ast week the nation honored and bid farewell to an icon, Congressman John Lewis, who passed Friday, July 17, 2020 due to complications associated with advanced pancreatic cancer.

By now those who were unfamiliar with the life and legacy of this Civil Rights lion, have been given abundant opportunity through national and social media platforms to familiarize themselves with Lewis’ lifetime of endeavors and achievements.

His absence from this life has also given those who came of age during the Civil Rights era a chance to reflect on the accomplishments of those who led the movement and the blood sacrifice Lewis and others gave to the struggle only to have many of their achievements reversed at a far faster pace than it took to secure them.

This proved the adage about taking one step forward and two steps back, In other words, any progress toward meaningful and sustained improvements in equity for Blacks and other minorities has until now, taken longer to achieve even though there is always, though limited at best, some forward motion. It is the epitome of the morale arch indeed being long and it is going to take all our effort to bend it more permanently toward justice.

This explains in part, Lewis’ passion to continue nudging, pushing, challenging, calling out for change even as his life’s work was being continuously undermined by many of those, who just last week, offered feigned platitudes for a lifetime of contributions and commitment upon his death.

Even with the gutting of the Voting Rights Act and other civil rights take-backs the nation has borne witness to in recent years, Lewis never wallowed publicly in anger or despair, though he did at times express exasperation, frustration coupled with undaunted hope and fervent determination.

Lewis bore his restless passion to bring an end to injustice with stoic fortitude. Without missing a beat and despite setbacks, he continued to pursue the enduring quest for meaningful, substantive change. His life was testimony to Rudyard Kipling’s words, “Or watch the things

you gave your life to broken, and stoop and build ’em up with worn-out tools.”

Lewis took those tools, inherited from the ancestors, and used them to dig deeper always encouraging others to do the same, holding fast all the while to his belief in non-violence and the often difficult principle of unconditional love for those who had and continued to contrive against him, the Black people of this nation and by proxy, the American people overall.

Among Lewis’ many laudable accomplishments—and there were many— perhaps it was the closing wisdom and encouragement he bequeathed the youth of this nation, particularly those engaged in the Black Lives Matter (BLM) movement.

In his posthumous op-ed published in the New York Times, Thursday, July 30, 2020 he wrote, “While my time here has now come to an end, I want you to know that in the last days and hours of my life, you inspired me. You filled me with hope about the next chapter of the great American story when you used your power to make a difference in our society.”

He acknowledged how people regardless of race, class, age, language, or nationality and motivated by basic human compassion, set aside their differences to demand respect for human dignity.

Lewis wrote in the publication about how inspired he was by the BLM movement and the ongoing protests to end racism in America. He said it was those actions which compelled him to make a visit to the newly established Black Lives Matter Plaza in Washington D.C. located just outside the White House.

Lewis, having joined the movement at a young age himself, perhaps understood better than most, the value of their efforts.

As a result, he was among the first and few leaders who recognized and embraced the legitimacy of their efforts even when others— many in the Black community—held their continued on page 13

Beware of Unsolicited Seeds from China Riverside, CA – People all over the country are receiving strange packages in their mail containing plant seeds from China they never ordered. Officials believe it could be part of an E-commerce strategy called brushing. The strategy involves someone getting your name and address from somewhere—usually a third party seller, and then sending you something unsolicited—like seeds from China—so they can claim you as a customer and provide a bogus review for any product they wish. The State Department of Agriculture is concerned however, the seeds could be an invasive species, carry a disease, cause agricultural blight, or harm animals. As a result, they request those who receive them not to throw them in the trash because they could take root in landfills. Instead, they have asked people to destroy them in any other way—smash them with a hammer, bake them in the oven, throw them in a fire, etc. People in all fifty states are advised to be on the lookout as more are being delivered daily.

Redlanders Spark the Conversation about Racism within the Community Saida Maalin | Contributor

C

ommunity members in the City of Redlands are eager for change and aspire to ignite future conversations to implement the necessary change for race inequality against Black and minority groups.

“We are living through what I hope and believe will be a pivotal moment of change for our nation and the community here in the Redlands area,” said Denise Davis, mayor pro tem of the City of Redlands. “The horrific murder of George Floyd and the way in which it has been broadcasted on our TV and phones has forced an important reckoning with the very painful history of racism in America and anti-blackness in particular.”

NextGen United the Black Initiative (NGUBI) partnered with Davis to begin a community conversation about racism and the re-evaluation of race in the city of Redlands during a Zoom meeting Friday, July 24.

“We are a community that still has a lot of work to do, especially when it comes to being a truly inclusive and anti-racist enviornment,” Davis said.

Many Redlanders have shared stories of experienced racism in the city and how they can create an anti-racist enviornment moving forward.

NGUBI president and host Kendall Green discussed how racism is a public health crisis and how it should be implemented across the nation.

“It isn’t the end of addressing the systemic racism and inequalities that have plagued Black and Brown communities for decades,” Green said. “Racism is something that isn’t new in our society.”

According to Green, NGUBI was created after a group of friends hung posters in the community they grew up in to express that change was long overdue. In light of recent events the response from locals was negative and from there the group created NGUBI. The panelists included members of the community from various backgrounds including youth community organizers, doctors, education

professionals, activists, students, an elected city council member, and many others who provided critical points in the conversation.

“In terms of bridging the divide, I think the most important step is to acknowledge there is a divide, if we acknowledge it then we can move

forward and better handle it,” said Julie Wartell, an instructor at UC San Diego.

The panelists were asked a series of questions but one in particular that stood out was how racism has affected the city of Redlands. Jewel continued on page 17

San Bernardino Enhances COVID-19 Testing

San Bernardino, CA - It appears the county of San Bernardino has finally found a solution to its testing bottleneck. It is now offering testing with an appointment at 10 locations, using an easy-to-administer nasal self-swab. Results can also be expected in no more than 5 days, but usually within 72 hours and there is no cost to take the test. County officials will however ask for insurance information when scheduling an appointment to assist taxpayers in recouping some of the costs associated with testing.

The county also announced a new test supplier, Fulgent Genetics, a Southern California-based genetics testing company that provides diagnostic testing for improved patient care.

Test sites are available in Fontana, Hesperia, Montclair, Ontario, Rancho Cucamonga, Redlands, Rialto, San Bernardino and Victorville, and the Arrowhead Regional Medical Center in Colton. In addition, tests (and other services) are provided to underserved and vulnerable populations at County Health Centers in Adelante, Hesperia, Ontario, and San Bernardino.

Pandemic School Decision-Making

F

or many families, back to school planning will look different this year than it has in previous years. Many parents, caregivers, and guardians face new and difficult choices about how their child will return to school in the fall, such as deciding between in-person and virtual learning.

Your school will have new policies in place to prevent the spread of COVID-19. You may also be starting the school year with virtual learning components. Some of the changes in schools’ classroom attendance or structure may include: • Cohorts: Dividing students and teachers into distinct groups that stay together throughout an entire school day during in-person classroom instruction. Schools may allow minimal or no interaction between cohorts (also sometimes referred to as pods).

• Hybrid: A mix of virtual learning and in-class

learning. Hybrid options can apply a cohort approach to the in-class education provided.

• Virtual/at-home only: Students and teachers engage in virtual-only classes, activities, and events.

The U.S. Center for Disease Control and Prevention (CDC) and the Department of Health and Human Services (DHS) have released a series of recommendations designed to help parents, caregivers, and guardians weigh the risks and benefits of available educational options to help them make decisions about sending their child back to school. Tools to: • Help you assess your child’s and your family’s risk of COVID-19; • Consider factors that will help you make a choice, if offered, of instructional format (e.g. virtual, in person, or a hybrid option); and • Prepare for the school year, regardless of

format.

Schools play an important role in students’ educational achievement, health, and wellbeing.

Working with local health officials and with parents and caregivers, schools also have an important role in slowing the spread of COVID-19 while protecting students, teachers, and staff and helping ensure students have safe and healthy learning environments.

When making decisions about school for your family, there are many things to think about beyond academics, such as access to school meal programs, social services, extended day childcare, extra-curricular activities, socialemotional support from peers and educators, and transportation. Don’t Be Fooled: Exposing the Deception Behind San Bernardino’s Measure Z

A

t the July 15th city council meeting in San Bernardino, council members voted to place before its citizens a Measure Z Sales Tax extension. The proposed modification was formalized without Hardy Brown, Sr. informing the citizens of the change.

City manager, Teri Ledoux, has inserted one line in the middle of a paragraph in the original Resolution passed by voters in November of 2007. The line inserted is, “other urgent general fund programs.”

This minor change, if approved, will allow the city to pay the mayor’s legal fees to defend against his sexual harassment complaints; and, pay for former employees’ retiree benefits which total in the millions of dollars.

It will also allow city council members to use these funds to pay for street repairs since they apparently misused gas tax funds designated for this purpose; or anything else the city council conjures up as urgent programs.

“It will be up to the council to say how the money is spent,” Ledoux purportedly said to Councilmember Henry Nickel, Apparently, Nickel does not know what Measure Z money was supposed to be spent on in the first place. The original language voters approved in 2007 called for revenue from the Measure to be used in specific ways and I quote, “[T]he City should implement a quarter-cent sales tax for 15 years to improve public safety, fund anti-gang and anti- crime operations, and fund supervised after-school youth activities.”

Measure Z made no mention and had nothing to do with retiree pensions, infrastructure or the mayor’s sexual harassment complaints.

Now, they are changing the original language of Measure Z without highlighting or informing the public of the changes. The modified version reads, “The City [sales tax] will go from 7.75 percent to 8 percent. Measure Z would provide the proceeds be used to fund more police officers, anti-gang and anti-crime operations,

and the new language, "other urgent general fund programs.”

In my opinion, this is a silent shell game by the city manager because in her presentation, she did not mention this new change or point it out to the council. If I had not smelled a rat in the verbal report made by Ledoux’s assistant, Rebekah Kramer, I would not have re-read it.

In 2007, the first Measure Z was not passed by the voters to pay for high pensions of retired employees so they can live lavish lifestyles in other communities even though more employees were living in the city at that time.

For the sake of transparency, Councilman Jim Mulvihill pointed out he wanted voters to understand a “huge chunk” of new Measure Z money will go to make old pension payments.

Apparently, he remembered the language of the first Measure Z but did not elaborate or explain.

If we support this version of Measure Z, we as poor taxpayers will be expected to pay the excessive costs of unsustainable pension plans.

In addition, by supporting the passage of this tax increase, voters will also toss millions of dollars

out of the city.

During the same meeting Ledoux also told Councilman Nickel, “It would be left up to the council to strategize on how to spend the money”.

In my opinion, this is a recipe for misuse and bankruptcy, if I ever heard one. Apparently.

Nickel did not read the original 2007 Resolution prepared by the mayor and council; nor any of the earlier audits on Measure Z prepared by the auditing firm Rogers, Anderson, Malody & Scott. continued on page 12

Governor and State Legislators Are Changing the Educational Rules in The Middle of the Game

G

overnor Gavin Newsom, Assembly Speaker Anthony Rendon (D-Los Angeles) and Senate President Pro Tempore Toni Atkins (D-San Diego) recently struck a deal that would hurt tens of thousands of California’s Black and Latino children. The deal involves SB 98, a trailer bill to the state budget that contains a controversial provision to keep the same level of funding in school districts with declining student enrollment instead of the money following the student. This deal defunds schools that have increased enrollment and documented academic achievement — schools where California’s Black and Latino parents are taking their children.

In California, school funding has always followed the child to the school where they are enrolled. If a child changes schools, the funding goes with them which is the logical and traditional way it has been done. SB 98 changes all of that and is a slap in the face to the many Black and Latino parents who work hard every day and want the best opportunity for their children to obtain a good, quality education.

The timing couldn’t be worse. Effective schools have already hired teachers to serve the new students who will show up for school in the fall. COVID-19 school closures have caused parents to take a close look at how well (or not) their child’s school responded. Now as schools reopen with distance learning, parents are flocking to districts and public charter schools that showed the receipts with high quality programs last year. So, enrollment is growing at the public schools parents find most effective.

Now the Governor and the Legislature are defunding these very schools to keep public school funding at school districts where the children no longer attend. That’s just wrong.

This school year, all schools are confronted with how to reopen safely amid the coronavirus pandemic, but the state is changing the rules in the middle of the game at the expense of

hundreds of public school systems in California that are growing. SB 98’s school funding scheme rescues financially strapped, decliningenrollment school districts like LAUSD and San Diego Unified conveniently located in the legislative districts Speaker Rendon and Senator Atkins represent.

To be clear, the pandemic is not the root cause of fiscal insolvency for school districts like LAUSD, San Diego Unified and Sacramento City USD. These districts were teetering on the brink of bankruptcy before the pandemic due to financial problems of their own making. They’ve been strong-armed for years into teachers union contracts with pension and salary obligations they can’t afford, while student enrollment decreased due to declining birth rates and parent dissatisfaction.

“From the perspective of an equity lens it was important for us … to ensure that those who had declining enrollment had more stable funding during this crisis, understanding that there may have been less funding available for those that had growing enrollment but also understanding that they were likely in a better financial position going into the COVID-19 crisis,” Holmes said.

Assemblywoman Shirley Weber (D-San Diego), the Legislature’s leading voice on equity and the chair of the California Legislative Black Caucus, disagrees. Weber, whose equity bona fides include putting affirmative action on the ballot in November through Proposition 16, urged her colleagues not to punish growing schools by failing to fund them or putting a cap on charter school growth.

Black Lives Matter IE Feeds the Less Fortunate

n Wednesday, July 29, Black Lives Matter IE hosted a San Bernardino food drive which looked to feed 1,000 of the city’s less fortunate residents.

The drive was established in the parking lot of the Waterman Discount Mall, creating an accessible way for vehicles and the homeless to grab groceries.

Face masks and large bottles of hand sanitizer were also given out so individuals could be proactive in fighting against the COVID-19 virus.

BLM IE outreach and website director, Avery Garrett, was the driving force in helping to bring this event into fruition.

“We had an anonymous donation that pretty much took care of all of the food…people see us and think that 90 percent of the work we do is protest which is really a small fraction of what we do,” Garrett said.

This chapter of BLM does host various protests, marches, and community meetings around the Inland Empire but this group also finds that giving back is just as important.

“I handle all of the food drives…we really were talking about how we can be more community involved and community based,” mentioned Garrett.

The drive not only featured BLM IE leaders lending a helping hand, but also other individuals from the community looking to get involved. continued on page 17

Class of 2024: COVID-19 and Black College Freshmen

Yera Nanan | Contributor s summer vacation comes to an end and students are preparing for their return back to school, uncertainty continues to loom.

This is especially true for incoming college freshmen who will be experiencing collegiate life for the first time while also having to deal with the virus.

Black college freshmen find themselves in an interesting situation as a group that has had historically low enrollment and retention numbers compared to other demographics.

The U.S. Bureau of Labor Statistics reports that in 2019 roughly 50% of Black high school graduates enrolled into college while Whites, Asians and Hispanics were all above 60 percent.

With enrollment already being low for Black individuals, the

retention rates are even more alarming.

Inside Higher Ed reports that on average, Whites, Asians and Hispanics have higher graduation rates in six years than Black students.

California State University, San Bernardino, admissions counselor, Brandon Landrum, wants to change that narrative in his role as a liaison to the local Black high school population. “My goal is that we get African American students to the university in order to matriculate for the fall semester,� Landrum said.

Visiting local high schools and community colleges, are only a couple of things that Landrum does to increase the Black population on campus. “I am involved with a list of student clubs and organizations on campus to get the word to them so they can potentially advocate in

S T O R Y the community on how good the school is,” mentioned Landrum.

Recruitment strategies and tasks have changed because of the COVID-19 pandemic, but it has not stopped the admissions office from finding new ways to do outreach.

“We definitely want to make sure everyone’s health and safety is good…we are able to hold virtual workshops for applications or give information to students who want to know more about our university,” Landrum said.

Retention plays a major role in trying to make the Black collegiate experience successful, so

Students who had to transition from in-person to online instruction when the pandemic first started are trying to cope with the new platform while staying engaged.

“You had to work really hard to stay in tune with the teachers since they were trying to figure out everything and it being virtual made it more difficult,” said CSUSB freshman

Institutional Research and Analytics from this campus reports that from 2013 to 2019, African American student enrollment has been decreasing, yet Black staff members are still hopeful for the best.

“I think there will be an increase for this Black freshman class…they are getting information about a local university and the things that CSUSB is doing for the African American population,” Landrum said.

With the current social climate and virtual

administrators have been working to adhere to the needs of freshmen.

Associate Director of Operations for the Santos Manuel Student Union, Anthony Roberson, works within the Black campus community in order to keep the student population engaged.

“A lot of [Black students] are first year students so in this new virtual environment it puts them at a disadvantage because they don’t have the opportunity to meet and engage with their professors,” Roberson said.

This campus has been a safe space for many Black students who have attended this university, but this incoming freshman class will not be reaping the benefits.

A lot of pressure has also been placed on the backs of Black student leaders on campus, who run clubs and organizations especially for freshmen.

CSUSB Black Student Union President, Princess Jackson, was able to engage with freshmen this year but worries about this upcoming class.

“It is going to be their first year so they do not understand that we are also struggling with our grades, having study nights and being a mentor to them because that is all they really need,” Jackson said.

The university has been deemed a Hispanic

college platform, college campuses around the state are adapting to changes so the Black population is willing to stay.

“I know different schools have done movie events and virtual real talk events where students can talk about a topic, share their experiences, and also what they feel,” mentioned Landrum.

Many students will be going back to school around mid to late August, so the enrollment and retention reports toward the end of the year will give clear indications as to whether or not this pandemic has impacted Black freshmen.

The language in the Measure clearly spelled out to the voters exactly how the money was to be spent before they ever cast a ballot and since it took effect, auditors have affirmed whether the money was spent accordingly.

I like what Councilman Fred Shorett said when he followed up with these comments, “I do not support raising taxes, in part, because previous and current council members have not proven to be good stewards of taxpayers’ money.

I don’t support the idea of taxing people until we, as an organization, can provide better results with the money we already have.”

Shorett went on to say the city does not create jobs; we create the public environment for private industry to create jobs with business development.

Over the past year this is the kind of public image and unprofessional environment this council has created: San Bernardino City Council has committed an additional $18,000 to an independent investigation into sexual harassment and hostile workplace claims against Mayor John Valdivia three weeks after refusing to fork over $30,000 to complete the ongoing probe.

Three former city employees have filed claims with the city accusing Valdivia of belittling, berating, and subjecting them to offensive and graphic sexual comments and innuendos while working in the Mayor’s office.

Following robust discussion on June 17, on a handful of proposed lease agreements, Councilman Jim Mulvihill, who opposed the plan to vacate the eighth floor, told Councilman Theodore Sanchez to “Go to hell. F—— a——” after Sanchez offered to help him move. “This is not a … joke,” Mulvihill continued, using another expletive. “We’ve gone through this before and it’s hell.”

The mayor makes $8,909 a month or $106,908 per year, which is more than enough for him to pay his own legal fees since it was his own personal behavior that caused his problem.

I have counted over 55 negative articles in the Sun about Valdivia alone since he became mayor. Now, is this the kind of leadership we want to give more money too? I have not even mentioned the articles regarding high salaries of

the police chief and city manager receiving 3.9 percent rises during a budget cut crisis.

Let’s take a look at where else some of our money goes and who gets it. The city manager makes $22,397 a month or $268,764 per year. A police officer’s starting salary is $6,954 a month or $83,448 per year, the highest in the Inland Empire. The police chief makes $23,260 per month or $279,120 a year. And, the assistant police chief makes $21,242 per month or $254,904 per year.

All of this money leaves the city and most of those who hold these positions will not pay any of the taxes they want the poor citizens to pay.

Why do I say this? Because, 93 percent of San Bernardino police officers do not live in the city and 71 percent of the other city employees live outside of the city as well.

Also, none of the city’s managers live in the city either and to add insult to this situation, because of systemic racism, to my knowledge none of the managers are Hispanic or Black.

During the recent uprising, the mayor made a statement regarding how he wanted to root racism out of the city. Now, he has a chance to do so.

From what I have been able to piece together, Ledoux is retiring at the end of the year. She is hiring and promoting people into key positions right now that will keep the city with a White management staff consisting of people who do not live in the city.

I am urging the mayor and council to ask her for a report of recent hires to determine the connection with the City of Hemet where Police Chief Eric McBride lives, as well as the Ledouxpromoted daughter of retired Police Chief Jarrod Burguan.

I know most of the councilmembers and the mayor are banking on the Police Association to fund their desire to pass this Measure because the union has the council in its pockets. It funds their political campaigns. I have read the Police Association Political Action Committee 460 Forms and councilmembers names are listed in black and white.

Enumerators to Gather Census Data will go Door to Door starting Aug. 11

he novel coronavirus and political interference have created unprecedented challenges in gaining an accurate count for the 2020 Census.

The Census Bureau announced a nonresponse follow up which will take place August 11 by knocking door-to-door for those who have yet to fill out their census form.

On July 24 Ethnic Media Services held a video conference to discuss the census and the Trump Administration’s policy decision to remove undocumented immigrants from being counted which could affect states at risk of being undercounted such as California, Florida and Texas.

“One thing to make clear is the president is

not asking for undocumented immigrants to not be counted in the Census,” said Arturo Vargas, executive director of the National Association of Latino Elected Officials (NALEO).

According to Vargas the policy memo is asking for the Department of Commerce to remove from the count of every state a certain number of persons believed to be undocumented immigrants after the census is completed.

“The only way to do that will be to use some sort of estimates or sampling of populations in order to determine how many persons in each state is an undocumented immigrant,” Vargas said. “This is extremely imprecise, this amounts to nothing but cooking the numbers.”

Census could mean Texas and Florida would lose a congressional seat and California could lose up to two seats.

“37% of American households have yet to respond to the census and the only way they will be counted is if they answer the knock on the door for the non-response follow up,” Vargas said.

Gathering an accurate census count can benefit resources and funding for local communities. Those required by law to fill out the form is everyone who is living in the United States and the five U.S. territories. Wherever you are living as of April 1, 2020 is where you should count yourself.

Patterson shared an experience that one of her Hispanic friends went through in Redlands.

The young man had a gun pointed at him by other men in a pickup truck with an American Flag and they threatened “you’re next.”

Many Americans have felt that local government does not do a great job at addressing racism within the community and many have taken it upon themselves to demand change and acknowledgement.

“Our greatest responsibility is to dismantle the systemic racism that exists,” said Councilmember Eddie Tejeda of Redlands.

“We can look at our policies and ask, ‘how are we actively dismantling racism in our communities?’”

The panelists covered many key points on how to acknowledge, change and how to move forward to build the anti-racist community they aspire to live in. It is a community effort and with the conversation continuing in light of nationwide events between police and citizens, effective change is necessary.

“It is a time to feel the energy and the passion and to be angry because racism still exists and is persistent,” Tejeda said. “That’s why it’s called systemic racism because it’s intertwined within the whole system of government and society.”

According to Tejeda he wants to remind people that the government does move slowly and to stay patient and to get involved because once this issue is resolved there is still more to do.

The panel provided a very insightful discussion from the perspectives and knowledge of each speaker.

Amid the Black Lives Matter movement, communities in the Inland Empire including Redlands have declared racism a public health crisis and have begun taking steps toward its resolution.

“People are really grateful to have the gift that we are giving today…more than just the Black Lives Matter movement, we are also in a pandemic and people are suffering out there,” Vickson said.

This drive was also able to garner support and labor from CensusIE, which is a group of nonprofit and community-based organizations looking to secure an accurate count of the region.

“Out of nowhere they sent me a message and I talked to them that day and ever since then they have been reliable...they have showed up and showed out,” Garrett said.

This group has also been able to gain support for drives like this from non-Black members in the community looking to be an ally to the cause.

“I like the teamwork between everybody and I just like seeing people come together to really help out a cause that needs to be highlighted right now,” said volunteer Clarissa Gutierrez.

The BLM IE chapter is looking to do more community outreach like this while also trying to find a balance with fighting against the injustices being done to Black individuals.

“Our next event is to protest [Lawrence Bender’s] arrest and pretty much they arrested him and was missing for two weeks since his family didn’t know he was arrested,” Garrett said.

The Bender case has been something that Black Lives Matter IE has been fighting against for weeks so a protest was held July 31st in front of the San Bernardino Courthouse.

We are a city that is 13.7 percent Black, 4 percent Asian, 64.5 percent Hispanic and 17.6 percent White. The median household income is $40,276 annually compared to $56,124 nationally. San Bernardino has a poverty rate of 39.6 percent and 21.4 percent of the city’s residents rely on Social Security as their only source of income. So, we cannot afford any new taxes.

I join councilman Shorett. I cannot support or ask any citizen to support this ballot Measure to increase taxes. In my humble opinion, this is a conniving incompetent staff and a naive city council that would squander the money on the mayor’s personal sexual harassment lawsuits and pay millions in back retirement payments to people who do not live in the city. It is a shell game the city manager has presented to the council.

Eleven-thousand parents have signed a petition demanding the Governor and the Legislature fix the problem. Public school advocates may consider litigation in response to the state denying school funding for students required by law to attend school.

After signing SB 98, Governor Newsom pledged to revisit this funding cap on growing schools.

Concerned parents should keep up the pressure and see to it that the Legislature listens.
