O
ne of the most valuable sources in helping to assess and tell stories of the true and disparate impact of COVID-19 on underserved communities in California was access to demographic information in relation to the virus and vaccination rates by area as the virus wreaked havoc up and down the state in 2020 and the early days of 2021. It was the advocacy of the Black Press, including Black Voice News among others, who pushed for this important level of transparency as the number of infections climbed and death settled over Black and Brown and Native American communities like an impenetrable fog. In recent months however, everyone breathed a sigh of relief as vaccination numbers improved, the coronavirus slowed its spread, and the jangling cacophony of discourse which disrupted our lives for more than a year gradually lowered its decibels. However, the reprieve was not lasting. As many celebrated the reopenings, others kept a wary and watchful eye on the Delta
variant of the coronavirus as it had its way with countries around the world. Reports were worrying. The variant is more contagious—at least 60 percent more transmissible—according to some reports, it is impacting younger people and although there are some breakthrough cases among those who are vaccinated, the majority being hospitalized and dying—more than 95 percent—are the unvaccinated. Mask orders are being reimplemented in many communities and the same irrational argument about personal choice is once again the source of feigned rage in many communities, especially those led by Republicans, as if life and death, safety and sanity should only be assessed through a partisan, political lens. And as the dangers continue to mount even the California governor has not taken a stand on masks –a governor who once led the nation by acting on COVID safety, to date is silent on the issue of a statewide mask mandate. Naomi Osaka Lights the Cauldron: The Olympic Flame Endures
Jon D. Gaede | Contributor Tokyo – In the midst of a pandemic and surge in COVID cases, the Olympic flame completes the journey through the 47 prefectures of the nation of Japan in 121 days. Prefectures are similar to states in the U.S. Clutched in the hands of its citizens, the torch brings hope and when ignited, it signals the rebirth of sport and the pure joy of athletic competition. Delayed by one year, these Olympic games will test the world’s best athletes in unfamiliar ways. Travel, training, isolation, and daily testing, reflect some of the changes that make the games perhaps the most unusual in modern history. Most athletes have not competed during the past year and face the challenge of refined training adjustments in order to achieve a peak performance. Japan’s Olympic Committee has also faced many

Black Healthcare Workers Caring and Coping through the COVID Crisis

T
he healthcare industry is one of the largest and fastest-growing fields in the United States, according to the Census Bureau’s 2019 American Community Survey (ACS). As of 2019, there were 22 million workers in this industry, an industry that accounts for 14 percent of all U.S. workers. Shakee King is one of the 22 million who work in the healthcare sector. Shakee, 23, has worked as a certified nurse assistant for approximately four years. Her job is centered around patient care and maintaining their daily lives and needs. “Working during this pandemic has been really stressful and heart breaking. Seeing my patients suffer and passing away on an everyday basis has affected me emotionally and mentally,” Shakee explained in an email. “Honestly, being labeled as an essential worker really hasn’t had an effect on me due to the fact a lot of us have been doing this for years and are just now getting recognition.” When the virus was initially discovered in the U.S., hospitals and medical staff were immediately overwhelmed with the number of COVID-19 cases and lack of PPE and personnel. While doctors and nurses were applauded as heroes and thanked for their service, they were suffering from the pandemic in other ways. According to the Census, “California had 718,011 health care support workers — the largest number of any state — accounting for about 4 out of 100 workers in the state.” Shakee is one of the many health care workers who works in San Bernardino, California. She is also part of the one-quarter of health care support workers who are Black in the industry. Additionally, women also made up threequarters of full-time, year-round health care workers. A Year into COVID-19:
Inland Empire’s Black Residents Reflect on What Was Lost

PART 1 uly 15 officially marked one month since California officially reopened the state. For nearly a year and half, residents were confined to their homes and restricted from engaging in inperson activities due to COVID-19. The stay-at-home order was put in place on March 19, 2020 and since then, things in the state (and around the world) have changed permanently. Although the state has now allowed indoor dining, indoor gatherings and relaxed social distancing and mask requirements, the pandemic continues to leave a lasting impact on individuals and communities alike. As of June 2, California recorded 3,685,916 confirmed cases of COVID-19, resulting in 62,044 deaths, according to the data provided by the California Department of Public Health. Riverside County registered 288,996 total confirmed cases and 4,442 total confirmed deaths while San Bernardino counted 292,990 total confirmed cases and 4,758 total confirmed deaths as of last month.
Communities of color have been hit the hardest by the pandemic due to a variety of factors including access to adequate healthcare, occupations, discrimination and mistrust of healthcare officials. The CDC attributes social determinants, such as people of color being disproportionately represented in essential work settings, as part of why these communities are exposed to COVID at higher rates. According to The COVID Tracking Project, in California Hispanic or Latino people make up 39 percent of the population, but account for 55 percent of COVID-19 cases. Those that identify as Asian alone makeup 14 percent of the state’s population and account for 7 percent of cases. According to Black Voice News’ own COVID Black California Dashboard Black people account for 6 percent of the population in California and account for 4 percent of COVID-19 cases in the state. Throughout the pandemic, people have suffered not only the loss of loved ones, but also experienced tangible and intangible losses. Some experienced the loss of business opportunities while others lost the continued on page 9

Healthcare professionals who have spent the last year and a half working during the pandemic have demonstrated different ways of coping with the harsh realities of the pandemic and healthcare system. On Wednesday, nurses, who are members of the National Nurses United (NNU), the largest union and professional association of RNs in the country, held a national day of action as a way of demanding patient and nurse protections. Nurses from Dignity Health - Community Hospital of San Bernardino, St. Bernardine Medical Center and Desert Regional Medical Center participated in the action. “The COVID-19 pandemic underscored the failures of our so-called health care system and revealed more clearly than ever before that our employers put profits above patients’ and nurses’ health and safety,” said NNU President Deborah Burger, RN. “Nurses across the country are standing up and demanding critical change. Let’s be clear that with the number of COVID cases going back up in some areas of the country, and more contagious and deadly variants spreading, the pandemic is not over. Our employers must act today to address serious issues in our facilities.” Other frontline workers have advocated for their patients and health equity by getting out of the hospital and instead going out into communities to provide needed healthcare services and education. Creating Solutions to Healthcare Inequities Dr. Nana Afoh-Manin is an emergency physician who, like most healthcare workers, was overwhelmed by the onslaught of patients that entered the hospital as a result of COVID-19. As an African American woman and emergency physician on the frontlines, Dr. Afoh-Manin said it was hard to keep her emotions in check, especially having to navigate the healthcare system, the number of deaths, and knowing that the Black community, her community, was impacted more than others by the virus. COVID-19 overwhelmed hospitals and patients immediately, leaving those in the medical industry scrambling to develop new protocols that would protect everyone. “To be honest with you, everything was so brand new and being in the Emergency Department, we thrive off of protocols. Protocols are based on best practices - a wealth of experience and research, then you put a protocol out and this is how you standardize care so that no one feels like they’re being treated differently,” Dr. Afoh-Manin said. “COVID didn’t give us time to create protocols. Every day was a new protocol.” Dr. Afoh-Manin believed it was vital to get to people before they reached the hospital. Her determination to provide health services and health education to her community led to the creation of myCOVIDMD, a Los Angeles-based initiative that serves as a “tactical emergency response to declining trust in the medical system and growing public health crisis facing disenfranchised neighborhoods nationwide.” “It was hard to stay in certain lanes. All of the feelings and emotions of helplessness, determination, frustration, anger and then hope and persistence all kind of infused together,” Dr. Afoh-Manin said. “So in the beginning, being at the hospital, trying to do as much as we can, I realized

that I had to step out of that space and be in the community because the work that was there was so much more necessary.” “We started myCOVIDMD Initiative and we started doing popup community-based testing and it was really to build a network of community health providers and advocates and health navigators around communities that just didn’t have good access and we just didn’t want to keep or put anyone in a situation where they felt they were being left behind,” Dr. Afoh-Manin explained. The CDC reported that people from historically excluded racial and ethnic groups were more likely to have increased COVID-19 severity while being admitted to hospitals compared to White people. Such disparities can be attributed to lack of healthcare access due to reasons such as lack of transportation, child care, inability to take time off from work, cultural differences and language barriers and historical and current discrimination in healthcare systems. “It really got to a place where there were just too many people dying despite what I was doing and advocating to do and not only the death, but the separation of families really got to me,” Dr. Afoh-Manin said. “And I know some colleagues who quit medicine during that time. I know some colleagues who committed suicide. I know some colleagues who died. So I knew for me, my mental sanity was in service to my community, that was going to save my life because it was quite daunting in the beginning.” Dr. Afoh-Manin insisted that myCOVIDMD saved her life because the creation of the initiative marked a moment where she felt like she could do something — she could help provide a solution to health inequities within communities of color. The initiative was launched under the Shared Harvest Fund, an organization that is fueled by volunteers who receive a stipend toward their student loans. The company’s goal is to relieve $20 million of student loan debt for Black and Brown young professionals and those who are continued on page 13

the final step, the top 12 competitors in singles and doubles are automatically put into “the Round of 16” in a new tournament. Competitors ranked 13 through 20 then play each other for the final four spots. According to Denise’s tennis coach, Scott Harris, only Step 3 was utilized in establishing the Individual Championships due to COVID. CIF did not secure permission from the health departments of some counties, including Los Angeles, Riverside and San Bernardino, to hold tournaments which would attract large crowds. Only Orange County gave permission by the CIF deadline. However, two days after the deadline, Riverside County gave permission to hold a tournament, but it was too late. Denise is an upcoming junior and before the COVID-19 pandemic struck, she was training or working out every day. When California initiated the lockdown she was not able to train as often due to restrictions. “At one point I kind of lost any motivation to do anything because for a while I couldn’t do anything,” said Denise. “So, whenever I was able to start doing things I was used to doing, I didn’t really have the motivation to because I was just so used to sitting and not doing anything.” California is now fully open and most restrictions have been lifted. Several schools in Riverside Unified School District and Los Angeles Unified School District resumed in-person learning for the remainder of the 2020-21 school year and will resume in-person learning in the fall. Riverside Unified School District will offer inperson learning, virtual learning or home-based learning for the upcoming school year. Denise officially begins school in August, but during the summer she was enrolled in online summer to get ahead in her junior year. She’s also been spending her time training at North High School. “(Life) is kind of going back to normal. It’s not necessarily how it was before the pandemic, but it’s a lot closer. I’m training more. I’m pretty sure school’s going to be fully back in person,” said Denise. “(Training) is going pretty good. It’s really hot, but I’m not training every day like I used to, but it’s still good because on the days I do choose to do it, it’s really fun.” PART 3 Meet Norma Escalera

When California announced a state of emergency in March resulting in the stay-athome order, thousands of people were furloughed and businesses were forced to close—some permanently. As a result, more than 23 million Unemployment Claims have been filed since March 2020. While people in California are going back to work, many are still experiencing job insecurity in particular industries. Norma Escalera and her husband Gabriel live in Norco, California and are still experiencing the repercussions of pandemic restrictions. Gabriel owns a garage door business and relies on the import of steel, but the prices for metal have been inflated and are expensive. Prior to the pandemic, Gabriel’s business was running and Norma was working and making $20 an hour. During the pandemic Norma was out of work and made sure to stay home because of her asthma. Fortunately, Norma was able to have her medicine delivered to her home during the pandemic. “And then I started getting the EDD, but I was only getting—I’m only getting $67 a week which is not enough to live on. I don’t know what they expect me to do with that,” Norma said. “I was like ‘okay, sure $67 a week,’ you know, that’s not even enough for food for a week.” One of the biggest adjustments Norma and her husband made during the pandemic was having very little to survive on and not being on the go. “I even had to apply for EBT because we didn’t have enough food. So, it’s a life-changing experience because some stuff that you thought you were never going to have to do, now you have

to. You know, apply for EBT just to get food to survive,” Norma said. Despite barely having enough money to survive, Norma is thankful that it is only her and husband in the home and that their children are grown. Norma and Gabriel have grandchildren who come over to visit. “So that was a little bit (of) a little stress for me because I told [my husband] if the kids were small I would’ve been in total panic mode, but I know since it was just me and him it was easier,” Norma explained. “Like, if we didn’t have food for a day we could manage — it’s two adults, but you know if it were kids it would have been a whole different story.” During the pandemic Norma and Gabriel applied for rental assistance through Inland SoCal United Way who began their emergency rental assistance program in April 2020. According to United Lift data, “Since June, United Lift has assisted 5,639 households across Riverside County with a combined $19,489,096.55 in CARES Actfunded emergency rental assistance.” “United helped us out tremendously. And I applied right when it came out and that was like at the beginning of April,” Norma said. “But that’s the only thing that’s saving us right now. I’m so thankful for them because if it wasn’t for that I don’t know what I would’ve done.” United Lift covered Norma and Gabriel’s past due rent as well as their back owed utilities from the beginning of the pandemic. They are now caught up on payments and their rent is covered for one more month under United Lift.

“You know, it’s a blessing because that’s money that you don’t even know how you would be paying back if it wasn’t for that (help),” Norma explained. “So, they took care of everything that we owed and we’re good for one more month and then we have to start paying, but it gives us that room where we can start building up our income again and saving up to pay that rent.” United Lift is still accepting programs for those in need of rental assistance in Riverside County. Part 4 Pastor Terry Starks of Rubidoux Missionary Baptist Church Pastor Terry Starks has been preaching at the Rubidoux Missionary Baptist Church in Riverside since April 2011. He’s never experienced any changes to the church like those brought on as a result of the pandemic. Massive gatherings were restricted during the pandemic, including congregants attending church service in person. The pandemic restrictions prompted churches across the state to find alternative ways of worshipping without being together in person. “[M]y point is what happened with the pandemic is that literally all of us became tele-evangelists,” Pastor Starks said. “In one way or another — large church, megachurch or 50 people, we were all, one way or another, streaming our services or at the very least streaming the sermon and keeping the church connected through the live-stream and the internet and the 21st century technology.” Some churches were outraged with the restrictions on indoor worship and opted to sue Governor Newsom for his restrictions, citing that the safety measure violated their First Amendment rights. Other churches, like Rubidoux Missionary Baptist Church, accepted the restrictions and found innovative ways to fellowship and worship online. Rubidoux Missionary Baptist Church began utilizing Zoom and Facebook as a way of broadcasting their worship services and fellowshipping with congregants. Pastor Starks uses Zoom for members who are less tech savvy and can call in and listen to service. He uses Facebook as a way of engaging those who are watching by encouraging them to comment, like, ‘heart and thumbs up’ the broadcast. “And to the most part, I think our people have gotten real comfortable
with how things are happening,” Pastor Starks said. “Even though...especially at the time of our fellowship, it reminds us that we’re still apart, it reminds us, I’m glad to see so and so’s face on the screen, but I’ll be happy to get back with them.” Despite the desire to meet and worship in person, Pastor Starks is not ready to open up the church just yet. With the increased Delta variant cases in Los Angeles County, Pastor Starks and his colleagues are finding that many church goers aren’t comfortable attending service in person. “It’s interesting what a lot of pastors were finding was that their response to coming back into their facilities was to a minority of members and not the majority of members,” Pastor Starks said. “That most folks, as much as they missed the physical attending of church and having the physical fellowship with other church members, they really weren’t ready to come back at this time. And so churches are finding out as a result of coming back, that at some level, the live stream lives on.” For now, Pastor Starks is waiting and watching to determine how the church will proceed in the next few months. Rubidoux Missionary Baptist Church will be using a survey to gauge how their congregants feel about returning to the building for worship and how many are vaccinated or are considering being vaccinated. “Being an African American church, predominantly, we have a lot of folks who are resistant to being vaccinated,” Pastor Starks said. “We have, in partnership with other local churches and with a church outreach program and in hand with our local Assemblywoman, offered now, three vaccination clinics for the community and one for our local homeless community.” According to the Centers for Disease Control (CDC), while nearly 70 percent of the U.S. adult population has received at least one dose of the vaccination, vaccination rates remain low among Black and Hispanic people compared to White people, as illustrated in the Black Voice News COVID Black California Dashboard. The CDC reported racial/ ethnicity data for 58 percent of those who received at least one dose. The data revealed that of those partially vaccinated, 59 percent were White, 9 percent were Black, 16 percent were Hispanic, 6 percent were Asian and 1 percent were American Indian or Alaska Native. Throughout the pandemic, Black churches have been called upon by President Joe Biden to facilitate COVID-19 testing and vaccinations among Black communities throughout the Inland Empire. “And it’s just been a growing process through those early months: March, April, May and June,” said Pastor Starks. “And the church is aware that as far as I’m concerned, God is the one that told me to come out of the building, so it’ll be God who actually becomes the one that tells me when it’s time to go back and I wait to hear that.” Churches and congregations may temporarily be unable to access their buildings, but they have made the most of the technology available today and have been able to maintain their relationships with one another and God despite the losses they have experienced as a result of the pandemic. Larry Elder Fails to Make List of Candidates in Gov. Recall Race Antonio Ray Harvey | California Black Media n Saturday, California elections officials announced 41 candidates have filed the required paperwork to appear on the ballot Sept. 14 in the election to recall and replace current California Gov. Gavin Newsom. 21 of them are running as Republicans but Larry Elder, the most prominent African American vying to replace Newsom, is not on the official list of candidates, according to state officials. The Los Angeles-based nationally syndicated conservative radio talk show host and newspaper columnist, who announced his candidacy for California Governor July 12, isn’t on the list released this past weekend. California Secretary of State Shirley N. Weber is expected to certify the list next week. However, Ying Ma, an Elder campaign spokesperson, said she expects Elder to be on the final list of certified candidates. “Our campaign submitted every document required by the Secretary of State and the Los Angeles County Registrar,” she said in a statement Saturday. Elder is among 70-plus candidates who have announced that they are vying to unseat Newsom, including former Olympian Caitlyn (Bruce) Jenner, former San Diego Mayor Kevin Faulconer, former United States Congressman Doug Ose and 2018 GOP gubernatorial nominee John Cox. Elder formally launched his campaign to Recall Newsom outside the Los Angeles County Registrar-Recorder/County Clerk office. “I’m running for governor because the decline of California isn’t the fault of its people,” he said. . “Our government is what’s ruining the Golden State. Our schools are closed to both students and their parents. Our streets aren’t safe from rising violent crime or the disaster of rising homelessness. And the scandals of Sacramento aren’t going to stop on their own. It’s time to tell the truth. “As Gov, I will not tell, much less order, people to wear masks. I will not falsely claim that mask wearing protects kids. The reason I wore a mask when I signed the application to run is that Newsom will not allow entry into that govt building without one,” Elder posted to his Twitter account July 14. On July 16, he followed with another tweet, “If Gavin Newsom had sense or spine he would reverse LA’s mask order, which flies against both CA and CDC rules. He has the power to free LA residents of this madness. When I’m governor, there will be NO mask mandates at state or local level in California. ”Elder, 69, was born and raised in South Central Los Angeles. His father, who served in the United States Marine Corps during World War II, moved to California from Georgia and opened a restaurant -- Elder’s Snack Bar. Elder’s mother, who was once a clerical worker for the U.S. Department of War (now the U.S. Department of Defense), raised three boys as

a stay-at-home mom. Elder earned a Bachelor of Arts degree in Political Science from Brown University in Rhode Island and a Juris Doctorate from the University of Michigan School of Law. Newsom backers have blasted the recall effort as a Republican attempt to steal an election they cannot legitimately win. “This recall is a partisan power grab – nothing more, nothing less — a cynical attempt by national Republicans to force an election, and to try to seize control in California,” said U.S. Sen. Alex Padilla, former California Secretary of State and the state’s first Latino U.S. Senator. “This Republican recall effort is powered by the same forces who still refuse to accept the results of the presidential election in 2020. They are pushing voter suppression efforts in statehouse after statehouse across the country.

ois Jean Carson (Montgomery) went home to our Lord on July 14, 2021. She had just turned 90 on July 3. Where she had a big party and was surrounded by friends and family. She lived life to the fullest and cherished every minute. Lois was born to William and Vernita Montgomery July 3, 1931 in Memphis Tennessee. She graduated from St Augustine High School and won a scholarship from the United Negro College Fund (UNCF) which she used to attend Wilberforce University, the oldest HBCU in America. She completed her pursuit of a BA degree in English at California State University , graduating with the first class in 1967. She received her MA degree in English and Education from the University of California, Riverside in 1975. Her work history includes secondary education teacher, director of Upward Bound at UCR, Deputy Director at Community Action Partnership, San Bernardino County, concluding with 30 years as Executive Director of the Community Action Partnership, Riverside County. A community activist, Lois was a founder of the many local organizations: the San Bernardino County Status of Women’s Commission, the Inland Empire Section of the National Council of Negro Women (NCNW), the Ladies Auxiliary of the Knights of Peter Claver, Inc and Black Future Leaders, Inc. Carson served for 24 years on the Board of Trustees of the San Bernardino Community College District where she worked to increase minority access to the Nursing program which led her to advocate for an Affirmative Action program; it passed unanimously by the Board. She served seven years on the national board of the Association of Community College Trustees and in 1991 was named “Top Trustee in the US” by the association. She was selected to serve as a public member of the community college division of the Western Association of Schools and Colleges (WASC) and became the first public member and minority to serve as president. This led to service on the WASC senior division which accredits four year colleges and universities;
she served on accreditation visits to Guam, Saipan and the Marshall Islands and several higher education institutions in California. Lois was founder of the Inland Empire Section of the National Council of Negro Women (NCNW) which took as its program of work the last plank of founder Mary McLeod Bethune’s Legacy: “I leave you a responsibility for our young people and for 35 years has operated the Bethune Center located in Rialto; the section celebrated its 50th anniversary this year. She served on the NCNW National Board as chairman of Youth Programs, as Secretary and as 1st Vice President. She travelled to Africa twice with the organization: The 1985 UN Decade for Women conference in Kenya and a 1989 Twinning conference with Egyptian women where she introduced the first lady, Mrs Mubarek at the opening ceremony. Her abiding love and commitment to education informed her thirty years as Executive Director for the Community Action Partnership of Riverside County, where her mantra was “education is the surest pathway out of poverty”. Education undergirded all the agency programs for the low income residents of Riverside County. Her agency was consistently in the top ten of the 1000 agencies in the US; it was one of ten agencies chosen by the Ford Foundation to conduct a pilot addressing. Addressing structural racism and in 2005 the agency earned the Award for Excellence (based on the Balderidge Award) becoming the first public agency in the US to do so. Carson served as president of both the state and national trade association: Community Action Partnership of California and Community Action Partnership headquartered in Washington DC. Republican antagonists in response to his bold actions when they were warranted in 2020. I would be among those to argue, his shuttering the economy and mandating masks indoors was warranted to save lives. He did what a leader should do. Recently the governor at least issued a state mandate requiring masks in schools for the coming year and, as to be expected, he is now feeling renewed heat from his opponents for the decision. Is he hedging on the mask issue, because of the looming recall election? This is not the only curious change in Sacramento. The state has also gone silent on publishing key data related to the coronavirus and its impact on underserved communities. Important statewide data that helped guide reporting, legislative action and the deployment of COVID-19 services is no longer readily available on the state website. This includes any testing data, COVID cases, deaths, hospitalizations disaggregated by race;
vaccine allocation by race and type, and any detailed reporting about vaccine administration by “Healthy Places Index,” All such reporting was rolled back. Equally as important, if not more so today, there is no available data regarding how the Delta variant is impacting racial groups in general and in contrast to their vaccination rates—something the Black Voice News has inquired about for nearly two months. The state should reestablish its publication of critical demographic information about the virus and include an added focus on the Delta variant. The nonprofit Giving Compass works to help donor contributions have meaningful impacts aimed at driving change for communities, noted, “Analytics (how data can turn into insights) can help provide organizations with real-time data about the impacts of COVID-19 on communities and can inform responses.” One sure way to understand the true impact the Delta variant is having on underserved

communities and, to help target efforts to control it, is to follow the numbers. Secreting this information away from the public serves no one, especially minority and underserved communities. The governor and his administration should reestablish this resource and also add information related to the Delta variant. We need the governor to be courageous and lead, now, more than ever. Courage should not hinge on the nearness of elections whether they are primary, general or recall. Reach out to Governor Newsom and ask him to reinstate data reporting on these key COVID measures. She loved to travel and had been to every continent except Australia and Antarctica; she had been to the continent of Africa nine times. Her favorite guiding principle was “I shall pass this way but once; if there be something I can do let me do it now for I shall pass this way but once”.
