The OCR concluded the district violated Title VI of the 1964 Civil Rights Act by discriminating against African American students based on race with regard to the administration of So,discipline.22years into a new century despite the mandates of the 1964 Civil Rights Act or actions taken at the state level to hasstudysuspensions;discriminationalleviateinandafterstudyshownthe detrimental affects of unwarranted discipline on students, it is unconscionable that school leaders who themselves chose careers to positively shape young minds and groom young lives, would intentionally perpetuate harm against Black children and youth. But, that is exactly what was done in the Victor Valley High School District.

A t some point in American history its educational system bought into a process of student discipline not to dissimilar to the country’s egregious approach to criminal justice overall. As a result, it naturally followed that Black children would bear the brunt of this destructive racist folly the same as Black adults. The disparities related to student discipline are well documented. For example in 2015-16, when students lost 11 million days of instruction from suspensions, Black students lost nearly five times the number of days as white students. Just like the nation continues its struggle to fully address

One of the most egregious examples of this came to light in San Bernardino County recently when an August 16 report released by the United States Department of Education Office for Civil Rights (OCR) provided the details of its compliance review of student discipline in Victor Valley Union High School District.

In response, a corrective action plan has been detailed and accepted by the OCR and agreed to by the school district. But, what about the young Black lives damaged as a result of such discriminatory action? What types of counseling will they receive to repair the damage done to their young psyches? What about the teachers and administrators who knowingly perpetuated the discrimination? How many of them will be disciplined for violating the law and/or

In its review process, the OCR examined school discipline data through 2019 and subsequently conducted a series of interviews involving District employees and students. The interviews began in 2020 and continued through this year.

The event, which began with a ribbon cutting, included community engagement booths, featured food vendors, sport events, games, a live DJ, face painting, and a Veterans Monument dedication. The local police and fire departments showed support.

With the COVID-19 pandemic and now the growing spread of monkeypox, health is a priority now more than ever according to Michelle Burroughs, Director of Community Engagement and Outreach for the Center for Healthy Communities at the University of California, Riverside. (profiles.ucr.edu).

While the COVID-19 pandemic unveiled a host of longstanding disproportionalities and health inequity, Michelle Burroughs, Director of Community Engagement and Outreach for the Center for Healthy Communities at the University of California, Riverside, is ready to disrupt that narrative of Black communities in the Inland “There’sEmpire.going to be something to always come up, but we don’t need to always be disproportionately impacted,” Burroughs explained. To address health consciousness and health equity in the Black community, Burroughs had the idea to develop a short film called “Perspectives in Black Health.” The public service announcement was directed by Los Angeles Director Emily Dell and filmed by Ezra Productions. The short film features community leaders, health advocates and physicians who encourage the community to make their health a priority by becoming active participants. The film initially set out to focus only on COVID-19, but Burroughs and her team realized that “it’s much more than COVID. We need to impact the entire narrative” around health. The purpose of the ribbon-cutting ceremony on Friday was to display the new Moreno Valley United Schools District’s (MVUSD) Cyber Innovation Center.

In her senior year in high school, Breeding took Ms.Woods's cyber class, which ignited her interest in cyber security. After graduating in 2018, Breeding attended a preparatory school for one year, then enrolled in the Airforce Academy. At the Academy, Breeding played on the basketball team her first year. After that season, she decided to stop playing basketball and focus primarily on her studies. Breeding is a systems engineer major and is currently working on a project involving machine intelligence.

It was an event filled with joy, pride, and relief that the hard work of the students, parents, teachers and board members had paid off.

During the ceremony, there were multiple speakers, including State Superintendent of Public Instruction Tony Thurmond, Canyon Springs High School Alumna Amiyah Breeding, and cyber academic pathway instructor Donna Woods.Breeding was a star basketball player for Canyon Springs, and her original plan after high school was to play basketball overseas. Her older brother was in the Air Force, and it motivated her to want to be a part of something bigger than herself.

Friday’s event kicked off with Canyon Springs principal Sean Robeson, as the first speaker. Robeson said, “The Lab classrooms represent Moreno Valley Unified School District's vision to empower students to become future ready and positively impact the world.”

The new Cyber Security and Esports Lab cost $3.5 million to build, is 7,687 square feet in size, and consists of three classrooms.

During his speech, State Superintendent Tony Thurmond praised the teachers, parents, and students' commitment and their hard work over the years. He said a program like this is the type of opportunity his immigrant grandparents hoped to provide for him.

Back to School with Riverside Superintendent Dr. Rene Hill: Tools and Support for Student Success

Dr. Hill came to the Inland Empire more than 40 years ago to attend the University of California Riverside where she not only earned her bachelor’s degree but continued on to earn both master’s and doctorate degrees. She then taught for years at Longfellow Elementary School.

t is important for us to all work together in this social, political climate that we have. It is so easy to be divided coming from various backgrounds but for the good of our students and the children in the community we have to find a way to work together, to do our best for them,” said Riverside Unified School District (RUSD) Superintendent of Schools Dr. Rene Hill during an exclusive interview with Black Voice News.Dr. Hill shared the comments as a message to the community reflecting on her first year leading the RUSD while also looking optimistically toward the future. She shared insights from an event she’d attended where she learned that 85% of the jobs projected for the year 2040 are yet to be created.

Although the 2021-2022 school year was her first as superintendent, “It was my 29th year in the district,” she highlighted.

10 VOICE | AUGUST 25, 2022 | theievoice.com FEATURE but as she explained, “The work pulled me back.” On returning to the field of education, she would become a math specialist before transitioning to an elementary school director and subsequently an assistant superintendent. Then, she retired. But things changed three years into her retirement. “I got a call from the district and they invited me back as chief academic officer. Then, the board promoted me to superintendent.”

As an administrator, Dr. Hill believes, “[I] t is our responsibility to serve each and every student, every day.” This includes making it a priority to ensure students from low income and disadvantaged communities have all the tools and support they need to be successful.

“I know to a lot of people that might seem obvious,” she advised, but added, “I think that in public education, it is a responsibility to discern, to serve each and every student. I think we have some established practices that may reach a broad swath of students but then we have to take more special care with other studentMembersgroups.”ofthese groups can include lowincome students, those with special needs or those who are going through something. “Sometimes those student groups need something a little different then what we might do when we're trying to address all student needs,” she Speakingsaid.onthe driving force behind some special programs in the district she added, “That's really where it comes from. In order to help students meet their aspirations, we have to take care to look beyond the average so to speak, or look beyond the standard things we do, and see if there is some action we can take or a hand we can lend.” The objective is to help students get a little bit further along in attaining educational goals, Dr. Hill advised.

AVID Program To this end, the district has at least three core programs focused on this. One is the Advancement Via Individual Determination (AVID). The program is specifically designed for low income students to build school habits like self-advocacy, understanding the importance of having assignments prepared on time and so forth. The initiative was originally designed to prepare low income students for college and to enable them to thrive in college. According to Dr. Hill, the program is now being extended to lower grades. “Some of our high schools are actually AVID demonstration schools because they have their practices down pat. This is definitely one of the programs that helps support an identified student group.” Heritage Program Heritage is another special program, designed to support African-American students in completing their college eligible coursework and qualify for admissions to University of California and Cal State institutions of higher learning. “There are 15 courses that must be completed with a B or better in order to be eligible,” Hill expounded. “There are so many benefits of course.” Those benefits include being college eligible at a high-quality college or university, as well as the money college students can save by not having to pay for other remedial classes.“We did a district-wide study in mid 2013 and saw that we had a gap for African-American students completing those courses – the only group that we did not already have an organized response or organizational response for. So, we decided to try some things,” said Dr. Hill. Now the district has a formula and a site contact at each of the comprehensive high schools that complete transcript reviews each year for students identified in the district’s information system as African-American.

Providing the tools and support students need for success

“They see which students already look fine–we have plenty of students that [are] already on track. We have another group of students who could be eligible if . . . and then fill in the blank “ According to Dr. Hill, it is the job of the site contact to figure out what is “filling the blank” for each of those students. It could be the need to improve a grade, the student might need to take a different course or or an additional course. The site contact works with the student and his/her family to determine what can be done and then talks to them about the pros and cons and their preferences about doing that. The site contact also follows up for completion.

“We've been able to narrow the gap quite a lot this past year. I believe African-American student achievement in [this regard] was above the district average. Legacy Program RUSD also has the Legacy program for the English learner student group. It is designed with the same structure as the Heritage program but the support provided to students varies because they are language learners and there is a whole piece of work with academic language and access to academic courses that is required. “It is a similar idea but implementation specific to the English learners,” said Dr. Hill.

“We have a lot of ways to support students and make sure they finish school. That will keep them employable and able to work. For example, we have credit recovery at every comprehensive high school. The district also employs a dropout specialist in the district who can help students avail themselves to its Educational Options Center.The Educational Options Center is for students for whom the comprehensive high school system does not work. Among the options available, students can participate in home-based schooling if that works for them or in independent study. “Or, if they have schedule problems and things like that, the district also offers some career tech programs that they can involve themselves in if that's more attractive.”

“Over the year we came closer together as a team. We are coming together as a team, knowing each other's strengths and needs and supporting that.”

Beyond special programs, parents also play an important role in students’ educational success. Parental support ranges from the formal to the informal, according to Hill. “We have a number of parent advisories that are awesome. We have an English learner advisory at the school level where it is required and then we have a larger one at the district level and those parents know about our desire to support all students. And of course, it matches their desire to support students.”

It is a two way process, she said. “Sometimes we're talking to parents about how to help their student do well in school and sometimes parents are asking how student groups are performing and what the district is going to be doing. We have the English learner parent advisory, an African-American parent advisory, a parent advisory for students with special needs and we have the PTA. The district also offers virtual school if that works better for some students.

Dr. Hill embraced her first year as RUSD’s superintendent during a really challenging time with districts having to recenter themselves after the COVID-19 shutdown. “The things that people were going through, there was no relief from. It was personal and professional and [with] the stakes being so high.”

Recentering in the wake of COVID-19

Reflecting on her first year as Superintendent, Dr. Hill also noted how getting students back to school in person helped build community. F ollowing its declaration of a public health emergency, the Riverside County Public Health Department has published a Monkeypox Data Dashboard which gives the community live updates on monkeypox cases in theTheregion.dashboard was developed to keep residents informed about the current monkeypox spread and where it is spreading in the region, Senior Public Information Specialist Jose Arballo Jr. shared via email. The dashboard will be updated daily as monkeypox cases are detected.

So far, California has received 109,471 vials of the monkeypox vaccine, according to the California Department of Public Health. More than 65,000 vials have been distributed to local public health departments and 43,282 have been delivered to Los Angeles County from the

clinics because the vaccine “is considered to no longer be effective.” The county is also “temporarily postponing” second doses of the vaccine to “maximize impact of the limited vaccineIndividualssupply.”who are interested in getting the vaccine can register their interest with the county by completing and submitting the Monkeypox Vaccine Interest Form.

Riverside County Implements Monkey Pox Dashboard as Local Cases Increase

“This was critical during the COVID response and we believe it is critical to be as transparent as possible,” Arballo wrote. Monkeypox cases in the county have increased over the last few weeks, with the county reporting a total of 124 cases as of August 19. This week the county also reported the first monkeypox cases detected in a female in the county. In addition to tracking the number of cases in the county, the dashboard contains information regarding the location of monkeypox cases, race/ethncity and sexual orientation.Themajority of monkeypox cases have been detected in Palm Springs, which has 66 cases, followed by Cathedral City, which has 21 cases. As the county works to expand vaccine availability, there are growing concerns about the possible cancellation of upcoming events in the county, namely Palm Springs Pride which is set to take place beginning on November 4. With a limited supply of vaccines, the county has given priority to specific groups in the community who may be more at risk such as laboratory workers who directly process specimens for monkeypox testing, people who have been identified as having monkeypox and people who engage in transactional sex. In Los Angeles County, the case count is now at 936, surpassing San Francisco’s count of 614 as of August 18.

One person who received a lot of recognition during the ceremony was teacher Donna Woods. Woods has been a part of the Moreno Valley Unified School District for over 30 years. Woods started as a basketball coach and transitioned to assistant secretary while finishing up her teaching certification and had been teaching for 23 years.Woods currently serves as the lead instructor for the cyber academic pathway. IT director of the Moreno Valley Unified School District and Woods, created this cyber program seven years ago.

“It started just as a club. Then we started writing the curriculum for the classes. Then that curriculum was state-approved,” Woods said. Since then, they have won four grants worth $7 million, and that’s what funded the new center.

“We now do our introductory courses at our middle schools. We’re at five middle schools here in Moreno Valley Unified School District. And then when they come to high school, they can finish the pathway in two years. Once they finish the cyber one, cyber two, basically intermediate and advanced [classes], they get to come to the dual enrollment [program].”

It started as an after-school program with only 20 students, and by the first competition, they had 36 students signed up to participate.

Audrey Thomas was another success story featured at the ribbon-cutting ceremony.

Thomas is the National Ambassador for Girl Scouts of America and has traveled around the globe for workshops. She is also a part of GenCyber, a program that provides cybersecurity experiences for students and teachers at the secondary level. She credits girl scouts for exposing her to STEM in middle school and helping her find her passion for STEM early.

The power of servant leadership Woods talked about incorporating that servant leadership into her students and teaching them to look to pass on what they learn to others.Thomas is a walking embodiment of that lifestyle. Thomas said she is trying to start a United Black Scholars Program on her campus at Valley View, which she describes as a more accessible national honors society for Black students.

Burroughs emphasized that the community needs to take accountability for their health because “no one is going to save us.”

“Why not the Inland Empire?” Woods said some people doubted a program like this could succeed in the Inland Empire. “This is the Silicon Valley of the South [California]. Why not our kids? Look at the diversity on our campus. You see every culture and multiple languages, that's what's valuable. We need males and females. We need diversity.”

Burroughs hopes that sharing the film with the community and stakeholders will not only encourage people to take charge of their health by becoming active participants, but she also hopes it will change the narrative from emphasizing health disparities and disproportionality to highlighting how the Black community can forge health equity and empowerment.

Thomas talked about the idea of attending a Historical Black College after she graduates, North Carolina A&T, Howard University, and FAMU are a couple of universities she is considering.“Ithinkthe most important thing is to see people that look like you in the field because it’s mainly white-dominated and male-dominated …At HBCU’s you are going to be around people who look like you. And, you can have a good experience and learn in a fun and healthy environment.”NorthCarolina A&T will collaborate with IBM to create a virtual Cyber Security Leadership Center on its campus. A&T was one of six Historically Black Universities that will be a part of this collaboration.
