Riverside, CA – Temperatures are high across Southern California. Residents in the inland region are not only dealing with the oppressive heat but also smoke from the Apple fire that has burned for more than two weeks. The triple-digit heat wave is projected to continue for the next week to 10 days. Local officials remind residents although it is hot it is still essential to socially distance or to wear a mask when in close contact with others. The best idea is to stay inside as much as possible. It’s especially important to avoid being outside (or at least skip any strenuous activities) during the hottest time of day — generally between 11 a.m. and 4 p.m. It is best to limit your exposure to the sun, and if you do go outside, take frequent breaks, find shade, wear light clothing and a hat, and use sunscreen.

More Inmates and Sheriff Department Employees Test Positive for COVID-19

an Bernardino County jail officials have reported additional inmates and sheriff department employees have tested positive for COVID-19. Recently seven inmates, three at West Valley District Detention Center and four at the Glen Helen Rehabilitation Facility were tested, provided medical treatment and isolated while being monitored by medical professionals. “All inmates continue to be provided with face coverings, cleaning supplies, soap, and are urged to wash their hands repeatedly throughout the day. They are routinely reminded of the need to practice social distancing to slow the spread of COVID-19,” said San Bernardino County officials. Also, two sheriff’s employees who tested positive were sent home to self isolate. An additional four employees have tested positive for the virus and were sent home to quarantine. To date a total of 163 department employees have tested positive for the novel coronavirus and 132 have recovered. In addition, 263 inmates have tested positive to date. Department employees are expected to return to work in the coming weeks once recovered from the virus. As of Tuesday, August 14 San Bernardino County reported 39,374 confirmed cases of COVID-19 and 561 deaths..

New Hope Pilot Program Extended to Provide Resources for Former Inmates

T
he San Bernardino County Board of Supervisors announced the approval of an extended contract with Abundant Living Family Church in Hesperia for a program called New Hope which will assist former inmates by providing resources and services to help them avoid recidivism. The program will provide transportation for recently released inmates, support services and other resources. Additional services being offered through the program include substance abuse treatment, job training and placement, and mental and physical health services at the Probation Department’s Day Reporting Center. Since 2015, the church has continued to do its part by offering recidivism reduction services for those in need and has done so in accordance with Proposition 47, which reduces certain charges from felonies to misdemeanors.

The Sheriff’s Department is collaborating with the church to provide transportation services to local inmates recently set free. San Bernardino, CA – The San Bernardino County District Attorney’s office announced it has launched the first in the county, and possibly the state, chat feature on its website. The chat feature will offer customers another option to seek assistance, information, and resources forto crime victims. The District Attorney’s Office Department officials stated its goal is to offer a more personable approach to those who are relying on our services. Saying Goodbye to Floyd McIver - Celebration of A Life Well Lived Voice Staff
L
ongtime inland area resident Deacon Floyd James McIver born April 19, 1940 in Sanford, North Carolina, passed away on Saturday, July 25, 2020. His firm belief in God and his devotion to his family were the center of his life. Floyd, born to the late Henry Frank McIver and Alice Elizabeth Cross McIver, was the youngest of four siblings which included Bertha Mae, Shirley Viola, and Audrey Lee. Floyd was immersed in the Christian community and accepted Christ at an early age at McQueens Chapel United Methodist Episcopal Church in Sanford, North Carolina. He graduated from W.B. Wicker High School, formally Lee High School, where he was salutatorian of his senior class. He earned an academic scholarship and after high school, he enrolled in North Carolina Agricultural and Technical (A&T) State University, where he played the trombone in the Aggies marching band. Later he would graduate from San Bernardino Valley College with a degree in business administration. It was at March Air Force Base in Riverside, CA, where he met his love and best friend, Joyce Ann France. On July 21, 1962, Floyd married Joyce

Assemblywoman Blanca Rubio (48th District) Introduces Legislation in support of local news outlets. Staff | Sacramento

n Monday August 10, 2020 Assemblywoman Blanca Rubio (D- Baldwin Park) announced the introduction of Assembly Bill 323 (AB323), the Save Local Journalism Act. The bill is aimed at strengthening community news organizations across the state while protecting their ability to provide all Californians with important information about news and events in their communities. Never in modern history has there been a greater need for minority-owned and other community media outlets to be a viable and reliable source of information for their readers, and yet never have they been at greater risk of closure. AB 323 offers a much needed lifeline to these small news outlets. AB 323 will direct state departments and agencies to place marketing and outreach advertising in community and ethnic news outlets. The measure will also extend the sunset date for the exemption for newspaper carriers from the ABC test to give ethnic, mid-size, and daily newspapers two additional years to comply with AB 5. AB 5 was enacted last year in response to the Supreme Court ruling in Dynamex Operations West, Inc. v. Superior Court of Los Angeles. The ABC test consists of three-parts and an employer must answer yes to all three parts before they can qualify a worker as a contractor. Although AB 5 was designed to protect employees from being misclassified as independent contractors, it posed a challenge to most small, independently owned minority/ community newspapers who depended on the use of independent contractors as writers, photographers, and newspaper carriers. It also extends the sunset date for the exemption for newspaper carriers from the ABC test to give ethnic, mid-size, and daily newspapers two additional years to comply with AB 5. a time when local information is critical for our communities and the rebuilding of our economy. AB 323 will prevent ‘news deserts’ by providing a lifeline to California’s community and ethnic media outlets.” Since the pandemic hit, California newspapers have experienced declines in about half their average print advertising revenue. More than a dozen California papers have suspended operations or closed in the last six months, and many others have laid off newsroom staff and other employees. According to a recent study, “An Analysis of the Financial Crisis Facing California Local, Daily Newspapers,” California newspapers face increases of 85 percent in distribution costs related to AB 5. Speaking about the legislative determinations Assemblymembers make on an ongoing basis, Rubio continued, “[W]e must strike a balance between commitment to policy goals and minimizing negative consequences. Local journalism cannot be sacrificed in that process.” Rubio shared how last year the legislature passed AB 170 which granted newspapers an additional year to comply with AB 5.
“And now,” she explained, “given the impact of COVID on the news industry, AB 323 simply provides additional time for newspapers to stabilize operations and pursue alternate distribution models.” The good news is, prioritizing ethnic and community newspapers for state advertising campaigns would not require new allocations in the state budget. And, it will be a win-win for the state as it will ensure more Californians, including those in hard-to-reach communities, are reached with important messages, furthering the state’s public health and safety goals. Rubio’s legislation was well received by community media outlets. “We applaud Assemblywoman Rubio for working to stabilize our state’s ethnic media at one of the most important periods in history,” said Gabriel Lerner, Editorial Director, La Opinión. “Ethnic media has a different and specific role than mainstream media. Many marginalized and vulnerable communities in California rely on us as their trusted messengers. Honoring the Contributions and Memory of Don Griggs S.E. Williams | Contributor

ith the unexpected passing of longtime San Bernardino County leader Don Griggs due to complications related to COVID-19 late last month, members of the community continue to express sorrow for his loss while also considering how to best honor his name and good works so future generations will remember a devoted leader who passed this way and worked to make a difference in the inland region. It seemed fitting during the recent meeting of the West Valley Water District Board of Directors on Thursday, August 6, 2020, for members to set aside time on the agenda to honor Griggs’ service to the community as co-founder and president of the West Valley Water District’s Ratepayers Association (RPA). Few can argue during his tenure as president Griggs at times was one of the board’s most tenacious adversaries when it came to protecting the rights and funds of the agency’s ratepayers who are dependent on a well-run board being responsible for the water agency not only in terms of water quality but equally as important, its fiduciary responsibilities to ratepayers. These are areas Griggs devoted his efforts to as president of RPA. He never shied away from challenging the board on these issues nor reaching out and involving oversight agencies when he deemed it appropriate. He never strayed from keeping the interest of ratepayers at the forefront of every initiative he pursued in his role as their representative. In his role as president of RPA, Griggs not only garnered the enhanced respect of ratepayers as their champion, in many ways, he also managed to garner the respect of many on the board and among WVWD administrators. He continuously challenged everyone to work in the best interests of those they served as agents of the water agency. Members of the community spoke laudingly about Griggs during the meeting and it was clear many are anxious to memorialize his contributions by renaming the Hydro Electric Generation Plant in Rialto in his honor. The West Valley Water District serves about 83,000 customers in the communities of Bloomington, Colton, Fontana, Rialto, San Bernardino, and Jurupa Valley.

’ve decided that Kamala Harris is the best person to help me take this fight to Donald Trump and Mike Pence and then to lead this nation starting in January 2021,” said Democratic Presidential Candidate Joe Biden in a statement to supporters on Tuesday, August 11, 2020. “You make a lot of important decisions as president,” he continued, “But the first one is who you select to be your vice president.” The highly anticipated announcement was welcomed news to Harris supporters and others in the Democratic Party. She was the popular frontrunner for the nomination from the beginning and despite the many twists and turns in recent weeks that seemed intent on destroying her chances of selection, in the end she prevailed over a field of highly qualified women of all races and from both the moderate and progressive wings of the party. In his statement Biden expressed what most Americans already know, “These aren’t normal times.” Adding, “I need someone working alongside me who is smart, tough, and ready to lead. Kamala is that person.” Among the many leaders in the pool of candidates, few observers could argue against Harris having the bona fide credentials to serve as vice president and president of the nation, for that matter. Biden did not underestimate the reality. As the world confronts the worst pandemic in 100 years, America is failing among advanced nations at containing COVID-19 as tens of thousands of citizens across the country, especially Black, Brown, and Indigenous people, continue to die due to mismanagement of the crisis. Secondly, despite performance of the stock market—which appears largely disconnected from what is happening on main street—the nation’s economy teters on the precipice of a looming depression. And finally, America at long last has come face to face with the most urgent calls for racial justice some people say in a generation, while others declare in the nation’s history. And on the issue of racial justice, there is no other way to look at this moment in history without recognizing the powerful resonance Harris’ selection and the team’s potential election will have on the nation, particularly women, girls and all people of color; and young girls of color, especially. Harris’ selection means so much to so many people on so many levels. Harris is a Black woman. Yes! An Indian woman. Yes! And as many in the nation celebrate her selection, it is also important for voters not to lose sight of her accomplishments, capabilities, and capacity for leadership regardless of the color of her skin and equally embrace her strong qualifications which made her highly competitive among all women and men regardless of race. Born in Oakland, California, Harris is 55 years of age. Her parents divorced when she was young, and she was principally raised by her mother whose influence on Harris cannot be understated as she never hesitates to lift her mom up as the preeminent influence in her life. Currently serving as only the second Black female ever elected (2016) to the U.S. Senate, Harris previously served six years as California Attorney General after first serving from 2004 to 2011, as the District Attorney of San Francisco. Harris initially had her sights set on the presidency. In January 2019 she had an amazing campaign kickoff in Oakland, CA where more than 20,000 supporters came out in support of her quest.

Truman Her history of substantive accomplishments as state attorney general stand on their own merits. They include the multi-billion dollar settlement, at the expense of the nation’s biggest banks, Harris secured for Californians impacted by the foreclosure crisis during the Great Recession; the state’s groundbreaking climate change law; her protection and support of the Affordable Care Act; her support of marriage equality; her forerunner accomplishments in the area of criminal justice reform; and the list goes on. During her short tenure in the U.S. Senate, Harris has shown her ability to prosecute the case against the current president again and over again. The nation witnessed this not only on the presidential debate stage but also during senate hearings as she questioned high profile and high-

powered individuals like now Supreme Court Justice Brett Kavanaugh and U.S. Attorney General William Barr. However, after the amazing campaign launch, garnering an abundance of national media attention in the wake of her outstanding performance in the first presidential debate and strong support from many in the Black community, Harris’ campaign stalled and sputtered-out when it failed to attract much needed donors. Some believe this failure was largely due to her not being as well known outside of California. Still others question the impact of merciless attacks against her by suspected Russian bots replete the overused claims they purportedly believe are an effective way to suppress the Black vote with claims she is “not Black enough,” etc. Harris stepped away from the fray before the continued on page 18

he Young Artists Initiative was created to give underrepresented young Black, Brown and other people of color the opportunity to learn and share their art as part of a community of peers. Micherlange Hemsley, 19, was always passionate about ballet history and history in general. She was so passionate, she would quiz her peers in the dance studio on the history of ballet and African American history during Black History Month for fun. Hemsley got the idea for the Young Artists Initiative in her junior year of high school when she noticed that many people were unaware of how the past has shaped our lives today, especially when it comes to the experiences of people of color. “I had the idea that it would be really great to have something produce work in which it helps educate people about history and artists,”
Hemsley said. “Because being a Black dancer, specifically a ballet dancer, obviously there are professional Black female dancers in companies right now and there have been for years... but it’s not necessarily the same as having somebody of the same ethnicity as you who is at your studio.” The Initiative aims to partner with community events and local artists to create educational opportunities and a mentorship program. “I know, for me, having a Black ballet dancer that I could have asked questions to would have made all the difference because me and my sister always danced together but we were in it together so she didn’t know any more than I did,” Hemsley said. “That’s why the mentorship program is something I wanted to implement.” Although the mentorship program is still in the making, Hemsley hopes to have local, seasoned artists partner with YAI so young people of color have role models in the
community. “The Initiative is amazing because it gets kids that are actually interested in the arts and want to do it long term and get(s) them the support and community that they want and deserve,” said Gabriella Stanton, co-founder and community outreach coordinator. Stanton attended high school with Hemsley and has been involved with the Young Artists Initiative since its beginning stages. Stanton grew up playing piano, violin, and the guitar and taught children piano before the COVID-19 pandemic. The two noted that, as artists, the arts community is difficult to come across outside of academia, so they wanted to provide a community that was more accessible to young artists. The Initiative makes it possible for artists to have a sense of community despite COVID-19. It has done well thanks to social media since continued on page 17

people little option but going to the polls to vote or suffer another four years of his dangerous antics, he might as well have given people a gun with a single bullet in its chamber and instructed them to pull the trigger as they enter their polling place, knowing that entering any indoor facility in the age of COVID-19 could ultimately prove deadly, especially people of color. He is trying to force people to play Russian Roulette—knowing the close ties he has with the Russian president; this may be a game he is willing for “us” to play. I say “us” because he and his wife have already applied for their ballots and I have little doubt theirs will be received and returned in a timely manner regardless of how bogged down the post office gets. Pulling out mailboxes across the country, removing sorting machines from mail distribution centers, reducing overtime for mail carriers and other efforts to disrupt the postal process, with these actions he may hope to glean a two for one benefit. Firstly, suppressing the vote and secondly, financially harming mail carriers—many of whom are veterans and approximately 47% of whom are people of color. Postal jobs offer these groups an opportunity to move into the middle class. It appears the president has willingly snatched
the ladder of opportunity from under them. We know the things being done to suppress the vote we see, but must wonder about the actions being taken to undermine the election we cannot see. Regarding the post office, Trump announced his plan to disrupt its processes to help himself in the 2020 election the same way he invited Russia to interfere in the 2016 election—he announced it to the public in broad daylight by way of the national media. He is using every tool he can leverage to not only win the election but also keep Americans distracted from the rising national death toll due to the coronavirus; distracted from the latest pilfering of the nation’s coffers by his family and friends; his continued, potentially criminal activity; the millions of unemployed; the mounting number of homeless, the growing number of hungry adults and children, and his stunning failure of leadership. If there is any good news in all of this, it is more and more American people are getting fed up with his antics and seem willing to pull out all the stops themselves to overcome any barriers that may cause him to lose the election in November as he may be waking up to the reality the American people want to end the madness and toss him unceremoniously out of office.

During a career in the industry that spanned 42 years, Floyd earned numerous accolades, honors, and recognitions. A faithful member of the New Hope Missionary Baptist Church in San Bernardino, CA, since 1963, Floyd became an ordained deacon in 1985 and served faithfully for 35 years. He also loved to sing!
