W

hen 23 year old Robert Adams was shot to death by a San Bernardino police officer on Saturday, July 16, hearts of family, friends and caring members of the community were broken. As the story went national it pulled the scab off a wound in the collective Black community that seems destined to remain raw and open to infection in a nation where tending to the grievous sorrows perpetrated against Black lives is subject to more political lip service than substantive and meaningful change. In the meantime, the initial police report appears to provide the usual “boiler plate” explanation about what led to the shooting in a way they hope justifies the officer’s action while simultaneously describing Adams in the most suspicious and least favorable light while also working to ensure members of the community of the police department’s commitment to an unbiased investigation. Meanwhile, despite the involvement of one of the nation’s most prominent Civil

Rights attorneys, Benjamin Crump, who has represented families of many high-profile police shootings nationally, including the family of George Floyd killed by Minneapolis police in May 2020, response of local leaders to the shooting death of Adams appear somewhat muted. Last week the local chapter of the NAACP issued a call to action calling on local residents to attend last Wednesday’s meeting of the San Bernardino City Council. During the meeting several in attendance spoke about the shooting including three council members: Damon Alexander, Kimberly Calvin and Ben Reynoso. There were condolences offered to the family, calls for transparency and requests for time for police to complete the investigation. There were also several community members who expressed support for the police and the city’s new Police Chief, Darren Goodman. The atmosphere was far from heated and passionate response to police killings experienced across the country during the 2020 continued on page 17

The Black Voice News Turns 50

I

n 1972 students at the University of California, Riverside, led by Artis Lilly, started the Black Voice News because they wanted to “plead their own cause” on campus. Once they graduated, the newspaper moved to community ownership under the stewardship of publisher Sam Martin. He eventually sold the newspaper to my parents Hardy and Cheryl Brown in 1980 who turned it into a premier community newspaper, with a focus on anti-discrimination and justice reporting. Under their leadership, the Black Voice News became the first Black newspaper on the West Coast to launch a website. The Browns covered the community from watchdog reporting on local government to profiles on community leaders making a difference to coverage of community events and special occasions. And they were recognized for their tenacity in publishing the truth about the killing of Tyisha Miller by local police as the only living publishers included in the 175th anniversary of the Black Press of America. Their names were included on a list of historic publishers like Frederick Douglass, Ida B. Wells-Barnett and Carlotta Bass—all of whom overcame obstacles to publish the truth and to give a voice to the voiceless. For the past decade, I have led the transformation of the Black Voice News, maintaining a focus on justice and equity, but utilizing new technologies and utilizing a solutions focused data reporting approach. As the fourth estate, we are tasked with informing and engaging community around information, we need access to high quality data to provide high quality and accountable information. And if our role as news media is to: analyze, contextualize, and offer solutions, then we believe innovations in data reporting and solutions journalism, can become a model of resilience and sustainability for Black Press, and we’re starting with interrogating our own work at the Black Voice News. Over the years we have assembled an award-winning and skilled editorial and reporting team, led by Executive Editor Stephanie Williams. She leads a team of emerging journalists with graduate degrees from Columbia University, University of California Berkeley and the London

School of Economics. They have received fellowships in data reporting and visual storytelling. And they are supported by a solid data & mapping team led by Project Director Candice Mays and Project Manager Alex Reed. With a major disruption in the local news industry, our business model to support this work is also changing. As we continue to move into the digital space, we are relying less on print advertising and instead relying on diverse revenue streams, including reader supported revenue, local donors and members; grants and other philanthropic support, which we treat as venture capital making investments in infrastructure and investigative and data reporting. We have expanded our educational study tours under the leadership of Footsteps to Freedom Managing Principal Hardy Brown II; and through data and mapping consultancy, our in-house team supports the newsroom but also consults for other community-focused organizations, including working on the research project Listening to Black Californians by the California Health Care Foundation, as well as our flagship projects: a Black-Led Organization searchable database and a “Racism as a Public Health Crisis” data tracker. In an effort to listen more to our community as we continue to grow and innovate, we launched 50x50 where over the course of our golden year we will host 50 listening sessions to inform our reporting. We look forward to hearing from each of you. Los Angeles, May 11, 1978 Ambassador Andrew Young Speaks Out

A Spanish person can do a lot of business with countries in South America; Japanese can do business with Japan and other Asian countries; and in Africa, they respond to Blacks. Especially when the Black has gone to Harvard or Yale and they are schoolmates.” United Nations Ambassador Andrew Young made these comments in early May 1978 during a press conference. Also, while in Los Angeles, Young addressed attendees at the Brotherhood Crusade’s $125 per plate dinner held to honor business and community development leaders. During his presentation at the event, Young shared that President Jimmy Carter has appointed one of the honorees, C. Robert Kemp, Executive Director of the Inter-governmental Agency on Minority Business, and expects him to triple procurements for minorities in business. Young was asked about the African racial situation and he said he hoped the invasion of Angola by South Africa was not the beginning of a race war. He was also asked about being a point man for Carter. Young responded, “I designated in myself that role. Carter is not losing ground in the Black community. From the beginning, he has included more Blacks and Browns in his administration than ever before—so many people that Blacks don’t know who they are. The success of the Carter administration is to integrate Blacks, Browns, and women into the government.” A question was also raised as to whether children in Africa are better educated? He answered, “Not better educated, but the motivation is there.” He continued, “I’ve never had children in America ask me to get them a pen-pal so they can study English or ask for a book about Martin Luther King as they have in Africa.” Young said he agrees with Jesse Jackson: the [opportunity for] education is here, we should inspire and motivate our own students. Andrew Young resigned as U.N. Ambassador in August 1979, over controversy that stemmed from an unauthorized meeting with a representative of the Palestine Liberation Organization (PLO). He was elected Mayor of Atlanta and served as the city’s Mayor from 1992 to 1990.

On August 3, 1977, Eric Haley, a former Riverside City Councilman who was active in city and regional government, announced his plans to run for Mayor of the City of Riverside. When Haley announced his candidacy he said, “This campaign for mayor comes at a critical time in our city’s history. The next mayor of Riverside will have a unique opportunity to help guide a city that wants to preserve its agricultural heritage in the midst of rapid growth.” He continued, “The mayor’s office has a tremendous potential for leadership. The kind of leadership that comes from being an office of all citizens, not just of a ward or district. This office must be able to lead at this critical time, to develop direction for the city council and to serve as a communications center for all people. I believe in grass roots democracy. I really want to see local government work and work for everyone. And, I intend to see it work for everyone.” Haley was defeated in his bid for mayor by Ab Brown who eventually served three terms as Riverside’s mayor.

Sacramento, CA-December 8, 1988 Willie Brown Makes History - Wins Fifth Term as Speaker

Willie Brown made history in 1988, when he was elected to serve a 5th unprecedented term as Speaker of the California State Assembly. Assemblyman Steve Clute (1982-1992) and Riverside residents helped beat back an organized effort to unseat Brown. Members of the Black community, and those in the White and Hispanic community who agreed, rallied to the occasion. They circulated petitions and made hundreds of calls to Clute’s offices in Riverside, Indio, and Sacramento in support of the Speaker. In the end, Brown was re-elected. “He won and that’s all that counts,” said businessman Marion Black. Clute told Black Voice News that the support for Brown was about 50-50. He had just as many calls for, as against; however, those in support additionally turned in petitions and wrote notes in support of the Speaker. Clute also took issue with Republican Ross Johnson of La Habra, who used the tactic of running a newspaper ad to “purposely tie up our district office,” he shared. The ad stated, “Pull the Plug on Willie Brown.” Clute very angrily said Johnson does not support the issues of the people of the Inland Empire. He votes for only 20 to 30 percent of my bills, Willie on the other hand supports us 100 percent of the time. “It is good to see the speaker back in there, now we can get on with the important issues facing the legislature,” Clute said. Always the master politician, after serving 15 years as Speaker of the California Assembly, in June 1995, Democrat Willie Brown Jr. not only chose his own successor but chose a little known female Republican politician to replace him—59-yearold Orange County representative, Doris Allen. In addition, he managed to facilitate rule changes that made him “Speaker Emeritus” until he completed his bid for mayor of San Francisco. After leaving the California Assembly, Brown was elected and served two terms as the Mayor of San Francisco.

Riverside, October 8, 1987 Blacks Migrating from LA to Riverside County

Agustin Gurza Contributor For the first time since they began their depression-era migration from the South, more Blacks are moving out of Los Angeles than are moving in, and many are choosing Riverside County as their new home. A study of 1980 census data showed that the traditional migration of Blacks to Los Angeles from places like Texas and Louisiana had slowed. Researchers predict that new data collected in 1990 will show that the country’s second largest city is now losing more Blacks than it gains. This reflected a trend already established in large urban areas of the east and Midwest. In 1987, data indicated that once Blacks settled in the inland area, they were more likely than Whites to stay. For example, in the period 1975 to 1980, Blacks comprised about 5.3 percent of those who entered the two-county area, but only about 4.3 percent of those who left. Whites, however, comprised a high percentage of those who left (88.1 percent) than those who arrived (86.5 percent). “In relative terms, there are fewer Blacks leaving than Whites in a given year,” said University of California Riverside Professor Paul Wright. “Blacks stay put more.” During this period, the Black community of the two counties was growing at a somewhat faster rate than the White population, due in part to greater net migration and higher birth rates. “The Black population as a percent of the overall population is increasing slowly over time,” Wright said in 1987. “But that doesn’t mean that Riverside County is going to become Black dominated at all. Far from it. . . The county simply is attractive to Blacks the same way it is attractive to everybody else.” According to the research, Blacks, driven out of the city by crime and other urban ills, were (and are) lured to the inland region by affordable housing and a family-oriented lifestyle. By mid June 2014, Census Bureau estimates showed that the African American population in San Bernardino County had dropped between 2012 and 2013 for the first time in decades. In addition, growth in the Black population of Riverside County was slower than in previous years. Riverside, CA – December 28, 1998 The Police Shooting of Tyeisha Miller

Nineteen-year-old Tyisha Miller was murdered at the hands of four Riverside Police officers on December 28, 1998. Twentyfour shots and 12 bullets entered her body after she was startled awake while sleeping in her vehicle. In the hours immediately following her death the White police officers bragged about what they did, calling her names, mocking the family and even claiming to have ruined the family’s Kwanzaa. Soon, Riverside County District Attorney Grover Trask would admit the shooting was not within the police department’s policy but still the officers were cleared of any wrongdoing. For one year the community protested and the Black Voice News was there to follow the story. As a result of a civil investigation, on March 5, 2001, the Office of the Attorney General filed a complaint and stipulated judgment in People of the State of California v. City of Riverside. This judgment is believed to be the first consent decree to reform a local police department ever secured by a state attorney general under state law. The judgment remained in effect for five years and required the Riverside Police Department to implement reforms in training, supervision, and accountability.

A U.S. federal appeals court ruled in December 1995 that Blacks cannot sue the federal government for damages or an apology for slavery and racial discrimination. In a 3-0 ruling, the 9th U.S. Circuit Court of Appeals reached the same conclusion as dozens of lower-court judges who had previously considered similar reparations claims. In the case, attorneys from the Lawyers’ Committee for Civil Rights argued that the 13th Amendment to the U.S. Constitution, abolishing slavery, also authorized federal courts to intervene when congressional action perpetuates the effects of slavery. An opinion by Judge Pamela Rymer asserted the seven plaintiffs could not seek damages for the enslavement of their ancestors, could not require the courts to correct alleged discriminatory acts by Congress, and claimed the plaintiffs failed to point to specific government actions that violated their rights. Individuals who complain about historic or current societal discrimination, Rymer continued, lack the standing and legal authority, “to pursue claims in court arising out of the government’s failure to do right as (they see) it.”

Black Voice News Enters Its Golden Year

ts been 50 years since a small group of Black students at the University of California, Riverside, having grown tired of being invisible and un-represented in the school’s student publication, coalesced and published the first edition of Black Voice News (BVN) and in doing so, not only raised the voices Black students on campus and in the process provided the visibility they deserved. Within a few short years the publication transformed from a student led, campus publication to a community-based publication, and before long, came under the stewardship of community icons, Cheryl and Hardy Brown. As Black Voice News enters its 50th year, now under the guidance and direction of secondgeneration publisher Dr. Paulette Brown-Hinds, it looks to the future in the Ghananian tradition of Sankofa which, often symbolized by a bird with its head turned backwards while its feet face forward carrying a precious egg in its mouth, as Black Voice News looks to the future it is equally committed to bringing forward lessons of the past that should not to be left behind while it simultaneiously charts a way forward in rhythm with the dynamically changing media landscape that too often accelerates forward with the Black press struggling to keep pace. Brown-Hinds is committed to writing a different future for the Black Press. It is in this spirit that as BVN enters its 50th year we present a timeline of some of the compelling stories covered by this publication over the previous years while it also presents a roadmap, a model or a way forward not only for itself, but for other Black media outlets to consider. In this spirit, BVN continues its mission of reporting in the tradition of the Black Press and all that commitment includes while at the same time attempting to serve as a beacon and forerunner for Black media as legacy newspapers struggle to find a sustainable model in the dynamically changing world of journalism as evidenced by this publication being the first legacy newspaper in the state of California to

embrace a digital presence. Where do we go from here? Black Voice News entered 2022 with a clear mission: to continue telling stories of the COVID-19 pandemic and its impact on the Black community from all relevant perspectives including vaccinations and vaccine hesitancy, mis- and dis- information about the virus and vaccines, the impact of recovery on employment opportunities in the Black community, housing vulnerability, food insecurity, support for delinquent water and utility bills, COVID-19 risks, impacts and vaccines for children, COVID-19 variants and mutations that continue to disproportionately impact minority communities. The issue of public health has also grown to include monitoring of the expanding impact of the monkeypox virus. At the same time, Black Voice News is equally committed to maintain its focus on issues of equity. Our model of reporting currently rests on four pillars:

Justice seeking Does this story center a justice issue requiring examination is a question we seek to answer in our investigative reporting. In this regard, “justice” includes a wide range of social and political issues including everything from health, housing, employment, climate change, the environment, access to outdoor spaces, all aspects of the criminal justice system/reform and its impact on Black lives. Justice seeking is about more than what happens in the legal system. It is about the application of fairness in all societal systems and the need to ensure fairness in rules and other regulations designed and implemented by government and other public serving institutions and corporations, are administered fairly and those in positions of authority are held accountable for failures. Data Centered One of the most significant contributions by Black Voice News to sustainability of the Black Press is the significance of telling our own


C E L E B R A T I N G stories regarding Black lives and using data to dramatize the impact. Few Black media outlets in California, or elsewhere for that matter, have the resources to search for data, process and present it in ways that not only informs but empowers the community to leverage it for change. And yet, this is an essential tool for the continuing advocacy work needed to drive change at the local, state and federal levels. In the past, access to such data and how it was presented remained–for the most part due to the capacity of the Black Press, the exclusive domain of mainstream publications that often interpreted such information often without the insights of Black journalists/reporters. Black Voice News is working to change this paradigm by incorporating data as one of its reporting pillars and more importantly through a breakthrough strategy associated with its Mapping Black California (MBC) initiative called Da Hub, a Google News Initiative funded data hub that allows MBC to better share and store curated datasets for analysis and accessibility. This will enable and empower Black media outlets to tell the stories of their community by presenting data through the lens of the Black Press. DaHub, however, is not only a tool for the Black Press but also activists, philanthropists, academics, and more. Black Voice News believes access to real time and historical usable data about the Black population in California will ensure user generated content is recent, accurate, and bias-free. Audience engaged Black Voice News is committed to telling stories through the voices of the communities we serve while working to amplify solutions of impact and importance to them. To this end, BVN has embraced a model centered on audience engagement and is committed to employing a variety of options to enhance and deepen relationships within the community it serves. BVN is working to accomplish this through a variety of engagement options from asking audience input via short surveys embedded in articles and newsletters, to hosting public listening sessions between readers and the BVN

Justice for Robert Adams Takes Precedence for Major Discussion at San Bernardino City Council Meeting Aryana Noroozi | Staff

“ know he had a gun. Does it really matter if he’s dead?” Councilman Ben Reynoso asked. “What does justice look like for somebody who is dead?” The San Bernardino City Council and Mayor convened for their bimonthly meeting last night, Wednesday July 20th. Discussion about obtaining justice for Robert Marquise Adams, 23, took precedence for a handful of council members who took the floor after the City Manager’s report was shared: a Critical Incident Debrief video from the San Bernardino Police Department featuring Police Chief Darren Goodman. “Be assured this is not going to go away,” said Councilman Damon Alexander, the first speaker. “You’re going to have to give us some time, but trust me when I say we have a good department that’s going to demand transparency.” Councilwoman Kimberly Calvin echoed promises for a transparent and thorough investigation. She gave her condolences to the family and applauded community members in attendance. “Concerned city members keep the city accountable,” Councilwoman Calvin said. “Transparency is exactly what I ran on, that’s my commitment to you.” She reminded the community that the investigation is ongoing and they may not hear officials speak about it until it is complete. “It’s very clear why I’m here, but it’s not clear what I'm supposed to do,” said Councilman Reynoso. “I don't control the police department or any city department.” “This city inspired me to run for office and sit here and translate things you'd never get the answers to,” said Councilman Reynoso. “That’s all I can do.” When the council opened up the floor to public comment, San Bernardino community members took to the floor to share their thoughts on the incident. “The chamber of commerce wholy supports Chief of Police

I want us to stay focused on what happened, whether he had a gun or not.”

Ruth Bader Ginsburg is Becoming the New Thurgood Marshall This commentary centered on the positions taken by U.S. Supreme Court Justices on issues related to Affirmative Action and Voting Rights. In it, Black Voice News Publisher Dr. Paulette Brown-Hinds compared the actions of now deceased Supreme Court Justice Ruth Bader Gnsberg to the efforts of the nation’s first Black U.S. Supreme Court Justice, Thurgood Marshall. She did so in her dissenting opinions related to several key rulings by the nation’s highest court. In doing so, BrownHinds asserts, Ginsberg carried on the work of Marshall aimed at protecting the integrity of the democratic process.

President Barack Obama visits San Bernardino In the wake of the December 2, 2015 terrorist attack in San Bernardino that left 15 people dead and 22 injured President Barack Obama and First Lady Michelle Obama visited San Bernardino. At the time it was the deadliest mass shooting in the U.S. since the Sandy Hook Elementary School shooting in 2012. The Obamas visit with family members of the San Bernardino mass-shooting event was the twelfth such somber gathering initiated by Obama since taking office in 2008.

Justice Ketanji Brown Jackson Becomes Nation’s 116th Supreme Court Justice On Thursday, June 30, 2022, Ketanji Brown Jackson was officially sworn in to the U.S. Supreme Court as the nation’s first Black woman to hold this lifetime position. Upon taking a judicial oath and a constitutional oath, she secured her role as the 116th justice.

Omicron Variants BA.4 and BA.5 Drive Rising Rates of COVID-19 Infection Breanna Reeves | Staff

O

ver the last two and a half years, Americans have experienced a surge of several coronavirus variants including Alpha, Delta Omicron BA.2, Omicron BA.4 and now Omicron BA.5, considered to be one of the most contagious variants so far. BA.5 now accounts for a majority of COVID-19 cases at 65%, according to the latest data measured from the week of July 3-9. In a White House Press Briefing last week, Centers for Disease Control and Prevention (CDC) Director Dr. Rochelle Walensky categorized BA.4 and BA.5 as “more transmissible” and “more immune invading” than previous variants. “We know now, from experience that we’ve had over the last couple of months and others in other countries, that [BA.5] doesn’t appear to be associated with greater disease severity or hospitalizations compared to the most recent subvariants,” added Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases (NIAID), during the briefing. California regions with high community levels According to the Los Angeles Times, 9 in 10 California’s live in a region with high COVID-19 Community levels, according to CDC data. COVID-19 Community Levels are measured based on new admissions in the past seven days (per 100,000 people), the percent of inpatient beds occupied by COVID-19 patients and total new COVID-19 cases per 100,000 people in the past seven days. Of the 58 counties in the state, 42 counties have been identified as having high COVID-19 Community Levels, 13 as “medium” and just three counties as low. Los Angeles County is currently experiencing high community levels, prompting the county to rethink reintroducing an indoor mask mandate on July 29 if they remain in the high COVID-19 Community Level for two consecutive weeks. The Los Angeles County Department of Public Health reported 1,252 hospitalizations over the last seven days as of July 17.

CDC updates The CDC COVID-19 Community Levels Data Tracker is updated weekly on Thursday. As of July 17, both San Bernardino and Riverside Counties have been identified as having medium COVID-19 Community Levels with the regions reporting case rates below 405 per 100,000 compared to Los Angeles County who is reporting 449.93 per 100,000, according to the tracker. Based on community levels, the CDC offers recommendations for individuals and households such as discussing COVID-19 antiviral treatments with health providers for immunocompromised individuals, considering self-testing, wearing masks indoors and staying up to date with COVID-19 vaccines and boosters. uprising. Overall, I would describe the response to the shooting death of Adams by local police as tepid… to some extent…vaguely muted. But why? It’s possible it is a collective desire to give the city’s newly appointed police chief an opportunity for success. Just a few short week ago on Wednesday, June 15, Darren Goodman was sworn in as the city’s first Black police chief in San Bernardino’s 116 year history. It appears the community has taken a “wait and see” approach to its demands for transparency in relation to Adams death. Is this in deference to Goodman? Only time will tell. Transparency regarding police use of excessive force incidents remains illusive across the country almost as if it is a bridge to far for police to cross and despite all the police chiefs who took a knew during the 2020 uprising of city council declarations that racism is a public health crisis. But there may be more than the hope for transparency under the new police chief that has warranted the tepid response to the San

Bernardino shooting. A 2020 analysis of shooting deaths by police across the country published by the Social Science Quarterly noted, “Rates of fatal shootings by officers are almost 50 percent higher in cities with police forces led by white police chiefs than in cities with Black police chiefs.” The report further noted that of the 30 cities with the highest rates of fatal police shootings, 23 had police departments led by whites and only four have departments led by Blacks. On the other hand, of the 30 cities with the lowest rates of fatal police shootings, 16 have police departments led by Blacks and only 11 were led by whites. It is also important to note that differences in fatal shooting rates persist even after controlling for city characteristics. This study used The Washington Post's “Fatal Force Database” to calculate rates of fatal shootings (per capita) by police officers that occurred between January 1, 2015 and June 1, 2020 for the 100 largest cities in the United States. All eyes are now on Goodman as the San Bernardino community waits to see how this case

will unfold. Will the investigation confirm what many witnessed with what police supporters would have you believe were “their lying eyes”? Will the investigation come back with a ‘business as usual’ explanation and justification for Adams’ death? Or, will Goodman deliver a much hoped for and unexpected outcome with a reasonable, believable and transparent explanation regarding why another young Black man–this time on his watch–is gone too soon? During an exclusive interview with Black Voice News in April Goodman stated, “When it comes to issues of race, I understand the dynamics on both sides,” noting that “understanding” is one of the personal attributes he will bring to the job along with his experience and commitment. “I understand how some of the experiences people have had, frames how they feel and I would be sensitive to that. I also understand that people doing the job of law enforcement will have experiences and they also have a job to do, and I understand that as well.” Now, Goodman is being called on to navigate troubled waters. It appears–at least for now–he is being given a chance to use his understanding of the dynamics on both sides to truly deliver on calls for transparency. Of course this is just my opinion. I’m keeping it real.
