alifornia has launched the 988 mental health crisis hotline joining the effort to provide a simple, easy to remember, 3-digit number accessible nationally in cases someone you know needs assistance. It is hoped the national suicide and crisis hotline number can help save lives. Sadly, suicide is a tragic public health issue that not only devastates those touched by it

12th leading cause of death in this country. The United Health Foundation’s annual report for the same year showed showed about 12.2 million adults “seriously thought about suicide, 3.2 million made a plan and 1.2 million made a suicide attempt.” Although white males continue to lead with the highest rate of suicide in the nation, numbers show Black and Native American males are the

The data dramatizing the impact of suicides on the nation’s public health speaks volumes. According to the Centers for Disease Control and Prevention (CDC), during the ten years between 1999 and 2019 the suicide rate in this nation exploded with an alarming increase of 33 %. And many of you who followed health reporting in 2020 know suicides and suicide attempts continued to be an issue during the peak of the COVID-19 pandemic. The nearly 46,000 deaths by suicide in 2020 made it the

fastest-growing groups dying from suicide and it has become the second leading cause of death among those between 25 to 34 years old. In addition, death by suicide among young people in the LGBTQ+ community is two to three times higher than it is for others. There is also, however, an alarming trend in the Black community. Black children between the ages of 5 and 12, according to a 2018 study, were shown to be twice as likey to die by suicide than white children. T

he Riverside Medical Clinic Charitable Foundation’s Anti-Bullying Institute selected Sunnymead Middle School’s Kindness Club as the recipient of the 2022 Student Club of the Year Award. The club will receive its award at the AntiBullying Institute’s Annual Fundraiser event on Thursday, August 18, 2022, at the California State Citrus Park in Riverside, California. The Anti-Bullying Institute was developed in 2014 to offer hands-on programs and resources designed to empower schools, students and parents to effectively address bullying. According to Stop Bullying, a government site that provides educational resources about bullying, an estimated 20% of students ages 12 to 18 experienced bullying nationwide. The Student Club of the Year Award is a subcategory of the institute’s annual HERO

Awards which recognizes a local individual, school or community group in Riverside County that has “shown exceptional efforts in being kind, inclusive, and aiding to end bullying in their school, place of work, and/or community.” The HERO Program is a bullying prevention program that strengthens measures schools are providing on their campuses. It’s goal is to assist schools in reducing bullying and spreading kindness. “The students and club advisors continuously go above and beyond to create a welcoming and supportive culture through selfless acts of kindness,” said Sunnymead Middle School Principal Matthew Stewart in a statement. “The thoughtful planning and support provided to our students, staff and community is a wonderful example that we should all strive to imitate.” The Kindness Club at Sunnymead Middle

School was created in 2019 with a goal of fostering a sense of unity and a positive learning environment for all students by demonstrating random acts of kindness. Club members have organized Random Acts of Kindness week and hosted a wellness goods drive for the Moreno Valley Unified School District’s (MVUSD) Wellness Center. “We are so proud of the students and staff at Sunnymead Middle School,” Superintendent of Schools Dr. Martinrex Kedziora stated. “Although there were challenges coming back to school from distance learning, it did not stop our students from persevering. They followed our district’s HeartsYOUnited campaign goal of spreading kindness and compassion, going above and beyond by creating a club.” In 2021, another MVUSD school, Canyon continued on page 17

California Asks For Additional Monkeypox Support As WHO Declares Virus A Global Health Emergency

A

s the world continues to grapple with COVID-19, the World Health Organization (WHO) declared the spread of monkeypox a global health emergency on July 22. WHO noted that the outbreak has spread across 75 different countries and territories and cases exceed 16,000, about five times more than the 3,040 cases reported in June. WHO’s Director-General Dr. Tedros Adhanom Ghebreyesus made the decision to declare an emergency despite not being advised to do so by an emergency committee of experts. The committee failed to reach a consensus regarding the declaration on July 22, and previously decided against declaring a public health emergency a month ago when they first convened. Ghebreyesus stated that under International Health Regulations, he is required to consider five elements in deciding “whether an outbreak constitutes a public health emergency of international concern.” Some of the elements include considering information that the virus has spread rapidly across countries, advice of the Emergency Committee and the risk to human health and international spread. “So in short, we have an outbreak that has spread around the world rapidly, through new modes of transmission, about which we understand too little,” Ghebreyesus stated during a news conference. Following the declaration, WHO issued several temporary recommendations for countries that fall into four groups: Group 1: Countries that have not reported a case of monkeypox Group 2: Countries that are reporting humanto-human transmission Group 3: Countries reporting transmission between humans and animals Group 4: Countries with the ability to manufacture vaccines and therapeutics Recommendations for countries that fall into Group 1 include developing and intensifying “epidemiological disease surveillance”, which

includes access to affordable diagnostic tests, for example. Recommendations that apply to Group 2 include adopting measures that monitor travelers suspected of having monkeypox or being in contact with a suspected person and recommend avoiding travel until they are no longer a public health risk. Monkeypox cases on the rise in California As cases continue to increase worldwide, California has reported 434 cases, with more than 100 reported in both San Francisco and Los Angeles. Local health officials have received monkeypox vaccines and have begun distributing them to eligible people. In Los Angeles County, two groups, A and B, have been given priority for monkeypox vaccines due limited availability. According to the department of public health, people in Group A are identified as those who have been confirmed by the department to have had highor-intermediate-risk contact with someone with monkeypox or people who attended an event where there was a high risk of exposure to individuals with confirmed monkeypox.

People in Group B are identified as gay or bisexual men and people who idenfity as transgender, are 18 years and older who have been diagnosed with gonorrhea in the past 12 months, are taking pre-exposure prophylaxis (PrEP) and those who have attended a venue where they had anonymous sex or sex with multiple partners within the past 21 days. Monkeypox is spread through close personal contact with someone who has the virus. Symptoms include rashes, bumps or blisters that can appear anywhere on the body and can begin with flu-like symptoms like a fever or muscle aches. According to WHO, the monkeypox outbreak has been largely concentrated among men who have sex with other men and those with multiple sexual partners. However, Ghebreyesus reminded reporters that “stigma and discrimination can be as dangerous as any virus.” Local health officials and advocates have emphasized that anyone can get monkeypox, and the virus is not exclusive to gay and bisexual continued on page 9

he Riverside County Workforce Development Board has honored 10 youths from across the county for their exemplary character while overcoming some of life’s most significant challenges. The 2022 Jamil Dada Character Excellence Youth Awards identified young leaders in their communities who, in spite of difficult and sometimes tragic situations, were determined to earn a high school diploma. This year’s winners – Angie Cortex Ramos (Jurupa Valley), Brianna Espino (Palm Desert), Chandler Gibbens (Riverside), Jason Ruiz (Moreno Valley), Kaine Spurlin (San Jacinto), Monnaje McCorley (San Jacinto), Samatha Gonzalez (lake Elsinore), Sierra Alvarez (bermuda Dunes), Ulysses Aguilar (Murrieta) and Zayla Overton (Perris) – received $2,500 in educational scholarships and a trophy award in the ceremony held Thursday at the March Field Air Museum. They also received legislative certificates and recognition at the award ceremony whose keynote speaker was the NFL’s Green Bay Packers

The event was hosted by Syeda Jafri, an on-air personality at 96.7 FM KCAL Rocks. “This is an amazing and important program that supports youth, particularly those who are disconnected, helping them achieve their educational goals and dreams,” said Jamil Dada, for whom the award is named. Dada, a local, state and federal youth advocate, currently serves as the Riverside County Workforce Development Board Vice Chair. A panel of evaluators determined that the awardees exemplified two or more of the six pillars of character – trustworthiness, respect, responsibility, fairness, caring and citizenship. men. San Bernardino County reports first case of monkeypox San Bernardino County reported the first case of monkeypox on July 22. The virus was detected in a male resident of Fontana who recently traveled out of state, according to the San Bernardino County Department of Public Health. “Most people who become infected with monkeypox experience only mild symptoms that resolve on their own after 2-4 weeks,” Dr. Sequeira, Health Officer, stated in a press release. “The risk of contracting monkeypox is low for the general public.” Riverside County reported five additional monkeypox cases as of July 27, bringing the county’s total to 18 probable/confirmed, according to a tweet by Jose Arballo Jr., Senior Public Information Specialist at Riverside University Health System-Public Health. The five new cases include four men between the ages of 40 and 71 who live in eastern Riverside County, and one from western Riverside County, the first from the region. Health officials in both San Bernardino County and Riverside County are currently working to make the vaccine more widely available. In a letter addressed to the U.S. Centers for Disease Control and Prevention (CDC), health leaders in the state requested additional support with regard to monkeypox vaccines to mitigate the spread. The letter recognized that California makes up 14% of cases in the U.S.

n July 16, California debuted the new suicide and crisis hotline number: 988. The short, three-digit federal number is now active across the nation and is an alternative to calling 911 for people experiencing mental health crises. Recently, 988 has drawn criticism across social media because of the possibility dialing the number could elicit a police response. According to a spokesperson from the 988 Suicide & Crisis Lifeline number, fewer than 2% of Lifeline calls involve emergency services.

Involvement of emergency services “When emergency services are involved, over half of these emergency dispatches occur with the caller’s consent. We recognize that, for some individuals, having contact with emergency services can be traumatic and dangerous, and whenever possible we recommend alternate options such as collaborating on a safety plan, utilizing mobile crisis teams, collaborating with the individual’s loved ones or professionals,” a Lifeline spokesperson stated in an email. Le Ondra Clark-Harvey, Executive Director of the California Council of Community Behavioral Health Agencies, explained that call centers have 98% effectiveness in “ameliorating the concerns that so many Californians have.” “For that other 2 to 3%, they are then transferred to the next level of help. So whether that be outpatient treatment, hospitalization, maybe most mobile crises, if a county has a mobile crisis unit, etc,” Clark-Harvey said. When 911 is called in the event of someone having a mental health crisis many local police departments have implemented their own crisis teams that are deployed. In Riverside for example, a Community Behavioral Health Assessment Team (CBAT) that consists of two specialty trained police officers and two Riverside County clinical therapists are tasked with responding to calls involving mental health emergencies. According to Officer Ryan J. Railsback, Public Information Officer for the Riverside Police Department, about 50% of the calls for service that

Clark-Harvey emphasized that the importance of 988 is to directly connect people in crisis with crisis counselors who are equipped to support callers in need. She described the new number as a “huge advent in technology.” Before 988, people were able to call the National Suicide Prevention Lifeline (1-800-273-8255) which Clark-Harvey stated that as a clinician and a psychologist, even she has a tough time remembering the number. The previous number will continue to function indefinitely, according to Lifeline. “And the great thing is that 988 has been advertised

More work to be done While the 988 number has been applauded by advocates, some remain cautious about future implementation and capacity. Assembly Bill 988, currently going through the CA Legislature, seeks to allocate $8 million from the General Fund to the 988 State Mental Health and Crisis Services Special Fund to support implementation costs. Omar Gonzalez-Valentino, MS, LMFT, LPCC, is the director of Behavioral Health at TruEvolution, an Inland Empire-based nonprofit organization that advocates for health equity and racial justice on behalf of Black, Latinx and LGBTQ+ people. “I’m really, really optimistic about this number, but cautiously, because a lot of what the bill actually states is that these numbers have to be made available by July 16. Great, July 16, has come and gone,” Gonzalez-Valentino explained. “But a lot of the infrastructure that supports this number is not set, or at least not mandated to be in place until [later].” According to AB 988, “The bill would require, no later than July 1, 2024, the office to ensure interoperability between and across crisis and emergency response systems used throughout the state, as described. The bill would require the office to consult with specified entities on any technology requirements for 988 centers.” Gonzalez-Valentino is worried that some counties will be more proactive than others or will have more funding to roll out a comprehensive implementation plan for 988 crisis centers than underfunded counties who may be slower to implement such changes. “So in terms of infrastructure, I just worry

that folks aren’t going to get necessarily the same response based on their geographic location, which has been an issue for a lot of folks in poor or rural counties already,” Gonzalez-Valentino said. “They traditionally don’t have access to the best levels of care or the most immediate levels of care.” Other local nonprofit organizations like Operation SafeHouse, which supports youth in crisis, are supportive of the new 988 number, but a clinician at the organization plans to test

the hotline to get a better sense of the response time. Norma Biegel, Western Riverside Region Manager at Operation SafeHouse, explained that the organization operates a text message application for youth in crisis, but the application is only operational from 7 a.m. to 11 p.m. seven days a week. For the eight hours a clinician at the organization is unable to respond to a text message, youth in crisis will benefit from the 988 text feature. “I think it can only benefit everyone as long as they truly have enough people to man the lines, text, however it's working,” Biegel said. “I

Danny Tillman the Politician: Be Careful What You Wish For

I

t was during a special meeting of the San Bernardino City Unified School District School Board on September 7, 2021 when School Board Member Danny Tillman uttered these words, “I Hardy Brown, Sr. am a politician and that’s Publisher Emeritus what politicians do”. He Contributor was saying to his board Photo by Benoit Maphettes colleagues, if it means breaking the Brown Act to get what he wants, then he would do it. For example, just before the October 5, 2021 Board meeting, he told several members in the community, he had the four school Board member votes needed to fire the superintendent, Doc Ervin. The only way he could know that he had four votes without a board meeting was to have talked with three other Board members outside of a public meeting, which is a Brown Act violation. The challenge It was during the October 5, 2021 board meeting that Tillman addressed me from the dais and said I could ask the CIA, FBI, the District Attorney and any other agency to “investigate” him and they will not find any conflict of interest or violations of laws from his actions as a board member. Since he asked for an investigation, I followed up on Tillman’s request and sent the District Attorney a letter on November 22, 2021 stating my concerns regarding these Brown Act violations and possible conflict of interest related to Tillman awarding SBCUSD contracts that involved members of his family. Mr. Tillman’s wish also caught the attention of others in the public and school district. They began to voice their concerns about his behavior with staff and involvement in how contracts are handed out. The voices grew louder until, in the fall of 2021 the district entered into an agreement with the Great

The Great Gains’ report also listed Allison Bracy as President, Noni Tate as Secretary, Linda Jackson as Vice-Chair, Monica Forbes as Member of the Board, and A. Majadi as CEO of CYCD. Great Gains reviewed Internal Revenue Service (IRS) Records, State Business Organization Records, Conflict of Interest Records (which is required of all elected officials), and they even reviewed Tillman family obituaries to make sure Danny and Tracy are documented as a couple. To my surprise, Tracy was the CFO of the Boys and Girls Club while A. Majadi was its Director before it went defunct. When the Boys and Girls Club closed, A. Majadi moved their CYCD After School Student Service Operations located on Fifth Street. Limited capacity for text support When someone sends a text message to 988, a group of Lifeline crisis centers respond. Texting is currently only available in English. According to the Substance Abuse and Mental Health Services Administration, this service is expected to expand over the next few years to “local and state level response.” In 2020, during the first year of the pandemic, the U.S. Centers for Disease Control and Prevention (CDC) reported that 45,979 people died by suicide in the U.S. — one death every 11 minutes. Among this population, non-Hispanic American Indian and Alaska Natives had the highest rate, 23.9 per 100,000 people. “Mental health challenges do not consider any other factors. People are having a hard time, regardless of their gender, their age or their race, their sexuality, folks are struggling right now,” Gonzalez-Valentino stated. “We are not even really out of this pandemic. We like to think we are, but we're still reminded of it every day. So, make sure that you don’t try to just go it alone. If you’re having a tough time, please make sure that you reach out and utilize the tools that are in place.”

This audit was to evaluate the effectiveness of the contractors programs. Mapping Black California Unveils Statewide Database of Black-led organizations Amber Bolden | Staff

he Black Voice News (BVN)’s Mapping Black California (MBC) is relaunching its website with a groundbreaking new data tool, Mapping Black California: Black-Led Organization (BLO) Directory. The first and only comprehensive statewide interactive map of Black-led organizations in California, the directory is MBC’s newest and most robust flagship project. It is also a response to existing data gaps within the Black community. “For Black analysis, finding race disaggregated data is a greater challenge than your typical research project,” Alex Reed, MBC’s project manager and lead staffer, said. “This directory is the first step towards the centralized, complete resource on Black determinants California needs.” “This project has been more than a year in the making,” Mapping Black California Founder Paulette Brown-Hinds said. “We couldn’t have done this without consistent and ongoing support from our partners.” Technical support Spearheaded by the MBC team, the BLO Directory will receive additional technical support from RomoGIS to expand its feature offerings. The directory has received funding support from Google News Initiative, The California Endowment, Inland Empire Community Foundation, and SoCalGas, which has been one of the project's lead partners, encouraging its development and continuous expansion. “The mapping project gave us better insights into our giving and support in the Black community measured against data on population needs. It also created not only a database, but a geographical visual of Blackled nonprofits serving California,” SoCalGas Community Relations Director, Trisha Muse, said. “Elevating this work to help more Blackled nonprofits expand their service in the

community is important to me personally, and to SoCalGas.” The BLO D i r e c t o r y uses GIS data, specifically Esri’s ArcGIS, Story Maps, and ArcGIS Hub, to support data Candice Mays, Project Director visualization. It leverages and expands existing regional lists and databases to provide a more holistic view of the state’s organizations led by Black people developing solutions for Black communities. The interactive map allows users to apply multiple search filters based on their specific query including youth services, civic services, senior services, health services and more. Designed to be a living project, Reed and the MBC team consistently update the database to

make sure that site users have the most accurate information available. 2003 and 2017, suicides rose among Black youth of all ages and although Black boys experienced the biggest increases (more than 2.5 times as many Black boys died by suicide as Black girls), the increase in suicides among Black girls was more than double what it was for Black boys. Suicide does not discriminate The scourge of suicide does not discriminate by race, sex, sexual orientation, or age, for that matter. Many might be surprised to learn that the suicide rate among seniors is as alarming as it is–if not more so–other groups. Consider this: although seniors make up only about 12% of the population they account for fully 18% of all deaths by suicide and seniors are the fastest growing segment of the population. This poses the potential for a major public health crisis. The National Council on Aging notes there are a number of reasons why seniors are so

vulnerable to suicide including grief over the passing of loved ones to suffering from chronic illnesses. Among suicide attempts by seniors, one in four will succeed compared to 1 in 200 young people who attempt to take their own lives. It is also reported that even when a senior fails in his/her suicide attempt, they are usually less likely to recover from its impact because they typically select more lethal methods to take their own lives. As you can see from the information presented here, suicide deserves priority focus. Since taking office the Biden administration has increased funding for suicide prevention from from $24 million to $432 million and the Newsom administration has budgeted millions to support the 988 implementation and other suicide prevention efforts. Despite millions in funding much remains to be done. This includes everything from ensuring adequate staffing of the 988 call centers to
