the public,” he concluded and continued. “We are now heading into another election cycle for three of you on the board. And only one of you has stood up for the rate payers,” he admonished. “As far as I’m concerned, two of you have gone along to get along and I cannot wait to see what you will send to my home about your accomplishments as directors. Do not get me wrong,” he qualified, “I appreciate your changing leadership [voting to remove C. Young from his position as board president and G. Young from vice president] and coming clean with your confessions at the last meeting. You deserve credit for that because it has slowed the bleeding of legal costs, but not the political hiring of friends.” Griggs then spoke specifically about what he meant in this regard. “You must convince me that all those political friends you now have on staff will not be involved in any way in your campaigns. I know they have constitutional rights, but you have compromised them by hiring them on staff.” He warned, “If we hear of them being involved, I will file a complaint with the FPPC agency (California Fair Political Practices Commission). So, consider this, if any of them get involved—and you know how campaign workers love to talk and spread gossip—so even if you are seen with them, people will tell us, and they will send pictures.” Griggs then directed his comments to WVWD General Manager Clarence
Mansell Jr., “Clarence, you must give out clear instructions that people will be terminated if caught participating in any of their [board members] campaigns.” With that, Griggs thanked the board and turned his attention to the reading of comments prepared by Hardy Brown, Sr. Hardy Brown “I am sorry I missed the last board meeting to observe the physical expressions that went with your words I heard on the audio transmission,” the comments began. “It was nice to hear what all of you had to say about how you were misguided and deceived by your friend and bully leader, Dr. Clifford Young. I am sorry it took over a year to get to this point, but it is better late than never. The rate payers have had to underwrite this experiment of a dictator’s personal greed with their hard- earned dollars. That,” Brown stressed, “they did not deserve.” He continued, “Mr. Griggs tried to tell you how he [C. Young] was, but you would listen to his whispers of ‘you were lying and out to get him because of old political actions by him. The good thing is, you’ve learned for yourself his way of playing a shell game with you.” That brings me to the upcoming election where three of you will run again for office. I want you to fully evaluate what you have done in the past two years that is deserving of voters returning you to office? Two of you have openly and actively participated with Dr. Young in his desire to unjustly fire employees that has resulted in high legal costs—that is not completed. What will you tell the voters,” he asked rhetorically? Brown further expressed his satisfaction with the state’s plan to complete a comprehensive audit that should lay out and explain C. Young’s claim of an “inadvertent” misuse of ratepayers’ money as offered by the San Bernardino County District Attorney’s Office at the conclusion of their investigation into some of the alleged incidents of misappropriation by C. Young. “We will see if they see it that way because ratepayers say he belongs in jail and [he] should still pay the money back,” Brown asserted. Brown closed his comments saying, “I am happy you decided to step up and tell the truth in public. I know this was not easy because every continued on page 18

Riverside Community College District Foundation Awarded BOA Grant Riverside

ast week Bank of America presented the Riverside Community College District Foundation (Foundation) a $25,000 grant award. The funding is intended to assist with economic mobility for individuals and families and help put them on a path toward financial stability. The Foundation will use the grant dollars to support an initiative to increase the number of historically underrepresented populations—women, Veterans, foster youth as well as individuals with disabilities interested in pursuing a career in a STEM (science, technology, engineering, math) field. “Bank of America has been a strong corporate partner to the Riverside Community College District (RCCD) for over twenty years,” said Launa Wilson, Executive Director, RCCD Foundation. “The RCCD Foundation staff and board of directors are grateful for this generous grant supporting a major District initiative that will make a significant impact throughout our region.” In all, Bank of America awarded $500,000 in grants to 49 Inland Empire nonprofits. continued on page 17

Hepatitis A on the Rise in Inland Region San Bernardino
A
Hepatitis A cluster in San Bernardino County continues to increase according to Health Officer Maxwell Ohikhuare. Ohikuare reported at least 15 cases were identified among county residents between January 1 and July 1, 2019 compared to only two cases identified during the same period in 2018. He stressed the increase in cases has predominantly occurred among high-risk populations such as drug users and those experiencing homelessness. Hepatitis A cases have also shown a slight increase in Riverside County—up from three to six cases during the same year over year period. Hepatitis A is an acute viral infection that affects the liver. It can be transmitted person-to-person among those who use drugs and/or are homeless. The transmission often results from contaminated needles and other injection equipment, specific sexual contact and practices, or from poor sanitary conditions. The Hepatitis A virus typically spreads through a fecal-oral route and causes symptoms such as fatigue, poor appetite, fever and nausea. A similar outbreak of the illness occurred in San Diego County during 2017 and 2018. The San Diego outbreak was associated with the same at-risk population as currently identified in San Bernardino. Ohikhuare commented about the San Diego outbreak and stressed although it has subsided, Hepatitis A clusters continue to occur across the country. Ohikaure encourages individuals traveling out of state or those who are in contact with high-risk populations locally to consider preventive measures.

The Draft EA evaluates the potential environmental effects of the Proposed Project described above and its alternatives, and has been prepared pursuant to the requirements of Section 102(2) (c) of the National Environmental Policy Act of 1969 (NEPA). The FAA is the lead federal agency to ensure compliance with NEPA for airport development actions. The Draft EA has also been prepared in accordance with FAA Order 1050.1F, Environmental Impacts: Policies and Procedures, and FAA Order 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions. The Draft EA includes an analysis of reasonable alternatives, potential environmental impacts, and mitigation measures, as appropriate. The Draft EA also includes a Draft General Conformity Determination for the proposed improvements associated with the Proposed Action. A separate draft General Conformity Determination for the proposed project has been prepared and is being made available for public review under Section 176(c) of the federal Clean Air Act Amendments of 1990. Pursuant to the Endangered Species Act, 16 U.S.C. § 1536 the FAA gives notice that the FAA has determined the Proposed Action will have no effect on the San Bernardino kangaroo rat (Dipodomys merriami parvus [SBKR]), Santa Ana woollystar, and Santa Ana sucker (Catostomus santaanae) that are located on or near the airport. Further, FAA has also determined there are no primary constituent elements of critical habitat for the SBKR within the defined Action Area surveyed to be considered similar to critical habitat, and the Action Area is separated from the critical habitat corridor by the Airport taxiways and runway. There is no proposed or designated critical habitat for either of these species in the Detailed Study Area, as described in the Draft EA. Since the proposed project does not affect any federally listed species or designated critical habitat, there is no requirement for formal Section 7 consultation with the U.S. Fish and Wildlife Service for the Proposed Project. Speaking in regard to his other recently successful legislation AB 1183 Ramos declared, “Clarifying who is held accountable when operating a boat reduces risky behavior on our waterways and gives law enforcement the ability to effectively patrol our waters.” AB 1183 was a bipartisan bill jointly authored with Assemblymember Jay Obernolte (R - Hesperia) and sponsored by the California State Sheriff’s Association. The measure ensures that those who engage in reckless and dangerous behavior are held to account. It is not uncommon to find minors operating a vessel under the supervision of an adult who is under the influence. The mother of the house destroyed in the explosion barely escaped with her life, fortunately her two children were not in the house when it occurred. According to reports, the family had just recently purchased the property. Although an investigation into the event is in process, early indications are contractors who were installing solar panels on the home may have hit a gas line which led to a gas leak and ultimately, the explosion. Purportedly they failed to follow requirements to call 811 to check for the locations of underground gas lines. In his seminal work Les Misérables the French poet, novelist, and dramatist Victor Hugo highlighted the importance of showing love and compassion when confronted with issues related to social justice and human rights. He challenged those who would sit silently in the dark shadows of the moment, to shine a light. He wrote, “If the soul is left in darkness, sins will be committed.” We see that happening under Trump’s leadership today. But Hugo lamentation did not end there. He continued. “The guilty one is not he who commits the sin,” he warned, “but the one who causes the darkness.” All of us must have the courage to shine a light in any and every way that we can. It is written that the greater the darkness the brighter our light must shine. Of course, this is just my opinion. I’m keeping it real.

finally pushed congressional representatives to formally sanction the president by condemning him overtly racial comments. Using historic and painful White nationalist phraseology, the president demanded Representatives Ilhan Omar of Minnesota, Alexandria Ocasio-Cortez of New York, Rashida Tlaib of Michigan and Ayanna S. Pressley of Massachusetts — “go back” to the countries from which they came. All but one of them was born here in the United States and the other is a naturalized citizen. The resolution began, “Whereas the Founders conceived America as a haven of refuge for people fleeing from religious and political persecution, and Thomas Jefferson, Alexander Hamilton, and James Madison all emphasized that the Nation gained as it attracted new people in search of freedom and livelihood for their families; Whereas the Declaration of Independence
defined America as a covenant based on equality, the unalienable Rights of life, liberty and the pursuit of happiness, and government by the consent of the people;” The resolution went on to list other historical statement and beliefs rooted in founding documents and expressed by previous national leaders before concluding: “Whereas President Donald Trump’s racist comments have legitimized fear and hatred of new Americans and people of color: Now, therefore, be it Resolved, That the House of Representatives— (1) believes that immigrants and their descendants have made America stronger, and that those who take the oath of citizenship are every bit as American as those whose families have lived in the United States for many generations;
