Redlands University Educator Honored Redlands – Faculty member Nicol R. Howard, Ph.D who also leads the university’s Master of Arts in Education Learning and Teaching program was honored with the prestigious Making IT Happen Award from the International Society for Technology in Education (ISTE) at its annual global conference in June. A leader in digital equity research and education, Howard focuses her practice and research on topics including effective technology use in education, equity in computer science, STEM education, and professional learning for educators. “Educators are increasingly utilizing emerging technologies for teaching and learning, and schools and districts are striving to implement the appropriate infrastructures and digital equity strategies,” she said. “As progress is made, there are still underrepresented and historically marginalized communities who are impacted daily by digital inequities.” According to the Pew Research Center, about 15 percent of school-aged children lack high-speed internet access at home, she noted: “I hope my research and practice help to raise awareness about the role schools and educational institutions can play in addressing digital inequities, as well as the actions we might collectively take to better prepare students for college and careers in a digital world.”

Cities Seek to Disrupt State’s Environmental Agenda Riverside

O

n Monday, August 5, 2019, the Inland Empire Economic Partnership and Californians for Balanced Energy Solutions, joined representatives from more than twenty cities to advocate for more inclusive and balanced energy policies in California. Over twenty cities in the Inland Empire recently passed resolutions supporting inclusive energy policies, in response to state agencies’ moves to eliminate the use of natural gas in the state. The cities say they want fair policies for residents that keep utility bills affordable, maintain energy reliability, and preserve consumer choice. Most of them argue keeping bills affordable is a primary consideration and although there are thousands of residents also concerned about the region’s poor air quality, there was little discussion regarding the relationship between natural gas, oil industry activities and public health. About 90 percent of homes in Central and Southern California use

natural gas for home space and water heating or cooking, and studies show that consumers favor natural gas for those uses because it is more affordable than electricity. However, Riverside and San Bernardino continue to have some of the worst air quality in the nation whether considering ozone or particulate pollution. “Riverside County needs effective and affordable energy policies that address air quality, reliability affordability,” said Kevin Jeffries, Riverside County Supervisor 1st Kevin Jefferies, Riverside County Supervisor 1st District District. “An inclusive approach that uses clean, safe, and affordable energy is critical. That does not exclude the use of natural gas in homes and businesses, continued on page 17

New Approach to Employment for Area Homeless San Bernardino

A

$1.5 million contract with First Step for the Community Employment Pathways program approved by the San Bernardino County Board of Supervisors earlier this summer will help the area’s homeless build a better future. San Bernardino and Los Angeles considered and embraced the First Step Rapid Employment Model to help address the issue of homelessness. The board’s decision came on the heels of an e-newsletter published in late April/early May by the American Roundtable to Abolish Homelessness. The organization stressed the importance of “scale” to best impact the size of the need, as well as the importance of programs that will provide individuals a “future trajectory of independence.” The communication went on to suggest a business model being deployed in several cities could hold the key to success in this regard. That model was the First Step Program. The nonprofit First Step approach to temporary employment for the homeless is an upgrade to the approach historically utilized by small boutique agencies. First Step accomplished this by bringing both scale and replicability to

the employment process. Once the contracts with San Bernardino and Los Angeles were secured, First Step moved forward completing other requirements necessary to get the program up and running— the purchase of a staffing company. The goal is to purchase an employment agency that has contracts with industries that employ large numbers of employees. They usually include businesses like warehousing and logistics, hospitality, entertainment venues, etc. Once the program is up and running, the county will refer individuals for hiring to First Step who—through its staffing company—will continued on page 17

Welcomed Donation for Feeding America Riverside/ San Bernardino

Riverside - Feeding America Riverside/San Bernardino (FARSB) who is leading the fight against hunger in the Inland Empire received some great financial assistance in its efforts. The Enterprise Holdings Foundation has donated $2,500 to FARSB in support of Caliber Collision’s Annual Rhythm Restoration Food Drive. “We are so incredibly grateful for Enterprise Holdings Foundation and everything they do to support their local food bank,” said Stephanie Otero, FARSB CEO. Over the past eight years, teammates, customers and partners of the Enterprise Holdings Foundation have come together and donated more than 19 million meals to more than 60 food banks across 37 states. According to Otero, the Enterprise gift is enough to provide up to 22,500 meals to local residents in need. rePlanet Out of Business—California’s Recycling Dilemma Ontario

C

alifornia’s largest recycling business, rePlanet, is the most recent recycling company to call it quits. News broke a little more than a week ago that employees were being laid off at several locations. Subsequently, on Monday, August 5, 2019 the company announced it had ceased operations and closed all 284 recycling centers and processing facilities across California—including those in Riverside and San Bernardino Counties. The company also terminated all 750 employees. In a written statement rePlanet said, “With the continued reduction in state fees, the depressed pricing of recycled aluminum and PET (polyethylene terephthalate) plastic and the rise in operating costs resulting from minimum wage increases and required health and workers compensation insurance, the company has concluded that operation of these recycling centers and supporting operations is no longer sustainable.” The company said rather than filing for relief under federal bankruptcy law, instead it chose to file for Assignment for the Benefit of Creditors—an insolvency proceeding that is governed by state law.

The Consumer Watchdog organization claimed it warned just months ago that the bottle deposit program was in crisis and today’s closure shows consumers are being left in the lurch by the failure of the state to keep recycling centers open,” consumer advocate Liza Tucker says in the Consumer Watchdog news release. “Gov. Newsom needs to tackle this problem personally and make reform of the broken bottle deposit system a top priority this fall. CalRecycle has failed to deal with the problems we have raised, and they have now become a full-blown crisis for consumers and recycling in California.” The Consumer Watch organization issued a report earlier in the year indicating the bottle deposit program was in crisis allegedly due to the failure of the state to keep recycling centers open. According to the report consumers only get about half of their deposits back each year. For example, consumers paid $1.5 billion in California Refund Value (CRV) in 2018. Consumer Watch has recommended California make it mandatory for retailers that sell beverages in bottles and cans to accept CRV beverage containers for recycling, noting that 8 out of 9 other states continued on page 17

First California State-Registered Pre-Apprenticeship Program Approved for Chaffey College Rancho Cucamonga

T

he Chaffey College InTech Center was just approved by the California Division of Apprenticeship Standards (DAS) for an Industrial Electrical and Mechanical PreApprenticeship program designed to meet the needs of industry. DAS approval makes InTech Center’s program the first DAS-registered preapprenticeship in the state. The InTech program was developed in response to an industry need to create a pipeline of skilled individuals who are prepared to enter state-registered apprenticeships programs at employers like Mitsubishi Cement, California Steel Industries, BestWay Laundry Solutions, and many others. The DAS consults with employers to develop a skilled workforce with viable career pathways to increase productivity and strengthen our economy. The California Community Colleges are a DAS partner. Officials are confident “Students who are successful in the pre-apprenticeship make ideal apprentice candidates – they have shown

commitment, strong work ethic and dedication to the trade.” By partnering with InTech to align their program with apprenticeship needs, InTech is able to build a pipeline of qualified entry-level workers to fill the manufacturing workforce gap in the region. “I didn’t grow up with the skills I’ve learned in the past two years at the InTech Center and CSI,” one participant began. “There’s tremendous value at the end of [training]. You’re investing, you’re sacrificing, but it’s all worth it…When I meet some of my co-workers, they say they’ve been there for 15 years, 20 years, 30 years—that continued on page 17

Don Olinger for West Valley Water District Board of Directors, District 4

I

received an email from Channing Hawkins on August 6 announcing his official candidacy to run for the West Valley Water District Board of Directors representing District 4 to replace Don Olinger. I do not know Channing well. I only met with him once during a sit-down session at my home to discuss his intention to run for West Valley Water Hardy Brown, Sr. District Board of Directors (WVWD). Don Griggs of the WVWD Ratepayers Association (RPA) was also in Contributor Photo by Benoit Maphettes attendance at that meeting. Prior to that occasion, Channing approached me one time at a WVWD Board meeting to introduce himself and I asked him to send me his resume by email. His resume is impressive. I shared it with Mr. Griggs and asked if he knew Channing since they are members of the same church. Don could not put a face to the name but also agreed Channing’s resume is impressive. This was before our meeting with Channing in my home. During the meeting we told Channing how Mr. Olinger was there for us when no other board member would listen. Olinger was the only member who did not support Clifford Young in his firing of Shanae Smith, a Black woman who previously served as Board Secretary. When Clifford told the Board to adjourn into Closed Session to do their dirty work, Olinger would not go and stayed seated in his chair until they returned. Clifford Young called the Rialto Police on those of us in attendance at that meeting. C. Young retaliated against Olinger by not placing Olinger on any committees that members are paid to attend. Olinger hung in there through all the embarrassment as the only voice of reason. He did not show anger toward Clifford Young or other WVWD board members and kept telling the truth. He never withheld his knowledge from them even when it was evident to us sitting in the audience that no one on the Board or staff knew. He showed more courage than any person I know that serves in an elected position. Don Olinger is the true meaning of a public servant doing his civic duty for the customers of WVWD and asking nothing in return for that service. He has served the citizens of Rialto, Fontana, Bloomington, Colton and Riverside honorably as a teacher, principal, school board member, veteran in the Navy, member of Rialto United Methodist Church, husband and caring father. He has been loyal to the ratepayers and when the time presented itself, he voted to remove Clifford and Greg Young from leadership. He demonstrated patience, wisdom and used the information given to him by the RPA regarding Clifford Young’s suspected wrong doings after it was clear Young had used ratepayers’ money for personal benefit and the District Attorney was investigating our complaint. Griggs and I had heard from a couple of current Board members and

community members back in October of last year that C. Young was going to get people to run against Olinger and Kyle Crowther in this election because they voted him out as president of the Board. I do not know for certain if C. Young got Channing to run but it was C. Young’s idea for someone to run. Channing would not tell us who was supporting him but alluded that some of his support comes from Los Angeles. Channing shared with us that Mr. Olinger is too old as though age is a prerequisite to being alert. Let me cut this article off by saying Don Griggs and I have been attending every WVWD Board meeting since December 7, 2017 and Channing admits he only started thinking about the water district just a few months ago. This tells me he knows nothing about water or the district. He said in his announcement that “we need to make a change” I know for a fact that Olinger has been the change the board needed in a time of crisis. Water Conservation Should be at the Forefront of Everyone’s Focus in Southern California Marla A. Matime Contributor

lean water is a staple that everyone must have access to in order to survive. We live in a country, where for the most part, you could go into anyone’s home, and access clean water instantly. Due to the fact that we live in an instantaneous society, we also take for granted the privilege and access to one of life’s most precious commodities. So, where does Southern California’s water come from? The water that we drink in the Inland Empire comes from the Metropolitan Water District of Southern California, by way of the Colorado River and the Colorado River Aqueduct. The Colorado River Aqueduct is Metropolitan’s 242-mile canal, transporting water from the Colorado River beginning at Lake Havasu and ending at Lake Mathews in Riverside. This trek is essential for the residents of Southern California, as it is responsible for delivering water to an approximate 19 million people spanning across Ventura, Los Angeles, Riverside, Orange, San Diego, and San Bernardino Counties.

Metropolitan is considered a wholesaler, which means that there are member agencies that purchase rights to filter water through their facilities to serve the customers in their service areas. There are 26 member public agencies that are a part of Metropolitan, and of the twenty six, Western Municipal Water District, Inland Empire Utilities Agency, and Eastern Municipal Water District, are among them being a part of the Inland Empire region. The Colorado River Aqueduct was completed in 1939 and began operations in 1941 consisting of an eight-year construction phase and hosting a series of canals, tunnels, pumping stations, tunnels, siphons, and conduits. Approximately 1.3 million acre-feet (325,851 gallons) of water flows through the aqueduct annually. Metropolitan has five water treatment plants across Southern California, some of the largest facilities in the nation, that ensures the safety and concerns of its agencies and rate payers are of the highest quality and adheres to extreme safety standards and measures. Since the most recent droughts Southern California residents have been encouraged to make water wise decisions when it comes to lawn care, water usage in the home, and checking to monitor leaks and excessive drainage. Although we are considered to have come out of the drought, residents should take into consideration that the next drought could be right around the

corner and taking the appropriate measures to sustain one’s family during the drought is what is most important. The Metropolitan Water District of Southern California has taken major steps to ensure that the water flowing through their member agencies, to the rate payers, is clean and healthy. It is important that we do our part to conserve and reduce water waste. One way Metropolitan is facilitating the lead in water consciousness is through Regional Recycled Water. The Regional Recycled Water program is a partnership between Metropolitan and the Sanitation Districts of Los Angeles County, to purify wastewater, in order to produce and provide high quality water that is recycled in these facilities. Metropolitan is providing a substantial rebate for people who take appropriate action in being Waterwise. A few ways to do your part in conservation efforts is to call your area’s water agency to alert them of any leakages or abnormal water drainage in your communities, and to be sure that you check your home for leaky faucets, any leaks in or around your home not coming from a faucet, and to turn off the water while not in use. RID Alternatives is the nation’s largest community-based nonprofit solar installer that makes renewable energy technology and job training accessible to underserved communities. Now having served over 1750 homeowners, GRID continues to make leaps and bounds in the solar industry saving homeowners approximately $56 million over a lifetime. A recent install took place in San Bernardino on July 31st at the home of Linda Catalan, a mother of four and medical assistant, who recently purchased her property through the Neighborhood Partnership Housing Services (NPHS) program. By having GRID come to install solar panels, she is expected to save up to 75% on her energy bill. Natasha Ferguson, marketing communications specialist, explains that individuals interested in volunteering have an opportunity to learn installation through their programs such as Women in Solar, that provides free training and step by step assistance while on site. People, then, have the flexibility and opportunity to apply for positions in the field of solar, to work and provide for themselves and their families. Natasha is passionate about getting the word out on what GRID has to offer because helping families is a top priority for the organization. Families who qualify are primarily at or below the poverty line and reside in low income neighborhoods, where the cost of living are still unattainable for some but owning a home may be the only asset that they have. Natasha further stated, “[F]amilies who benefit from the program, share the savings to their neighbors because they spread the word or provide that energy on the grid which can serve their community.” Founders Erica Mackey and Tim Sears had a vision to provide no cost solar to families in need, which is how GRID Alternatives was born as a nonprofit. GRID receives grants on the state and federal level, and some funding through the three major energy companies in California, which further emphasizes why going solar is so important in our communities. GRID educates on what is called “energy vampires,” which are electronic devices that we keep plugged in and they run constantly. To help

facilitate savings Kate Thibault, GRID Development Officer of GRID, explained that homeowners, and even renters, should keep these devices plugged into a surge protector and switch the protector off when these devices are not in use, or simply unplug them. Also, unplugging your phone and tablet chargers while not charging these devices is cost effective. She further explained making minor changes, such as swapping out traditional light bulbs with LED bulbs, are extremely helpful in conserving energy, saving hundreds each month on your bill. During an installation, homeowners are only asked to provide lunch for the volunteers that are conducting the work, which provides a sense of community. They get to interact with volunteers and understand that it takes community to build community. Vanessa Lorrah, commercial project manager, and Lisa Castilone, community development and Tribal Program Manager, discussed how multifamily

units can also benefit from providing solar to its residents. Property owners must provide low income housing in 20 percent or 5 or more units of their multifamily property to qualify for GRID ‘s solar program. The units that are not designated as low income housing, are also going to benefit from the panels once installed since the community meets the qualification standards. GRID has also had success—though the process is very long—with outreach to Native American tribes, Lisa explains. They are currently working on a project near Lake Havasu, with the Chemehuevi tribe and the Cahuilla tribe near the Salton Sea, where their community is impacted by air pollution, water contamination, and other environmental disparities. “Most Native American Tribes in our region may not benefit from gaming income that

provides funding per capita to its tribe members. Some tribes are completely disconnected from the advancement of current technology and economic growth that other tribes may benefit from.” Currently, there are fourteen GRID offices across the country with seven in California. Internationally they have offices in Nicaragua, Nepal and Mexico. They are continuing to grow nationally and internationally. To qualify, individuals must be homeowners, meet income level outlined in the guidelines, and live in a zone considered as low income. There are no credit checks and once qualified, there is absolutely no cost to the homeowner receiving the panels. There are two ways to find out if you qualify to receive free solar on your home. San Bernardino Mayor’s Personnel Choice Questioned

s Mayor John Valdivia grapples to maintain control of his domain, stabilize his team, keep the city operating in the black and shore up credibility among his constituents, some question whether his recent decision to hire former Supervisor Paul Biane’s Chief of Staff right hand man to act as his right hand man. Valdivia is replacing his former chief of staff, Bill Essayli, with an experienced political operative who comes with a lot of baggage, Matt Brown. Though always in a supporting role, Brown has long navigated his way in and through the political structure within the inland region’s Republican party and was Biane’s Chief of Staff during the origins of the biggest political scandals to rock the region—the Colonies case. At the time Brown’s relationship with Biane extended beyond that of chief of staff, he was part of the supervisor’s political action committee and worked with him on the Republican Party’s executive committee. For a time, Brown also headed the Young Republicans political action committee. Brown and Biane enjoyed success among associates in their party and the community until the County of San Bernardino made the $102 million settlement in the Colonies case. The $102-million-dollar settlement agreement ended a lawsuit against the County of San Bernardino and its flood control district by Colonies Partners, LLC over flood control issues at the Colonies development in Upland. Former San Bernardino County Supervisors Bill Postmus and Gary Ovitt joined Biane to vote their approval of the settlement agreement. Subsequently, Colonies Partners—a team of investors led by developers Jeff Burum and Dan Richards. A few months after the settlement Burum and Richards made a series of donations to political action committees (PACs) associated with members of the board supervisors who voted in favor of the Colonies settlement.

Collectively, the PAC contributions totaled about $450K—Brown was associated with some of those PACs. Before long, questions began to surface over possible improprieties in relation to the donations and possible connections to the Colonies settlement. Some saw the whole scenario as quid pro quo. Soon both the San Bernardino County District Attorney’s office and the California State Attorney General were involved. Brown allegedly cooperated with the investigation to avoid prosecution himself and in the process helped make a case for conviction against Biane and others. Part of Brown’s cooperation included grand jury testimony where he is alleged to have connected the $102- million-dollar Colonies settlement with the PAC contributions from Burum and Richards. As might be imagined the relationship between Brown and Biane soured once Biane learned of the betrayal. The case dragged on for years at a high (still unknown) cost to the county of San Bernardino. Much of the case hinged on Brown’s testimony that he later backed away from claiming he was pressured by the district attorney as a result most of the criminal cases against Republicans involved in the scandal fell apart and although San Bernardino County taxpayers are out the original $102 million dollar settlement amount, untold thousands, if not hundreds of thousands of dollars, in years of legal fees and now faces several civil suits totaling millions filed by the various defendants in the case, Brown appears none the worse for wear. Brown is a seasoned political operative with a lot of negative baggage. The City of San Bernardino has entrusted the future of their community to a mayor already struggling to maintain credibility who will not depend on a political player who was recently mired in one of the greatest political scandals in the history of the inland region. Although the IE Voice/Black Voice News reached out to Mayor Valdivia and Matt Brown for comment, they did not respond in time for publication.

There are 2.4 million residents in Riverside County and about 2.1 million in San Bernardino, so it is hard to believe board members, council members and other officials sometimes can only find people with questionable/unscrupulous histories to fill some key positions and at other times the only qualified candidates are those connected closely with someone on the team. Too many elected officials feel free to recycle cronies from city to city or move them between agencies with little concern about what constituents think or feel. However, such decisions do not go unnoticed. When ratepayers/ constituents feel they were taken advantage of; when they feel someone well-connected was able to play by a different set of rules—they remember on election day. I know its cliché, but all politics are local. We must demand our local elected officials build teams reflective of the community, that the agencies serving the community whether police, fire, etc. reflect the citizens they serve; that local leaders represent the sentiments of the constituents they serve. We need to know where our local elected officials stand on issues of primary importance to minorities and others in this community. Today the president is rounding up immigrants, caging children and separating families. He is fueling White Nationalism; some of his followers have been arrested for planning to kill his political detractors as well as members of the press. Now, one of his misguided followers has killed people because of their race. In Trump’s America every person of color, every member of the LGBTQ community, every individual of Jewish descent, every person in this or any country who does not have what he says are “good genes” should be on alert. We are all Mexicans in his eyes! Of course, this is just my opinion. I’m keeping it real.
